[00:00:04] of [00:00:22] of [00:00:34] of [00:00:43] of [00:00:51] Welcome to the gavel, I am Terry. Well, it's no longer [00:00:55] news that politics seems to have taken over parliamentary activities, [00:00:59] consider. that there's been only one sit in the last 10 [00:01:03] weeks plus, well [00:01:05] of yes, lawmakers were on the annual recess from sometime in July, [00:01:09] which was supposed to last about seven weeks, but was extended by two [00:01:12] weeks. when they resumed, they only sat once and [00:01:16] adjoined for two more weeks, so hopefully when the [00:01:20] resume on the 13th of October, serious attention would be paid [00:01:24] to [00:01:24] of legislation, of regardless [00:01:26] of of the countdown to the general election, which is now approximately three [00:01:30] months away, but it must be asked, how do [00:01:34] we expect lawmakers to continue their legislative activities in [00:01:38] of Abuja while [00:01:39] of seeking reelection in their various constituencies, especially because they [00:01:43] have to campaign, I mean the 16th of January is just around the [00:01:47] corner, well anyways, let's move on from that, the house of [00:01:50] represents press core [00:01:52] of held its second annual distinguished parliamentarial [00:01:55] lecture [00:01:56] of with the theme, the imperative for state police [00:01:59] in securing [00:02:00] it is strengthening federalism, the [00:02:03] of speaker [00:02:03] of the house, the governor of Niger State, Umar Bago, who was member [00:02:06] of the house before becoming governor as well as the inspector general of [00:02:10] police were all [00:02:13] of represented. [00:02:22] of [00:02:36] of [00:02:52] We in neigh state and in north central in particular [00:02:56] will be [00:02:56] of glad to have state [00:02:58] a police in Nigeria. [00:03:05] Based on the happenings, everyday [00:03:08] happenings in our [00:03:10] states, n state and the north [00:03:14] country, I think all the states in [00:03:18] north central will [00:03:20] of pass the vote to bring and state police in [00:03:23] Nigeria, I have seen other [00:03:27] states commending. and passing the [00:03:31] bill, so also I show you all the [00:03:34] of states in North Central will equally do the same. I do believe [00:03:38] that the parliament can be an engine room for [00:03:41] policy innovation, and this is innovative. We [00:03:44] can't, we can't keep saying our thoughts and [00:03:48] prayers are with the victims of insecurity, and [00:03:52] we call ourselves [00:03:54] of legislators. We will get tired, after a while it become [00:03:57] shameful, is it that there's nothing what we can? do and [00:04:01] so this is bold, we're looking [00:04:04] at giving every region their own the [00:04:08] policing that they deserve. away from [00:04:11] that, let's backtrack to the conversation of politics within the national [00:04:15] assembly recall that the minority cockers [00:04:18] of the house had aligned itself with political movement [00:04:21] seeking to rally opposition parties and political actors [00:04:25] against the rule in all progress of congress in the forthcoming general [00:04:29] elections. the corkus had received a group known as the [00:04:32] G100 [00:04:33] of delegation at the national assembly complex. the meeting was part [00:04:37] of the G100 ongoing consultations with opposition leaders and [00:04:41] stakeholders ahead of its proposed summit of opposition political [00:04:45] parties. Nigerians are [00:04:48] waiting, Nigerians are so frustrated and [00:04:52] there is no reason [00:04:54] in why as opposition voices we should not stand up for [00:04:57] Nigerians and bring so far. We have [00:05:01] also used this opportunity to decide that we [00:05:04] call on all members of opposition, [00:05:07] no matter the party, no matter your ambition that [00:05:11] there is. strength in unit, and I want to [00:05:15] use this opportunity to tell Nigerians, I just shown an [00:05:18] example, no matter [00:05:21] what [00:05:23] uh, what the [00:05:26] ABC is giving to you or want to give to you, no [00:05:30] matter how much anybody wants to compromise [00:05:34] you, stand up to your [00:05:36] bidding that in democracy my [00:05:40] vote is sacred. In the meantime, here are some [00:05:44] motions and bills that were considered just before [00:05:48] lawmakers embarked on their annual recess, beginning with the [00:05:51] green chamber. A motion by the member representing the Korodu Federal [00:05:55] constituency of Lego State, Mr. Babajim Benson sought a [00:05:59] comprehensive legislative investigation into the losses, damages [00:06:03] and casualties suffered by Nigerians during the recent xenophobic [00:06:07] attacks in South Africa which have now [00:06:09] resufficed. [00:06:12] aware that the recent researges of coordinated [00:06:15] anti-foreigner campaigns and inflammatory [00:06:19] rhetoric by groups such as [00:06:21] oppisendadula and similar [00:06:25] organizations created widespread fear among [00:06:28] Nigerian residents with many reportedly [00:06:32] abandoning