[00:00:00] sufficiently equipped in terms of [00:00:03] responses and support for the directions [00:00:06] of the main forces, if anything, yes, regarding [00:00:10] unblocking the path to the Atlantic, so [00:00:14] here, of course, there's just more of such [00:00:17] a semantic, cognitive escalation, [00:00:21] yes, of the situation around Kaliningrad, but the fact that [00:00:24] Kaliningrad is becoming today a potential military [00:00:26] target, that is excluded. [00:01:30] The representative of the Netherlands, well, [00:01:34] in this regard, he has long, he, [00:01:37] probably, [00:01:39] is a admirer of Bulgakov, he does not read Western [00:01:43] newspapers, yes, before eating, so [00:01:46] he clearly did not hear and did not read what [00:01:50] all Western press, all [00:01:53] information sources are trumpeting about the lack of [00:01:57] money, the lack of weapons, [00:02:30] joint exercises are held, recently joint exercises were held [00:02:34] with the Chinese People's Republic, our alliance with the Russian [00:02:37] Federation, with China, how important is it to conduct such exercises, [00:02:40] especially when there is even such a language barrier, yes, when it would seem that China [00:02:44] is a completely, one could say, different civilization, our [00:02:47] military, how important is this cohesion today and in [00:02:51] general what is the essence, the role of such [00:02:54] exercises of Russia, Belarus with the involvement of [00:02:58] China? In general, considering [00:03:01] these exercises, we need to understand how [00:03:03] Rostan Ukasil is formed [00:03:06] in our region, in this [00:03:09] case, why China gladly goes into our [00:03:13] cooperation with us and with Russia, because it sees [00:03:16] how effectively a regional grouping [00:03:20] of Belarus and Russia was formed, [00:03:23] this military grouping, in this [00:03:26] regard, well, China sees it as - [00:04:00] interesting from the point of view of, well, new landscapes, [00:04:03] yes, one needs to understand, new [00:04:07] technologies, after all, China technologically provides [00:04:10] a basis [00:04:12] to learn and catch up in this regard, not only Belarusians, even [00:04:16] Americans admit that China today, well, [00:04:19] probably, in the 22nd century already [00:04:23] lives, to put it mildly, therefore, our cooperation with [00:04:26] China in this regard, our joint exercises, they [00:04:30] allow to feel [00:04:32] the theater of war, and Eurasia is [00:04:36] potentially, still a theater of war, yes, not only in [00:04:40] the western direction, but in [00:04:44] the eastern, therefore, understanding [00:04:46] and having control over the situation, feeling it with all [00:04:50] tactical links, yes, or fibers, yes, we [00:04:53] know how our, [00:04:57] for example, position, our situations, how quickly [00:05:01] army, our units behave in different [00:05:04] we adapt, how we see [00:05:08] it, how we look, how we are able [00:05:11] to perceive the latest technologies that can [00:05:14] suddenly, yes, for example, or quickly [00:05:18] arrive at our flank, [00:05:21] therefore, we trained there, we trained here, we communicated here, we [00:05:25] shared, they shared experience with us, in the end we get good [00:05:29] experience. Among the recent personnel [00:05:32] decisions of our head of state is the appointment of a general to one of the key [00:05:36] positions in the presidential administration, [00:05:40] how do such appointments reflect this? This is a strategic [00:05:43] approach to forming a team responsible for national [00:05:47] security, and what role does military experience play in public administration today, in your [00:05:51] opinion? The fact is that if [00:05:55] you look at how Western technologies, [00:05:57] proxy or hybrid [00:06:00] attacks act against the state, here first of all it is [00:06:04] the civilian sector, this [00:06:07] controlled chaos is not calculated on the military, [00:06:11] but on civilians. And the civilian sector in this [00:06:14] regard, if you strengthen it with specialists in the field [00:06:18] of military security and [00:06:21] people with, say, experience and [00:06:23] composure, yes, regarding these [00:06:27] operational changes in the situation, then I will say this, it's [00:06:30] only a plus, this is a stabilizing factor, [00:06:33] further it's a new perspective, because both of them like to [00:06:37] move along the rails, yes, so [00:06:40] to slightly deviate from the beaten paths and [00:06:44] look at the situation more broadly, I [00:06:48] think that Muraveiko's participation will not be superfluous in [00:06:51] the system of management or political headquarters, as I [00:06:55] would say, why, because for example, if the political headquarters looked [00:06:58] at the economy, at demography, that is, such [00:07:01] factors, yes, then the factor of the military [00:07:04] system in this aspect gives [00:07:06] importance to the fact that we are indeed [00:07:10] surrounded - [00:07:42] that element that creates conditions for [00:07:46] deterring aggression, why? Because it is precisely those [00:07:49] instruments or those directions that [00:07:52] are the target of hybrid [00:07:55] attacks, in this regard, [00:07:58] this is already military readiness, you [00:08:02] see, there are IT, cognitive parameters, [00:08:05] financial structures, and so on, that is, based on [00:08:09] this, I see that there must be military... [00:08:55] Is there a safe route for any future [00:08:58] only after that proceed to it, because one can try very hard, yes, [00:09:02] and then lose everything in one part. [00:09:04] потерять. [00:09:06] Well, speaking of the future, according to the tradition of our program, your vision is also [00:09:10] interesting. The horizon of five, or maybe even 10 [00:09:14] years, how will the security picture of our region develop and, most importantly, [00:09:18] what role will Belarus be assigned in this, [00:09:22] and what role can Belarus play in this? Well, if I don't [00:09:25] stretch this [00:09:28] thought too much, I will say this: in the next 5-10 years, [00:09:32] Belarus will clearly and concretely [00:09:35] move from the level of a foreman to the level [00:09:38] of an architect of security in the region, therefore I [00:09:41] see... only that Belarus [00:09:44] will no longer be just some kind of participant, yes, it [00:09:48] will form models, it will [00:09:51] offer options, it will implement [00:09:54] them precisely in the western direction, [00:09:57] equally, just as our partners in [00:10:01] the east will do, therefore I say, from foremen to architect, we [00:10:04] will definitely switch, thank you, now let's move on to [00:10:08] the interactive part, please, very interesting questions, even [00:10:11] a little bit about... [00:10:55] natural conditions that exist in Lithuania, [00:10:58] in Belarus, such [00:11:01] super heavy tanks, yes, they are [00:11:05] useless scrap metal, [00:11:07] and the adventures of American [00:11:10] tank crews, yes, at Lithuanian training grounds [00:11:13] demonstrated that this equipment is unsuitable [00:11:17] for combat use in our conditions, driving on [00:11:21] our roads, yes, just a little to the right, a little to the left, then... [00:11:56] you need to build a lot of all these [00:11:59] servicing elements, starting from [00:12:01] factories, then you need to build a hospital, then build [00:12:05] a cemetery, yes, for these German [00:12:08] tank crews, kindergartens there, I don't know, that is, [00:12:12] for new German-Lithuanian, what's [00:12:15] it called, demographic explosions, yes, so [00:12:18] based on this, all this goes in a general [00:12:22] format element, so let them build a factory. I will tell [00:12:25] you this, if we know that it is being built, we know its [00:12:29] coordinates, where to aim if anything, [00:12:32] so everything is fine, if we didn't know, and it was being built, [00:12:36] that would be, well, they officially opened it today, so we [00:12:39] know for sure, so they are not afraid, they are not going to attack, I will say [00:12:42] this, another construction, they ask, there was also [00:12:46] such news that the USA is building new factories, two new factories for [00:12:50] the production of Patriot systems, so, are they preparing for war or are they [00:12:53] preparing for sale? [00:13:25] a horse like a gypsy, [00:13:28] well, so, here's a philosophical question: [00:13:31] the concept of terrorism changes every five years, says [00:13:35] the listener, if not every year. The beginning, [00:13:38] as I understand it, he says, or rather, yes, [00:13:41] our listener says that it was Chechnya, then September 11, [00:13:44] a sad date in the USA. The style, methods, [00:13:48] technologies and technical equipment are changing, [00:13:50] so cyberterrorism is a dangerous thing, or [00:13:54] can one... how