I [01:07:13] believe that both Canada and the United States should return [01:07:17] to the bargaining table. But this prominent Republican [01:07:21] senator says Canada could make an already difficult situation [01:07:25] worse by deepening trade ties elsewhere. I do think it would [01:07:29] sound fortunate that Canada is turning to the European Union. [01:07:33] That doesn't help rebuild [01:07:36] good relationship that we once have and that I want us to have [01:07:40] again. Does that make it harder to get back to the negotiating [01:07:43] table with Canada, attorney to Europe? Yes, [01:07:46] I think it does. Just hours after that warning, [01:07:49] President Donald Trump lashed out at Canada and Europe. I [01:07:52] think it's laughable. As the Alberta government starts running ads [01:35:12] about the upcoming referendum, a new report commissioned by [01:35:16] the government lays out the potential costs of separation [01:35:20] as much as $170 billion / 5 years. It says in a worst case [01:35:24] scenario, Alberta's GDP could drop by [01:35:27] about 10%, average annual wages could [01:35:29] shrink by close to $5500, and the debt could grow by $327 [01:35:33] billion. In a scenario where things go smoothly, [01:35:37] GDP could fall by about 2%, those wages could drop by about [01:35:41] $1200 a person, and Alberta's debt could [01:35:44] increase by $209 billion. A lot of pain up front, [01:35:47] not a huge amount of gain. Those pushing for Alberta to [01:35:51] leave say the uncertainty is worth it. The question is, [01:35:55] are we more afraid of what's coming with Liberals and power? [01:35:59] Are we more afraid of being self-sufficient? [01:36:02] Because either way, there's a risk [01:36:05] campaigning to stay in Canada, believe the costs could be even [01:36:08] higher. There are so many assumptions. That they're engaging in that many [01:38:46] deportations tells me that [01:38:48] they're they're doing a cost benefit calculus. They can't [01:38:52] possibly prosecute all of those cases. The documents [01:39:23] also say the officer preferred to do these searches while on [01:39:27] duty to reduce suspicion. [01:39:29] Timothy Barnhardt, who police call the Genesis of [01:39:32] Police Corruption case Project S, [01:39:35] is accused of routinely selling confidential information to [01:39:39] Brian Decosta [01:39:41] which allegedly led to various shootings across the GTA. And [01:39:45] to this I have not seen anyone get out the passenger side. An [01:39:49] alleged attempted murder of a jail official which was [01:39:52] intercepted by police. Let's take him down right now. [01:39:55] Barnhart is accused of providing the jail officials [01:39:58] address and vehicle information to Decosta, [01:40:01] who then gave it to an alleged gun for hire network to carry [01:40:05] out the attempted hit. [01:40:07] This is all outlined in an Information to Obtain or ITO [01:40:11] police documents laying out existing evidence used to [01:40:15] convince the courts to sign off on police conducting search [01:40:19] warrants. The allegations in the ITO have not yet been [01:40:23] tested in court. Also in the ITO who police believe ordered [01:40:27] the alleged hit on the jail official and why? [01:40:31] It goes back to this man Gurpreet Singh, [01:40:34] who is in jail fighting extradition to the US. He's [01:40:37] accused of [01:40:39] acting as an accomplice in an alleged murderous drug [01:40:42] smuggling ring led by accused cocaine kingpin Ryan Wedding. [01:40:45] According to the ITO, police intercepted calls from [01:40:49] the Toronto S detention centre between Singh and inmate there [01:40:53] and Acosta. The ITO says Singh had motive to harm the jail [01:40:57] official for a number of reasons, [01:40:59] including that he confiscated cell phones and steroids from [01:41:03] Singh and his former cellmate and separated the two, [01:41:06] the documents also state. Police believe it [01:41:09] as a jail guard who is also an ex-girlfriend of Singh, [01:41:13] who took a photo of the jail officials license plate which [01:41:16] Barnhart then used to run his search to get the jail [01:41:20] officials address. Both Singh and his ex-girlfriend, [01:41:23] the jail guard have not been charged in this case. CBC News [01:41:27] asked the lawyers for comment for Singh, [01:41:29] Barnhart and Decosta. And [01:44:29] from the dive company involved here, [01:44:32] they put out a statement and basically what they are saying [01:44:35] here is that the driver was taken to hospital but not with [01:44:39] any life threatening injuries. So in other words, [01:44:42] is is alive and it's expected to live despite the fact that [01:44:46] there was this shark attack precautionary measure. They say [01:44:49] they are suspending [01:44:51] dive activities. This is the area that we're talking about [01:44:54] here. Here's the Gaspe Peninsula and the waters are [01:44:57] are off the coast here in the Gulf of Saint Lawrence. [01:45:00] Important