[00:00:11] three years of transformation [00:00:15] and the story carries on in the federal [00:00:19] capital [00:00:21] of territory, the new chapter has [00:00:24] begun, [00:00:26] of every road tells a story, every school tells a story. [00:00:30] Every city [00:00:31] of tells a story, some stories are written in history [00:00:34] books, others are written in roads that connect [00:00:39] of communities, in clean water flowing into homes, in [00:00:42] schools that inspire learning and in public [00:00:45] spaces that restore hope, an opportunity in [00:00:49] access and in the daily lives of ordinary [00:00:52] people. For the federal capital territory, [00:00:56] of the last three years have [00:00:58] in witnessed an ambitious drive to reach. shape infrastructure, [00:01:01] improve public services and expand development across [00:01:05] the six area councils. this says the story of that [00:01:09] journey and [00:01:10] of the people whose lives have been shaped by [00:01:16] of it. when [00:01:21] of president chief as minister [00:01:24] of the Nigeria's capital city on August 21, [00:01:27] 2023, expectation were [00:01:30] of high, road networks left incomplete, communities [00:01:34] yarning for portable water, transport systems under [00:01:38] pressure, growing satellite towns demanding greater government [00:01:42] presence, the task ahead was enormous, must [00:01:46] bring the city back what supposed to [00:01:48] be, and we are [00:01:51] willing and we have the [00:01:53] capacity to do that. testimonials [00:01:57] abound that the [00:01:59] of transformation on fold [00:02:00] in the federal capital territory is not a departure from the [00:02:03] past, but a continuation of a proven [00:02:07] legacy for many, the projects and reforms under [00:02:10] Mr. Project, [00:02:12] a reflection [00:02:13] of the experience and track record he established during [00:02:17] his two terms as governor of River [00:02:19] State. No matter how you look at it, the last 10 [00:02:23] years, the FCT was totally dead [00:02:26] infrastructurally, totally dead in terms of ' [00:02:30] development and opportunities, but today in this [00:02:34] country, FCT rivals Legos in the [00:02:38] amount of investments that are [00:02:40] of going into uh both cities, that is [00:02:42] unprecedented, you cannot but give [00:02:46] credit to what the minister has been able to [00:02:50] do here and also to the president who saw through the politics [00:02:53] and saw the value he could get from this particular [00:02:56] individual and brought him here to the FCT so... [00:03:00] I think some [00:03:00] of these facts are self-evident and um we just [00:03:04] would like to commend him and ask him [00:03:07] to keep trying um lot of new roads, lot [00:03:11] of new flyovers, some [00:03:12] of these projects have been outstanding for 20 years, awarded [00:03:16] without any effort whatsoever put into [00:03:20] them, and today we're seeing that lot of those projects have [00:03:23] been completed and are being brought into [00:03:29] of use. [00:03:33] "I think um, Mr. President made his best appointment [00:03:36] ever on the 21st of August 2023, that is three [00:03:40] years [00:03:41] a ago, and that appointment is appointing Mr. [00:03:45] Projects to stare [00:03:47] the affairs [00:03:47] of the federal capital territory. Of course, by the end of his first year [00:03:51] we could see the mirrid of achievements that he made [00:03:55] infrastructurally and [00:03:57] na otherwise, and he's in structure development is [00:04:01] not only about [00:04:03] na roads and bridges, it goes across all [00:04:05] sectors, [00:04:10] the impacts of this present administration, [00:04:13] of particularly [00:04:14] of the honorable minister has spread across [00:04:17] every [00:04:18] of the [00:04:20] of sectors [00:04:20] of the communities in FCT, let me [00:04:24] start with the civil service, he when he came on board, one thing he [00:04:28] did was to... the legal frameworks that was available [00:04:32] and get approval to reject the FCT civil [00:04:36] service and in doing [00:04:38] that our people can now aspire to higher [00:04:42] of positions, so it were very difficult for people to [00:04:46] assent to such position to to get to such position in the civil [00:04:50] service, they stay too [00:04:52] in long as directors and work with an imported [00:04:56] permanent secretary from the federal service and [00:05:00] get retired while they are meet on subordinates of primanent [00:05:03] of secretaries and and retire [00:05:05] of with of those privileges and conveniences. [00:05:08] now without reforms people [00:05:13] uh natives that are in here, the natives of fc here [00:05:16] cannot aspire and work and prepare themselves [00:05:20] towards that career parts that someday they are [00:05:24] likely to become