[00:04:00] what is your view on the increasing frequency of extreme weather events in recent [00:04:03] years? the impacts of climate change are [00:04:07] real. communities all around the [00:04:10] world are are struggling, no one is immune from that. part [00:04:14] of my job, i visit vulnerable communities um around the [00:04:17] world. my own uh home is [00:04:21] of highly vulnerable. um, two years [00:04:24] ago uh, my island was devastated by [00:04:27] hurricane barril, 98%. of properties were [00:04:31] damaged or destroyed, 98% [00:04:34] of the properties were damaged in in well specifically the [00:04:38] island of karaku, it passed over, it miss mainland karaku, my [00:04:42] island is um off the coast of of grenada, but it [00:04:45] was impacted my own home [00:04:49] um, but it swept through the islands causing um, [00:04:53] how are your family by the way, secretary? families, family, family are wealth, my [00:04:57] parents have only just just [00:05:01] um uh restored the [00:05:02] of roof of to the the house, just moved back um to their home after [00:05:06] a couple of years and that's that's after after after two years they've only got [00:05:10] round to um to changing the the... repairing the the [00:05:14] the roof, and my parents are more fortunate than many others, there [00:05:18] are many others who are still um, still not yet in their in [00:05:22] their homes, but this is story [00:05:25] that communities around the world, millions of [00:05:29] people around the world a struggling with the impacts, [00:05:33] whether it is um hurricanes, whether it is through [00:05:36] droughts, flooding, wild fires, extreme [00:05:39] heat, and that has... [00:05:44] incredible impact [00:05:46] on the economies [00:05:49] of countries, it impacts national security [00:05:53] in terms of climate migration, um, it [00:05:57] speaks to um, whether it is [00:06:01] food shortages through to crop failures, through drought, [00:06:05] through flooding, [00:06:07] um, this cross-sects so [00:06:11] many. aspects of people's [00:06:14] lives, so the impacts are [00:06:18] real, being felt, and those are only going [00:06:22] to increase, we're only going to see more [00:06:26] climate impacts, but secretary steal, you spoke with a sense [00:06:30] of, you give it a sense of personal touch and personal warm that [00:06:33] we truly appreciate, and also a sense of urgency, mean [00:06:37] i myself went to Alaska and anchorage and took a boat to [00:06:41] see the [00:06:42] the the... ice [00:06:43] camps and mounting and falling off the river right in front of my eyes [00:06:46] in 2017 September, that made huge emotional impact on [00:06:50] myself. so let ask you about this if I may, what do you hope to achieve [00:06:54] by this China visit? I mean, if I were [00:10:22] to ask you this question, five, si years ago, there [00:10:26] might have [00:10:26] been a different answer, but um, what is happening now? well, we [00:10:30] know the science is clear, where we need to get to and where we [00:10:34] are, and we're far off track. where i take hope is [00:10:38] the fact that we have all the tools that we need, we know [00:10:42] what needs to be done, we know what needs to be [00:10:46] done by whom and by [00:10:49] when, that is clear. we have uh, [00:10:53] this multilateral framework. which sets out clearly [00:10:57] how all parties, all countries um [00:11:01] are to contribute. we saw [00:11:05] from the uh the last set of cl climate [00:11:08] plans that were received from [00:11:11] um from from all countries, we saw for the first time [00:11:14] when we synthesized those, we see that emissions [00:11:18] curve based on plans submitted [00:11:22] break for the first time, so... That is [00:11:25] noteworthy, we've seen if all plans [00:11:29] currently received were implemented, we'll see a [00:11:32] 12% um reduction in global emissions, said the [00:11:36] first time we're seeing that um that reduction, but the [00:11:40] target we need to get to by 2035 is not 12%, [00:11:43] it's 60%, so we know we're far off [00:11:46] track, but we have seen, we're now [00:11:50] moving in the right direction, we notice a trend [00:11:53] whereeb visiting heads of state or heads of government became [00:11:57] regulars in checking out China's electric vehicle scenes, test [00:12:01] driving uh Chines ECVs themselves, how do you [00:12:05] see this phenomena? I mean, there is no better way to [00:12:07] promote uh new technology [00:12:11] by getting the most prominent leaders to [00:12:15] be consumers, users um of those. We've [00:12:18] seen uh over the years, you [00:12:22] electric vehicles from becoming what... novelty or [00:12:26] viewed as novelty um to what [00:12:29] now is the vehicle of choice for so [00:12:33] many and what we're seeing now especially with the [00:12:36] energy crisis um and we're seeing that the [00:12:40] accelerated um interest in the take [00:12:44] up of electric vehicles I [00:12:46] mean it is a trend that we're going to see um we're going to [00:12:50] see continue and to speed up you think the war in the middle east right now [00:12:53] can actually accept. the pace and [00:12:57] the political will and the market drive for the [00:13:01] electric vehicle industry [00:13:03] to to only thrive. well, say it goes beyond just the electric vehicles. the [00:13:07] energy crisis lays bear global [00:13:10] vulnerability to its dependence on fossil [00:13:14] fuels. 