[00:00:24] Hello again from the News Desk on Halk TV screens. It's 3 PM. We're in the last [00:00:27] hours, and there are still very [00:00:31] hot developments. The meeting between President Erdoğan and [00:00:34] MHP leader Devlet Bahçeli has ended, [00:00:38] and the first images [00:00:41] regarding that meeting have reached our news center, Halk TV news [00:00:44] center. Let's see the images in detail, [00:00:48] and I'll immediately share them with you. [00:00:51] Now, an important meeting [00:00:54] lasted 45 minutes. [00:00:57] of proceedings. I The main agenda of the meeting was the framework law and the steps to be taken afterwards. [00:01:00] These were them. The framework law proposal, which is expected to form the legal infrastructure [00:01:03] of the new solution process, was submitted to the Parliament Speaker's Office [00:01:06] yesterday. MHP leader Devlet Bahçeli was the first [00:01:10] to sign the framework law. Immediately after [00:01:14] this critical meeting between Erdoğan and Bahçeli, [00:01:16] the state summit will come together for a security summit. [00:01:20] The National Security Council (MGK) will work as a confirmation body [00:01:23] for the organization to lay down arms [00:01:26] with the acceptance of the framework law submitted [00:01:30] to the Parliament. An important [00:01:33] title: verification and confirmation authority. At the board [00:01:37] meeting starting at 3:30 PM, coordination and [00:01:40] synchronization with other institutions [00:01:43] involved in this process will also be [00:01:46] discussed. [00:01:56] New party leader Özgür Özel went to visit the families [00:02:00] of martyrs and veterans this morning. He continues his visit to the families [00:02:03] of martyrs and veterans, saying, "We are with you [00:02:07] until your rights are given." [00:02:09] There is a regulation [00:02:12] that is far below expectations. Our basic [00:02:16] approach on this matter [00:02:19] is that if a soldier [00:02:22] is martyred, his family should be paid [00:02:25] a salary equivalent to a specialized sergeant. In the law, [00:02:29] they wrote it as "up to a minimum wage." [00:02:32] Secondly, for those not considered [00:02:36] veterans, we were offering an honor pension. [00:02:39] They put something like a 17,000 additional indicator. [00:02:43] It's better than nothing, but far below expectations. It's important [00:02:47] to fix these, but there's an opportunity [00:02:51] before us, a framework law. Regarding that, yesterday, [00:02:55] the signatory parties made a proposal. Our basic [00:02:58] approach is this: for blood not to be shed [00:03:01] again in Turkey, we advocate for all regulations [00:03:05] to be made on a democratic basis. At this point, [00:03:09] on one hand, we find it insincere [00:03:13] to create an impression as if the problems [00:03:17] of veterans and martyr families are being solved. [00:03:20] We also want everyone to know [00:03:23] once again that the expectations [00:03:26] of the families of veterans or those who were martyred early [00:03:30] have not been met in any way, [00:03:33] and we will follow [00:03:36] this matter to the very end. We are closely monitoring [00:03:40] all sensitivities. If we were [00:03:43] in a sensitive position on the first day, we are [00:03:47] in the same position today. I have always [00:03:50] said that we would never be involved [00:03:53] in matters where we cannot face [00:03:56] the families of martyrs and veterans. [00:04:04] The New Party's Manisa Provincial Chairman İlksen Özel [00:04:08] was detained, and the New Party reacted [00:04:11] to the development. [00:04:14] Özalper was detained within the scope of a bribery [00:04:18] investigation transferred by the Istanbul Chief Public Prosecutor's Office [00:04:21] to the Ankara Chief Public Prosecutor's Office. Within the scope of the same investigation, the advisor to the Mayor of Manisa Metropolitan Municipality [00:04:25] and [00:04:30] Sadeler A.Ş. General Manager Cem Yüzer were arrested. [00:04:33] Özalper's house in Manisa was searched. After the procedures at the police station, [00:04:37] he was transferred to Ankara. It was reported [00:04:40] I washed that the investigation was carried out based [00:04:43] on the statements given by the suspended [00:04:46] Uşak Mayor Özkan Yalım within the scope of the effective remorse provisions, [00:04:49] MASAK reports, and HTS records. New Party Group [00:04:53] Deputy Chairman Murat Emir reacted to the development. [00:04:56] Murat Emir, who made a statement on his social media account, said that [00:05:00] the detention of our President in Manisa [00:05:03] is not a legal step, but the continuation of an organized [00:05:07] political revenge project instructed by the palace. Emir also [00:05:10] used the expressions, "You will not be able to destroy [00:05:14] civilian politics with your fabricated files, arrests, and [00:05:18] fictional investigations." [00:05:24] An operation was also carried out against the CHP-affiliated Menderes Municipality. [00:05:28] We shared with you an operation at dawn. In this operation, [00:05:31] fugitive Deputy Mayor Rüzgar Sönmez was also [00:05:34] detained. The lawyer of the detained Mayor İlkay [00:05:38] Çiçek made a statement. "In the operation [00:05:44] against Menderes Municipality, fugitive Deputy Mayor [00:05:48] Rüzgar Sönmez was also detained. The lawyer of the detained Mayor [00:05:52] İlkay Çiçek made a statement to journalists. He said that the WhatsApp [00:05:55] messages attributed to Çiçek that appeared in the public [00:05:59] were fake. In İzmir, another operation was carried out [00:06:02] against a CHP-affiliated municipality the day before yesterday. [00:06:06] This time, the address was Menderes Municipality. In the investigation [00:06:10] where bribery accusations were made, many people, including Mayor İlkay Çiçek, were detained." [00:06:13] A development [00:06:16] occurred. Sönmez was also detained in a house in Gazi Emir. [00:06:19] On the other hand, while the families [00:06:23] of the detained individuals continued their wait in front of the Provincial [00:06:26] Gendarmerie Command, a statement came from President Çiçek's [00:06:30] lawyer, Atalay Aksay. Aksay stated that there was a confidentiality [00:06:33] order in the investigation. He also stated that the WhatsApp [00:06:36] messages allegedly belonging to İlkar Çiçek were fake. "Due to [00:06:40] fake messages created by one person, [00:06:44] we were lynched in public. Regarding this issue, [00:06:47] on June 12, 2026, we filed a criminal complaint [00:06:51] with the Izmir Chief Public Prosecutor's Office [00:06:53] regarding a blackmail message received by our client [00:06:57] from a phone belonging to Iraq. While the investigation was ongoing, [00:07:00] after the detention process, an impression was created [00:07:04] as if we were detained solely for this reason, [00:07:06] as if the essence of the investigation were these messages, these correspondences. [00:07:10] My client has not even given a statement yet." Çiçek's wife [00:07:13] Melek Çiçek also spoke to journalists. She said, "My trust in my husband is endless." [00:07:17] I want the false news prepared [00:07:19] with artificial intelligence on social media [00:07:22] to end. Put your hand on your heart. [00:07:25] I want justice to be served, and my trust in my husband is endless. [00:07:29] New Party Izmir Deputy Murat Bakan, whose name was mentioned [00:07:32] in the messages allegedly belonging to Çiçek, also announced [00:07:36] that he had filed a criminal complaint with the prosecutor's office. [00:07:40] "If these correspondences are not real as alleged, [00:07:43] it should be revealed by whom and for what purpose [00:07:47] and under whose instruction this digital content was served. [00:07:50] If these correspondences are real, I demand that the necessary action [00:07:54] be taken regarding the parties to the correspondence. [00:07:57] I will also initiate legal action against [00:08:00] everyone who spreads these correspondences [00:08:05] as if they were real, creates a perception on them, [00:08:08] and deliberately misleads the public with false information." [00:08:12] Today is an important day, and hot developments are coming [00:08:16] one after another. Now, Den Party spokesperson Ayşe Gül [00:08:19] Doğan is with us. Ms. Doğan, welcome to Halk [00:08:23] TV screens. Hello, hello. Thank you very much, [00:08:27] you're very kind. Was this the first law proposal [00:08:31] you signed on behalf of your party? Has a [00:08:34] door been opened for the solution to the problem, [00:08:37] in your opinion? What kind of opening was it? [00:08:40] Yes, our party has represented a tradition that has been involved [00:08:44] in politics in parliament for many years, [00:08:46] and I am talking about a party that includes [00:08:50] many different views and different political parties. [00:08:53] This is the first time we are signing a law proposal. [00:08:56] For us, this signature has the value of being a first [00:09:00] in this sense, and of course, as you mentioned, [00:09:03] because we have seized an opportunity to open [00:09:07] a very important door for democracy in Turkey, [00:09:11] we need to evaluate this opportunity together. [00:09:14] Yes, it's a first step. A first step. Okay, [00:09:17] do you find it democratically sound [00:09:20] in terms of content? Will the level of democratization [00:09:24] increase in the future? Now, this is how it is. Our signing [00:09:28] this law proposal does not mean that we agree with everything [00:09:31] in this law proposal, or that we share the same [00:09:35] opinion on every issue. After all, this law proposal [00:09:39] is currently on the agenda of the parliament with the signatures of different political [00:09:42] parties. It will come to the justice commission tomorrow, [00:09:46] and then it is planned to come to the general assembly. [00:09:49] Since the process in the justice commission has [00:09:53] not been fully determined yet, it will start tomorrow, [00:09:56] but we will monitor together how long it will take, [00:09:59] what kind of performance will be exhibited, and [00:10:02] whether it will receive strong support and participation. [00:10:05] This will determine the timetable for its [00:10:09] coming to the general assembly. However, there is something [00:10:13] here: we are talking about a proposal that emerged [00:10:17] as a result of long consultations, discussions, [00:10:20] and different views. Could a different method [00:10:23] have been tried procedurally? More democratic, more participatory? [00:10:26] Of course, we stated from the very beginning [00:10:29] that this law proposal should be formed with [00:10:32] a more democratic, more participatory method, and we insisted [00:10:36] on this. It didn't happen this way, but the fact that it didn't [00:10:39] happen this way does not mean that we should belittle [00:10:42] the importance of this first step or not highlight its value. [00:10:46] On the contrary, we must express our criticisms [00:10:49] openly and state our suggestions directly [00:10:52] so that we can advance this process more strongly. [00:10:56] We must turn this first step into a basis [00:10:59] for the emergence of new legal regulations [00:11:02] that can provide a more democratic, more participatory, [00:11:06] broadest political consensus, and the most comprehensive [00:11:09] agreement, while building peace on one hand and simultaneously [00:11:13] creating space for Turkey's democratization. Okay, [00:11:17] what do you think is the key article of this law, [00:11:20] this law proposal? Is hope conditional here, [00:11:23] dependent on certain conditions [00:11:25] reciprocally? By hope, do you mean being hopeful? [00:11:29] Yes, yes, now, of course, [00:11:33] many key articles of this law can [00:11:36] be discussed. It depends on how you look [00:11:39] at this proposal. If we look [00:11:43] at its shortcomings, we can see [00:11:46] some key things, but [00:11:49] on the other hand, the fact that it was prepared [00:11:52] by the security [00:11:55] bureaucracy is one of the points seen as a shortcoming, [00:11:59] that's why I asked. Now, we shouldn't limit [00:12:02] the issue to a security-oriented approach. The issue we are talking [00:12:05] about is a political issue, and we say that we need [00:12:09] this process