[00:09:33] October 6th is our country's [00:09:35] national day of mourning, 177 years ago on this [00:09:39] day, 13 high-ranking officers of the Hungarian War of Independence [00:09:43] were executed in Arad, and Count Lajos Batthyány, [00:09:46] the Prime Minister of Hungary's first responsible government, [00:09:49] was executed in Pest. The retaliation following [00:09:53] the War of Independence was unprecedented and unjust, as [00:09:56] Batthyány consistently sought reconciliation, and the [00:10:00] martyrs of Arad, realizing the hopelessness of the struggle, [00:10:03] laid down their arms in the last days. [00:10:07] The widespread retaliation aimed at political [00:10:10] deterrence and international [00:10:13] demonstration of strength. After the fall of the War of Independence, at least [00:10:17] 130 people were executed, most of them not even [00:10:20] soldiers, but notaries, teachers, [00:10:23] priests, who... never took up arms. Hundreds [00:10:27] were imprisoned, and about 40-5000 soldiers were conscripted [00:10:31] into the Imperial army [00:10:33] as punishment. [00:10:35] All this shocked Hungarian society, and the [00:10:38] executions caused enormous international [00:10:41] outrage. The governments from London to Saint [00:10:44] Petersburg called in vain for self-restraint and [00:10:48] mercy from the Habsburg governments. Esteemed [00:10:52] colleagues, the martyrs, although. [00:10:56] with their patriotism and moral integrity, they set an example for the [00:10:58] Hungarians, which teaches all of us [00:11:01] selflessness, patriotism, and the strength of comradeship. [00:11:05] Although not all of them were born Hungarian, [00:11:08] and their social status was also different, they still believed in [00:11:12] the same things, professed the same [00:11:15] values, and putting aside their differences, [00:11:18] they united in the service of a noble ideal [00:11:21] for them. Their fate became an eternal symbol [00:11:25] of loyalty, perseverance, and sacrifice. We will never [00:11:29] forget Lajos Batthyány, and Lajos Aulich, [00:11:32] János Damjanich, Arisztid Dessewffy, [00:11:36] Ernő Kiss, Károly Knézich, Vilmos [00:11:39] Lázár, György Lahner, Károly Leiningen [00:11:41] Westerburg, József Nagysándor, Ernő [00:11:45] Poeltenberg, József Schweidel, Károly [00:11:49] Török, and Károly Vécsey, and their [00:11:51] sacrifice. Let us bow our heads before the [00:11:55] anonymous victims of the reprisals. May their memory be blessed. [00:11:58] Please, let us stand for a minute to honor [00:12:02] the memory of the heroes. [00:13:05] Thank you. [00:13:13] Esteemed National Assembly, Mr. President Dr. Baka András [00:13:17] has sent a letter to the National Assembly regarding the appointment [00:13:20] of a new State Secretary. I ask Ms. Anikó Zsuzsanna Sóti, the clerk, [00:13:24] to read the letter [00:13:26] from the President. [00:13:29] For Ágnes Fostoffer, Speaker of the National [00:13:31] Assembly. Dear Madam Speaker, I inform the [00:13:35] National Assembly that pursuant to Article 9, Paragraph [00:13:38] 4, point e of the Fundamental [00:13:41] Law, and Article 202, Paragraph 2 of Act [00:13:44] CXXV of 2018 on Government Administration, [00:13:48] I hereby appoint Dr. Katalin Dudás as State Secretary [00:13:51] of the Ministry of Social and Family [00:13:54] Affairs, effective October [00:13:57] 5, 2026. [00:14:00] Budapest, October [00:14:03] 2, 2026. Sincerely, [00:14:06] Dr. Baka András, President of the Republic. Esteemed [00:14:10] National Assembly. Allow me to congratulate the State Secretary [00:14:13] on behalf of the National Assembly, and wish her much success and good health in her [00:14:17] work. [00:14:20] Esteemed National Assembly, today the Prime Minister of Hungary [00:14:23] has requested to speak before the agenda, with the title [00:14:27] "Half a Year". Mr. Prime Minister, the floor is yours. [00:14:45] Esteemed Madam Speaker, [00:14:47] fellow Members of Parliament, esteemed guests, fellow [00:14:51] countrymen, from within and beyond the borders, [00:14:55] it is October 12th, [00:14:58] exactly half a year ago, [00:15:02] on April 12th, the country [00:15:04] elected. In villages, [00:15:08] in segregated areas, in housing estates, [00:15:11] in small towns, in county seats, [00:15:14] in the capital, people stood in long lines [00:15:17] to decide the fate of their homeland, [00:15:20] to choose. [00:15:22] választhassanak. [00:15:25] Not just a party, not just a leader, [00:15:28] a system, but also hope, [00:15:31] a way out, and a future. [00:15:33] On April 12th... [00:15:38] "almost exactly at these moments [00:15:42] the former prime minister, [00:15:44] fearing failure, also spoke [00:15:48] in his video about the stakes [00:15:51] of this election and threatened the [00:15:55] voters, if they made the wrong decision, [00:15:58] he said, then war would come, [00:16:02] ruin would come, disaster [00:16:05] would come. [00:16:07] This threat was only the last in that [00:16:11] long, long line, with which he had been trying [00:16:14] to corner the Hungarians in despair [00:16:16] for months, years, and keep them in [00:16:19] fear. [00:16:23] Since the Orbán government had no visible results, [00:16:27] apart from ruining the Hungarian economy, [00:16:30] gazdaságot, [00:16:32] impoverishing almost everyone except its own [00:16:36] oligarchs. It offended every social group, [00:16:40] profession, age group, person, [00:16:43] betrayed every sector and settlement. [00:16:47] That's why only incitement to hatred, the desperate [00:16:51] attempt, the apocalypse, [00:16:54] the threat of the end of the [00:16:57] world remained. [00:16:59] He threatened people that if they voted badly, [00:17:03] that is, if they did not maintain the corrupt, evil, cruel [00:17:07] "power that impoverished millions of Hungarians, then [00:17:11] forced conscription would come, the cat tax would come, [00:17:15] nuclear war would come. It didn't come, [00:17:18] none of it came. [00:17:21] But before I turn to what happened [00:17:24] instead of the ridiculous and pathetic [00:17:27] bogeyman painted on the wall, [00:17:31] it is worth reminding ourselves of that [00:17:33] day, because what happened on April 12th [00:17:37] was much, much more than a Tisza [00:17:41] victory, or indeed the fall [00:17:44] of the Orbán regime, more than a regime change, and certainly [00:17:48] more than what the representatives of the fallen [00:17:51] power still sitting here, or the desperately [00:17:55] fumbling former NER oligarchs, or [00:17:59] the downtown pundits, the always hindsight-wise, [00:18:02] believe or understand. April [00:18:06] 12th. Not so [00:18:10] long ago, until April 12th, there was [00:18:13] a small group in Hungary, locked in paranoia, [00:18:17] conspiracy theories, [00:18:19] cognitive dissonance, the NER barons, [00:18:22] the landlords, the oligarchs, [00:18:25] Janissaries, and their servants. [00:18:29] A narrow group [00:18:32] who truly, truly believed that [00:18:35] threatening the Hungarian people and spending [00:18:39] billions of public money on campaigns [00:18:43] would be enough, for which their more [00:18:46] unfortunate colleagues are now spending [00:18:49] their well-deserved rest in less comfortable places. They [00:18:52] thought that perpetual lying, [00:18:56] giant hate-mongering billboards, lying [00:18:59] about numbers, crushing the weak and [00:19:02] ignoring them, dispossessing poor people [00:19:06] and enriching cronies would be enough to allow them [00:19:10] to continue destroying Hungary. [00:19:13] tönkretételét, [00:19:15] And then, and then they met the Hungarian [00:19:19] people, with the courage, [00:19:21] wisdom, and [00:19:23] patriotism [00:19:25] of the Hungarian people. In their boundless [00:19:28] arrogance, they didn't think [00:19:31] of the most important thing, which everyone [00:19:33] knows who even a little bit knows [00:19:37] Hungary. That the Hungarian people [00:19:41] are brave. This nation, every single [00:19:44] citizen, is the heir to revolutions and wars [00:19:48] of independence, 1848 and [00:19:51] 1956. Anyone who thinks [00:19:54] that they can be intimidated in the long run, silenced, [00:19:58] threatened without consequences, [00:20:01] knows nothing about the Hungarian [00:20:04] people. "He knows [00:20:08] nothing about Hungarian [00:20:09] history. [00:20:12] He doesn't know that the Hungarian people [00:20:15] are wise, much, much [00:20:18] wiser, much, much more attentive, much, [00:20:20] much more knowledgeable than any [00:20:24] elite, propagandist, bread-and-butter [00:20:27] politician, hanger-on, lackey, [00:20:31] kept man, treasury optimism, [00:20:34] distorted reality of any side. [00:20:39] The Hungarian people knew exactly that the fallen [00:20:43] cronies had driven Hungary [00:20:47] into a wall and plundered it. [00:20:50] Because they bore the burden of this, and [00:20:54] most importantly, what they also [00:20:56] forgot was that the Hungarian people [00:21:00] love their homeland. This is the strength that, esteemed [00:21:03] colleagues, you should learn for a lifetime [00:21:07] from the Hungarian people: [00:21:11] that nothing is stronger than the patriotism of the Hungarian [00:21:14] people. It cannot be bought, it cannot be silenced. [00:21:18] "The Hungarians' attachment [00:21:20] to their homeland, [00:21:23] is strong and [00:21:26] enduring. I know it's hard to get out [00:21:30] of the old elite's comfort zone [00:21:33] and get to know Hungary. [00:21:36] We will do it for you. Just a week ago I visited [00:21:40] Kisvárda. In the eyes of the people of Kisvárda [00:21:43] and the people of Szabolcs who traveled [00:21:46] there, we saw tears of joy, because their homeland [00:21:50] is liberated, and now their narrower homeland [00:21:53] as well. I wish all representatives, [00:21:56] government party members and opposition members, to [00:21:59] see and understand these [00:22:01] feelings, what it means to love [00:22:04] this country, to truly [00:22:06] love it. Because, esteemed colleagues, the [00:22:10] Hungarian people know this, and [00:22:13] they feel it. Esteemed House, [00:22:17] on April 12th. At these [00:22:20] moments, Viktor Orbán still sent one last [00:22:24] message, made one last feeble attempt [00:22:28] to blackmail this brave, wise, [00:22:31] patriotic nation. [00:22:32] And what happened [00:22:36] then? The next message was sent to [00:22:40] me. Just a few hours [00:22:43] later, a few minutes after [00:22:46] 9 PM, my phone rang. [00:22:50] "The same man who just a few hours earlier [00:22:54] was stamping his feet, blackmailing, [00:22:56] threatening, that same man was forced [00:23:00] to congratulate Tisza and Hungary [00:23:12] on their victory. I answered him that I [00:23:16] accept the congratulations on behalf of our homeland, Hungary. [00:23:21] "Esteemed colleagues, esteemed House, [00:23:25] I consider this distinction very important. [00:23:28] I accepted the congratulations not on behalf of Tisza, [00:23:32] but on behalf of Hungary, because on April 12th, [00:23:35] not Tisza won, but our homeland. I deeply [00:23:38] believe that if even one [00:23:41] representative of the Fidesz KDNP faction sitting here [00:23:44] understood this difference, [00:23:47] or if our homeland, [00:23:51] functioning as a life raft [00:23:54] and sidecar for the fallen [00:23:56] elite, would at the same time [00:23:59] advance the fate of the homeland and the [00:24:02] follow, those KATA payers who also if they understood, [00:24:05] if they realized to the work of the Parliament. [00:24:10] not facing Tisza, not facing [00:24:13] me, but the millions of freedom-loving [00:24:17] Hungarians, then they would understand [00:24:22] what is happening to them, and they could finally confront [00:24:24] what they have done to the [00:24:27] country. [00:24:29] Fellow countrymen, I think it is important [00:24:32] to recall all this because I know that the elemental [00:24:36] and uplifting love of freedom, [00:24:40] joy, euphoria, [00:24:43] and anticipation [00:24:45] that erupted on April 12th [00:24:48] obliges all It obliges us to [00:24:52] work faster than any previous [00:24:54] government, more bravely and honestly [00:24:58] for them every day of the week, [00:25:02] and every hour of the [00:25:04] day. We try to meet [00:25:08] this with the deepest humility. [00:25:11] We know, we know precisely, that six [00:25:14] months cannot be compared to 16 [00:25:17] years. We know that we also need to build [00:25:20] alongside the ruins, we know that the social [00:25:24] injustices deliberately and maliciously created [00:25:28] by the Orbán government cannot wait to be [00:25:30] remedied, and we also know that finally, debate, [00:25:33] public discourse, and public speech are free, and [00:25:37] that all our decisions and actions are watched [00:25:40] with great attention. We thank you for this [00:25:43] attention, for the activity, [00:25:46] curiosity, and energy with which [00:25:50] the Hungarian people follow public life today, because [00:25:53] this is one of the most important steps on the road to [00:25:57] our country's recovery, that our decisions are not [00:26:00] instructions or threats, [00:26:03] "but rather steps that open up criticism, debate, [00:26:06] and even meaningful debate in the interest [00:26:09] of Hungary. For us, and for Hungary, [00:26:13] this attention is a strength, because it [00:26:16] shows that this country can no longer be fooled, [00:26:19] harmed, or humiliated. [00:26:23] And we also know that it is precisely [00:26:27] those who are shouting and [00:26:31] wailing and groaning from whom [00:26:34] we inherited this system. I can only tell them again, [00:26:38] shame on you. [00:26:41] It is a shame that those people who are [00:26:44] personally, politically, in every [00:26:47] sense responsible for the plundering [00:26:50] of our country, the still free [00:26:53] members of Lőrinc Mészáros's faction, are now suddenly concerned [00:26:57] about the renewed expansion of the KATA tax. [00:27:03] KATA, comrades, [00:27:05] and are you worried about [00:27:09] the wealth tax on billionaires, lobbying [00:27:12] against it in alliance with the oligarchs? [00:27:16] Who was it so important for that ordinary [00:27:20] working people should chip in for the luxury [00:27:23] trips, yachts, private jets, [00:27:26] castles, and manorial [00:27:28] estates of the NER hussars? And you, [00:27:33] "You are worried, wailing, about [00:27:35] the media, the freedom of the public [00:27:39] media. You, understand, those [00:27:42] who are worried about the freedom of the public [00:27:45] media, speaking on the public media platforms, [00:27:49] who prevented us, as representatives, [00:27:52] with security guards from speaking for even [00:27:56] five minutes to the Hungarian people in the two [00:28:00] years before the election?" [00:28:02] How pathetic and repulsive it [00:28:06] is that the megaphone, the public [00:28:09] money-guzzling news fakers, who for [00:28:13] 5-6 million forints a month slandered and humiliated [00:28:16] others, spread fear and hatred, [00:28:20] are now with serious faces worried about [00:28:23] the freedom of the press and crying out voluntarily. [00:28:27] Don't you find this pathetic and ridiculous, [00:28:30] dear Fidesz and KDNP representatives? [00:28:34] You are worried about arbitrariness. [00:28:38] I have a riddle for you, if you look up from [00:28:41] your phone for a moment, who could be that [00:28:44] legendary Fidesz propagandist, [00:28:48] who could be that world-famous anatomy expert, [00:28:52] about whom it turned out last week, [00:28:55] during the auditing of the public [00:28:58] money-guzzling Kekvák, that he is still hiding on a [00:29:03] background institution's payroll, [00:29:05] and in the meantime, he is producing false [00:29:09] defamatory content against the [00:29:13] government with state money? Well, who [00:29:16] could it be? [00:29:18] I'll help you, his name begins [00:29:21] with Deák, he's an expert, [00:29:25] and it ends with Dániel. Esteemed [00:29:27] colleagues, the financial [00:29:31] and social damage we face [00:29:34] is enormous, but we came here [00:29:37] to do the work necessary for Hungary's [00:29:40] development, for the creation of a functioning and [00:29:44] humane Hungary. The 16 years of [00:29:47] the Orbán regime had a very [00:29:50] clear, cruel, and utterly [00:29:53] unjust logic towards millions of Hungarian [00:29:56] people. Very many people paid so [00:30:00] that very few could get rich. [00:30:03] "It's as simple as one and one. The [00:30:06] burdens were spread across the entire Hungarian [00:30:09] society, and the profits were taken home by a few. [00:30:13] When it was time to pay, every Hungarian person had to [00:30:16] pay. When sacrifices had to be made, sacrifices [00:30:20] were demanded from every Hungarian family. But when it was [00:30:23] possible to share in the fruits of our common work, [00:30:27] it was always the same few families, the same [00:30:29] few oligarchs, the same [00:30:33] "chosen ones", the same people who [00:30:36] rubbed shoulders with power, seeking the favor of the fallen prime minister, [00:30:40] who were at the front of the [00:30:44] system was rejected by the Hungarian [00:30:47] people on April 12th, [00:30:50] they chased it away. And we received [00:30:53] the mandate to fundamentally [00:30:55] change things. The enrichment of a few, [00:30:59] or more precisely, their enrichment, [00:31:02] will be replaced by the prosperity of many. This is the idea [00:31:06] that determines our economic [00:31:09] policy, our social policy, our tax [00:31:12] policy, and our budgetary decisions. [00:31:15] Next week we will [00:31:18] present Hungary's 2027 [00:31:20] budget. Our goal is clear [00:31:24] and straightforward: to compile a budget of justice [00:31:28] and development. We are working to [00:31:31] ensure that more goes to many, [00:31:35] so that everyone has a chance to prosper. Even in the [00:31:39] smallest village, in the mud hut [00:31:42] at the end of the village. [00:31:45] In the past 16 years, not only were public funds [00:31:48] distributed unfairly, but also opportunities, [00:31:51] security, and faith in the future. [00:31:54] There were a few, privileged ones, [00:31:58] janissaries, the oligarchs, [00:32:01] who received all the help, and there were [00:32:04] many, the masses, millions [00:32:07] of Hungarian people, who received little or [00:32:09] nothing. There were a few whose [00:32:13] enrichment was supported by more and more [00:32:16] state subsidies, and there were many [00:32:19] who, despite working [00:32:22] their whole lives, despite raising [00:32:25] their children, despite paying their taxes [00:32:28] honestly, still lived from one month [00:32:32] to the next. With the budget of justice [00:32:36] and development, [00:32:38] the fruits of the country's prosperity will finally [00:32:41] reach those who have so far only paid the price. [00:32:45] "Those who were left behind by the previous [00:32:48] government will also have a chance to rise. We are working [00:32:52] on a budget that does not forget [00:32:55] healthcare professionals, social workers, [00:32:59] child protection [00:33:02] personnel, educational support [00:33:06] staff, or even those working [00:33:08] in public collections, and yes, [00:33:11] it provides assistance to impoverished pensioners, [00:33:15] families in difficult situations, [00:33:18] small entrepreneurs, and young people as well. We cannot, [00:33:22] we cannot, and we do not want to [00:33:25] distribute gifts. Unlike the Orbán government, [00:33:28] we do not have favorite social groups, [00:33:32] we do not have favorites. We do not divide the country [00:33:36] into those to whom we give everything, and those [00:33:40] to whom we give nothing. We are working [00:33:44] on a disciplined, stable, and sustainable [00:33:47] budget, because the Orbán government almost [00:33:50] plunged the country into economic and financial [00:33:53] ruin, with a record deficit, [00:33:56] misrepresented budget items, [00:34:00] industrial-scale theft, wasteful spending, [00:34:04] irresponsibility, and a good dose of [00:34:06] dilettantism. [00:34:08] This is now over. We will manage every [00:34:12] forint of public money responsibly, we will [00:34:15] examine every state and ministerial expenditure twice, [00:34:19] but preferably four times, and we will save [00:34:23] as much as possible on the operation of the [00:34:26] state. Instead of supporting the chosen large [00:34:30] entrepreneurs in the economy, the billionaires living off [00:34:34] political connections, the oligarchs fattened [00:34:37] by state money, we will direct the country's [00:34:40] resources towards strengthening Hungarian [00:34:44] small and medium-sized enterprises. Towards those people who have been working [00:34:48] for decades, creating jobs, paying [00:34:50] taxes, taking risks, [00:34:54] supporting families, and who until now [00:34:57] had to start with a disadvantage in their [00:35:00] own country against the chosen ones of [00:35:04] power. We see the strength of the Hungarian [00:35:08] economy in the many honest Hungarian businesses [00:35:11] that have carried this country on their backs, [00:35:15] while the corrupt power distributed [00:35:18] opportunities over their heads. For all this, [00:35:22] we need to restart an economy that the [00:35:25] Orbán government brought to a state of clinical [00:35:28] death. By the end of their 16 years of [00:35:31] government, they were not only distributing [00:35:34] wealth unfairly, but they were able to show fewer [00:35:38] and fewer results that could even be distributed [00:35:40] or stolen. They consumed [00:35:43] our future, the future of Hungarians, [00:35:47] they squandered our opportunities, they [00:35:50] wasted the country's wealth, and they left [00:35:52] behind a stagnant, exhausted economy, [00:35:56] deprived of the possibility of growth. This [00:35:59] economy is what we must [00:36:03] and will restart now. With investments [00:36:06] that simultaneously help Hungarian businesses get [00:36:10] started and produce tangible results for the [00:36:14] country. We are launching a comprehensive housing [00:36:17] program for Sándor which will create job opportunities as long [00:36:21] as the investment lasts, and then provide [00:36:24] homes, housing, and dormitories across [00:36:28] the country. retention program, for years [00:36:31] this work should have been started years ago. We are [00:36:35] years late, but that cannot [00:36:37] be an excuse. The work ahead of us is a huge [00:36:40] challenge, but also a huge opportunity. [00:36:44] Here we stand, in perhaps the most dramatic [00:36:48] drought-stricken year in Hungarian [00:36:51] there is no doubt that we must act, but a large-scale [00:36:54] program will not only protect our waters, our fertile [00:36:57] lands, but also provide work and tasks for [00:37:01] Hungarian companies and Hungarian employees. [00:37:05] With our Baross Gábor railway development program, [00:37:08] in the next 10 years, [00:37:10] we will spend 3550 billion forints on the modernization [00:37:14] of the Hungarian railway. [00:37:17] We will renovate railway tracks, build new [00:37:20] ones, acquire new locomotives, railway [00:37:24] cars and train sets. [00:37:28] We will modernize stations, develop suburban and [00:37:31] rural railway transport. This [00:37:34] program also simultaneously means the revitalization of the [00:37:37] Hungarian economy, the strengthening of Hungarian [00:37:40] businesses, the creation of jobs, and the [00:37:44] implementation of developments that have been [00:37:46] postponed for decades. Ladies [00:37:50] and gentlemen, Fidesz played Russian [00:37:53] roulette with Hungary, in every sense of the word. [00:37:57] The result of which was an infinitely unjust, [00:38:01] crumbling economy, a Fidesz-style [00:38:04] head start. It is not easy, it is not easy [00:38:08] to get the country back on its feet from here, but we believe [00:38:12] that if we jointly find the breakthroughs, if [00:38:15] we do not pull the government, if [00:38:18] we create transparent rules, if [00:38:20] we listen to the voice of Hungarian businesses, if [00:38:23] we pay attention to those for whose tax forints. [00:38:35] This is what we are working for, and we will soon [00:38:39] present and jointly [00:38:41] this budget. [00:38:44] Esteemed House, there is no [00:38:47] question where we started from, nor is it a question where we want to go. From [00:38:51] a country where many worked [00:38:54] for the enrichment of a few, we want a Hungary. [00:38:58] where everyone benefits from the results of our [00:39:01] common work, where there is economic growth, and where [00:39:05] Hungarian families, Hungarian [00:39:08] employees, and Hungarian businesses [00:39:11] share in this economic growth, where [00:39:14] public money truly serves the common [00:39:17] good, where the state works for the prosperity [00:39:21] of many, and where the government uses its power [00:39:24] for what it was authorized to do, [00:39:28] "to make every Hungarian's life better, [00:39:31] to try to make it better. This is the [00:39:34] commitment we made on [00:39:36] April 12th, and with every decision, [00:39:40] every workday, and every measure [00:39:43] of the past six months, [00:39:46] we are striving to [00:39:48] fulfill this commitment. [00:39:50] My fellow citizens, six [00:39:53] months ago, on April 12th, [00:39:58] "I stood on the other side of the Danube [00:40:01] with my colleagues and thousands of people, and spiritually [00:40:05] with millions of Hungarians, behind us [00:40:08] the Parliament, the world's most beautiful [00:40:11] building. I think all of us [00:40:15] will have moments from that night [00:40:17] that we will be able to recall for the rest [00:40:20] of our lives, the embraces, [00:40:24] the joy that erupted from people, the love. [00:40:28] "the street parties that erupted [00:40:30] in many parts of the country, that [00:40:33] feeling that all of us, every Hungarian, [00:40:37] then on that day, in those [00:40:40] moments, stood on the stage of history, of Hungarian history, and [00:40:44] of course we will be able to recall [00:40:47] the dance of birthday boy Minister Zsolt Hegedűs, God [00:40:51] bless you, Minister [00:40:52] sir." [00:40:59] But let us also remember that [00:41:02] I sent a clear message that night to the [00:41:06] puppets of the Orbán regime. [00:41:09] Some heard it and left, [00:41:13] some did not want to hear it, but many of them have [00:41:17] also left. And there is a third group, [00:41:21] there are those who still do not want to hear, [00:41:25] do not want to understand. [00:41:28] "the message sent by millions of Hungarians on April [00:41:31] 12th, [00:41:34] I say it with good intentions, learning from [00:41:38] the mistakes of their predecessors. [00:41:42] for an inglorious end. On Friday, we announced [00:41:46] with Minister Dávid Vitézi that the Hungarian [00:41:48] government was terminating the 337 [00:41:51] billion forint contract concluded [00:41:53] for the construction of the Southern [00:41:56] Circular Railway with Lőrinc Mészáros's [00:41:59] company called Vhíd. [00:42:03] Lőrinc Mészáros's faction's [00:42:06] tobacco lobbyist representative, of course, immediately lied. [00:42:10] Dear compatriots, the European Court of Auditors revealed [00:42:14] serious [00:42:16] irregularities and [00:42:19] conflicts of interest in connection [00:42:22] with this multi-hundred-billion-forint contract. Not [00:42:24] the Hungarian, but the European [00:42:28] Court of Auditors. The Hungarian State [00:42:32] Audit Office had not a word [00:42:35] to say about the theft of hundreds [00:42:39] of billions just as the Hungarian State [00:42:42] Audit Office had not a word to say about [00:42:45] the illegal Fidesz-style [00:42:49] party and campaign financing, [00:42:52] and of course for years it had not a word [00:42:56] to say about the hundreds of billions stolen [00:42:59] from the foundations of the Hungarian National Bank. [00:43:03] How could it have, since the [00:43:06] President of the Hungarian, not the European, Court of Auditors, Matolcsy [00:43:09] György, was the deputy during the [00:43:12] looting of the Hungarian National Bank, and [00:43:16] now here is Mészáros's Vélhíd, [00:43:19] the company of the failed prime minister's [00:43:23] henchman, his private treasurer. Now [00:43:27] that it has come out that Mészáros [00:43:30] supported Megafon with at least 4.5 billion [00:43:33] forints, Mr. Szűcs's former [00:43:36] workplace, which means, dear [00:43:38] fellow representatives, through the public [00:43:42] money stolen from us and passed [00:43:45] through the bridge, we, Hungarian taxpayers, paid not only [00:43:49] for Fidesz oligarchs, but also [00:43:52] for Fidesz smear campaigns, [00:43:55] and we paid for Fidesz propaganda [00:43:57] as well, and the head of the [00:44:01] Hungarian State Audit Office, for 8-9 million [00:44:05] forints a month, has not a word [00:44:09] to say about this, why? Probably [00:44:11] because that is exactly why Orbán [00:44:14] put him in that position, to keep quiet [00:44:18] as long as possible, and in this he has already [00:44:22] proven himself, because if anyone has any doubts about [00:44:25] the abilities of the ASZ president, it is worth [00:44:29] recalling that he was the vice-president of [00:44:32] the Hungarian National Bank during the creation [00:44:36] of the legendary MNB foundations, which resulted [00:44:40] in the disappearance of hundreds of billions of forints, [00:44:43] and at the start of the money drain. [00:44:47] He skillfully assisted in that, just as [00:44:50] he skillfully assisted, as ASZ president, in the [00:44:54] illegal party and campaign financing. Just [00:44:57] as the other Orbán puppet, the head [00:45:00] of the Economic Competition Authority, Csaba [00:45:03] Rigó, did. Where was [00:45:05] the GVH when the oligarchs of the Orbán [00:45:09] regime were dividing among themselves [00:45:12] a significant part of state investments? [00:45:15] Where was the famous [00:45:17] competition authority, when Hungarian businesses [00:45:21] repeatedly found themselves facing [00:45:24] the same billionaires? How could it happen that [00:45:28] finally the European Court of Auditors had [00:45:31] to expose, for example, the public [00:45:35] procurement irregularities of a several [00:45:37] hundred billion forint Hungarian railway investment? [00:45:41] In short, corruption. [00:45:43] We read this morning that [00:45:46] the GVH now, five, six, seven years later, [00:45:50] after the government presented this case, has [00:45:54] already launched a procedure. I think it's too [00:45:57] late, as they say, "after the rain, a cloak." [00:46:00] It should not be the government's job [00:46:04] to make the president work, to spur [00:46:07] the president who earns 8-9 million forints a month. [00:46:11] It's time for Csaba Rigó to realize [00:46:14] that his departure is also necessary [00:46:18] to restore confidence in the institution. [00:46:21] The president's deputy, [00:46:25] Dr. László Back, has already done so. Mr. [00:46:28] Presidents, it's time to leave, whether [00:46:31] hand in hand or without, if not, [00:46:34] we will help. [00:46:43] Dear Fidesz and KDNP [00:46:46] representatives, if you happen to look up from [00:46:50] your phones, they will run out. Be careful, [00:46:53] it is clearer than day that [00:46:56] Fidesz's disastrous campaign, which led [00:46:59] to your historical defeat, was financed [00:47:03] with stolen money. It is clear, we know, [00:47:07] it is demonstrable that you cheated. [00:47:11] When you sit here in [00:47:14] the world's most beautiful building, the temple of [00:47:18] constitutionality, always remember, I wish. [00:47:22] every moment you should remember what price you are [00:47:26] sitting here for. Remember, Mr. Béla Radics, who is currently [00:47:30] in the buffet, that your campaign failed [00:47:34] miserably, but also remember, [00:47:36] the chief tobacco lobbyist, Balázs [00:47:40] Német, that your ridiculously [00:47:44] disastrous campaign was financed [00:47:46] with money stolen from the Hungarian [00:47:50] people. Remember [00:47:53] every current and future megaphone member here [00:47:56] that you got rich and lied with money [00:48:00] stolen from working Hungarians. Remember [00:48:03] every day that at least [00:48:06] half of the Fidesz-KDNP faction sitting [00:48:10] here freely is illegitimate, [00:48:13] because they gained their seats through [00:48:16] illegal party and campaign financing, that is, [00:48:18] through fraud. [00:48:31] Dear fellow representatives, that is why I said [00:48:34] on April 12th, and that is why I say [00:48:39] regime change is not over, it was far from over [00:48:43] on the night of the elections. As long [00:48:45] as state institutions are led by leaders [00:48:49] who serve the failed power [00:48:52] instead of the Hungarian people, as long [00:48:56] as the leaders of organizations created to control [00:48:59] public funds do everything but protect public [00:49:03] funds, then we have work to do, [00:49:07] and we will complete this [00:49:09] work. Esteemed House, dear [00:49:13] compatriots, at home and abroad, exactly six [00:49:17] months ago, on April 12th, [00:49:20] I considered it important to also address [00:49:23] Fidesz voters. Since then, there are fewer [00:49:28] vote for their representatives who got here through [00:49:31] fraud. To those who are [00:49:35] afraid, and worried about the future, [00:49:38] allow me to address them again [00:49:41] today. Dear Fidesz [00:49:44] compatriots, they lied to [00:49:47] you, many times. There was no [00:49:51] conscription, no atom war, [00:49:55] your former leader [00:49:58] abandoned you, and when your community [00:50:01] needed him most, [00:50:04] he was vacationing, resting, [00:50:07] traveling, and from America [00:50:10] or Ireland he ordered one of his [00:50:12] lackeys to post something good, [00:50:16] something black and white, something frightening [00:50:18] about tyranny. I want to repeat again, [00:50:22] "and if necessary, I will repeat [00:50:25] it a thousand times, I, we have no dispute [00:50:28] with Fidesz voters, and I consider it my [00:50:32] responsibility to represent you too, [00:50:35] as the Prime Minister of Hungary. [00:50:38] This wonderful country is the homeland of [00:50:42] all of us, and never, [00:50:46] ever again should anyone feel that [00:50:50] they are a second-class citizen just because [00:50:53] they live in a settlement whose leader is from the opposition, [00:50:57] or has an opinion that differs from [00:51:01] that of the power, the government, or works in a sector [00:51:04] that someone is already sharpening their teeth [00:51:07] on. This is over, [00:51:10] we are one country, all of us, [00:51:14] in our complexity, our disagreements, our [00:51:18] different goals and values, our [00:51:21] future is shared. "And as long as I am [00:51:24] the Prime Minister of this country, [00:51:27] there will never, ever be a moment [00:51:31] when anyone who shares the fate of this country, [00:51:35] within or beyond its borders, [00:51:38] supports any party, community, [00:51:41] or person, should feel like [00:51:45] a second-class citizen. This government will represent [00:51:48] him too, it will never abandon him. [00:51:53] "It works for him too, and it will not [00:51:56] allow it to happen again that this [00:52:00] brave, wise, patriotic nation [00:52:03] is divided, blackmailed, or [00:52:06] plundered. Dear [00:52:08] compatriots, for me, the past six [00:52:12] months have been one of the most uplifting [00:52:16] and difficult Uplifting because [00:52:19] I work for this country, and at the [00:52:22] same time dramatic, dramatic to realize [00:52:25] that the legacy left to us reveals an order of [00:52:29] magnitude greater evil, [00:52:33] corruption, [00:52:35] than I could ever have imagined, [00:52:38] but I am proud of it, I am proud [00:52:41] that every tentacle, [00:52:45] every tentacle that we cut off the octopus, [00:52:48] is new support for Hungarians, the reduction [00:52:51] of firewood, the reduction of firewood, the school [00:52:55] starting allowance, the pension increase, and many [00:52:58] of our decisions, in just six months, [00:53:01] showed that on April 12th..." [00:53:05] it was not simply Tisza that won, [00:53:08] the Hungarian people took back their [00:53:11] homeland, the Hungarian [00:53:14] became a free, empowered nation, [00:53:17] and as Dániel Berzsenyi said, [00:53:21] a free people does wonders. [00:53:24] Thank you for [00:53:26] listening. [00:53:45] Many in the Fidesz parliamentary group believe that Hungarian [00:53:49] voters were given a mandate to play Russian roulette. [00:53:51] We wish them good [00:53:53] work, good luck, and we continue our work. [00:53:57] Esteemed National Assembly, after the Prime Minister's speech [00:54:00] exceeded 20 minutes, the leaders of the parliamentary [00:54:04] groups have eight minutes to deliver [00:54:07] their contributions. [00:54:10] I draw your attention to the fact that in response [00:54:13] to the Prime Minister's speech before the agenda, [00:54:16] the leaders of the opposition parliamentary groups may speak [00:54:19] in ascending order After that, [00:54:23] the leader of the ruling party's parliamentary [00:54:26] group will speak. According to the rules of [00:54:29] procedure, only the faction leaders and [00:54:32] their deputies may speak [00:54:37] in response to the Prime Minister's speech before the agenda. I ask the faction leaders or their deputies who wish [00:54:41] to speak to indicate their intention [00:54:44] by pressing the button now. [00:54:48] Thank you. Esteemed National Assembly, on behalf [00:54:51] of the Mi Hazánk parliamentary group, [00:54:54] I give the floor to Mr. László Toroczkai, faction [00:54:57] leader, for an eight-minute timeframe. [00:55:01] Thank you for the floor, Madam Speaker. [00:55:04] Mr. Prime Minister, there was nothing new, [00:55:08] we saw and heard the same thing for 45 minutes, [00:55:11] which we have become accustomed to. You spoke mostly about [00:55:15] the past 16 years, of which [00:55:18] you spent 14 years at the top of [00:55:22] this system called Fidesz, or the NER system, [00:55:26] and we heard much less about what [00:55:29] work you did in the past six months, or what Hungarian employees [00:55:33] can expect, what Hungarian businesses [00:55:37] can expect, and what the rule of law and the [00:55:40] restoration of the rule So I would [00:55:43] like to talk about that instead of you, and in addition [00:55:47] to that, perhaps it's no surprise that you talked a lot [00:55:50] about yourself, about your feelings, about how [00:55:54] you experienced these past two years, how uplifting it is [00:55:57] Don't react, Mr. Prime Minister, but we are not interested [00:56:01] in that. You know what we are interested in? We are interested [00:56:05] in how you truly intend to establish the rule of [00:56:09] law, how you intend to create a better country, [00:56:12] and I would specifically ask you not to speak [00:56:15] on behalf of every Hungarian, because you just did [00:56:19] that, you said what you see in the eyes of the Hungarian [00:56:23] people. Imagine, not only you travel the country, [00:56:26] I also travel the country, not only you sometimes [00:56:29] travel by public transport, or Dávid Vitézi, or say by a [00:56:33] budget airline, so I also meet people, and imagine, [00:56:37] completely different types of people come to me, [00:56:40] who say completely different things, in whose eyes, [00:56:44] for example, there is concern, who are concerned about [00:56:47] the situation of the rule of law, or who are [00:56:49] concerned about their jobs, who are, [00:56:53] let's say, concerned about the situation of [00:56:56] and I must say that they are right, [00:57:00] And during the 45 minutes, [00:57:04] in addition to criticizing Fidesz, there was also [00:57:07] a sentence about Mi Hazánk, not much, [00:57:10] but a sentence, so I would like to set [00:57:13] that straight as well. You said that Mi Hazánk [00:57:17] is operating as a sidecar to Fidesz, [00:57:20] if I remember correctly. In the past few days, [00:57:23] they have lied incredibly disgustingly about Mi Hazánk, [00:57:27] because the news in the past few days was about [00:57:30] István Gyöngyösi, the vice-chairman of the investigation [00:57:33] committee I lead, who posted on Facebook - I cannot [00:57:37] even correct the lie there yet, I still [00:57:41] don't have a Facebook page - with my [00:57:44] photo, that Mi Hazánk is helping to ensure [00:57:48] that Viktor Orbán, the Prime Minister, cannot be summoned before [00:57:51] the relevant investigation committee, because at the [00:57:55] session of the investigation committee investigating [00:57:58] the pardon case, Novák Előd voted against inviting [00:58:02] him, meaning he voted against compelling Viktor Orbán to make a personal [00:58:06] statement. Please wait, I will finish soon. [00:58:09] "It is true that Novák Előd voted [00:58:13] against inviting Viktor Orbán. [00:58:15] I would have voted differently, [00:58:19] you see. But laugh, laugh, because maybe [00:58:22] you don't know, but the big situation [00:58:26] is that not only did it happen that, [00:58:29] for example, at the session of the investigation [00:58:33] committee investigating the systemic situation, [00:58:36] the crisis of child protection, where the [00:58:39] Tisza president suggested summoning [00:58:42] Viktor Orbán, it was Barnabás [00:58:45] Létei who did not [00:58:47] vote for this. But that was not the [00:58:51] only thing that happened, and it was no accident [00:58:54] that I mentioned Deputy Chairman István Gyöngyösi, [00:58:58] who lied with my photo [00:59:02] and deflected regarding Viktor Orbán's [00:59:05] summons. At the session of the investigation [00:59:09] committee investigating executive abuses, [00:59:12] which I lead, the following happened: [00:59:15] This summer, I prepared a list of 53 [00:59:19] names whom I wanted to compel to give statements. [00:59:23] And do you know who did not vote for it? [00:59:26] The three Tisza party representatives did not [00:59:29] vote for the summons of Viktor Orbán and Ferenc Gyurcsány, [00:59:33] former Prime Ministers. Because of them, [00:59:36] I cannot summon Viktor Orbán or Ferenc [00:59:39] Gyurcsány. They gave the professional [00:59:42] argument, and then on the list of over [00:59:45] 60 names they submitted a few weeks ago, [00:59:49] which largely includes the names I also [00:59:53] wrote down, they again omitted Viktor [00:59:57] Orbán and Ferenc Gyurcsány, and argued that [01:00:00] it was because it was not professionally [01:00:03] justified, rather the Ministry of Justice [01:00:06] should be summoned and heard. So [01:00:10] this is exactly what happened, in contrast to what [01:00:13] István Gyöngyösi posted with my photo, that [01:00:16] it was the Tisza party members who voted [01:00:20] against summoning former prime ministers. They didn't [01:00:23] say this, they are constantly deflecting and lying, [01:00:26] Mr. Prime Minister, about the Mi Hazánk movement. But [01:00:30] what is the problem? The problem is that [01:00:34] the wage increases or even family allowance [01:00:38] increases you promised are not happening, [01:00:41] and that is why they are talking around the issue, [01:00:45] for example, about how [01:00:47] it to eight years for my sake, [01:00:51] that is exactly what I'm but each of them, after introducing themselves, [01:00:54] are building a dictatorship, like some mini dictator. [01:00:58] But that wasn't all, just last [01:01:01] time, here in the plenary session, you threatened [01:01:05] me." but that they would reduce [01:01:08] with the fact that there was a laptop where Balázs Hankó was sitting, [01:01:12] and it said that you will be next, and [01:01:15] he pointed out that you could be next, here. During our debate, you know, if [01:01:19] any representative does this, it's not a nice thing, but a [01:01:23] prime minister with the two-thirds majority, and with that [01:01:25] excessive power, by dismantling the system of checks and balances, which [01:01:29] you are doing, you are making, the most dangerous and [01:01:33] darkest future for Hungary, not for me, no, not for me, [01:01:36] but for Hungary. You cannot do this [01:01:40] and you cannot constantly abuse your power, you are not [01:01:42] threatening, because you certainly did not receive any [01:01:46] authorization for this, and "our compatriots are rightfully concerned, not just [01:01:49] because of this, because of your behavior stemming from your character, [01:01:52] but also because of what they are doing. What happened with this August [01:01:56] 20th fireworks display? We [01:01:59] made, the Azák movement made, a complaint, perhaps you remember, and [01:02:03] then you answered that the Ministry of Interior would investigate, which is quite [01:02:06] ridiculous in a rule of law state, so they would investigate themselves, [01:02:10] and that is what happened, which was expected [01:02:14] in advance, the Ministry of Interior found [01:02:17] everything in order, and did not even investigate whether there was an overpricing. Well, [01:02:21] that's why we cannot trust you at any level. [01:02:24] Then there was also the fact that I don't think it's right how, for example, the president [01:02:28] of the MVWH' was elected, [01:02:31] which is why we withdrew from the process of electing the vice-presidents, [01:02:35] because we support the elimination of corruption, but [01:02:39] we don't support what you are doing, putting your own people [01:02:42] in such positions, like you decided about Anna Róza Unger in a [01:02:46] smoke-filled room, you and let's say Bálint Ruff, [01:02:49] you two decided that she would come there, and then she says things [01:02:53] that make your hair literally stand on end, [01:02:57] and now in connection with her own criminal case, she is threatening [01:03:00] prosecutors again, even though the question is whether [01:03:04] she took the phone of a voter, a citizen, [01:03:07] threw it into the Danube, whether bouncers threw her out by the [01:03:10] scruff of her neck, and do you really think this is not a [01:03:14] criminal case? Do you think what you did is normal, and it's only the [01:03:18] prosecutors or the police who are to blame? Thank you, Madam President. [01:03:20] asszony, [01:03:26] On behalf of the KDNP parliamentary group, I give the floor to Mr. Bence Rétvári, [01:03:30] faction leader, for an eight-minute time limit. [01:03:33] Please. Thank you for the floor, Madam President, esteemed House, esteemed [01:03:37] fellow representatives, several of you started by saying who [01:03:41] you met in the past few days. I met [01:03:43] several Péter Magyars over the weekend, it was strange for me too, [01:03:47] said that they asked us to work so that [01:03:51] when they introduce themselves, not everyone thinks of the Prime Minister of Hungary, [01:03:54] because they feel extremely uncomfortable because of this, and [01:03:58] they trust that this situation [01:04:00] will end as soon as possible, if only because, if only because [01:04:03] you were supposed to give a report on the past [01:04:07] six months, you were supposed to tell [01:04:11] what you did for the Hungarian people in the past [01:04:14] six months, and instead we heard the same thing [01:04:18] again as always, you always only dealt with Fidesz [01:04:21] KDMP, you dealt with Viktor Orbán, you dealt with Lőrinc Mészáros, [01:04:25] and