[00:04:02] And dear Ukrainians, dear colleagues, [00:04:04] this is a very important bill for our [00:04:08] European future, the result of the consideration [00:04:11] of which we can see with you already tomorrow, [00:04:14] therefore, I want to say [00:04:18] that with this bill, we [00:04:21] ensure the educational rights of national minorities, indigenous [00:04:24] peoples, and preserve, which is fundamentally important, [00:04:28] the unchanged status of the Ukrainian [00:04:31] language. Behind this bill are years of [00:04:34] work, meetings with representatives of national [00:04:37] minorities. Behind this project is a multi-year [00:04:41] negotiation, a multi-year negotiation track with [00:04:44] Hungary. I want to thank the representatives of the government, [00:04:47] people's deputies, thanks to whom over the last [00:04:51] few months, Serhiy Vitaliyovych Babak, Chairman of [00:04:54] the Committee, thanks to whom [00:04:57] over the last few months, this bill. The text has significantly [00:05:00] changed, and today we see a balanced [00:05:04] text, and I really want to ask all of you to support this [00:05:07] bill, because it truly is the result of [00:05:11] compromises from different sides. In [00:05:14] 2022, colleagues, we adopted the Law of [00:05:17] Ukraine on National Minorities, and several [00:05:21] times we have made amendments to this law, [00:05:25] and we continue with you [00:05:27] to move in this [00:05:29] direction, [00:05:32] doing so that this law and legislation in the sphere of rights of [00:05:35] national minorities comply with all European [00:05:38] standards. For example, in Hungary, four Ukrainian schools and five [00:05:43] operating, and we appreciate the opportunity for our branches are already [00:05:47] children to preserve their native language and culture, and on a mirror [00:05:51] principle, we ensure the same right to citizens of Ukraine, and we [00:05:54] really want such schools to exist and operate [00:05:58] in all countries [00:06:01] of the world, this is a civilized approach that complies with European [00:06:05] practices. Thank you, please, Lopushansky Andriy [00:06:09] Yaroslavovych, European Solidarity. [00:06:13] Please pass the floor to Pavlenko Rostyslav, Rostyslav Pavlenko, please, [00:06:29] thank you, dear colleagues, it is very important to understand when [00:06:33] adopting this bill, we face [00:06:36] very complex tasks and very responsible tasks in the context of [00:06:39] European integration, because opening clusters [00:06:43] is not even half the work, we need to fulfill those [00:06:47] obligations, those conditions that are set [00:06:50] and not only regarding the requirements of [00:06:53] other countries. We need to fulfill first of all what [00:06:57] is needed for Ukraine in the context of the rule of [00:07:01] law, in the context of overloading the State Bureau of Investigations and other [00:07:04] similar bodies, in the context of freedom of speech, because only in this way [00:07:08] can trust be gained. Now specifically regarding [00:07:12] this. bill, colleagues, how did [00:07:15] the situation develop? Initially, the executive branch agreed [00:07:18] uncritically to what the partners demand, [00:07:21] although at this very stage it is very [00:07:24] important to ensure conditions that are [00:07:27] favorable for Ukraine. [00:07:30] Again, there is very difficult work ahead, and [00:07:33] after the Association Agreement was ratified, [00:07:37] visa-free travel and other decisions were ensured, we know and understand this better than anyone, and this experience must be [00:07:40] taken as a basis, because further on, indeed, this project [00:07:44] was saved, colleagues here correctly say, the working group worked, giving [00:07:47] due credit to Vice Prime Minister Chintsov, then additional [00:07:50] negotiations were held, but this should not be constantly [00:07:54] about salvation, but in order to ensure [00:07:58] the balancing of interests in the language issue, [00:08:00] colleagues, it is critically important to adopt also bill [00:08:04] 15412 regarding the support [00:08:07] and concretization of the powers of [00:08:11] state bodies in the implementation of the Ukrainian language as [00:08:15] a state language, this is absolutely necessary, it is a great pity [00:08:18] that we