I'm thankful to ambassador [00:01:40] Moinul Huk and his team and the chairman for hosting the [00:01:44] seminar and [00:01:46] of all the participants for joining here [00:01:48] today. For Pakistan, [00:01:52] terrorism is not merely a policy [00:01:54] debate, it is [00:01:58] continuing story story of sacrifice and [00:02:01] valor. For over two decades Pakistan [00:02:05] has stood on [00:02:07] of the front line of this [00:02:09] fight, our people have [00:02:13] suffered its consequences and our [00:02:16] armed forces, police and intelligence [00:02:20] services have confronted [00:02:23] its with extraordinary [00:02:26] courage. Ladies and gentlemen, [00:02:30] more than as my colleague said [00:02:34] more than 90 thousand people lost their lives, our [00:02:38] economy has suffered losses exceeding [00:02:42] 150 billion US dollars. mind you, [00:02:45] pakistan total external debt is 130 billion [00:02:49] me dollars. the cost does not end here, [00:02:52] terrorism at tarnished Pakistan's image internationally and [00:02:56] effected confidence in our [00:02:58] of country. the damage to our reputation and the [00:03:02] opportunity lost during that time [00:03:05] of was incalculable. Pakistan [00:03:09] has born a dual burden [00:03:12] fighting terrorism, not [00:03:15] countering the [00:03:18] of misperception that have too often obscured or [00:03:21] sacrifices. Excellencies, ladies and gentlemen, we [00:03:26] a remember of the children [00:03:29] of the army. school in pashar, we [00:03:32] remember [00:03:33] of the bombing of [00:03:35] of mosks, markets and bus stops, [00:03:39] the passengers taken hostage a [00:03:41] train and the laborers killed for no reason [00:03:45] other than where they come [00:03:47] from. these are not just [00:03:50] statistics, this is the price pakistan [00:03:54] nation has paid and continue [00:03:58] of paying. the present has made the fight against terrorism a [00:04:02] national priority, under the leadership of prime minister Mohammed [00:04:06] a Shabaz [00:04:07] of Sharif we have renewed the national [00:04:11] counter terrorism effort and placed greater [00:04:14] emphasis on the implementation [00:04:17] of the national action plan, the federal apex [00:04:20] committee has brought together the civilian and military [00:04:24] leadership to review the threat and [00:04:27] agree on the measures required to [00:04:30] confronted, the prime minister [00:04:34] provedkam with the [00:04:38] consensus [00:04:39] of the provinces and other [00:04:41] stakeholders. It brings together [00:04:46] of military, intelligence, law enforcing [00:04:50] agencies and diplomatic [00:04:54] a efforts [00:04:55] measures. The aim is to act against [00:04:59] terrorists. and the network that [00:05:01] of sustain them while addressing the conditions that [00:05:06] of allow [00:05:07] of extremism to take root. excellencies, lad and [00:05:11] gentlemen, our government has also agreed on [00:05:14] measures to strengthen intelligence coordination and [00:05:18] the role the national counter terrorism [00:05:20] authority. These efforts require [00:05:24] close cooperation between the federation and the [00:05:26] provinces. Every institution has [00:05:30] responsibility and the national effort [00:05:33] must continue with unity and resolve. [00:05:37] I commend Prime Minister Mohammad Sharif for his [00:05:41] determined leadership. and sustained attention to this [00:05:45] fight. I also play pay a tribute to [00:05:49] chief of army staff and the chief of defense forces, field marshall [00:05:53] sayir for his leadership and firm [00:05:55] resolve to defeat [00:05:58] terrorism. Under his command, are armed [00:06:01] forces, in close coordination with law enforcement [00:06:05] agencies, continue operations against [00:06:08] terrorism and their facilitators. The [00:06:12] confront. the stanger daily, [00:06:15] often at the cost their own [00:06:17] lives. ladies and [00:06:20] gentlemen, afghanistan transit [00:06:24] trade upgraded our economic [00:06:27] representation to ambassador [00:06:30] level, signed the framework agreement for the [00:06:33] feasibility study of Uzbekistan, [00:06:37] pakistan railway through [00:06:40] Afghanistan and established [00:06:43] mechanism for consultation between our foreign [00:06:46] ministries. our foremost priority was to urge [00:06:50] the afan authorities to take concrete and verificable [00:06:54] actions against terrorist groups operating for Afghan [00:06:58] soil and to prevent the use of one [00:07:01] territory for terrorism against any country, [00:07:05] particularly Pakistan. may refer [00:07:08] to my own personal visits to kabul. [00:07:13] in 2025 last year three visits after four [00:07:17] years tail mate, i visited them 19th of [00:07:20] April, i held detailed [00:07:23] parlace, i spent a day with prime [00:07:26] minister, with deputy prime minister hanvi [00:07:29] saab and foreign minister of [00:07:32] Afghanistan, muttaqi saab, [00:07:36] followed by that, i visited again in [00:07:40] July with Uzbek foreign minister sir and we have been [00:07:43] pursuing since 2022-23 railway [00:07:47] connectivity between pakistan throughstan to the central [00:07:51] asian states by Afghanistan [00:07:53] khalachi and obviously it [00:07:56] was indeed a great a break through after [00:08:00] April but let tell you if you [00:08:03] recall my paris with them on [00:08:07] 19th of April 2025 they had huge [00:08:11] wish list or demand I would say relating to [00:08:15] trade, economy, [00:08:17] refugees, political matters [00:08:21] and whatever he agreed, I held a [00:08:23] press conference live, telecast [00:08:26] in Pakistan and Afghanistan to make [00:08:29] sure that the teams in Pakistan do [00:08:32] deliver what I have promised there, what is Pakistan [00:08:36] ask, only one, please do not allow your [00:08:39] soil to be used again. any country particularly [00:08:43] Pakistan for terrorism, [00:08:47] so we [00:08:50] continued that momentum, we [00:08:54] upgraded the diplomatic relationship to ambassadory [00:08:58] level, and then I [00:09:02] and foren minister of China, Mr. Wangi visited [00:09:05] Kabul to hold a trilateral dialogue [00:09:09] in August 2025. The was the [00:09:13] sincer efforts on behalf of [00:09:16] Pakistan, [00:09:20] but the one ask [00:09:22] we are not seeing any result unfortunately so far, we [00:09:26] did all this because we believe in the Afghan [00:09:30] people's future and we want a stable prosperous [00:09:34] Afghanistan, the expectation has been and continue [00:09:38] to be the Dafan Taliban authority must honor. [00:09:42] their counter terrorism commitments and ensure that f [00:09:46] soil is not used particularly against [00:09:48] Pakistan. Sadly, as I [00:09:52] said, we can no longer ignore the continuing terrorist [00:09:55] threats eminating from Afghanistan. United Nations [00:09:59] monitory report team and the report which information [00:10:03] minister just referred to, have documented the presence of [00:10:07] TTP in Afghanistan and its close links with [00:10:10] Al-Qaeda. This concern is not Pakistan's [00:10:14] alone, it is consequences for the [00:10:17] security the wider region. As [00:10:21] information minister said, just imagine If [00:10:25] Pakistan was not fighting this war is a frontline [00:10:29] fighter, this terrorism God knows would have [00:10:32] spread by now which parts the [00:10:34] globe. Our concern is [00:10:37] concrete, attacks inside Pakistan are [00:10:41] planned, directed and launched from across the [00:10:45] border. TAS [00:10:49] infiltrate to different mountaineous [00:10:52] trains, strike a soldiers. and civilians [00:10:56] and retreat to their sanctuaries. [00:11:00] Pakistan is invested heavily in border [00:11:03] fencing and management at considerable [00:11:07] financial human cost, but no fence can [00:11:10] substitute for real action against these [00:11:13] terrorist centuries. Ladies and [00:11:16] gentlemen, we have raised our concern [00:11:19] directly, patiently and [00:11:21] repeatedly. We have shared specific [00:11:25] information, what we have asked [00:11:29] is concrete action against these [00:11:33] terrorists and the centuries who attack [00:11:37] Pakistan from Afghan territory. [00:11:41] Despite all these sufferings, let me also share with you, [00:11:45] Pakistan is generous and magnanimous. The [00:11:48] UN reach to foreign Office of [00:11:51] Pakistan and ask for permission. [00:11:55] the