that's why, that's why we can tell in advance what you will [01:04:28] talk about, we can check in advance what your words [01:04:31] will be, because you simply don't talk about your own [01:04:34] governance, you are still stuck in the past, you are still the opposition's [01:04:38] opposition, you are still only dealing with attacking the opposition [01:04:41] and attacking the previous government, and this is already visible in economic [01:04:45] figures, in rising unemployment, in [01:04:48] closing factories, and this is already visible [01:04:51] in economic data as well, whether you look at tourism, or any other [01:04:55] area, you tried to say about the past six months [01:04:58] that there are the many, and there are the few, and you represent the many [01:05:02] against the few. Well, tell me, Mr. Prime Minister, [01:05:06] which year out of the past years was it when you were not [01:05:10] among the few, or did not want to be among the few? Well, [01:05:13] that's why you wanted to be among the few, that's why you looked for [01:05:17] Lőrinc Mészáros, so you could be among the few, that's why you created your own [01:05:20] position at the permanent representation in Brussels, so [01:05:23] you could be among the few. That's why you wanted to get as close as [01:05:27] possible to Viktor Orbán, at events, [01:05:30] at sports matches, so you could be among the few, that's what you constantly [01:05:33] strived for, to be as close as possible to Viktor Orbán, to be as close as possible to Lőrinc [01:05:37] Mészáros, both legally and physically, so that the few [01:05:40] could be among the few, it wasn't about the many, I see [01:05:44] obviously those who go on luxury safaris in Africa [01:05:48] and have more than 80 properties can represent the many, [01:05:51] surely they are the most credible representatives of the many, but for the many [01:05:55] it would have been necessary for the price of petrol to remain at the [01:05:58] protected price, and the price of diesel to remain at the protected price. For the many, it would have been necessary [01:06:02] for you not to double the KATA tax. How many times did you talk about doubling the KATA [01:06:05] tax in the campaign? Not once, you said it would be more favorable. For the many [01:06:09] it would have been favorable, and not just for KATA taxpayers. You saw the various posts on [01:06:13] Facebook from various small entrepreneurs about how their prices [01:06:16] will increase due to the KATA changes, some by 1200 HUF, some by [01:06:20] 1500 HUF, but the KATA doubling will certainly be passed on [01:06:23] to those people who go to such small artisans, [01:06:26] who work in the beauty industry, or elsewhere. And [01:06:30] they will pass on the prices to the people. You represent the many. Well, which government [01:06:33] was it that reduced the [01:06:37] families, the already approved subsidies? [01:06:39] In the home energy storage program, [01:06:42] they reduced it from 2.5 million HUF to 1.8 million HUF. Which [01:06:46] government dared to do this to many, that they won a subsidy for something, that they [01:06:50] would modernize their homes, which is good for the country too, as they can store energy at home, and [01:06:53] you are taking from these people. This is many thousands, or [01:06:57] tens of thousands of people, who already... learned what retroactive effect is like, when their [01:07:00] already approved and notified [01:07:04] subsidies are taken away from them, you don't represent [01:07:07] many, but few, and a good part of the [01:07:11] few are foreign. Mr. Prime Minister, you spoke very little [01:07:14] about how you made history in the past six [01:07:18] months by being the first Hungarian prime minister [01:07:21] to be accused as prime minister. That's a record, we can [01:07:25] congratulate you on that, there has never been such a prime minister before, you didn't say a word, [01:07:29] we see that from explanation to explanation, how you contradict [01:07:33] yourself, one explanation contradicts the other. [01:07:36] One time you say you were provoked, [01:07:40] and you reacted to this provocation, then another time you say [01:07:44] no, no, someone provoked girls, and then you [01:07:47] stepped in like a knight, and you wanted to save those girls, well, we saw the [01:07:50] videos of you staggering around Széchenyi Square in stained trousers, you think [01:07:54] it was just a shadow on your trousers, obviously in the evening lights, this [01:07:57] in the sunlight is obvious, but how can you, in this [01:08:01] state, really saved girls and would do it again, [01:08:04] well, that knight, that grand knight, that gentleman, who [01:08:08] who protects ladies in a night club, is not thrown out [01:08:11] by the scruff of his neck from the night club. As many [01:08:14] sentences as you say, so many contradict each other, because the whole thing is a huge [01:08:18] spiral of lies, and that's why you got into this situation, and [01:08:22] then you say that you expect the [01:08:24] prosecutor's office not to file charges, for the whole [01:08:28] procedure to stop at the prosecutor's stage, when it comes to the election of the [01:08:32] chief prosecutor, you expect the chief [01:08:35] prosecutor to drop these charges, and the [01:08:38] suitable chief prosecutor is the one who will not file charges in court, because... [01:08:42] you said at a public press conference that you would not like to see charges [01:08:46] filed, because if charges are filed, and possibly theft, due to the violence that [01:08:50] the crown witness said he used against him, if it is changed to robbery [01:08:53] during the procedure, then you could lose your prime ministerial [01:08:57] position and your parliamentary mandate as well, and at this critical [01:09:00] moment, when there is a chief prosecutor election, and the first candidate [01:09:04] for chief prosecutor has already been rejected, you are expressing [01:09:07] such public expectations as prime minister towards the [01:09:10] prosecutor's office, about what the prosecutor's office should and should not do. [01:09:14] This is clearly influencing a completely, a [01:09:17] completely independent organization from the government, the [01:09:20] prosecutor's office, and the whole fairytale, as if you were the [01:09:24] victim, you, who according to witnesses and videos [01:09:27] really behaved violently, crawled [01:09:30] on all fours between the thighs of teenage girls on the [01:09:33] ground, you want to pretend that you are [01:09:37] protecting those young girls. This is at least as big a [01:09:41] fairytale as when you said that you praised an old lady's jam bread [01:09:44] and apple strudel, so she signed her apartment over to you, and that's how you got [01:09:48] a property in Buda. Few, few will believe these fairytales, [01:09:51] Mr. Prime Minister, however, I suggest that you be careful [01:09:55] when letting the Tisza ministers and representatives out into the corridor, because [01:09:59] they will report on how you keep them on a short leash, [01:10:02] and how, how [01:10:06] four ministers in your portfolio have really reached the brink of [01:10:09] collapse, some even running out of government meetings crying, because they cannot [01:10:12] tolerate the style that you practice, and some have a past [01:10:16] that makes this style unacceptable for many. But [01:10:20] I would like to ask you a very serious question: Here is the Minister of Education, [01:10:23] Minister Lannert, you are also preparing for [01:10:26] constitution-making, there was constitution-making before, then [01:10:29] Minister Lannert expressed her opinion in an article about [01:10:33] abortion and the protection of life, and [01:10:36] she wrote that there are children who would be born into unsuitable [01:10:39] circumstances, [01:10:43] families, and these are not adequately prepared families, and she said that [01:10:46] in these cases, it may be justified to perform [01:10:50] an abortion. She would make a decision [01:10:53] about a fetus based on its parents' [01:10:56] lifestyle, she says these children will become criminals [01:10:59] who will kill others, and this way the population will [01:11:03] shrink. Making a decision [01:11:06] about a human life based on origin, about a human [01:11:09] life based on origin, [01:11:12] outrages everyone, and your Minister for Children's Affairs, [01:11:15] your Minister for Children's Affairs [01:11:18] shared such a line of thought with the wide Hungarian [01:11:21] public, citing American studies as a kind of [01:11:24] justification, that yes, if there are more abortions, then [01:11:28] crime will be lower, and crime should be fought with more abortions. [01:11:32] Can you associate yourself with such a Minister for Children's Affairs, [01:11:35] who thinks this way about fetuses of a few centimeters, [01:11:38] that because of their parents, because of their parents' lifestyle, [01:11:42] she would deny them the right to life? Shouldn't every child rather be given the opportunity [01:11:45] to develop their abilities? Can you agree with such a line of thought? Thank you [01:11:49] very much. [01:11:51] a [01:12:02] On behalf of the Fidesz parliamentary group, I give the floor to Mr. János Bóka, [01:12:06] faction leader, for an eight-minute time limit. [01:12:09] Please. [01:12:12] Thank you for the floor, Madam President, esteemed House, elections were held [01:12:15] six months ago, and the Tisza government [01:12:19] was formed five months ago. The Tisza government [01:12:23] would have had five months to [01:12:26] govern, but this did not happen. Instead of governing, [01:12:30] the Hungarian people received many other things. Let's see [01:12:33] what the Hungarian people received instead of governing in the past [01:12:36] five months. In the past five [01:12:39] months, the Hungarian people received. [01:12:44] Of these tax increases, some have already [01:12:47] been implemented. The excise duty on tobacco products, [01:12:50] for example, has already been raised, [01:12:53] and they expect an additional 90 billion forints [01:12:56] from this. This measure will come into [01:12:58] force on November 1st. Everyone [01:13:02] will then be able to experience how these will appear [01:13:05] in consumer prices. You then said that this [01:13:09] tax increase, because it is a tax increase, [01:13:12] is a public health measure. [01:13:16] Of course, we did not see any related public health [01:13:19] measures. This is simply a [01:13:22] tax increase, a budget [01:13:25] surcharge. There are tax increases [01:13:28] for which the government has already [01:13:32] published its proposal and submitted it for public consultation. [01:13:35] This includes the brutal increase of KATA. [01:13:37] The tax of 13,800 self-employed KATA taxpayers [01:13:41] will increase from 500 HUF to 10,000 [01:13:44] HUF. And you say that this is not a [01:13:48] tax increase, it is a tax restructuring of KATA, but if [01:13:52] you look at your own proposal for public consultation, [01:13:55] it states in black and white that you expect [01:13:59] an additional 60 billion forints in budget [01:14:02] revenue from this, and this additional budget revenue will be paid [01:14:06] by the Hungarian people. This is 60 billion [01:14:10] forints of tax increase, and there are [01:14:13] tax increases that are still [01:14:16] pending, but probably not for long. The [01:14:20] IMF delegation visited Hungary at the end of September, [01:14:23] early October. The government agreed to [01:14:26] publish the recommendations formulated by the IMF, [01:14:29] which is certainly not a coincidence, as it happened a few [01:14:33] weeks before the start of the debate on next year's budget. [01:14:36] Therefore, it would probably be worth it for the government to clarify its stance on the [01:14:40] IMF recommendations. The [01:14:43] recommendations include the introduction of a progressive [01:14:47] personal income tax. Here, of course, it is not [01:14:50] about tax cuts, because the IMF itself says in its [01:14:54] recommendations that it wants to achieve [01:14:57] an increase in tax revenues with this. The recommendations [01:15:00] also include the reduction of VAT exemptions and benefits, [01:15:04] corporate tax increase, more aggressive taxation [01:15:07] of capital gains, including, for example, the yield [01:15:11] on government bonds, and it is completely [01:15:14] obvious that this is happening in an economic environment [01:15:18] where growth prospects at the European [01:15:22] level are at least questionable. In Hungary, unemployment [01:15:26] is rising, and in such an environment, a [01:15:29] tax increase clearly reduces investment appetite, [01:15:32] and a decrease in investment can lead to job [01:15:35] losses, and here I would just briefly mention that the IMF [01:15:38] is extremely creative and innovative [01:15:42] in its wording regarding pensions as well, saying [01:15:44] that the retirement age should be linked to the average [01:15:48] life expectancy, which in Hungarian means raising the retirement [01:15:52] age, and it also talks about narrowing the possibilities [01:15:56] for early retirement with benefits. It does not mention [01:15:59] women with 40 years of service, but perhaps the poet meant [01:16:03] that. In addition, the Hungarian people received record-high [01:16:06] fuel prices. Today's average prices [01:16:10] for diesel are at 709 [01:16:12] HUF, and for 95 petrol at [01:16:15] 642 HUF. The solutions you offer [01:16:18] leave families by the roadside, [01:16:22] leave transporters by the roadside. "Leave [01:16:25] farmers by the roadside. The opinion of the Hungarian Independent [01:16:29] Transporters' Association is also quite devastating and [01:16:33] categorical in this regard. The solutions you [01:16:36] offer are not only inadequate, but [01:16:39] also mistaken. You should take into account, and again I'm not [01:16:43] saying this, but the Hungarian Independent Transporters' Association, that [01:16:46] Hungary is on the brink of economic crisis, and [01:16:50] you should be offering solutions to this impending [01:16:53] economic crisis. [01:16:55] You even refused to put our bill regarding [01:16:58] protected prices on the agenda. We believe that [01:17:02] there is no better solution on the table. Therefore, we are [01:17:05] re-submitting this bill today, and we ask you [01:17:09] to decide on putting it on the agenda. Instead of governing, the Hungarian [01:17:12] people received factory closures, [01:17:16] everyone knows the unemployment statistics. In one month, [01:17:20] the number of unemployed increased by 7,000, and the number of employed [01:17:23] decreased by more than 200,000. This is already a [01:17:26] trend, since your government came to power, unemployment has increased [01:17:30] from 4.2% to 4.5% and then [01:17:32] to 4.7%. For women, unemployment already [01:17:36] exceeds 5%. The period of full employment [01:17:39] in Hungary has ended, and this pressure is not on large multinationals, but [01:17:43] on SMEs. SMEs are under increasing economic [01:17:46] pressure, human lives are being ruined, not [01:17:50] here in the Parliament, but in Tószeg, Konyhád, [01:17:53] Győr, Jászberény, Sárvár, and [01:17:57] the prospects are not too rosy either, if we look at the construction [01:18:01] industry, or tourism, or the order book, and investment appetite. [01:18:04] The Hungarian people received expanding [01:18:08] foreign companies instead of [01:18:11] you are supporting the expansion of these foreign companies [01:18:14] with favorable tax changes, by squeezing out Hungarian [01:18:18] businesses, and with earmarked EU [01:18:21] funds, and here again, I'm not only talking about large [01:18:24] public procurements, it's worth looking at the [01:18:27] Public Procurement Bulletin and seeing who won [01:18:30] which public procurements in recent months, it's not an exaggeration