are not considering this project before [00:08:21] we consider this bill [00:08:24] regarding the language rights of minorities, this needs to be taken into account in [00:08:28] our work, because there is still a very long way to go, [00:08:31] thank you, please, Velmozny Serhiy Anatoliyovych, parliamentary group [00:08:34] Trust, please pass the floor to Larysa [00:08:37] Bilozir, please, Larysa Bilozir, [00:08:41] dear colleagues. Today we have a chance [00:08:44] to move forward in the negotiations for Ukraine's accession to the EU, [00:08:48] two clusters have already been opened, and the opening of two more clusters, [00:08:52] the second and third, depends on our decision today, and [00:08:55] we know that an intergovernmental commission will soon [00:08:59] take, which will consider [00:09:02] this issue in Luxembourg precisely regarding [00:09:05] the opening of negotiation clusters for Ukraine, and this [00:09:09] bill is one of the important factors for unblocking the negotiations. [00:09:13] We must frankly admit that Hungary successfully [00:09:16] used the blocking of Euro-integration negotiations to [00:09:19] help itself preserve schools, in particular lyceums, where [00:09:23] representatives of Hungarian national minorities study, this [00:09:27] also applies to Romanian national minorities, as within [00:09:30] the framework of the school reform, the Ministry of Education and Science recommends forming lyceums where [00:09:34] there are at least 160 children. So, we will close ours already from [00:09:38] 2027, here people [00:09:41] very correctly approached and will preserve all their schools, this needs [00:09:44] to be taken into account. Of course, we need to support it, what exactly [00:09:48] does this bill provide for? It expands the possibilities of using [00:09:52] the languages of national minorities that are official EU [00:09:55] languages in education. Secondly, the status of an educational institution for national [00:09:59] minorities is introduced for schools where more than half of the students [00:10:02] study in the corresponding language. At the same time, I want to reassure [00:10:06] everyone that Ukrainian remains the state language of the educational [00:10:09] process, no additional rights for the Russian [00:10:12] language are provided for by this bill, therefore, colleagues, [00:10:15] the possibility of Ukraine moving further towards [00:10:19] EU membership depends on our decision today, and [00:10:22] our European integration is not just about future membership, it is also about [00:10:26] specific opportunities for Ukraine today, [00:10:29] about specific funds, and I call on [00:10:33] all of us to vote for this bill today as a basis [00:10:37] in general. Thank you. Please, Ivchenko Vadym Yevhenovych, [00:10:40] Batkivshchyna, as I understand it, Krulko, Ivan Ivanovych, then [00:10:43] Natalya Pipa, and then [00:10:46] we vote. Please, Ivan Ivanovych [00:10:48] Krulko. I already said, then Natalya [00:10:52] Pipa again, one minute, and then. [00:10:56] Ivan Krulko, Batkivshchyna faction. [00:11:00] I represent Transcarpathia, [00:11:03] and I can say that when I studied at school, there were about five [00:11:06] Hungarians in my class, there were descendants of ancient [00:11:10] there were Germans, [00:11:13] Romanians, and everyone spoke [00:11:17] the language of their minority, as they deemed necessary. [00:11:21] There were never any problems with language use, and there are none. [00:11:26] This artificial problem, which was inspired, among others, by [00:11:29] Moscow in order to block Ukraine's accession to [00:11:33] the European Union, was done [00:11:36] deliberately, and unfortunately, the previous government in Hungary [00:11:40] used this thesis against Ukraine. We need [00:11:43] to remove any insinuations, any. [00:11:47] If a child who [00:11:50] lives in Transcarpathia learns Hungarian [00:11:52] and connects their life further with [00:11:56] Budapest, then we will not stop them from doing so, but I [00:11:59] want to say that in the Ukrainian army, on par with [00:12:02] Ukrainians, Ukrainians of Romanian, [00:12:06] Hungarian, Polish origin [00:12:09] are fighting, and they are also defending our state today from Russian evil, [00:12:12] so if this issue of adopting this law is [00:12:16] an issue of our European integration, we