[00:02:58] to register domestic animals through the unified portal of Electronic
[00:03:01] Services. Recently, this issue has become acute. A
[00:03:05] flood of dog and cat owners
[00:03:08] poured into the executive committees. Many of them would like to shorten the path to
[00:03:12] cherished tokens for their pets with the help of digital technologies. And
[00:03:16] soon they will have such an opportunity. Registration
[00:03:18] of pets will become another administrative procedure that
[00:03:22] we will be able to carry out without leaving
[00:03:24] home.
[00:03:28] In our country, for more than 10 years, the
[00:03:32] National Center for Electronic Services, abbreviated
[00:03:36] NCES, has been functioning. It is an infrastructural operator of e-government.

[00:03:42] Imagine a huge virtual city. Instead
[00:03:45] of people, it is inhabited by our passports. And millions
[00:03:49] of operations are linked to passport data. Tax payments,

[00:04:03] accompany all these processes, ensure data protection in
[00:04:06] the system, maintain unified rules for their processing, and
[00:04:10] distribute the load on servers that store
[00:04:13] information about 9 million people.
[00:04:16] This someone is the digital government operator,
[00:04:20] in Belarus, it is NCES. It works in three
[00:04:23] key areas: provides public services on a unified digital
[00:04:26] portal, develops electronic document management in the country,
[00:04:30] and digital trust
[00:04:31] services.
[00:04:36] Digital trust services are programs that help
[00:04:39] identify the user to provide him with access to
[00:04:43] remote processing of electronic services and
[00:04:46] administrative procedures. For example, an electronic digital
[00:04:49] signature, EDS. This is an analogue of a citizen's
[00:04:53] ordinary signature, which he makes with his hand. Not literally its
[00:04:57] graphic copy, but a multi-component key
[00:05:00] created using complex algorithms. It is impossible to forge such a
[00:05:03] signature, unlike a flourish made by
[00:05:06] hand. EDS confirms that the document was
[00:05:09] signed by the person who owns it, and that it was not

[00:05:17] to the user on a flash drive, and it should not be given to

[00:06:16] the system creates a personal account for them on the electronic
[00:06:20] services portal. This is a small apartment for your passport number in our big
[00:06:24] digital city, it remains empty until you
[00:06:27] log in to your personal account on the EPosluga website.
[00:06:31] Once you log in, your personal account is activated. From
[00:06:34] this moment, you can interact with state
[00:06:37] structures from it. There are two ways to show
[00:06:41] the system who you are. Strict and non-strict
[00:06:44] authorization. Strict authorization is when you
[00:06:47] enter an electronic digital signature, allow the system to
[00:06:50] scan your ID card - a new format for Belarusian passports,
[00:06:54] or enter a unique identifier. Non-strict
[00:06:58] authorization is logging in via a mobile number, email
[00:07:01] address, Google account, or Apple ID. We have figured out
[00:07:05] where to get an electronic digital signature. As for
[00:07:08] the ID card, it can be obtained through the Ministry of Internal Affairs, i.e., at the passport office.
[00:07:12] And the advantage of this document is that it comes with the citizen's
[00:07:16] electronic digital signature embedded from the start, and
[00:07:19] here's a nuance that not everyone knows. The EDS
[00:07:23] issued on a flash drive in registration centers is valid for only
[00:07:26] 2 years, while the one embedded in the ID card works for
[00:07:30] 10 years. ID card holders: you already have an electronic digital
[00:07:34] signature, and to access the full list of electronic services, you do not
[00:07:38] need to get it separately. To
[00:07:40] activate your personal account on the Eposluga portal
[00:07:44] using an ID card, you need to download a special application
[00:07:48] to your smartphone, enable the NFC function, and place the card

[00:09:47] scenarios via ATS or ID card gain access to
[00:09:51] all of the above. Those who use a unique identifier
[00:09:55] have access to over 400 different services and
[00:09:58] procedures. However, people who log in via email,
[00:10:01] mobile number, Google, and Apple ID, can
[00:10:05] use about 40 system
[00:10:07] services.

[00:10:15] register as unemployed, request state
[00:10:18] targeted assistance, certificates from the tax office, police,
[00:10:22] pension fund, alienate residential premises, declare

[00:10:32] apply for kindergarten places for children, register at your place
[00:10:36] of residence, apply for replacement driving licenses,

[00:10:42] obtain an electronic visa for travel to Belarus through the electronic services
[00:10:46] portal. This option is used by foreigners. The applicant
[00:10:50] receives a PDF file with a QR code. To

[00:11:00] scenarios, paper bureaucracy on most everyday
[00:11:04] issues is a thing of the past,

[00:11:14] there are 777,000
[00:11:17] active personal accounts of citizens, and over 4,000
[00:11:21] unique identifiers have been issued. If in 2022,
[00:11:25] our state structures provided 76 million
[00:11:28] services through the portal, then in 2025 there