to eliminate the consequences created [00:12:12] by this political issue, from the very beginning, [00:12:16] to solve problems through dialogue and to create the ground [00:12:19] for the complete deactivation of weapons. There is an organization [00:12:23] that has made a decision [00:12:25] to disband, an organization that has [00:12:28] burned its weapons, and thousands of people [00:12:31] belonging to this organization are citizens of the Republic [00:12:35] of Turkey. We are talking about a process, [00:12:38] a path, that has been initiated to open the way for them to return to the country [00:12:42] and to be included in democratic and political [00:12:45] life together. The metaphor of a path is important [00:12:49] because it will be long, [00:12:52] it will have stages, it will have ups and downs, [00:12:56] there may be some risks. It seems inevitable [00:12:59] to eliminate these beforehand, [00:13:03] to foresee them, and to create the necessary [00:13:06] mechanisms for them. And we, from the very beginning, [00:13:10] as those who follow us know very well, [00:13:13] have been saying as a party what is needed, [00:13:17] why a broad political consensus is necessary, [00:13:20] why peace and democracy cannot be separated from each other, [00:13:23] and that it is crucial to achieve this [00:13:27] with the hope and trust you mentioned. [00:13:30] This legal regulation, [00:13:33] on the other hand, aims to permanently deactivate weapons. [00:13:37] I say this because all the regulations [00:13:41] made so far have been tried to be confined [00:13:43] to a "repentance parenthesis," and [00:13:46] these did not solve the problem, on the contrary, [00:13:50] they reflected as an unresolved issue and deepened [00:13:53] the problem. Now, for the first time, [00:13:57] a non-demeaning approach [00:14:00] should be adopted. It might be like this [00:14:03] for all political parties; others probably see shortcomings [00:14:07] as well. I need to say that [00:14:10] even if we are not entirely satisfied with it [00:14:14] and don't find it comprehensive enough for our party, for example, [00:14:17] we said there shouldn't be categorical distinctions. We announced [00:14:21] these to the public before. We said that the scope [00:14:24] should be kept broad. We said from the very beginning [00:14:27] that peace and democracy should progress together. [00:14:31] We said that public concerns and suspicions [00:14:34] should not be allowed. However, we must also [00:14:38] know that this law is not a magic law [00:14:41] that will democratize Turkey overnight, [00:14:45] or eliminate the pains created by 50 years [00:14:49] of conflict in Turkey, or solve the Kurdish issue [00:14:52] overnight, or provide equal citizenship overnight, [00:14:56] or guarantee mother tongue rights overnight, [00:15:00] or perhaps eliminate regulations like trustees, [00:15:03] or strengthen local democracy. But it will open [00:15:07] the way to all of these, strengthen them, and [00:15:10] for this, all of us, especially the political parties [00:15:14] in parliament and outside parliament, civil society [00:15:17] organizations, those who have worked for peace, equality, [00:15:21] democracy, for a common life in Turkey, and [00:15:25] who want this period of conflict to end, who want [00:15:29] words, not weapons, to be heard, [00:15:32] every citizen really needs [00:15:35] to strive for this door [00:15:37] to be fully opened and feel responsible. [00:15:41] From this perspective, we see the entire law [00:15:44] as critically important, it carries the value of a key. [00:15:48] If we can evaluate this key correctly, [00:15:50] understand it correctly, and use it correctly, [00:15:54] we can also make this process successful. So, what doors [00:15:58] will this key open in the future, in your opinion? This [00:16:01] key must first make peace permanent. [00:16:05] It must bring new regulations [00:16:08] on the path to democratization. The issues I mentioned [00:16:11] earlier will be critical issues [00:16:14] in the coming period: equal citizenship, [00:16:17] local democracy, mother tongue rights, [00:16:20] remedying the consequences and grievances [00:16:24] that have arisen from the Kurdish issue being [00:16:27] a political issue, creating the necessary [00:16:30] mechanisms to prevent the pains experienced [00:16:34] during this period from happening again, [00:16:36] and also, for example, lifting the obstacles [00:16:40] to freedom of thought and expression, [00:16:43] ensuring freedom of organization. [00:16:47] We believe that this key must be used [00:16:50] well to open similar doors. [00:16:54] Of course, we do not [00:16:56] approach this in such a way. [00:17:00] We stated this at the press conference today: if this [00:17:03] were capable of solving all problems, [00:17:07] then we wouldn't need to add a clause [00:17:10] about areas that need to be completed, [00:17:14] or say that new legal regulations should be introduced. [00:17:17] For example, equality in the Execution Law, some changes need to be made [00:17:21] in the Turkish Penal Code and the Anti-Terror Law. All of these must be calendared [00:17:24] quickly in the coming period, and [00:17:27] never be postponed. Uncertainties regarding [00:17:30] implementation must be eliminated, and any legal [00:17:34] gaps must be filled. [00:17:38] There are many more issues regarding the coming [00:17:41] period. For example, there are exceptions in this law. [00:17:45] What will these exceptions be? We must evaluate and discuss [00:17:48] all of these. But in essence, where this should lead us, [00:17:51] from our party's perspective, is definitely to build [00:17:55] a lasting peace and democratize Turkey. [00:17:58] There is no priority here; there must be synchronicity. [00:18:01] Now, with the framework law being announced by Abdullah [00:18:05] Güler and Fetih Yıldız yesterday, there are a few questions [00:18:08] that society is very curious about and has discussed a lot. [00:18:12] I would like to ask these questions to you while I have you here. [00:18:16] Will it cover Öcalan? Will it cover Demirtaş? [00:18:20] Will Demirtaş benefit from this framework law [00:18:23] in the next period, for example? For now, it is said to be 6 months [00:18:27] and independent, temporary. So, if it doesn't cover [00:18:30] him now, will it cover him in the future, [00:18:34] for example, as you mentioned legal changes, [00:18:37] such as the Political Parties Law, and the Execution Law? [00:18:40] Yes, some of these were stated yesterday: there is a need [00:18:43] for certain changes in the Political Parties Law, the Execution [00:18:46] Law, and similar laws, and the Election Law. [00:18:50] Now, in the justification of the law, it is clearly stated [00:18:53] that this is a first step and that a series of legal [00:18:57] regulations will follow. There is a reference to this. [00:19:01] Therefore, this law should be considered a basis law for other legal [00:19:05] regulations, drawing its source from here. [00:19:08] And it should be a root law, [00:19:11] a key to solving root problems. [00:19:14] It does not cover Öcalan, as you know, [00:19:18] as an exception here. However, [00:19:21] there is such a situation regarding Öcalan's [00:19:24] position. Now, Öcalan is one of the determining [00:19:28] actors in this process, an important actor, [00:19:32] who took on a critical responsibility. With his call [00:19:35] on February 27, 2025, Öcalan opened [00:19:38] the structure of this process where weapons could [00:19:41] be completely deactivated. To fulfill these requirements, [00:19:45] one needs to have these conditions. Now, according to the law, [00:19:48] a parliamentary monitoring board will be established, [00:19:51] and also a coordination board, like a coordination [00:19:55] board attached to the presidency, will be established. [00:19:59] This board will include ministers and various ministries, [00:20:02] but at the same time, sub-commissions [00:20:05] can be established as needed. [00:20:07] If the requirements of the process indicate [00:20:11] new boards, these can be consulted, discussed, [00:20:14] and their requirements can be fulfilled. [00:20:18] In this context, Öcalan's role, position, [00:20:20] working conditions, effective participation [00:20:24] in the process, ability to participate [00:20:27] uninterruptedly, taking initiative, there are [00:20:31] interviews with organization leaders, statements, [00:20:35] we all follow and see them. I haven't come across [00:20:39] a statement made after this law proposal yet. [00:20:42] But there are statements made before that imply [00:20:45] they will wait for Öcalan's call, that is, [00:20:48] for participation in this law after this law proposal, [00:20:52] a message from Öcalan. If you cannot provide [00:20:56] this communication, how can you accelerate [00:20:59] this process? I mean, meanwhile, Mr. Bahçeli [00:21:03] reiterated his call once again when asked, [00:21:07] he said, "I think Öcalan should have the right [00:21:10] to hope and Demirtaş should return home." [00:21:12] He used the phrase, "I'm still at the same point." [00:21:16] Yes, there are people who cannot benefit from the right [00:21:20] to hope just so Öcalan doesn't benefit [00:21:23] or isn't included, so he remains an exception. [00:21:26] These should not remain exceptions either. [00:21:30] We need to look at this process by getting rid [00:21:33] of old habits. We need to look at it from [00:21:36] a broader perspective. We need to clear the way [00:21:40] for everyone who has made an effort and contributed [00:21:43] to this issue. As for Demirtaş, [00:21:47] Demirtaş is certainly within the scope, [00:21:50] as are other prisoners of the Kobani case, [00:21:54] who have been unjustly imprisoned for years. [00:21:57] We know very well that the imprisonment [00:22:01] of both Selahattin Demirtaş and Figen Yüksekdağ, [00:22:04] especially, and other Kobani case detainees [00:22:07] is political. The public is also convinced of this. [00:22:11] There are ECtHR and Constitutional Court decisions. There is no need [00:22:14] to wait for this law either. Every minute stolen [00:22:18] is stolen from people's future unjustly and unlawfully. [00:22:22] This must be put to an end. ECtHR and Constitutional [00:22:25] Court decisions must be implemented. The National Solidarity, [00:22:28] Brotherhood and Democracy Commission established [00:22:32] in Parliament, with the signatures of all political parties [00:22:35] with a group, except one political party, [00:22:39] already found this with a joint report, but despite [00:22:42] this, you see, the requirements of the report [00:22:45] are still not being fulfilled. This also needs to be done [00:22:48] without delay. This detention must be ended immediately. [00:22:52] There is no deprivation of rights, no political ban. [00:22:55] If, according to this new legal regulation, [00:22:59] there is no final conviction against [00:23:02] them, then there should not be a political ban. [00:23:06] Also, we should not forget this, Ms. İrem: when [00:23:09] you make a legal regulation to remove obstacles [00:23:12] to participation in democratic politics, [00:23:15] the biggest motivation and hopeful aspect [00:23:19] for the public is how genuinely [00:23:21] you implement it, how you will realize it, [00:23:25] and whether it will truly create opportunities [00:23:28] to expand the sphere of democratic politics. [00:23:31] Now, if you set out to expand the sphere [00:23:35] of democratic politics and then create small [00:23:38] restrictions within that expansion, this becomes [00:23:41] a paradox, and such paradoxes [00:23:44] make the process difficult. Instead of this approach, [00:23:47] we need a new approach, one that respects [00:23:51] mutual sensitivities and bases change and transformation [00:23:54] on these sensitivities. Yes, now, [00:23:58] do you think this law proposal, [00:24:01] which emerged during the PKK's [00:24:04] disarmament process, will expand [00:24:08] the scope for political activity, as you mentioned [00:24:12] political activity? I mean, will there be [00:24:15] a fundamental change in political [00:24:19] rights in the future? It should be, [00:24:21] because we are going [00:24:24] through a process aimed at democratizing [00:24:28] the sphere of political activity and politics. [00:24:31] How