Mark Carney [00:07:21] addressed the European Parliament earlier today. His [00:07:24] speech came just a day after the head of the EU offered [00:07:28] Canada an invitation to become an associate member. Carney [00:07:32] says any new partnership with the Block would first have to [00:07:36] be approved by Parliament in this country. The Prime [00:07:39] Minister is now on his way back to Ottawa, [00:07:42] so let's get some analysis. Analysis on this. And for that [00:07:46] I'm joined by Ben Roswell. Here's a consultant with [00:07:49] Catalyzed 4A strategic advisory company. Ben, [00:07:52] good to see you. What stood out to you in terms of Mark Carney [00:07:56] speech? I think this is a great day for [00:07:58] Canada. We took a concrete step towards building our national [00:08:02] power with this opening of negotiations for an alliance [00:08:05] with with the EU. Yes, they'll have to come back to [00:08:08] Parliament, but I think the Prime Minister [00:08:11] articulated the case for this treaty, [00:08:13] for this alliance in a way that I think will resonate with [00:08:17] Canadians, that this is about [00:08:18] fundamentally about our freedom. Our freedom is a country is [00:08:22] under threat from aggressive great powers, [00:08:24] from big tech companies that seem to be running away with [00:08:28] control over our every everyday lives. And we need to team up [00:08:31] with other major democracies if we're going to protect the [00:08:35] freedom of Canadians. How does it build our national power? [00:08:38] Well, you build power by sharing it [00:08:40] with other countries. So when we have power over [00:08:44] certain things that happened in the economy and our society, [00:08:47] we share it with the Europeans so that we can draw in their [00:08:50] power and they can draw on ours. It's, it's never going to be more than, say, [00:08:54] the United States or China, but it's a, [00:08:56] it's a way that we can build resilience. I think one of the [00:08:59] most evocative phrases the Prime Minister had today, [00:09:02] he talked about the storms blowing across the [00:09:04] international system. He said it might be too much for one [00:09:07] tree, but not for a forest. The [00:09:08] forest will stand. And So what he did today was to try and [00:09:11] build out what that forest will look like. This feels like [00:09:14] this is a way to reduce the dependency, the concern, [00:09:17] the threats from the United States. This is all part and [00:09:20] parcel of that. Do you think that's the case? [00:09:22] He certainly took pains to say this is not meant to be like a [00:09:26] anti American alliance, but it certainly shows that [00:09:28] Canada acts on its own in the international system. We are [00:09:31] not a vassal of the United States. We make our own [00:09:34] decisions. We partner with whoever we want. And in this [00:09:37] day and age, it makes sense that we partner [00:09:39] with democracies as the United States is turning to [00:09:42] authoritarianism, as it's rejecting the rule of law both at home [00:09:46] and abroad. We are embracing relationships with an older set [00:09:49] of partners that have an an equally deep commitment to the [00:09:53] rule of law. What about our sovereignty and our [00:09:56] independence? And then any concern that, [00:09:59] you know, as we kind of push back against [00:10:02] US, threats towards that, that the EU is friendly, [00:10:05] democratic, the free world, all those good things. But [00:10:08] there are those that say, are we going to have to give up [00:10:12] sovereignty in some way? So this expense, [00:10:15] our sovereignty, obviously [00:10:17] we have to be deliberate about where we align with the [00:10:21] Europeans and that will mean reducing our scope of maneuver [00:10:25] on certain certain issues that the, [00:10:27] the term here that we use is pooling of our sovereignty. We [00:10:31] take all of our sovereignty to the table. The Europeans bring [00:10:36] theirs. We decide where we're going to exercise our power [00:10:39] collectively and overall it should increase our ability to [00:10:43] to to create conditions of freedom for our our citizens. [00:10:47] So if you do it with fellow democracies, [00:10:49] it's positive for our sovereignty. Some people want [00:10:52] to know tangibly, what does this mean? [00:10:54] What does this mean to everyday people walking down the street? [00:10:57] Are people going to be able to live and work in Europe or [00:11:00] European is going to be able to live and work here? [00:11:02] Yeah. What do you think? They actually did make that [00:11:05] specific commitment to labour mobility and for students going [00:11:08] back and forth. I think we're going to see more of a a joint [00:11:11] effort to regulate technology. These massive technology [00:11:14] companies that have the whole world worried about their [00:11:16] future, this AI companies themselves [00:11:18] think that, you know, they desperately need to be [00:11:21] brought under control by governments. Well, [00:11:23] the United States is not going to be the government that will [00:11:26] do that. The European Union, it's a hoax. The yeah, [00:11:28] that's right. The European Union has been the the leading [00:11:31] democratic voice in the world when it comes to making sure [00:11:34] the technologies protects privacy and protects citizens. [00:11:37] We're now going to be able to benefit from all of