He noted that he decided not to run for personal [00:00:06] reasons. He had promised his family five years [00:00:10] ago that there would only be one term. Meanwhile, for example, [00:00:13] the new director of the presidential office, Paavo Nõgene, expressed his opinion a few days ago [00:00:16] on Vikerraadio, that if Karis had wanted [00:00:20] to become president, he would have received the necessary support. [00:00:24] But now everything is ready for the festive [00:00:26] session. Speeches are given. [00:00:30] Uh, Ülle Madise's oath of office will be heard, and we [00:00:34] will also hear the anthem for the second time. But the session [00:00:37] is chaired by the Speaker of the Riigikogu, Lauri Husser. [00:00:41] Esteemed Riigikogu, respected President of the Republic of Estonia, [00:00:45] Alar Karis with his spouse, respected [00:00:48] President-elect Ülle Madise with her spouse, [00:00:52] President Toomas Hendrik Ilves, President [00:00:55] Kersti Kaljulaid, Mr. Prime Minister, [00:00:58] Ministers. Constitutional officeholders, Excellencies, [00:01:02] guests, ladies and gentlemen, I open [00:01:06] the Riigikogu plenary session, the eighth session's fourth [00:01:09] working week's Monday [00:01:12] session. And dear colleagues, we [00:01:15] are starting the solemn ceremony of the President of the Republic of Estonia [00:01:19] taking office. President Alar Karis, I invite you [00:01:22] to the Riigikogu [00:01:23] rostrum. [00:01:29] This is, then, a historical moment. President Karis's last speech [00:01:33] of his term. It will be very interesting to hear what tone Alar [00:01:37] Karis [00:01:37] chooses. [00:01:41] Respected presidents, President-elect Jüri [00:01:45] Madise, dear members of the Riigikogu and government, [00:01:49] guests, [00:01:52] dear Estonian people. [00:01:55] Thank you for the trust placed in me. [00:02:00] years ago, right here in the Riigikogu, I promised [00:02:03] to uphold the Constitution, the internal and external [00:02:07] peace inscribed in its preamble, and [00:02:11] to patiently listen and [00:02:13] notice. I spoke of a resourceful [00:02:17] people, a people who are not [00:02:20] afraid to meet the unknown. [00:02:24] Surprisingly many such encounters have occurred over the past few years. [00:02:27] Pandemic. War, [00:02:31] inflation, climate and [00:02:33] energy crisis, finally, the aggressive [00:02:36] development of new technologies, artificial intelligence. [00:02:39] None of these [00:02:43] challenges started in Estonia. Crises have [00:02:47] reached us from further away, and as a small country, [00:02:50] we are even more affected compared to [00:02:54] larger ones. We have had to recognize [00:02:58] these unknowns. learn, and [00:03:01] if necessary, change our way of thinking and behavior. [00:03:04] But we have [00:03:06] adapted and managed. [00:03:08] What is the president's [00:03:12] role in this sum of crises? [00:03:16] The president's job is to notice, to be able to [00:03:19] listen, to unite instead of [00:03:21] divide, to seek balance, to maintain [00:03:25] diversity, to stand for internal and external [00:03:29] peace. "At least that's how I understand [00:03:33] this office. It is easy to talk [00:03:36] to friends, but one must also communicate with those [00:03:40] whose understanding differs from ours. [00:03:43] It is easy to read talking points, but [00:03:46] one must think and act independently, and [00:03:50] based on local conditions. [00:03:53] It is effective and memorable to be bold and [00:03:56] belligerent in words, but what is important is achieving the result." [00:04:01] It's nice to hear one's own voice, but [00:04:05] one does not become wise that way. [00:04:08] While in maintaining external peace we can [00:04:10] rely on soft diplomacy and our [00:04:14] friends and allies, especially [00:04:16] our closest Nordic and Baltic [00:04:20] countries, then in maintaining internal peace, [00:04:23] we have no one else to rely on but [00:04:27] ourselves. [00:04:30] Internal peace begins with trust and [00:04:32] belonging, [00:04:35] with the state's attitude, understandable [00:04:37] laws, avoiding over-regulation, [00:04:40] the responsibility of the law-maker, [00:04:43] the ability to think not only of one's [00:04:47] votes, but of the broader impact of the law, [00:04:49] the interplay [00:04:52] of laws. The collision with ever new crises, [00:04:55] the daily squabbling between politicians. [00:04:58] the constant need for attention and [00:05:02] attention economy characteristic of a fleeting society have raised the temperature [00:05:05] of society, reduced the ability to read critically [00:05:08] and to, if necessary, also... [00:05:12] disagree. Soon we will have [00:05:15] election debates, which will focus on highlighting [00:05:19] opposing views. [00:05:21] Then experts will assess who managed to put [00:05:25] whom in their place more skillfully. But what could be the impact on our [00:05:29] elected body's activities if we started [00:05:33] rewarding cooperation more, [00:05:36] appreciating the productive passes that led to [00:05:40] goals, alongside the goals themselves? Our [00:05:43] culture of discussion needs culture, [00:05:46] otherwise the spiritual health of society will suffer and the self- [00:05:49] censorship characteristic of a silent era will emerge. [00:05:53] Dear co-thinkers, [00:05:56] I have been asked a lot, especially in the last week, [00:05:59] what good things I will take [00:06:03] away from five years? I have answered that a firm [00:06:06] conviction, the knowledge of the Estonian person's [00:06:09] resourcefulness, [00:06:11] the ability to adapt to difficulties and crises, it is precisely in the [00:06:15] ability to cope in any situation that the wisdom of the Estonian people [00:06:18] lies. This is our [00:06:21] ingenuity, our essence, our guarantee of [00:06:25] survival. The joy and knowledge of a free country, [00:06:29] of an excellent living environment, good [00:06:32] education and a safe home [00:06:35] outweigh the difficulties and make us act and [00:06:38] decide every day. [00:06:41] I wish politicians and officials even greater [00:06:44] decisiveness than before. [00:06:48] Otherwise, things will not move forward and problems [00:06:51] will accumulate. Both an aging and [00:06:54] shrinking Estonia, as well as Europe more broadly, need new [00:06:58] moves. Bold decisions, clever [00:07:01] solutions, courage to take risks. [00:07:05] The ability to change decisions when necessary. Listening to and [00:07:08] trusting younger generations. [00:07:11] As a small digital leader, there is an opportunity to be [00:07:14] flexible. Additional momentum is given to [00:07:17] Estonia by the modernization of education and economy. The implementation of new [00:07:21] technologies, increasing productivity, [00:07:24] expanding foreign markets, leveraging Estonia's advantages [00:07:28] and experience as a digital country. In short, a brain [00:07:32] economy. Whether it is real or [00:07:35] artificial. Focus. [00:07:39] Artificial intelligence, alongside security, has become one of the central [00:07:42] topics in the world. There are three options: to [00:07:45] ignore, to forbid, or [00:07:48] to adapt. I do not [00:07:52] believe in prohibitions. Development cannot be restricted, but [00:07:55] it must be guided, a balance must be found, [00:07:59] a safe environment must be provided, [00:08:02] technology must be made to work for people. [00:08:06] Artificial intelligence has arrived as a great unknown, and Estonia [00:08:10] is setting an example. An example [00:08:13] of how to cope with it. From an idea born at a meeting with some [00:08:16] thinkers in Karioru, a nationwide [00:08:20] educational innovation has now grown with the support of schools and the Ministry of Education [00:08:23] and Research, which consolidates Estonia [00:08:26] as a digital country, attracts attention [00:08:29] and interest, and opens doors [00:08:32] to us even in the most remote corners, and most [00:08:36] importantly, provides young people with a future-proof [00:08:40] education. And... I