Anembrar state covers a [00:03:15] landmas of 4,844 [00:03:19] square kilometers, making it the second [00:03:22] in smallest state in Nigeria right behind [00:03:24] Lagus. For a while Lagus reaches [00:03:28] outward, conquering the old. to expand its borders [00:03:31] andra is [00:03:34] in shrinking day by day, yay by yay, the [00:03:37] earth beneath our feet is being swaled [00:03:40] h. [00:03:44] of [00:03:46] of [00:03:48] of [00:04:11] 40% of anendrous landmass is encombered [00:04:15] by gully erosion, this is not just land [00:04:18] degradation, with a population of 8 [00:04:22] of million [00:04:24] of 921,39 established in [00:04:27] 2025. this is an existential [00:04:31] of emergency as [00:04:34] of governor of declared during his campaigns and write before his [00:04:38] inauguration, environment is number [00:04:42] one existential [00:04:43] threat. [00:04:47] a fundamental existential that is [00:04:50] of the environment. [00:04:54] why [00:04:54] an [00:04:58] is a cr alignment of nature? and human pressure. [00:05:02] Anembra [00:05:03] of features a [00:05:04] of dangerously vulnerable combination, [00:05:06] of loose highly iradable sandy soils paired with [00:05:09] intense torrential rainfall patterns. [00:05:13] compounded by this is our high population [00:05:16] density, the second highest in [00:05:18] Nigeria. Annembra state has a population [00:05:22] versity of 269 square kilometers [00:05:26] and 2956 square kilometers [00:05:30] density for available land. Human [00:05:33] activity is violently accelerated what nature [00:05:37] started. Between 30 to 40% of [00:05:41] Anamber's total land. is actively under threat or [00:05:45] severely impacted by erosion. when [00:05:49] i was contesting for this office in [00:05:52] 2021 and in our vision [00:05:55] 2017, in my [00:05:59] manifesto document, soluto solution, the [00:06:02] people's manifesto, greater anumbra [00:06:05] and anambra vision [00:06:08] 2017, the environment was [00:06:10] identified. as Anambra's number [00:06:14] one existential threat right [00:06:17] now, local authorities reports over [00:06:21] 100 active gully erosion sites scuttered across [00:06:25] the state from oko, [00:06:27] Nanka, we are [00:06:31] in trouble, if the I [00:06:33] think I my advise the government [00:06:37] of Annambra state should try to release [00:06:41] documents, information. on erosion because our people [00:06:44] have not known that we are all sitting on [00:06:48] the major problem of [00:06:52] erosion must give it erosion to [00:06:55] fraud after fraud the next thing is the land [00:06:59] texture and topography the world bank came [00:07:03] in to know what they can do [00:07:06] from it was [00:07:09] 1980-82 and shagari [00:07:13] awarded contract a German company Ronasco would [00:07:17] have those company if what they did that and if they have not done [00:07:21] it by now this erosion must have been trading up to [00:07:24] anocha and other local government [00:07:28] so they came in federal government [00:07:32] invited them we work with them for year plus [00:07:35] they can be able to map out all the major size they can be able [00:07:39] to do the estimate. but by the time they are [00:07:43] concluding [00:07:44] the their tin expired, they left and all the [00:07:48] time for instance during the time of econoby that was major [00:07:52] landstand nanka that cleared almost half the village [00:07:55] in so we shouted and [00:07:59] shouted, [00:08:00] was in [00:08:00] the councel then 87 88 the [00:08:04] econoby came in and look at what is happening [00:08:08] he said mr man what is your name told him [00:08:10] my name [00:08:11] he said no your name is erosion and that's since [00:08:14] 1987 people started calling me erosion because in [00:08:18] fact that's the news [00:08:21] and the the gravity the [00:08:25] devastation attracted the [00:08:28] then secretary commonw secretary general he visited [00:08:32] that place life he said that they were a meeting that it was advised to [00:08:36] leach to nanka know whether people are sailing we are begging [00:08:40] the government of... even begging him, the man knows [00:08:44] the problem, even more than me, but the only thing is that [00:08:48] resources uh to do [00:08:51] it, we know state cannot fund it [00:08:54] alone, what is dying to do now the [00:08:58] government the cities, let me try [00:09:02] emergency something, [00:09:04] but we need to reach out to federal [00:09:08] government and foreign donors even if it take two [00:09:11] years, to get foreign donors, if you can bring world bank [00:09:15] back or the donors to handle this [00:09:18] erosion problem, outside that we are in trouble, no state [00:09:22] government will tackle erosion and pay [00:09:25] salary, [00:09:29] this erosion has been exist for many many [00:09:32] years, you see [00:09:35] nankankas seven villages, just like uh [00:09:39] when you are talking of island surrender by [00:10:13] both moral, both physical, money and every other [00:10:17] thing to see this, but the the problem is that the [00:10:21] type of flood that used to came this... [00:10:25] erosion is too much, is not something that town can [00:10:29] control, so we need the proper help, both local [00:10:32] government, state government, nigeria and even all the [00:10:36] entire world, because this is as you [00:10:40] see this one, there is another one, which I can believe [00:10:44] that even in the whole world, that one, if you see that one, is the [00:10:48] highest dilution so [00:10:49] far. [00:10:56] "we will be grateful to the government and to the world [00:11:00] because we are losing everything, we are not just losing [00:11:03] lands, i was told [00:11:07] that one [00:11:11] oli, have [00:11:15] to back one woman with [00:11:16] his son, with [00:11:17] her son, because the house, family, [00:11:21] their house fell, they were sleeping when eurosion." [00:11:26] happened the the house they were living in was dragged [00:11:29] into erosion, erosion consumed it, lucky [00:11:33] enough they didn't die, actually have to go [00:11:37] into the erosion, back the mother and was able to hold [00:11:41] a small boy and bring them out, the [00:11:44] small boy i'm talking about is is an old man who is late [00:11:48] now, that's where this thing started, if you go [00:11:51] through this erosion, if you go... check it [00:11:55] by kilometers, other six kilometers where i started, it [00:11:59] connects us to, connects us [00:12:03] to oko and there about, so it's not a one place [00:12:06] thing, so [00:12:10] the equilovia access, massive landslide level [00:12:14] cannons are advancing like slow moving [00:12:17] monsters, swallowing entire communities, [00:12:21] ancestral shrined in critical economic lifeline. [00:12:27] The tragedy is compounded by the [00:12:30] anthropogenic, the man may, in purpose some [00:12:34] water management turns domestic rain into [00:12:37] weapons. [00:12:55] building to rise without mandatory catch peeds, water is [00:12:59] piped directly onto unpaved earth, gaining [00:13:02] level velocity, can see [00:13:06] if any rain fs, all this place will be [00:13:10] full of flood, if you can see [00:13:13] here that people [00:13:15] just avoiding [00:13:19] the uh the flood from here now down to there [00:13:22] even all these houses will be fload [00:13:25] up, even uh, this road, you can't walk this [00:13:29] road, this road now, if you just walk [00:13:32] just few meter by see the fence and the [00:13:36] houses that the flood pushed down, [00:13:39] uhh, so this train have been disturbing the [00:13:43] people of this uh area, the flood spoil [00:13:47] the transformer here, you can see us [00:13:51] uh, refording the transformer raising it up to. make it [00:13:55] to be be useful, we the [00:13:59] people around this place doesn't sleep here at night [00:14:02] cuz when at night like this rain will if rain just [00:14:06] start they wake up begin to carry the some [00:14:09] them sleep a church because the [00:14:13] flood everywhere was filled of [00:14:17] water so we are begging government to help [00:14:20] us this thing is too much [00:14:24] for... a state to do or federal [00:14:28] government, [00:14:29] even any government, federal government, state government [00:14:33] can hear our cry and come and help us in [00:14:37] illegal unregulated sand mining that streams fragile [00:14:40] landscapes and you have a catastrophe waiting [00:14:44] to [00:14:44] explode, [00:14:49] then i have to thank the government buse it's not easy, i know [00:14:53] that um communities are facing the problem of this [00:14:57] erosion issue and the government of this [00:15:01] day today have been trying so much to make sure that those community [00:15:05] have peace in their areas so the work [00:15:09] initially started very well and within that very [00:15:13] period we thought that everything work out fine better than [00:15:16] it was but today the [00:15:20] community [00:15:21] we are suffering in general are suffering we are suffering the major we are [00:15:25] facing as a community is that most the building, most the [00:15:29] structures are affected, many them are