Let's now see [00:21:49] what the international version of the New York [00:21:53] Times reviews, you will have it next on your [00:21:55] screens, this is today's front page that is exported to the [00:21:59] world, stranded in the Persian Gulf, sailors [00:22:03] on ships trapped in the Strait of Hormuz remain there [00:22:06] in the crossfire of Iran's war, before [00:22:09] the war with Iran, about 138 ships [00:22:12] passed through the Strait of Hormuz daily on average, [00:22:15] in other headlines in Nicaragua [00:22:19] a desperate dictatorship, the country [00:22:22] shows what happens when even desperate dictatorships fear [00:22:26] a rigged election and in another [00:22:29] article, The New York Times publishes how China [00:22:32] monitors foreign residents, a police [00:22:36] control panel offers an unexpected view of the use of data [00:22:40] for tracking. This is part of what the international [00:22:43] version of the New York Times highlights [00:24:50] our colleague Milady Travieso, who reviews what the authorities, [00:24:54] the spokespersons from the Fe y Alegría network, have reported the [00:24:58] loss of 30 of their student members and one teacher, this [00:25:01] due to the earthquakes that occurred on June 24, also affecting [00:25:14] Venezuela where it was reported that more than 70 spaces were [00:25:17] affected after the two earthquakes. In the midst of this [00:25:20] situation, four lines of action were proposed, [00:25:24] including financing, recovery, actions that [00:25:34] educational spaces throughout the [00:25:36] country. [00:25:39] And also our students, [00:25:42] 700, 500 715 [00:25:45] students suffered damage to their homes and [00:25:49] two. 200 [00:25:53] 80 workers also have [00:25:56] problems with their homes and of these we have [00:25:58] prioritized which means that we have to [00:26:02] find a solution before October for [00:26:06] 31 spaces, we believe that we must continue [00:26:10] having safe and protected spaces for our [00:26:14] students, uh, those [00:26:17] 31 critical spaces [00:26:21] can affect 18,000 students if we [00:26:25] do nothing, these schools that for example are green [00:26:28] tagged, we know that it will be a face-to-face attention but that [00:26:32] we will have to support a lot in the psycho-emotional [00:26:34] field, [00:26:37] we have to train a lot in risk management, for example, [00:26:40] make it a culture in our schools, the schools that have [00:26:43] a yellow label or that at that moment still have [00:26:47] a yellow label, we would have to think about [00:26:50] how to [00:26:53] sectorize those risk areas that exist in schools so that [00:26:56] students can go in groups for example and can [00:27:00] be attended in the semi-presential reality [00:27:03] also in the schools obviously that have a red [00:27:07] label that we will not be able to attend students there, think about [00:27:11] 30 students but entire [00:27:15] families that [00:27:18] they suffered and that today they are not with us, that they are not active in the [00:27:22] campus, we had an educational community of 809 [00:27:25] students and 700-something families, [00:27:29] and that in the parish, only in the data that [00:27:32] we have... endured, we have 309 left because many have [00:27:34] emigrated, some of those who already passed away, others [00:27:38] seeking other paths, that is a hard blow within [00:27:41] our reality. Joy has always spoken of creating [00:27:45] conditions to generate opportunities, that has [00:27:48] been one of our mottos and one of our vocations within our [00:27:52] educational space, creating conditions in [00:27:55] infrastructure to have safe [00:27:58] spaces, making adaptations in our [00:28:02] academic spaces to guarantee learning, [00:28:06] also creating [00:28:08] conditions for students and families [00:28:12] to ensure the protection of each one of [00:28:15] them, and something we have emphasized since [00:28:18] 2019 has been creating labor [00:28:22] conditions for the staff who work in our [00:28:25] educational spaces. Fe y Alegría Venezuela [00:28:29] remains in a planning process to address. [00:28:32] effectively the institutions with the [00:28:35] objective of starting a new school year in [00:28:39] October 2026. [00:28:42] Milady Travieso, Globovisión. Thank [00:28:45] you, Milady, for this detail of how the Fe y Alegría network is doing after the [00:28:49] earthquakes of June 24th. A very heartfelt, very tough [00:28:52] situation for these institutions that will return in this school year [00:28:56] without a large part of their student [00:29:24] Banco de Venezuela because your greatest value [00:29:28] is you, inviting you to watch [00:29:31] the news. People [00:29:52] have been saved, rescued in the state of [00:29:56] La Guaira. Remember, Globovisión on Daily [00:29:59] Motion, so you can always stay connected. [00:30:05] This Saturday on "Otra Visión," we took a 2-year break, [00:30:09] and because of what [00:30:13] this tragedy was, which truly not only affected [00:30:17] La Guaira but an entire nation, [00:30:19] we had to come back. Our program is for 24 months, where [00:30:23] we can attend to at least 500 children. I say [00:30:27] "at least" because 500 children is a very [00:30:31] low number for what we are facing, but one [00:30:34] also has to know how much they can cover. "Otra Visión," [00:30:38] Saturday, one in the afternoon on Globovisión. [00:31:15] 6:35 minutes, we are ready to present the international [00:31:18] news for this Thursday, August 6th. As we told you at [00:31:22] the beginning, Colombia is preparing because tomorrow, Friday, [00:31:25] August 7th, is the inauguration of president-elect [00:31:29] Abelardo de la Espriella, who also opens a new political [00:31:33] process in the Neogranadine country. However, the [00:31:36] growing violence has also shown signs of [00:31:40] danger in recent days. The authorities have already [00:31:44] warned of plans that would allegedly be [00:31:47] prepared to generate attacks and also sow [00:31:51] fear in the population, and as we headlined at the beginning of [00:31:54] today's front page, authorities in Cali have [00:31:58] seized a bus conditioned to transport [00:32:01] explosives that would also allegedly be used by illegal [00:32:05] groups to generate attacks on military [00:32:08] installations and also police forces. But in addition, the [00:32:12] Colombian government has already activated a security alert. given a [00:32:16] possible threat of attacks during the inauguration ceremony of [00:32:19] president-elect Abelardo de la Espriella scheduled for this Friday in Cali [00:32:23] there in the department of Valle del Cauca. The authorities [00:32:26] warn that illegal armed groups could [00:32:29] try to affect the democratic act that will be attended by [00:32:33] several international leaders and foreign [00:32:36] representatives. The outgoing Defense Minister Pedro [00:32:40] Sánchez reported that there is a threat considered latent [00:32:43] and that the security forces. will reinforce the protection of the [00:32:46] event. For the day, more than 11,000 [00:32:50] members of the public force while restrictions on the [00:32:54] use of drones in Cali and nearby municipalities will be maintained to prevent possible [00:32:57] incidents. The city was chosen by [00:33:00] Delespriella for his inauguration after winning the elections [00:33:04] with a discourse of firmness against illegal [00:33:07] armed groups. Cali is located near areas where [00:33:10] dissident structures of the former [00:33:13] FARC and other illegal groups operate [00:33:16] in a region marked by illicit crops and [00:33:19] territorial disputes. Colombian authorities assure that they are working to [00:33:23] guarantee a safe ceremony and preserve the [00:33:27] development of the change of government, [00:33:29] although the outgoing Gustavo Petro does not recognize the [00:33:33] triumph of de la Espriella and on several occasions has [00:33:36] aired his discourse that [00:33:39] there was