[00:21:59] And now, dear viewers, we move to economic [00:22:03] news with Mohammed Al-Qati. [00:22:18] Welcome. In a step [00:22:20] aimed at reducing financing costs and enhancing financial sustainability, [00:22:23] the Council of Ministers approved the issuance of Islamic financing [00:22:27] sukuk for the Greater Amman Municipality worth [00:22:30] 400 million dinars, amidst estimates of achieving [00:22:33] savings in financing costs of about [00:22:36] 70 million dinars over five years. [00:22:39] Details of the issuance and its financial dimensions in the following [00:22:42] report: [00:22:45] From reducing financing costs to improving debt management, [00:22:48] the Greater Amman Municipality is moving towards a new financing [00:22:52] tool through the issuance of Islamic sukuk worth 400 million [00:22:55] dinars, which is expected to reduce financing costs by about [00:22:59] 70 million dinars over five years. In a move [00:23:04] Kingdom for the benefit of municipalities and public [00:23:06] institutions, the Council of Ministers approved the issuance [00:23:10] in the form of a lease-to-own agreement with an annual [00:23:13] return of 5.5% for a period of five [00:23:17] years. The decision comes within a plan to enhance the efficiency [00:23:20] of financial management and benefit from Islamic financing tools in the local [00:23:24] market, allowing the Greater Amman Municipality to provide [00:23:28] lower-cost financing for its projects and improve [00:23:31] the management of its financial obligations. To complete the issuance, [00:23:34] the Greater Amman Municipality conducted specialized economic [00:23:37] and financial studies in cooperation with government [00:23:40] institutions and Islamic banks. It also established [00:23:43] an Islamic sukuk company and completed the necessary [00:23:46] documents and approvals, including [00:23:50] the competent authorities. Today, when we studied several options, [00:23:54] Islamic sukuk and bonds and rescheduling the existing [00:23:57] loans at a contract rate of 5.5%, [00:24:00] 5.5%. When I go down from 8.25% today [00:24:03] to 5.5%, there is definitely a saving [00:24:08] return or [00:24:12] in the strategic projects [00:24:15] phase has been approved. We need to complete the [00:24:18] sukuk issuance procedures. [00:24:21] 400 million debt will be paid. The value of the debt will be [00:24:24] directed to pay off part of the currently outstanding debt. [00:24:28] Certainly, the difference or [00:24:31] on the citizen by improving the quality of services provided to [00:24:35] citizens. The Central [00:24:38] Bank of Jordan will manage the issuance in the market, provided [00:24:42] that it is directed to banks and insurance companies, institutions, [00:24:45] and savings, investment, and retirement funds, [00:24:48] while the sukuk will be eligible for trading on the Amman Stock [00:24:52] Exchange according to the approved terms and conditions. [00:24:55] Estimates indicate that the issuance will contribute to reducing financing [00:24:58] costs by about 70 million dinars over five [00:25:02] years and may rise to about 140 million [00:25:05] dinars if the sukuk are extended for an additional five years, [00:25:08] according to the same financial assumptions. Thus, the [00:25:12] limited to providing a new investment tool and diversifying investor [00:25:16] options, but extends to testing a financing model [00:25:19] for municipalities aimed at reducing debt burdens and enhancing [00:25:22] financial sustainability while directing available resources towards [00:25:26] the municipality's projects and services. From a new [00:25:30] financing tool to lower costs [00:25:33] for debt management, Islamic sukuk open up a different [00:25:37] path for the Greater Amman Municipality to finance its [00:25:40] projects, while the focus remains on translating the expected [00:25:43] savings into financial sustainability [00:25:46] and better services for citizens. [00:25:51] For their part, specialists affirmed that the Council of Ministers' [00:25:54] decision to approve the issuance by the Greater Amman Municipality of Islamic [00:25:57] financing sukuk worth 400 million dinars opens [00:26:01] a new window for public institutions to diversify their [00:26:05] funding sources and restructure their financial obligations [00:26:08] in a step that goes beyond providing liquidity to testing the ability of Islamic [00:26:12] financing tools to reduce debt service costs [00:26:15] and enhance the efficiency of public spending and link financing [00:26:19] to developmental and productive [00:26:22] projects. The Council of Ministers' decision comes to invest [00:26:25] financial tools [00:26:28] that can [00:26:30] provide possibilities to replace existing debt [00:26:34] with lower-cost debt [00:26:37] and thus more effective, given that Islamic [00:26:41] sukuk from this perspective [00:26:44] deal with real and actual assets, meaning [00:26:48] that they deal with actual production [00:26:51] and therefore they finance an asset [00:26:55] or a benefit or a lease that varies depending on the type of sukuk. [00:26:59] I believe it is a wise decision that serves the interest of [00:27:02] the financing projects that the Greater Amman Municipality intends to undertake [00:27:05] and manage its funds in a sound manner, which [00:27:08] saves the municipality money [00:27:12] and provides rewarding annual returns, and also opens [00:27:15] the door for local investors to benefit from these [00:27:19] sukuk [00:27:22] and invest in them during the five-year [00:27:25] offering period. The Commissioner for Environment [00:27:28] and Public Safety in the Aqaba Special Economic Zone Authority, Dr. [00:27:32] Nidal Al-Ouran, affirmed that the Council of Ministers' approval of the explanatory [00:27:36] memorandum for the draft Public Safety System in the Aqaba Special [00:27:39] Economic Zone for the year 2026 represents an important step [00:27:43] in the process of developing an integrated system for public [00:27:46] safety and risk reduction in line with the [00:27:49] economic and tourism status of Aqaba. Al-Ouran [00:27:53] said that the draft system focuses on establishing a unified [00:27:56] framework for public safety requirements and enhancing institutional [00:27:59] coordination between the Authority, Aqaba Governorate, [00:28:02] the Public Security Directorate, and other relevant [00:28:06] authorities, and developing mechanisms for [00:28:09] inspection and evaluation and follow-up on public safety [00:28:13] facilities and public [00:28:15] utilities. Regarding the public safety system [00:28:18] that was approved by the Council of Ministers in [00:28:22] the Aqaba Special Economic Zone, its importance lies [00:28:25] in its endeavor to develop and enhance [00:28:29] the public safety system and reduce risks within [00:28:33] the Aqaba Special Economic Zone. Of course, [00:28:36] facilities, in public utilities, in [00:28:41] schools, in all areas, we seek through it [00:28:45] to apply important elements starting from [00:28:50] and passing through [00:28:52] preventive and deterrent measures. And also [00:28:55] there is a focus on what happens after [00:28:59] an accident, God forbid, in terms of rehabilitation [00:29:03] and re-evaluation, and also documenting [00:29:06] lessons learned from every accident. A delegation [00:29:09] from the Jordanian Cooperative Foundation visited the Iraq [00:29:13] Al-Amir Women's Cooperative to review its projects and assess [00:29:17] the nature of the support provided to it through the Prime [00:29:20] Ministry. The cooperative works to direct the support [00:29:23] provided to it towards enabling it to continue [00:29:26] and expand its productive and craft projects, [00:29:29] which ensures enhanced empowerment [00:29:32] of local community women economically and socially. [00:29:36] This visit comes as a continuation and implementation of the outcomes [00:29:39] of the inspection visit by Prime Minister Dr. [00:29:43] Jaafar Hassan to the Iraq Al-Amir Women's [00:29:46] Cooperative in April of last [00:29:48] year. Our most important goal is to empower [00:29:52] women. Of course, there are about 20 women who work [00:29:56] daily. We have more than one workshop, which is the textile workshop, [00:30:00] which was the first workshop established in this association. [00:30:03] Fabric rolls 25 meters long and 60 cm [00:30:06] wide. Of course, we manufacture [00:30:10] From them we make shawls, we make bags, we make many products. [00:30:13] We focus on our product to highlight our [00:30:16] national identity. For example, we draw or [00:30:19] embroider tourist sites like Petra, like Iraq [00:30:22] al-Amir. And now we move to the world of finance [00:30:25] and business from the Amman Stock Exchange, where the total trading volume [00:30:29] for today reached approximately 11 million and 100 thousand dinars. And the number [00:30:33] of traded shares reached 4.8 million [00:30:36] shares, executed through 4511 [00:30:39] contracts. As for the price levels, the general [00:30:43] index for share prices closed today at [00:30:46] 4167 points, with an increase of [00:30:50] 0.37%. [00:30:53] And by comparing the closing prices of the traded companies for [00:30:56] today, which numbered 112 companies, with the closing.