will continue to deal with [00:08:44] artificial intelligence in education, as a patron of this [00:08:47] leapfrog, and as a member of the UN global [00:08:50] artificial intelligence, AI forgood commission. [00:08:53] As president, I will continue [00:08:56] to stand for curiosity and knowledge-basedness, [00:08:59] diversity and distinctiveness, [00:09:02] internal and external peace, freedoms and [00:09:05] maintaining balance. [00:09:09] I thank my advisors, the President's Chancellor, and [00:09:12] staff, all the people with whom [00:09:16] the last five years were made possible in joint [00:09:20] work and harmony, and of course my wife [00:09:23] Sirje, without whom this would not have been possible, [00:09:27] and who took on a leading role in helping Ukrainian [00:09:30] children and speaking up for the mental health of [00:09:33] young people. [00:09:36] Dear President-elect, Ülle [00:09:37] Madise. [00:09:40] The office of the Estonian head of state is a great honor and an even greater [00:09:43] responsibility. I wish you the skill to pay attention, [00:09:47] to notice, to ask the right questions, to find [00:09:51] time for reflection, [00:09:54] but especially to remain yourself, [00:09:58] not to be afraid of meeting the unknown, [00:10:01] strength, wisdom, and [00:10:04] firm resolve to uphold this [00:10:06] office. I thank [00:10:08] you. [00:10:17] "If we were to summarize the most topical thought of the President's speech [00:10:20] in one sentence, then it was a rather sharp [00:10:24] hint towards the Ministry of Foreign Affairs, so those disagreements still [00:10:28] exist, but what does that hint matter anymore, because now [00:10:31] Alar Karis has given his last speech [00:10:34] of his presidential term, because now [00:10:37] the taking of the oath [00:10:40] begins. We will continue with the [00:10:43] taking of the oath of office by the new president. President-elect [00:10:46] Ülle Madise, I ask you to take the oath of office [00:10:50] before the Riigikogu to the Estonian [00:10:53] people. [00:10:56] Well, actually, Ülle Madise's name was already speculated about five years ago, [00:10:59] but it probably wasn't the right time yet. Madise finally announced [00:11:03] on August 17 that she would run. In Madise's case, [00:11:07] of course, it is also said that she has the potential for two [00:11:09] presidential terms. But now, upon assuming the office of President [00:11:13] of the Republic, I, Ülle [00:11:16] Madise, solemnly swear to uphold [00:11:19] inviolably the Constitution and laws of the Republic of Estonia, [00:11:22] to justly and impartially use the power granted [00:11:25] to me, and to faithfully fulfill my duties [00:11:29] with all my abilities and best [00:11:31] understanding for the benefit of the Estonian people [00:11:34] and the Republic. [00:11:35] kasuks. [00:11:43] The oath of office has been taken. President Ülle Madise bows towards the Riigikogu. [00:11:46] She has promised to work very diligently and daily [00:11:50] with the Riigikogu, and her idea is that every [00:11:54] mandate received deserves respect. And remember [00:11:57] this time, at 11 minutes past 3 PM, [00:12:01] Ülle Madise's term as President of the Republic [00:12:05] of Estonia began, and now it has also been signed. This is [00:12:08] like a blank sheet on which pages will be drawn. [00:12:26] "And now power symbolically moves [00:12:29] from one president to another, and [00:12:33] the symbol of this power is the presidential [00:12:36] chain of office. the presidential chain of office on Ülle Madise's [00:12:40] shoulders. The presidents shake hands, [00:12:43] and a new era has [00:12:44] begun. [00:12:51] And now the new folder is on the Riigikogu podium, already [00:12:55] brought with the speech [00:12:57] text, and President Ülle Madise's speech will indeed be a very exciting [00:13:01] wait. [00:13:04] But now, the anthem of the Republic of Estonia. [00:13:08] The Riigikogu rises [00:13:09] to its feet. [00:13:14] How beautiful you [00:13:17] are. I cannot [00:13:21] find a greater [00:13:25] garden in the world, [00:13:29] oh my dear, how beloved [00:13:31] you are, dear land, you my [00:13:35] fatherland. [00:13:40] You have indeed [00:13:42] given birth [00:13:45] to me and [00:13:47] raised me. [00:13:50] I thank you [00:13:53] always and... and will remain by [00:13:56] your side until death, [00:13:59] you are my dearest, [00:14:02] you dear fatherland. [00:14:06] isama, [00:14:11] May God watch over you, [00:14:15] my dear fatherland, [00:14:19] isamaa, [00:14:22] may he be your protector [00:14:25] and helper in all [00:14:29] that may come, all that [00:14:32] is undertaken [00:14:34] here, brave [00:14:37] fatherland. [00:14:46] The anthem was heard for the second time today, but today is a bit [00:14:49] special. By the way, the Estonian [00:14:52] National Male Choir under the direction of Mik Üleoja. [00:14:55] Very esteemed President of the Republic of Estonia, [00:14:58] Ülle Madise, I congratulate you on behalf of the Riigikogu [00:15:02] and ask you to the Riigikogu [00:15:05] rostrum. [00:15:08] And now, probably the most exciting moment of today: [00:15:11] Ülle Madise goes to the Riigikogu rostrum and delivers her [00:15:15] first speech of her term. [00:15:18] Hopefully, we will hear how Ülle Madise will [00:15:21] shape her presidency, because the Estonian people expect it. [00:15:27] Esteemed representatives of the people, [00:15:30] President Alar Karis, [00:15:32] presidents, prime minister, ministers, [00:15:36] constitutional officials. Incumbents, Your Excellencies, [00:15:40] guests. [00:15:42] On September 2nd, I spoke before you about how Estonia's [00:15:46] greatest treasure is its people. This [00:15:49] is true. We must do everything [00:15:52] possible so that there are many carriers of Estonian language [00:15:55] and culture. So that Estonia is the best place [00:15:58] for raising children and growing old, for inventing and [00:16:02] writing poetry, for science and [00:16:04] doing business. So that children are among the world's most [00:16:07] intelligent, balanced, and happy, [00:16:11] so that their zest for life does not disappear [00:16:15] later as parents and workers, nor [00:16:18] because of age or health. [00:16:22] Clean nature, rustling forests, the sea, [00:16:26] lakes, rivers, birds and animals, plants, [00:16:30] mushrooms, bees, fish, dragonflies. [00:16:34] In just one generation, the nature here will be even more beautiful [00:16:37] than it is now, if only we know [00:16:39] how to preserve it. Estonia is indeed one of the most pleasant [00:16:43] places in the world to live, already [00:16:46] now, with mosquitoes and puddles, good and bad [00:16:50] skiing weather. [00:16:52] Everyone here in Estonia must be able to feel that they themselves, [00:16:56] as well as their lives, work, and creativity, are [00:16:59] valuable. That we fit in comfortably [00:17:02] here, as diverse [00:17:05] as we are, with our interests, views, [00:17:09] lifestyles, tastes, and [00:17:12] mother tongue. High culture, pop culture, [00:17:15] alternative culture and underground, all this colorful [00:17:19] palette. Practicing for the song and dance festival does not [00:17:23] interfere with Hip-Hop or a midnight rave, and [00:17:25] vice versa. Estonia is free, exciting, [00:17:29] vibrant, developing, diverse. [00:17:33] Can we maintain and continue [00:17:36] to build such an Estonia? [00:17:38] In my opinion, it depends on trust, [00:17:41] hope for the future, and [00:17:43] courage. [00:17:47] Perhaps we do not notice every day or have forgotten that in most places in Estonia, [00:17:51] goodness, simple work, peasant wisdom, and [00:17:54] helping each other are still held in high regard. A neighbor pulls [00:17:57] out a car stuck in the snow, and also [00:18:01] clears the driveway for the other, an old person freezing at the bus [00:18:03] stop gets a ride and reaches their destination. [00:18:07] Children from another family get home from practice with their own, fresh cucumbers [00:18:11] and tomatoes are left in a bag on a neighbor's doorknob, or [00:18:14] apples are put out for everyone to take. [00:18:17] Let us notice this, acknowledge it, and [00:18:20] participate. [00:18:24] In the work of the Chancellor of Justice, I unfortunately saw too often [00:18:27] how a person truly gives their [00:18:31] best, dedicates themselves to the good of others, [00:18:33] but is not reciprocated. Yet one [00:18:38] should. For example, a mother who, by [00:18:42] fate, raises a child alone, works, studies a very [00:18:46] necessary profession for society, volunteers wherever [00:18:50] she can, yet if she herself needs [00:18:53] help, how often can she encounter [00:18:56] administrative harassment and cold arrogance when seeking [00:18:59] support? [00:19:02] My colleagues and I at the Chancellor of Justice's office always [00:19:06] and everywhere opposed spiritless proceedings, [00:19:09] for what kind of system is it where one can shrug coldly and state, [00:19:13] 'the clients did not receive the service,' [00:19:15] instead of realizing that a child and their mother were left [00:19:18] in distress? [00:19:22] There are those who solve problems, fortunately, but can [00:19:25] we recognize them and acknowledge [00:19:27] them for it? For example, a police officer who [00:19:31] saves the life of a child speeding on an electric scooter, [00:19:34] takes the child and the scooter home, and hears from the parent [00:19:37] in response, "I won't even [00:19:41] say." [00:19:43] I just wonder how anyone can think that a well-trained [00:19:47] official leaves their family in the evening to go to work with the sole [00:19:50] thought of harassing decent [00:19:52] fellow citizens. [00:19:55] Or a teacher who worries about students [00:19:58] in their heart, seeks opportunities for them to spread their wings, [00:20:02] comes home in the evening, opens the computer, and what [00:20:05] comes out is not a thank you. [00:20:10] "Dear fellow travelers, in my opinion, we need much [00:20:14] more trust and warm [00:20:16] appreciation. [00:20:19] Each of us in our profession is a trained [00:20:22] expert who gives their best, [00:20:26] and trust must truly be earned. Let us all give our best [00:20:29] in our lives and [00:20:31] work. [00:20:36] The attempts of the last decade to transform people, [00:20:40] to dictate how to live, think, feel, or [00:20:43] speak, have dealt [00:20:45] an unavoidable [00:20:47] setback to trust. [00:20:50] The lesson has been learned, now trust must be [00:20:53] restored. [00:20:56] Especially, among people who experienced the brainwashing [00:20:59] of the occupation era, all kinds of ideological [00:21:02] propaganda evoke contempt, which can [00:21:05] make even the best person write or do something they would not [00:21:08] even think of otherwise, and [00:21:11] vote simply against [00:21:13] everything. In the end, resentment [00:21:17] transforms into election results. [00:21:20] "Everyone has the right to vote exactly as they see [00:21:23] fit. That's what elections are for. [00:21:27] The main thing is that people don't refrain from voting at all, that they don't [00:21:31] remain silent, indifferent, or completely disconnected [00:21:35] from life. [00:21:37] Indifference, namely, is the enemy of a free, democratic [00:21:41] society, as is the loss of hope for the future [00:21:44] and simply [00:21:45] noise. [00:21:49] Even a state of law rests on trust, [00:21:52] on the knowledge that rules apply to everyone and [00:21:55] people are treated [00:21:57] fairly. [00:22:01] Whatever happens, let us not allow ourselves to be turned against [00:22:04] each other, here, in our corner of the world, with [00:22:08] our people. [00:22:11] The number of people who are perhaps [00:22:14] justifiably so unhappy that they are ready to destroy, should be [00:22:18] as few as possible. [00:22:20] because we need to build [00:22:22] the future. [00:22:27] Dear people, [00:22:30] it is said, if you want peace, prepare, you [00:22:33] know. [00:22:36] Peace must be maintained, everyone can participate [00:22:39] in this. [00:22:42] The first step is to