to resist and how to resist? [00:13:58] Cyberterrorism is, you see, one of [00:14:01] the elements, in fact, of a proxy [00:14:04] war that is being waged today, including with us, [00:14:08] so it's like, for example, tanks, [00:14:11] yes, like missiles, like planes, it's just [00:14:14] a variety, a way to inflict harm or [00:14:18] damage to a potential, for example, [00:14:21] enemy or target country, in this [00:14:23] regard... terrorism, yes, it's a very dangerous thing, [00:14:27] therefore, in these joint exercises, these [00:14:31] moments are also considered, at these meetings [00:14:34] of anti-terrorist centers and structures [00:14:37] of the CSTO, SCO, [00:14:40] CIS, all these things are also considered, at our forum [00:14:44] there will be, which are at our forum, yes, all this [00:14:47] is the direction that requires protection and [00:14:51] security, the point is that artificial intelligence, why the [00:14:54] same? Trump tries to rename everything from [00:14:57] artificial to super or super, yes? Why? Because [00:15:01] artificial intelligence is a dual-use [00:15:04] system. It was supposedly invented to [00:15:08] write texts quickly, yes, or analyze something, but in fact [00:15:12] it turned into what? Into a weapon. Therefore, this [00:15:16] is a new generation weapon, [00:15:18] cyberterrorism is precisely those channels, [00:15:22] yes, through which artificial intelligence will [00:15:25] inflict harm or damage as a weapon? The hottest [00:15:28] spot on the planet, the listener is confident, [00:15:31] of all hot spots, he says: it is [00:15:35] of course, Ukraine. [00:15:39] Here's a saying he used, if a neighbor's house is on fire, we [00:15:42] put it out, how, what peaceful [00:15:46] initiatives does our Belarus put forward to extinguish [00:15:49] this conflict somehow? We constantly demand this, we [00:15:52] constantly meet Ukraine halfway, but he [00:15:56] says, to act somewhat more, perhaps [00:15:59] dynamically, more aggressively, these are [00:16:03] very delicate matters, and to aggress. [00:16:06] has arrived, well, we do not [00:17:07] refuse, look, only in September 3,500 [00:17:11] Ukrainians moved to us - to a permanent place [00:17:14] of residence, well, we accept Ukrainians [00:17:17] to live, if someone sees the point [00:17:21] of moving to Belarus - [00:17:23] I think this was also the case before, I will say this, it's just [00:17:27] that, of course, the conditions of war or [00:17:30] the crisis that unfolded there [00:17:34] push people to do this more actively, yes? But [00:17:37] Ukrainians have always come to Belarus and lived, I will say that in [00:17:41] Soviet times, Ukrainians came to live and [00:17:45] live and develop in Belarus, so there is nothing in this [00:17:49] regard, it has increased, yes, and I will say, Belarus [00:17:52] has given the opportunity not only to settle, but helps [00:17:56] with work, with housing, with [00:17:59] education, Ukrainian children, yes, [00:18:03] feel equal to our Belarusian ones, and there is nothing [00:18:06] wrong with that. [00:19:07] Here, the control system for this, it [00:19:11] doesn't exist at a high border guard level, [00:19:14] no, for this there are aerospace forces, there is [00:19:17] air defense, there are, for example, satellite [00:19:21] surveillance systems, so based on this [00:19:24] we understand what threat [00:19:28] is identified given the object that [00:19:32] tries to cruise across our air border, [00:19:35] so there's no height here, [00:19:38] because if we know that there are [00:19:42] military satellites that are capable of inflicting [00:19:45] military harm on [00:19:48] our territory, we will control them and will demand [00:19:52] a request for border crossing, and [00:19:55] we will likewise, for example, close or something [00:19:59] else, if they threaten us, [00:20:02] so such violators will appear, means [00:20:05] of destruction will appear. [00:20:08] Not necessarily from the ground, they can appear from the side [00:20:12] of orbital complexes, groupings, and [00:20:16] as Americans say today, such [00:20:18] things already exist, they are working on it, [00:20:22] and Russia also sees this, I will say that this [00:20:26] question, it is good, it [00:20:29] has such a forward-looking view, [00:20:33] because the issue of the air border [00:20:36] today is determined [00:20:40] only by small planes, yes, but I understand that over [00:20:43] time this issue will