[00:43:22] In Bolivia, Congress approved a credit program of 1.9 billion
[00:43:25] dollars with the International Monetary Fund, intended to support an
[00:43:28] integral plan of economic
[00:43:31] reforms. After the approval by deputies
[00:43:35] on Thursday, the Senate sanctioned the law authorizing the debt
[00:43:38] to support a package of economic reforms.
[00:43:42] PAS celebrated the approval and affirmed that the resources will

[00:43:49] the economy, and promote investment and employment. In exchange
[00:43:53] for the financing, Bolivia committed to eliminating, starting in January

[00:44:00] deficit, cutting current spending, and moving towards a more
[00:44:04] flexible exchange rate. The measure
[00:44:07] will end fixed prices for gasoline and diesel, which
[00:44:10] will be governed by the international market. According to the government,
[00:44:14] this change will help reduce fuel smuggling and
[00:44:17] alleviate the shortage affecting the country, along with the lack
[00:44:20] of dollars. However, transport unions and agricultural
[00:44:23] producers reject the initiative and threaten
[00:44:27] mobilizations. Now the executive expects the IMF
[00:44:30] board to ratify the agreement on October 2nd. A first
[00:44:34] disbursement of about 250 million dollars could arrive a few
[00:44:37] days later. In
[00:44:40] addition, the government trusts that the program will facilitate new
[00:44:44] credits from multilateral organizations for about
[00:44:47] 5 billion dollars. The
[00:44:50] Costa Rican Foreign Ministry confirmed that diplomatic relations with Cuba
[00:44:54] have been broken since March, the month in which the executive closed
[00:44:58] its embassy in Havana and withdrew all accredited
[00:45:01] personnel. The organization specified that the
[00:45:04] rupture was due to the constant violation of human
[00:45:08] rights in Cuba, and the decision was confirmed by
[00:45:12] Costa Rican Foreign Minister Manuel Tobar during his
[00:45:15] tour of the United States. After a meeting with Secretary
[00:45:19] of State Marco Rubio, the head of diplomacy