must [00:12:19] adopt it, but remember one thing, [00:12:22] that we must also adopt another law on strengthening [00:12:26] guarantees for the development of the Ukrainian language as a state language, because this [00:12:30] war, the existential war that Russia is waging [00:12:34] against Ukraine, is a war, among other things, for us here in [00:12:38] Ukraine not to have the right to speak our Ukrainian [00:12:41] language and to learn the Ukrainian language, this [00:12:44] is a war for future Russification, and therefore [00:12:47] guarantees for the development of the Ukrainian language, this is what will preserve [00:12:51] our statehood and strengthen it, and one more thing, we... [00:13:25] of the Council and the European Commission, we visited Transcarpathia, [00:13:29] in particular, schools of national minorities in the majority, [00:13:32] in Irhava district, we met in that [00:13:36] in the ninth grade, to my question "good day", only some [00:13:39] children could answer, to "what is your favorite subject" [00:13:43] no one, therefore in fact, I [00:13:47] believe, and ZNO, today in the form of [00:13:50] NMT, all national minorities take in their native language, this [00:13:53] bill that we have... this is truly to show [00:13:57] that we are ready for a constructive dialogue and that we [00:14:00] are ready to hear the needs of national minorities, but [00:14:03] frankly, this does not contribute to the integration of these [00:14:07] citizens of Ukraine as [00:14:11] part of the Ukrainian state, I thank every descendant of [00:14:14] national minorities, [00:14:18] thank you, dear colleagues, please, I ask you to take your [00:14:21] seats, colleagues, take your seats and move... [00:14:25] to adopting a decision on this extremely important draft [00:14:28] law from the procedure Mazurash from the procedure, only please Heorhiy [00:14:32] Heorhiyovych [00:14:36] only from the Matsurash procedure, please, it is a pity that they adopted [00:14:39] a decision [00:14:42] on the procedure not to present, not to give the opportunity [00:14:46] to the authors to present bills, and I also did not have the opportunity [00:14:50] to say why I submitted an alternative [00:14:53] bill for registration, but... I submitted it at the request [00:14:56] of public organizations that represent [00:15:00] the Romanian community in Ukraine, which have [00:15:04] critical reservations about this bill and asked [00:15:07] in the end to take into account one thing, [00:15:10] to give educational institutions where [00:15:14] national minorities, national communities, study in their language, more [00:15:17] than 20%, but less than 50%, to give them the opportunity [00:15:20] to work for another six months in such a mode, and then, if [00:15:24] they do not reach... 50% they already became, as [00:15:27] they say, like everyone else, and this was not heard, [00:15:30] and because of this, we have risks that we may have complications [00:15:33] in relations with Romania, which may take a position... [00:15:39] for now, I would ask you not to vote for this bill as a whole, thank you, [00:15:43] dear colleagues, please, let's move to voting, I put [00:15:46] forward the proposal to adopt as a basis the draft law on making [00:15:49] amendments to some laws of Ukraine regarding the provision of educational rights [00:15:53] of the indigenous peoples of Ukraine and persons who belong to national minorities, [00:15:57] communities of Ukraine, registration number 1619 [00:16:00] 119, excuse me, 1619, I ask the people's deputies to [00:16:04] vote. [00:16:20] 273 votes in favor, the decision is adopted, the proposal to adopt it as a whole with the necessary [00:16:24] technical and legal amendments. Draft law 1619. I ask [00:16:28] the people's deputies to [00:16:28] vote. [00:16:43] 266 votes in favor, the decision is adopted, the law is adopted as a whole. Oleksandr Serhiiovych, please, [00:16:47] by factions, please show, dear colleagues, there is [00:16:51] a proposal to instruct the Chairman of the Verkhovna Rada to immediately [00:16:54] sign the bill just adopted as a whole with registration number [00:16:58] 16-19 and send it to the President of Ukraine for [00:17:01] signature, if there are no objections, I put this proposal to a vote, please [00:17:05] vote. [00:17:21] 263 votes in favor, the