those rules. [00:11:40] I think it take it any area of interaction migration for [00:11:43] example, we'll have far greater control [00:11:45] over migration if we're not just waiting for migrants to [00:11:47] show up at our airport through our borders, [00:11:49] but before they get on planes leaving, [00:11:52] leaving Europe. The more that we can align what our citizens [00:11:55] need with what their citizens need, [00:11:58] the more freedom we create for our citizens. Other EU taxes, [00:12:01] well, Canadians pay EU taxes of any [00:12:03] kind. Well, the Prime Minister seems to be [00:12:06] cutting our business taxes. I would assume that would [00:12:09] engender a bit of pushback from the Europeans because as he's [00:12:13] trying, you know, comes out of the investment [00:12:16] summit here in Toronto, goes to to the European Union, [00:12:19] and he has just announced that we're actually going to be competing with all [00:12:23] these European countries for investment. So we clearly are [00:12:26] not clipping our wings too much on this very quickly. And I [00:12:29] appreciate the irony and that I'm asking you about time, [00:12:32] but very quickly, how long do you think this [00:12:34] process is going to take? Because the Europeans, [00:12:37] they can be slow when it comes to defining all this. Yeah. So [00:12:40] I think the the challenge for Canada right now is to not be [00:12:43] dictated by the pace of the Europeans because they will be [00:12:46] slow. They have to get consensus between 27 [00:12:48] governments. It's a very, very burdensome process. [00:12:51] But what we're building here is not just a link to the European [00:12:54] Unions. We're building an alliance for the future, [00:12:57] and that should include other great democracies around the [00:13:00] world, including the big democracies in Asia, Japan and South Korea. And the [00:13:04] Premier BC is concerned that there's not enough focus. And [00:13:07] there certainly has been discussions about bringing the [00:13:09] European Union together with the Trans Pacific Partnership, [00:13:12] which is Canada, plus all these Asian countries. [00:13:15] We have to make sure that we continue to reach out and build [00:13:18] those ties with the new partners, not just the the historic ones [00:13:22] that are represented by the European Union. The [00:44:26] company Open AI has revealed 6 new instances of what it calls [00:44:30] unexpected or concerning behavior in its models. The [00:44:33] models hit their mistakes, made-up data, [00:44:36] talk to each other in secret, and put files on the open [00:44:40] Internet without permission. In one case, [00:44:43] a model told itself to disregard its normal [00:44:46] constraints and to be quote freed from the roles that bind [00:44:50] other chat bots. Open AI has backed [00:44:52] falls to slow down AI development over warnings the [00:44:56] tech could wipe out humanity. [00:44:59] For more on this development, we've reached someone who knows [00:45:02] a lot about this kind of technology. Bailey Parnell is [00:45:05] the founder and president of the Centre for Digital [00:45:08] well-being an AI. She's also the founder and CEO of Skills [00:45:11] Camp, a company that specializes in [00:45:13] soft skills and leadership development. We've reached her [00:45:16] in Toronto. Bailey, appreciate you taking the time [00:45:19] to talk to us. OK, what do you make of these [00:45:21] latest reports of AI? I guess is are the words are [00:45:24] behaving badly. [00:45:26] But do you know what, when I read that report for the [00:45:29] first time, I was pretty alarmed, [00:45:30] I think as most people, average people are when they [00:45:33] read this. And you know, what alarmed me was that the [00:45:36] company that is offering this service and the product to [00:45:39] millions of Canadians and over a billion people around the [00:45:42] world felt so comfortable effectively saying the product [00:45:45] that we're offering you engages in, [00:45:47] in deception and concealment. Also, it might lie. Also, [00:45:50] it might break your privacy. Also, [00:45:52] we don't really know what's going on. Also, [00:45:54] none of the industry really knows what's going on. [00:45:57] And they felt so comfortable putting that out there with [00:46:00] clearly they weren't worried about too many consequences. [00:46:03] But I'll tell you, Andrew, if that happened in any other [00:46:06] industry, especially if they were [00:46:07] offering a risky behavior where when you participate, [00:46:10] you expose yourself to potential harm, [00:46:12] we would be saying as regulators and as people, [00:46:14] we'd be saying, well, then you're not ready to give [00:46:17] it to the people. And so that was my first thought was just [00:46:19] alarm. Like, I can't believe that you [00:46:21] thought thought that this was like, OK, so on the one hand, [00:46:24] Bailey, I think what you're saying is that it's it's good that a company would [00:46:28] put this out there and tell us that this is happening. But [00:46:32] it's bad in that there may not be consequences, [00:46:35] that this is so unregulated and no one really seems to know [00:46:39] what to do or the company doesn't seem inclined to do [00:46:42] anything. I mean, what's going on? [00:46:45] Well, this company said, you know, oh, [00:46:47] we don't think that the AI industry is ready to to do this [00:46:50] effectively. And here I