to say this is very cold water right now. We're [01:45:03] talking about maybe 14° and it's of course only going to [01:45:06] get colder as we approach the winter. But what we are hearing [01:45:10] from this dive company in is that they are suspending as a [01:45:13] precautionary measure any future dives or anymore dives [01:45:16] in an area that is. And these are some of the pictures of [01:45:19] this spectacular for scuba diving. It [01:45:21] is a popular tourist and activity. This company is not [01:45:24] engaging in it anymore this season as a result of what's [01:45:28] happened here. I feel like the reaction from a lot of people [01:45:32] watching might be twofold. First of all, [01:45:34] a shark attack off the waters of Canada. And secondly, [01:45:38] how unusual is this? So on one hand, [01:45:40] do the answer would be very rare, but on the other hand, [01:45:43] more common than you might think and more common in the [01:45:47] last, say, few years. There is a nonprofit [01:45:49] organization that tracks sharks O [01:45:52] search and they had just over the summer, [01:45:54] so that they had been tracking 4 sharks in particular that had [01:45:58] been spotted in this particular area of the Saint Lawrence near [01:46:02] to a couple of islands and in one case off the coast of [01:46:05] Newfoundland. And you know, so that is for sightings. And [01:46:09] the this was, this was announced and, [01:46:11] and talked about in the context of being really good news [01:46:15] because, you know, what it might suggest is that [01:46:18] this is a healthy or healthier population of great white [01:46:21] sharks, you know, a species that has been threatened certainly, [01:46:25] and perhaps a return to healthier waters. Of course, [01:46:28] today's news is going to maybe, you know, put a bit of a, [01:46:31] a shadow on that. But this is what we're experiencing here. [01:46:35] We are seeing a return to some extent of great white sharks in [01:46:39] this area. All right, Sarah, thank you very much. Well, [01:46:42] let's bring in an expert who tracks shark behavior for his [01:46:46] perspective on what happened. Neil Hammerschlag is the [01:46:49] executive director of the Shark Research Foundation and he is [01:46:53] in Halifax. [01:46:54] Thank you very much for joining us. When you heard of this [01:46:57] attack on a diver in the Gaspe Peninsula, [01:47:00] what was your reaction? [01:47:03] Well, obviously, you know, I'm a very upset. This is a [01:47:07] tragic thing. It's terrible that anyone would be bitten by [01:47:11] a shark. And even as as rare as it is, you know, it's, [01:47:15] I think it unfortunately paints the sharks in a bad light. And [01:47:20] obviously we don't want any harm to come to people. But not [01:47:25] entirely unexpected considering, you know, [01:47:28] there are a lot of sharks in Atlantic Canada at this time of [01:47:32] year. OK to that I think, I mean, I grew up in in the Maritimes [01:47:36] and, and that statement kind of [01:47:38] surprises me. So a lot of great white sharks in the waters off [01:47:42] Atlantic Canada. [01:47:44] Yeah. So my team, we do research on on the great [01:47:47] white sharks off of Nova Scotia. And like for example, [01:47:50] last year our team documented over 100 different great white [01:47:54] sharks that moved through our one area of the Southwest and [01:47:58] Nova Scotia. And what I can tell you is we we've started to [01:48:02] see quite a few great whites this year already. My team was [01:48:06] out today with Atlantic Shark Expeditions and we had three [01:48:10] different great whites just today alone at our boat. So, [01:48:14] you know, you you're surprised and it's [01:48:16] true, but this is a part of their [01:48:18] natural range. But encounters and sightings have been [01:48:22] increasing, especially over the last, [01:48:24] let's say, five years. And is there [01:48:27] anything unusual about where this shark was and the time of [01:48:31] year that this happened? [01:48:34] No, actually, this is, you know, the gas bag Quebec. That area [01:48:38] is known to have a lot of seals. And we know that great whites [01:48:42] at this time of year are probably at their most [01:48:45] plentiful. Like September is the peak of the peak season for [01:48:49] them. And they're around, they're probably hunting seals. [01:48:53] And, you know, you know, where they're seals, [01:48:56] they're sharks. And so that is an area that are known to be [01:49:00] frequented by great whites and, you know, an area where [01:49:04] they could be, you know, hunting seals. [01:49:08] Maybe we can blame Hollywood. But Neil, [01:49:10] I don't have to tell you that. Whether it's an attack off the, [01:49:14] you know, coast of Australia, California or in this case, [01:49:18] Quebec, there's something about a great [01:49:20] white shark attacking a human being that not only gets a lot [01:49:24] of attention but makes a lot of people feel uncomfortable. How [01:49:28] concerned should those who like to scuba dive, for example, [01:49:32] in this area, How concerned should they be? [01:49:36] Honestly, this is relatively, I mean, [01:49:38] this is rare. We you have, when you're scuba diving or [01:49:42] even walking along the beach, you have more to worry about, [01:49:45] you know, falling and tripping over [01:49:47] sandcastle and, and, and you know, [01:49:49] more people die that way. Actually annually more people [01:49:53] die of, of being caught in a RIP [01:49:55] current. Drowning a shark bite is extremely, extremely rare, [01:49:58] especially from our great white. But I think there's obviously [01:50:02] something dramatic about it. And the fact is, like [01:50:05] a lot of people, you know, that's, [01:50:07] that's like a primorial fear of and so that's why it gets so [01:50:11] much more attention than people dying here in Atlantic Canada, [01:50:14] tick bites, which is obviously way more [01:50:17] common and way more lethal. So I think, you know, personally, [01:50:20] I would, I would take my kids to the [01:50:22] ocean. I would enjoy the ocean. I think everyone should enjoy [01:50:26] the ocean. Fortunately for us, there are great whites, [01:50:29] but humans are not a natural prey item. We're not on their [01:50:32] menu. And in fact, most of the time great whites actually want to have [01:50:36] nothing to do with people. And generally, [01:50:53] You've probably seen the headlines. A super El Nino is [01:50:55] brewing in the Pacific. I've been tracking El Nino for years. [01:50:59] But these numbers, they're off the charts. So what [01:51:02] is it that I've never seen before? [01:51:04] I've never seen an El Nino this strong hit on top of an ocean [01:51:08] that is hotter than we've ever seen it and that has experts [01:51:11] around the world worried that the usual El Nino floods and [01:51:15] storms will be worse than we can imagine. So how does this [01:51:19] all work? At its most basic, El Nino is a huge shift [01:51:22] of warm ocean water. So normally, [01:51:24] strong trade winds blowing near the equator shove the warm [01:51:28] surface water east to West toward Asia and Australia. All [01:51:32] that warm water gets piled up, pushing heat deep into the sea [01:51:36] while opening the door for cooler water to come to the [01:51:40] surface off the coast of South America. This is our normal [01:51:44] ocean state. But during an El Nino, [01:51:46] those trade winds collapse, often triggered by a [01:51:50] disturbance like a cyclone that sets off a domino effect. [01:51:54] And with no wind holding it back, [01:51:56] that giant pool of warm water sloshes right back across the [01:52:00] Pacific, spreading out like a hot [01:52:02] blanket. So why does this slosh in the Pacific matter to the [01:52:06] rest of the world? Because the Pacific covers half [01:52:10] the planet. That much warm water sitting on the surface [01:52:13] releases a colossal amount of heat straight up into the [01:52:17] atmosphere. That injection of heat fuels thunderstorm [01:52:21] clusters and rising columns of air acting like giant [01:52:24] roadblocks, [01:52:26] the highways that direct the flow of weather systems around [01:52:29] the world, AKA the jet stream. It dumps [01:52:32] torrential rains and flooding onto places that don't normally [01:52:36] see it, while trapping other regions in [01:52:38] devastating droughts. And for country sitting on the [01:52:42] receiving end of that warm water slosh, like Peru, [01:52:45] the impacts are immediate. So the coastal communities are [01:52:49] preparing for flooding and even landslides, [01:52:52] especially in communities and areas that don't have the [01:52:56] correct [01:52:57] restructuring place. The northern part of the Andes are [01:53:00] also expecting really heavy rains and how to contain that, [01:53:04] while southern parts typically face really intense droughts [01:53:07] and they need to be adapted so these don't disrupt the food [01:53:11] systems. As for climate change, right now we're stacking one of [01:53:15] the hottest El Ninos ever recorded on top of more heat. [01:53:19] El Nino itself doesn't create new heat, [01:53:22] it redistributes energy already stored in the ocean. Climate [01:53:26] change, on the other hand, [01:53:27] is adding more trapped heat back into this equation every [01:53:31] day. El Nino just kind of moves the heat around, [01:53:33] and that's bad because people are adapted to the amount of [01:53:37] rainfall they get, the temperatures they get, [01:53:39] and when they move it around, then all of a sudden, hey, [01:53:43] I'm not getting the rainfall I was expecting to get. And that [01:53:46] creates big problems for people. So does all of this mean that [01:53:50] the Super El Nino is a window into a warming world where we [01:53:53] could see these impacts every day? [01:53:55] It's not a permanent shift yet. The extreme [01:53:58] nature of this El Nino means the ocean will likely seesaw [01:54:01] back into a colder landino over the next two years. But what's [01:54:05] happening now is the clearest preview we've ever had of what [01:54:09] happens when a supercharged natural cycle collides with an [01:54:12] ever warming baseline. [01:56:16] PEI wants to reduce energy drink consumption among youth. [01:56:19] You can buy them at about any corner or grocery store and [01:56:23] there's no law that says you need to be a certain age to buy [01:56:28] them. That's just by growing concern energy drinks are [01:56:32] leading to a generation of over caffeinated kids to the point [01:56:36] it's causing harm. Caffeine can cause palpitations, [01:56:40] some feelings of vomiting and nausea. They can make people [01:56:44] certainly affect their sleep [01:56:46] and their concentration. Caffeine can also lead to [01:56:50] elevated blood pressure, an elevated or irregular [01:56:53] heartbeat, and interact with drugs like [01:56:56] the ones used for ADHD. This one energy drink contains 160 [01:57:00] milligrams of caffeine. That's almost as much as two cups of [01:57:05] coffee or 4 to 5 cans of pop. Health Canada says the daily [01:57:09] limit for kids is 2 1/2 milligrams per kilo of weight. [01:57:13] That means for any kid who weighs less than 64 kilos, [01:57:16] or about 140 lbs, this is too much for them. This [01:57:20] year, federal rules kicked in [01:57:22] requiring warning labels saying energy drinks aren't [01:57:25] recommended for people under 14 and advising a daily limit on [01:57:29] consumption. Energy drinks aren't allowed in Island [01:57:32] schools, but that doesn't mean kids [01:57:34] aren't having them off site. It would actually make me pretty [01:57:38] shaky. Like they didn't make me feel that good so that's why I [01:57:41] don't really have them anymore. I wasn't about 3 * a Week, [01:57:45] 2 for work and one like just what I'm feeling, [01:57:48] one for school. I haven't had an energy drink. My mom does [01:57:51] not want me having them. She thinks that they're very bad [01:57:54] for us and like the caffeine in it is not good for us. My coach [01:57:58] that I had last year, he said he doesn't want to see [01:58:01] any in the dressing room because you could have a heart [01:58:04] attack in the ice or something like that. So if he if he saw [01:58:07] them in dressing, you usually get like sat. [01:58:09] Quebec is preparing to ban the sale of energy drinks to kids [01:58:13] under 16, PEI's chief public health [01:58:15] officer told a legislative committee today. An educational [01:58:18] approach here is the way to start. BACK will be one of the first [01:58:21] jurisdictions here in Canada to take that step to ban energy [01:58:25] drinks. We don't know if it's going to achieve what they're [01:58:28] hoping for. Doctor Morrison shared about limitations and [01:58:31] struggles they're having. And I think it's prudent for us as a [01:58:34] province to see that play out before we act. The committee [01:58:37] will recommend a path forward to government this fall. In the [01:58:40] meantime, public health says for kids or [01:58:42] anyone who wants to be energetic and alert, [01:58:44] nothing beats a balanced diet and a good night's sleep. As the Alberta government starts running ads [02:35:12] about the upcoming referendum, a new report commissioned by [02:35:16] the government lays out the potential costs of separation [02:35:20] as much as $170 billion / 5 years. It says in a worst case [02:35:24] scenario, Alberta's GDP could drop by [02:35:27] about 10%, average annual wages could [02:35:29] shrink by close to $5500, and the debt could grow by $327 [02:35:33] billion. In a scenario where things go smoothly, [02:35:37] GDP could fall by about 2%, those wages could drop by about [02:35:41] $1200 a person, and Alberta's debt could [02:35:44] increase by $209 billion. A lot of pain up front, [02:35:47] not a huge amount of gain. Those pushing for Alberta to [02:35:51] leave say the uncertainty is worth it. The question is, [02:35:55] are we more afraid of what's coming with Liberals and power? [02:35:59] Are we more afraid of being self-sufficient? [02:36:02] Because either way, there's a risk [02:36:05] campaigning to stay in Canada, believe the costs could be even [02:36:08] higher. There are so many assumptions. And at the very [02:36:11] bottom, at the very bottom of the report, it says we're not sure. We're [02:36:15] not sure if this is right or not, [02:36:16] but this is the best we could do. And I think that that's [02:36:20] actually the statement that we should be focused on. Alberta's [02:36:23] premier pointing to the costs, saying it's up to voters to [02:36:26] make up their minds. It's not inconsequential the amount of [02:36:29] debt we would have to take on. I'm personally of the view that [02:36:32] things are going so well right now that we've managed to [02:36:35] address so many of the things that were holding Alberta back. This [02:36:39] political scientist says the province