else can you expand the sphere of democratic [00:24:35] politics? You can expand it by ensuring freedom [00:24:38] of thought and expression and freedom of organization. [00:24:42] You can achieve this by expanding [00:24:45] the sphere of equality. That is the main goal. [00:24:49] Therefore, these are the things detection, this is [00:24:52] an approach that takes eee and it is [00:24:56] expected to come to the commission tomorrow. [00:24:59] Will it come to the commission tomorrow, will there be a delay or not? But after it comes to the commission, there will be a certain stage [00:25:02] And you confirm it. that it will go through to enter into force, I guess, [00:25:06] right? I would like to ask that too. Eee, when we [00:25:09] first talked, you also mentioned this security-oriented approach. [00:25:12] Is this security-oriented approach stemming from a [00:25:15] matter of distrust a little bit? Let me ask this too. [00:25:19] "Now, this law [00:25:21] eee should be an [00:25:24] eee pioneering eee legal regulation, [00:25:28] eee and we think it will be pioneering, we think it will be paving the way, [00:25:32] so we attach great importance to this first step, we attach importance to it despite its [00:25:36] shortcomings, if we wanted to talk about its [00:25:38] inadequacies, we could say a lot, but [00:25:42] we are trying to make suggestions that can eliminate these inadequacies, [00:25:46] strengthen the value of the first step in this process, [00:25:50] so that the regulations and boards that may follow [00:25:53] do not get stuck in a security-oriented design, as you said. [00:25:57] The design of the process from now on should really [00:26:00] proceed in a democratic, participatory, consensus-based, dialogue-based, [00:26:03] negotiation-based manner and [00:26:07] expand these legal eee possibilities, [00:26:09] eee so eee when we [00:26:13] look at it this way, the law is currently planned to come [00:26:16] to the Justice Commission tomorrow, no delay [00:26:19] has been reported, there is no change [00:26:23] at these minutes, that timetable will proceed as [00:26:26] it is, after the commission, [00:26:29] it will depend on the performance of the work, as a party, here... [00:26:32] our expectation is that all political parties will assume [00:26:35] a facilitating, pioneering, and constructive role in this process [00:26:39] and not approach this as if it is [00:26:42] only the issue of the Den Party or the ruling [00:26:45] bloc, the ruling parties, [00:26:48] after all, there is no such approach, I was listening [00:26:51] to the new party general chairman Özgür Özel [00:26:54] while connecting to you, eee [00:26:57] he also said so, that is, with strong [00:27:00] participation, strong support. [00:27:03] with the broadest political consensus, to bring this to the general assembly [00:27:07] of the parliament and pass it and ensure [00:27:09] its rapid enactment into law [00:27:13] and to present our suggestions [00:27:15] for the process to proceed in the most democratic and participatory way so that it does [00:27:18] not get trapped in a security-oriented design. So, we said the confirmation and determination of the NSC, [00:27:22] will the process actually start completely with the confirmation and determination [00:27:26] of the NSC, but [00:27:29] in this process, a date and threshold have not been set, [00:27:33] so can this proceed over years? [00:27:36] Is there such a possibility? Now, [00:27:39] of course, we can talk about various possibilities and scenarios. [00:27:43] If we take examples from global conflict resolution experiences, for example, there are [00:27:46] eee experiences that have spanned years, [00:27:50] eventually successful but spanning years. Looking at it from Turkey's [00:27:53] perspective, we actually have a heavy burden, [00:27:57] we are talking about a process that has spanned years. Will it bring [00:28:01] a successful, widespread process? Actually, of course, [00:28:05] it should not, that is, it has spread over [00:28:08] enough years, enough time has been lost, [00:28:12] what else's time will we lose, we need to progress quickly, [00:28:15] we should not leave the implementation uncertain, [00:28:18] we should not leave the functioning of the boards uncertain, [00:28:21] eee when you leave it uncertain, both [00:28:25] eee rumors become various, and risks increase, [00:28:28] so our wish is for this to progress quickly [00:28:31] and again... I repeat, everything that needs to be [00:28:35] done should be in accordance with this speed, I am not talking about haste, [00:28:39] I am not talking about panic, we do not need this, the upcoming [00:28:42] period is a period where democratic [00:28:45] maturity should be taken as the basis, a period where a constructive language [00:28:49] and inclusivity should be taken as the basis, a period where we should try to understand [00:28:52] each other, to become acquainted [00:28:56] again and again, to create a new one, [00:28:59] to touch each other's pains, and to secure this with law. [00:29:02] We want it not to happen again, [00:29:06] never to happen. Yes, [00:29:08] there is no open-ended process to benefit from the law, right? There is a 6-month period? [00:29:12] Yes, but [00:29:14] it can be extended eee [00:29:18] such [00:29:19] comments are also being made, pardon, [00:29:22] let me drink some water, excuse me, please have a sip of water [00:29:26] too. [00:29:26] Extend. [00:29:32] Comments [00:29:40] 6-month period can be extended, what kind of extension is being talked about, for example, [00:29:44] that is, what kind of process does this point [00:29:48] to? Of course, we will also discuss this with Ayşe Güldoğan, [00:29:51] eee of course, when will the [00:29:55] socialisation phase begin, [00:29:58] because we saw the bill for the first time yesterday. And [00:30:02] the signatures were made, Ak Party, Nationalist Movement [00:30:05] Party, Den Party came with a joint [00:30:09] proposal, the New Way group signed, we know that some [00:30:12] names did not sign, Republican People's Party signed, the new party [00:30:16] today at around 13:00 to 13:30 announced that they would make [00:30:20] their decisions after a meeting with their legal staff, [00:30:23] they only had an objection in terms of procedure, they had [00:30:27] actually stated that their general approaches to the content were the same, [00:30:30] please come, you are better, I guess. [00:30:37] are being made about whether it can be extended or not, I did not say [00:30:41] it can be extended, let there be no misunderstanding there, [00:30:44] I also caught a cold a little bit at that moment, eee [00:30:48] I am on the screen now, I am sorry eee I also [00:30:51] apologise to our viewers, now, comments are being made about whether [00:30:55] it can be extended or not since yesterday, when will this 6-month period start, [00:30:59] how will it be evaluated, what kind of decision will the supreme [00:31:03] coordination" board make regarding this, the board [00:31:05] that is envisaged to operate eee [00:31:09] under the presidency, all these are of course [00:31:13] topics we will discuss in the upcoming period, but currently. [00:31:15] a 6-month application period, this should not [00:31:18] be considered as an effective period, this 6 months is determined [00:31:22] as an application period, yes, [00:31:25] an application period, we say it should not spread [00:31:28] over years, but could there [00:31:31] also be a possibility of extension, we say no, will there be a possibility of extension [00:31:34] or not, this is not something we know right now, we don't know, okay [00:31:38] eee the currently determined period is the [00:31:41] application period determined to benefit from this law. [00:31:45] 6 months under the law, but what decisions the board [00:31:49] will make afterwards, what kind of mechanisms will be needed, [00:31:53] whether this period will be extended or not, it is not possible [00:31:56] to answer these questions right now. Well, Ayşe Gürdoğan, thank you very much [00:32:00] for your evaluations and participation, is there anything you would like to [00:32:04] add, thank you very much, thank you very much, good broadcast, [00:32:08] thank you very much, I wish you a nice day. Den Party [00:32:11] spokesperson Ayşe Güldoğan was with us and made important statements regarding [00:32:15] the framework law proposal. She shared important [00:32:18] headlines on Halk Televizyonu screens, [00:32:22] now let's continue with our other headlines. [00:32:25] Eee, her new home at Ak Party, [00:32:28] who spoke Eren Ali [00:32:30] Bingöl, eee was protested in [00:32:33] Tuzla and Ak Party members responded with the words [00:32:37] "you are our leader's trust" to Eren Ali Bingöl. [00:32:40] Eren Ali Bingöl, [00:32:51] AKP's brand new transfer, was protested in Tuzla. [00:32:54] IBB does not stand behind [00:32:57] thieves, corrupt people, or unlucky people, brother. [00:33:01] In Tuzla, the will of the nation was [00:33:04] usurped, bought. [00:33:08] He is trying to involve [00:33:10] the citizens in this transfer, this betrayal. What a [00:33:14] mess you got into, [00:33:16] how did you become so corrupt? Ali Eren Bingöl, Mayor of Tuzla, [00:33:20] grew up in CHP politics from the grassroots. He started in the youth [00:33:23] branches. He rose to the position of Mayor of Tuzla. Now [00:33:27] he is with the Ak Party. Come and [00:33:29] join. Come, now is the time. [00:33:33] Then we saw Erhan Ali fly. Fly [00:33:36] to Ak Party. Why? They told Erhan Ali, come [00:33:39] and join Ak Party, we will [00:33:41] solve this. [00:33:45] I say we will solve it all together, by the grace of God. I don't like to [00:33:48] talk much, I will only say this, I am coming [00:33:52] from the other neighbourhood. You, the Mayor [00:33:55] of Eytuzla, why did you try [00:33:59] to legalize these 154 illegal villas, [00:34:02] why did you try to legitimize your four [00:34:06] commercial vehicles? What is the share of these [00:34:09] 154 villas in your transfer? Explain this to the public. [00:34:13] I believe that you will stand by it and explain [00:34:16] it correctly. I have just joined you, please [00:34:19] support me. You betrayed those who supported [00:34:23] you, so you will [00:34:24] betray them too. [00:34:31] The rights of our female friends who resisted [00:34:35] in 12 square meters are not permissible to you. [00:34:39] slogans of betrayal. [00:34:43] Let's go to Üsküdar now. In Üsküdar, [00:34:54] there was a mayoral deputy election yesterday. [00:34:58] Sinem Dedetaş was arrested and jailed in the operation [00:35:01] against Üsküdar Municipality and then removed [00:35:04] from her position by the Ministry of Interior. [00:35:06] eee the election for the mayoral deputy started at 8 a.m. yesterday [00:35:10] and lasted 4 rounds. In almost [00:35:14] every round, half of the votes were objected to, tension rose, [00:35:17] a fight broke out, objections and voices came one after [00:35:21] another, and then at the end of the [00:35:23] 4th round, [00:35:26] a winning name was announced. Let's see [00:35:29] who the winning name was, [00:35:31] let's watch. [00:35:35] Four rounds were voted on. Üsküdar Mayor's Deputy [00:35:39] became Sibeltan Çetinkaya, CHP's candidate. What we [00:35:42] experienced showed us once again that this country [00:35:46] will not see the light of day until good people govern [00:35:49] it. Üsküdar Mayor Sinem Dedetaş was detained on July [00:35:52] 29 and arrested on July 31. When she was removed [00:35:56] from office by the Ministry of Interior, the municipal [00:35:58] council convened for the election of a deputy mayor. There are [00:36:02] state institutions involved. There are state institutions [00:36:05] under the pressure of the government. There is a political party involved. [00:36:09] It's an operation from beginning to end, a setup, [00:36:12] with threats, blackmail, and offers to Üsküdar [00:36:15] Municipality. In the Üsküdar Municipal Council, [00:36:19] which passed to the CHP after 30 years, there are 28 [00:36:22] CHP, 14 AKP, and 3 MHP council [00:36:25] members, one of whom has been removed from office. 