last October 2025, the way in one [00:11:59] day unbelievable number of terrorist attacks in [00:12:02] Pakistan and in Bologistan particularly are [00:12:06] also obviously led to the closure of borders of [00:12:10] both sides [00:12:12] and what did we do? despite all [00:12:16] that we allowed [00:12:19] permission for the passage of humanitarian [00:12:22] aid. 1000 [00:12:26] containers which took almost a month to [00:12:29] pass through the borders, so you can see the [00:12:33] Pakistan's approach based [00:12:36] on [00:12:39] you know our real will to see you Afghanistan [00:12:43] develop, prosper. I remember as finance minister of [00:12:46] Pakistan, I've been fighting with World Bank and [00:12:50] IMF in 2010s for [00:12:53] the approval of. Casa 1000 [00:12:56] project which was Tajikstan, Afghanistan, [00:13:00] Pakistan, which was suspended by the [00:13:04] world bank and IMF after the [00:13:07] Afhan [00:13:08] inter regime [00:13:11] and we have again made some efforts, it's been revived, so you [00:13:15] can see the sincerity of Pakistan in the [00:13:18] entire in the [00:13:19] in the entire process, excellencies ladies and [00:13:23] gentlemen, TTP remains one. the gravest threats to [00:13:26] Pakistan security. It has been responsible for some [00:13:30] the worst tas attacks in our [00:13:33] history, including attacks on schools, mosks, [00:13:37] markets and security installations. Is [00:13:41] victims include innocent civilians and the men and women [00:13:44] who protected. The BLA [00:13:48] 2 continues to target civilians and security personnel [00:13:52] while seeking to undermine Pakistan's economic. development [00:13:56] st activities include the hijacking [00:14:00] the Jaffer Express in March [00:14:02] 2025, when over [00:14:06] 400 passengers were taken hostage, [00:14:10] attacks on passengers, buses and the targeted killings of [00:14:13] civilians in Bolugistan as well as the solts on security [00:14:17] installations and infrastructure critical to Pakistan's [00:14:21] economic development. Excellencies, ladies and gentlemen, [00:14:25] These groups do not operate in isolation, they [00:14:29] draw on external support and benefit from networks that [00:14:33] provide fighters, funds, weapons and [00:14:37] training. Pakistan is repeatedly called for [00:14:40] action against the support and the centuries that [00:14:43] enable their attacks. A [00:14:47] group that finds safe heaven today to attack Pakistan can use the [00:14:51] same safe heaven tomorrow to threat. threaten [00:14:55] others, terrorism was never respected [00:14:58] frontiers, ignoring the TTP and his [00:15:02] parents will not make this threat go away, it will only [00:15:06] give them time to grow. Let me share with [00:15:09] you, when I went in July 2025 [00:15:13] and called called on prime minister Akunt, [00:15:17] he was very thankful, he said, first [00:15:20] time the promises made to Afghanistan have been [00:15:24] actually delivered within eight weeks [00:15:27] and we think we can do [00:15:30] business with you and [00:15:34] I very politely reminded prime [00:15:38] minister that if you do not [00:15:41] take appropriate actions against the terrorist groups [00:15:45] in Afghanistan, the day will come, if your government is [00:15:49] there, they will hunt you as well, and you will be facing [00:15:53] threats from the same terrorist in [00:15:55] Afghanistan, so excellencies, ladies and [00:15:59] gentlemen, terrorists do not survive a vacuum, they need [00:16:03] money, weapons and political cover, [00:16:06] pakistan [00:16:07] has consistently shared serious concern with the international [00:16:10] community about Indian patternage of terrorist [00:16:14] organizations operating against Pakistan, [00:16:17] including from Afghan soil. We have also [00:16:21] shared doseers with the United Nations and our [00:16:25] international partners documenting Indian [00:16:28] patternage to test organization working [00:16:31] against Pakistan from Afghan soil including [00:16:35] TTP and proxies. to destabilize [00:16:38] Pakistan [00:16:41] from the serving Indian naval commander, I'm [00:16:45] sure you would recall Kulbosan Jadev who [00:16:49] confessed his involvement in terrorist