an alleged fraud in these presidential elections, [00:33:43] despite the fact that all international observation bodies [00:33:46] have ruled out this possibility and the Colombian [00:33:49] electoral system also denies [00:33:53] what was said by President Gustavo Petro, who [00:33:56] ends his term tomorrow, Friday, August 7th, at [00:34:00] noon. He will not be at the [00:34:03] inauguration either. The truth is that a new government will begin and [00:34:07] he will be the head of the opposition precisely in [00:34:10] Colombia. Let's remember that he supported Iván Cepeda as his [00:34:13] presidential candidate. and aspiring for this new political stage in [00:34:17] Colombia, which also promises a firm hand against the [00:34:20] different groups that are still armed. Let's now [00:34:24] talk about the diplomatic crisis between Brazil and [00:34:27] Argentina, because Brazil decided to temporarily reduce the level [00:34:31] of its diplomatic relations with Buenos Aires. It will maintain the [00:34:34] link under the figure of chargé d'affaires while [00:34:38] the verbal attacks of President Javier [00:34:41] Miley against his counterpart Luis Ignacio Lula Silva continue. [00:34:45] as tension increases between both countries which are going through the biggest diplomatic [00:34:48] crisis in more than 200 years of bilateral [00:34:51] relations. The conflict began after Miley's statements [00:34:55] during a political event in Sao Paulo where [00:34:58] he supported the presidential candidacy of Flavio [00:35:01] Bolsonaro and accused the Brazilian government of [00:35:04] interfering in Argentine internal affairs. Brazil [00:35:08] described these comments as a lack of respect and withdrew its [00:35:12] ambassador in Buenos Aires. Argentina regretted [00:35:15] this decision and assured that it is a measure with political [00:35:19] motivations. Brazilian authorities insisted that the [00:35:22] decision does not respond to ideological differences, but to what [00:35:26] they consider repeated attacks against their [00:35:29] institutions. The tension also occurs in a scenario of [00:35:32] rapprochement between Miley and opposition sectors to Lula [00:35:36] in view of the next presidential elections in [00:35:39] Brazil. [00:35:45] And as we announced this Wednesday, the Vatican [00:35:48] confirmed that Pope Leo XIV will make a tour of [00:35:51] South America from November 6th to 17th with official [00:35:55] visits to Uruguay, Argentina and Peru. The pontiff will [00:35:59] begin his journey in Montevideo, Paysandú [00:36:02] and Florida, will continue through Buenos Aires, Córdoba and Luján [00:36:06] and will conclude his trip to Peruvian [00:36:09] territory. The most extensive stage will be there [00:36:12] precisely in Peru where Leo XIV will visit [00:36:16] Lima, Cuzco, Pucallpa and [00:36:20] where he was bishop after spending almost two decades as a [00:36:24] missionary and obtaining Peruvian citizenship. For [00:36:27] Argentina and Uruguay it will be the first official visit of a pope in almost [00:36:31] 40 years, it will also mark the return of a pontiff [00:36:35] to Argentina since his predecessor Francis never [00:36:38] visited his native country precisely during his [00:36:41] pontificate. [00:36:47] Several governments have already celebrated the announcement made by the Holy [00:36:50] See of this official visit of Pope Leo XIV to [00:36:54] South America. The new government of Peru hopes [00:36:58] that this tour by Pope Leo XIV in November will also contribute [00:37:01] a la reconciliación nacional en un país marcado [00:37:04] por una década de crisis política. [00:37:52] And we're going to change the subject because on Wednesday night, Chilean President [00:37:56] José Antonio Cast announced a legislative offensive against [00:38:00] organized crime, one of the pillars of his government since he [00:38:03] came to power in March with the promise of confronting crime and [00:38:07] irregular migration with a firm hand. Let's see what he [00:38:11] said. [00:38:20] Well, this is part of the announcements that President [00:38:24] José Antonio Cast has made in recent hours. Let's remember that [00:38:27] part of the proposals he outlined in his presidential [00:38:30] campaign was precisely to attack organized [00:38:33] crime, also an offensive against [00:38:37] illegal organizations present in Chilean territory, [00:38:41] including international organizations, but [00:38:44] also not neglecting irregular migration entering through the [00:38:48] northern border of Chile, something that also worries [00:38:52] authorities due to some security incidents. Let's now [00:38:55] see the statement and the announcement. [00:39:00] There are more than 30 projects, some [00:39:03] that are already in Congress and correspond to parliamentary [00:39:07] motions and others that we will present in the coming [00:39:11] days, [00:39:13] that will change the way we confront organized [00:39:17] crime in Chile. [00:39:21] Although Chile remains one of the safest countries in Latin [00:39:24] America, the rate of... [00:39:27] reached 5.4 per 100,000 [00:39:30] inhabitants in 2025, double [00:39:34] that of a decade ago, in a context [00:39:36] marked by the expansion of transnational [00:39:39] criminal organizations such as the Tren de [00:39:42] Aragua, [00:39:44] among the announced initiatives are measures to toughen [00:39:48] penalties. [00:39:52] Let's now talk about the Middle East, because Iran and Oman are advancing an agreement to [00:39:56] coordinate the transit of vessels through the Strait of Hormuz, [00:40:00] one of the most important maritime routes for global oil and gas trade. [00:40:04] According to the Iranian government, both countries have already defined a shipping [00:40:07] corridor and are working on a joint declaration to [00:40:11] regulate the management of the passage, although they warned that the process will [00:40:14] depend on no new external obstacles arising. Iranian [00:40:17] plan for possible climatic authorities clarified that an eventual [00:40:21] understanding with Oman does not mean that the route will be completely [00:40:24] safe for all [00:40:30] tensions in the Middle East conflict, after Iran assumed de facto [00:40:33] control of this strategic waterway. Its interruption [00:40:37] has caused repeated increases in international oil prices [00:40:40] and has increased pressure to reach a solution that allows [00:40:44] the normalization of maritime [00:40:46] transit. [00:40:51] This is happening within the framework of the conflict between the United States and Iran, but let's now go to [00:40:55] Eastern Europe to see what is happening. [00:40:57] between Russia and Ukraine because Moscow's missile and drone [00:41:01] attacks killed at least 17 people [00:41:05] in Kyiv and its surroundings in a new offensive [00:41:08] against the Ukrainian capital. [00:41:11] Ukrainian President Volodymyr Zelensky demanded more [00:41:15] missile interceptors from his allies, a type of weapon increasingly used [00:41:19] by Russia due to the lack of defense equipment and ammunition in [00:41:22] Kyiv. According to a military report, in the last attack Ukrainian [00:41:26] defenses could not intercept any of the 28 [00:41:29] missiles launched by Moscow. [00:41:33] Last night was simply horrible. For the first time, the [00:41:36] lack of ballistic missile defense was strongly felt. [00:41:39] The house was shaking. I want to leave Kyiv as soon as possible so that this [00:41:43] horror, this nightmare ends, because it's impossible [00:41:46] to sleep, it's impossible to work, it has simply become [00:41:49] impossible to live in Kyiv. [00:41:52] These projectiles fly at a very high speed and can only be [00:41:56] shot down by US Patriot air defense [00:41:59] systems. Ukraine has very few of these [00:42:02] systems and its ammunition is scarce. The Russian [00:42:05] Ministry of Defense stated in a communiqué that it had attacked transport [00:42:09] and distribution centers which, according to Moscow, stored or [00:42:13] supplied