homes, businesses and [00:06:36] investments while seeking emergency evacuation, [00:06:39] following threats and unlawful ultimatums. [00:06:43] issued against foreign African [00:06:45] nationals, also [00:06:48] aware that successive sessions the National [00:06:51] Assembly have on several occasions [00:06:55] debated motions condemming xenophobic [00:06:59] attacks against Nigerians in South Africa, express [00:07:02] sympathy with victims and all diplomatic [00:07:05] engagement between both governments, but none [00:07:09] these has culminated a comprehensive. [00:07:13] intensive legislative inquiry to establish the [00:07:17] actual number of Nigerians killed, injured, [00:07:20] displaced or the aggregate economic losses [00:07:24] suffered by Nigerian citizens over the [00:07:27] years, worried that [00:07:31] every successive wave of xenophobic violence has been [00:07:35] followed by public condemnation and diplomatic [00:07:38] protests without a corresponding institutional [00:07:42] effort to comprehensively document [00:07:46] the losses suffered by Nigerians, thereby denying the [00:07:50] federal government and the national assembly and authoritative [00:07:53] evidential basis for [00:07:56] policy formulation, [00:07:59] legislative intervention and sustained [00:08:03] diplomatic negotiations. the motion [00:08:07] mandated the house committees on diaspora and foreign affairs to document the [00:08:11] human and economic losses. take inventory of abandoned [00:08:14] properties and recommend diplomatic and legal measures to improve the [00:08:18] protection of Nigerians living in South Africa, well we await the [00:08:22] committee's report on that. Lawmakers also considered motion [00:08:26] calling for a comprehensive audit of all seased, forfetted and [00:08:29] recovered assets since May 29th, [00:08:32] 1999. The House also [00:08:36] notes that the proceeds of [00:08:39] crime, recovery and management. [00:08:42] Act 2020 established as a legal [00:08:45] framework for the tracing, [00:08:49] seizure, for future, recovery, management, [00:08:52] preventation and disposal of proceeds of crime and [00:08:56] recovered and recovered assets in Nigeria and [00:09:00] a visaged transparency, accountability and [00:09:04] proper record keeping in the management of [00:09:08] such assets. The house further notes that [00:09:11] since the return of democracy in [00:09:15] 1999, various corruption and [00:09:18] security agencies, ministries, departments [00:09:22] and agencies, regulatory bodies and [00:09:26] courts have seized forfitted, [00:09:29] recovered, managed, disposed of and [00:09:32] repatriated substantial assets [00:09:36] derived from from corruption, money [00:09:40] laundering, financial crime, illicit financial flow, [00:09:44] terrorism financing and other unlawful [00:09:47] activities. the house is aware that such assets [00:09:51] comprise of cash recoveries, landed [00:09:55] properties, shares, petroleum assets, [00:09:58] luxury cars, vessels, aircrafts, [00:10:02] investments, digital assets and other [00:10:05] movable and immovable properties worth [00:10:09] trillions of n. House is also [00:10:13] aware that proceeds of crime recovery and [00:10:16] management act of 2020 imposes the [00:10:19] obligation relating to the [00:10:22] management preservation. disposal [00:10:26] and accountability of recovered assets and required [00:10:29] proper institutional oversight to ensure [00:10:33] compliance with the [00:10:35] law. the proposal advocates [00:10:39] national digital registery of recovered assets and the creation of an [00:10:43] ad hoc committee to strengthen transparency, accountability and [00:10:47] legislative oversight in asset management. now in the [00:10:50] senate, the transparency of foreign aid received in the [00:10:54] country is specially by non-governmental organizations came under focus [00:10:58] when one law maker raised alarm over issues of false disclosures [00:11:01] and diversion. section [00:11:05] 80 and 83 the [00:11:08] constitution vest the control of public [00:11:12] funds in the national assembly and section [00:11:16] 85 empowers the auditor general to [00:11:19] audit all public accounts. [00:11:22] accordingly, foreign aid once received [00:11:26] and applied within Nigeria constitute public [00:11:30] resources and must therefore be subjected to [00:11:33] constitutional oversight, transparency and [00:11:37] accountability, not just the NGOs or the civil society [00:11:41] organizations, even within the government circle, lot of [00:11:45] money comes in, nobody is accounting for [00:11:48] it, the debate grew more intense as [00:11:52] law makers linked foreign aid to the country's security char [00:11:57] if you look at uh during the the crisis, [00:12:01] the boko Haram crisis, lot of NGOs were coming to Nigeria [00:12:05] with lot of funding, and uh part of that [00:12:09] funding is also creating a lot of [00:12:13] security risks for the country, because at the end the [00:12:17] day you can never tell [00:12:20] who is accounting for [00:12:23] what and