fall into the plane of space [00:20:46] parameters, so that's it, [00:21:20] a partner is someone who does something [00:21:22] together with you, and an ally is someone who can stand [00:21:26] up for you if anything or intervene, yes, so in [00:21:30] this regard, China is both an ally and a partner, we [00:21:33] have, as it were, civilian [00:21:36] projects, but we also have military ones, so including [00:21:40] if you look at Polonaise, [00:21:43] our, say, Belarusian feature, yes, then I will say [00:21:47] this, both partnership and alliance... [00:22:50] And alliance is reliability. [00:22:53] Your point of view: do you believe that the future [00:22:57] of Europe, the future of Russia and Belarus still depends on [00:23:00] the outcome of the war in Ukraine. [00:23:04] If not the peace [00:23:04] of the whole world. [00:23:08] Once again, I, as the future of Belarus. Europe, Russia, [00:23:11] does it depend on the outcome of the war in [00:23:13] Ukraine? [00:23:15] There is some logic in this. I will probably upset [00:23:19] someone, yes. Well, this is probably my opinion, and I do not [00:23:23] want to impose it on anyone, but I have the right to express it [00:23:25] anyway, I will try to do so. It [00:23:29] seems to me that nothing depends, [00:23:32] because, as Ukraine and Europe [00:23:36] are building the trajectory of this process, [00:23:39] then, will Ukraine, [00:23:43] let's ask ourselves this question, given [00:23:47] such efforts, because, in essence, [00:23:50] no European, American or any other [00:23:54] structure or service, yes, [00:23:56] regarding the establishment of some [00:23:59] relations, does not imply [00:24:02] or does not take into account the goals of the SMO, and the goals [00:24:06] of the SMO were not to destroy Ukraine, but to [00:24:10] stop the expansion, for example, of NATO to [00:24:13] the east, to stop nationalism, this [00:24:17] Russophobia, that's it. And [00:24:21] militarization, that is, it was such [00:24:24] denazification and demilitarization first [00:24:27] of all, but what if Ukraine is accepted into [00:24:29] NATO? [00:24:31] Well, you know, there's a joke, a tiger attacked your mother-in-law, [00:24:35] yes, well, let her get out of it herself, [00:24:39] you understand, so the same with [00:24:41] Ukraine's entry into [00:24:44] NATO, I will say this, if Ukraine joins [00:24:48] NATO. [00:25:20] the speed of delivery, yes, of weapons also fell, that is, they [00:25:24] look at profitability, if it is profitable, they will try, [00:25:28] if not, they won't, so, well, hypothetically, Ukraine [00:25:32] joined NATO, [00:25:36] what are the mechanisms next, Article Five, [00:25:38] or what, or should we immediately cover ourselves with white [00:25:41] sheets, you know, the first, the first, what's it called, level [00:25:45] of readiness for a nuclear strike, cover yourself with a white [00:25:48] sheet and step aside. Put the [00:25:51] machine gun away from your hands, [00:25:54] so that molten metal does not drip on your boots and spoil state [00:25:58] property, so in this regard, Ukraine will never be part of NATO. [00:26:34] What kind of world today, [00:26:38] it's hard to disagree, uh-huh, with this [00:26:41] phrasing, the world is indeed different, [00:26:44] we ourselves are witnesses of all these things, [00:26:48] remember before, even 10 years ago, yes, [00:26:51] 15, everything was a little different, yes, there was something [00:26:55] somewhere, but now it's all around us, next to [00:26:58] us, so, of course, the world has changed, [00:27:02] further everyone [00:27:05] started some [00:27:08] expansions, aggressions, yes, [00:27:11] hoping that it would be fast, yes, [00:27:14] easy and simple, but it turned out not [00:27:17] to be so, the world [00:27:19] missed, accounting for its own [00:27:22] development, that's it, 10 or 15 years ago, [00:27:26] we were told that you are developing, [00:27:30] you are the third world or something, you understand? Today I don't see [00:27:33] such pictures, there is no third, no first, no [00:27:36] second, there is a world, yes, which today [00:27:39] begins, well, how to say, [00:27:43] to mix, [00:27:46] there are no hegemons, no rules, no laws, some rules, [00:27:49] you understand, it's like chaos, rules, in fact, [00:27:53] yes, it's a great chaos, only planetary, [00:27:56] so, in order to systematize this, you really need to enter [00:27:59] multipolarity, because the hegemon... is no longer