to [01:18:34] say that these are the first steps towards the re-colonization [01:18:37] of Hungary. In Hungary, the Hungarian people received a political [01:18:41] theater from you instead of governance, you received [01:18:45] a new AVH, which [01:18:48] covers up the reality, the lack of governance, [01:18:51] you received a new [01:18:54] AVH, which takes measures with minimal [01:18:57] procedural guarantees and without judicial oversight, [01:19:00] it can monitor and wiretap anyone, [01:19:04] can get its hands on any income and company [01:19:07] that has ever been connected to the state. [01:19:11] My question is, what can the Hungarian [01:19:14] people expect after five months of Tisza governance? Can they [01:19:18] expect new tax increases? [01:19:22] Can they finally expect real help against [01:19:28] Can they expect real measures [01:19:31] to protect jobs? These are the questions [01:19:34] of today and tomorrow, and instead of [01:19:37] wrestling with the past, the Hungarian people deserve to receive [01:19:41] answers from you to the questions of today and tomorrow. [01:19:45] Thank you. [01:19:46] Köszönöm. [01:19:55] On behalf of the Tisza parliamentary group, I give the floor to Ms. Viktória Strompová, [01:19:59] Deputy Faction Leader, for an eight-minute time limit. [01:20:03] Please. Madam President, esteemed [01:20:06] Prime Minister, esteemed fellow representatives, [01:20:08] képviselőtársaim, [01:20:11] I am almost certain that the Prime Minister does not need [01:20:14] my protection, he is capable of defending himself, [01:20:18] however, the leader of our homeland faction [01:20:22] mentioned that nobody cares about emotions, [01:20:26] and I, however, think that [01:20:29] emotions are important, because [01:20:32] whether it's Péter Magyar, the Prime Minister of Hungary, he [01:20:36] is also a human being. And we are building a humane [01:20:39] Hungary. [01:20:46] And speaking of emotions, as a female [01:20:48] politician, not just me, but many others in this [01:20:51] room, I think these things are important, and [01:20:55] what did April 12th mean to me, six months [01:20:59] ago, there in North Vas, [01:21:01] Vas-2, one half of my heart [01:21:05] was bleeding, the other half... "was [01:21:08] in euphoric happiness, [01:21:11] because I knew, [01:21:14] I felt, and by evening it was proven that the [01:21:17] Hungarian people chose their own country, their own [01:21:20] homeland, they chose freedom, [01:21:24] and this is more important than anything to me. [01:21:28] As for the KDNP faction leader, [01:21:31] and he mentioned that he traveled the country, and [01:21:34] he met many Péter Magyars. "And as [01:21:37] an honest man, and the name, well, the man I [01:21:41] know, and Péter Magyar, I can say many things about him, but not that [01:21:45] he is honest. [01:21:51] I say to this, that if we go back to April [01:21:55] 12th, and one eye was crying, the other [01:21:58] laughing, I believe and trust that, and I know [01:22:02] very well that truth always finds [01:22:05] its way, and [01:22:07] and as the saying goes, there is a very beautiful Hungarian proverb, a liar [01:22:11] is caught sooner than a lame dog, and [01:22:14] I am sure that the truth and light will [01:22:18] also come out regarding the events that happened there. [01:22:21] derülni. [01:22:24] Six months ago, the people of Hungary decided that they wanted [01:22:28] change, and as the Prime Minister also put it, this [01:22:32] decision was about much more than just changing a government, [01:22:35] and what [01:22:38] does this decision mean to us [01:22:40] in our daily lives? What is it that six months ago was still [01:22:44] a natural part of our lives, but today fortunately it is no [01:22:48] longer? What do people perceive [01:22:50] of this today? Change cannot only be measured in [01:22:53] laws, decrees, and economic indicators, but also in [01:22:57] how we feel in our country [01:23:00] today, for example, in that the streets [01:23:03] are no longer covered in "public money." [01:23:06] közpénzből." [01:23:20] "The transformation of public media ensuring that public service [01:23:24] broadcasting truly represents the public's interests. [01:23:28] But the change means much more [01:23:32] than that. More and more people can feel that they can express [01:23:35] their opinions, that they can freely participate in a [01:23:38] demonstration, express their criticism of [01:23:41] the government, and express their opinions without [01:23:45] fear of consequences. [01:23:48] This is especially important for [01:23:50] those who in recent years may have felt that their [01:23:54] political affiliation, origin, or simply [01:23:57] because they love someone, were targeted. [01:24:01] Today, many of them can look to the future [01:24:04] with relief. We don't have to worry about being [01:24:08] discriminated against because we are different [01:24:10] from the majority. A country can only be [01:24:14] truly free if all its citizens can live [01:24:18] in it with equal dignity. Distinguished [01:24:20] colleagues, [01:24:22] I myself am experiencing a change that is particularly [01:24:25] important to me. In recent months, I have sat down [01:24:29] with many mayors to talk, and in these [01:24:32] conversations, these mayors are opening up [01:24:36] more and more. They honestly [01:24:38] tell us what problems they are facing, what [01:24:42] developments have been neglected, and what they really [01:24:44] need. They don't have to worry that a [01:24:48] critical sentence or a political difference of opinion will put [01:24:51] their municipality at a disadvantage. It's a completely [01:24:54] personal experience, it happened about two weeks [01:24:57] ago, six mayors were sitting at that [01:25:00] table when I told them, [01:25:04] "Dear mayors and ladies, you don't have to [01:25:07] love me, you don't have to flatter me, [01:25:11] you don't have to keep me well." And [01:25:14] one of the most honest reactions was, [01:25:17] "Thank God." [01:25:22] And we are providing not only mayors, but also citizens with greater [01:25:26] say. People's opinions are important [01:25:28] not only every four years at election time, [01:25:31] but also between elections, every [01:25:35] day. At the national level, one [01:25:38] tool for this is the social consultation of [01:25:41] legislative proposals, which provides an opportunity for [01:25:44] people to express their opinions on the legal regulations that affect them. At the [01:25:48] local level, the new St. Stephen's Land development program represents [01:25:52] the same thing, in which residents themselves can propose [01:25:55] developments and participate in their [01:25:58] prioritization, because who would know better what a [01:26:02] settlement needs than its inhabitants? [01:26:05] Changes have also begun in the area of transparency and [01:26:09] accountability. The National Asset Recovery and [01:26:13] Asset Protection Office was established, whose task is [01:26:17] to uncover abuses affecting public property and to enforce [01:26:22] the goal is to make the path [01:26:25] of public funds traceable, to make asset accumulation [01:26:29] verifiable, and for irregularities to finally have consequences, [01:26:33] but accountability cannot be limited to abuses [01:26:37] of public funds, nor can it depend on which [01:26:40] political side someone belongs [01:26:44] to. Distinguished [01:26:46] National Assembly, there are also encouraging [01:26:50] developments in the economy. By September, inflation had [01:26:53] moderated to 1.6%, which could mean a noticeable change [01:26:56] for Hungarian families. Our task is to [01:27:00] create a stable environment with a predictable [01:27:05] families and businesses can plan their future [01:27:08] more boldly. Meanwhile, we are also moving step by [01:27:11] step with the implementation of the Tisza election program. In [01:27:15] the program for a functioning and humane Hungary, we clearly [01:27:18] articulated what changes we want to [01:27:21] achieve. [01:27:23] Distinguished colleagues, perhaps one of the most important [01:27:27] questions for our common future is whether people will [01:27:31] dare to initiate again, dare to ask [01:27:34] questions, debate, criticize, stand up [01:27:37] for themselves and for each other. If after [01:27:40] half a year more and more people feel that they also [01:27:44] have a role in shaping the country, then this is a [01:27:47] change that is worth will work for [01:27:51] this. Thank [01:27:52] you for your attention. [01:28:00] Distinguished National Assembly, I now give the floor to Prime [01:28:04] Minister Péter Magyar. Please. [01:28:07] Thank you for the floor, Madam President, distinguished [01:28:10] House, distinguished [01:28:12] compatriots, [01:28:16] we have heard an even weaker and more [01:28:19] powerless repetition of the previous lies [01:28:23] from the faction leaders of Mi Hazánk, KDNP, and [01:28:27] Fidesz, but I will [01:28:29] naturally address them despite this. I will also try [01:28:33] to answer where it is appropriate, but let [01:28:36] me announce something much more important, [01:28:39] which they also tried to lie about, [01:28:42] to deny, KDMP and Fidesz representatives, [01:28:46] but also Mi Hazánk, that there is no point [01:28:49] in the political agreement concluded in three weeks [01:28:53] after 10 years between the Hungarian government [01:28:56] and Ukraine regarding the Hungarians [01:29:00] in Transcarpathia, in contrast to this... distinguished [01:29:03] colleagues, distinguished Hungarians both here and across the border, [01:29:07] the Ukrainian parliament, the Rada, has in the last [01:29:10] few minutes adopted the language law amendment [01:29:13] that significantly improves minority. Thank you. Thank [01:29:38] you very much. Thanks to this amendment, which has parts [01:29:41] that come into force immediately after the presidential [01:29:45] signature, and there are provisions that will come [01:29:49] into force gradually over a few weeks or [01:29:52] months, many thousands of Hungarian [01:29:56] children, Hungarians living in smaller and larger [01:30:00] settlements, Transcarpathian Hungarian children will be [01:30:03] able to use their mother tongue. Hungarian [01:30:06] educational institutions, state, church, or even foundation [01:30:09] institutions will be able to operate more easily and [01:30:12] freely. I see, I see President Toroczkai and the [01:30:16] others showing sadness and shock, they didn't even dare [01:30:19] to applaud when the situation of many thousands of our compatriots [01:30:23] becomes easier, when it's not just about talking, [01:30:27] not just about inciting hatred, which is what you [01:30:30] do, but when there are [01:30:32] You sat here for many millions of forints [01:30:36] per month, claiming 7-10 million forints in expense [01:30:40] reimbursements, stealing hundreds of billions of forints, and [01:30:44] achieved nothing, absolutely nothing. The previous failed Prime Minister, [01:30:47] Viktor Orbán, has not set foot in [01:30:50] Transcarpathia once since 2010 or 2015, [01:30:54] and has not been there once since the outbreak of the [01:30:58] war. You did nothing but utter big words and tried [01:31:01] to pit Hungarians abroad against Hungarians [01:31:05] in the motherland, and instead of at least standing [01:31:08] up, apologizing, or applauding the people, [01:31:12] experts, diplomats, representatives of Hungarians abroad, or [01:31:16] the Foreign Minister who worked on this, and achieved [01:31:19] more in three weeks, not more, because zero multiplied [01:31:23] by zero would just be zero, but almost everything that [01:31:26] you could not achieve, you are still just making sad [01:31:30] and doubting faces, this between true [01:31:33] patriotic, national, call it whatever you want, [01:31:36] governance, and the empty words of lies, pharisaism, [01:31:40] and hypocrisy. Thank you to everyone who took [01:31:44] part in drafting this agreement. [01:31:51] Thank you to everyone, once again, who, whether from [01:31:55] the Ministry of Foreign Affairs, or [01:31:58] from the political representation of Transcarpathian [01:32:01] of them, no matter how much you [01:32:05] tried to incite hatred, no matter how much you [01:32:08] tried to manipulate all the political [01:32:12] organizations of the Transcarpathian Hungarians, the Transcarpathian Hungarian churches, whether [01:32:15] it's Reformed, Greek Catholic, Roman [01:32:19] Catholic, or the university leadership, everyone supported [01:32:22] and read through this agreement to the last [01:32:25] letter, and I also express my joy that [01:32:29] it will be easier for our Transcarpathian Hungarian [01:32:32] compatriots. Of course, this does not mean that [01:32:35] this is the end of the road, as this agreement [01:32:38] still has several points, but it can be said, [01:32:42] it can be said that if the presidential signature [01:32:44] takes place today or tomorrow, and this adopted [01:32:48] law is published, then the Ukrainian side has [01:32:51] fulfilled the amendment to the education law before [01:32:55] the deadline, as according to the original agreement, [01:32:58] the Rada should have adopted and implemented it by December [01:33:02] 31st. I think this is a good sign, although [01:33:05] there is a lot to fix, because you, your failed [01:33:09] boss, did a lot, sacrificed a lot, especially the [01:33:13] safety and situation of Transcarpathian Hungarians, a [01:33:16] lot still needs to be done for this relationship [01:33:20] to be a better one, and for trust to be [01:33:24] restored on both sides, but I think both [01:33:28] countries' leaders have taken the first steps to resolve [01:33:31] the situation, primarily, but not exclusively, for the [01:33:34] sake of our Transcarpathian Hungarian brothers. Let me [01:33:38] continue, honorable faction leader, honorable László [01:33:41] Toroczkai, we saw a very nice attempt at [01:33:44] escape from you. I see that the distancing [01:33:47] is already happening, you tried to distance [01:33:50] yourself from Novák Előd, [01:33:54] but I think there is still something there from [01:33:58] where it came from, I haven't heard [01:34:00] publicly yet that you, the faction leader, [01:34:04] president, eternal honorary everything of Mi Hazánk, [01:34:07] would have distanced yourself, because [01:34:10] you were worried about the rule of law here, [01:34:13] we saw that you ran away from the music of [01:34:17] the Gypsy children, we saw that you don't dare [01:34:20] to admit it here, but wherever you go, you try [01:34:23] to incite our compatriots, to distance yourself [01:34:26] here in the Parliament from the local representatives [01:34:29] of Vecsés, who on the anniversary of Arad, on [01:34:32] October 6th, found the words [01:34:35] of Ferenc Szálasi, the leader of the nation, [01:34:39] to be the most appropriate to quote, your representative [01:34:42] said, "One can die in the service of our nation, [01:34:45] but never tire." This quote was taken from [01:34:49] Ferenc Szálasi, the leader of the nation, who is responsible [01:34:52] for the deaths of many thousands of our compatriots, [01:34:55] for example, many were shot into the Danube. So, [01:34:59] do you agree with the Vecsés Mi Hazánk [01:35:01] representative, or will you perhaps distance [01:35:04] yourself from him too, like from your vice-president? [01:35:07] There aren't many left from whom you haven't [01:35:11] distanced yourself in this faction, but please [01:35:14] don't evade the issue, I want to ask you, and let's [01:35:18] clarify this, because maybe some Mi Hazánk or Fidesz [01:35:22] voters, well, I can't say KDNP, but Mi Hazánk and [01:35:25] Fidesz voters haven't heard it yet, but let's repeat [01:35:28] what you tried to deny in such flowery [01:35:31] language. Your vice-president of Mi Hazánk, the deputy [01:35:35] faction leader, the