military equipment and [00:42:16] review other events in Europe, because four men were [00:42:20] injured after an attack with a sharp object in the Convent [00:42:23] Garden area, in central London, while a 47-year-old [00:42:26] woman was arrested by the police as the main [00:42:30] suspect. The authorities reported that scissors were [00:42:33] seized at the scene and indicated that initial investigations [00:42:37] suggest that the incident was related to a mental [00:42:40] health problem of the detainee. The injured, aged between [00:42:44] 34 and 52, were attended by emergency [00:42:47] services and transferred to a specialized center for [00:42:51] treatment. [00:42:57] Let's conclude in Oceania with a curious incident because a New Zealand [00:43:01] councilwoman went viral after participating via [00:43:04] video conference in an official meeting from her home [00:43:08] bathroom, a scene that caused laughter among the [00:43:11] attendees and thousands of reactions on social [00:43:14] media. During this session, a colleague warned her that the camera [00:43:18] showed part of the clothes hanging, but the official [00:43:22] responded naturally and continued with the meeting without [00:43:26] changing her location. The video quickly spread on [00:43:29] the internet where users also commented on the appearance of a [00:43:33] figure in the background of the image, a detail that increased [00:43:38] social media. A curious fact also in New Zealand [00:43:42] politics, this official continued the meeting even though [00:43:46] she was in her bathroom and did not change her [00:43:48] location. [00:46:54] Live on the front page to start the round of interviews, [00:46:57] we commented very early, today officially begins the [00:47:00] dialogue between government and opposition already announced, remembering [00:47:03] that it had been scheduled for August 1st, the statement was [00:47:07] given that it would start this week, officially today in the [00:47:11] afternoon, after noon, the installation of this meeting between the parties is expected, to [00:47:15] analyze what will be precisely this [00:47:18] afternoon in this political environment for Venezuela, we have with us the councilman of [00:47:22] the El Hatillo municipality, Yulio Chelini Ramos, also [00:47:25] a university professor, [00:47:35] known last night, the details were given [00:47:39] that it would start at 1 pm, this in La [00:47:42] Carlota in the Simón Bolívar Park, in this convention center, the return of former [00:47:46] deputy Dinora Figuera to Venezuelan territory [00:47:49] was also very immediate yesterday. [00:47:53] entry through the state and already knowing the situation of air terminals in Venezuela [00:47:56] after July 24th, also this participation by [00:48:00] the government led by Jorge Rodríguez, President of the [00:48:03] Assembly, and various details have already been announced regarding [00:48:07] who will make up these commissions and the points on the [00:48:10] agenda, let's say, this is the starting point. Well, I think [00:48:13] that first of all we must make a reflection on the importance [00:48:17] of dialogue and negotiation as basic [00:48:21] elements, almost existential elements of political [00:48:24] activity that some of us have [00:48:28] always said and have [00:48:31] been heralds [00:48:34] of dialogue, not as a great [00:48:37] necessity that Venezuelan society has to be able to [00:48:40] understand each other, so that political actors can recognize each other, which [00:48:44] is something that has been missing in recent years [00:48:48] not what dialogue is and what negotiation is as a mechanism [00:48:51] to solve the great problems that Venezuelan society [00:48:55] has and that society as a [00:48:58] whole has been unable to advance around, let's say, [00:49:02] its great problems, its great needs, the great [00:49:05] demands it requires because political actors [00:49:08] have not been able to reach the necessary [00:49:11] understanding, so even though [00:49:14] it happened on January 3rd, [00:49:17] well, the paths are leading us to negotiation, that [00:49:20] is, even when there was a situation of [00:49:23] force, the path ends up leading us to [00:49:27] negotiation, something we have been saying for years, I remember that many times, [00:49:31] probably even in this same space, we said that, [00:49:34] even if the government had accepted the result of July [00:49:38] 28th, even if [00:49:40] there were, let's say, eh, let's say, [00:49:43] solutions of force or elements of force, [00:49:47] the situation in Venezuela would always lead to [00:49:50] a negotiation process, why in the end? [00:49:53] Political actors are human beings and they constitute [00:49:56] a reality within the country, [00:50:00] for which they must understand each other, and that is a little bit what is happening at [00:50:04] the present moment and I believe that this is very [00:50:08] important for the country what has been announced and what today must [00:50:11] formally begin. Now, despite this characteristic that [00:50:15] the United States has as [00:50:18] a monitor of that agenda and what the [00:50:22] development of this dialogue will be, there are dissatisfactions, for [00:50:25] example, we talk about the government delegation and it has not [00:50:28] had severe questioning regarding, I believe [00:50:32] that at this moment the important thing is to value the [00:50:35] dialogue, the negotiation, the effort as a whole, it must be [00:50:39] valued positively, we must unite around that [00:50:42] effort to support it as a country, as a society, as [00:50:46] political actors, we cannot be petty because [00:50:49] we are not there, because we are not part of [00:50:53] the negotiation table, so, [00:50:56] throwing darts at that [00:51:00] effort when in the end what interests us is the agenda. I positively value many [00:51:03] of those who are [00:51:07] the opposition, starting with Dinora Figuera herself, who is an absolutely [00:51:10] integral, absolutely respectable, [00:51:14] hardworking person with a resume that [00:51:17] deserves the respect and admiration of the people and therefore [00:51:21] I personally feel very calm and very [00:51:24] serene that she is [00:51:28] the Venezuelan opposition because I also trust [00:51:31] eh her rectitude, I trust in her [00:51:35] good intention, I trust that she knows [00:51:38] perfectly the role she is called to play without [00:51:41] fanfare, without seeking, let's say, [00:51:45] any kind of protagonism and I [00:52:05] which is with the accompaniment and promotion of the United States of America, but [00:52:08] also [00:52:12] the fact that an agenda has already been set in which [00:52:16] both the government and the opposition in this case have [00:52:19] said that a fundamental [00:52:23] the agenda is the issue of reinstitutionalization, of the [00:52:26] strengthening of democracy. We are in an absolutely deinstitutionalized [00:52:30] country, in ruins from an institutional [00:52:33] point of view and even more from a democratic point of view, a country where the [00:52:37] constitutional thread was broken a long time ago [00:52:40] and let this negotiation process [00:52:44] serve to give shape to the institutional changes that need to be [00:52:47] made, the great task of discussing about the [00:52:51] pre and post-electoral guarantees for all actors involved [00:52:55] in the process and especially for Venezuelan society to be able [00:52:58] to recover its right to elect and [00:53:01] decide its future by popular vote as it should be. And as it [00:53:05] is also in the constitution, councilman, we are going to take a [00:53:09] the agenda that talks about the attention to victims, but when it comes [00:53:12] to breaking it down, this has several economic aspects, [00:53:16] political aspects of the condition that the Venezuelan government has to [00:53:20] precisely receive these contributions or special [00:53:24] credits from multilateral organizations, when we come back from the