collapsing, [00:15:33] the the farmers are [00:15:34] no longer doing their jobs even children to [00:15:38] cross within [00:15:40] the areas where such a erration [00:15:43] problem, so lot of problem [00:15:46] is coming there every day, people are afraid to go [00:15:50] there, the houses around, even the the [00:15:53] plants, the cash crops there, they are [00:15:57] always affected by [00:16:00] the the erosion issue, recognizing this looming [00:16:03] apocalypse from day one, governor so... [00:16:07] made a historic courageous choice, while [00:16:11] past administrations looked away, salud the made [00:16:15] environments, the fifth pillar of his administration's grand [00:16:18] agenda. he didn't just plan, he declared a [00:16:22] formal state of emergency on the ananbra [00:16:24] environment. under governor suludo, the [00:16:28] state stopped waiting for disasters to happen and took the [00:16:32] battle to the root courses. the passage the [00:16:36] environmental management. protection and administration [00:16:40] law give the state legal teeth. [00:16:43] now households are legally mandated to build catch [00:16:47] peats to retain rain water. dedicated tax [00:16:51] force hunts down illegal sand miners in pounding heavy [00:16:55] machineries for up to year. okay geographically [00:16:59] like say this place is the lowest b at the lowest [00:17:03] position by content so water collects from [00:17:07] different. and adjacent communities in this this area, this is [00:17:11] called, that place is [00:17:14] called, place why have i have [00:17:17] the river, so it rushes all the [00:17:20] way from adjacent communities and come to discharge in this place and there's no [00:17:24] way to go out because it's at the lowest position, [00:17:28] so over time when once it starting the torential flood begin to [00:17:32] accumulate and at the pick the season, pick the season begin [00:17:36] to... damage community, there will be [00:17:39] devastation, [00:17:41] we be sacking people, all the communities like above, the [00:17:45] above, people, all them, the whole houses [00:17:48] will be flooded and including this place, including this place, overflow from the main [00:17:52] road, it will be like river, very big river, like you seeing, it could [00:17:56] be everywhere, like at that incident, this compound [00:18:00] was loaded more than th hours, four hours, [00:18:04] fl up to 3/4 feet deep. deep look [00:18:08] at the vehicles, you can see the vehicles there, vehicles, they were all, they were [00:18:12] all spotted by by flood, but the the only [00:18:16] the seven grades we have here is that have catchment [00:18:19] speech underground, [00:18:21] all of this compound so that uh, if it resides, if it [00:18:25] rains, then after a time it disappears into the [00:18:28] basing, absorbed by the card bases on, [00:18:32] these are actually remidal measures to contain the flood, but one [00:18:36] one this comes s begins to overflow, overflow the [00:18:40] community, we are pleading on behalf their [00:18:42] majesty [00:18:44] is pleading that the government will come to come and [00:18:48] interven and other bodies can come who can [00:18:51] come with that byecological fund or [00:18:54] whatever other agencies that can come and [00:18:58] rescue us, rescue the community, every new road built [00:19:02] under governor suludos administration is engineered [00:19:06] with street and in drainage [00:19:08] parameters, we have seen [00:19:12] targeted rapid responsite stabilization such [00:19:15] as the approved um village remediation in [00:19:18] aba, from the 100% completed [00:19:22] works at [00:19:23] - [00:19:29] to legacy interventions inherited from the world bank new [00:19:33] map era now being pushed toward completion. to [00:19:37] the solution mandate, if you come to this side some months [00:19:41] back, this particular place now, if you visit this place some months back, [00:19:45] it was like dead trap, we were all just waiting to [00:19:49] see when the erosion will chop up our building, and then at some [00:19:53] point we saw these contractors and they came - sometimes [00:19:57] - lot of guys might likely not want to take this part the route of which [00:20:01] is actually one the closest entrance to our uh [00:20:04] facility, so they will rather prefer to take ' these other long [00:20:08] rots because the state the road as at that time and they might [00:20:12] be scared that maybe their vehicle might likely fall into that raving or [00:20:16] something so that was the experience and sometimes [00:20:19] in the night it will