permanent secretaries [00:05:27] and as said that he's been able [00:05:30] to also uh reject the [00:05:34] entire administrative systems in fct uh we are [00:05:37] now feeling as the constitution provided that FCT is a [00:05:41] state. and he's running that as a state, we've [00:05:44] had um, we now have head of [00:05:47] service of we've had two, three [00:05:51] successful persons into those offices [00:05:53] and that is an [00:05:56] impact, [00:06:03] sincerly speaking, i will thank the [00:06:06] present of federal republic of nigeria, amen [00:06:10] b for appointing the honorary [00:06:13] minister [00:06:15] yenson wike [00:06:19] to come and by lot the affairs of FST [00:06:23] administration, you know, [00:06:27] I had about our minister [00:06:30] some years back when he was [00:06:33] contesting for governorship in River [00:06:36] states, [00:06:40] that is an upright, [00:06:43] individual that whatever he says [00:06:46] it is done and how [00:06:50] did i give to know that? it was true one of my [00:06:53] subjects call [00:06:55] senator so i was telling [00:06:59] senator [00:07:00] this this man is he going to win this [00:07:03] election he told me that definitely is going to [00:07:07] win because they've ever [00:07:10] worked together with him when he was the chairman [00:07:14] kujiera council our minister was the chairman river [00:07:18] state in the local government and he [00:07:21] said he was up and doing [00:07:24] passing so definitely is going to win that [00:07:27] election and when i heard about the [00:07:31] announcement that it is the [00:07:35] minister that is coming to Abuja he too was very very [00:07:38] happy that is senator that definitely is [00:07:42] coming, we are going to see lot of transformation in [00:07:45] FCT, [00:07:52] for him to have identified [00:07:55] barristerson UK and appointed him as the [00:07:59] minister of FCT, I think I was one of those who [00:08:02] raised my turn for him, so when he was appointed [00:08:06] minister of FCT [00:08:10] and given the performance. is that he [00:08:14] had in riversated as a governor, i [00:08:17] had no doubt that he was coming to [00:08:20] perform better and he was [00:08:24] coming to take FCT to another level, [00:08:28] which she has done now, everybody is [00:08:30] a little living witnesses today that the man has taken [00:08:34] FCT to another level, whether you are his enemy, [00:08:38] whether you don't like his face or whatever, the man [00:08:42] has taken FCT to another [00:08:44] level, [00:08:49] I got to know the minister when he [00:08:53] was honorable minister of state for education and I think in [00:08:57] 2013, as a 2013, I was the principal [00:09:01] in junior secondary school, but actually was the pioneer principal of that [00:09:05] school, and then I started studying [00:09:08] him and I was seeing leadership, from being in the education. [00:09:12] sector, I was in education too, and I saw the strides he [00:09:16] was, the achievements he was making as a minister of [00:09:19] state, and then I wrote an article, I introduced him to my students, [00:09:23] I wrote an article in the median edition the school magazine, [00:09:27] then meet the man, some wiki, I [00:09:31] never had an idea, I mean this was in 2013, [00:09:35] I never knew that some day I will come to work with [00:09:38] him closely like that. [00:09:45] In just three years, hundreds of infrastructure projects [00:09:49] were initiated, revived or completed. [00:09:53] Major road corridors connected communities once [00:09:56] isolated by por access, water [00:10:00] infrastructure expanded to previously under south [00:10:03] districts, transportation received renewed [00:10:07] attention through modern bus terminals [00:10:10] and strategic transit corridors. public schools, health [00:10:14] facilities and urban renewal projects became [00:10:17] part of a broader development agenda. uh, [00:10:21] Mr. Project, the FCT minister have done so... [00:10:25] well for Abuja, the [00:10:27] FCT, um, [00:10:30] sometimes, I would say, I talk to the [00:10:34] people around me and I, I tell them, I say, are you sure this [00:10:38] project, Mr. Project is doing, are they real [00:10:42] projects or are they AI generated projects? [00:10:46] because the pace, the quality and the [00:10:50] size the project which he carries out, [00:10:54] I want to see... sincerly congratulate you, [00:10:57] the FCT minister, our very own mister [00:11:00] project, sincery speaking, not on the basis [00:11:04] of sentiments, you have done so well, how [00:11:08] you do what you do we don't know, you did this [00:11:12] in River State, which I'm a proud [00:11:16] indigent of, and that makes you our father, [00:11:19] and here you are, making us proud again in the f [00:11:22] city, 'there's no [00:11:26] amount of thank you that we will