But unfortunately, for years in Turkey, [02:02:59] let's also say why it is its responsibility. The second article of our constitution [02:03:02] clearly states that the Republic of Turkey [02:03:05] is a secular, democratic, social state governed by the rule of law. [02:03:09] This is one of the fundamental requirements of being a social [02:03:12] state. It must provide [02:03:14] this. We were there to draw [02:04:42] attention to a specific point in the process. [02:04:45] Our research [02:04:48] department, as you also said, had prepared a report to explain [02:04:52] the concept of child labor, which we never want to [02:04:55] use together, and the extent it has reached in Turkey. That's why we were [02:04:58] in front of the Ministry of National Education. There is a very serious [02:05:02] child labor problem in Turkey. Now, our banner read "No child is a worker." Children's [02:05:06] place is not workplaces, not factories, not workshops, [02:05:10] not fields. Children's place is schools. Children [02:05:13] should go to school, get an education, play, dream, and [02:05:17] grow up. We were in front of the Ministry of National Education [02:05:20] to express our children's right to grow up. But unfortunately, [02:05:24] due to the economic policies implemented in Turkey, MESEMs (Vocational [02:05:28] Education Centers) Vocational In-service training is a separate [02:05:32] heading, but along with it, when the school bell rang [02:05:34] on Monday, millions of our children started school, [02:05:38] but hundreds of thousands of our children our child did not go to school, but to work, [02:05:41] to the workshop, to the factory, to the field. Now we were there to draw attention to this, [02:05:44] to correctly determine the reasons for this, [02:05:48] and we were there to explain what needs to be done [02:05:51] regarding solutions. Now, Turkey has entered such an economic [02:05:55] policy that for years, when we said "poor", [02:05:58] who did we call poor in our childhood, for example? [02:06:02] Someone who has no income, someone who has no livelihood income is unemployed, [02:06:05] therefore poor, for example. But now [02:06:09] we are talking about poverty in very, very different dimensions, we are talking about [02:06:12] types of poverty, we say deep poverty, women's poverty, [02:06:16] retired poverty, working poverty, we work but we are still [02:06:20] poor, we can't even be poor. That is, today, within those definitions, [02:06:23] people who have a salary or income from a place [02:06:27] have also started to be counted as poor. The concept of working poverty [02:06:30] has entered our dictionary. Now, can such a thing happen? If you are working, [02:06:34] you are putting in a certain effort, [02:06:36] you are sweating, and in return, you should have an income [02:06:40] that is enough to live humanely, that will at least bring you to the poverty line, [02:06:44] that will take you above it, that is, that will save you from being poor. [02:06:47] But in Turkey, the wage policy is so bad, [02:06:50] the distribution is so bad, we will talk about the details later, [02:06:54] there is a terrible poverty, and unfortunately, child poverty has also [02:06:57] been added to this. One out of every three children [02:07:00] in Turkey is poor and has to work. [02:07:03] The reason for so many working children, [02:07:07] for child labor being so widespread in Turkey, [02:07:10] is the deep poverty experienced, that is, because the income of parents [02:07:13] is not enough for the family to live, [02:07:16] children are forced to work [02:07:20] in this country. That is, no one willingly sends their child to work, [02:07:23] to a workshop, instead of school. A very large part [02:07:27] of working children work because they have to contribute to the family budget. [02:07:31] Therefore, we were in front of the Ministry of National Education to put all these facts forward [02:07:34] and to tell the political power that governs the country [02:07:38] to abandon these policies, these economic [02:07:41] policies, that all parents [02:07:44] should receive a wage that allows them to live humanely, and [02:07:48] that children should be rescued from working. That is, child labor [02:07:51] cannot be prevented by telling children not to work, it can be prevented by eliminating [02:07:54] the conditions that force children to work. child labor. [02:07:58] has suffered a child work accident, [02:08:09] these are the registered ones, that is, children over 15 registered in the SSI. [02:08:13] The situation is even