former Young Pioneer, now a [01:35:38] Member of Parliament for I don't know how many [01:35:42] years, Novák Előd, with his vote, managed to [01:35:45] prevent the Mészáros Lőrinc faction, the Fidesz-KDNP faction, from being [01:35:49] able to summon former Prime Minister Viktor [01:35:53] Orbán to the parliamentary investigative committee that [01:35:56] is also investigating Viktor Orbán's responsibility [01:35:59] in the clemency and child protection scandal. Once [01:36:03] again, for the record, with the vote [01:36:06] of the deputy faction leader of Mi Hazánk, [01:36:10] the Mészáros Lőrinc faction, the Fidesz-KDNP [01:36:13] faction, managed to ensure that there [01:36:17] would not be enough votes to summon Viktor [01:36:21] Orbán, to hear that Viktor Orbán who, [01:36:24] among other things, campaigned for the pedophile director of the Bicske [01:36:28] home in 2002, [01:36:31] when János Vásárhelyi was already the head [01:36:35] of the home for many years and ran [01:36:38] in the local elections. László Toroczkai, [01:36:42] deputy chairman, or his deputy faction [01:36:45] leader Novák Előd prevented the possible [01:36:47] hearing of that Viktor Orbán, [01:36:51] who nominated Pál Vásárhelyi [01:36:55] for an award, so please don't [01:36:58] prevaricate, Mr. Faction Leader, don't try to [01:37:02] mix many things up, clarify [01:37:04] János Vásári, clarify it, clarify [01:37:07] what Mi Hazánk's position is, did you hold [01:37:11] Novák Előd accountable, do you recall [01:37:15] him from this parliamentary investigative committee, [01:37:19] do you perhaps nominate yourself, because if [01:37:22] you do, then the investigative committee is ready to put the [01:37:25] proposal back on the agenda, and then that certain [01:37:29] thing will be separated from that certain thing, [01:37:32] and it will turn out that you lied and agree [01:37:35] with Novák Előd, and as is obvious to everyone [01:37:39] who watches public affairs [01:37:42] bóka Jánossal, Navracsics Tiborral. "pontosan [01:37:45] ugyanazt a narratívát nyomva, egymás végtelenül gyenge [01:37:48] viccein nevetgélni, nevetgélve, mindenki [01:37:51] látja, önök nem csak oldalkocsik, önök [01:37:55] hát a nem túl jó minőségű mentő csónakjai, a [01:37:58] mészáros Lőrinc frakciónak a Fidesz, KDNP, [01:38:01] egyébként csalással, tiltott pártfinanszírozással, tiltott [01:38:05] kampányfinanszírozással és egyéb lopásokkal itt lévő [01:38:09] képviselőnek, úgyhogy legyen szíves, lesz még öt perce, biztos [01:38:12] rendkívül fontos dolgokról fog beszélni, példá." [01:38:45] now, even those Mi Hazánk voters [01:38:48] who had an ounce of doubt will know, [01:38:52] if they listen to this debate today, your [01:38:56] performance, your broadcast, where everything [01:38:59] was discussed, from the defilement of the Tisza, [01:39:02] from 0 to 100, but also about the previous [01:39:05] 16 years of government, whether [01:39:08] it was the child protection report, or the atrocities [01:39:12] that happened at the Bicske home, or the [01:39:15] hundreds of billions of forints stolen, or Lőrinc [01:39:18] Mészáros's irregularities in public procurement at [01:39:21] the Southern Ring Railway, you didn't talk about [01:39:24] any of it, but now with what Novák Előd did, [01:39:27] and perhaps we can thank him for it, he definitively [01:39:30] exposed the Mi Hazánk faction and party. I [01:39:34] ask you to confess and give a direct answer, [01:39:37] will you go, or will you instruct Novák Előd [01:39:41] to apologize to the victims of pedophile offenders, [01:39:44] because he helped the head of the previous [01:39:48] government not to have to appear, not to have to [01:39:51] be brought in by the police if he doesn't want to? Yes, [01:39:55] you're shaking your head, saved... patience, Mr. President. [01:40:27] "Next week you will see, it will be very long, because [01:40:31] I saw that you couldn't even read the Ministry of Interior's 33-page [01:40:34] investigation report. If you want, we can prepare [01:40:38] a short three-sentence summary for you with [01:40:41] ChatGPT, and the budget will be much longer [01:40:45] than that, not just for you, because [01:40:49] this is not a bingo where you just have to mark X's, [01:40:52] which a blindfolded plushman can do, so the budget [01:40:56] is coming next week, and then I would like you [01:40:59] to stand up and admit [01:41:02] kér, egyébként egy alig öt hónapos kormányon, [01:41:06] alig fél évvel a választások után, amit [01:41:09] egyébként soha nem kért számon, soha, [01:41:12] az előző 16 év bűnös hatalmán, soha [01:41:16] semmit nem ért el, egy vizsgálóbizottságot, [01:41:19] semmit, most ott van egy vizsgálóbizottság élén sok hónapja, és [01:41:23] nulla, azaz nulla eredménye van, ezzel [01:41:26] próbálta ete... az embereket, ezzel próbált mindenkit vádolni, [01:41:30] hogy ön nem engedik dolgozni, most ott van, nulla, azaz [01:41:34] nulla eredménye van, ezt újra felszólítom, ha úgy érzi, hogy [01:41:37] önnek ez túl sok, túl nehéz, vagy túl nagy [01:41:41] that you lied, everything you are now asking [01:41:44] an almost five-month-old government about will be [01:41:47] in it, almost half a year after the elections, [01:41:50] which you never asked about, never, [01:41:54] about the previous 16 years of corrupt power, [01:41:57] you never achieved anything, not even an [01:42:00] investigative committee, nothing. Now you are at [01:42:04] the head of an investigative committee for many months, [01:42:07] and you have zero, that is zero results, you [01:42:11] tried to blame everyone for not letting you [01:42:14] work, now you are there, you have zero, that is [01:42:17] zero results, I call on you again, if you feel [01:42:21] that this is too much for you, too difficult, [01:42:24] or you have too many problems with your own [01:42:27] faction, then please return that mandate [01:42:31] from the head of the committee investigating enforcement [01:42:34] abuses, the 140-strong Tisza faction will do [01:42:38] this work too, I ask you to please, next [01:42:42] week, when we present the budget, the 2027 [01:42:45] budget, which will be significantly different [01:42:48] from previous budgets. You said that there was [01:42:51] nothing in your speech from the podium, if you [01:42:54] had paid attention, if you hadn't spent the whole [01:42:57] time chatting with your rather few companions, [01:43:00] then you would have known, you would have heard what [01:43:04] I was talking about. I was talking exactly about [01:43:08] how our country's 2027 budget will differ [01:43:11] from previous ones, instead of... "the burden [01:43:15] of many, based on their burden, few will become [01:43:18] rich, the opposite will happen, we will [01:43:21] share the burdens in this country in the [01:43:24] future, and everyone, whether you like it or not, [01:43:27] the Mészáros Lőrinc faction, the tobacco lobbyist gentleman, [01:43:30] or his companions, everyone can benefit [01:43:34] from these, even the child living in the [01:43:37] last small hut of the smallest village, [01:43:41] if it's about family allowance, if it's about [01:43:45] their parents, then about tax reduction, if [01:43:48] their parents perhaps work in the social [01:43:51] sector, healthcare professionals, or otherwise [01:43:55] assist in education, or work in public [01:43:58] collections, they will all receive a salary increase that, of [01:44:02] solve what you caused in 16 [01:44:05] years, because there are sectors where for 4-5 [01:44:09] years there was zero, that is 0% salary [01:44:12] increase, while you created, and are [01:44:15] laughing here, the highest inflation in Europe, [01:44:19] the highest inflation in Europe, [01:44:22] you have already forgotten, while you are playing [01:44:25] bingo here, that there was a year when [01:44:28] inflation was 25%, there was a time when [01:44:32] food inflation was almost 50%, there was food [01:44:35] whose price doubled in one year, and [01:44:38] meanwhile you, while day after day you gave [01:44:41] hundreds of billions of forints in contracts to Lőrinc [01:44:44] Mészáros's company, Viktor Orbán's frontman, his [01:44:48] domestic treasurer's company, with irregularities, [01:44:52] stealing EU and national money, doing the same [01:44:55] with László Szi, meanwhile in healthcare, [01:44:59] social sphere, at the noksos, [01:45:03] at the public collections, in law enforcement, [01:45:06] at the riaszos, you gave almost nothing, [01:45:10] and now you are here, laughing, [01:45:13] on the phone, playing bingo, and you [01:45:17] are still not ashamed of yourselves, and that's [01:45:20] why I'm telling you, faction leader, that it's quite [01:45:24] disgusting that you are asking an almost [01:45:28] five-month-old government about factory closures, [01:45:31] for example. Do you believe, do you think [01:45:35] anyone in this country believes that it's [01:45:38] not because of you that they are closing down? In [01:45:41] your last year, unemployment continuously increased, [01:45:45] in the summer of 2025, unemployment was 1% [01:45:48] lower than when you handed over governmental [01:45:52] responsibility, the number of unemployed increased [01:45:55] by more than 50-60,000 during your governance. [01:45:58] Have you ever worked in the private sector? [01:46:02] Do you think that a company of 500 people [01:46:05] decides in two weeks to pack up [01:46:07] and dismantle a branch? You were the ones who [01:46:11] did not negotiate with them, who did not help [01:46:14] in anything, you were the ones who did not bring [01:46:18] home the EU funds, you could not have provided [01:46:22] support, job retention support, but you didn't [01:46:25] even want to, because let's be honest, you [01:46:28] were interested in everything except the interests of [01:46:32] the Hungarian people, not the lakeside and [01:46:36] my list. You did nothing, and now you are calling to [01:46:40] of public funds, or even justice, or the [01:46:44] investigation of abuses, so please don't deceive [01:46:47] your voters, no one decided this in smoke-filled [01:46:51] rooms, but the Hungarian people gave a mandate [01:46:55] for this. You spoke, and also tried to explain that [01:46:58] billion forints in the come to that investigative [01:47:02] committee, or will you send a true patriot [01:47:06] there, who will not try to prevent Viktor [01:47:10] Orbán's hearing, and you also stated, [01:47:13] Mr. President, I see you are looking down, [01:47:16] as if you have lost your enthusiasm, about [01:47:19] the dismissal of the President of the State Audit Office, [01:47:23] or the dismissal of the head of the Competition [01:47:25] Authority, that we decided in smoke-filled rooms. [01:47:29] Your memory has failed you, Mr. President. We [01:47:32] clearly stated this before the elections. We [01:47:36] listed all, all of Orbán's puppets. [01:47:40] Not just once. Minister, you may recall, it was [01:47:43] first heard publicly in Nyíregyháza. [01:47:47] We listed them, and it was in our program, [01:47:51] we asked for a mandate for this, and maybe you [01:47:54] don't like it. This six-person faction doesn't [01:47:57] like it, but more than 3,300 Hungarian [01:48:01] people also voted, among other things, to get [01:48:05] the Mészáros faction out of government, and [01:48:08] to stop this public money theft that they [01:48:12] were doing, and to of Szálasin and Novák, [01:48:16] apart from their predecessors, why they withdrew from the National Asset [01:48:19] Recovery and Protection Office's nomination [01:48:22] process, he said something like this, that the new deputy presidents of the MVWH [01:48:26] are Tisza's people, you know who they are, [01:48:30] you know who I'm talking about, Mr. President, these people [01:48:33] are prosecutors, 20, 30, I don't know how many years they've been prosecutors, three [01:48:36] deputy presidents were accepted or nominated. "The [01:48:40] committee's public finance prosecution and [01:48:43] appeal deputy presidents, you [01:48:45] also withdrew from this, I understand that you have a [01:48:48] kind of, how should I put it, a jolly joker capable of anything, [01:48:52] the energy lawyer, who knows everything, even [01:48:55] space law, asset recovery, the [01:48:58] media, he could have been president, president of the republic, [01:49:02] if it were up to you, but it seems there's only one, and now I see [01:49:06] he's coming for your power, so be careful, Mr. President, because while he's trying to..." [01:49:10] acquire the position of faction leader for Lőrinc Mészáros's [01:49:13] faction, he might lose his own position too, because he's promoting [01:49:17] this man too much, [01:49:20] so, let me turn a little. to Lőrinc Mészáros's faction [01:49:23] too, Rétvári Bence, I see you don't dare to look me in the [01:49:26] eye, you said quite a lot, [01:49:30] GDP, which, or rather, you laid quite a lot on us, but [01:49:33] continuously, I don't know which said that nothing is happening, [01:49:37] well, dear Bence Rétvári, in the last four years of [01:49:40] your government, the economic growth was zero, [01:49:43] that is zero, in your last four years, you managed to achieve [01:49:47] the highest inflation in Europe on average, you, though [01:49:50] with hundreds of tricks, tried to hide the budget [01:49:53] deficit, you became the new Gyurcsány, although he was even higher [01:49:57] in this period of 2010 than you are now, [01:50:00] but you didn't succeed, you [01:50:03] handed over the budget deficit with 8.3%, [01:50:06] you handed over a bled-out, bankrupt country, [01:50:10] you might have taken it over in a worse situation than Bajnai [01:50:13] did back then, and what you also did, you tripled the [01:50:16] national debt, but as I said, in your last year, [01:50:20] the unemployment rate increased by 50-60,000 people. [01:50:23] You handed over the country with the lowest wages in Europe, [01:50:26] officially, according to all statistics, you handed over Hungary [01:50:30] as the most corrupt and [01:50:32] poorest European member state, EU member state, [01:50:36] he brought it up again, compared to this, now I'm telling you what's happening in [01:50:40] these few months, the GDP growth [01:50:43] in Hungary is one of the highest in Europe, not very [01:50:46] outstanding, although your former fallen boss, I think, would have given [01:50:50] a lot for this 1.5-2% GDP [01:50:53] growth, he might have even learned to fly, if someone else [01:50:58] Imagine, Hungary has the lowest [01:51:01] inflation in Europe. [01:51:04] Under your rule, I tell you, there was a year when food prices increased by [01:51:07] 50%, now they decreased by 4-5%. [01:51:11] Of course, they are not yet where they were at the beginning of your government, but I hope [01:51:14] that with a predictable monetary policy, fiscal policy, [01:51:18] price stability will be in Hungary, by the way, currently the forint is about [01:51:21] 60 forints stronger against the euro than [01:51:25] it was under your government, and since he spoke again, [01:51:29] lying to the Hungarian people's eyes about gasoline prices and [01:51:32] diesel prices, then let me tell you that you are still, still talking [01:51:36] about record diesel and gasoline prices, yes, János Bóka [01:51:39] nods too, now the diesel and gasoline prices are still much lower [01:51:43] than many times during your term between 2022 and [01:51:46] 2026, and no matter how much you wish for [01:51:50] collapse, no matter how much you wish. Still, [01:51:53] in Central Europe, excluding Croatia, Hungary has [01:51:57] the cheapest diesel and gasoline prices. I [01:52:00] know, I know that you secretly hope for chaos, [01:52:04] you secretly hope for fuel shortages, just as you secretly hoped that the Hungarians in Transcarpathia [01:52:08] would not receive the облегчения, [01:52:11] but you will not succeed, [01:52:14] because we do not have a financial, economic government [01:52:18] that would collapse the country, you