'you the impacts are real being [00:06:15] felt and those are only going to [00:06:18] increase, we're only going to see more [00:06:22] climate um impacts. the secretary steel, you spoke with a sense [00:06:26] of um, you give it a sense of personal touch and personal warm that [00:06:29] we truly appreciate, and also a sense of urgency. mean [00:06:33] i myself went to Alaska and anchorage and took a boat to [00:06:37] see the the the ice camps mounting and falling off the [00:06:41] the river right in front'. my eyes in 2017 September, that made [00:06:45] huge emotional impact on myself. So let ask you about this, if I [00:06:49] may, what do you hope to achieve by this China visit? I mean [00:06:52] it's sharing where we need to get [00:06:56] to um, certainly by the end of this year within the the [00:07:00] climate negotiations, understanding what the [00:07:03] priorities um of um of of China [00:07:07] are, how those translate into what is [00:07:10] actually, and this I think is the most... fascinating bit in terms the actual [00:07:14] actions that are taking place on the [00:07:18] ground and there is always far more actually taking place [00:07:22] um in in in reality [00:07:25] in practice than is always reflected in [00:07:29] um in in in presenting so it's always good to get a sense of what [00:07:33] is what is really happening here anything strikes you differently this time around [00:07:36] mean you're regular it's just the energy um did not get a [00:07:40] chance to meet with the um private sector um [00:07:44] here [00:07:44] in in Beijing. Before coming here I was in Hong Kong and [00:07:48] I did get to meet um with um with private sector there. [00:07:52] There's some incredible things that happen within the financial [00:07:55] markets and how they're supporting sustainable [00:07:59] um sustainable development, but it's it's the [00:08:03] vibrancy, it is that can do attitude, it's [00:08:07] recognizing that there are massive opportunities [00:08:10] and the sheer determination. this year focus [00:08:13] and performance um is something [00:08:17] that that's motivating, it's uplifting, you can see [00:08:20] what can be done, and when you you [00:08:23] understand have an understanding of China's [00:08:26] longer-term development trajectory, the progress that has [00:08:30] been made decade after decade after [00:08:34] decade, that determination to move a [00:08:37] country a very clear um developmental and [00:08:41] path um is is is absolutely [00:08:44] astonishing, so taking that [00:08:47] energy, how that energy can be transferred [00:08:51] to, you on my travels around the [00:08:55] world, is something that [00:08:58] that that is certainly [00:08:59] motivating. How do [00:12:01] you see this phenomena? I mean, there is no better way to [00:12:04] promote uh new technology by getting the [00:12:08] most prominent leaders to be [00:12:11] consumers, users um of those. We've [00:12:14] seen uh over the years, you [00:12:18] electric vehicles from becoming what was novelty or [00:12:22] viewed as novelty, um... to what [00:12:26] now is the vehicle of choice for so [00:12:29] many, and what we're seeing now, especially with the [00:12:32] energy crisis, um, and we're seeing that um the [00:12:36] accelerated um interest in - [00:12:40] the take up of of electric vehicles, mean it is a trend that we're going to [00:12:44] see um, we're going to see continue and to speed up. you think the [00:12:48] war in the middle east right now can actually accelerate the [00:12:52] pace and the political will? and the market [00:12:56] drive for the electric vehicle industry to to only [00:13:00] thrive, well i say it goes beyond just the electric vehicles, the energy [00:13:03] crisis lays bear uh global [00:13:06] vulnerability to its dependence on fossil [00:13:10] fuels, 75% of all countries are net [00:13:14] importers of oil and gas, we've [00:13:17] seen the impact that um that this crisis has had [00:13:21] on fuel prices, on energy security. [00:13:25] so we're seeing at two levels, we're seeing at government [00:13:29] level where questions are now um [00:13:33] being asked, reasked with regard [00:13:36] to energy security and that that that [00:13:39] vulnerability and discussions about [00:13:42] accelerating [00:13:45] the the transition away from fossil fuels as a key [00:13:48] measure not only [00:13:50] in terms of ensuring energy security but also [00:13:53] economic... competitiveness and even if [00:13:57] this crisis, which is viewed, the IEA has said that this [00:14:01] is the worst energy crisis in our [00:14:05] history, we've seen it before, we seen it [00:14:08] now, and it will happen again, so whether [00:14:12] you're a consumer and you're making decisions as to whether it's how you [00:14:16] what you drive, how you heat your home, whether it's [00:14:20] governments in terms of how they view their own [00:14:23] sovereinity, the national security. the energy security and their [00:14:27] economic competitiveness, these are all things that being brought [00:14:31] um clear into question now, so you're saying that we're actually a [00:14:34] defining moment in human history, we all know that over the [00:14:38] last two or three years climate has fallen [00:14:42] down the the political [00:14:45] agenda [00:14:46] and throughout the course of this year, through the the war in the middle east, [00:14:50] we've seen that narrative shift from [00:14:54] government. everywhere and that certainly presents [00:14:58] an opportunity in terms of [00:15:01] pushing uh the pushing forward with that [00:15:05] message that the only way to deal with these [00:15:09] national um security issues, energy [00:15:12] security issues and economic competitiveness is to [00:15:16] accelerate the transition away from fossil [00:15:20] fuels. [00:15:22] 2026 大 学 发 表 演 讲 [00:15:26] , 他 表 示 , 中 国 是 企 后 多 边 主 义 的 领 航 [00:15:30] 者 , 其 气 候 领 导 力 比 以 往 任 何 时 候 都 [00:15:34] 更 加 重 要 。 