activities [00:16:53] against Pakistan to its heinous record of extra [00:16:57] territorial assassinations including in North [00:17:00] America, Indian state sponsorship [00:17:04] of terrorism all has been well. [00:17:07] documented, we raised, we raise this [00:17:11] because a principal is at stake, [00:17:15] when [00:17:16] a state uses terrorist groups as instruments of [00:17:19] policy against a neighbor, it puts the peace [00:17:23] the wider region at complete risk, [00:17:27] it undermines international law and relations between the [00:17:31] states, such support must be [00:17:34] confronted without political considerations, or double [00:17:38] standards, again i refer [00:17:41] to Mr. Ataullah the [00:17:45] developments in the last 24 hours in Pakistan, it's not a [00:17:48] political move, it is surely against the [00:17:52] manners of terrorism, which that province has been hit [00:17:56] with in the last decade and a half, can we [00:18:00] keep sleeping and looking towards another because [00:18:04] it's a looking that is may be deemed to be [00:18:07] political move, no, it's not, I can, I can guarantee [00:18:11] you, I negotiate in 20, 2014 with [00:18:15] the same political party when the 126 days of dharna in [00:18:19] Islamabad, so this government does not [00:18:22] believe, but when it comes to the safety and [00:18:25] security of our [00:18:29] nationals, our citizens, wherever [00:18:32] they live, any part of Pakistan, I think it's the duty the federal [00:18:36] government. that once it is totally [00:18:40] determined that there is no solution other than what we [00:18:44] have done yesterday, we should have done it. we have paid a [00:18:47] very heavy political cost when the last [00:18:51] time country was right at the at the verge of [00:18:54] default and we have to take very difficult [00:18:58] structural measures which are very painful, [00:19:02] political cost was paid, unpopularity was [00:19:05] there and we recovered a because we have [00:19:09] saved the country from the you know at [00:19:12] the blink of default, the dates are given to Pakistan [00:19:16] time and again and we always used to say [00:19:19] bravely that come what may Pakistan will not default, I hope you remember my [00:19:23] statements of Finance of Pakistan in 2022, [00:19:26] 23, so you see the [00:19:30] life has to go in accordance with [00:19:33] peace which you see in other parts the world. [00:19:38] so so whether whatever cost a government has to [00:19:40] pay to save the economy, to save the property [00:19:44] and lives the people, think it is never too much and i [00:19:48] think you know the government had no choice but to [00:19:52] take the measures we took yesterday and inshallah will implement in [00:19:56] totality, you will find the difference in weeks to come and months to [00:19:59] come and i'm sure the province will will will [00:20:03] be quite quite happy to to see the peace back. [00:20:07] their lives and properties save and [00:20:10] you know radicalization ends. excellencies, [00:20:14] ladies and gentlemen, pakistan is also working to strengthen [00:20:18] multilat, multilateral cooperation against [00:20:21] terrorism. as an elected member the united nations security [00:20:25] council for the years 2025, [00:20:27] 2026, we are bringing a experience [00:20:31] and concerns to the security council work. [00:20:35] during our current term pakistan. has taken on the chairmanship [00:20:39] the 1988 talvan sanctions committee and [00:20:42] served as vice chair the counter [00:20:45] terrorism committee as well these [00:20:49] responsibility give us an important role [00:20:53] in advancing international cooperation and the [00:20:56] implementation of relevant security council [00:20:58] resolutions. Pakistan also [00:21:02] chaired the Shengai Cooperation Organization's regional [00:21:06] anti-terrorist structure known as rat during [00:21:09] 2025-26. We have used this forum to [00:21:13] advance regional cooperation against terrorism. Our [00:21:16] bilateral counter terrorism dialogue including with the United States. [00:21:20] states are another part of this [00:21:23] effort, we are working with our partners to address [00:21:27] common threads and strengthen practical