might need it. [01:52:22] and that 25 Ft per liter excise duty, crediting [01:52:26] possibility, which the Tisza government and the [01:52:29] transporters, which the Tisza government and the transporters agreed [01:52:32] on together, but believe me, for the transporters it's not a small amount, not [01:52:36] a small amount, they said, they asked for it, three [01:52:39] ministers were there, I don't know if during your government [01:52:42] it ever happened that Viktor Orbán sat down with, say, three ministers [01:52:46] together with the transporters, or if he went out to the demonstrating [01:52:49] workers in the social sector, [01:52:53] Tisza government's three ministers sat down with the transporters' interest [01:52:57] representation organization, and not only did they agree on this 25 Ft per liter excise [01:53:00] duty crediting possibility, which is many billions [01:53:04] of forints of relief for Hungarian transporters, but they also adopted [01:53:07] a whole package that will ease the situation of Hungarian [01:53:11] transporters. Imagine, they asked, for example, that the [01:53:14] enforcement of road tolls should be checked more [01:53:18] strictly, because many, according to bad tongues, [01:53:21] companies close to the national crime system [01:53:24] have trucks, lorries, that don't pay the road toll, so the [01:53:28] Hungarian road toll [01:53:32] organizations, or the Hungarian transporter organizations, [01:53:35] asked the government to act much more strictly, but the government [01:53:38] and the transporters' organization also agreed on other things, [01:53:42] so, well, you know, there's that joke, maybe on Yerevan [01:53:45] radio, that they don't give away, but [01:53:48] plunder, not Moskvich, but Zastava, and so [01:53:51] on, not... in, but I don't know, in St. Petersburg, but otherwise the news [01:53:55] is true, you can take what you said with about that much [01:53:58] seriousness, you [01:54:01] intendant of the Mészáros faction was lying at the moment, [01:54:04] because it was as if it was the same Chat GPT [01:54:08] product, two speeches, well, it's true, I'll say it in [01:54:12] your defense, that you can never present it as boringly as János [01:54:16] Bóka usually does with lies, so there's still room for [01:54:19] improvement, but in connection with Kata, you are also capable [01:54:22] of truly lying the stars out of the sky, what did he say, how did [01:54:26] he say it, sunshine, sunshine, evening, in the evening hours, sunshine, then, [01:54:29] when he talked about the Ötkert, I'll get to that in a moment, it's absolutely astonishing [01:54:33] that while... thousands of people, thousands of [01:54:39] Tisza government's amendment, you will also [01:54:42] see, you won't be able to deny it, like the Transcarpathian [01:54:44] agreement now, that more than 100,000 more Hungarian [01:54:48] small entrepreneurs, micro-entrepreneurs will enter the Kata tax [01:54:52] system, and truly, put your hand on your heart for a moment, [01:54:55] that you are capable, when you ruined thousands of [01:54:59] entrepreneurs, overnight you abolished their [01:55:02] favorable tax opportunities, without any [01:55:05] questions, without any consultation, [01:55:08] and now there is a government that pledged in advance to [01:55:11] extend the Kata taxation again, pledged [01:55:14] that they would not be left without pensions, would not be left [01:55:17] without remote work pay, would not be left without [01:55:21] maternity support, the small entrepreneurs, micro-entrepreneurs, and now it's [01:55:24] doing it, and you have the [01:55:28] start abusing and explain why it's not good, while during [01:55:32] your government there was a time when more than 4 people were in the [01:55:35] Kata tax system, and finally the number you also mentioned remained [01:55:39] with great difficulty, perhaps 13,000 people, and now there will be an extra [01:55:43] 10,000, or an extra 13,000, and [01:55:45] they are capable of opposing this too, but I could also mention the billionaires' [01:55:49] wealth tax, I understand that some of your representatives [01:55:53] were previously paid by the megaphone, so indirectly they were paid only [01:55:57] by Lőrinc Mészáros or the Véhíd, now he pays you directly, [01:56:00] I understand that they not only write lobbying articles in professional [01:56:04] magazines against the billionaires' wealth tax, [01:56:07] but why don't they try it once, maybe the KDMP would have more than five [01:56:10] voters, it's worth a try, it can't be much less, why don't they try to [01:56:14] tell the truth, to stand by the Hungarian people, [01:56:17] why don't they try to apologize once, [01:56:20] take responsibility. János Bóka went, I don't know, to some [01:56:24] propaganda channel this weekend, and said that they don't [01:56:27] need, Fidesz doesn't need to take responsibility for anything. [01:56:30] Will you, Mr. Faction Leader, please pay attention while I'm [01:56:34] answering you. "I'll wait, I'll wait, [01:56:37] until János Bóka can pay attention, and is not just conferring with the megaphone [01:56:40] propagandist [01:56:41] at the moment. [01:56:45] So I'll wait, why can he say such a thing, that you don't [01:56:49] need to take responsibility for anything, you stole all the money in the world, [01:56:53] everyone can see it now, even those who [01:56:56] watch public media, listen to Kossuth Radio, everyone [01:56:59] knows, well, there are the polls, 50% of your voters [01:57:02] say, they remained. 50% of your remaining [01:57:06] few voters also believe that the leaders of Fidesz, the [01:57:10] leaders of the previous government, were involved in corruption, and that they stole [01:57:14] public funds, this is not what Tisza voters think, because there, obviously, [01:57:17] 110% think this, among you, 50% of your remaining voters [01:57:20] think that Viktor Orbán, the former ministers, you [01:57:23] played a role in the theft of [01:57:27] hundreds of billions, or thousands of billions of public funds, no, [01:57:31] not the phone case, because I see this upsets [01:57:35] you very much. I have bad news for you, you [01:57:37] are trying to fabricate this, I don't even know when this was, June [01:57:41] 2024, this thing, huge, huge [01:57:44] amounts were invested in this, you had huge expectations, [01:57:48] I know, it reached me, the former prime minister, and he thought that [01:57:51] maybe this would, maybe this would prevent the [01:57:55] change of regime, although at that time we were only after the EP elections, and then perhaps [01:57:59] they couldn't imagine that they would suffer such an elemental [01:58:02] defeat, such an unprecedented defeat, [01:58:06] but even then they did everything. I have bad [01:58:09] news for you: you very often, very [01:58:13] often [01:58:15] - ended up on the other side of that certain thing, you wanted something, and the exact [01:58:19] opposite happened, and I have bad news, it will happen again, here [01:58:23] in my phone is it, I won't throw it at you, but [01:58:26] you can see it, the message of [01:58:29] the former, of the former [01:58:32] chief prosecutor, it's here: "he said what [01:58:36] happened, he wrote it down, he was the chief prosecutor then [01:58:39] in September 2024, when [01:58:42] suddenly without any evidence, without any [01:58:45] modification, they tried to fabricate [01:58:48] a more serious crime [01:58:52] under political pressure, political instruction, or to fabricate [01:58:56] a crime out of a non-existent crime, [01:58:58] he clearly describes and says it, and I have bad news, he is also [01:59:02] ready to testify. and not only in this case, I have more bad news, but he will also [01:59:06] testify in the Rogan Shadle Wölner [01:59:09] case, because the same, because, [01:59:26] because he knows exactly, this Dr. Fürk [01:59:29] Pál, the chief prosecutor [01:59:32] who once headed the investigative chief prosecutor's office. what it's about, because he [01:59:36] was the one who in March [01:59:39] 2024, when I went to the prosecutor's office, when they still thought it was [01:59:43] just a desperate attempt by a hopeless person, [01:59:46] by the way. Has Bertalan Havasi or Tamás Mencer appeared since then, so this was [01:59:49] it, this was the chief prosecutor [01:59:52] who was instructed and stood up then and [01:59:56] said that the former Minister of Justice only spread rumors [01:59:59] when she said that Rogan Antal and his [02:00:02] people walked into the prosecutor's office and pulled [02:00:06] out the parts of the investigative file that were favorable to [02:00:09] them. This was it, this was the chief prosecutor [02:00:13] who had to say, had to deny that Rogan [02:00:17] or Pál Wölner and György Sadl were Antal Rogan's people, [02:00:20] but dear faction leader, I have bad news, [02:00:24] you backed the wrong horse again, and the truth will come [02:00:27] out after a while, and when the hour and moment of truth [02:00:31] strikes, it will be extremely, it will be extremely [02:00:34] unpleasant, in fact, I think more so, because [02:00:38] you thought you could do anything, you thought you could do anything, but [02:00:41] the fact that you politically hand- [02:00:44] controlled the prosecution, and in all cases... "that were [02:00:48] inconvenient for you, you tried to ensure [02:00:51] that nothing happened for years, or even decades, you didn't grant [02:00:54] immunity, or you botched the proceedings, if by chance [02:00:57] there was a proceeding, if by chance a free Hungarian court could pass [02:01:01] judgment, then Áder János, the chief seal, the great [02:01:04] fisherman, was still there, who granted clemency to the Fidesz [02:01:07] mayor who was sentenced to a custodial prison sentence for corruption, [02:01:11] you did this, and you thought that..." [02:01:14] you could do anything, we see this in the [02:01:17] documents of the ministries, we see this in the future [02:01:21] testimony of the prosecutor, we see this everywhere, they thought, yes, yes, [02:01:24] he is no longer a prosecutor, no matter how hard he tries to make a very weak, [02:01:28] shoddy TikTok video, that person is no longer a prosecutor, [02:01:32] that person is no longer a prosecutor, because he resigned a few [02:01:35] months ago, and no matter how much they try to intimidate him now, [02:01:39] he will tell, he will tell [02:01:42] what happened, I can tell you that it will be very, very [02:01:46] unpleasant. "It will be very, very unpleasant, just as [02:01:49] it can be terribly unpleasant that such a [02:01:52] person, [02:01:55] here is Balázs Német, a tobacco lobbyist, [02:01:57] whose campaign was more pathetic than anyone else's, he still told his [02:02:01] voters one day before the election that he would [02:02:04] win by 30%, [02:02:05] I don't know, if I were you, [02:02:09] I would hide, you lost by [02:02:11] 30%, one day before the elections you spread [02:02:14] that you were leading, then you sat down. here, and [02:02:18] as a lobbyist for British American Tobacco and János Sánta, you are trying [02:02:22] to achieve lower tobacco product prices, so that Hungarian [02:02:26] hospitals receive less money, he laughs here, and [02:02:29] doesn't find this completely perverse, and here is a faction leadership, and they let this [02:02:33] man, they think, congratulations on yesterday's Páztói [02:02:37] mayoral election, out of three candidates, the Fidesz candidate came in third, [02:02:40] achieving 16%, achieving 16%. [02:02:44] Ultimately, [02:02:49] ultimately, he was the first from the back, he was on the podium, [02:02:53] he was on the podium, but Balázs Német and [02:02:57] even János Pócs, or you, will be counted a few more times, I think [02:03:00] it will be even less, you think [02:03:04] you are here for millions of forints to play bingo, [02:03:07] you sit down at a faction meeting, and instead of [02:03:11] submitting amendment proposals, [02:03:14] budget proposals, helping the Hungarians in Transcarpathia, [02:03:17] healthcare professionals, teachers, law enforcement officers, [02:03:21] adults sit down, of course they look around to see who else is [02:03:24] at large, and after they note that they are still [02:03:26] here, they start playing bingo, you [02:03:30] truly, you truly, Gyula Andrássy, [02:03:33] Battyányi, you are the successors of these people, don't you [02:03:37] truly feel ashamed, we work, I started my [02:03:41] speech, dear Hajnalka Juhász, by saying what results [02:03:43] we achieved for the interests of Hungarians in Transcarpathia. That's the difference, thank you, we'll continue, all the best! [02:03:55] "Please take your seat, Representative [02:04:18] Pócs, with bingo, and we will continue our [02:04:21] work. Due to personal involvement, [02:04:24] Előd Novák, the representative of Mi Hazánk, requested the floor. I grant [02:04:27] him two minutes. Thank you for the floor, Madam President. Péter [02:04:31] Magyar made serious misrepresentations concerning me, since regarding the [02:04:35] summons of Viktor Orbán, I voted exactly the same way as the Tisza [02:04:38] representatives in the other investigative committees, [02:04:41] for example, your nominee for Minister of [02:04:44] Justice. Márton Mellétei Barna, in the investigative committee [02:04:48] investigating the systemic crisis of child protection, where, by the way, I think [02:04:51] it would be more justified to hear Viktor Orbán, but I accept that there too [02:04:54] it would be a political mood-setting [02:04:57] hangulatkeltés volna azért. kivizsgálás [02:05:00] helyett, és ezért, hogy hadd idézzem őt, hogyan szavazták le végül az [02:05:04] elnöki javaslatot, például azt mondta az önök frakcióvezető [02:05:07] helyettese, idézem a jegyzőkönyvből, nem feltétlenül [02:05:10] szükséges most Orbán Viktor személyes meghallgatását ebben a körben [02:05:13] elrendelni, majd egyszerre ugye esetleg meg lehet hallgatni, egyébként én [02:05:17] magam is ezt képviseltem saját szavazásunkor, ugye azt [02:05:20] mondtam, hogy támogatjuk Orbán Viktor [02:05:23] beidézését, ha majd valaki olyan vallomást tesz, hogy az [02:05:27] ő utasítására, vagy nyomására adtak kegyelmet, de ilyen... [02:07:00] "due to personal involvement, I give the floor [02:07:03] to Mr. Márton Mellétei Barna, for two minutes, [02:07:06] thank you very much, Madam President, very briefly and due to everything I wanted to [02:07:10] speak, Mr. Torockai, faction leader, claimed [02:07:13] that I voted against, or now Mr. Novák also claimed that I voted [02:07:17] against hearing Viktor Orbán. The quote is almost accurate, [02:07:20] what he said, it continues with "Viktor Orbán's responsibility, [02:07:24] his political responsibility is unquestionable as Prime Minister," and then it will be [02:07:28] my proposal to "decide on the question of whether the investigative committee [02:07:32] summons Viktor Orbán for a hearing, if, by the way, any [02:07:35] concrete information emerges about his decision-making in child [02:07:38] protection." In other words, in this case there was no decision, at [02:07:42] the child protection investigative committee meeting we did not make a decision, [02:07:46] as we decided not to decide, and [02:07:49] postponed this issue, so we did not decide on it, as we did not [02:07:52] on other politicians either, as it is an expert committee, where in the first [02:07:56] round we try to clarify expert arguments and an expert position. [02:08:00] So that afterwards we can examine the political responsibility, so this [02:08:04] is a vile lie, I did not vote against hearing Viktor Orbán. [02:08:07] Thank [02:08:08] you very much. [02:08:16] Esteemed Parliament, László Torockai, faction leader of Mi Hazánk, [02:08:19] requested to speak before the agenda. Titled "The Government Is Oppressing [02:08:23] Hungarian Businesses". I grant him five minutes, please. [02:08:27] Thank you for the floor, Madam [02:08:30] President. The situation is that