worse for unregistered workers. [02:08:16] In the last 9 years, we have lost [02:08:19] 646 of our children [02:08:21] while working. That is, child and work [02:08:25] murders, child labor, all of these are truly [02:08:28] Turkey's darkest [02:08:32] face of life. Therefore, we explained what needs to be done [02:08:35] to draw attention to all of these, to explain all of these, and [02:08:38] so that on the day schools open, all our children's right [02:08:42] to go to school, to receive education, to play, [02:08:44] to spend time with their friends, and to grow up, [02:08:48] that is, so that they do not face such a terrible situation [02:08:52] as losing their lives before growing up. [02:08:55] and said that we would fight for this. [02:08:59] You said 95,000 work accidents. [02:09:02] The number of children [02:09:05] who have had work accidents. Really, when one says it, one feels so [02:09:09] alienated, "What am I saying?" one thinks. If I am not mistaken, [02:09:12] I had also seen the figures for 2026. Each one is a [02:10:30] world, each one is a life, each one is the child of a family, of parents. [02:10:34] The difficulty we have when talking about it as a figure [02:10:37] is unfortunately Turkey's reality. But this [02:10:41] reality did not emerge by chance. Everyone [02:10:44] really needs to see this now, and the political power that governs the country [02:10:48] also needs to take responsibility for this. I mean, if you suppress wages [02:10:51] so much, the minimum wage, which has become an average wage [02:10:54] today, was 28,000 liras, it fell to 21,000 liras in terms of purchasing power. [02:10:58] If you make this an average wage, [02:11:01] the hunger line in this country exceeded 37,000 liras. That is, [02:11:05] a mother and father in a home, the poverty line exceeded 120,000 liras. If a mother [02:11:09] and father and two children work in a home, they cannot reach the poverty line. [02:11:20] We looked at the student part, [02:11:23] the child part of the education world, but there is also the teacher part. [02:11:27] The situation is not bright there either. Currently, if I'm not mistaken, [02:11:30] over 1 million, approximately 1.2 million university graduates, [02:11:34] graduates of various education faculties, or those who have graduated from other [02:11:37] faculties and received their pedagogical formation, are waiting for appointment as teacher [02:11:41] candidates. "Appointment This is indeed [02:11:45] a painful figure. In addition, the Ministry of National Education [02:11:48] continues to hire contract teachers. [02:12:05] They are being employed in a field [02:12:08] that has no connection to their expertise, they are being employed on a contract basis. [02:12:12] Moreover, the main criterion in that sense is not scientific, [02:12:15] cognitive competence, but rather having worked in the Ministry of National Education [02:12:18] before, having established a connection with it. [02:12:21] Such a criterion has been set. Frankly, I, for my part, [02:12:25] could not make sense of it. But [02:12:29] the number of teachers and the conditions in which teachers [02:12:32] find themselves truly deserve to be discussed in this context, in my opinion. [02:12:36] Undoubtedly, undoubtedly, this is a result of the educational [02:12:39] policies and choices being implemented. While students are experiencing this situation, [02:12:42] thousands of teachers are unemployed, waiting for appointment. [02:12:46] They are forced to work for very low wages in the private sector, [02:12:49] in private tutoring centers, in private schools. [02:12:52] The issue of paid teaching, as you know, is very much on the agenda, [02:12:56] and education unions are waging great struggles in this regard, [02:13:00] and significant gains can be achieved from time to time. But imagine a teacher [02:13:03] working as a paid teacher within the Ministry of National Education, [02:13:06] and there are times when they cannot even reach the minimum wage. That is, [02:13:10] they are paid hourly. Whereas today in Turkey, [02:13:14] the number of schools, the number of teachers, the number of students, [02:13:18] a planning suitable for this, and all teachers [02:13:21] and educators working as permanent staff with job security, [02:13:25] with their personal rights ensured, unionized, [02:13:28] and receiving a humane wage in return for the work they do [02:13:31] and the service they provide. It is essential to establish such an education system. [02:13:35] Really, the issues in education, with a holistic