has not campaigned [02:36:43] strongly for the stay vote. If they were actually interested [02:36:46] in making a strong campaign for Alberta to remain part of [02:36:49] Canada, they would be saying exactly [02:36:51] that on all of their messaging and all of their ad buying. As [02:36:55] the vault looms, campaigns on both sides are [02:36:57] expected to ramp up. Albertans head to the polls October 19th [02:37:01] Julia Wong, CBC News, Edmonton. That [02:37:16] man firing a handgun near an Edmonton highway was deported [02:37:20] earlier this year. [02:37:24] So was this man. Images taken from his cell phone include [02:37:28] what appears to be an automatic weapon, [02:37:30] bins that look full of bullets and a selfie taken in front of [02:37:34] a burning building. [02:37:37] The videos come from police investigations into the Bishnoi [02:37:41] gang, led from an Indian jail cell by [02:37:44] Lawrence Bishnoi. [02:37:47] That gang or its copycats believed to be behind the [02:37:50] crisis of extortions and shootings targeting the Indo [02:37:54] Canadian community in Alberta, British Columbia and Ontario. [02:37:58] CBC News exclusively received the files from Canada's [02:38:02] Immigration and Refugee Board. The release includes this [02:38:06] threatening letter to the Abbotsford police last summer [02:38:10] from Laurence Gang from India. It says we will rule in Canada. [02:38:14] We have more than 5000 gang members in Canada. [02:38:18] They can do shooting for only 1000. Do not try to stop us. I [02:38:22] think it's pretty unsurprising. Criminology professor Wade [02:38:25] Diceman says those threats have credibility because the gang [02:38:30] recruits young men, often on student visas. They're [02:38:33] prepared to do this work for very cheap. Also last summer, [02:38:37] the Canada Border Services Agency intensified extortion [02:38:40] investigations, leading to more than 100 [02:38:43] deportations. That they're engaging in that many [02:38:46] deportations tells me that [02:38:48] they're they're doing a cost benefit calculus. They can't [02:38:52] possibly prosecute all of those cases. That choice means those [02:38:56] individual cases are closed. Diceman says that may make it [02:39:00] tough to follow evidence further up the criminal chain. [02:39:09] According to newly released documents, [02:39:11] the Toronto police officer didn't care if people got hurt [02:39:14] after he conducted government database searches and sold [02:39:18] peoples confidential information, [02:39:20] knowing it could lead to serious violence. The documents [02:39:23] also say the officer preferred to do these searches while on [02:39:27] duty to reduce suspicion. [02:39:29] Timothy Barnhardt, who police call the Genesis of [02:39:32] Police Corruption case Project S, [02:39:35] is accused of routinely selling confidential information to [02:39:39] Brian Decosta [02:39:41] which allegedly led to various shootings across the GTA. And [02:39:45] to this I have not seen anyone get out the passenger side. An [02:39:49] alleged attempted murder of a jail official which was [02:39:52] intercepted by police. Let's take him down right now. [02:39:55] Barnhart is accused of providing the jail officials [02:39:58] address and vehicle information to Decosta, [02:40:01] who then gave it to an alleged gun for hire network to carry [02:40:05] out the attempted hit. [02:40:07] This is all outlined in an Information to Obtain or ITO [02:40:11] police documents laying out existing evidence used to [02:40:15] convince the courts to sign off on police conducting search [02:40:19] warrants. The allegations in the ITO have not yet been [02:40:23] tested in court. Also in the ITO who police believe ordered [02:40:27] the alleged hit on the jail official and why? [02:40:31] It goes back to this man Gurpreet Singh, [02:40:34] who is in jail fighting extradition to the US. He's [02:40:37] accused of [02:40:39] acting as an accomplice in an alleged murderous drug [02:40:42] smuggling ring led by accused cocaine kingpin Ryan Wedding. [02:40:45] According to the ITO, police intercepted calls from [02:40:49] the Toronto S detention centre between Singh and inmate there [02:40:53] and Acosta. The ITO says Singh had motive to harm the jail [02:40:57] official for a number of reasons, [02:40:59] including that he confiscated cell phones and steroids from [02:41:03] Singh and his former cellmate and separated the two, [02:41:06] the documents also state. Police believe it [02:41:09] as a jail guard who is also an ex-girlfriend of Singh, [02:41:13] who took a photo of the jail officials license plate which [02:41:16] Barnhart then used to run his search to get the jail [02:41:20] officials address. Both Singh and his ex-girlfriend, [02:41:23] the jail guard have not been charged in this case. CBC News [02:41:27] asked the lawyers for comment for Singh, [02:41:29] Barnhart and Decosta. Barnhart's lawyer declined. We [02:41:33] did not hear back from Decosta or Singh lawyer by our