break, [00:53:27] we will detail it. [00:53:47] In Globovisión we have multiple options to keep you [00:53:50] connected with what happens in Venezuela, enter [00:53:54] globovisión.com click on our youtube [00:53:57] channel and now also on dailymotion and connect [00:54:01] to our live signal wherever you are. Belkis [00:54:37] Fenchui. Saturday, 7 in the morning on [00:54:40] Globovisión. [00:56:42] regarding the participants and the support [00:56:46] also complaints that have received or criticisms that have [00:56:50] received these delegations, in the first point [00:56:53] the priority is attention to victims to families affected by the [00:56:57] earthquakes of June 24th, this is broken down into [00:57:01] different different aspects and [00:57:05] the way to receive support from multilateral [00:57:08] entities from other countries, from other funds or special credits is [00:57:12] one of the most striking precisely [00:57:14] because of these limitations that Venezuela [00:57:17] has from the point of view of sanctions, sanctions [00:57:21] end up coming out repeatedly in different [00:57:24] conversations, let's talk about this condition that exists at this moment [00:57:28] to receive aid, in the first instance to receive aid from [00:57:31] abroad, well, first of all it is logical [00:57:35] eh due to the current [00:57:37] context that the first point [00:57:41] eh of the dialogue should be the agreements that [00:57:44] have to be produced around eh [00:57:47] well, solving the issue of Venezuela's recognition before [00:57:51] international bodies, which in recent years has been a very limited [00:57:54] recognition and therefore the republic's access [00:57:58] to eh [00:58:01] certain resources that it has eh in [00:58:05] international bodies, not in foreign banks, in [00:58:09] multilateral organizations [00:58:11] and in that sense, well, I think it is very important that this [00:58:15] can happen, that the 2015 Assembly [00:58:18] acts in the instances in which it must act in order to [00:58:22] obtain the necessary funds, with which I must also say that [00:58:25] it is important that there is a mechanism that has been agreed upon in the [00:58:29] negotiation table to be able to monitor [00:58:32] eh well, the transit of those [00:58:36] resources and their proper utilization [00:58:39] precisely in the recovery that is so [00:58:42] needed by those who have been deeply affected [00:58:45] by the double seismic event of June 24th, who are [00:58:49] tens of thousands of people who are waiting for those resources, so I pray [00:58:53] that those resources can arrive as soon [00:58:56] as possible so that eh both the international [00:59:00] community understands the reality that Venezuela is experiencing at the present time, [00:59:04] and that in the instances where the National Assembly of 2015 [00:59:07] has recognition, it can do so as soon as possible, those resources [00:59:11] come to the country and are used correctly and with the [00:59:15] proper eh the proper mechanisms of control to [00:59:19] verify that those resources are indeed being invested in what [00:59:22] they should be invested in, so I have no doubt about the [00:59:25] importance of this first point on the agenda, which [00:59:29] is also the priority of all Venezuelans that this can be [00:59:32] so, but eh it is important to take into [00:59:35] consideration that while it is true that eh it must [00:59:39] be addressed urgently, whether it is a topic [00:59:42] of the devastation after the [00:59:45] double seismic event, its consequences and reconstruction that the country is called to, [00:59:49] of course it is important and urgent, [00:59:52] but also important and urgent is the issue of re-institutionalization [00:59:56] that can go hand in hand, that is, here we cannot conceive [01:00:00] that a stage of recovery that can take years [01:00:03] is intended to be proposed and then at the end of that [01:00:06] stage we would deal with the issues related to [01:00:10] re-institutionalization, I believe that working commissions must be established [01:00:14] eh, the government on the one hand will have to [01:00:17] advance the efforts it has to make in terms of [01:00:22] the international community and on the other hand establish the [01:00:26] necessary mechanisms for the issue of re-institutionalization, [01:00:29] precisely to that point I wanted to get, let's do this hypothetical exercise, within the first [01:00:33] agreements that could arise, it is seen as possible according to the [01:00:36] analysts precisely the lifting of the remaining [01:00:40] sanctions, they are numerous, let's say it is also a [01:00:43] process eh of relations, an administrative process that will be [01:00:47] complex, but let's do this exercise of [01:00:50] supposition, sanctions are lifted and [01:00:53] there is this liberation or this new permit, this [01:00:56] new freedom to receive the management of resources, what [01:01:00] would be in this scenario, let's say it happens expeditiously [01:01:04] thanks to this meeting or to this series of [01:01:07] meetings this scenario of a [01:01:10] budget without sanctions, well eh [01:01:14] I believe that the new political reality. of the [01:01:17] country, eh, the determining presence of [01:01:21] the United States at this moment in [01:01:24] Venezuela and eh also the situation eh [01:01:28] let's say of the double earthquake eh calls us [01:01:31] to reflect on the issue of sanctions, that is, sanctions [01:01:34] continue to be a very big obstacle and impediment [01:01:38] for Venezuelan society itself that before the sanctions [01:01:41] certainly eh was already experiencing a terrible, [01:01:45] catastrophic situation from an economic point of view. that sanctions obviously [01:01:49] aggravated, we on many occasions said that [01:01:52] eh sanctions, in any case, as a political [01:01:55] strategy were or had to be seen [01:01:59] as a means, not as an end, eh, now the United [01:02:03] States finds itself with a complex reality to be able to [01:02:06] lift sanctions, because it is not as simple as a [01:02:10] resolution, as the signing of a resolution and that's it, but rather [01:02:14] there is a whole framework, a scaffolding, eh, let's say, [01:02:18] eh after all these years of sanctions that will take time [01:02:21] to dismantle, but I think it needs to be accelerated as much as possible, because [01:02:25] even sanctions continue to be an obstacle for [01:02:28] the Americans interested in investing in our country and [01:02:32] foreigners from other countries as well, that is, there is still a lot of [01:02:36] resistance to investment in Venezuela because sanctions [01:02:39] are still there, so I think we need to [01:02:42] understand that if the goal of [01:02:45] government, well I think the country is quite on track for that, because [01:02:49] the United States also decided to escalate its strategy and use a [01:02:52] mechanism of force, if sanctions were a mechanism [01:02:55] precisely to pressure, without the use of force [01:02:58] eh [01:03:00] let's say the force in terms [01:03:02] of brute force, not what [01:03:06] we saw on January 3rd, but in the end they decided to escalate, so sanctions [01:03:10] definitely lose meaning and therefore this has to [01:03:13] be reviewed as soon as possible, now, taking advantage of your role as a lawyer and university [01:03:17] professor, the reform of the [01:03:19] judicial power is already underway, you are [01:03:23] touching on the point of [01:03:26] is also part of this agenda. of the dialogue between government and [01:03:30] opposition that formally begins is true, that is, how are we going to [01:03:34] the progress of this reform and its incidence, you have just [01:03:37] touched on the topic of investors, legal certainty and it goes hand [01:03:43] figures are the ones who guarantee a transparent environment when it comes to a [01:03:47] conciliation, when it comes to a claim, when it comes [01:03:50] to precisely eh making [01:03:53] that legal system or legal framework more