in a [00:28:03] state to hold this entire [00:28:06] world in its - [00:28:09] hands or whatever, so [00:28:12] multipolarity is the only way out today [00:28:15] to systematize, agree, determine, because when [00:28:19] there is multipolarity, it is clear, there are interests, but the hegemon [00:28:23] does not see other people's interests, he only imposes his own, and when [00:28:26] everyone starts building this mosaic, [00:28:29] these puzzles, only then will the picture emerge, [00:28:33] thank you, thank you, well, as per tradition, dear [00:28:37] Alexander Vladimirovich, a couple of wishes to our listeners and [00:28:40] viewers from you, we have such a serious topic, despite the fact that we [00:28:44] were ironic somewhere, but of course, everyone needs to [00:28:48] take it seriously, and not only the news, but each one to themselves, [00:28:51] but in general, your wishes to our viewers [00:28:54] and a note of positivity, it should still [00:28:57] be there, of course, without positivity, one cannot, a person [00:29:00] must hope for the best. Believe in the best and strive for the best, [00:29:04] so I want to say this, well, unfortunately, [00:29:08] now there are no reasons to relax, [00:29:11] yes, but still for a good [00:29:15] mood, for good deeds, [00:29:19] there should always be a place, so well, only, only, only [00:29:22] cheerfulness and faith that everything will be fine, I remind you, our [00:29:26] guest today is a national security expert, Tishchenko Alexander [00:29:30] Vladimirovich, the program is "Actual Microphone". Hosts Dmitry Varanyuk, [00:29:33] Elena Shvaiko. See you again. [00:30:32] the housing policy is now such that less is being built in Minsk, [00:30:36] the workforce will be distributed evenly, the focus is on the development [00:30:39] of regions, where housing is built proportionally to vacancies, it [00:30:42] should become the main tool for solving [00:30:45] the housing issue, a person will have a place to live and personnel [00:30:49] solutions to personnel problems. Are we able to make [00:30:52] world-class equipment? By no means relax, because you will [00:30:55] quickly occupy the markets that are being [00:30:59] freed up today. We speak warmly today [00:31:03] of those who have linked their lives with mechanical engineering. More than [00:31:06] 5,000 trolleybuses, about a thousand tram cars, [00:31:10] a couple of hundred electric buses. This is how the still [00:31:13] young, but already firmly established history [00:31:17] of ground electric transport in our country looks today. A new trend [00:31:20] is being developed in tram systems with unmanned [00:31:24] level. Main topics on the main [00:31:27] air. Watch on Belarus 24 TV channel. [00:32:43] What if your loved one or a well-known person calls you and urgently [00:32:47] asks for money, will you transfer it? And what if it's [00:32:50] artificial intelligence that stole the intonation [00:32:54] of a familiar voice? This is exactly how scammers [00:32:58] can operate today. Minsk police decided to conduct a social [00:33:01] experiment, to check if Belarusians can recognize [00:33:05] who is calling them if the voice is generated by a neural network. [00:33:09] We will now take samples of your voice, make a clone of it, and send it to one [00:33:12] of your friends or relatives. Hello everyone, [00:33:15] everything is great, the day was super excellent, now I will form [00:33:18] a voice message, I will send it to you. The essence is simple: take [00:33:22] 30 seconds of a person's speech, generate a voice clone, and [00:33:26] send it to relatives with a request for money, will they believe [00:33:29] it or not? Karinka urgently needs it, Karinka urgently [00:33:33] needs it, yes, that's fine, to pay the fine, uh-huh, I sent [00:33:37] it through the network, I sent it, [00:33:41] let's see, did you have any doubts, right? [00:33:45] Well, why did you believe it, what was the final [00:33:49] straw? Because, well, she's a friend, maybe she [00:33:53] urgently needs to pay money. Dear [00:33:56] citizens, be vigilant and it is better to double-check [00:33:59] the information, call your relatives or acquaintances before [00:34:02] transferring money or clicking on unknown links, protect [00:34:06] yourself and your finances. Scammers [00:34:08] called his wife, they told her something, [00:34:12] she brought the money and gave it to the courier. [00:34:15] A resident of the capital applied, his wife was