deadline. [02:41:37] Those things lawyer has previously reiterated to us [02:41:40] that his client has not been charged in this case. Angelina [02:41:44] King, CBC News, Toronto. [02:43:50] We're following developing news out of Quebec. A diver is in [02:43:53] hospital following an attack by A great white shark in eastern [02:43:56] Quebec. The diver was on an excursion in the Gaspe [02:43:59] Peninsula with a scuba diving company. And Sarah has the [02:44:03] latest on this. Sarah, absolutely. I mean, [02:44:05] the latest is that after this attack happened 10:30 in the [02:44:09] morning or just before that, this diver was treated, [02:44:12] we understand from the Coast Guard and from the company [02:44:15] involved here treated at the scene and had been aboard or [02:44:19] was part of a crew that was out on a vessel named Yoda, [02:44:22] a Coast Guard Auxiliary dive boat. And so there was the [02:44:26] ability to treat on the scene and then take to hospital. And [02:44:29] from the dive company involved here, [02:44:32] they put out a statement and basically what they are saying [02:44:35] here is that the driver was taken to hospital but not with [02:44:39] any life threatening injuries. So in other words, [02:44:42] is is alive and it's expected to live despite the fact that [02:44:46] there was this shark attack precautionary measure. They say [02:44:49] they are suspending [02:44:51] dive activities. This is the area that we're talking about [02:44:54] here. Here's the Gaspe Peninsula and the waters are [02:44:57] are off the coast here in the Gulf of Saint Lawrence. [02:45:00] Important to say this is very cold water right now. We're [02:45:03] talking about maybe 14° and it's of course only going to [02:45:06] get colder as we approach the winter. But what we are hearing [02:45:10] from this dive company in is that they are suspending as a [02:45:13] precautionary measure any future dives or anymore dives [02:45:16] in an area that is. And these are some of the pictures of [02:45:19] this spectacular for scuba diving. It [02:45:21] is a popular tourist and activity. This company is not [02:45:24] engaging in it anymore this season as a result of what's [02:45:28] happened here. I feel like the reaction from a lot of people [02:45:32] watching might be twofold. First of all, [02:45:34] a shark attack off the waters of Canada. And secondly, [02:45:38] how unusual is this? So on one hand, [02:45:40] do the answer would be very rare, but on the other hand, [02:45:43] more common than you might think and more common in the [02:45:47] last, say, few years. There is a nonprofit [02:45:49] organization that tracks sharks O [02:45:52] search and they had just over the summer, [02:45:54] so that they had been tracking 4 sharks in particular that had [02:45:58] been spotted in this particular area of the Saint Lawrence near [02:46:02] to a couple of islands and in one case off the coast of [02:46:05] Newfoundland. And you know, so that is for sightings. And [02:46:09] the this was, this was announced and, [02:46:11] and talked about in the context of being really good news [02:46:15] because, you know, what it might suggest is that [02:46:18] this is a healthy or healthier population of great white [02:46:21] sharks, you know, a species that has been threatened certainly, [02:46:25] and perhaps a return to healthier waters. Of course, [02:46:28] today's news is going to maybe, you know, put a bit of a, [02:46:31] a shadow on that. But this is what we're experiencing here. [02:46:35] We are seeing a return to some extent of great white sharks in [02:46:39] this area. All right, Sarah, thank you very much. Well, [02:46:42] let's bring in an expert who tracks shark behavior for his [02:46:46] perspective on what happened. Neil Hammerschlag is the [02:46:49] executive director of the Shark Research Foundation and he is [02:46:53] in Halifax. [02:46:54] Thank you very much for joining us. When you heard of this [02:46:57] attack on a diver in the Gaspe Peninsula, [02:47:00] what was your reaction? [02:47:03] Well, obviously, you know, I'm a very upset. This is a [02:47:07] tragic thing. It's terrible that anyone would be bitten by [02:47:11] a shark. And even as as rare as it is, you know, it's, [02:47:15] I think it unfortunately paints the sharks in a bad light. And [02:47:20] obviously we don't want any harm to come to people. But not [02:47:25] entirely unexpected considering, you know, [02:47:28] there are a lot of sharks in Atlantic Canada at this time of [02:47:32] year. OK to that I think, I mean, I grew up in in the Maritimes [02:47:36] and, and that statement kind of [02:47:38] surprises me. So a lot of great white sharks in the waters off [02:47:42] Atlantic Canada. [02:47:44] Yeah. So my team, we do research on on the great [02:47:47] white sharks off of Nova Scotia. And like for example, [02:47:50] last year our team documented over 100 different great white [02:47:54] sharks that moved through our one area of the Southwest and [02:47:58] Nova