solid, more robust [01:03:56] for everything that has to do with Venezuela, not only for the citizen who [01:04:00] expects, let's say, the administration of justice, but precisely also for the businesses that Venezuela [01:04:04] is doing at this moment, well, I [01:04:07] first of all reclaim the certainty that Venezuelans need [01:04:10] and that for many years they have not had [01:04:14] eh in access to institutions for the resolution of their problems, for the [01:04:17] vindications they expect, that is to say, eh Venezuelans [01:04:20] eh eh have institutions that [01:04:24] are absolutely devastated and that requires urgent [01:04:27] attention, that is, there are few [01:04:30] institutions, almost non-existent, to which you can, you can [01:04:33] go as a citizen and get a timely response to what you are [01:04:37] going to propose, to what you need, that is, it happens at [01:04:40] all levels of public administration, so a great [01:04:43] process of re-institutionalization must begin, making [01:04:47] the proper consultations with Venezuelan universities, with [01:04:50] experts, with the different associations, with the guilds, [01:04:53] opening the scope, let's say in terms of dialogue to [01:04:57] the effects of being able to initiate a process of profound [01:05:01] institutionalization, eh, Venezuelan society [01:05:04] requires legal certainty, Venezuelan society requires [01:05:08] institutions that can guarantee that the popular will [01:05:12] expressed can effectively be made effective, eh [01:05:15] investors also need it, because sometimes [01:05:19] I hear that a new supreme court is important so that investors have guarantees, yes it is true, [01:05:22] but also a supreme court to which citizens [01:05:25] can go and get answers, but [01:05:29] also an electoral council, not only to give guarantees to foreigners [01:05:33] that in Venezuela there will be an election that leads to [01:05:36] a change of [01:05:40] democracy, yes, that is very important, we are interested in it being so, but above [01:05:43] all I am interested in the vindication of the vote as the [01:05:46] most important citizen instrument that we citizens have and that [01:05:50] for some years we have not been able to exercise effectively, [01:05:53] at least not when transcendental decisions have to be made such as [01:05:57] choosing the president of the republic, so there [01:06:00] is an important role that this commission must play [01:06:04] and that that is the great expectation that all Venezuelans [01:06:08] have around this and that above the names that are [01:06:11] there eh that personally I value [01:06:14] eh eh most of them [01:06:18] eh I think the important thing is the agenda and that [01:06:21] as soon as possible results [01:06:25] give more confidence to this instrument, now, also within this [01:06:29] agenda. we are developing the topic of institutions [01:06:31] and strengthening democracy in [01:06:35] Venezuela, this definitely leads us to the electoral issue, which is, [01:06:38] let's say, the most longed for by citizens, by citizens with respect [01:06:42] to eh the urgency the haste with which they demand [01:06:45] some type of election celebration, political spokesmen [01:06:49] from different sectors of the opposition in Venezuela have said that a [01:06:53] series of conditions, modifications of restructuring of the electoral power [01:06:56] itself are also required, we arrive again at this hypothetical scenario, [01:07:00] also develops within this dialogue, let's say, the [01:07:04] restructuring of the electoral power, a series of demands, [01:07:07] conditions, guarantees where all parties [01:07:10] agree in conformity with respect to this new reform to [01:07:14] this new electoral power, let's again do a hypothetical exercise, we are in these [01:07:18] conditions, we then talk about the [01:07:20] convenience, the proximity or distance [01:07:23] of celebrating an electoral process, how do you see this [01:07:26] topic that has also been a hot topic with respect. [01:07:30] regarding that one part is not convenient, another one is, but we are no longer [01:07:33] talking about conditions or guarantors, but about how close or how [01:07:37] far, well this continues to be a country where it is very [01:07:41] difficult to plan anything from condominium [01:07:45] matters [01:07:47] eh let's say very particular to the house [01:07:50] to the great issues of national life because [01:07:54] in the end eh when you have a country without [01:07:57] institutions that make decisions when they feel like it, well obviously it is [01:08:00] difficult to plan but also in this case not only do you have the institutions [01:08:04] destroyed but you also have a situation [01:08:08] let's say of accompaniment not to categorize it otherwise from the United [01:08:12] States. here that will pressure in function of [01:08:15] certain decisions and certain calls when [01:08:19] it deems convenient with regard [01:08:22] to its interests, right, so we have to be very clear about that, this in some [01:08:26] way let's say harms the sovereignty or we find ourselves in particular [01:08:29] conditions, well I think we are in a sui generis situation as [01:08:32] a country eh where the constitution serves as a [01:08:36] framework more than as more than as an element [01:08:40] let's say eh that is what it should be as a supreme norm that [01:08:43] we are all subject to, well, it is a kind of [01:08:47] framework, we know that the situation that is posed is one of deep [01:08:50] illegitimacy, but also if we go [01:08:55] the constitution says that we have to call elections in 3010, that is [01:08:58] absolutely unfeasible, but it is also inconvenient eh a few [01:09:02] days ago eh my dear professor of constitutional [01:09:06] law Dr. Jesús María Cazal said something that a simile, [01:09:10] an analogy that I liked very much. Well, it is [01:09:14] that you cannot accelerate a car that does not work, if the car does not work you cannot [01:09:17] accelerate it, because then you are going to crash it eventually, and that [01:09:21] an electoral process [01:09:25] if you do not have the sufficient conditions and guarantees, you as a citizen, but [01:09:29] you as a political actor too, that is to say, in that negotiation [01:09:32] table where a new electoral council must be conceived, new [01:09:36] rectors of the electoral council that generate confidence in Venezuelan [01:09:40] society, you also have to propose. a series of [01:09:43] prior and subsequent conditions to the electoral process, [01:09:46] guarantees for the winner that they will be able to effectively [01:09:50] eh access power, guarantees for the loser that they will not be [01:09:54] persecuted, crushed by whoever won the electoral process, but [01:09:58] you also have to talk eh well, about the issues that [01:10:01] have to do with democratic coexistence, with political actors being able to [01:10:05] perform eh under a new reality with all the [01:10:09] with all the guarantees eh in their [01:10:12] maximum fullness and also important issues must be discussed [01:10:16] such as eh the situation of political parties, the [01:10:20] situation of the disqualified, the issue of the permanent [01:10:24] electoral register that must be purged, but that must also be opened for Venezuelans who are [01:10:27] abroad and who have the right to vote, for which we also call on [01:10:31] the Ministry of Foreign Affairs to [01:10:34] accelerate the processes for the reopening of consulates in [01:10:38] countries, especially where there are more Venezuelans, here we must review. [01:10:42] which are the countries where we are interested in having a consulate, but not for political [01:10:46] reasons, but for [01:10:49] attention to Venezuelans, where there are more Venezuelans, there must be [01:10:52] consulates, first to assist [01:10:56] Venezuelans who are helpless and unprotected in many countries [01:11:00] where they are, but also in the event of an election they must have [01:11:03] facilities to be able to