44 council members [00:36:29] cast their votes. CHP's candidate was Sibeltan Çetinkaya, [00:36:32] and AKP's candidate was Dündar Ziya Gültekin. In the first two rounds, [00:36:36] an absolute majority of 31 was sought. The CHP candidate received [00:36:39] 26 votes, and the AKP candidate received 16 votes. In the [00:36:43] 3rd round, where an absolute majority of 24 was sought, tension [00:36:45] rose. 22 of the 44 council members voted for the CHP candidate [00:36:49] Çetinkaya, and the other 22 voted for the AKP candidate [00:36:52] Gültekin. 5 votes, including those of 4 AKP candidates, [00:36:55] were deemed invalid. [00:36:58] We are really looking each other in the face here, and you are saying this to me, [00:37:02] it's really shameful, really shameful. Those who [00:37:06] came from the AKP district organization reacted to the board of directors, [00:37:10] the CHP council members, and the press members. [00:37:13] A dispute over taking pictures arose between the new party's provincial [00:37:16] chairman Özgür Çelik and the AKP Üsküdar district chairman Taha Sarıcaoğlu. [00:37:20] The session was adjourned. [00:37:23] The scene we encountered in the third round was this: [00:37:26] with a sinister plan, people were threatened with their [00:37:29] families between two operations, threatened with their children, [00:37:33] our friends working here were threatened [00:37:35] with various operations, some offers [00:37:38] were made, some figures were discussed. After the break, [00:37:42] the 4th round of voting began, a total of 20 ballots were [00:37:46] objected to. The ballots were evaluated by Üsküdar [00:37:49] Municipality Council 1st Deputy Mayor Ali Aral, [00:37:53] showing them one by one to the cameras. 3 votes from CHP and [00:37:56] 1 vote from AKP were counted as invalid. [00:37:59] shows. [00:38:02] CHP's candidate Çetinkaya was elected Deputy Mayor with [00:38:05] 22 votes. The AKP wing announced that it would object [00:38:08] to the election. I only have two messages to deliver, one to the people of Üsküdar. [00:38:12] Sinem Dedetaş, elected with your votes, and your will are entrusted [00:38:16] to us. And I have a message directly to my president. Mr. President, [00:38:20] your trust [00:38:22] is here. The trust of Üsküdar, [00:38:26] which chose you with its free will, is here, [00:38:30] we will fight tirelessly until we get you out of that prison [00:38:33] and together with all our colleagues, [00:38:37] we will return your trust to you in a pristine condition, [00:38:40] Mr. President, we promise. [00:38:42] Thank you. [00:38:48] Sinem Dedetaş also made a post through her lawyers [00:38:51] from prison, saying that sometimes the best answers [00:38:55] are given without much talk. [00:38:57] Thank you Üsküdar, congratulations my president Sibel, [00:39:01] it was shared with the hashtag #SinemDeletaşisnotalone [00:39:04] on her social media account as of August 5, 2026. [00:39:07] Now we are turning our cameras to Bahçelievler, [00:39:11] Istanbul Bahçelievler. A building was completely [00:39:15] destroyed in seconds, eee it was evacuated [00:39:18] a day before, a disaster was [00:39:21] averted, here are the minutes on the [00:39:24] screen. [00:39:27] The incident occurred in Bahçeli Evler Yenibosna Merkez Mahallesi, Taşova Sokak, at around [00:39:31] 21:30. A day before, a sound had come from the columns [00:39:34] of the approximately 28-year-old building. [00:39:38] Those in the building immediately informed the municipal teams. [00:39:42] Municipal and fire brigade teams were dispatched to the scene. [00:39:45] After the inspections, the building, which had [00:39:48] a total of 22 apartments, was evacuated as a precaution, [00:39:51] and after it was evacuated, [00:39:55] the building collapsed yesterday evening. [00:39:58] The teams then [00:40:01] started debris removal operations. [00:40:05] We are going to Çekmeköy [00:40:10] now. A family with five children, the father [00:40:14] is a cardboard collector, and the mother is a housewife. [00:40:18] They are struggling for livelihood and [00:40:21] shelter in Çekmeköy. [00:40:27] There are 7 of us, I pay 20 liras rent, [00:40:31] I mean, this is my life, [00:40:34] they don't give us a house because we collect [00:40:38] cardboard, do I want to live like this, no, I fixed [00:40:41] the roof as best as I could, I nailed [00:40:45] chipboard to the roof, I did what I could, but [00:40:49] two days ago, a rat got in through the [00:40:52] roof, it pierced the ceilings, [00:40:54] in this situation, we are not animals, [00:40:58] I have been living like this for 4 years, last night, in my [00:41:01] pot, excuse me, I caught a dead [00:41:05] rat, a dead rat in my pot, [00:41:08] that pot with bleach, I [00:41:11] ate food in that pot, [00:41:12] the rats are [00:41:16] dancing with me, I am chasing the rat from that side, [00:41:19] the rat is coming out from that side, a rat [00:41:22] bit me, look at the mark, it bit [00:41:26] me, anyone who sees this on social media will be heartbroken. They give me 2,000 liras [00:41:29] support every 2 months, I don't want that 2,000 liras, [00:41:33] they don't have to give me 2,000 liras, but at least [00:41:37] they should fix my roof, fix my drain, [00:41:40] the municipality just came, took a picture, and said, wait for [00:41:44] news from us, and that was it, after 3-4 days, they told [00:41:47] us that this repair would cost too much, [00:41:51] so they backed off, I don't want any pomp, [00:41:54] they should fix my roof, there should be a cleaning for the rats, [00:41:58] I go to rent a house, they [00:42:01] tell me, your husband works, he collects [00:42:04] paper and cardboard, 5 minutes later, the landlord [00:42:08] says, I can't give you a house for rent, I go to another [00:42:12] place, they talk about 30-40 liras rent, 10 minutes later, [00:42:15] they also give up because we are gypsies, do I want to live like this, [00:42:19] no, do I want to have a home, yes, but I am [00:42:22] tired of this life, I found this tarp in the trash, [00:42:25] I brought it from the trash, I wiped it and used it, [00:42:29] but the rat is tearing it up, if it were a stone, [00:42:32] if it were marble, wipe it and sit [00:42:36] down, bring medicine, do something, paint it, take off my door, [00:42:40] bring a door, I can't afford it, I can't afford it, [00:42:42] the district governor gives cash aid, social [00:42:46] aid, but up to a certain point, [00:42:49] my children want to sleep on a clean sofa, on a bed, [00:42:53] I have two, three blankets, a spongy bed, [00:42:56] I have no other belongings, I found [00:42:58] these sofas in the trash, [00:43:01] our municipality should extend a hand to us now, I mean, [00:43:05] this kind of life is not possible, they should fix [00:43:08] this roof, this interior, what will happen? Our municipality [00:43:12] should see us now, winter is coming in 2-3 [00:43:15] months, how will I stay here, I have been [00:43:19] staying here for 4 years, but water was accumulating [00:43:22] in buckets, I was emptying them like that, I mean, [00:43:24] our municipality should see this now. [00:43:31] In Istanbul, in Eyüp Sultan, a driver got [00:43:34] angry at the horn blowing and blocked another [00:43:38] driver's way with his car, nerves were quite tense [00:43:42] and he uttered threatening words. Here are the minutes [00:43:45] on the screens. [00:43:54] What's your problem, I can't pass, don't piss me off, I'll cut [00:43:57] your head with your precious life, huh? He got out of the car [00:44:01] and threatened him with these words, what's your problem, [00:44:04] what's your problem, I can't pass, I'll cut your head with your precious [00:44:08] life, don't piss me off, this is Istanbul. Sultan got angry at the horn [00:44:11] blowing and blocked the other [00:44:13] car's way. [00:44:18] Those moments were captured by the in-car camera. [00:44:21] You're in the middle of the road? What's your problem, bravo. [00:44:23] You're in the middle of the road. [00:44:26] I can't pass. I'll cut your precious life. [00:44:30] The aggressive driver was calmed [00:44:31] down by the female passenger in the car. [00:44:38] In crowded mega cities, green areas, [00:44:41] forested areas where we can breathe are very important, aren't [00:44:45] they? We need to take a breath in this intensity. [00:44:49] In Manisa, eee in Akpınar, a [00:44:52] picnic area was completely renovated and the final [00:44:56] preparations were made. The work on this is still continuing [00:44:59] in the region. [00:45:04] In crowded cities, social areas where people can breathe are [00:45:07] important. In Manisa, efforts are underway to [00:45:10] increase these areas. The final preparations have been made in [00:45:13] the Akpınar Picnic Area. We are waiting for all [00:45:16] Manisa residents to visit this beautiful area starting [00:45:19] this weekend. May this beautiful picnic area be beneficial [00:45:23] for Manisa. Manisa Metropolitan Municipality continues its efforts [00:45:26] to increase social living areas. Akpınar picnic area has been completely [00:45:30] renovated. Mayor Besim Dutlulu inspected [00:45:33] the final works in the area. Both our colleagues from [00:45:36] technical affairs and urban aesthetics [00:45:40] carried out the renovations and repairs here, they created [00:45:43] a very beautiful area with its lawns, green areas, and pool, [00:45:47] and we are opening it to the use of all Manisa residents starting this Saturday. We planned [00:45:51] to lay grass in an area of approximately 15,000 square meters, [00:45:54] we planned to place picnic tables, we planned the renovation [00:45:57] of floor coverings and automatic irrigation projects. [00:46:01] We have now completed our applications to reduce water [00:46:04] consumption in our applications. In the Akpınar picnic area, approximately [00:46:07] 100 renovated benches, children's play groups, and [00:46:19] Trabzonspor got its star [00:46:22] player, and what images [00:46:25] were recorded [00:46:27] in those minutes? [00:46:35] And the awaited [00:46:36] moment. [00:48:17] Mayor Ahmet Metingenç announced that after Salah's [00:48:20] transfer, he would buy 6661 jerseys. [00:48:23] 6,661 jerseys are equivalent to approximately [00:48:26] 30 million liras. As us, we are starting [00:48:30] our jersey campaign by purchasing 6,661 [00:48:33] jerseys, and on this occasion, I would like to call upon [00:48:36] our entire community. [00:56:49] The erosion of salaries against inflation has entered [00:56:52] its 8th month. According to Disgar's calculations, [00:56:55] the 7-month erosion in the minimum wage increased [00:56:59] to 5,576 liras. The salary of pensioners, [00:57:02] who received a raise in July at the inflation [00:57:05] difference rate, which was 23,550 liras, eroded by 419 [00:57:08] liras in the very first month. So, in what do citizens [00:57:12] feel the erosion in their pockets the most? We asked the public. [00:57:15] There is no area where we don't feel the erosion in our pockets. From the bus [00:57:18] we got on just now to the bus we got on there, [00:57:21] our salary has probably eroded by around 30-40% [00:57:24] in real terms since January. Minimum wage [00:57:28] and pension are not even enough for rent. Rents in Istanbul [00:57:31] average 50,000. Should I buy this? I'm thinking. I even [00:57:35] think five times before buying. It's very difficult. Apart from [00:57:39] the necessity of continuing to eat and drink, you have [00:57:42] to make cuts in all other areas. I've eroded [00:57:45] quite a bit against inflation. [00:57:48] And we're watching, but I'm walking home [00:57:51] from the road. No money. I've given up on food, for example. [00:57:54] I've given up on meat. We can't eat much meat because [00:57:58] meat is very expensive. Chicken is cheaper. We prefer chicken, but [00:58:01] lately we're going to skip chicken and food. [00:58:05] We used to eat three meals, now we've reduced it to two. [00:58:08] People are hungry. Those who are full live on their debt. [00:58:12] We live with these cards. There's no product we don't struggle with [00:58:16] against this inflation." "Because your salaries don't [00:58:19] increase at that rate, all products are highly [00:58:22] inflated. I mean, how are these people going to make ends meet? [00:58:26] Rent, bills, food, clothing... Buying a house has become a dream, [00:58:29] buying a car has become a dream. People can't even dream [00:58:33] of buying a house or a car anymore. I'm a very old AK Party member. [00:58:36] I mean, since this presidential system came into being, [00:58:39] and