Scotia. And what I can tell you is we we've started to [02:48:02] see quite a few great whites this year already. My team was [02:48:06] out today with Atlantic Shark Expeditions and we had three [02:48:10] different great whites just today alone at our boat. So, [02:48:14] you know, you you're surprised and it's [02:48:16] true, but this is a part of their [02:48:18] natural range. But encounters and sightings have been [02:48:22] increasing, especially over the last, [02:48:24] let's say, five years. And is there [02:48:27] anything unusual about where this shark was and the time of [02:48:31] year that this happened? [02:48:34] No, actually, this is, you know, the gas bag Quebec. That area [02:48:38] is known to have a lot of seals. And we know that great whites [02:48:42] at this time of year are probably at their most [02:48:45] plentiful. Like September is the peak of the peak season for [02:48:49] them. And they're around, they're probably hunting seals. [02:48:53] And, you know, you know, where they're seals, [02:48:56] they're sharks. And so that is an area that are known to be [02:49:00] frequented by great whites and, you know, an area where [02:49:04] they could be, you know, hunting seals. [02:49:08] Maybe we can blame Hollywood. But Neil, [02:49:10] I don't have to tell you that. Whether it's an attack off the, [02:49:14] you know, coast of Australia, California or in this case, [02:49:18] Quebec, there's something about a great [02:49:20] white shark attacking a human being that not only gets a lot [02:49:24] of attention but makes a lot of people feel uncomfortable. How [02:49:28] concerned should those who like to scuba dive, for example, [02:49:32] in this area, How concerned should they be? [02:49:36] Honestly, this is relatively, I mean, [02:49:38] this is rare. We you have, when you're scuba diving or [02:49:42] even walking along the beach, you have more to worry about, [02:49:45] you know, falling and tripping over [02:49:47] sandcastle and, and, and you know, [02:49:49] more people die that way. Actually annually more people [02:49:53] die of, of being caught in a RIP [02:49:55] current. Drowning a shark bite is extremely, extremely rare, [02:49:58] especially from our great white. But I think there's obviously [02:50:02] something dramatic about it. And the fact is, like [02:50:05] a lot of people, you know, that's, [02:50:07] that's like a primorial fear of and so that's why it gets so [02:50:11] much more attention than people dying here in Atlantic Canada, [02:50:14] tick bites, which is obviously way more [02:50:17] common and way more lethal. So I think, you know, personally, [02:50:20] I would, I would take my kids to the [02:50:22] ocean. I would enjoy the ocean. I think everyone should enjoy [02:50:26] the ocean. Fortunately for us, there are great whites, [02:50:29] but humans are not a natural prey item. We're not on their [02:50:32] menu. And in fact, most of the time great whites actually want to have [02:50:36] nothing to do with people. And generally, [02:50:38] I would say avoid people. [02:50:41] All right. Well, it's fantastic to have your [02:50:43] perspective. Neil Hammerschlag, the executive director of the [02:50:53] You've probably seen the headlines. A super El Nino is [02:50:55] brewing in the Pacific. I've been tracking El Nino for years. [02:50:59] But these numbers, they're off the charts. So what [02:51:02] is it that I've never seen before? [02:51:04] I've never seen an El Nino this strong hit on top of an ocean [02:51:08] that is hotter than we've ever seen it and that has experts [02:51:11] around the world worried that the usual El Nino floods and [02:51:15] storms will be worse than we can imagine. So how does this [02:51:19] all work? At its most basic, El Nino is a huge shift [02:51:22] of warm ocean water. So normally, [02:51:24] strong trade winds blowing near the equator shove the warm [02:51:28] surface water east to West toward Asia and Australia. All [02:51:32] that warm water gets piled up, pushing heat deep into the sea [02:51:36] while opening the door for cooler water to come to the [02:51:40] surface off the coast of South America. This is our normal [02:51:44] ocean state. But during an El Nino, [02:51:46] those trade winds collapse, often triggered by a [02:51:50] disturbance like a cyclone that sets off a domino effect. [02:51:54] And with no wind holding it back, [02:51:56] that giant pool of warm water sloshes right back across the [02:52:00] Pacific, spreading out like a hot [02:52:02] blanket. So why does this slosh in the Pacific matter to the [02:52:06] rest of the world? Because the Pacific covers half [02:52:10] the planet. That much warm water sitting on the surface [02:52:13] releases a colossal amount of heat straight up into the [02:52:17] atmosphere. That injection of heat fuels thunderstorm [02:52:21] clusters and rising columns of air acting like giant [02:52:24] roadblocks, [02:52:26] the highways that direct the flow of weather systems around [02:52:29] the