[00:12:55] its powers and fund its projects across [00:12:59] the states to its employees and so on and so forth. now [00:13:03] let me actually answer your question: according to section 24 the [00:13:07] money laundering and prevention and provision act, the EFCC do [00:13:10] not actually have powers to freeze the [00:13:14] accounts of a subnational, which is a state. the state is not [00:13:18] a private business, neither is it a [00:13:22] an individual, so when the EFCC have said they've gone ahead to [00:13:26] freeze states accounts due to uh [00:13:29] their perceived notion that suspicion or [00:13:33] suspicion that without proof of course or [00:13:36] proofs that have been placed before the public view bause this is matter of public [00:13:40] interest then is rather concerning. i was listening to Wilson [00:13:44] wajen uh on sister program and these were [00:13:48] some the words he said this does not mean all ocean state accounts are [00:13:51] frozen only the targeted ones. because the [00:13:55] initial reports we got [00:13:56] it felt like the [00:13:57] i don't know whether that's where the b of money is or just part of where the money is [00:14:01] it said they have been monitoring a specific account and they decided [00:14:05] okay this particular account so is it from what [00:14:08] you know yes is it the entire accounts that belongs is this all the [00:14:12] account that they have in this bank or there are other accounts they could use [00:14:15] to run and fulfill their obligations so i'd like to [00:14:18] highlight that again this is not a business [00:14:21] entity once one account is suspended. you're [00:14:25] going against or you're reducing the ability the government to govern [00:14:29] its citizen citizenry, so whether it's one, two, three [00:14:33] or 10, what is important is that we should not [00:14:36] subjugate the ability of a subnational under [00:14:39] democratic government to be able to continue to [00:14:43] execute its powers for the benefit the [00:14:46] citizenry. we'll go political in just moment, but let's stay with [00:14:50] this issue of finances, so if the [00:14:54] EFCC for instance has a primer fashi case and said this [00:14:58] suspicion we can prove it uh and you're saying they [00:15:02] don't have any power so we supposed to hold government account for allegedly [00:15:06] spending money wrongly this a great question so this [00:15:10] is the case of putting the cuts before the horse [00:15:13] if the EFCC believes that money is having [00:15:17] misappropriated there is clear path for them to [00:15:20] action and then after they've gotten [00:15:23] approval a case going to court, then they can take [00:15:27] whatever necessary steps that are legal under the constitution [00:15:31] and the acts that defines them and gives them power, [00:15:34] so are you saying in? by extension, this is [00:15:38] political, my own personal belief is that there's an [00:15:42] element that is unknown to us and the [00:15:46] motivations behind it do not seem to be fair um [00:15:50] historically in how many other states has the [00:15:54] EFCC frozen accounts uh days before an [00:15:58] election? well there there's also other questions [00:16:01] around finances and ghostworkers and made it to the news at some point but let me let me [00:16:05] bring a look Mr. you are the watcher the space, let's let [00:16:09] me talk to you, what do you make of this? uh, some people have [00:16:13] interpreted this to be politics, others have said AFCC [00:16:16] is doing their job, EFCC have come to defend their position, there are different [00:16:20] characterization the same happenings and is [00:16:24] quite very concerning because the days to the elections are barely nine [00:16:27] days, but how do you characterize this particular [00:16:29] development? well, thank you very much, i [00:16:33] think it's very important that we put this is into very clear perspective.