all power was concentrated in one person, that's when [00:58:43] the dollar started to rise, the euro started to rise, gold [00:58:46] started to rise. The euro has passed 50. There's a country called Papua [00:58:50] New Guinea, a tribal country. People live in forests, they don't have clothes, [00:58:54] they wander with spears. Their currency is even 10 times ours. [00:58:57] Do I need to give money to my child? My child is 18, he's going to get a job. [00:59:01] For example, I need to give money to my wife, I need to pay my rent. If [00:59:05] one of these is missing, then there's trouble at home. People need to live well. [00:59:08] I mean, I don't want to eat bread and onions, brother, I want to eat meat, [00:59:12] I want to be able to buy a car, I want to be able to buy a house. [00:59:15] It wasn't that long ago, 5-10 years, that we could do these things. [00:59:18] Pensioners, workers are already gone. They especially [00:59:22] killed the pensioners. But we are alive, we are fighting [00:59:25] for survival. How does this [00:59:38] people do it? May God help this people. Don't think too deeply when choosing a deep [00:59:42] freezer. [01:00:21] Welcome to Halk TV screens, dear viewers. I'm Gizem Çetin. [01:00:25] The date is August 6, 2026. It's Thursday. [01:00:28] We are with you again with Parantez. We have a busy [01:00:31] agenda, many hot developments. We will share all the details [01:00:34] of them. Let's start with our first hot development, [01:00:38] which was also reflected on the screens. Beyoğlu Mayor İnan [01:00:41] Güney was not reinstated. Within [01:00:44] the scope of the investigation against Istanbul Metropolitan [01:00:47] Municipality, Beyoğlu Mayor İnan Güney, who was arrested [01:00:50] and released at the hearing held on July 8, 2026, [01:00:54] was expected to return to his duty. However, [01:00:58] the Ministry decided in its routine review every two months that [01:01:02] İnan Güney should remain away from duty [01:01:05] for another two months. Let's reiterate, it's also on your screens. [01:01:09] Beyoğlu Mayor İnan Güney, who was arrested within [01:01:12] the scope of the investigation against Istanbul Metropolitan [01:01:15] Municipality and released at the hearing held on July 8, 2026, [01:01:19] was expected to return to his duty. However, [01:01:23] the Ministry decided in its routine review every two months [01:01:27] that İnan Güney should remain away from duty [01:01:29] for another two months. [01:01:37] Yes, we are in summer, but the political agenda is quite [01:01:41] hot and it continues that way. Operations against municipalities [01:01:45] are ongoing on the other hand. We will share the details of those, [01:01:48] but this was one of the most important developments of this week. [01:01:52] New Party Leader Özgür Özel and New Party's Malatya [01:01:55] Deputy Veli Ağbaba, a new summary of proceedings [01:01:59] concerning them came to the Parliament again, and this led [01:02:02] to discussions in the General Assembly. Now, sir, [01:02:05] New Party Group Deputy Chairman Ali Mahir Başarır [01:02:08] reacted to the publication of the summaries of proceedings [01:02:11] in the media, and there was also a statement from [01:02:14] Veli Ağbaba, with quite striking words. [01:02:17] He criticized it. Let's see both the discussion [01:02:20] and the details. [01:02:23] You will appreciate that even our advisors cannot [01:02:26] get these summaries of proceedings with a petition, [01:02:30] the joint commission does not give them to us, [01:02:33] but yesterday, especially [01:02:36] a part of the press, regarding a summary of proceedings [01:02:40] that had not yet come to the joint commission, published news and made [01:02:43] statements that disregarded the presumption of innocence, the constitution, and the parliamentary [01:02:47] bylaws, and the summary of proceedings, [01:02:51] this is [01:02:54] primarily a situation contrary [01:02:57] to the law of the parliament and the legal [01:03:00] status of the deputy. Our request from you is to take a break [01:03:04] and discuss this situation with the Speaker of the Parliament, [01:03:07] for the Parliament to take a stance on this issue, and [01:03:11] for all group deputy chairmen to give an opinion on this matter. [01:03:14] Look, if we put the constitution and the rules of procedure [01:03:18] aside just once, we cannot stop this. I'm telling you [01:03:21] again, many deputies have summaries of proceedings. [01:03:24] I cannot go and get this summary [01:03:27] cannot see it, and I shouldn't. However, [01:03:30] he himself can go and get it and examine it, [01:03:34] but yesterday, the whole country learned about a summary [01:03:38] of proceedings that hadn't even come here yet. That's [01:03:40] why our request from you is to take [01:03:44] a stand by discussing this issue with the Speaker of the Parliament. Since [01:03:48] May 2, 2026, I have been under attack [01:03:51] based on the words of a confessor, a slanderer. Gökhan [01:03:54] Böcek claimed that he gave me 1 million euros. Due to this [01:03:58] allegation, my child, whom I have seen as my own [01:04:02] for about 16 years in Malatya, was arrested. If I have [01:04:06] an HTS record with Gökhan Böcek, if I have a base record, [01:04:09] if my advisor has a base record, [01:04:12] an HTS record, I am willing to be executed. [01:04:15] I am willing to be executed. My brother was taken [01:04:18] into custody for bid rigging. My brother, my family, [01:04:21] we have never done business with the public [01:04:24] in our lives. We have never given a single [01:04:28] penny's worth of goods to the public. "To our AK Party deputies, [01:04:32] past and present, if anyone utters a single negative [01:04:36] sentence about Veli Ağbaba or my family, [01:04:38] I will shoot myself. I will shoot myself. [01:04:41] For God's sake, do you attack a family? My family is being [01:04:45] attacked right now. Do you [01:04:46] attack a family?" [01:04:50] The latest target of the operations was Menderes [01:04:53] Municipality. Now, Deputy Mayor Rüzgar Sönmez has also [01:04:57] been detained. At the same time, there's a statement [01:05:00] from the detained municipality's lawyer. There are also WhatsApp [01:05:04] messages circulated on social media. [01:05:07] There's also a statement about those allegations. [01:05:11] Let's hear [01:05:11] the details. [01:05:16] In the operation on Menderes Municipality, fugitive Deputy [01:05:19] Mayor Rüzgar Sönmez was also detained. The lawyer of [01:05:23] detained Mayor İlkay Çiçek made a statement to reporters. [01:05:26] He said that the WhatsApp messages allegedly belonging [01:05:30] to Çiçek, which were reflected in the public, were fake. [01:05:34] The day before, another CHP municipality in Izmir had been [01:05:37] raided. This time, the address was Menderes Municipality. [01:05:41] In the investigation where bribery allegations were made, many people, [01:05:45] including Mayor İlkay Çiçek, were detained. A development [01:05:48] regarding fugitive Deputy Mayor Rüzgar Sönmez also occurred. [01:05:51] Sönmez was detained in a house in Gazi Emir. [01:05:54] Meanwhile, while the families of the detained individuals [01:05:57] continued their vigil in front of the Provincial Gendarmerie [01:06:01] Command, a statement came from Mayor Çiçek's lawyer, [01:06:05] Atalay Aksay. Aksay stated that there was a confidentiality [01:06:08] order in the investigation. He also stated that the WhatsApp [01:06:12] messages allegedly belonging to İlkay Çiçek were fake. [01:06:15] "We were lynched in public due to fake messages [01:06:18] created by a single person. Regarding this issue, [01:06:22] on June 12, 2026, upon a blackmail message [01:06:24] received by my client from a phone belonging to Iraq, a criminal [01:06:28] complaint was filed with the Izmir Chief Public Prosecutor's Office. [01:06:32] While the investigation continued, after the detention process, [01:06:35] an impression was created as if we were detained [01:06:39] solely for this reason, as if the essence of the investigation [01:06:42] was these messages, these correspondences. My client has not even [01:06:46] given a statement yet." İlkay Çiçek's wife, Melek Çiçek, also [01:06:50] spoke to reporters. She said, "My trust in my husband is endless." [01:06:54] I want the false news prepared with artificial intelligence [01:06:57] through social media to stop. [01:07:00] Put your hand on your heart. I want justice to be served. [01:07:04] And my trust in my husband. New Party Izmir Deputy Murat [01:07:07] Bakan, whose name was mentioned in the messages allegedly [01:07:11] belonging to Çiçek, announced that he had filed a criminal [01:07:15] complaint with the prosecutor's office. If these messages [01:07:18] are not real as alleged, it should be revealed who [01:07:21] or what kind of people, for what purpose and upon whose [01:07:25] instruction, this digital content was served. If these [01:07:29] messages are real, everyone. [01:07:36] The resignations in the Republican People's Party, 91 deputies, [01:07:39] a new party was founded. Its leader, Özgür Özel, [01:07:43] held his first group meeting this week. He held his first [01:07:46] group meeting, which was open to the press. There, he also [01:07:50] mentioned the roadmap of the new party and what was stated [01:07:53] before, now the new party has actually become the main [01:07:57] opposition party of Turkey with 91 deputies. However, [01:08:00] we cannot get aid from the treasury. That's why a donation [01:08:04] campaign was launched, and the donations made [01:08:07] there are growing like an avalanche. [01:08:10] "Our citizen Mehmet [01:08:13] Bey, who sent 1881 liras, said, 'I am making [01:08:17] this donation in the name of Gazi Mustafa Kemal [01:08:20] Atatürk.' Dear citizens, in 7 days, [01:08:23] 283,296,848 liras have been donated [01:08:26] by 131,514 citizens to our new party's [01:08:29] solidarity campaign. [01:08:31] We thank all our citizens [01:08:34] who supported our march to power. I will also be [01:08:38] part of the country's future." May Allah grant him success. [01:08:53] Ege, who donated 200 liras, [01:08:56] wrote the following note: "I am a student, [01:08:59] I cannot send much, this is all I can do." [01:09:02] The solidarity campaign launched at the new party [01:09:06] on the new day has been going on for a week. [01:09:09] According to the latest table shared, the number of donors. [01:09:43] continued his calls. [01:09:45] This time, from his social media account, [01:09:49] "Against the dark order of the AK Party, we will [01:09:52] establish the new order of the nation. We did not establish [01:09:55] the New Party just to have a party, we established it [01:09:59] to be in power. Let's meet at the New Party." With [01:10:02] the note and video, "The New Party is the party of those who were forgotten, [01:10:06] oppressed, and deserve better. If you [01:10:09] believe this too, come, in the new..." [01:10:29] In the same video, he also explained his party's new political model and once again said that the party will fundamentally change [01:10:33] the old generation understanding of organization. [01:10:36] In our party, every member will directly choose [01:10:39] the district president, provincial president, and the [01:10:43] general president. A new generation politics [01:10:46] where members have a say, power, and decision-making [01:10:49] authority will be established with the New Party. [01:10:52] I invite all democrats of Turkey [01:10:55] to the new politics [01:10:56] of the New Party. [01:11:00] And the process law, the framework law, finally arrived at the Grand [01:11:04] National Assembly of Turkey yesterday. There are statements made. [01:11:07] We will bring them to your [01:11:08] screens one by one. [01:11:13] The place where he made the statement was, I think, [01:11:16] quite significant. In Ankara, as you know, the families of martyrs [01:11:20] and veterans continue their struggle and protests [01:11:23] to obtain their personal rights. Özgür Özel visited them. [01:11:27] He once again expressed their demands for personal [01:11:30] rights. At the same time, he shared his first [01:11:33] thoughts on the framework law, the process law [01:11:37] that came to the Grand National Assembly of Turkey yesterday. [01:11:40] There is [01:11:42] a regulation that falls far short of expectations. Our [01:11:45] fundamental approach on this point [01:11:48] was that if a soldier became [01:11:52] a martyr, his family should be given a salary [01:11:55] equivalent to that of a specialized sergeant. In the law, [01:11:59] they wrote "up to a minimum wage." Second, [01:12:02] we were offering an honor pension to those [01:12:05] not considered veterans. They put something like [01:12:09] a 17,000 additional indicator. [01:12:13] "It's better than nothing, but it's far below expectations. [01:12:16] It's important to fix these. But we have an opportunity [01:12:20] ahead of us, a framework law. Yesterday, [01:12:24] the parties that signed it proposed it. Our main [01:12:28] approach is this: to prevent more bloodshed [01:12:31] in Turkey, we advocate for all regulations [01:12:35] to be made on a democratic [01:12:38] it's as if..." "We find it insincere [01:12:42] to create an impression that the problems of veterans [01:12:45] and martyrs' families are being solved. [01:12:48] We also want everyone to know once again [01:12:50] that the expectations of veterans or the families [01:12:55] of those who died early are not being met [01:12:58] in any way, and that we will follow [01:13:01] this issue to the end, to the very end. [01:13:04] We are following all sensitivities carefully. [01:13:08] Just as we were in a sensitive [01:13:11] position on the first day, [01:13:15] we are at the same point today. I have always said [01:13:19] that [01:13:21] we are with the families of martyrs and veterans..." [01:13:35] While the framework law submitted to Parliament [01:13:38] is expected to be discussed in the commission, all eyes [01:13:41] are on tomorrow in this regard. An important meeting took [01:13:45] place today. MHP leader Devlet Bahçeli visited President Erdoğan [01:13:49] in Beştepe. The critical meeting lasted [01:13:53] 45 minutes. The main agenda of the meeting was: [01:13:57] "The framework law and the steps to be taken afterwards. [01:14:01] The framework law proposal, which is expected to form [01:14:04] the legal infrastructure of the new solution process, [01:14:07] was submitted to the Parliament Presidency yesterday. MHP leader [01:14:11] Devlet Bahçeli was the first to sign the framework law. [01:14:14] Immediately after this critical meeting between Erdoğan and Bahçeli, [01:14:18] the state's security summit will convene. The MGK will [01:14:21] work as the detection and confirmation authority for [01:14:25] the organization's disarmament with the adoption of the framework [01:14:29] law submitted to the parliament. At the board meeting starting [01:14:32] at 15:30, coordination with other institutions [01:14:34] involved in this process [01:14:42] will be discussed." And now, of course, there were [01:14:46] those who opposed this framework law, the ongoing process, [01:14:50] and the commission's work from the beginning. One [01:14:53] was party leader Musavat Dervişoğlu, and another [01:14:57] was undoubtedly Zafer Party Chairman Ümit Özdağ. [01:15:00] He reiterated his reaction, saying, "This is not an end, [01:15:04] it is the beginning of a process that will transform the Republic [01:15:07] of Turkey." He called on the opposition. [01:15:10] The PKK amnesty is, unfortunately, [01:15:14] not an end. It is the beginning [01:15:18] of a process that will change our laws [01:15:21] and constitution, and transform the Republic [01:15:25] of Turkey. Tomorrow, if [01:15:28] this law is debated [01:15:32] and passed in parliament, [01:15:35] and the PKK is pardoned, [01:15:38] and if no changes are made [01:15:42] to the constitution and laws, [01:15:45] the PKK will resume its terrorist [01:15:47] acts where it left off. Some people may [01:15:51] want to forgive them, but the Turkish nation [01:15:55] will not forgive them. The effort to appoint [01:15:58] a so-called representative of the terrorist organization is against [01:16:02] reason and conscience. Is it possible for [01:16:05] a person to be a PKK member and not be involved [01:16:08] in crime? A Turkey without terror cannot [01:16:11] be achieved this way. Turkey will only surrender [01:16:14] to terror this way. We will persistently maintain [01:16:18] our defense line [01:16:21] against this process. Especially, I would [01:16:25] like to address Mr. Özgür Özel, the leader [01:16:29] of the New Party. Today [01:16:32] is judgment day. Everyone in politics will choose [01:16:35] their side. We see it as a historical [01:16:39] state responsibility for the opposition, [01:16:41] especially the main opposition party, to stand against [01:16:45] the divisive, terror-free Turkey [01:16:48] process. [01:16:55] A statement also came from Den Party spokesperson [01:16:58] Ayşegül Doğan. She said that with yesterday's framework [01:17:01] law coming to parliament and all these processes, [01:17:05] a new era has begun. "For the first time, [01:17:09] in terms of the political tradition we represent, [01:17:12] we are signing a law proposal. The Den Party is signing [01:17:16] a law proposal for the first time. This [01:17:19] is not an ordinary, common signature. [01:17:23] It is a signature made for our common [01:17:27] future. This signature and this law proposal [01:17:30] mark the first step of a new era [01:17:33] for our party in the transition from armed conflict [01:17:36] to a legal and democratic political platform. [01:17:40] The first door of a political and legal construction [01:17:43] process, which is not limited to a day, a moment, [01:17:46] or a period, has been opened. [01:17:49] After decades of conflict, it is inevitable that [01:17:52] the path to peace will involve many [01:17:56] stages. This regulation is not [01:17:59] a final regulation that solves all problems [01:18:02] at once. It is a beginning. All these [01:18:06] are very critical. A door has been opened. We must [01:18:09] enter through this door and open it wide [01:18:12] with a common struggle. Actually, it's late. [01:18:16] Even though it's late, this new beginning [01:18:20] is very important. The proposal opens [01:18:24] a path, a path for return to the country. [01:18:28] Returning to the country, transitioning from armed [01:18:30] conflict to democratic life, is for the first [01:18:34] time subject to a detailed and foreseeable [01:18:38] legal procedure. Of course, returning to the country [01:18:41] is not just crossing the border [01:18:44] and coming back. Of course, this also [01:18:47] has requirements. Mr. Öcalan, one of the main actors [01:18:51] of the process, should be able to contribute [01:18:54] to this process regularly and uninterruptedly, [01:18:58] participate in its coordination, and working and communication [01:19:02] conditions should be arranged accordingly. For the process [01:19:05] to gain momentum and risks to be eliminated, [01:19:08] I would like to reiterate that this is [01:19:12] a great need. The guns have fallen silent, [01:19:15] fingers have been removed from the trigger. [01:19:19] Now it's time for all of us [01:19:21] to cultivate peace and the conditions [01:19:25] for peace. [01:19:25] The framework law, [01:19:29] the most wondered about, was undoubtedly [01:19:33] its scope. Would it cover Öcalan and high-level [01:19:36] organization executives? This has been clarified. [01:19:40] According to the regulation, those who committed intentional [01:19:44] murder and crimes of life imprisonment and aggravated [01:19:46] life imprisonment before June 1, 2005 [01:19:50] will be excluded. [01:19:53] The framework law proposal prepared within the scope [01:19:56] of the terror-free Turkey process was submitted to Parliament. [01:19:59] The most curious issue regarding the proposal is [01:20:02] the scope of the regulation. In the proposal that came [01:20:05] to the agenda of our Parliament, there is no regulation [01:20:08] regarding those who gave orders for terrorist acts [01:20:12] and martyred our forces. No special status is granted [01:20:15] to any person. The regulation is not extended to other [01:20:19] structures. The 12-article law proposal aims to [01:20:22] create a legal infrastructure for the PKK's disarmament [01:20:26] process. The regulation was not defined as a general [01:20:30] was described as an execution law and of disarmament of the organization [01:20:33] deferment of sentence aimed at their participation in life. What about Öcalan? [01:20:37] What kind of arrangement will there be for the organization's top management? [01:20:41] Our decision is clear until Anatolia finds peace, [01:20:44] hope, Ahments find their place, [01:20:47] and Demirtaş returns home. [01:20:51] Those who commit intentional [01:20:53] murder within the scope of organized crime cannot benefit from [01:20:57] the framework law. Crimes committed before [01:21:00] June 1, 2005, that require life imprisonment or aggravated [01:21:04] life imprisonment are also excluded. [01:21:08] Since he was imprisoned under crimes requiring aggravated [01:21:12] life imprisonment before 2005, he cannot benefit from [01:21:15] the regulation. If you ask us, in the upcoming processes, [01:21:19] academician visits, journalist visits, and statements [01:21:23] regarding this matter can easily be made [01:21:26] and administrative arrangements. [01:21:30] But for this, there is no need for a written regulation, and no need for status, friends. According to [01:21:33] Den Parti sources, approximately 800 to 900 [01:21:37] high-ranking organization managers are expected [01:21:40] to remain outside the scope of the regulation. [01:21:44] Approximately 3,900 people connected to the organization [01:21:47] who were not involved in intentional murder [01:21:50] are said to be able to benefit from the regulation. With the framework [01:21:54] law, provisions for deferment were introduced. Accordingly, [01:21:58] the execution of sentences for convicts sentenced [01:22:01] to a total of 15 years or less in prison, excluding intentional [01:22:05] murder and life sentences before 2005, [01:22:09] will be deferred for 5 years. The execution of sentences [01:22:13] for convicts sentenced to more than 15 years [01:22:16] in prison, life imprisonment, or aggravated life imprisonment [01:22:20] will be deferred for 10 years. Those who commit crimes [01:22:24] again will go directly [01:22:25] to prison. [01:22:29] Dear viewers, Minister of Justice Akın Gürlek had an important [01:22:33] meeting today. He met with the family of Uğur Mumcu, [01:22:36] who lost his life as a result of an assassination. [01:22:40] He met with Uğur Mumcu's wife Şükran Gürdal Mumcu and his [01:22:44] son Özgür Mumcu. Meanwhile, Gürdal Mumcu made important [01:22:47] statements to Halk TV after the meeting. [01:22:50] The meeting was positive. We conveyed our demand [01:22:53] for the perpetrators and instigators to be revealed, [01:22:57] no matter who they are. The Minister of Justice said, [01:23:00] "No matter who is behind the perpetrators, [01:23:04] no matter what their connections are, we will do our best to expose them." [01:23:07] He said, "We found both the minister and the team [01:23:11] assigned to this task positive. I hope [01:23:14] after 33 years, we will fully learn [01:23:17] all the connections and instigators of this murder." [01:23:21] Can this really happen after 33 years? Can the brick that wasn't pulled [01:23:24] then be pulled now? We will talk about these. We have [01:23:27] a guest. Journalist Sertaç Eş is with us. [01:23:31] Welcome, Mr. Sertaç. Thank you for having me. Good [01:23:34] broadcast. Thank you. You're welcome. An important meeting [01:23:38] took place today, as we said. Uğur Mumcu's family [01:23:42] met with Minister of Justice Akın Gürlek. Akın Gürlek [01:23:45] had already started [01:23:47] working on unsolved murders. [01:23:50] When his name came up, we felt that we had come [01:23:53] to a very different point. I'll ask directly: [01:23:57] will the brick that wasn't pulled then really be pulled [01:23:59] today? [01:24:02] Well, Ms. Gizem, for 33 years, this brick [01:24:05] has not been pulled, or has it been pulled, and a new [01:24:09] one put in its place, brick upon brick came. [01:24:12] I mean, when we look at the history of the case, the trial was [01:24:16] continued with 24 defendants. Only two of them are [01:24:20] currently serving their sentences as convicts in Ankara F-Type [01:24:23] Prison. One of them is Oğuzdemir, [01:24:26] whose name is mentioned so