maintain [00:22:43] peace of mind. [00:22:46] There is too much fear of war in the air. When I come [00:22:50] from a discussion about the actual security situation, assessed factually, [00:22:52] my mind is always much calmer [00:22:56] than when reading conscious incitement to fear. [00:22:59] Of course, I know that politics or [00:23:02] business lies behind it, but still. [00:23:05] Yes, the world around us is unpredictable and [00:23:08] dangerous. A global trust crisis as [00:23:11] well, it's true. I understand the concern and worry [00:23:14] myself. [00:23:17] Ukraine must now be supported in every conceivable [00:23:20] way, so that the war of aggression against Ukraine [00:23:23] ends and lasting, just peace is achieved, [00:23:26] so that war criminals are [00:23:29] punished and the aggressor pays for [00:23:31] the damages. [00:23:33] It must be convincingly shown across the world that international [00:23:36] law, a rules-based world order, and the protection [00:23:40] of human rights are beneficial for most [00:23:43] countries and for all [00:23:46] people. [00:23:50] Estonia has been carefully strengthened, [00:23:53] the defense forces, the Defense League, the Women's Defense League, the entire broad [00:23:57] national defense, dedicated neighbors in the Baltic and Nordic countries, [00:24:00] Poland, all our allies in Europe and [00:24:03] NATO. This is our [00:24:06] security, it is not little, [00:24:09] although much remains [00:24:11] to be done. [00:24:15] I ask you, let us not let fear or hopelessness [00:24:18] into our souls. Fear paralyzes or incites [00:24:21] foolishness. One must act [00:24:25] wisely. [00:24:28] I can confirm with the best knowledge that the future is not [00:24:31] dark or predetermined. We are still building [00:24:35] it ourselves. In times of confusion, one must [00:24:39] see one's great opportunity and skillfully [00:24:42] seize it. We have done it before. [00:24:45] Foresightfully, resolutely, and [00:24:48] with zest for life. [00:24:51] Humor and lightness are needed more generally, and [00:24:54] spiritual strength. [00:24:57] Culture cannot be considered something that comes after everything [00:25:00] else. Culture sustains and carries, [00:25:03] comforts, expands, warns, cleanses the dark [00:25:06] corners of the human soul, helps us become [00:25:08] better. [00:25:11] Let us not miss domestic cultural events. [00:25:14] Let us make them inviting and accessible to children and [00:25:18] young people, and to those who lack [00:25:21] money or whose movement [00:25:23] is difficult. [00:25:26] Let us appreciate our writers, film and theater makers, artists, [00:25:30] designers, museums, new and [00:25:33] heritage. [00:25:35] Let us always be interested in the way of life and culture of other [00:25:38] peoples as well. In a foreign country, I always [00:25:42] try to get to a museum or [00:25:46] church or concert, [00:25:49] "even for a moment. And let us be [00:25:53] visible ourselves. Estonian artists' exhibitions abroad, our [00:25:56] wonderful orchestras and choirs, theater performances, novels, [00:26:00] medals in sports competitions, all this matters. [00:26:04] Similarly, scientific research and inventions that have reached production, [00:26:07] brave and trustworthy entrepreneurship, technology, start-up and [00:26:11] mature entrepreneurship, and defense industry, of course, but [00:26:15] not only that. In modern times, it is a great thing if an entrepreneur [00:26:19] can produce something special and very well, at a reasonable [00:26:22] price and environmentally friendly, and [00:26:25] deliver the products on time, not just [00:26:29] here in Estonia, but throughout the world. [00:26:34] Dear listeners, Estonia's trump card is [00:26:37] education. We know it ourselves, the entire [00:26:41] educated world knows it. [00:26:44] But please, let us strive harder so that all Estonian [00:26:47] children have a good education and broad [00:26:49] opportunities. [00:26:52] This must not depend on whether a child studies in a small rural school or