say to you that will be [00:11:30] enough for raising our heads up [00:11:33] high for flying and carrying us up [00:11:37] high there, you have done so well and how you [00:11:41] work so tirelessly still amazes us, [00:11:45] irrespective the [00:11:47] criticism, criticisms are good and welcome when they are [00:11:51] very constructive, but the very unconstructive'. [00:11:55] criticism that are born out of hate and [00:11:58] jealousy, with all that, you still keep it flying, [00:12:02] still achieving giant strides, we want to say [00:12:06] thank you. across every sector touched by the wike [00:12:09] administration, the story is remarkably [00:12:13] consistent, deliberate focus on [00:12:16] transformation, a commitment to delivery, [00:12:19] determination to turn plants into tangible results for the [00:12:23] people the federal. capital [00:12:25] territory, [00:12:30] mean you can't walk with wik and then not feel, know [00:12:34] that this is good governance or good [00:12:37] leadership. [00:12:43] what places my heart is that it does not focus on road [00:12:46] projects only in the municipality, he also looks at the [00:12:50] suburbs, and the LGAs, for the first time in the history of [00:12:54] Abuja. [00:12:55] the the suburbs, the LGS are getting um, the satellite towns and [00:12:59] communities are getting serious attention, you know, [00:13:02] and that has reduced you know the [00:13:05] overconcentration of people within the [00:13:09] municipality, [00:13:10] you know, that has also increased the value of land and [00:13:13] property around the area, another thing that pleases my heart [00:13:17] is, the ease with which he [00:13:21] signs c ofos, hear he has signed over 25. [00:13:25] CFOs, which [00:13:26] is more [00:13:26] than all [00:13:27] they have signed 13 years ago put [00:13:28] together. [00:13:35] The minister empowed our local [00:13:37] vigilantes, he bought motorcycles [00:13:41] and distributed all over the federal capital [00:13:45] territory, and that is the movement [00:13:49] of our local vigilanty. In [00:13:52] fact, that was one the reason. by [00:13:55] today, especially in council, you [00:13:59] hardly hear of banditry or [00:14:03] kidnapping activities injena, it was as [00:14:06] result of that [00:14:09] empowerment he gave our local vigilanty, [00:14:13] because the minister came down and met with [00:14:17] us, we discussed it over and over [00:14:20] and he promised he is going to do his best, and actually he [00:14:24] did. [00:14:29] uh, come to [00:14:31] infrastructures, there's [00:14:35] a street here within Quali [00:14:38] that the minister completed and named after Dr. [00:14:42] Lidi, that's [00:14:45] street, the contract was awarded for, I think over [00:14:49] 16 years and about two or three [00:14:51] administrations uh worked on that. that [00:14:55] street and couldn't complete it, but the minister came out [00:14:59] within one month that was completed and [00:15:02] commissioned. we have the yangoji sukuku [00:15:06] road in the 80s and even early [00:15:10] this like in 2023 you [00:15:13] really could travel along that [00:15:17] route without having hitches, in [00:15:21] fact it became um the den for criminals because uh [00:15:25] British surveillances were very difficult because the state [00:15:29] the road, the local government made [00:15:32] attempts to grading the road, but wassing the [00:15:36] situation. but the minister [00:15:38] allocate [00:15:42] uh um picked that project as one of his [00:15:46] um uh work to do and he completed it, you [00:15:50] can go see that road, the roads we used to travel [00:15:53] like 45 to one hour to get to those [00:15:57] community, you cannot fly within 10 [00:16:00] minutes and it's [00:16:03] good for everyone and one impact that... has [00:16:07] created is to open weight [00:16:10] for um farmers to bring out the bring out [00:16:14] their goods and then improves the value the lands in those [00:16:18] areas and make the community accessible uh [00:16:22] to people and also provides conveniences for people to [00:16:26] travel uh uh seamlessly we also [00:16:30] have the pay gommeny road uh [00:16:34] the pi gomini dafa roads i we say [00:16:38] we awarded and and completed and [00:16:42] what's that uh that job uh has done is [00:16:46] to connect four political words they [00:16:49] were neglected and that road [00:16:53] is one the most important route to the [00:16:56] denfats [00:16:58] because uh tax [00:17:01] collectors use those routes to assess communities to [00:17:05] get tax for the den colonial administration, [00:17:08] but yet nobody remembered, and one of [00:17:12] those projects, the president and the [00:17:16] commander and chief himself commissioned part of [00:17:19] that projects sometime last year, [00:17:22] so it's a [00:17:25] lot that has happened concerning [00:17:29] road [00:17:29] infrastructures. [00:17:36] i was on but as a permanent secretary of [00:17:40] transportation we saw the [00:17:44] rail project come to life, as at [00:17:47] today, even after commissioning in 2024, the rail [00:17:51] is still run free, there's no [00:17:54] payment, and I know the number of [00:17:57] committers that rail has [00:18:01] carried since the inauguration till now, just not to go too [00:18:04] far, few weeks ago we commission 31. [00:18:07] projects w all around the whole of f [00:18:10] city. followed up to one commissioning [00:18:14] the pi gomani road and the president [00:18:18] himself came for the commissioning of that project if you have my [00:18:22] own lifetime growing up as a child never saw any nigerian president in my village [00:18:26] never did that and so for president [00:18:29] Ahmed to have come to the villages [00:18:33] mean what they have done in fct is like [00:18:36] bringing hope, renewing, restoring [00:18:40] hope, they renewed hope, restoring [00:18:44] hope, and so I think um, that's a [00:18:48] good way to highlight what they are [00:18:51] doing, I'm really impressed by what the [00:18:54] FCT administration is doing in terms of connectivity between the [00:18:58] local community and the city, before now we didn't have [00:19:02] that, but with the construction of roads to local [00:19:06] community, that enable people to move faster to the [00:19:10] city and back again, not only people, even the goods [00:19:13] also. [00:19:20] i want to start by appreciating [00:19:24] mr. president, the president of federal republic of [00:19:27] Nigeria, his excellency, president [00:19:31] Bola Ahmad Tinibu for giving us Mr. [00:19:34] Projects as the FCT Minister. [00:19:41] I want to specifically talk on [00:19:45] the support, the empowerment this [00:19:48] administration has brought to FCT [00:19:51] natives, days are [00:19:54] gone that lot the [00:19:58] youth in FCT has nowhere [00:20:01] to go and seek for empowerment, but with the [00:20:05] advent of this administration, [00:20:13] an organization, [00:20:15] operates open secretariat for that, and that is the [00:20:19] native of FCT to work from the [00:20:23] adomer to that place to assess their [00:20:26] empowerment. The first thing he [00:20:29] does, immediately he arrab to [00:20:31] FCT, is distribution of over 30 [00:20:35] vehicles to the... of FCT, [00:20:39] as you can see behind me is one the vehicle [00:20:43] distributed and it was given to us as [00:20:47] the native of FCT and that... [00:20:50] is our transportation [00:20:53] across the villages in [00:20:55] fc. [00:21:01] he really assists the kuali area council by constructing this [00:21:05] roads and about four five years ago even to [00:21:09] to drive machine from here to to pay it will take you [00:21:13] one and half hour but now is just less than 15 [00:21:17] minutes drive to pay there are so many villages. insights [00:21:21] that used to produce their foods at times before they get to the [00:21:25] market it will take them one two to three days before they get to market but today [00:21:28] buyers used to follow them down to that place you see this road [00:21:32] now before this road was empty the road used to be empty before [00:21:36] nobody by this junction before when you pass that place it was a dust the dust will [00:21:40] cover you but now you can see the the number of people that are gathering there [00:21:44] they are up to 100 and and some them used to make 20,000 a [00:21:48] day for as a profit some to make 30,000 as a [00:21:51] profit for the benefit of this [00:21:53] road. [00:21:58] i want to start by specially thank his [00:22:01] excellency presidentibu, the president of [00:22:05] federal republic of Nigeria that have touched the three [00:22:09] aspect of human life or even more than three aspect of human life in Kuali [00:22:13] Area Council, security, education and [00:22:17] infrastructure. so we want to say very big thank you. to president [00:22:20] the Federal Republic of Nigeria as well as our [00:22:24] working minister, his excellency, [00:22:28] barrister Nelson Wike. I want to shock you or surprise you that the day [00:22:32] they were commissioning this route, the president came down himself to come [00:22:36] and commission this route, seen the president renewed [00:22:40] my hope and now believe that the best thing that will happen [00:22:44] to Nigeria and Nigerians in 2027 is to return [00:22:47] to as the president of federal republic of [00:22:51] Nigeria, as such, I want to say thank you to Mr. [00:22:54] President, thank you to our walking minister, and God bless [00:22:57] you. [00:23:02] I want to tell you that the kind of developmental [00:23:05] stride that Kuje in the last two to three years [00:23:09] has experience was [00:23:12] massive, was unprecedented.