world, AKA the jet stream. It dumps [02:52:32] torrential rains and flooding onto places that don't normally [02:52:36] see it, while trapping other regions in [02:52:38] devastating droughts. And for country sitting on the [02:52:42] receiving end of that warm water slosh, like Peru, [02:52:45] the impacts are immediate. So the coastal communities are [02:52:49] preparing for flooding and even landslides, [02:52:52] especially in communities and areas that don't have the [02:52:56] correct [02:52:57] restructuring place. The northern part of the Andes are [02:53:00] also expecting really heavy rains and how to contain that, [02:53:04] while southern parts typically face really intense droughts [02:53:07] and they need to be adapted so these don't disrupt the food [02:53:11] systems. As for climate change, right now we're stacking one of [02:53:15] the hottest El Ninos ever recorded on top of more heat. [02:53:19] El Nino itself doesn't create new heat, [02:53:22] it redistributes energy already stored in the ocean. Climate [02:53:26] change, on the other hand, [02:53:27] is adding more trapped heat back into this equation every [02:53:31] day. El Nino just kind of moves the heat around, [02:53:33] and that's bad because people are adapted to the amount of [02:53:37] rainfall they get, the temperatures they get, [02:53:39] and when they move it around, then all of a sudden, hey, [02:53:43] I'm not getting the rainfall I was expecting to get. And that [02:53:46] creates big problems for people. So does all of this mean that [02:53:50] the Super El Nino is a window into a warming world where we [02:53:53] could see these impacts every day? [02:53:55] It's not a permanent shift yet. The extreme [02:53:58] nature of this El Nino means the ocean will likely seesaw [02:54:01] back into a colder landino over the next two years. But what's [02:54:05] happening now is the clearest preview we've ever had of what [02:54:09] happens when a supercharged natural cycle collides with an [02:54:12] ever warming baseline. [02:56:16] PEI wants to reduce energy drink consumption among youth. [02:56:19] You can buy them at about any corner or grocery store and [02:56:23] there's no law that says you need to be a certain age to buy [02:56:28] them. That's just by growing concern energy drinks are [02:56:32] leading to a generation of over caffeinated kids to the point [02:56:36] it's causing harm. Caffeine can cause palpitations, [02:56:40] some feelings of vomiting and nausea. They can make people [02:56:44] certainly affect their sleep [02:56:46] and their concentration. Caffeine can also lead to [02:56:50] elevated blood pressure, an elevated or irregular [02:56:53] heartbeat, and interact with drugs like [02:56:56] the ones used for ADHD. This one energy drink contains 160 [02:57:00] milligrams of caffeine. That's almost as much as two cups of [02:57:05] coffee or 4 to 5 cans of pop. Health Canada says the daily [02:57:09] limit for kids is 2 1/2 milligrams per kilo of weight. [02:57:13] That means for any kid who weighs less than 64 kilos, [02:57:16] or about 140 lbs, this is too much for them. This [02:57:20] year, federal rules kicked in [02:57:22] requiring warning labels saying energy drinks aren't [02:57:25] recommended for people under 14 and advising a daily limit on [02:57:29] consumption. Energy drinks aren't allowed in Island [02:57:32] schools, but that doesn't mean kids [02:57:34] aren't having them off site. It would actually make me pretty [02:57:38] shaky. Like they didn't make me feel that good so that's why I [02:57:41] don't really have them anymore. I wasn't about 3 * a Week, [02:57:45] 2 for work and one like just what I'm feeling, [02:57:48] one for school. I haven't had an energy drink. My mom does [02:57:51] not want me having them. She thinks that they're very bad [02:57:54] for us and like the caffeine in it is not good for us. My coach [02:57:58] that I had last year, he said he doesn't want to see [02:58:01] any in the dressing room because you could have a heart [02:58:04] attack in the ice or something like that. So if he if he saw [02:58:07] them in dressing, you usually get like sat. [02:58:09] Quebec is preparing to ban the sale of energy drinks to kids [02:58:13] under 16, PEI's chief public health [02:58:15] officer told a legislative committee today. An educational [02:58:18] approach here is the way to start. BACK will be one of the first [02:58:21] jurisdictions here in Canada to take that step to ban energy [02:58:25] drinks. We don't know if it's going to achieve what they're [02:58:28] hoping for. Doctor Morrison shared about limitations and [02:58:31] struggles they're having. And I think it's prudent for us as a [02:58:34] province to see that play out before we act. The committee [02:58:37] will recommend a path forward to government this fall. In the [02:58:40] meantime, public health says for kids or [02:58:42] anyone who wants to be energetic and alert, [02:58:44] nothing beats a balanced diet and a good night's sleep.