decision is adopted, thank you, thank you, colleagues, [00:17:25] let's move on, the next draft law 1601, I [00:17:28] put forward the proposal to include it in the agenda of the session, 226 [00:17:31] votes are needed, this is a draft law on making amendments to some laws of Ukraine regarding [00:17:35] increasing the efficiency of privatization. [00:17:38] property, I put forward the proposal to include it in the agenda, please vote, [00:17:54] 250 votes in favor, the decision is adopted, I put forward the proposal to consider it under an expedited procedure, [00:17:58] please vote, [00:18:02] let's vote [00:18:03] quickly now. [00:18:13] 220 votes in favor, the decision is adopted, regarding the procedure on [00:18:16] this issue, then let's do it after the completion, so that we don't interrupt, [00:18:20] please, I invite colleagues, the deputy chairman [00:18:24] of the committee, the chairman of the subcommittee Movchyn Oleksiy Vasyliovych for up to 4 [00:18:27] minutes, please, dear colleagues, [00:18:31] dear Mr. Chairman, I present bill number [00:18:33] 1601 regarding increasing the efficiency of pri... [00:18:38] vatization of state property. Today, the state owns [00:18:41] a huge amount of property, but often it does not even [00:18:45] know what exactly it owns. State [00:18:47] ownership includes over 1.3 million objects, of which [00:18:51] about 580 thousand are real estate [00:18:54] with a total area of more than 160 million [00:18:58] square meters. At the same time, ownership rights are properly [00:19:02] formalized for only 56% of such [00:19:05] objects. buildings, warehouses, and enterprises [00:19:09] that have been idle for years, are crumbling and do not create [00:19:12] either jobs or bring income to the state [00:19:16] budget, and the problem is generally not the lack of investors, investors [00:19:20] exist, the problem is that the state is not capable of properly [00:19:24] preparing its assets for sale. Our [00:19:27] bill proposes to change this: first, [00:19:30] we provide the State Property Fund of Ukraine with tools for [00:19:34] identifying unused assets and [00:19:36] comprehensive preparation for privatization, from formalizing [00:19:40] documents to finding investors. [00:19:42] Secondly, we remove bureaucratic obstacles, [00:19:46] simplify the transfer of objects and [00:19:49] enterprises to the State Property Fund, increase the threshold for [00:19:52] large-scale privatization from 250 million [00:19:55] UAH to 1 billion and improve auction [00:19:58] procedures. Thirdly, we create a mechanism [00:20:02] for financing the preparation of assets and material [00:20:05] incentives for employees for... effective work, [00:20:08] meaning, if they sell, then they can pay additional [00:20:11] bonuses. The logic is simple: the state should pay for [00:20:15] results, not for the process. Colleagues, this bill is also [00:20:19] part of our international obligations to the World [00:20:22] Bank within the framework of a package of financial support for Ukraine worth [00:20:25] 3.5 billion dollars. But [00:20:29] the main thing is not even that. We must finally transition from a state that [00:20:33] simply maintains property to a state that [00:20:36] professionally manages [00:20:40] its capital. Every non-performing state [00:20:44] asset means lost investments, jobs [00:20:47] and taxes. Our task is to return these [00:20:51] assets to the economy. The Committee on Economic Development on October [00:20:55] 2, 2026, at its meeting, considered [00:20:57] bill number 16011 regarding [00:21:01] increasing the efficiency of privatization of state property and adopted [00:21:05] a decision to recommend that the Verkhovna Rada of Ukraine adopt it as a basis in the first reading with [00:21:08] further refinement of provisions in accordance with [00:21:12] part one of Article 116 of the Rules of Procedure. [00:21:15] I ask for support for bill 1601 in [00:21:18] the first reading. Thank you, thank you, [00:21:21] please, sign up two for, two against for discussion of this issue. [00:21:39] Please, Herasym Artur Volodymyrovych, European [00:21:41] Solidarity. [00:21:44] Please pass the floor to Sofia Romanivna Fedyna. Please, Sofia Romanivna [00:21:47] Fedyna. [00:22:04] Dear colleagues, we are now talking about this bill on increasing [00:22:07] the efficiency