am thinking, [00:46:52] but you don't seem to have a problem, you know, [00:46:55] making billions of dollars off of offering this to people and [00:46:58] essentially making us the pilot project as people who exist [00:47:01] today and offering it to the public. Like a moral condition [00:47:04] is one thing. And they're saying, you know, [00:47:06] for them to be transparent as people might say, like, oh, [00:47:09] this is a good thing. The company is being honest. But [00:47:12] then that means that beyond the moral condition of is this [00:47:15] right or wrong, where is the consumer protection here that I would [00:47:19] expect of our governments to say that, OK, well, [00:47:21] you just admitted that you're now offering a service and a [00:47:24] product that you don't actually know how it works, [00:47:27] and it might be causing more harm than you intended. And in [00:47:30] any other industry, with any other consumer product [00:47:32] or service, we would be saying, well, [00:47:34] then you need to figure that out before you offer it to the [00:47:37] people. So what do you think needs to be done? I mean, [00:47:40] I mean, the question we're asking some [00:47:42] pretty existential questions here because I don't know, [00:47:44] humanity's existence seems to be on the line [00:47:47] with the minds of some. Do you think that's the case? [00:47:50] And if that is the case, should we be putting a stop? [00:47:53] Should we be pulling the putting a pause or pulling the [00:47:56] plug or something? [00:47:59] Well, OK, so even though it sounds very [00:48:01] daunting and I've, and I've just said so much [00:48:03] about how I really was alarmed from, you know, [00:48:06] the consumer protection angle, somehow I actually remain very [00:48:09] optimistic and hopeful, even working in AI. I just [00:48:12] returned from the Middle East this morning and I get to see [00:48:15] all around the world and all around Canada how people are [00:48:18] using this for good. And so I see why it's worth having these [00:48:22] conversations. And I think one of the things that we can do is [00:48:25] treat this as the risky behavior that it is in that [00:48:28] when you, as I said earlier, when you participate, you expose yourself to [00:48:32] potential harm. And so something like driving, [00:48:34] you expose yourself to potential harm. But we have [00:48:36] collectively agreed that it is worth putting guardrails up, [00:48:39] maybe slowing down, maybe saying like, well, [00:48:41] you know what, we have some regulation at the [00:48:43] country or, you know, the European Union is moving [00:48:46] forward with certain regulations about this. We're [00:48:48] going to protect our people. And then we believe that the [00:48:51] companies will get in line. And so, yeah, [00:48:53] maybe slowing down a little bit. And then I have 3 pillars of [00:48:56] readiness for any organization. The 1st is governance and [00:48:59] ethics. The second is technical [00:49:00] readiness and the third, most often forgotten, [00:49:03] is human readiness. You know, I mean, just taking your, [00:49:06] I appreciate your car analogy because I think that it's a [00:49:09] good one, you know, but we don't drive. We all have [00:49:12] control of the car for now. For now, [00:49:15] we've decided that autonomous driving is not quite ready for, [00:49:18] for the mainstream quite yet. But this kind of feels like, [00:49:22] you correct me if I'm wrong, but it kind of feels like AI is [00:49:25] like a car that's taken the wheel and that we're not going [00:49:29] to be able to kind of slow [00:49:30] things down or we're not going to be able to get off the road. [00:49:33] And maybe that car is just gonna go into the ditch. [00:49:36] Hmm. Well, I think that we are not there [00:49:39] quite yet. I mean, the one encouraging sign here [00:49:42] is that there was humans that caught these errors. Like in [00:49:45] order for it to happen, there had to in order for them [00:49:49] to even have it out there, there had to be humans to say, [00:49:52] like, oh, it's not doing what we intended, [00:49:55] which suggests some level of oversight. I just worry that [00:49:58] that these are the ones that they did catch. And then what [00:50:02] are we not catching? But I also think that there's a [00:50:05] lot of kind of really extreme [00:50:07] fears stocking language around AI and, and, [00:50:10] and so I'm very balanced. I find I'm very in the middle of [00:50:13] that, that we can be grounded. And I [00:50:15] think most people are, most people watching feel the [00:50:18] same. We have fears about cognitive offloading. We have [00:50:21] fears about is this going to take our jobs and, [00:50:24] and what should we do? But we also know that this is [00:50:27] helping us make a home budget and this is helping me save [00:50:30] time at work so I can spend it with people. And so I think [00:50:34] what we should do is, is effectively together, [00:50:36] the people. The only way we've ever moved [00:50:39] anything is decide what is right and what is wrong here. [00:50:42] What are our shared values? We don't think that there [00:50:45] should ever not be a human in the loop. We shouldn't. We [00:50:48] think that there should always be human accountability and [00:50:51] judgment. And if, if AI does something wrong, [00:50:53] let's say in the workplace, you the leader or you the [00:50:56] company are responsible, there's no blaming