who is also taking this [00:12:27] money? most the organizations that came to Nigeria were renting [00:12:31] properties in in uh state in [00:12:34] Merugri and they will come and rent properties for 12 years [00:12:38] minimum 15 years and all that and I [00:12:41] said just started and it's [00:12:44] not even up to two years does it mean that these people [00:12:48] foresee a situation whereby the book [00:12:51] of haram will first start for up to 15 years? [00:12:55] so your your your guess is as good as mine, if there's [00:12:59] no oxygen, would not be breathing. we have to [00:13:03] track these moneies so that we don't end up receiving donations [00:13:07] that will tend to destabilize Nigeria and lead to lot of [00:13:10] divisions. the beal subsequently scaled second [00:13:14] reading and would be subjected to a public hearing. meanwile, a coalition of [00:13:18] Nigeria and African and international civil society organizations has [00:13:22] called on the Senate and the federal governmentts the immediate. withdraw the [00:13:26] proposed foreign aids regulation, transparency and disclosure [00:13:30] bill 2026, warning that the legislation [00:13:34] could restrict civic space and undermine the work of human rights [00:13:37] defenders across the country. in the meantime, the senate [00:13:41] has asked the federal ministry of solid minerals developmentts to [00:13:45] conduct a comprehensive audit of all licensed miners [00:13:48] and their errors of operation to strengthen [00:13:51] regulation. several trucks. [00:13:55] reportedly sank into mining pits during loading [00:13:59] operations, leading to the death of over 20 workers [00:14:03] and injuries to several others, thereby exposing the [00:14:06] extremely hazardous conditions under which mining activities [00:14:10] are presently conducted. the only financial to this [00:14:14] ugly scenario is to come [00:14:17] off with laws [00:14:19] and regulations [00:14:23] guiding. mining operations in [00:14:27] mining communities with a view to not [00:14:31] only insulating miners from [00:14:34] exploitation but [00:14:37] compensation those in support of this player say i [00:14:41] just again [00:14:43] have [00:16:39] Welcome back to the gavel, earlier we brought to you the annual lecture the [00:16:43] house of representatives press on the state police bill which is [00:16:46] currently before the state houses of assembly seeking two-thirds [00:16:50] approval. Recall that the presidential working group on the [00:16:54] proposed state police bill had begun reviewing public submissions [00:16:58] received during nationwide consultation. Well this is as some [00:17:02] opposition figures are calling for the state police constitutional alteration [00:17:06] bill to be committed to a fresh and transparent [00:17:10] legislative process while accusing the house of representatives of [00:17:14] undermining the constitution and its handling the bill. [00:17:18] the opposition members question the reports that the constitutional [00:17:22] threshold for passage was only met through votes transmitted via [00:17:25] whatsapp and by counting members who were not present in the [00:17:29] chamber. those in support should [00:17:32] raise their hands. those in support of this bill [00:17:36] please raise your hands. how can we be? are we primary [00:17:40] school students? what kind of thing? showing the showing the whole [00:17:44] world, showing the whole world our [00:17:46] weaknesses. well 311 [00:17:50] members voted in favor the bill meeting the two-thirds majority [00:17:53] required for a constitution alteration, but the minority [00:17:57] carcas disagreed with the procedure adopted for the passage the bill and [00:18:01] staged a walkout. the minority corcus then proceeded to [00:18:05] address journalists. [00:18:08] minority caucus is not against the creation of state [00:18:12] police, we are not against the station of great police, [00:18:16] state police, whatever that is going to remedy the [00:18:20] insecurity in this country as a minority caucus, we [00:18:24] are ready to support it, but any action [00:18:28] taken by the parliament must follow due [00:18:31] process, however the chairman the house committee [00:18:34] on defense shared different opinion. [00:18:40] we had originally passed the bill a couple of weeks [00:18:43] ago, right? so the president bought a [00:18:46] more a trick the bill and added one or two things that are [00:18:50] inoquous, right? so [00:18:54] and i think believe that passing the bill with the speed the [00:18:58] light is the most patriotic things to do, [00:19:01] and with the fact that we have the majority behind [00:19:04] us, including members, of labour [00:19:08] party and so the people who went are the minority the [00:19:11] minority. now the idea [00:19:15] behind bringing back that whole episode was for [00:19:18] Nigerians, especially the state houses of assembly in whose hands the bill [00:19:22] now lies to pay close attention to the fine details [00:19:26] of it and arguments for and against if this will improve [00:19:30] the