of privatization of state property, but I have [00:22:10] a logical question: where is [00:22:13] this efficiency, if over the past few years, we [00:22:17] have only been encountering terrible corruption [00:22:20] scandals, criminal proceedings, and possible [00:22:23] billion-dollar losses for the state in the process of so-called [00:22:26] privatization. Let's recall the privatization of the Bilshovyk [00:22:30] factory: it was sold for 1.4 billion, and now the SBI is conducting [00:22:34] an investigation into undervaluation by more than a billion. Ocean Plaza [00:22:37] - an asset that was taken from Moscow owners so that it [00:22:41] would work for Ukraine, as a result, law enforcement officers [00:22:44] are investigating possible preparations for sale at an artificially [00:22:48] undervalued price, and... and to a predetermined [00:22:51] buyer. In September of this year, NABU and SAPO [00:22:54] submitted a case to court regarding a criminal organization [00:22:58] which, according to the investigation, was headed by the former head of the State Property [00:23:02] Fund, and now the case of embezzlement and state losses of [00:23:05] more than 700 million UAH has been submitted to court, well, and the cherry on [00:23:08] top, here we can consider the case of [00:23:12] Morshynska, where ARMA chooses a legal [00:23:14] bureau with a statutory capital of 100 UAH as a manager, and... [00:23:18] as a result, which has possible connections with Mindich, so [00:23:21] tell me, please, how in such conditions are we supposed to [00:23:25] control state property, assets that were [00:23:28] taken from Moscow residents, and who is responsible for all this embezzlement, [00:23:32] or is it a factor of political will at the highest level? In [00:23:36] this case, we really need new mechanisms for financing [00:23:39] the preparation for privatization, involving [00:23:41] legal entities, material incentives for employees [00:23:45] of the fund, but since we [00:23:48] catastrophically lack money for the army, then [00:23:51] first of all, we must at all levels ensure that every [00:23:55] released penny goes indeed for its intended purpose, and not [00:23:59] ends up with Mindich, in the dynasty or various [00:24:01] Carthages. [00:24:04] Please, next, Lukashuk, Batkivshchyna [00:24:06] faction, [00:24:09] passes to Yulia Volodymyrivna, please, Yulia [00:24:11] Volodymyrivna. [00:24:22] Yulia Tymoshenko, Batkivshchyna faction. Well, [00:24:25] dear friends, this is a law [00:24:28] about, I would say, the organization of [00:24:32] mega-corruption in the sale of strategic state [00:24:36] assets. Well, firstly, they also said here about [00:24:39] sheds, about garages, this is an absolute [00:24:42] lie, because this law raises, [00:24:46] increases the threshold for large-scale privatization from 250. [00:24:52] That is, a whole layer [00:24:55] of our state property of large-scale [00:24:58] privatization, well, it is artificially transferred to [00:25:02] small-scale privatization, this is the first thing, [00:25:04] secondly, well, tell me, please, who [00:25:08] gave the right to create a special separate [00:25:12] company for preparing objects for [00:25:15] privatization, which will pay according to this [00:25:18] law. [00:25:21] from the amount of realization of the object, tell me [00:25:24] by name, who will go into this trough, who will divide [00:25:28] these kickbacks, which are now legislatively [00:25:31] approved, among themselves, and [00:25:34] further, this is also just excellent: 36 [00:25:38] minimum subsistence levels to give [00:25:41] a monthly salary of employees of [00:25:44] the State Property Fund, and for every successful [00:25:47] privatization by 100... percent of this [00:25:51] huge up to 150 thousand per month [00:25:54] salary to pay a bonus, and [00:25:58] also, you know what, after conducting an absolutely [00:26:01] fraudulent auction, the right is given, [00:26:04] attention, I quote: the winner [00:26:07] is allowed to change the documents that were [00:26:11] the basis of privatization, that is, [00:26:13] post-facto to change the terms of privatization, this is [00:26:17] a corrupt law, only against, vote against [00:26:21] such documents. Please, next Skorokhod, Anna [00:26:24] Kostiantynivna, party for [00:26:26] the future. [00:26:35] Colleagues, if