it on AI [00:50:59] here. That might help. Bailey, it was really good to talk to [00:51:03] you about this. This is complicated, [00:51:05] interesting and existential conversations that we need to [00:51:08] be having. Bailey Fradel, founder and president of the [00:51:11] Centre for Digital Well-being and AI and the founder and CEO [00:51:15] of Skills Camp. [00:53:17] Walk off the sea bus at Lonsdale Quay and you'll see a [00:53:20] sign. Need a family doctor? Come to the North Shore. [00:53:24] Oftentimes I ask people do you have a family doctor? [00:53:27] And when I hear somebody says no and I tell them do you want [00:53:31] a family doctor? And they're shocked. They're [00:53:34] like really? Are you serious? The region now has capacity for [00:53:39] 20, 000 new patients and 90% of [00:53:41] residents already have a primary care practitioner. So [00:53:44] how did they do it at a time when around [00:53:47] 6 000, 000 Canadians don't have a [00:53:49] family doctor? I do think it's been a [00:53:52] combination of both the provincial policies and the [00:53:55] local work that's happening. And there's, you know, [00:53:58] teams of people behind this making it happen. Since 2023, [00:54:02] the province has introduced a new payment model and [00:54:05] streamlined the process for international doctors to come [00:54:08] work in BC. The North Shore has invested heavily in recruiting [00:54:12] doctors, even hiring a dedicated staffer [00:54:15] to help them navigate immigration and licensing. [00:54:18] That has paid off. Data shows 25% of those recruited in the [00:54:22] past three years are from Iran, 25% are from the UK, [00:54:25] 10% from the US. If you had asked me 10 or even 5 years ago, [00:54:30] if you'd asked me during COVID, like we just thought we were in [00:54:34] such dire straits. I never thought we'd have these kind of [00:54:38] results. Like we're absolutely, we're thrilled with it. Across [00:54:42] the province, challenges remain. The Ministry [00:54:45] of Health says 323, 000 people have registered to [00:54:49] when the primary care provider and are still waiting, [00:54:52] but it claims that number is dropping daily and that BC now [00:54:56] has the highest number of doctors per capita in Canada. [00:54:59] At care affinity clinics, the message to patients is [00:55:03] clear. If they happy to make that commute, [00:55:05] we'll take them on. There's no problem. Come on on. Michelle [00:55:09] Gsub, CBC News, North Vancouver. [00:55:15] Newly obtained documents reveal that a Regina plasma centre [00:55:17] allowed someone to donate twice, even though they'd said they'd [00:55:21] had sexual contact with the person who tested positive for [00:55:24] HIV. It's one of multiple concerns at a Grifols and [00:55:27] Regina flagged in a January Health Canada inspection report. [00:55:30] Here's what the regulator says happened. [00:55:33] The donor initially answered yes to the question. Have you [00:55:36] ever had sexual contact with anyone who has ever had HIV [00:55:40] AIDS or has ever had a positive test for HIV AIDS virus which [00:55:44] would automatically disqualify you from donating? [00:55:47] An employee in training changed their response to no. Griffel [00:55:50] says that staff member is no longer employed with the [00:55:53] company. This hematologist and health historian says paying [00:55:57] people for plasma can be risky. The people who are needing to [00:56:01] sell their plasma are often in disadvantaged [00:56:03] positions of poverty, sometimes their drug users, [00:56:07] and these these conditions make them vulnerable to having [00:56:11] infections. Griffiths told the federal regulator that it [00:56:14] rejected the donor when they came to donate 1/3 time and it [00:56:18] destroyed the two donations. Griffel says the plasma it [00:56:22] collects is safe, that it has to pass multiple [00:56:25] levels of screening before it's processed. [00:56:28] The for profit Spanish company owns more than a dozen paid [00:56:32] plasma centres in Canada. Canadian Blood Services made a [00:56:35] deal with Griffiths in 2022 allowing them to pay people for [00:56:39] plasma. In exchange, Griffiths will use it to make [00:56:42] medications for Canadians. At no circumstance would Canadian [00:56:45] Blood Services continue business with the vendor of any [00:56:49] sort of partner of any sort if the product we were getting [00:56:52] from them was putting patients in in in harm's way. Scheer [00:56:56] says Canada needs Grifols because CBS can't collect [00:56:59] of plasma on its own. Without it. We're reliant on buying [00:57:02] American plasma. He says Grifols does have some [00:57:05] deficiencies that need attention, [00:57:07] but that it's the layers of safety measures have kept [00:57:11] donors and patients safe. Public trust can be eroded if [00:57:14] there is a suggestion that the observations that occur through [00:57:18] these regulatory audits and oversight mechanisms have in [00:57:22] fact suggested product or donor safety issues, [00:57:25] when that is not the case, Scheer says. The fact that [00:57:28] Health Canada didn't shut [00:57:30] apples down proves that it's safe. The company temporarily [00:57:33] paused collection in August after what it called unfounded [00:57:36] attention in wake of two donor deaths in Winnipeg in the past [00:57:39] year. Michelle Allen, CBC News, Winnipeg. [00:57:44] PEI wants to reduce energy drink