register and participate in the electoral process, [01:11:07] all that has to do with electoral conditions that must be discussed [01:11:10] prior to the process and that takes time, the [01:11:14] time it takes, the months it takes to organize that election and for that [01:11:18] election to go well. We must conclude the interview, councilman of the [01:11:22] municipality of Latillo, Julio Chelini Ramos, the announcement of the renewal of [01:11:25] consular relations with those with whom communication [01:11:29] had been interrupted has also been made these days, during [01:11:33] the last few hours, some political spokesmen also mentioned that they hope [01:11:36] this will continue to happen in the coming days as [01:11:40] this develops, we hope to see you again with [01:11:44] your opinion as the results or first announcements of what these [01:11:47] meetings between opposition and [01:11:58] entertainment, Ecoprácticas [01:12:01] Foundation [01:12:03] presents. [01:12:12] Saving electricity is easy and necessary all [01:12:16] year round, that's why we suggest you plug several [01:12:19] household appliances into a power strip to turn off the [01:12:22] sleep or standby function with a single [01:12:25] button, replace the light bulbs at home and [01:12:29] work with LED bulbs that do not contain mercury and remember [01:12:33] not to throw away those that contain it to avoid [01:12:36] contamination, turn off lights and electrical appliances that you are not [01:12:39] using, keep the air conditioning at [01:12:43] least at 22°C, [01:12:45] use natural light whenever you can, support any [01:12:49] initiative that has to do with greater efficient [01:12:52] investment by the state in the electrical grid. And especially [01:12:55] help us to protect the national [01:12:58] parks where the water that produces [01:13:02] 70% of the electricity in [01:13:04] Venezuela is generated, in this way you and I [01:13:08] will have a better electrical [01:13:09] service. [01:13:18] These light bulbs save energy, but since [01:13:21] they contain enough mercury to [01:13:24] poison almost 1 liter of water, I don't throw them away when they [01:13:28] burn out, I take them to Corpoelec or the nearest [01:13:31] recycling operation where I live. In [01:13:34] Venezuela there are more than 200 [01:13:38] the trash will end up poisoning with [01:13:41] mercury, water and land from which we feed ourselves. [01:13:44] So please, replace energy-saving [01:13:48] light bulbs with LED technology that saves even [01:13:51] more energy without mercury. [01:27:52] Francis Games accompanies the coverage with solemnity [01:27:56] and closeness, a story that is renewed [01:27:59] with each step, devotion that honors [01:28:03] our roots, special coverage, [01:28:06] Holy Christ of La Grita by Globovisión. [01:28:49] This Thursday on Kicosis we will talk with [01:28:51] Francisco Mans, wellness and happiness [01:28:55] coach. Kicosis, Thursday, [01:28:58] 1 PM on [01:28:59] Globovisión. [01:29:32] On "Primera Página" by Globovisión, it's time to welcome our second guest [01:29:36] of the day, Dr. Juan Corodi. He is a lawyer, and he is also president [01:29:40] of the Venezuelan [01:29:51] of Seniat. I would first like to ask you how the [01:29:54] association receives this change in leadership at Seniat, because [01:29:57] after many years there is a new face leading this [01:30:01] institution. Yes. The truth is, first of all, we [01:30:04] want to thank not only the [01:30:07] superintendent, Mr. Román Maniglia, but all the [01:30:11] top brass, for inviting us to a meeting that [01:30:15] I want to describe as extremely [01:30:18] cordial and I believe that its [01:30:20] function was successful. [01:30:24] We had the opportunity to [01:30:26] hear from the superintendent himself [01:30:30] what the change in thinking, the change [01:30:34] in strategy that the [01:30:38] tax administration has with this new [01:30:41] administrator, this new administration. A point that caught [01:30:45] our attention, this seems semantic, [01:30:48] but the superintendent now wants to [01:30:50] talk not about public officials but about public [01:30:54] servants. This is perhaps interesting and [01:30:58] hopefully it can be materialized [01:31:01] the union. As you know, the [01:31:04] Venezuelan Association of Tax Law is an association that is more than [01:31:08] 56 years old and was precisely created by [01:31:11] public officials, by public servants of the [01:31:15] tax administration of the Ministry of Finance at that time, [01:31:18] who considered it necessary for lawyers [01:31:22] specializing in the matter to meet in order [01:31:25] to discuss the most important issues. [01:31:28] So we believe that the objectives of the [01:31:32] Venezuelan Association of Tax Law during all this time and all the [01:31:35] academic and scientific contributions that we have [01:31:39] been collecting throughout these years will be of great [01:31:43] benefit for [01:31:46] this moment where the tax burden [01:31:48] is one of the most important challenges [01:31:52] our republic faces. Precisely, I understand that you [01:31:56] presented the superintendent with a system called MODA, [01:32:00] if I'm not mistaken, it's the acronym [01:32:02] that, in summary, has to do with modernization, [01:32:06] digitalization. What does this system consist of? Because I think [01:32:10] it was one of the requests you frequently made, to digitalize the [01:32:13] process. Without a doubt, yes. We are in the 21st century and we cannot [01:32:17] have 19th-century processes [01:32:20] nor 19th-century taxes. [01:32:23] In that sense, the Venezuelan [01:32:26] Tax Law Association has been very [01:32:29] tenacious in always [01:32:33] that situation. [01:32:36] In Venezuela, the tax burden is not only measured [01:32:40] by the overwhelming [01:32:43] amount of money that merchants [01:32:46] and taxpayers have to pay [01:32:49] for each profit they obtain. We have determined [01:32:53] that approximately [01:32:56] 80% on average, of course, of gross [01:32:59] income goes to pay taxes here in Venezuela. [01:33:03] That gives you a magnitude, but [01:33:07] also another way the fiscal pressure [01:33:09] is in the tax processes. In [01:33:12] Venezuela, a special average taxpayer [01:33:16] also has to do more than 200 tax [01:33:19] procedures per year. That means [01:33:22] that if the year has 200 working days, [01:33:25] they practically have to do one or more, and if, for example, [01:33:29] this taxpayer has headquarters in [01:33:33] different municipalities, this multiplies. [01:33:36] With technology, obviously, [01:33:38] it can [01:33:41] be achieved that the transaction costs, the [01:33:45] costs of complying with those [01:33:48] tax procedures, are lowered, but that's not enough. [01:33:52] It's enough, it's not enough that it's much [01:33:55] easier to pay our taxes, that's undoubtedly [01:33:59] a desideratum and and and we said it is so, [01:34:03] but it's not enough that the great number of procedures we have to do [01:34:08] what really, and I think the [01:34:11] superintendence and the [01:34:15] Seniat should focus [01:34:17] on is to rationalize for real what are the [01:34:21] taxes that should be in force and what are the taxes [01:34:25] that should be paid here in [01:34:27] Venezuela. Other issues were addressed there, such [01:34:31] as the tax on large financial transactions, which is another [01:34:34] issue that has always been on the table. No, precisely in that [01:34:38] meeting the issue of the tax on financial [01:34:41] transactions was addressed, but when I told [01:34:46] you that we are in the 21st century and we have taxes from past centuries, [01:34:50] the tax on large financial transactions is a [01:34:53] tax from the mid-20th century, it is a [01:34:57] war tax that is completely regressive and [01:35:01] also generates distorting [01:35:04] effects on the economy, as you [01:35:07] know, the IGTF is paid at each [01:35:10] stage of the chain, if the importer sells to the distributor, [01:35:14] they