often. He's a fugitive, [01:24:29] and there's only a guess about which country he's in. [01:24:33] Actually, regarding the perpetrators, there is a verdict [01:24:37] established by the Turkish judicial system. There is [01:24:41] a decision. These names, 24 defendants, [01:24:44] were tried, and we are talking about a team, [01:24:48] a group that committed these crimes not only [01:24:51] against Uğur Mumcu but also against Ahmet [01:24:55] Talya Kışlalı, Bahriye Üçok, and Muammer Aksoy. [01:24:58] The people who carried out these actions [01:25:01] are actually if there are names that we don't know about [01:25:05] or that haven't been brought up in cases, [01:25:08] the perpetrators are there. Here, for 33 years, [01:25:11] everyone's expectation [01:25:15] has been the exposure of the instigators, [01:25:18] those who made this decision. This has not happened in 33 years. [01:25:21] Will it happen now? Does the state have [01:25:25] such information? Will the state access [01:25:28] that information? Are the instigators [01:25:32] alive, are they still living? [01:25:36] Honestly, there are many questions. There are also [01:25:39] various criticisms about bringing this up at [01:25:42] this time. Some see it as a distraction [01:25:45] in the current political conjuncture. Honestly, [01:25:48] as Cumhuriyet newspaper, I am sure and I know [01:25:52] that as a family, the main goal here [01:25:56] is to expose the instigators and the dark [01:25:59] forces behind them, both for [01:26:03] the history of the Turkish Republic and for the future [01:26:06] of the Turkish Republic. Otherwise, [01:26:09] the judicial system, as I just said, has [01:26:13] established a verdict. There are very detailed [01:26:17] files, 30-40 folders contain these files. [01:26:20] Ms. Gizem, we used to spend [01:26:23] our lives reading these files from time to time, [01:26:26] like the Uğur Mumcu case, the Umut case. [01:26:30] Now, on this occasion, we remembered those [01:26:33] periods and files again. We took a look; [01:26:37] there are two people in prison, convicts, serving their sentences. [01:26:41] The others have been released, [01:26:44] served their sentences. But from time to time, [01:26:47] there are statements about Uğur Mumcu's [01:26:51] killers or the case, they write books, [01:26:54] or politicians make a statement, [01:26:57] and hope arises, but then it fades. [01:27:01] I hope and pray that the truth will be pursued [01:27:04] and this time it will not fade. [01:27:07] Mr. Sertaç, in Gürdal Mumcu's statements [01:27:11] to Halk TV, he said, "No matter [01:27:15] what their connections are, we will do our best to expose [01:27:18] them," said Justice Minister Gürlek. You also just said [01:27:22] that the issue is not the perpetrators but the instigators. [01:27:26] Well, will this really go as far as it can, [01:27:29] to whomever it may lead, after 33 years? [01:27:32] Can it progress [01:27:34] that far? [01:27:37] In such cases, we want it to progress, [01:27:40] we are in favor of it, Ms. Gizem. I mean, [01:27:44] the full operation of the law and the clarification [01:27:47] of dark events in their entirety. This [01:27:50] contributes greatly to the legal system, [01:27:54] it brings trust. For 33 years, [01:27:57] this has been the expectation of all people, [01:28:01] Uğur Mumcu's friends, those who loved him. [01:28:04] Uğur Abi left a vast legacy in the history of [01:28:08] the Turkish Republic and Turkish journalism. [01:28:11] If you try to read a bit of that legacy, [01:28:14] people will see that I don't think [01:28:17] Uğur Mumcu's potential killers [01:28:21] or instigators are that few. [01:28:24] He was a symbolic figure who fought [01:28:28] intensely against crime, criminals, terrorism, [01:28:32] and the September 12th era terrorism, with [01:28:35] his pen alone. He brought the title of investigative [01:28:38] journalism to the Turkish Republic, to Turkish [01:28:42] journalism, and he is a name that has earned [01:28:45] this. We cannot question Uğur Abi's [01:28:48] work. Unfortunately, there hasn't been another [01:28:51] journalist in the same vein to continue [01:28:54] his work until today, [01:28:58] that's a separate discussion. But if you [01:29:01] look at Uğur Mumcu's body of work, [01:29:04] Mumcu touched upon almost every issue as a patriotic [01:29:07] journalist, as an investigative journalist. [01:29:11] Now, can they be caught? Will the instigators be revealed? [01:29:14] There is a promise made by state officials [01:29:18] of that period. They called [01:29:20] it a debt of honor. [01:29:22] If the state sees this as a debt of honor, [01:29:26] it must pay this debt of honor, Ms. Gizem. [01:29:29] Sooner or later, this debt of honor, [01:29:33] in my opinion, will remain suspended as long as [01:29:37] the Turkish Republic exists. It has not been paid. [01:29:40] Why? Because the instigators are not there. Look, [01:29:44] one of those imprisoned, Abdülhamit Çelik [01:29:47] and Nejdet Yüksel, wrote two books saying, [01:29:51] "We did not kill Uğur Mumcu; we are [01:29:54] paying the price for other things." So much [01:29:57] has happened. If the state is going to take [01:30:00] this seriously, regardless [01:30:03] of the name, identity, or opinion, [01:30:06] if the state is acting with the motive [01:30:10] of protecting its citizens, protecting their rights [01:30:12] to the end, it is a bit late, quite [01:30:16] a bit late. But from now on, [01:30:19] it must insist on protecting those rights [01:30:22] because in this country, there are many people [01:30:26] with different opinions who live. But the state's [01:30:29] primary duty, its primary priority, [01:30:33] regardless of their opinion, is to protect [01:30:36] the life and property of these people. [01:30:40] The unprotected people are there, Uğur Mumcu [01:30:43] is there, Bahriye Üçok, Muammer Aksoy, Taner Kışlalı. [01:30:46] Of course, we want what's behind them, [01:30:49] we wholeheartedly want it. But from time to time, [01:30:52] we see these discussions flare up and then [01:30:56] die down. Now, there is an allegation from a retired [01:31:00] General. We don't want to approach this with [01:31:04] prejudice or prejudgment, any information or [01:31:08] any authority taking this matter to its agenda. [01:31:11] But we expect results as soon as possible, [01:31:15] Ms. Gizem. I'll say "absolutely" and "hopefully." [01:31:18] I hope that after 33 years, as the family [01:31:22] and Cumhuriyet newspaper and actually every citizen [01:31:24] demand, the situation can be clarified. Thank [01:31:28] you very much, Sertaç, for joining us and [01:31:31] for your contributions. Good broadcast, sir. [01:31:35] Thank you, you're welcome. Now, speaking of these [01:31:38] unsolved murders, which murder did we first [01:31:42] start talking about after Akın Gürlek became [01:31:45] the Minister of Justice? We started talking [01:31:49] about the Gülistan Doku murder. There is a new [01:31:51] development there too. [01:31:59] After the expert report, two underwater divers [01:32:03] were arrested for tampering with evidence. [01:32:06] The investigation into the Gülistan Doku murder [01:32:10] is expanding. Two underwater divers who found a note [01:32:13] and scissors in the lake [01:32:14] were arrested on charges of tampering with evidence. [01:32:18] Meanwhile, it is alleged that the arrested former [01:32:22] Tunceli Governor Tuncay Sonel had fake [01:32:25] social media posts made to get the Adıyaman [01:32:28] Governor to resign. The date is January [01:32:32] 5, 2020. 21-year-old Munzur University student [01:32:36] Gülistan Doku disappeared. She has not been heard [01:32:40] from since that date. A new operation was [01:32:43] carried out 6 years later. The missing person file [01:32:47] was converted into a murder file. 28 people, including the then Tunceli [01:32:51] Governor Tuncay Sonel, were arrested. Among [01:32:54] those arrested is Tuncay Sonel's wife, Handan Sonel. [01:32:57] On January 8, 2020, a search was conducted [01:33:01] in the Uzunçayır Dam Lake to find Gülistan [01:33:04] Doku. Two reports were prepared regarding the findings. [01:33:08] It was alleged that a prescription belonging [01:33:11] to Gülistan Doku and a paper with [01:33:14] "psychological pressure was exerted on us" [01:33:18] written on it were found. In another report [01:33:22] prepared two days [01:33:23] later, a 14 cm long [01:33:27] pair of scissors was found in the same area. An expert report concluded [01:33:30] that it was physically impossible for the paper [01:33:34] pieces to remain intact at a depth of 14 meters [01:33:37] and to be carried by the water current. Two divers [01:33:41] from the Elazığ Underwater Search team were arrested [01:33:47] on charges of tampering with evidence. A new allegation has [01:33:50] emerged regarding Tuncay Sonel. It is claimed that during [01:33:53] the February 6th earthquakes, he created public pressure [01:33:57] through social media with the hashtag "Adıyaman [01:34:01] Governor Resigns" in Adıyaman, where he was assigned as [01:34:15] the coordinator governor, to remove Governor Mahmut [01:34:18] Çuhadar from his post. It was stated that [01:34:21] Sonel had his social media posts, which [01:34:25] were allegedly used for his dark dealings, [01:34:28] made by former police [01:34:30] officer Gökan Ertok, [01:34:32] who was arrested in the Gülistan Doku murder investigation. [01:34:36] Additionally, there were allegations that he had [01:34:39] staged videos showing some people as earthquake [01:34:43] victims and made them say, "I hope [01:34:47] you become governor here." The cost of having [01:34:49] a diploma is increasing day by day. [01:34:53] Especially at foundation universities. When we [01:34:56] look at the prices, they have increased [01:34:59] by 29 times in 8 years. Let's watch a news [01:35:02] report, and then we will discuss it. [01:35:06] Meanwhile, high inflation is changing young people's [01:35:09] educational choices. We will also convey [01:35:13] that detail with our news report. The most [01:35:17] striking point there was this: just as we are approaching [01:35:20] the end of summer and the time for universities [01:35:23] to start, [01:35:28] it seems that the fact that a university is [01:35:31] better or that their preferred major is [01:35:35] in another city does not affect [01:35:38] young people's choices. Or rather, it cannot [01:35:42] affect them. Their priority is to choose universities [01:35:45] in their own cities. Of course, the main [01:35:49] reason for staying in the city is economic [01:35:52] reasons, and the cost of studying in another city [01:35:55] is much higher. If Salim Ünsal is ready, [01:35:58] Eren, we have news with Mr. Salim. [01:36:02] Let's watch the news, then we'll talk to Mr. Salim. [01:36:05] Getting an education is becoming a luxury. [01:36:08] The cost of a university diploma is increasing [01:36:11] exponentially every day. Foundation universities [01:36:14] are among the institutions where education inflation [01:36:17] is felt the most. Education expert Salim [01:36:21] Münsal researched the price increases [01:36:23] in foundation universities [01:36:26] between 2018 and 2026. According to that research, [01:36:29] the average annual tuition fee [01:36:32] in foundation universities, which was 15,000 TL [01:36:35] in 2018, rose to 458,000 TL [01:36:38] in 2026. [01:36:41] The 8-year increase in Turkish Lira [01:36:45] is approximately 29 times. The sharpest increases [01:36:49] were experienced in 2023 and 2024, when [01:36:52] the impact of inflation was strongly felt. [01:36:55] In dollar terms, the average tuition fee, [01:36:59] which was approximately $2,400 eight years [01:37:03] ago, has quadrupled to $9,600 as of today. [01:37:06] The increasing fees have also affected the [01:37:10] occupancy rates of foundation universities. The occupancy [01:37:13] rate, which was 95.5% in 2022, [01:37:17] declined to 72.6% in 2025. [01:37:19] However, the only [01:37:23] cost students face is not tuition fees. [01:37:26] As the YKS preference process continues, the housing [01:37:30] crisis directly affects students' choices. [01:37:34] Due to soaring house rents, increasing private [01:37:37] dormitory fees, and insufficient state dormitories, [01:37:40] thousands of students are forced to remove [01:37:43] their dream universities from their preference [01:37:46] lists. Students caught in an economic squeeze [01:37:50] are opting for universities in their own cities [01:37:54] instead of studying outside their cities. [01:37:56] Because the total cost [01:37:58] of studying outside [01:38:01] the city is becoming an increasingly difficult [01:38:04] burden for many families to bear. [01:38:08] We said that getting a university degree [01:38:10] is now much more costly. The average price [01:38:13] at foundation universities has exceeded 400,000 [01:38:17] liras. On the other hand, quotas are also decreasing. [01:38:19] What does all this mean? We will discuss this. [01:38:23] Education consultant Salim Münsal is with [01:38:26] us. Welcome. Welcome. Hello. [01:38:29] Hello. We benefited from your information [01:38:33] when we were working. So I'll let you speak. [01:38:36] This increase in university graduates, especially [01:38:40] from foundation universities, over 8 years [01:38:44] is very striking. If we also consider [01:38:47] the decrease in quotas, what does this picture [01:38:50] tell us? We should first state [01:38:54] that the increase here is the fee determined [01:38:57] for students starting their education. [01:39:00] In other words, the price increases [01:39:04] of universities every year, especially [01:39:07] at the intermediate level, are applied [01:39:11] to students under the supervision of YÖK, [01:39:14] taking into account the inflation values [01:39:17] in Turkey, the PPI and CPI rates. [01:39:21] However, there has not been a definitive [01:39:24] determination, such as "do not exceed [01:39:28] these rates," for newly admitted students. [01:39:32] From this perspective, when universities determine [01:39:36] the prices for the students they will admit for [01:39:39] the first time each year, we see that in 2018, [01:39:42] the average fee for a student was [01:39:46] defined as 15,817 liras. Of course, [01:39:49] there are universities with higher or lower [01:39:52] prices among these, but when we look [01:39:56] at the overall average, we see that this [01:39:59] increased to approximately 458,000 liras [01:40:03] in 2026 for all programs, meaning the [01:40:07] average of all 2-year and 4-year programs. [01:40:10] How do we find this? We find it by dividing [01:40:13] the total planned income from programs with [01:40:16] 50% discount, 25% discount, or full [01:40:20] tuition by the number of students admitted [01:40:22] by these universities. This is the value [01:40:26] that emerges. Of course, among these, there are [01:40:30] also approximately 10-15% students who are admitted [01:40:34] without any tuition fees. These are also included [01:40:37] in the total number of students. When we look at all [01:40:41] these, yes, universities generally tried to maintain [01:40:44] a general balance in prices until [01:40:48] 2021-2022. Especially from the periods [01:40:51] when the economic crisis started, they did not [01:40:54] go for a very rapid increase for a certain [01:40:57] period. But with the pandemic, a very [01:41:00] strong increase occurred, especially in 2023 [01:41:04] and 2024. For example, in 2023, [01:41:07] there was a sudden increase of 130% [01:41:11] or even 131%, while in 2024, [01:41:13] this increase rate was 119%. [01:41:16] Last year, the reason for these increases [01:41:20] was that in 2022, with the removal of [01:41:24] the threshold application in university entrance [01:41:27] exams, a large number of students entered [01:41:31] the system. This high number of students naturally [01:41:34] had a positive impact on the occupancy rates [01:41:38] of foundation universities. Even though prices increased [01:41:42] so much, when the number of students suddenly [01:41:45] increased from 2.5 million to 3.5 million, [01:41:49] foundation universities reached occupancy rates [01:41:52] of almost 95-96%. However, [01:41:56] in the last two years, especially [01:42:00] since 2024, the number of applicants [01:42:03] has dropped back to the levels of 2020-2021, [01:42:06] meaning a decrease to 2.5 million again. [01:42:09] This naturally caused the occupancy rates [01:42:13] to drop from 87% to 77% last year. [01:42:16] This year, we expect them to fill their [01:42:19] quotas with an occupancy rate of 70-75%. [01:42:23] Of course, when we look at the prices, [01:42:25] when we compare the initial prices with today's [01:42:29] prices, we definitely see a very noticeable [01:42:33] and proportionally high increase. However, [01:42:36] when we look at the current figures and [01:42:39] the pricing policies and fees of other [01:42:42] educational levels, it is also a fact [01:42:46] that there are not many abnormal figures. [01:42:49] That is, today, when we look at preschool [01:42:53] and primary school levels, in an environment [01:42:56] where students are admitted to schools for approximately [01:43:00] 1 million to 1.5 million liras, being able [01:43:03] to study a bachelor's or associate degree [01:43:07] program at a university for an average of [01:43:11] 458,000 liras still shows us the fact [01:43:15] that these universities are still trying to [01:43:18] show a certain resistance regarding prices. [01:43:22] From this perspective, we can say that [01:43:25] the prices may be very high, but they [01:43:29] have not exceeded very rational values. [01:43:33] Naturally, the increase in prices negatively [01:43:36] affects the preferability of foundation universities. [01:43:40] When we look at it, approximately 18% or [01:43:44] 19% of the quota distributions in Turkey [01:43:47] belong to foundation universities, and 81% [01:43:50] or 82% belong to state university quotas. [01:43:53] That is, if we admit 100 students, 82 [01:43:56] of them are at state universities, and 18 [01:44:00] are at foundation universities. However, when we look [01:44:03] at preferences, only nine out of [01:44:07] every 100 students prefer foundation universities. [01:44:10] The remaining 91 students only include state universities [01:44:14] when they accounted for all these, they could actually [01:44:18] maintain a balance with foundation universities until last [01:44:21] year and the year before, but for the last 2-3 years, as foundation [01:44:25] universities significantly increased their prices, this [01:44:28] naturally led to a shift [01:44:31] in balance towards Anatolia in that sense, but [01:44:35] still, students prefer to settle and [01:44:39] study in universities in their own cities more predominantly. We [01:44:42] observe this trend more widely in recent years, especially [01:44:46] compared to the 2010s, the tendency to study in their own [01:44:50] cities. Education consultant Salim Ünsal, thank you very much for your [01:44:53] participation and for the information you shared. You're [01:44:56] welcome, have a good broadcast. Thanks, take care. Now, [01:45:00] let's continue with a university student, Rojin [01:45:03] Kabaiş. You know, her death has still not [01:45:06] been clarified. Mobile phone. [01:45:10] "could not be broken, could not be entered, information could not be accessed, the [01:45:13] phone first went to Spain, then to China, neither country [01:45:17] could help with this, now the phone has been sent to an [01:45:20] expert committee in Mersin again. Let's see if there will be [01:45:23] any results. Let's look at the [01:45:28] details. Rojin Kabaiş's lawyer Abdurrahman Karabulut argued [01:45:31] that Van Governor Ozan Balcı and Van Yüzüncü Yıl University [01:45:35] Rector Hamdullah Şevli should resign from their duties. He also [01:45:38] stated that the file was sent to a special expert committee [01:45:42] for examination. [01:45:44] Rojin Kabaiş was a child development student [01:45:47] at Van Yüzüncü Yıl University. On September [01:45:50] 18, 2024, she went out, saying she was going to the [01:45:54] market. Her lifeless body was found on the shore of Lake Van. [01:45:57] At first, it was said to be a suicide. The file was tried [01:46:00] to be closed. Father Nizamettin Kabaiş said from day one, "My [01:46:03] daughter did not die, she was murdered." [01:46:05] Rojin's phone had previously been sent to Spain and [01:46:09] China for examination. However, access [01:46:11] to the phone could not be provided. The request [01:46:14] of her family's new lawyer, Abdurrahman Karabulut, was accepted by the [01:46:18] prosecutor's office. Rojin Kabahiş's phone, security camera footage [01:46:22] belonging to Kabahiş, and all documents were sent to a special [01:46:25] expert in Mersin for examination. Opening the mobile phone, [01:46:27] extracting its images, increasing the [01:46:31] resolution of camera recordings. [01:46:34] Considering HTS and base stations, [01:46:38] in order to uncover the material truth. [01:46:41] We requested a report to be prepared. Lawyer Karabulut also [01:46:45] argued that there were serious doubts regarding the conduct [01:46:48] of an independent investigation. The main reasons [01:46:51] for the doubts were, according [01:46:54] to our client, especially Nizamettin Kabaiş's statement, [01:46:57] during the autopsy, there was pressure from the Governor [01:47:01] saying "Nizamefendi, your daughter [01:47:05] committed suicide." He also stated [01:47:07] that there were question marks regarding the Rector [01:47:10] of Van Yüzüncü Yıl University. Lawyer Karabulut stated [01:47:14] that various allegations regarding the Rector, an [01:47:18] assistant, and a student were spread on social media and explained [01:47:21] the allegation that the Vice Rector made promises to Father [01:47:25] Kabaiş. During the visit of the esteemed Rector, [01:47:28] a promise to arrange a job for his son at Yüzüncü [01:47:31] Yıl University. Of course, [01:47:33] we would like [01:47:36] to specifically state that there is no final court [01:47:40] decision on these matters and that the presumption [01:47:43] of innocence applies to everyone. Lawyer Karabulut [01:47:47] argued that for the investigation to be conducted effectively, [01:47:50] the governor and rector should resign or be temporarily [01:47:53] removed from their duties. In order [01:47:56] to ensure a healthy, independent and effective investigation, [01:48:00] the esteemed governor and the esteemed rector [01:48:03] must resign [01:48:12] "We also reported a news item in the past days, traffic fines. [01:48:16] With the astronomical figures, there is actually [01:48:20] a decrease in some traffic offenses, it says. For example, [01:48:23] one of them is getting out of the car and attacking [01:48:26] another driver. The high fine prevented this, [01:48:30] but some thugs still continue to exhibit [01:48:34] similar behaviors. In Eyüp Sultan, Istanbul, he got angry [01:48:37] at the honking, at the person honking. [01:49:10] "He got angry at the honking and cut in front [01:49:12] of the other car. [01:49:18] Those moments were captured by the in-car camera. "You're [01:49:20] in the middle of the road, where are you?" [01:49:28] The aggressive driver was calmed down by the female [01:49:31] passenger in the car. [01:49:35] A similar incident occurred in Adana. A dispute [01:49:39] over yielding turned into a fight. What happened was captured [01:49:43] by the in-car camera. The driver, MAK, got out of his car [01:49:46] and stopped the other driver. He went up to him and punched [01:49:50] him. Then, bystanders intervened and pulled the attacker [01:49:56] away. MAK went to his car, opened [01:50:00] his trunk, and this time tried to attack AHS with a saw [01:50:04] he took out. At this, the bystanders intervened again, and the attacker [01:50:08] left the scene in his car. An investigation [01:50:10] has been launched [01:50:13] into the incident. We will say "Jazz time in [01:50:16] the Mediterranean." The Kaş Jazz Festival will [01:50:19] take place between [02:00:05] Dear viewers, it's 5 PM, and we continue [02:00:08] from where we left off in parenthesis. We will start with the agenda [02:00:12] of politics again. The deputies who left the Republican [02:00:14] People's Party, the process of establishing the new [02:00:18] party. Actually, the wave of resignations in the CHP [02:00:22] continues, and new members continue to join the new [02:00:25] party. In Izmir, there was almost a show of force [02:00:29] in this regard. Aziz Kocaoğlu, who served as the Metropolitan [02:00:32] Mayor for 15 years, joined the new party, [02:00:36] but he was accompanied