cooperation. [00:21:31] excellencies, ladies and gentlemen, the international community [00:21:34] has responsibility to support this fight. [00:21:38] Pakistan sacrifices reserve recognition, [00:21:42] but recognition alone is not enough. We need timely [00:21:46] intelligence sharing, access to technology [00:21:49] and support. for further capacity building of our law [00:21:52] enforcement agencies. We also need effective [00:21:56] international actions against terrorist financing, the supply of [00:22:00] weapons and the provision of safe [00:22:02] heavens. States must [00:22:05] ensure that their territory is not used for [00:22:08] terrorism against any other country. Our [00:22:12] partners must also impress upon the forn authorities the need [00:22:15] to fulfill their commitments. A [00:22:19] threat. that endangers the region and the world [00:22:23] cannot leave Pakistan to confront [00:22:25] alone, excellency, land gentlemen, [00:22:29] even as we confront today's threats, we must [00:22:33] look at what is coming, [00:22:36] terrorists are adapting, they recruit and [00:22:40] radicalize through social media and encrypted [00:22:44] platforms, they raise funds through [00:22:48] cryptocurrencies and other digital channels that [00:22:51] avait traditional controls, young people are [00:22:55] increasingly exposed to their propaganda [00:22:58] online. They are experimenting with [00:23:02] drones and exploiting artificial intelligence to spread [00:23:06] propaganda. Lone actors radicalized [00:23:10] online can strike without [00:23:12] warning. Modern weaponry is also finding [00:23:16] its its way into the hands of terrorist. [00:23:20] groups, making the task of our security forces [00:23:24] even more difficult. no state or [00:23:27] society can combat these challenges alone. [00:23:31] we need to share technology, intelligence and [00:23:35] experience. above all, we need strong political resolve [00:23:39] to act against terrorism in all its forms and [00:23:43] manifestations with [00:23:44] distinction, without distinction [00:23:48] or excuse. Ladies and gentlemen, [00:23:51] excellencies, those who killed the children in [00:23:54] Pishar claimed to act in name of [00:23:57] Islam, they did [00:24:00] not. Islam teaches and early holy Quran says very [00:24:03] categorically that killing of human being tentamon to [00:24:07] killing the entire humanity, it doesn't [00:24:11] classify who is human being a Muslim, a [00:24:14] Hindu, sikh, a Christian, no, a [00:24:18] Jew. the killing of human me tenter [00:24:22] mount to killing the entire humanity, [00:24:25] so using the name of Islam obviously is [00:24:29] totally is not true, [00:24:33] they are criminals, they speak for no faith or [00:24:36] religion and have no nationality or boundary, I'm talking about [00:24:40] terrorists, terrorism must never be [00:24:43] equated with any religion, nationality, [00:24:46] civilization or ethnicity. Islamo [00:24:50] divides communities and gives terrorists the [00:24:53] propaganda they they seek. response [00:24:57] must have remain firm against [00:25:00] terrorism and and clear on this [00:25:03] principle. let me also emphasize [00:25:07] that counter terrorism must not be used as a pretext to [00:25:10] suppress the legitimate struggle of people for self [00:25:13] determination and signed in the charter of [00:25:17] nation and the relevant security. Resolutions, I'm [00:25:21] referring to obviously Palestine, Jammu and [00:25:25] Kashmir, and any situation [00:25:28] additionally saw what happened between Thailand and Cambodia, it [00:25:32] is Pakistan when it has presidency last year, [00:25:36] we put theme we ministerial theme we picked [00:25:39] up, multilateralism, peaceful settlement of [00:25:43] disputes and after 12 [00:25:47] years resolution 2788. was [00:25:51] passed unanimous unanimously in this UN [00:25:55] security council when I was presiding the UN security council the [00:25:58] meeting [00:26:00] it was first time in 12 years. there have been some resolution [00:26:03] passed with majority or or or [00:26:07] you know obviously rejected or we told, but it is [00:26:11] the first resolution passed with unanimity of all members, [00:26:15] 15 members the UN security