consumption among youth. [00:57:47] You can buy them at about any corner or grocery store and [00:57:51] there's no law that says you need to be a certain age to buy [00:57:56] them. That's just by growing concern energy drinks are [00:58:00] leading to a generation of over caffeinated kids to the point [00:58:04] it's causing harm. Caffeine can cause palpitations, [00:58:08] some feelings of vomiting and nausea. They can make people [00:58:12] certainly affect their sleep [00:58:14] and their concentration. Caffeine can also lead to [00:58:18] elevated blood pressure, an elevated or irregular [00:58:21] heartbeat, and interact with drugs like [00:58:24] the ones used for ADHD. This one energy drink contains 160 [00:58:28] milligrams of caffeine. That's almost as much as two cups of [00:58:33] coffee or 4 to 5 cans of pop. Health Canada says the daily [00:58:37] limit for kids is 2 1/2 milligrams per kilo of weight. [00:58:41] That means for any kid who weighs less than 64 kilos, [00:58:44] or about 140 lbs, this is too much for them. This [00:58:48] year, federal rules kicked in [00:58:50] requiring warning labels saying energy drinks aren't [00:58:53] recommended for people under 14 and advising a daily limit on [00:58:57] consumption. Energy drinks aren't allowed in Island [00:59:00] schools, but that doesn't mean kids [00:59:02] aren't having them off site. It would actually make me pretty [00:59:06] shaky. Like they didn't make me feel that good so that's why I [00:59:09] don't really have them anymore. I wasn't about 3 * a Week, [00:59:13] 2 for work and one like just what I'm feeling, [00:59:16] one for school. I haven't had an energy drink. My mom does [00:59:19] not want me having them. She thinks that they're very bad [00:59:22] for us and like the caffeine in it is not good for us. My coach [00:59:26] that I had last year, he said he doesn't want to see [00:59:29] any in the dressing room because you could have a heart [00:59:32] attack in the ice or something like that. So if he if he saw [00:59:35] them in dressing, you usually get like sat. [00:59:37] Quebec is preparing to ban the sale of energy drinks to kids [00:59:41] under 16, PEI's chief public health [00:59:43] officer told a legislative committee today. An educational [00:59:46] approach here is the way to start. BACK will be one of the first [00:59:49] jurisdictions here in Canada to take that step to ban energy [00:59:53] drinks. We don't know if it's going to achieve what they're [00:59:56] hoping for. Doctor Morrison shared about limitations and [00:59:59] struggles they're having. And I think it's prudent for us as a [01:00:02] province to see that play out before we act. The committee [01:00:05] will recommend a path forward to government this fall. In the [01:00:08] meantime, public health says for kids or [01:00:10] anyone who wants to be energetic and alert, [01:00:12] nothing beats a balanced diet and a good night's sleep. I had patients, actual victims, [01:27:49] come for me in the ICU wanting to get their money back. And [01:27:54] he's not the only prominent Canadian physician being deep [01:27:58] faked during the aggressive wave of mandatory COVID vaccination [01:28:02] back in the pandemic, online ads used an AI generated [01:28:05] version of Canada's former top Dr. Teresa Tam, [01:28:08] the Canadian government Department of Health and BC's [01:28:11] provincial health officer, Doctor Bonnie Henry. It is [01:28:14] still happening on and off. It's very disturbing. The [01:28:18] challenge now is AI video keeps getting better and tougher to [01:28:21] spot. [01:28:23] One study found up to half of individuals couldn't tell the [01:28:26] difference between authentic videos and deep fakes. I think [01:28:30] that anytime content is being pushed to you and they're [01:28:34] selling a product, that should be a major red flag. [01:28:37] That's because of strict standards enforced by medical [01:28:40] colleges in Canada, which don't allow doctors to [01:28:44] advertise regulated drugs or medical devices. The federal [01:28:47] government says anyone who may have been a victim of fraud or [01:28:51] cyber crime can file a police report [01:28:54] or contact the Canadian Anti Fraud Centre. [01:34:28] There's lots of variability and Canadian researchers say [01:34:31] there's a troubling [01:34:33] increase of people going to ER for gambling disorders. The [01:34:36] people who are showing up are probably representing the [01:34:40] absolute most severe manifestations of it. Most of [01:34:43] them are there for what seemed to be mental health crises. [01:34:47] Researchers analyzed 14 years of hospital data from Ontario [01:34:51] and found 952 ER visits related to gambling disorders and say [01:34:55] after the market opened up to online sports betting, [01:34:59] rates jumped by 99%. There's a real warning signal that [01:35:02] gambling use is going up, that associated harms arising [01:35:06] and that this is not really been part of the calculus or [01:35:10] conversation training on sports and most affected boys and men. [01:35:14] Experts say the constant marketing of betting sites is [01:35:18] tied to harm. You are marketing it directly at them and then [01:35:22] you layer on top of that having a phone in your pocket all the [01:35:26] time. It enables access almost constantly. In Ontario, [01:35:29] there are 2.6 million registered player accounts that [01:35:33] gambled $80 billion last year. As more people placed