deceived by [00:34:18] phone scammers, the day before, a fake [00:34:21] energy sales employee called the woman and asked [00:34:24] her to name the code from the SMS to replace the meters. The scammers [00:34:28] knew her surname, first name, patronymic, phone, and [00:34:31] then fake employees of BLG and KGS [00:34:35] contacted her, who intimidated the Minsk resident [00:34:38] with criminal liability, saying that they could come to her with a [00:34:41] search, if they found money, expect criminal responsibility. [00:34:45] The curators forbade the woman to tell anyone about what happened, including her [00:34:49] husband. To clear herself of suspicion, the Minsk resident agreed to give [00:34:52] all the family's savings to a courier from the National Bank, a total of more than [00:34:56] 15,000 dollars in various currencies, and told her husband that she was [00:34:59] going to the store. After handing over the money to the stranger, she returned home and did not [00:35:03] confess anything to her husband until he saw an ongoing incoming call on her [00:35:06] smartphone, after which he hung up and called the police. [00:35:10] Detectives quickly located the intermediaries through whom the applicant's [00:35:13] savings were transferred. A fourteen-year-old teenager and [00:35:16] a seventy-three-year-old pensioner, what do they have in common? Both [00:35:20] gave money to phone scammers, the latter her [00:35:24] savings of 10,000 dollars, with the third [00:35:27] victim, the total amount of damage was 100,000 Belarusian [00:35:31] rubles, and now the criminal absurdity, when the couriers brought [00:35:34] the money to the exchange office, they refused to [00:35:38] accept it, they suspected something, what did [00:35:40] the scammers do on the other end of the line, they ordered to burn [00:35:44] the money on camera, the couriers face up to 12 years in prison, [00:35:48] a forty-one-year-old Minsk resident started communicating on a dating [00:35:51] site with a man, he told her about his passion [00:35:54] for cryptocurrency and suggested that she try investing, [00:35:58] the result, the woman lost -12,000 [00:36:01] rubles. This is not an isolated case: [00:36:03] a fifty-four-year-old Minsk resident met a woman online, [00:36:06] she suggested he invest, the man [00:36:10] borrowed money from colleagues, monitored the balance as [00:36:14] he carried out instructions, when [00:36:18] he decided to withdraw funds, it turned out that impossible, already lost [00:36:21] 120 rubles, [00:36:24] another resident of Minsk, 29 years old, lost. [00:36:36] in Minsk, it is committed on the internet or with its help, so it is important to remind [00:36:40] adults and children about digital hygiene and rules that cannot be [00:36:43] violated when using the internet, so as not to lose personal [00:36:47] data and money. First of all, basic advice: do not click on [00:36:50] links, even if they come from friends or colleagues at [00:36:54] work. We record cases when attackers disguised malicious [00:36:57] mailings as receiving a gift, a free annual [00:37:01] subscription to some service, a list of awarded employees [00:37:04] or a funny video. As soon as you click on a malicious [00:37:08] link, you may lose access to your account or infect [00:37:12] your gadget with a virus. We also advise you not to enter bank card [00:37:15] data, passwords, and logins for online banking on [00:37:18] unfamiliar websites. This data can be stolen [00:37:22] if the page turns out to be phishing, that is, fake. Do not [00:37:25] transfer advance payments to sellers from unofficial [00:37:28] online stores, check the store name through the medical [00:37:32] Telegram bot Scambybot to be [00:37:34] sure that it is not fraudulent. Also, for [00:37:37] verification, there is another life hack: in the search bar of a regular browser, [00:37:41] enter the seller's card number to find out which [00:37:44] bank issued it. If the seller uses a bank card from a foreign [00:37:48] bank, then refrain from transferring money. If you think [00:37:51] that scammers are simple-minded people from an alley, you are far behind [00:37:55] the times. Today they are technical specialists and good [00:37:59] psychologists, they do not break in, they persuade, [00:38:02] and Kufr is one of their favorite platforms, here is [00:38:06] a scheme for scamming sellers. The scammer [00:38:08] finds an ad, copies contacts, but does not write on the platform: [00:38:12] you