council and [00:26:19] and the theme was multilateralism, peaceful [00:26:23] settlement of disputes and within [00:26:26] days, i think hardly two weeks when the Thailand and [00:26:30] Cambodia issue, was there conflict? the [00:26:34] excepts from this resolution were quoted in [00:26:38] the in the discussions and debate in the UN [00:26:41] itself. so i think you see [00:26:45] our our intention is very clear and [00:26:49] those used to call pakistan [00:26:53] probably because the terrorism we have been actually [00:26:56] fighting a terrorist or some other [00:27:00] state, now they are very happy. to call Pakistan [00:27:04] a peacemaker state after what we have done in the last few [00:27:08] years. It is nowhere other than in Norway [00:27:12] Forum that by one [00:27:15] the P5 countries and boy [00:27:18] said Pakistan has become net security provider to this [00:27:22] region. Our efforts are on record. [00:27:26] We did everything possible for US Iran [00:27:29] mediation. First time after 47 years we. brought [00:27:33] them, brought them for direct talks on the same table, [00:27:37] they shook hand, they sat together, obviously on the condition pakistan must be [00:27:40] present, we were present, but it's most [00:27:44] unfortunate, the 18th of June agreement was there, but [00:27:48] it is most unfortunate that there were violation from both [00:27:51] sides, have you given up? no, as as late [00:27:55] as just days before, in the high week of [00:27:58] UN general assembly on the sidelines of New York, we [00:28:02] making all all possible efforts, the hormas [00:28:06] has further been complicated by Babul [00:28:10] Manda, and all these are [00:28:14] similar sort of different definitions of [00:28:17] terrorism, so you know that [00:28:20] Pakistan has entered into a joint defense [00:28:24] agreement which is known as it was signed in Makkka, so [00:28:28] makkah joint defense agreement on 7th [00:28:31] of August, inaugural meeting took [00:28:34] place in in Istanbul on 31st of [00:28:37] August. Pakistan has the privilege and honor to [00:28:41] have the first secretary general of three years term. It's headquarters going to be in [00:28:45] Raad. A committee, working [00:28:49] committee is working on finalizing its organ and [00:28:53] other detail and and operation [00:28:56] detail. It is a permanent committee [00:29:00] which is called SPDC, strategic. and defense [00:29:03] committee which comprises of from three countries from each [00:29:06] country, the foreign ministers, the defense ministers, the army chiefs. [00:29:10] the idea is not any offensive, [00:29:14] the idea is totally objective is defensive, [00:29:18] so it is for self defense and it is nothing which is against any [00:29:22] international law or charter. charter 51 [00:29:25] allows the UN for self or the [00:29:29] collective defense, that is the [00:29:33] you know the lines on which NATO was created, [00:29:36] so our real objective is to create peace in [00:29:40] this region to to bring you closeness among the [00:29:44] and [00:29:44] it is, it is not restricted to these three countries, it has very [00:29:48] clear you know clauses which will [00:29:51] allow other countries once we are fully you established [00:29:55] maybe within a year, even other countries can join [00:29:59] this this pact and this sovereign defense. [00:30:02] arrangement and the idea is, I think it is a high [00:30:06] time that this region must [00:30:09] find an independent architecture [00:30:13] to bring peace and security in this region from far from areas [00:30:17] the time has proved, it is probably difficult if not [00:30:21] impossible, so let me [00:30:24] emphasize that we will [00:30:28] obviously we must not be you [00:30:30] know ' ignoring what's happening in the [00:30:34] world, the times are very challenging, the [00:30:37] situations need full attention of all the [00:30:41] countries in the region, particularly our region, and we have seen the [00:30:45] energy supply chain disruption, we have seen the prices, the common man [00:30:49] is suffering, again the government whatever could do for the two wheelers, three [00:30:53] wheelers, subsidy, remove all the taxes, give refund [00:30:57] through through tokens, almost 10%