bets, [01:35:36] more are also reaching out for help. We also see that there [01:35:40] are worsening of anxiety disorder, [01:35:42] worsening of school attendance problems there at BET 365. [01:35:45] Experts say governments need to tighten restrictions on ads. We [01:35:49] do need to separate these sports watching experience from [01:35:52] the gambling advertising experience. I do think it's been a [01:36:48] combination of both the provincial policies and the [01:36:51] local work that's happening. And there's, you know, [01:36:54] teams of people behind this making it happen. Since 2023, [01:36:57] the province has introduced a new payment model and [01:37:01] streamlined the process for international doctors to come [01:37:04] work in BC. The North Shore has invested heavily in recruiting [01:37:08] doctors, even hiring a dedicated staffer [01:37:11] to help them navigate immigration and licensing. [01:37:14] That has paid off. Data shows 25% of those recruited in the [01:37:18] past three years are from Iran, 25% are from the UK, [01:37:21] 10% from the US. If you had asked me 10 or even 5 years ago, [01:37:26] if you'd asked me during COVID, like we just thought we were in [01:37:30] such dire straits. I never thought we'd have these kind of [01:37:34] results. Like we're absolutely, we're thrilled with it. Across [01:37:38] the province, challenges remain. The Ministry [01:37:41] of Health says 323, 000 people have registered to [01:37:45] when the primary care provider and are still waiting, [01:37:48] but it claims that number is dropping daily and that BC now [01:37:52] has the highest number of doctors per capita in Canada. Thank you for your time. [01:43:57] Not at all. Good to see you, David. How far is Canada [01:44:00] prepared to go in this new arrangement with Europe? We, [01:44:03] we understand the strategic reasons and the areas you're [01:44:06] looking at, but just how deep could this [01:44:08] integration be, Sir? Well, I think on both sides we've [01:44:11] expressed a lot of ambition in terms of deepening the [01:44:13] relationship. President Vanderlyn spoke to the European [01:44:16] Parliament yesterday with Prime Minister Carney in attendance. [01:44:20] And I would say that was quite historic because never has [01:44:23] there been a head of state that is not an EU member there for [01:44:26] her State of the Union address. [01:44:28] And then Prime Minister Carney spoke to the Parliament this [01:44:31] morning and, and essentially both said that [01:44:34] they have great ambition to make this as close as we [01:44:37] possibly can. Obviously, short of becoming a member of [01:44:40] the European Union, there are a number of areas [01:44:43] that we're looking to deepen ties. That includes some things [01:44:46] relating to labour mobility, but sectors around energy and [01:44:49] critical minerals, into artificial intelligence [01:44:52] and supercomputing, defence and defence procurement [01:44:55] and a number of others That we think there are significant [01:44:59] initiatives that could be undertaken to bring us closer [01:45:02] together to create prosperity and to enhance our collective [01:45:06] security and our in our collective sovereignty. But the [01:45:10] Prime Minister said today that this will all be debated in [01:45:13] Parliament and likely voted on in Parliament. Is that because [01:45:17] what is being considered would have the requirement of [01:45:21] parliamentary approval or is that sort of to satisfy the [01:45:24] participation and political desires here in Canada? [01:45:29] The the specific initiatives that being negotiated will be [01:45:32] announced at the summit in Canada at the end of October. [01:45:36] But what I would say and so, so it's difficult at this stage, [01:45:39] but it, it is something of significance [01:45:42] that the Prime Minister recognizes is of significance. [01:45:45] And so I think that was the basis on which he made those [01:45:49] comments. OK. But we already have an arrangement on trade [01:45:52] with Europe through the sea agreement and there's still 10 [01:45:56] European nations that haven't ratified that, [01:45:59] even though it's [01:46:00] it is provisionally in effect and we get about 98% of the [01:46:03] benefits. So does this add to CEDA build on cedar or is the [01:46:06] ratification of CETA something that Canada is kind of moving [01:46:10] past and not insisting on at this point? Well, [01:46:12] you're right. That's that's it is provisionally enforced, [01:46:16] which means basically all of its provisions have been in [01:46:19] force for 10 years. And it's been enormously successful. [01:46:22] We've seen, you know, big increases in trade on, [01:46:25] you know, both sides of undersea. So it, [01:46:27] it's been very successful, but over the last year [01:46:30] they actually have started to deepen those ties. And you know, [01:46:34] Canada joined a number of programs in Europe and is [01:46:37] treated as though it was a European country. One of the [01:46:40] men defence procurement, the other in research related [01:46:43] activities. And so we're looking at doing more of that, [01:46:46] about actually doing things together, [01:46:48] creating economic opportunities together, [01:46:51] opportunities for youth. I think the Prime Minister talked [01:46:54] a little bit about the, the desire to, to join a program called Erasmus, [01:46:58] which is about young people being able