security situation the country. Anyways, it's time now [00:19:34] for constituency focus, we will speak to one of your law makes the... find out [00:19:38] how well you're been [00:19:39] represented, [00:19:48] we've been able to build at least about about [00:19:51] four four schools, for classrooms and blocks [00:19:55] of classrooms, [00:19:58] um, hospital a federal medical [00:20:02] center annex has been brought into the [00:20:05] federal constituency at. when we talk about [00:20:09] schools, we have the uh solalade junior secondary [00:20:13] school, we have the balusanosi primary [00:20:16] school, we have the debojo uh [00:20:20] secondary school and uh now we are still [00:20:24] working on one or two that would be completed uh [00:20:28] uh very soon and uh area of [00:20:32] empowerment because used to be an [00:20:35] algerian local government until the dispensation [00:20:39] when lot of activities have been brought over, talking [00:20:43] about the free trade zone, like deep sea [00:20:46] ports, that goter refinery and all the rest. [00:20:50] this has actually changed the [00:20:52] occupation the people [00:20:56] and then we need to now restrain, [00:21:00] train and restrain people in line with the reality on [00:21:03] ground. one, people have [00:21:07] to be to ensure before to ensure that people get into the [00:21:11] mainstream of most most these projects, the danguter refinery and the [00:21:15] rest, that means we must start training our children to be engineers, [00:21:19] chemical engineers. petroleum engineers, even people into [00:21:22] diving because the deep sea port and all the rest, so [00:21:26] we we started encouraging our youths to [00:21:30] to ensure that they not just go to the university but take the right [00:21:34] courses and in the process we also encouraging assisting them in [00:21:38] provision of jam firms uh buseries and [00:21:41] all the stuff financial assistance for the for the [00:21:45] students and for the artisans there must be people who must [00:21:49] be because "we have the largest dev real estate development [00:21:53] too in ibejuleki because of all this uh [00:21:56] industrialization so we've been able to do lot of uh [00:22:00] training for them in this field working with the [00:22:04] uh NDE Nigerian directorate of employment because if you work with [00:22:08] them they able to give them certification trade test and some these [00:22:11] certification that will be able to make them work in some these [00:22:15] factories at the end the day so we be able to train [00:22:18] at this" close to two 300 during the [00:22:22] past few few years and [00:22:24] also giving empowerment in terms of [00:22:27] materials uh deep freezers fridges [00:22:31] uh mini buses [00:22:35] out board engines and for [00:22:38] the for tailors and uh fashion designers [00:22:42] too we've given them soing machines and all the [00:22:45] accessories and uh for people in in the [00:22:49] beauties sector to um h dressers and barbing we [00:22:53] also being to give them their necessary kit uh we need [00:22:57] about 1, people about two years ago to ensure [00:23:01] that we most of our people are ready for the development coming [00:23:04] in presently we are working on the farmers because [00:23:08] now food has [00:23:10] been a major problem feeding ourself like i [00:23:13] said has the largest land mass 646 square [00:23:16] kilometer in in in Lagos [00:23:20] so we told our people even if you have sold [00:23:24] land to people who are doing real estate, most them have not started developing [00:23:27] yet, you can still work with them and farm on the [00:23:30] land, ensure that you [00:23:32] are only farming shrubs and vegetable, [00:23:36] don't go into longterm i mean perenal [00:23:40] agriculture like uh planting of palm trees and all the rest, [00:23:44] just palm, plants, cassava, vegetable, those are things you can [00:23:48] easily avest when come and we just distributed about [00:23:52] 500 uh backs of fertilizer recently for [00:23:56] the fish farmers too we're going to give them this fish [00:24:00] tank so that we want to start with 10 [00:24:03] groups we establish 10 groups you give you the fish [00:24:07] tanks with all the feedings and all the fish at [00:24:10] least we monitor them if you you can prove [00:24:13] yourself to be um [00:24:17] to to have interest in this can start taking some [00:24:21] individuals later, but want to start with 10 groups, so that will be 10 major [00:24:25] tanks, i think is about 400 liters tank, that's what [00:24:29] they use for this fish, that would take about three uh [00:24:32] 3, uh fish each, [00:24:36] so we're looking about that means you have 3,00 into 10, that's about [00:24:39] 30,000 uh [00:24:42] fishes. [00:24:51] and that's all the time we have on the gavel this week, do send feedback to the gavel at [00:24:55] channelsv.com and barring any last minute changes, we [00:24:58] expect legislative activities to commence fully on the [00:25:01] 13th of October. thank you for your time, I'm Terry [00:25:05] Ikumi, [00:25:06] goodbye.