75% of all countries are net [00:13:18] importers of oil and gas. we've [00:13:21] seen the impact that that this crisis is... had [00:13:25] on fuel prices, on energy security, [00:13:29] so we're seeing at two levels, we're seeing um at government [00:13:33] level where questions are now um [00:13:37] being asked, reasked with regard [00:13:40] to um energy security and that that that [00:13:43] vulnerability and discussions about [00:13:46] accelerating the uh the transition away from [00:13:50] fossil fuels as a key measure not [00:13:53] only in terms of ensuring energy security, [00:13:57] but also economic competitiveness, and even [00:14:01] if this crisis, which is viewed, the IEA has said [00:14:05] that this is the worst energy crisis in our [00:14:09] history, we've seen it before, we seen it [00:14:12] now, and it will happen again, so whether [00:14:16] you're a consumer and you're making decisions as to whether it's how you [00:14:20] what you drive, how you heat your home, whether it's [00:14:23] governments in terms of how they view their own [00:14:27] sovereinity, their national security, their energy security and their [00:14:31] economic competitiveness, these are all things that being brought [00:14:34] and clear into question now, so you're saying that we're actually a [00:14:38] defining moment in human history, we all know that over the [00:14:42] last um two or three years climate has fallen [00:14:46] down the the political um agenda [00:14:50] and throughout the course of this year through the the war in the middle [00:14:53] east we've seen that narrative shift [00:14:57] um from governments everywhere and that certainly presents [00:15:01] an opportunity in terms of [00:15:05] pushing uh the pushing forward um with that [00:15:09] message that the only way to deal with these [00:15:13] national um security issues, countries back in 2015, [00:16:47] has been an active participant together with other major [00:16:50] nations in driving the changes that are needed, [00:16:54] and what we now need to do 10 years after the signing the Paris [00:16:58] agreement is shift to new era. the focus now [00:17:02] is on the era of implementation where we put those [00:17:05] tools, those rules and to to work and that speaks of [00:17:09] what happens within the real economy and bringing it back to [00:17:13] China um in terms the uh the [00:17:17] efforts, significant efforts that are made in terms of your [00:17:20] own domestic decarbonization, absolutely [00:17:24] remarkable, and there are lessons that many [00:17:28] others can learn. well, if you look at um what we've seen [00:17:32] right here um in China um over the last 10 [00:17:35] years, the... speed of [00:17:39] China's um transition, its investment [00:17:42] in um in green uh low-carbon [00:17:46] um economy is is is mindblowing, both [00:17:50] in terms of how that has benefited uh job [00:17:53] creation [00:17:55] um um economic opportunities here, the shif volume [00:17:59] scale speed of what is happening here in China [00:18:02] is driving innovation, it is driving down and [00:18:06] prices which the rest the world um has been able to [00:18:10] benefit from, so whether that is we see the um the explosion [00:18:14] of electric vehicles, we see um the rapid [00:18:18] expansion of solar wind, and much of that is [00:18:22] driven by what is taking place here in Mainland China, but the rest [00:18:26] the world is able to benefit from that. what do you think [00:18:29] are some the Chinese experimentations and [00:18:32] experience that can be uh scaled and [00:18:36] replicated by the rest the world, one [00:18:39] is political will, that has been [00:18:43] demonstrated um, [00:18:44] you know, at the highest levels, your nationally determined [00:18:47] contribution last year, um, it was stated quite [00:18:51] clearly in its presentation that, um, as [00:18:54] significant the effort that will be needed to deliver on [00:18:58] that, there is still scope to strive to do [00:19:02] more, that gives very, very clear signal, China [00:19:05] has a reputation [00:19:09] of doing what it says it's going to do, so [00:19:13] any commitment made, it's not only that they will be [00:19:16] met, they are often um exceeded, so [00:19:20] if we look at um the [00:19:24] targets uh that were set for solar [00:19:27] and wind deployment, those targets were met [00:19:31] six years early, [00:19:34] um, so the... intent, that [00:19:38] political um will that exists to drive through those [00:19:42] changes, I think is the first message. The second [00:19:45] message, um, is how that political will is [00:19:49] translated into action on the [00:19:52] ground, um, so whether it is your [00:19:55] investments in