to, [01:47:01] to travel and study in, in, you know, [01:47:03] in a borderless manner. So there's a whole bunch of things [01:47:07] that we can do to actually go well beyond a simple trade [01:47:10] agreement, which provides A framework. [01:47:12] This is being far more strategic about how we actually [01:47:15] deepen those ties. But but I wonder Ambassador designate you [01:47:19] you've heard the criticism, I'm sure from the Conservatives [01:47:22] and others who are worried about Canadian money being sent [01:47:26] to Brussels to go to what they call Eurocrats to having maybe [01:47:29] some rules and regulations and standards. [01:47:32] You're in Canada determined by the European Union from away. I [01:47:35] mean, would Canada sign a deal that [01:47:37] would would come with anything like that? [01:47:40] Because where we can't be full members in the EU, [01:47:43] you can't have representation and direct say it is there. Is [01:47:46] there any willingness to hand over money and and some control [01:47:50] to the European Union on standards? Well, I mean, [01:47:52] first of all, let me say this is not across [01:47:55] the board and it's not alienating sovereignty. And [01:47:58] anybody who says that probably should wait to hear what it [01:48:01] really looks like in October. [01:48:04] But I would say that that that doing some programs with the [01:48:07] European Union [01:48:09] that may involve some financial participation by Canada [01:48:12] actually enables Canadian companies to participate. And [01:48:15] so in the SAFE program, where we are contributing some [01:48:18] funds to the overall program, Canadian companies have [01:48:20] benefited that because they have access to procurement [01:48:23] contracts, including, you know, Marconi in Montreal, [01:48:26] which actually won a contract relatively recently. [01:48:30] The same thing is true with Horizon where Canada has [01:48:33] participated in some of the research related things. And [01:48:35] many of the universities across Canada have benefited by being [01:48:38] able to participate. So you, you have to be thoughtful about [01:48:41] where is Canada going to derive the greatest benefit. But [01:48:44] certainly to say that, you know, you shouldn't participate in [01:48:47] things that the European Union is doing really does not [01:48:50] acknowledge the fact that we can be enormous beneficiaries [01:48:53] in, in a direct way, but we can also benefit from [01:48:55] scale. I mean, at the end of the day, we're, [01:48:57] we're a market of 40 million people. They are a market [01:49:00] of, you know, 3 / 300 million people and [01:49:02] Canadian companies if they're going to be successful in the [01:49:05] world need the opportunity to scale. That means they need [01:49:08] access to markets. So I do think that there are enormous [01:49:11] opportunities here for Canada and for Canadians. But you know, [01:49:14] I think folks that that are that are, you know, [01:49:16] sounding some concerns should wait a little bit until they [01:49:19] see what we are actually are thinking about doing when we [01:49:22] announced that at the the summit in October. OK. But when [01:49:25] you talk about SAFE, is that the sort of model you [01:49:28] would be talking about for the various sectors [01:49:30] that are on the table here of buying into specific programs [01:49:34] to guarantee Canadian participation rather than sort [01:49:37] of sending an annuity to the EU as a bureaucracy itself? [01:49:40] Well, it could be that, but I mean, not, [01:49:42] not all of this is about specific programs. Like, [01:49:45] you know, President von der Leyen [01:49:47] announced a corporation that they are actually creating [01:49:50] relating to critical minerals and stockpiling. Well, [01:49:52] we are doing that in Canada. We are working with them right now [01:49:56] with the European Investment Bank to enable them to be able [01:49:59] to make investments in Canadian mines and processing. So [01:50:02] there's a whole range of things that we can do to help [01:50:04] ourselves and to help each other. They have a need for [01:50:07] critical minerals. We have a need for capital to actually [01:50:10] develop the critical minerals [01:50:12] so that we can actually sell or process and build the batteries, [01:50:16] magnets and sell those. So there are there are huge [01:50:19] opportunities that are going to be beneficial. And honestly, [01:50:23] it starts with the fundamental basis that we share values with [01:50:26] the Europeans, that we are all committed to [01:50:29] multilateralism, to the defence of democracy, [01:50:32] to the defence of human rights. And this is a place where [01:50:36] Canada should be actually spending time and working to [01:50:39] actually develop a closer relationship. So do you see [01:50:42] in Cedar ratification as part of this process or is Canada [01:50:45] kind of content to have that sit provisionally in place [01:50:48] rather than force the issue and maybe risk of political [01:50:51] backlash? Where are things on on the [01:50:53] overall trade agreement that's already been negotiated as you [01:50:56] go down this path now? [01:50:59] Yeah, I mean, look, we we would like to see the [01:51:02] ratification process completed, although as I say, [01:51:05] with it provisionally implemented, [01:51:07] it actually is giving the benefits that the agreement has [01:51:10] to pull offered. And there are