cannot send a phishing link there, he [00:38:15] looks for the seller in the messenger and introduces himself as a buyer, [00:38:19] says: I have already paid, sends a link to a fake [00:38:22] page where you need to enter the card number and everything else and [00:38:26] the money from the seller is debited, if you [00:38:29] suspect that you are communicating with scammers, you must first [00:38:33] stop communicating and not respond to messages, in Belarus [00:38:36] there is and works a unique service "Check Bel", it [00:38:40] helps to quickly identify scammers in social networks and messengers, if you [00:38:44] received a message from a stranger or you are [00:38:46] offered a transfer, purchase, some profitable deal, [00:38:50] please do not rush to trust, first check, just enter the account [00:38:53] name or send a link to the profile on social networks with [00:39:16] and there asks for an advance payment or delivery, saying, I left the city, no time, to dispel [00:39:19] doubts, talks about holding funds, if there is no delivery, [00:39:22] Kufr will return your money, sends a link [00:39:26] to a fake. The buyer enters card [00:39:29] data, money is debited, and [00:39:33] there is no parcel, and there is no money. A second blow, [00:39:37] when the buyer starts to suspect something, the scammer says: [00:39:40] "An error occurred, the item has already been picked up, I am ready to return all [00:39:44] the money, here is a link to the return page," and there [00:39:47] again you need to enter card data, again [00:39:50] a debit, again your money is gone. An eighteen-year-old [00:39:54] resident of Maladzyechna decided to rent an apartment for a long period. [00:39:58] She found the advertisement on a trading platform, however, the scammers convinced [00:40:01] the girl to switch to a messenger for communication. The owner [00:40:05] of the dwelling said that she was outside the [00:40:07] country, and her sister would deal with the apartment issue. [00:40:10] Under the pretext of high demand and [00:40:14] a queue of people wanting to rent an apartment, [00:40:17] the scammer convinced the girl to transfer an advance payment to the card. In [00:40:21] the process of further communication, the victim transferred money for another [00:40:24] month of residence, and after refusing further [00:40:28] unjustified payments for the return of already [00:40:31] transferred funds, entered her card [00:40:34] data. To be convincing, the scammers used photos [00:40:37] of a passport and a certificate of state registration [00:40:41] of real estate. The Minsk police remind: do not [00:40:44] make advance payments before viewing the dwelling, do not [00:40:47] click on links, and do not share your card [00:40:50] data. Do not trust sent photo documents and do not [00:40:54] leave the trading platform to discuss a deal in old [00:40:57] messengers. The range of fraudulent schemes is huge, [00:41:01] and it is constantly growing. This can be an offer of [00:41:04] a side job, trading stocks or cryptocurrencies. You [00:41:08] take out a loan, transfer it to the exchange, you are sent [00:41:11] pictures of successful deals, while your crypto wallet [00:41:14] empties. This could be some link in an incoming [00:41:18] SMS message, one click and the virus is already on your [00:41:20] phone. A call from a so-called mobile operator [00:41:24] with an offer to re-register your SIM card. [00:41:27] As soon as you enter the code, money will be debited from your balance, [00:41:30] a message like, "You have an unpaid fine" or "Your [00:41:34] card has been blocked" and a request to click on the link to [00:41:37] pay. The main rule is, if a stranger, [00:41:41] presenting themselves as anyone, asks for money, codes, or [00:41:44] card data, they are a scammer. No [00:41:47] in Belarus ever call [00:41:51] from messengers and ask for any data. I will separately touch upon the topic of [00:41:54] telephone fraud. Do not disclose codes from [00:41:58] SMS messages to strangers, even if the caller introduces themselves as a mobile [00:42:02] operator, an employee of the social service, Belpochta or [00:42:06] energosbyt, but even if you have already named the digits of an SMS message, [00:42:10] do not agree to fulfill other demands of the attackers, [00:42:13] for example, to transfer money to a stranger's account for declaration, to register [00:42:17] cryptocurrency wallets or to pick up cash from [00:42:20] fellow citizens. I will