in the capital's [00:26:56] suburbs, whether they live with their parents, [00:26:59] in a foster family, or in an orphanage. [00:27:02] Or whether they are still learning Estonian. [00:27:05] The future of the Estonian people depends on the good education [00:27:09] of all Estonian children. [00:27:12] The artificial intelligence leap in schools, [00:27:16] initiated by President Alar Karis, deserves recognition and [00:27:19] continuation. [00:27:21] The future belongs to those who know how to use artificial intelligence wisely, [00:27:24] while remaining independent and skilled [00:27:28] as people. The leap that has begun must be [00:27:32] aimed as far as possible, [00:27:35] and always so that AI does not become [00:27:38] AI. [00:27:41] Technology must not make us forget that people must also [00:27:44] be able to cope independently. [00:27:46] Excessive dependence on technology and electricity is dangerous [00:27:49] for everyone and everywhere. [00:27:52] A storm or a thief is enough to be in big [00:27:55] trouble. Let's be [00:27:57] brave. [00:28:01] Estonian Justice. Minister of State Liisa Bakosta is leading a global [00:28:04] discussion to establish regulation for the AI [00:28:08] industry. Estonia must lead this effort. [00:28:11] We have a long [00:28:14] digital state experience and a complex history. [00:28:18] We can understand other nations and countries [00:28:21] around the world, and perhaps [00:28:23] they can understand us too. [00:28:25] The digital divide does not run or deepen only within societies, [00:28:29] causing great poverty, pain and resentment in places. "every [00:28:33] year or month more and more, it runs more dangerously also [00:28:36] in the world, so we must agree [00:28:40] that artificial intelligence must be accessible also [00:28:43] to smaller and poorer countries and [00:28:47] that artificial intelligence must serve humanity, not [00:28:50] vice versa. [00:28:53] For the protection of the Estonian language and culture, and all small nations and cultures, [00:28:57] it is necessary that [00:29:00] these be well and correctly [00:29:03] included in AI models. [00:29:08] Currently, we are in a situation where armies of robots serving the interests of an aggressor state [00:29:11] are actively spreading falsehoods and [00:29:14] also teaching artificial intelligence [00:29:17] to lie. [00:29:20] This lie, ladies and gentlemen, hurts [00:29:23] everyone. [00:29:25] In my opinion, all countries that want [00:29:29] to remain independent and sovereign should be vitally [00:29:32] interested in fighting hostile propaganda. [00:29:36] against [00:29:37] . [00:29:43] The President of the Republic cannot and must not replace the popularly elected [00:29:46] Riigikogu or the government or the court. [00:29:49] instead. The separation and [00:29:52] balance of powers is a great [00:29:54] value. [00:29:56] The President has his own role [00:29:59] in this balance formula. The date of the National Defence Council [00:30:03] stipulated in the Constitution has already been set, [00:30:06] the teaching in a difficult exercise, in a light battle, [00:30:09] would develop further so that if the exercise is particularly tough, then there will be no battle, [00:30:13] which is our [00:30:14] goal. [00:30:17] The lack of ideas and uniformity could be addressed at home [00:30:21] by starting with bold thoughts and dreaming. [00:30:25] The President's think tank is one such [00:30:27] place for this. Thinking together, debating and [00:30:31] humor. They bring out the best in people, [00:30:34] from academics to schoolchildren. This is how new [00:30:38] ideas are born. [00:30:41] The President can acknowledge and support everyone who works [00:30:44] to ensure that families have a place to live and raise [00:30:48] children, that the birth of a child does not lead to financial [00:30:51] hardship, that a loan can also be obtained by someone who wants [00:30:54] to establish a home in the countryside. May Estonia be child- and family-friendly, [00:30:58] on the topic of upcoming and all elections.