research and development, in all the te [00:19:59] the key technologies for the transition, um, and [00:20:03] translating those um, those innovations into... [00:20:07] products that can scale up um making [00:20:11] markets as well as supplying markets um [00:20:15] again there are examples there to be taken how those then [00:20:18] translate into job creation, economic growth, social [00:20:22] benefits for your people, again there is a model that is [00:20:26] quite clear there that others can take others [00:20:30] can learn from, so your leadership domestically [00:20:34] here at home is an example for the rest the world. [00:20:37] but then based on this year volume and innovation that coming out [00:20:41] of China, the impact that that has on global [00:20:45] markets, driving um technological [00:20:48] innovations. and driving down prices and then [00:20:52] making those products available for the global [00:20:55] market. we've seen um around the world, the countries are [00:20:59] overpromising and underdelivering, and you once said yourself that [00:21:03] we're we should be rather in the period of delivery instead [00:21:07] of you, making promises. absolutely. it is now time to [00:21:11] move those words, the words on [00:21:14] paper into um into concrete [00:21:18] actions um on the ground. and what we [00:21:21] are um are witnessing, this is [00:21:25] not just a theoretical [00:21:26] exercise, [00:21:30] 氣候變化是全人類的挑戰化是人共同的事業 [00:21:37] 中國作的發展中大國在氣候變化問題上一直多 [00:21:47] 在哈克斯坦中國者 与 当 地 企 业 共 [00:21:51] 同 投 资 建 设 的 系 列 克 风 电 厂 , 为 当 地 可 [00:21:55] 在 生 能 员 发 展 目 标 做 出 积 极 贡 献 , 助 理 [00:21:59] 其 减 少 探 排 放 [00:22:01] 。 在 肯 尼 亚 , 中 [00:22:05] 国 企 业 城 建 的 斯 瓦 克 大 霸 项 目 建 成 后 可 缓 解 [00:22:08] 130 多 万 人 的 生 活 用 水 和 灌 盖 问 题 [00:22:12] , 改 进 屠 染 工 作 条 件 缓 解 食 物 短 缺 [00:22:16] 问 题 。 在 壁 中 国 与 其 共 同 。 [00:22:50] that you constantly come back to, and you said [00:22:54] China has been playing an exemplary role [00:22:58] in making this change and leading the wave of [00:23:01] climate multilateralism, can you elaborate on this [00:23:05] concept and also on China's [00:23:08] ruling all this, within this multilateral process countries [00:23:11] are able to step forward, find areas of [00:23:15] agreement so that we can move forward, it is [00:23:19] how we now... transition to this new era from the [00:23:23] negotiations to um [00:23:25] implementation. i think the key message [00:23:29] is that the leadership that China has [00:23:33] shown, the contributions has made [00:23:36] continues to make in terms of driving technological [00:23:40] advancement in terms of what it's doing [00:23:44] domestically, its role in terms of providing [00:23:47] support um ' for other developing countries [00:23:51] within the global south, the leadership that it it has [00:23:55] shown, it is shown there is how [00:23:58] that can be brought forward for other countries to [00:24:02] step up and to in terms of within [00:24:06] this multilateral environment push forward other key decisions that [00:24:10] that need to be made within the process, but in terms of driving [00:24:14] action on the ground and demonstrating that leadership [00:24:18] when china others [00:24:21] follow how do [00:24:22] you see the importance the b and road initiative and in particular the green b and [00:24:26] road initiative in solidify and rallying the global [00:24:30] south for the fight against climate change? well through the baltin [00:24:34] roads initiative significant investments have been [00:24:37] made in developing countries, including in the areas [00:24:41] of climate action and [00:24:45] with regard to the um the energy transition [00:24:49] so... again demonstrable [00:24:53] um uh put in words into action, but also showing [00:24:57] what international cooperation is all about [00:25:01] within the global south, so it is an [00:25:04] example of of how countries need to [00:25:08] work together to help one another in terms [00:25:12] of development and [00:25:15] progress. we left baku at [00:25:19] cop 20. with the decision on the [00:25:22] new finance, new finance goal, so the [00:25:26] 300 billion dollars per year by [00:25:28] 2035 and the road map to 1.3 [00:25:32] trillion, and this is support uh [00:25:36] for for developing countries. we've seen levels [00:25:39] of investment last year alone of 2.1 [00:25:43] trillion in renewables compared to [00:25:46] 1 trillion in fossil fuels that. is very [00:25:50] clear signal um the uh the finance flows are [00:25:54] shifting from fossil fuels um to renewables. [00:25:58] the challenge we have with the exception of China that... [00:26:02] "uh, when we look at those levels of investment um, it's very, [00:26:06] very uneven. those flows need to [00:26:10] um to to flow more evenly and ensure that all [00:26:13] developing countries are able to take advantage of those [00:26:17] investment opportunities so that they can [00:26:21] also um transition away. is that why or partially [00:26:25] why you often bring up this concept of fair and just [00:26:28] global energy transition? mean, that's at the heart of..."