the State Property Fund does not [00:26:38] cope with its work and cannot [00:26:41] prepare an object for privatization, why [00:26:45] do we need the State Property Fund, what do they [00:26:48] get their big salaries for, [00:26:51] and who is the ultimate beneficiary of this [00:26:55] bill? Name specific names [00:26:58] for whom a specific intermediary [00:27:01] company is being created, which for [00:27:04] an additional fee and a certain percentage of [00:27:07] the sale will prepare objects for [00:27:11] privatization, tell the name, and then there will be no [00:27:14] questions, otherwise we have anxiety, we cannot make [00:27:18] decisions that are important for the people of Ukraine, but we [00:27:21] have time to adopt some lobbying [00:27:25] issues. Secondly, recently, people who [00:27:27] lived in dormitories have been coming [00:27:31] to me all the time, because they were strangely, [00:27:35] magically, privatized by the State Property Fund, [00:27:38] privatizing the state enterprise, [00:27:41] privatizing it with a dormitory, [00:27:44] although this is directly forbidden by law. What [00:27:47] starts next? People are terrorized, people [00:27:50] are evicted, they are left without [00:27:54] housing, they lost and are losing the right to [00:27:57] privatize the housing in which they [00:28:00] have lived since the 70s, [00:28:03] 80s, 90s. Why [00:28:07] doesn't the State Property Fund deal with these [00:28:09] issues? And finally, what is [00:28:13] this? We don't have money [00:28:16] for the military, we don't have money for social [00:28:19] guarantees. But we will pay the State Property [00:28:22] Fund for good privatizations [00:28:26] with full salaries. Well, let's just say then, we have a corrupt [00:28:30] parliament, [00:28:33] we have a corrupt government, and we only do [00:28:36] what is beneficial for us, please, [00:28:39] Velmozny Serhiy Anatoliyovych, Trust group, dear colleagues, and after this we [00:28:42] vote, please, people's deputies, [00:28:45] prepare yourselves, [00:28:51] Serhiy Vilmozhny, Luhanshchyna, parliamentary group Trust, dear [00:28:55] colleagues, state property must work [00:28:58] for the benefit of the state, but in fact this is not [00:29:02] visible. You all know that for almost 13 years of war, [00:29:05] millions of people have lost their own homes, only [00:29:09] units of them received compensation, all [00:29:12] others are waiting for who knows what, people [00:29:16] don't believe it and on the eve of a difficult winter, I hear from [00:29:19] citizens that they plan to leave for the [00:29:22] winter, and it's not a fact that [00:29:25] they will return, millions of Ukrainians are abroad, [00:29:28] most of them have already learned the language [00:29:31] of the country they live in, they have [00:29:34] jobs and have real support abroad. [00:29:37] Our State Property Fund owns dozens [00:29:41] of objects, these are sanatoriums, hotels, boarding houses, [00:29:44] apartments and houses. This is the property where [00:29:47] hundreds of thousands of displaced people [00:29:51] should have lived since 2014, but this did not [00:29:55] happen. I have a question about this, why? If the regulatory [00:29:58] framework is insufficient, I am personally ready to submit a bill that will simplify [00:30:02] the transfer of state property for the residence of displaced people, but I don't [00:30:06] know about these problems, but I do know that millions of IDPs [00:30:10] actually do not receive state support and are forced [00:30:13] to rely solely on themselves. ARMA promised [00:30:16] to transfer housing seized for the benefit of the state. All this [00:30:20] remained exclusively words. All [00:30:23] assistance to displaced persons is [00:30:26] just words. Dear colleagues, 12 years [00:30:29] ago there should have been a clear policy regarding [00:30:32] displaced persons, but even now there is [00:30:36] none, I call on every people's deputy [00:30:39] to personally join in solving the problems [00:30:43] of displaced persons. Thank you. Thank you. I understand, one [00:30:47] more minute, the voice will be Yulia Sirko. Dear colleagues, after [00:30:50] this we vote, please take your seats. Sirko, Holos faction. Dear colleagues, [00:30:54] our faction will support this [00:30:58] bill in the first reading and will...