他 还 表 示 全 球 能 。 [00:15:37] on what did you [00:15:45] the [00:15:50] projected global temperature rise has roughly halv [00:15:55] make based that assessment? when we look at where we were [00:15:59] before Paris agreement in [00:16:01] speech that 2015, the world was a trajectory of up to five degrees of [00:16:05] warming, 10 years after. the signing of that [00:16:08] agreement, we're now around half of that, we know that [00:16:12] that is still a long way away from the [00:16:15] 1.5 that um that we need to [00:16:19] ensure the safety of um of humanity, but [00:16:23] what that has demonstrated is that this [00:16:26] multilateral um process for climate [00:16:29] change is working, [00:16:32] I mean China was absolutely instrumental um [00:16:36] uh in reaching agreement of 195 [00:16:40] countries back in 2015 has been an active [00:16:44] participant together with other major nations um [00:16:48] in driving the changes that are needed and what we now need to [00:16:52] do 10 years after the signing the Paris agreement is shift to [00:16:55] new era, the focus now is on the era [00:16:59] of implementation where we put those tools, those rules [00:17:03] um to to work, and that speaks of what happens within. [00:17:07] real economy and bringing it back to China um in terms [00:17:11] the efforts, significant [00:17:15] efforts that are made in terms of your own domestic [00:17:18] decarbonization, absolutely remarkable, and there [00:17:22] are lessons that many others can learn. well, if you [00:17:25] look at um what we've seen right here um in [00:17:29] China um over the last 10 years, [00:17:32] the speed of China's um [00:17:36] transition, it's investment in um [00:17:39] in green uh low-carbon [00:17:43] economy is [00:17:44] is is mind-blowing, both in terms of how that has [00:17:48] benefited uh job creation [00:17:51] um um economic opportunities here, the shif volume [00:17:55] scale speed of what is happening here in China [00:17:59] is driving innovation, it is driving down um [00:18:02] prices which the rest the world um has been able to [00:18:06] benefit from so whether that is we see the the explosion [00:18:10] of electric vehicles, we see the rapid [00:18:14] expansion of solar wind, and much of that is [00:18:18] driven by what is taking place here in mainland China, but the rest [00:18:22] the world is able to benefit from that. what do you [00:18:25] think are some the Chinese experimentations and [00:18:29] experience that can be scaled and [00:18:32] replicated by the rest the world? one [00:18:36] is political will, that has been [00:18:38] demonstrated um, [00:18:40] you know, at the highest levels, your nationally determined [00:18:43] contribution last year, um, it was stated quite [00:18:47] clearly in its presentation that um, as [00:18:50] significant the effort that will be needed to deliver on [00:18:54] that, there is still scope to strive to do [00:18:58] more. that gives very, very clear signal. China [00:19:01] has a [00:19:03] reputation of doing what it says. it's [00:19:07] going to do, so any commitment made, it's not [00:19:11] only that they will be met, they are often [00:19:15] um exceeded, so if we look at [00:19:19] um the targets uh that were set for [00:19:23] solar and wind deployment, those [00:19:26] targets were met six years early, [00:19:30] um, so the intent, [00:19:34] that political um will that exists drive through [00:19:38] those changes, i think is the first message. the second [00:19:41] message um is how that political will is [00:19:45] translated into action on the [00:19:48] ground. um, so whether it is your [00:19:51] investments in research and development in all the te [00:19:55] the key technologies for the transition and [00:19:59] translating those those innovations [00:20:03] into products that can scale up um [00:20:07] make markets as well as supplying [00:20:09] markets, um, again, there are examples there to be [00:20:13] taken, how those then translate into job creation, [00:20:17] economic growth, social benefits for your people, [00:20:20] again there is a model that is quite clear there that [00:20:24] others can take others can learn from, so your [00:20:27] leadership domestically here at home [00:20:31] is an example for the rest the world, but then based on this year [00:20:35] volume and innovation that come out of china, the impact [00:20:39] that that has on global markets, [00:20:43] driving technological innovations and driving [00:20:47] down prices and then making those products. [00:20:50] available for the global market, we've seen um around [00:20:54] the world that countries are overpromising and underdelivering, and you [00:20:58] once said yourself that we're we should be rather in the period [00:21:01] of delivery instead of you, making promises? [00:21:05] absolutely, it is now time to move those [00:21:08] words, the words on paper [00:21:11] into um into concrete actions [00:21:15] on the ground, and what [00:21:17] we are um are witness. [00:22:50] said China has been playing an exemplary role [00:22:53] in making this change and leading the wave of [00:22:57] climate multilateralism. um, can you elaborate on this [00:23:01] concept and also on China's ruling all this? we're within [00:23:05] this multilateral process, countries are able to [00:23:09] step forward, find areas of agreement so that we can move [00:23:12] forward. it is how we now [00:23:16] transition to this new era from the negotiation. [00:23:21] to um implementation, i think the key [00:23:24] message is [00:23:27] that the leadership that china has shown, the [00:23:30] contributions has made, continues to [00:23:33] make in terms of driving technological advancement [00:23:37] in terms of what it's doing [00:23:40] domestically, its role in terms of providing [00:23:43] support um for other developing countries [00:23:47] within the global south, the leadership that it it has [00:23:51] shown um, it is shown there, is how [00:23:55] that can be brought forward for other countries to step [00:23:59] up and to in terms of within this [00:24:02] multilateral environment, push forward other key decisions [00:24:06] that that need to be made within the process, but in terms of driving [00:24:10] action on the ground and demonstrating that leadership [00:24:14] when China leads others [00:24:17] follow. how do you see the importance the b? road initiative and in particular the [00:24:21] green bton road initiative in solidifying and rallying the [00:24:25] global south for the fight against climate change. well through the [00:24:29] balton roads initiative um significant [00:24:33] investments have been made in developing countries, [00:24:36] including in the areas of climate [00:24:40] action and with regard to the um the [00:24:43] energy transition, so again [00:24:46] demonstrable um ' [00:24:50] putting words into action, but also showing what [00:24:54] international cooperation is all about within the [00:24:57] global south, so it is an example [00:25:01] of of how countries need to work [00:25:04] together to help one another um in terms [00:25:08] of uh development and [00:25:11] progress. we left uh baku [00:25:15] at cop 29 uh with the decision on the [00:25:18] new finance. uh new finance goal, so the [00:25:22] 300 billion dollars per year by [00:25:25] 2035, and the road map to 1.3 trillion, [00:25:29] and this is support uh for for [00:25:33] developing countries. we've seen levels of investment [00:25:36] last year alone of 2.1 trillion [00:25:40] in in renewables compared to 1 trillion in [00:25:44] fossil fuels. that is very clear signal um [00:25:48] the the finan. flows are shifting from fossil [00:25:52] fuels um to renewables, the challenge we have, [00:25:56] with the exception of China, that uh when we look at those [00:26:00] levels of investment um it's very, very [00:26:03] uneven, those flows need to um to to [00:26:07] flow more evenly and ensure that all developing [00:26:10] countries are able to take advantage of those investment [00:26:14] opportunities so that they can also um [00:26:18] transition away. is that why or partially why you often bring up [00:26:22] this concept of fair and just global energy [00:26:25] transition? i mean that's at the heart the [00:26:29] Paris um agreement ensuring that um that [00:26:33] no one is left behind with regard to the [00:26:37] energy transition, it's not a transition, it's transitions, [00:26:40] um, every country, every region um is a different [00:26:44] path, not everyone is starting at the same point, [00:26:48] we all need to end up in the same place in order to get [00:26:52] us to the um the 1. um f um [00:26:56] goal, we know that some major powers uh or [00:27:00] major power, this time singular not plural, uh is [00:27:03] apparently and obviously absent from their commitment [00:27:07] to the Paris climate accord, they joined it, quitted it, [00:27:11] joined it again and then quitted it again. how damaging [00:27:15] is this to the cause of global climate [00:27:19] change fight? well, clearly, having the world's largest [00:27:23] economy not part the process um is [00:27:27] highly unhelful at this time, but what we have seen [00:27:30] in the past, and I hope... we will see in the future [00:27:34] as they have left, they will return [00:27:38] at some point, but in the meantime, the other [00:27:41] 194 countries that are part the Paris [00:27:45] agreement clearly stating their commitment [00:27:49] um to the Paris agreement. this global [00:27:52] transition is a significant [00:27:56] economic opportunity, and this year [00:27:59] the um one the the [00:28:02] the the... the key features um of our [00:28:06] climate meeting at the end the year will be on the action [00:28:09] agenda and again picking up real examples [00:28:13] of action that's being take taking place here on the ground [00:28:17] in china, how that is reflected in [00:28:21] the action agenda, i think will be very, very interesting [00:28:25] outcome for this year's cop. we hope to see you again at [00:28:28] Turkia at this year's cop, and thank you all very.