not be a place you would like to pass through at night because [00:20:23] it's kind of dark and scary and all of that we say very big thank you to [00:20:27] the governor the state and we encourage him to do even more good works [00:20:31] even as he has been doing the [00:20:35] state is fighting back with breath it [00:20:38] hards, we are still at home, preparing for work, [00:20:42] so all of sudden some men that went [00:20:46] to their farm saw something like lime [00:20:50] so they started lining alarm so everybody came outside they were looking [00:20:54] at - they don't know what is this or they don't know all of [00:20:57] sudden they just everybody just went back to their home but this [00:21:01] is our house we live near the thing so all of [00:21:05] sudden we started hearing some strange voice so we [00:21:09] came out and what we saw was this [00:21:11] eroption and we started shouting so [00:21:15] everybody now started coming out that was how this say lasted [00:21:19] for one week, but that time is doing raining season, every time [00:21:23] rain for will expand. all i have to say is [00:21:27] thank you mr. governor, we [00:21:29] are we really appreciate like we are happy, we really at least we [00:21:32] did not run out of our house again, because at first we packed all [00:21:36] our things, because we thought this our house would also [00:21:40] fell because so many houses fell into the orion, so but [00:21:44] now we are happy, we said thank you mr. governor, we really [00:21:47] appreciate, you are just a good. man, so thank [00:21:51] you, at least we are safe now. sadly, [00:21:55] this has cost the state several billions of nara with the [00:21:59] problems largely unscratched and [00:22:02] unsolved. this town has been suffering [00:22:06] from erosion. um, [00:22:09] right, more than 30 years [00:22:12] ago, but of recent because of [00:22:16] economic activity, development, urbanization, [00:22:20] and so many other activities, the the erosion [00:22:23] problem in the town was escalated about [00:22:27] four years ago, there was um [00:22:31] this drain that carries flood from Nanka [00:22:35] through Ezoku down to the other [00:22:38] is got caught and [00:22:42] the this village organized and got it [00:22:45] repaired, then the next year we woke [00:22:48] up one morning, and um alarm was [00:22:52] raised over number of [00:22:55] buildings that collapsed carried [00:22:59] away by the erosi forces. [00:23:02] unfortunately this place [00:23:04] my cousin's house and the other buildings [00:23:08] around several them were sweped away by [00:23:12] that colossal erosion attack uh [00:23:16] professor aginam's house and his brother they were the first. [00:23:20] victims, then the later other [00:23:23] buildings and other families followed, they were swept [00:23:27] away by the same eration and we cried to [00:23:31] the governor [00:23:33] and um and the governor [00:23:36] interven timely, because [00:23:40] if not for his intervention, by now maybe more [00:23:44] than 50 houses would have been carried [00:23:47] away, so we are grateful. to God and we are [00:23:51] grateful to governor that he headed our cries and [00:23:55] came very very early to intervent and [00:23:58] prevented what will [00:24:00] have been a holocaust in this village [00:24:04] and yet, despite the regulatory enforcement, [00:24:08] despite the heavy state budget allocations, despite the [00:24:12] blood, sweat and engineering triamps, [00:24:16] we are fighting a war with our bare hands, we have... [00:24:20] have very loose soil formation a [00:24:24] numbra, that soil formation is regarded as tanker [00:24:27] formation, so the lataritic cover we have in anamb [00:24:31] is 5 meters, some about 15 meters, so maximum is 5 to [00:24:35] 50, 15 meters, so our soil is [00:24:38] very friable, okay, so [00:24:42] that's you primarily led to erosion, in [00:24:46] most places we have over 1ous active erosion sites, at least most community. have [00:24:50] one, two or three and some people have more eron sites in [00:24:53] ananmbra, so it's a very big threat and uh, even if the [00:24:57] state government deploy all the resources we have to deal with flooding and [00:25:01] erosion, we can be able to deal with it. i think the governor has done [00:25:05] well [00:25:06] so far, if you look at this challenge we have here uh, this is just [00:25:09] the [00:25:10] phase one, the governor has taken care of ph two and ph three, so we are looking at [00:25:13] ph which will cost uh uh between 9 to 15 billion [00:25:17] today with that will tell you the size.