also draw attention to fraudulent schemes when [00:42:24] dating on social networks. If a penpal asks you [00:42:27] to lend them money to move to Belarus, then check [00:42:30] your interlocutor at least via a video call. In general, [00:42:34] I advise you not to send money to strangers before a personal [00:42:36] meeting, even if they promise to return the debt soon. [00:43:10] the victim's acquaintances demand money, do not store what you do not [00:43:13] want to see in public, and if you [00:43:16] got caught, do not pay, go to the police, the attacker will not [00:43:20] stop until they deprive you of everything. Scammers [00:43:23] use stolen data with incredible efficiency, they [00:43:27] can personalize their messages and communication with victims, [00:43:31] using data such as photos, videos, voice [00:43:34] messages, text information, for example, with the help of artificial [00:43:38] intelligence technologies, they can generate [00:43:41] realistic, fake photos, videos, they can [00:43:44] imitate a person's voice, using those audio recordings that were [00:43:48] stored. Make sure that you are not communicating with scammers, and [00:43:52] of course, it is important, if you have still contacted, check [00:43:55] information sources, do not trust messages from strangers or [00:43:59] even acquaintances, if they ask for money or any personal [00:44:03] data, be careful with personal information of any kind, do not [00:44:06] share your passport data, banking information, [00:44:10] or any other confidential information without explicit necessity, [00:44:13] especially over the phone in correspondence. Do not transfer [00:44:17] personal information, address, financial data, [00:44:20] bank card details, account data, passwords, access codes, [00:44:24] those confirmation codes that your bank or services send you. Well, and to [00:44:28] understand what attention the state pays to digital [00:44:31] hygiene as an element of national security, in September [00:44:34] the president signed an updated Directive No. 1. For the first time [00:44:38] at the level of the head of state, mechanisms for maintaining [00:44:41] law and order in the virtual environment are prescribed, this is one of [00:44:44] the priorities for state bodies, including increasing the digital literacy [00:44:48] of the population, the responsibility of the heads of state bodies and organizations [00:44:51] with the support of the media to conduct constant [00:44:55] explanatory work on issues of digital hygiene and personal data [00:44:58] protection is clearly stipulated. It is now clearly [00:45:02] defined who is responsible for what. As we often [00:45:05] say, individual, society, state, and this [00:45:08] is clearly traced here as well, that there is [00:45:11] a family, the cell of society, it is defined separately, who [00:45:15] is responsible for all of this, there are enterprises, with its [00:45:18] directors, there are industries, there are regions, well, of course, there is [00:45:21] the head of state who is responsible for the existence of our [00:45:25] country, for its internal, external policy, for all those [00:45:28] spheres of life in which we are with you today, so I [00:45:32] believe the directive was adopted very on time, very timely, and [00:45:35] the changes that are taken into account there, well, truly provide, first [00:45:39] of all, a... a clear starting point for action, but the most important thing to understand [00:45:42] is that this is not a dogma, but a guide to action, this [00:45:46] is what should push everyone to fulfill these [00:45:50] tasks, those eleven fundamental [00:45:53] directions that are specified in this directive. We live in a world [00:45:56] where trust has become the most expensive commodity, the most [00:46:00] vulnerable. Scammers no longer break down doors, they break [00:46:03] psychology, call on behalf of the bank, the police, [00:46:07] mom, friend, voices from... [00:46:16] ridiculously simple, but that's why it's ignored: don't share codes, don't transfer to secure [00:46:19] accounts, don't believe in winnings, don't click on [00:46:22] links, and most importantly, before giving money, [00:46:26] call a living person, a real one, to [00:46:29] the bank, to the police, create a code word [00:46:32] that a scammer cannot know, because digital [00:46:35] hygiene is the new literacy, either [00:46:39] you... it, or it teaches you with [00:46:43] your own [00:46:43] money.