a number of countries that are [01:51:13] moving down that path. We expect to see a number of those [01:51:17] countries that haven't ratified to move towards that over the [01:51:20] course of the coming year. But but as I say, I mean, [01:51:23] that's something we will continue to push on. But [01:51:26] fundamentally, we're getting the benefits that [01:51:28] we actually aspire to get. [01:51:30] Then we negotiated the agreement already. So the the [01:51:32] US president weighed in on this yesterday, [01:51:35] Jonathan Wilkinson saying if this is something that's being [01:51:38] done with bad intention, you know, he may invoke heavy tariffs on Europe, [01:51:41] maybe stop trade with Europe. It certainly caught their [01:51:44] attention and certainly some of the language in the prime [01:51:47] minister's speech that's caught American headlines. Any [01:51:50] concerns that that this could be yet another flashpoint in [01:51:53] the relationship with the United States? [01:51:56] Well, I would certainly hope not. You [01:51:58] know, at the end of the day, this aunt Auntie American is [01:52:02] not an anti Chinese. It's it's about Canada actually building [01:52:06] a future that's going to be a more resilient one, [01:52:08] working with partners with whom we share common values and [01:52:12] common desires and aspirations. So it's not intended to be a [01:52:16] negative thing. It's intended to be a positive thing at the [01:52:19] end of the to be a sovereign country and sovereign countries [01:52:23] get to decide on Canada, that one of those parties is [01:52:26] the European Union. Thank you. [01:56:57] You've probably seen the headlines. A super El Nino is [01:56:59] brewing in the Pacific. I've been tracking El Nino for years. [01:57:02] But these numbers, they're off the charts. So what [01:57:06] is it that I've never seen before? [01:57:08] I've never seen an El Nino this strong hit on top of an ocean [01:57:12] that is hotter than we've ever seen it and that has experts [01:57:15] around the world worried that the usual El Nino floods and [01:57:19] storms will be worse than we can imagine. So how does this [01:57:22] all work? At its most basic, El Nino is a huge shift [01:57:26] of warm ocean water. So normally, [01:57:28] strong trade winds blowing near the equator shove the warm [01:57:32] surface water east to West toward Asia and Australia. All [01:57:36] that warm water gets piled up, pushing heat deep into the sea [01:57:40] while opening the door for cooler water to come to the [01:57:44] surface off the coast of South America. This is our normal [01:57:48] ocean state. But during an El Nino, [01:57:50] those trade winds collapse, often triggered by a [01:57:54] disturbance like a cyclone that sets off a domino effect. [01:57:58] And with no wind holding it back, [01:58:00] that giant pool of warm water sloshes right back across the [01:58:04] Pacific, spreading out like a hot [01:58:06] blanket. So why does this slosh in the Pacific matter to the [01:58:10] rest of the world? Because the Pacific covers half [01:58:14] the planet. That much warm water sitting on the surface [01:58:17] releases a colossal amount of heat straight up into the [01:58:21] atmosphere. That injection of heat fuels thunderstorm [01:58:25] clusters and rising columns of air acting like giant [01:58:28] roadblocks, [01:58:30] the highways that direct the flow of weather systems around [01:58:33] the world, AKA the jet stream. It dumps [01:58:35] torrential rains and flooding onto places that don't normally [01:58:40] see it, while trapping other regions in [01:58:42] devastating droughts. And for country sitting on the [01:58:46] receiving end of that warm water slosh, like Peru, [01:58:49] the impacts are immediate. So the coastal communities are [01:58:53] preparing for flooding and even landslides, [01:58:56] especially in communities and areas that don't have the [01:59:00] correct [01:59:01] restructuring place. The northern part of the Andes are [01:59:04] also expecting really heavy rains and how to contain that, [01:59:07] while southern parts typically face really intense droughts [01:59:11] and they need to be adapted so these don't disrupt the food [01:59:15] systems. As for climate change, right now we're stacking one of [01:59:19] the hottest El Ninos ever recorded on top of more heat. [01:59:23] El Nino itself doesn't create new heat, [01:59:25] it redistributes energy already stored in the ocean. Climate [01:59:29] change, on the other hand, [01:59:31] is adding more trapped heat back into this equation every [01:59:35] day. El Nino just kind of moves the heat around, [01:59:37] and that's bad because people are adapted to the amount of [01:59:41] rainfall they get, the temperatures they get, [01:59:43] and when they move it around, then all of a sudden, hey, [01:59:46] I'm not getting the rainfall I was expecting to get. And that [01:59:50] creates big problems for people. So does all of this mean that [01:59:54] the Super El Nino is a window into a warming world where we [01:59:57] could see these impacts every day? [01:59:59] It's not a permanent shift yet. The extreme [02:00:02] nature of this El Nino means the ocean will likely seesaw [02:00:05] back into a colder landino over the next two years. But what's [02:00:09] happening now is the clearest preview we've ever had of what [02:00:13] happens when a supercharged natural cycle collides with an [02:00:16] ever warming baseline.
