[00:01:04] Good evening, everyone. Good evening. Today is October 10th,
[00:01:08] Saturday, the first day of the ninth lunar month. Welcome to Xinwen Lianbo. First,
[00:01:12] let me introduce the main content of today's program. General Secretary Xi Jinping
[00:01:16] pointed out that strengthening basic research is a crucial
[00:01:19] requirement for achieving self-reliance and self-improvement in high-level science and technology. It is the only way to build
[00:01:23] a world scientific and technological power. Since the beginning of this year, our country has strengthened
[00:01:27] basic research with greater efforts and more effective measures.
[00:02:04] The national autumn harvest is over halfway complete, and autumn and winter planting has begun one after another. Japanese民間 organizations submitted
[00:02:08] a petition to relevant Japanese departments, opposing the government's military expansion
[00:02:11] and rearmament. Russia will provide oil to the United States and the global
[00:02:15] market. The United States will relax sanctions on Russian diesel trade.
[00:02:19] Here is a detailed report.
[00:02:21] 。
[00:02:24] Basic research is the source of the entire scientific system and the general official
[00:02:28] for all technical problems.
[00:02:30] General Secretary Xi Jinping pointed out that strengthening basic research is a crucial
[00:02:34] requirement for achieving high-level scientific and technological self-reliance and self-improvement, and
[00:02:38] it is the only way to build a world scientific and technological power. In the
[00:02:42] first year of the 15th Five-Year Plan, our country has strengthened basic research with greater
[00:02:46] efforts and more effective measures. A number of achievements that address problems from the
[00:02:49] source and the bottom are being transformed into new drivers for high-quality development.
[00:02:53] 。
[00:02:56] In the Guangdong-Hong Kong-Macao Greater Bay Area, the newly built strong current heavy particle accelerator.
[00:03:21] Facing new challenges and opportunities, General Secretary Xi Jinping, after observing the international situation, pointed out that basic research is at the beginning of the scientific research
[00:03:25] chain from research to application and then to production.
[00:03:29] 条 其 实 。
[00:03:40] He proposed that having strong basic research and original innovation capabilities is the first of the five basic
[00:03:44] elements necessary for building a scientific and technological power.
[00:03:47] In early 2026, a symposium on strengthening basic research was
[00:03:51] held and arrangements were made, requiring to further clarify the main
[00:03:54] direction of basic research from the urgent needs and long-term needs of the country.
[00:03:58] 研 究 的 主 工 方 ,
[00:04:12] General Secretary Xi Jinping profoundly observed the global scientific and technological competition, accurately grasped the laws of technological research and development, and made a series of important statements on the theoretical and practical issues of strengthening technological research, emphasizing the fundamental
[00:04:16] and leading position of basic research, and clearly pointing out
[00:04:20] how technological research should be done
[00:04:24] and by whom. This has provided better understanding of the importance of technological research for
[00:04:28] the vast number of scientific and technological workers.
[00:04:31] In the process of promoting strategic, forward-looking, and systematic布局 basic research,
[00:04:35] our country has continuously addressed problems such as insufficient systematic
[00:04:39] coordination in basic research, low overall efficiency, and insufficient
[00:04:43] high-level talent. We have accelerated the strengthening of long-term basic research support
[00:04:47] and guarantees, and multiple departments have strengthened planning coordination, policy
[00:04:51] synergy, and evaluation linkage to promote the integrated development of education, science, technology, and talent.

[00:04:58] functions.
[00:05:33] role. The National Natural Science Foundation's Yangtze River Delta Basic Research Joint Fund Major Special Project was launched in September this year. The Chinese Academy of Sciences focuses on chemical navigation, official measurement, artificial
[00:05:37] synthesis of cells and other cutting-edge issues, and organizes superior forces to conduct
[00:05:41] systematic research.
[00:06:12] The Chinese Academy of Sciences team has built the world's largest neutral clear
[00:06:16] liquid library.
[00:07:16] has continuously made new breakthroughs, providing important support for high-quality economic and social development. The long-term research in basic research such as optoelectronics,
[00:07:20] chemistry, materials science, and manufacturing theory has supported our country's
[00:07:24] continuous technological progress in new generation information technology, new energy vehicles,
[00:07:28] optical communication, high-speed rail, and other emerging industries. Chinese scientists
[00:07:31] have revealed the molecular mechanism of crop susceptibility to disease and yield reduction,

[00:07:39] The new architecture wireless communication system based on information
[00:07:43] metamaterials provides forward-looking basic support for 6G
[00:07:47] technology. The innovative research and development of a new
[00:07:51] principle system for municipal waste recycling, and advanced compressed
[00:07:54] air energy storage technology have achieved new breakthroughs. This is of great
[00:07:58] value for our country's energy security and the realization of dual carbon
[00:08:02] goals. From chips and communications to grain
[00:08:05] and energy, every strategic breakthrough is rooted in basic research.
[00:08:09] From scratch in the laboratory, it has strongly supported production.