pay. If the distributor pays [01:35:16] the, sells to the wholesaler, they pay the [01:35:19] IGTF. The wholesaler, the retailer pays the IGTF [01:35:23] and the final consumer, and that 3% accumulates, [01:35:26] it pyramids in the chain. What does [01:35:30] that generate? Inflation. What [01:35:33] formation of prices. And also, we [01:35:37] believe that the IGTF has already fulfilled its mission. It was [01:35:41] created at a time of extremely high [01:35:45] economic activity, and today I believe we are not in the same [01:35:48] situation. For what that tax collects, [01:35:51] it distorts more than [01:35:55] also, today the tax on large financial [01:35:57] transactions is only for individual [01:36:01] transactions, in a moment where Venezuela is [01:36:04] calling for investors to bring their [01:36:07] currencies. We find this [01:36:10] tax incompatible, not only because it is distorting, [01:36:14] not only because it has already fulfilled its function, but also because [01:36:18] it discourages the use of currencies in a country where we are calling for [01:36:21] them to be brought here. Well, by the way, I want to invite the audience to interact through [01:36:25] x@primerapagina #primerapagina, taking advantage of the visit of [01:36:28] Dr. Juancorodi, who is a lawyer, [01:36:31] you can also send your questions. He was present at this [01:36:35] meeting with the superintendent, so you can interact there [01:36:38] @primerapagina, #primerapagina. Another of the issues that greatly [01:36:41] concerns the commercial sector, and I say this because of the interviews we [01:36:45] conduct here, is the tax burden. Yes, sir, [01:36:49] yes, we have been [01:36:52] denouncing, as you know, the tax burden, and the truth is that Venezuela has [01:36:56] become in recent years [01:36:58] a laboratory, [01:37:01] an unhappy [01:37:05] one, of how the tax burden can diminish [01:37:08] economic growth opportunities. I was telling you that [01:37:11] there is a tax burden [01:37:15] that is very high from a material point of view, [01:37:19] on average 80% of your [01:37:22] income goes to pay taxes, not [01:37:26] only a formal burden, which we also talked about, that you have to do [01:37:29] practically every day of the year a tax [01:37:32] procedure, but to that burden we also have [01:37:36] to add the extremely high pressure [01:37:40] that exists in inspections. In Venezuela, [01:37:44] the powers of inspection and the discretionary [01:37:47] powers that tax administrations have were [01:37:50] exacerbated in the organic tax code and were [01:37:55] discretion. This also forms part of the [01:37:58] burden that taxpayers have. [01:38:02] Imagine not only allocating 80% of your income to [01:38:05] pay taxes, allocating a significant administrative burden [01:38:08] which are also transaction [01:38:11] costs to pay this [01:38:14] large amount of taxes and also having to attend [01:38:18] inspections by the national power in more than six [01:38:25] the parafiscal administrations regarding the payroll, of the state [01:38:29] administrations and the municipal administrations, but [01:38:32] also there are taxpayers [01:38:35] who are in special sectors such as banking, [01:38:38] insurance, hydrocarbons, [01:38:42] telecommunications who [01:38:45] have an additional special taxation. So when [01:38:48] we talk about tax burden, [01:38:52] is paid every day when [01:38:56] you make your tax procedures, [01:38:59] but also these aspects, and finally one that [01:39:03] is economic. Venezuela, for [01:39:07] whatever reason, has gone through the most important economic crisis [01:39:10] in Latin America in the 21st century. [01:39:13] This has resulted in economic [01:39:16] indices being totally distorted in reality, [01:39:19] and that is why, for example, the currency, the [01:39:22] Bolívar, is said to have lost its properties as a medium of [01:39:26] exchange, a unit of account, a store of [01:39:29] value, and that has some effects when it comes to [01:39:32] determining your true economic capacity. [01:39:35] It often distorts a lot. You see an accounting where you see [01:39:39] that there are apparently some gains, but those gains, [01:39:43] being distorted by a Bolívar that does not reflect, so to speak, a [01:39:47] reality, a real purchasing power, [01:39:50] then you end up determining [01:39:53] that taxes are intended to be determined [01:39:56] on a fictitious reality. We're going to take a break and when we return we will [01:39:59] continue talking with Dr. Juan Corodi, lawyer and president of the Venezuelan Association [01:40:03] of Tax Law. I also remind you that you can send your questions and comments via [01:40:07] X or Twitter @primerapagina [01:40:10] #primerapagina. We'll be right back. [01:40:40] we leave. It [01:42:47] balance tilts only towards the national government." What do you think, [01:42:49] eh? I perfectly [01:42:52] understand the frustration in the viewer's [01:42:56] message. Uh, I definitely think that the [01:43:00] modernization of systems can help to [01:43:03] make it easier to register [01:43:06] on the portals and register with the various [01:43:10] tax administrations, but I think that also and the Venezuelan Association of Tax Law, [01:43:13] even in its past conferences on [01:43:17] taxation and mass consumption, spoke about this issue and I think it is [01:43:20] necessary to create a [01:43:23] and one of the conclusions we reached [01:43:27] in that conference was to create a simplified tax regime, [01:43:31] okay, uh, there are many [01:43:34] jurisdictions in many countries, it is a tax [01:43:38] that establishes a single [01:43:41] rate for certain merchants, [01:43:45] certain entrepreneurs, uh, it's like an entry [01:43:48] tax and it prevents a tax [01:43:52] twilight, that tax twilight, of [01:43:55] course, uh, uh, it is an expression to [01:43:58] indicate that there are taxpayers, there are economic [01:44:01] agents who are not registered, there are economic [01:44:04] agents who are not invoicing, there are economic [01:44:07] agents who are definitely not contributing, [01:44:11] giving their share to the republic, [01:44:14] and that results in the need to collect [01:44:17] to satisfy the needs of the state, [01:44:21] so somehow an additional [01:44:25] cost is imposed on those who are [01:44:28] registered, who do invoice, who are [01:44:32] visible to the tax administration and who are [01:44:36] also highly monitored. I agree [01:44:40] that it is necessary to create the necessary [01:44:43] conditions so that all merchants, so that all [01:44:47] entrepreneurs can be registered and all contribute to public [01:44:51] burdens. Now, also, apart from [01:44:54] these taxes, this tax burden, could it [01:44:58] be feasible to propose to know where [01:45:01] these resources are allocated, where these taxes that are [01:45:05] paid go? Undoubtedly yes, the [01:45:08] tax issue not only implies collection, [01:45:11] but also implies the management of resources. [01:45:14] The fact of having a national [01:45:18] budget and having transparency [01:45:21] rules that are even in the constitution, [01:45:24] to know what the use and destination of each [01:45:28] of the items that make up [01:45:31] the national budget is a right that [01:45:34] all citizens have and of course [01:45:38] it also results [01:45:40] in collection. If you know that [01:45:44] the resources you are paying are adequately [01:45:48] used, you feel incentivized [01:45:51] to pay these taxes [01:45:54] adequately. So this works like a two-way [01:45:57] street, of course it does, the tax system, [01:46:01] also, I insist, should not only be [01:46:04] seen in terms of collection, it must be framed [01:46:07] within a whole the conglomerate of fiscal [01:46:13] economic policy, uh, there cannot be a [01:46:17] correct economic policy if there is not an adequate fiscal [01:46:20] policy, and if there is not an adequate fiscal [01:46:23] policy, we will definitely not be able [01:46:27] to have incentives for economic development [01:46:31] and incentives so that ultimately taxes are used [01:46:34] for the welfare of all citizens. Now, another issue that I have also seen, [01:46:37] uh, that you have insisted on [01:46:40] is the extension of the VAT payment [01:46:43] cycle, for example, also the issue of special [01:46:47] taxes, the case of pensions, uh, how [01:46:50] all this is handled and what prospects there are with [01:46:53] this new leadership of SENIAT. Excellent [01:46:56] question, uh, from the Venezuelan Association of Tax Law, we have been [01:47:00] sending for a very long time, but especially [01:47:04] throughout this year, some [01:47:07] proposals that are measures [01:47:11] that are easy to take, that do not [01:47:14] require a legal reform, that do not [01:47:17] require a discussion in the National [01:47:19] Assembly, that can be taken very [01:47:22] quickly and that have a highly [01:47:28] the economy and even on collection, and you have hit [01:47:31] the nail on the head in your question. First [01:47:34] of all, what we have detected is [01:47:37] that there is no greater investment by private [01:47:40] individuals, there is no better remuneration in the [01:47:44] payment of wages and salaries, because the way in which [01:47:47] the collection of taxes is currently established [01:47:50] is linked [01:47:53] the cash flow of taxpayers. If [01:47:57] we lighten the cash flow of taxpayers [01:48:01] by changing declarations from every 15 [01:48:04] days to 30 days, [01:48:06] reducing the retention rate of the [01:48:10] value added tax from 75% to perhaps [01:48:14] 25%, [01:48:16] eliminating [01:48:18] some advance income tax payments that [01:48:22] we have to pay every 15 days and that are also [01:48:25] calculated on gross income, remember when I [01:48:29] told you about 19th century taxes, in the 19th [01:48:31] century it was very, very difficult to determine the income of each [01:48:35] merchant. So taxes were [01:48:37] established on gross [01:48:40] income. Today, in the 21st century, it is not necessary, all the [01:48:43] technology exists and we celebrate [01:48:46] that the superintendent's [01:48:50] vision is towards that, but I insist, there are measures like the [01:48:53] ones I just mentioned that are very easy to take, [01:48:57] eliminate income tax advances and [01:49:00] pass them to the [01:49:03] the law, that exists in the income tax law, [01:49:07] eliminate the 75% retention [01:49:10] and pass it to 25% and also [01:49:13] have monthly periods as is normal, [01:49:16] there are even jurisdictions where VAT [01:49:19] is paid bimonthly. [01:49:22] That is, every two months, understanding that the [01:49:26] dynamics of collection and [01:49:29] credits that exist between merchants are very [01:49:33] dissimilar and different. So, taking these three [01:49:36] measures, uh, let's say, the [01:49:39] cash flow of taxpayers would be greatly [01:49:43] relieved and we are sure, with scientific evidence, that [01:49:46] this cash flow would definitely go [01:49:49] to invest more and this investment [01:49:53] generates economic growth and this economic growth [01:49:56] generates greater collection in all existing [01:50:00] taxes. Also, if you allow me, [01:50:03] taxes that were shown to be completely [01:50:06] superfluous in Venezuela, superfluous in the [01:50:10] economic dynamic and of the Venezuelan market, and how [01:50:14] was it shown? It was shown in the hydrocarbon law and in the [01:50:17] new reform of the hydrocarbon law and in the new mining law. [01:50:21] There we find a list of taxes [01:50:25] that are exempt for both mining activity and hydrocarbon [01:50:28] activity that we consider superfluous in the Venezuelan [01:50:31] economy. One of them is the tax on large [01:50:35] fortunes. The second of them is the [01:50:38] pension tax, having a 9%. We have [01:50:42] even talked about this in this [01:50:45] program. Paying salaries [01:50:49] and bonuses makes it more [01:50:52] expensive for the employer to increase wages and [01:50:55] salaries. Eliminating that para-fiscal [01:50:58] taxation that is as unpleasant as the [01:51:02] tax, uh, the tax established in the science and [01:51:06] technology law that taxes gross income, it doesn't ask you if you won [01:51:09] or lost, if you had a gain or if you had a [01:51:13] terrible loss and [01:51:16] you still have to pay that tax and two additional [01:51:20] para-fiscal taxes that are like in the sports law and the drug [01:51:23] law. The hydrocarbon law and the [01:51:26] mining law already gave us the answer, those taxes are [01:51:30] superfluous. Also, to ask you, if [01:51:34] you comment that to make these changes you don't need a law, you don't [01:51:37] need to go to parliament, perhaps, why aren't [01:51:41] they taken? Is there really fear, a risk from the state to make these [01:51:45] decisions, being sincere about this decision, [01:51:48] also taking the opportunity to ask you about the first public [01:51:52] and perhaps more communicative decision that the superintendent made, which was [01:51:56] this situation of not fining businesses, as far as I understand, for not [01:51:59] displaying their printed RIF. [01:52:03] Uh, this implies that there is a new disposition in SENIAT. [01:52:06] We see it that way, we see that [01:52:10] there is a good disposition to change things [01:52:14] that were irrational and can be [01:52:16] changed very easily. Having a tax billboard [01:52:20] that [01:52:22] also takes up unnecessary space, that you have [01:52:26] to keep printing on paper, [01:52:29] also, with the ecological damage that this can mean, [01:52:32] but the irrationality of [01:52:35] having to display documents that [01:52:38] are in the possession of each of the tax administrations, in our [01:52:42] opinion, this was irrational and a [01:52:45] decision was made that, as I insist, was very [01:52:49] easy to undertake and was undertaken now. [01:52:52] These are, [01:52:56] do you remember when I talked to you about the material tax burden, about the formal [01:53:00] tax burden, about the tax burden in the tax [01:53:03] pressure of inspections, this measure is framed [01:53:07] there in trying to lower the [01:53:10] is really sought are tax [01:53:14] evaders, and I want to tell you that tax [01:53:17] evaders are not in large companies, they are not in companies [01:53:21] that invoice. They are not in companies that have [01:53:24] an internal and external [01:53:27] audit process that is [01:53:29] very extensive. Tax evasion [01:53:33] is in a large number of merchants [01:53:36] and entrepreneurs [01:53:39] who are not registered with the tax administration, who [01:53:43] do not invoice. There is an opportunity [01:53:47] to broaden the tax base and to rationalize the [01:53:50] tax system. Let's... We have one more message that comes to us through [01:53:54] X from our audience, they tell us: the problem is not being able to register, [01:53:58] it is having reasons to do so, in a bankrupt economy, first [01:54:02] recovery, then taxes. [01:54:05] Uh, we are facing a dilemma like the chicken and the [01:54:08] egg, which comes first, if the country [01:54:11] recovers for me to start collaborating with it. From the [01:54:15] Venezuelan Association of Tax Law, we do not think that way, we [01:54:18] consider that the duty to contribute to public burdens [01:54:22] is an inescapable duty and that it is even linked to [01:54:25] democracy. He who pays his taxes [01:54:30] complain, he who is a [01:54:33] taxpayer has the right to demand. [01:54:36] Uh, when you go, when you go to a bakery and [01:54:40] buy a bread and they put it in a torn, [01:54:43] damaged bag, since you are paying, you have the right to say, please [01:54:47] change the bag, or I don't want that baguette, I want it whiter or more [01:54:51] burnt, the same thing happens with taxpayers, when [01:54:55] taxpayers pay our taxes, we [01:54:58] are born with a reinforced right to demand in [01:55:01] democracy. I believe we must break that false dilemma [01:55:05] between what I want.