perspective, [02:13:38] need to be approached with the social state understanding in the constitution, as we said at the very beginning, [02:13:41] and it is a process that needs to be re-designed [02:13:45] from scratch based on this. That is, from the solution of the problems [02:13:49] experienced by teachers to child labor, [02:13:52] to children losing their lives while working, to the issue of vocational training, [02:13:56] for example, another very current issue is the vocational training issue. [02:13:59] Every year, many children lose their lives while working in vocational training centers. [02:14:03] Vocational education has been turned into a tool for directly transferring [02:14:07] cheap labor to capital in Turkey. [02:14:10] The number of children working in vocational training centers is increasing [02:14:14] more and more every year. Therefore, we are not against vocational education, of course, [02:14:18] but while it should be public, with all occupational health and safety [02:14:21] measures taken for children, etc., they are sent as cheap labor to capital. [02:14:25] Our children studying in vocational high schools. [02:14:28] Therefore, all of these are a whole, that is, [02:14:32] from the personal rights of teachers, from their secure employment, [02:14:35] to the prevention of child labor, to the content of education, [02:14:39] to its being free, it is essential to re-establish education [02:14:43] with a holistic policy in Turkey. Yes, at the head of all these [02:14:46] is, of course, wage policy, which is one of the most important [02:14:50] issues, not the only issue, of course, but one of the most important [02:14:58] our wage earners need to achieve humane living conditions. [02:15:01] When we look at the world of labor, when we look at the world of work, [02:15:05] we see that a significant [02:15:08] part of it consists of fixed-income earners, [02:15:11] consists of minimum wage earners, or let's put it that way. [02:15:15] That is, we are talking about a non-negligible amount. [02:15:18] Let's look at the minimum wage assessment you started earlier. Our current situation is that today, [02:16:18] Turkey's fundamental [02:16:27] we have been fighting for justice in income and justice in taxation. [02:16:31] That is, it is truly the fundamental [02:16:34] issue because it is the issue of distribution. We all work, we all produce. [02:16:38] We have a very young population. 85 million people live in this country. [02:16:42] We have 66 million employable population. [02:16:45] We have a very young working, productive population that works long [02:16:48] hours. And we all produce a total value [02:16:52] in Turkey. The whole issue is the injustice in the distribution of this value. [02:16:55] Turkey is experiencing one of the worst periods in its republican history [02:16:59] right now. In the process we are going through, [02:17:02] when we look at the 100-year history of the republic, there are two periods [02:17:05] when distribution was at its worst. That is, there are two periods [02:17:09] when the share of labor and workers in the value we produced, [02:17:12] in the national income, was the lowest. One of them [02:17:16] is the period of the September 12 military coup that occurred in this country 46 years ago. [02:17:20] In the September 12 [02:17:23] period, the share of labor in the national income had fallen so low, [02:17:27] it had dropped below 40%. And now, since [02:17:30] 2018 until today, workers were smiling, [02:17:34] after that day, employers [02:17:37] and the September 12 military coup was carried out for this reason, [02:17:40] and today, 46 years later, we are still experiencing September 12 in many ways, [02:17:44] regarding unionization and fundamental rights, perhaps even worse. And for this reason, [02:17:48] with the transition to the presidential government system after 2018 [02:17:51] in Turkey, with the transition to the partisan presidency system, [02:17:55] the elimination of fundamental rights. [02:19:34] Currently, the minimum wage in Turkey is 28,000 liras, the hunger line has exceeded 37,000 [02:19:38] liras, the poverty line has exceeded 120,000 liras, [02:19:42] but the minimum wage is 28,000 liras. So what happened to this minimum wage? [02:19:46] Over the months, due to taxes and deductions, etc., [02:19:50] it lost more than 6,000 liras, 6,1996 [02:19:53] liras. That is, currently, the minimum wage in Turkey [02:19:57] is 21,000 liras, and with this amount, [02:19:59] with this wage, millions are trying to work and survive [02:20:03] in this country.