Mr. Prime Minister's [02:08:33] endlessly long, of course timeless [02:08:37] abuses, insults, [02:08:39] misrepresentations and lies would require such a long answer [02:08:42] that these five minutes, of course, are not [02:08:46] enough, but maybe this is part of his tactic, because this way I can talk [02:08:49] significantly less, for example, about wealth tax, or [02:08:52] the oppression of Kata, or about how Hungarian [02:08:55] businesses are being put in an increasingly difficult situation, precisely [02:08:59] because... so that later they can claim that there are not enough [02:09:02] strong Hungarian businesses, so then foreigners can come, [02:09:06] global corporations can come, despite this, I still [02:09:10] have to react in these five minutes, because Mr. Prime Minister asked me [02:09:13] to react to certain statements, well, let's start with this, that regarding the [02:09:17] statements of our municipal representative in Vecsés, we immediately issued [02:09:20] a statement where we clearly stated that we would launch an investigation, [02:09:24] and we disassociate ourselves from all types of totalitarian [02:09:27] systems. The other thing is that [02:09:37] the other thing is that Mr. Prime Minister also called on me to [02:09:41] disassociate myself from Előd Novák in connection with what he said [02:09:45] earlier during the investigative committees, in this regard I would like to state something, [02:09:49] if this has become such a topic, I would like to state something, [02:09:52] in its name it contains that these investigative committees [02:09:55] investigate, so they do not pass judgment, just because [02:09:59] they summon, invite. "They oblige declarants to [02:10:02] make statements, but an investigative committee does not pass judgment, [02:10:05] therefore I support the widest possible hearings, I think that hearing [02:10:09] prime ministers, whether Viktor Orbán or Ferenc Gyurcsány, [02:10:13] in the case of various investigative committees, [02:10:15] can always be useful, but I will say more about this [02:10:19] when Mr. Prime Minister disassociates himself from [02:10:21] the Tisza members of the investigative committee I lead, [02:10:25] who prevented me from summoning Ferenc Gyurcsány and Viktor Orbán, [02:10:28] and from obliging them to make [02:10:32] statements. The other thing is that Mr. Prime Minister [02:10:35] again prevaricated, again talked beside the point, we were not talking about the election [02:10:39] of the National Asset Recovery and Protection Agency's deputy [02:10:42] president, deputy presidents, [02:10:45] but rather that throughout the entire procedure, we experienced [02:10:49] that you decided in smoky rooms, for example, the election [02:10:52] of the president, and then for example, regarding Miklós Seszták's [02:10:56] arrest, the president would not have talked nonsense, because he would have at least [02:11:00] known what kind of office he was leading, and you did not [02:11:03] elect your own party member, a person from your political [02:11:07] entourage, while all your statements that [02:11:11] there is a points system, proved to be lies, that's why we withdrew [02:11:15] from this disgusting election. [02:11:17] process, and then the Prime Minister said many other things, [02:11:21] for example, he said that we nominated the same person for every [02:11:24] post, well, just today, all the Tisza party members, [02:11:28] who are otherwise Fidesz representatives, unanimously voted for [02:11:31] András Radecki, since we are talking about the Media Council, [02:11:34] our suitable candidate, everyone together, Tisza members, even [02:11:38] Fidesz members, both committees unanimously voted for him, [02:11:42] so that..." amidst all the insults and slandering, let me [02:11:45] correct this as well, Mr. Prime Minister, and [02:11:49] then in the remaining short time I can talk about [02:11:53] that, but I'm telling you, this is a good tactic on the part of the Prime Minister, [02:11:56] I can talk about how you are destroying, if this [02:11:59] continues, Hungarian businesses, why unemployment [02:12:02] is constantly increasing since you formed [02:12:06] a government. For example, there is a wealth tax, a wealth tax, [02:12:09] which is indeed an oligarch tax in our pro... program, and [02:12:13] we consider it correct if it's an oligarch tax, but the kind of [02:12:17] wealth tax you intend to introduce, the problem with that is that it doesn't want to tax luxury [02:12:20] assets, even one or higher 100 [02:12:24] billion, 5%, but specifically corporate [02:12:27] participation, meaning corporate capital as well, and with this, you will [02:12:31] reduce the competitiveness of Hungarian [02:12:34] businesses, and again, you are doing what is essentially your [02:12:37] essence, that's why you are in that European Union party family [02:12:41] and that's why you joined them. Because you are again preparing the way for foreign [02:12:44] big capital, this is the problem with that wealth tax [02:12:48] proposal that you submitted and [02:12:50] that you want to introduce now, and [02:12:54] of course, this can then cause the consequences of missed investments, [02:12:58] or if startups, Hungarian startups will go abroad because of this, [02:13:01] this will all be on your conscience, and I have very little time left, but I would also like to say this much about [02:13:05] the new KATA, the fixed tax for small businesses, [02:13:09] that unlike, when that... So, let me tell you, I'm sure [02:13:21] small taxpayers did not expect what you are doing, you are not only [02:13:25] raising taxes, but also making it [02:13:28] so complicated, excuse me, I had to respond to the Prime Minister's [02:13:32] slanders for at least three minutes, just let me finish regarding the KATA, [02:13:35] at least 20 seconds, then [02:13:39] there will be, I just want to say that practically they will not be able to [02:13:43] invoice companies, how much they will have to [02:13:47] pay, normally and in well-functioning countries, they do not help [02:13:50] small taxpayers like this, but with transparent [02:13:53] rules. [02:13:58] On behalf of the government, I give the floor to Prime Minister Péter Magyar, with a five-minute [02:14:01] time limit, please. Thank you, Madam Speaker, esteemed House, esteemed party leader, sir, in a five-minute [02:14:05] speech, you defended Miklós Seszták, [02:14:08] you defended Ferenc Szálasi. [02:14:11] viewer's pimple, [02:14:14] or rather, fellow representative, if I understand correctly, then to this day, it's in vain that you ask for [02:14:18] personal attack, you are still a [02:14:21] representative, aren't you? They didn't make you resign. What is there to examine if someone quoted Szálasi [02:14:25] at the Vecsés municipality's October 6th commemoration? What is there to [02:14:29] examine? Was it that, or wasn't it? You still keep him as a [02:14:32] representative. You defended Miklós Seszták and attacked the [02:14:35] president of the MVWH National Asset Recovery and Protection Office. You said about him that [02:14:39] he's talking nonsense. You attacked him because they arrested [02:14:42] Miklós Seszták, one of the most corrupt Orbán ministers. You [02:14:46] otherwise defended, knowingly or unknowingly, I don't know, Lőrinc Mészáros, [02:14:49] when you talked about what the problem is with the billionaires' [02:14:53] wealth tax. You said that we tax shares [02:14:56] from businesses. According to you, it shouldn't be done, [02:15:00] shouldn't we perhaps account for Lőrinc Mészáros's Opusz, MH, [02:15:03] MBH bank, or who knows where his shares come from, or Vehíd? [02:15:07] Really, according to you, only his personal wealth, Andi, [02:15:10] should be taxed, but the 1500 billion corporate [02:15:14] shares should not be taxed. Do I understand correctly that this is the official [02:15:18] position of Mi Hazánk, that corporate shares, billionaires, [02:15:21] oligarchs, corporate shares should not be taxed, right? Because then [02:15:25] say it loud and clear that you are defending Miklós Seszták, Mészáros, [02:15:29] this is what the Mészáros faction expects from you, and by the way, [02:15:32] you actually talked about your candidate, [02:15:36] Mr. Radecki, who was supported, I think, by all [02:15:39] Tisza representatives. We hope he won't resign after two days [02:15:43] like the previous candidate, whom we also elected, [02:15:47] we accepted that you nominated him, he was like this and that professionally, but he resigned after two days, [02:15:51] so we hope that if you manage to elect your new candidate, [02:15:55] "then he will not resign, you also managed to defend [02:15:57] Előd Novák, you should have given a straightforward answer as to whether [02:16:01] you would vote for Orbán Viktor's hearing instead of Novák or not, [02:16:04] instead, you again hedged, you defended Lőrinc Mészáros, [02:16:08] Orbán Viktor, so don't laugh, he called Orbán Viktor a statesman of an era [02:16:12] last time, it's on the internet, you always [02:16:16] forget that the internet doesn't forget anymore, that this is not the [02:16:19] 80s anymore, it's on there, he said he's a statesman of an era, [02:16:23] he said 100 times, rather Orbán Viktor than anyone else, take [02:16:27] responsibility, I told you, I quoted this saying, if a man falls into sin, [02:16:30] at least enjoy it, this way you won't be able to run for [02:16:34] the leadership of the Mészáros Lőrinc faction with a chance, it's there, no matter how much [02:16:38] you laugh, you and János Bóka, Tibor Navracsics and [02:16:41] others are praising each other, [02:16:45] your remaining voters also [02:16:47] see that you are slandering a four- [02:16:51] five-month-old government for things [02:16:55] that are all the results, or lack thereof, [02:16:57] of the previous six-year government. You do this, for example, with businesses, you [02:17:01] don't mention a word about unemployment increasing by 50-60 thousand [02:17:04] in the last year of the Orbán government, but you immediately bring up that [02:17:08] three factories closed due to the same period. You don't [02:17:11] mention a word about how many factories opened, how many new [02:17:15] production halls opened, even this month thousands of new [02:17:18] jobs are created, you never say that, but you immediately bring up [02:17:21] how many jobs were lost due to the previous government's mistake. [02:17:25] Do you think there is still [02:17:28] anyone on earth in this country who [02:17:32] believes that you are not the lifeboats, or rather [02:17:36] sidecars, of this criminal gang in the Lőrinc Mészáros [02:17:40] faction? I don't think so. We've said a thousand times, I still have [02:17:43] a minute and a half, I need to learn to manage my time, although I had the same amount of time as you [02:17:47] in this stage. We've said a thousand times how much we are doing [02:17:50] for Hungarian small businesses. If you ever had the opportunity [02:17:54] to sit in a government meeting, I would give it to you, but it doesn't depend on him, but on the Hungarian [02:17:57] voters, you probably won't have it, then you could see how much [02:18:01] this government is doing, while you are hating on Facebook, or [02:18:04] just Novák, just János Bóka, or Navracsics [02:18:08] are laughing, we sat in from Saturday morning [02:18:12] 7 AM to Sunday evening 10 PM, and worked with the government [02:18:15] members to put together the budget of justice and development, to put together [02:18:19] programs, for example, the Gábor Baross railway development program, for example, the [02:18:22] Sándor Vekerle housing program. We are putting together, for example, that [02:18:26] water management construction program, which is not easy in such a [02:18:30] budget situation, where it is not easy with such public procurement [02:18:34] rules, with such complicated, long rules, if Fidesz [02:18:37] didn't even plan such investments, they cut everything, so that they can start [02:18:40] immediately, I don't know if you know, because this is a complicated thing, but half a year [02:18:44] is at least just the planning, then comes the public procurement [02:18:47] procedure, so with the greatest good intentions, if we invested all the money in the world, say [02:18:51] in water management investments now, they still couldn't [02:18:54] be realized, because there is environmental permitting, which [02:18:57] they can rightly demand, there is public procurement, and there is [02:19:01] planning, and despite this, we are doing everything to create [02:19:04] jobs from repatriated EU funds, or even national funds, housing, [02:19:08] water management investments, SME support, and you are trying [02:19:11] to praise Orbán Viktor, Miklós Seszták, Lőrinc [02:19:15] Mészáros and who knows what else, it's transparent, [02:19:18] thank you [02:19:19] very much. [02:19:26] "Esteemed fellow representatives, in this case, Mr. Representative Pócs, I would like to [02:19:29] ask you not to continue the practice of talking to those sitting in the [02:19:33] box with your elbow, because this disrupts the work of the session, please [02:19:37] refrain from doing so, and I also ask those sitting in the box [02:19:40] to pay attention [02:19:44] Thank you. [02:19:48] Bence Rétvári, the faction leader of the KDNP, [02:19:52] has applied for a pre-agenda speech, titled "The Tisza Party fulfills its [02:19:55] election promises". I give him the floor for a five-minute time limit, [02:19:59] please. Thank you for the floor, Madam Speaker, esteemed House, esteemed [02:20:02] fellow representatives, Prime Minister, [02:20:05] always wants to say something big, and with that, he exposes [02:20:09] himself from time to time. Now I feel that his mobile phone is also in danger, but [02:20:13] at least this one is his own, he didn't steal it from anyone else. You said that on this [02:20:16] mobile phone, you, it seems, [02:20:19] coordinated with the prosecution, it seems there were, there were [02:20:22] former leaders. [02:20:25] You write messages back and forth with a representative of a [02:20:28] completely independent branch of power [02:20:31] from the government, and we could feel like we were in the movie "The Witness", [02:20:34] because you said that here is the case. the prosecutor's future [02:20:38] testimony, so not even Péter Bacsó could have written such a large part [02:20:42] into his own film, that the prosecutor's future [02:20:45] testimony and even the verdict were already known, but that the prosecutor's future [02:20:49] testimony is available, Mr. Virág would also have bitten his 10 fingers, he might have been more [02:20:53] successful. We know you are an economic [02:20:57] minister and you instruct the leaders of Moll circumventing everyone, and [02:21:00] it seems you are coordinating with a representative of a [02:21:03] branch of power that is completely independent of the government, not under government [02:21:07] control, the prosecution, regarding a future [02:21:11] testimony, you are coordinating with a former prosecutor [02:21:14] regarding a future testimony. No one [02:21:18] in a rule of law dares to do this. Only [02:21:21] Péter Magyar dares to do this, because he thinks that he can do anything in this country. Neither the [02:21:25] constitution nor anything else is a limit to his power, [02:21:29] he can trample on anyone, and he can rewrite any law, or if [02:21:32] he doesn't have time to rewrite it, then he follows a different practice. This is unacceptable in a European democracy. [02:21:36] in recent weeks and months, perhaps you said this most [02:21:56] often in the past six months, about people [02:21:59] against whom there is no legally binding court [02:22:02] decision, and now that you are becoming a suspect, you object [02:22:05] to anyone calling you [02:22:08] a suspect, that's all about [02:22:12] your case. You introduced a new genre today, until now it was 16 years, now it's 16 and a half [02:22:16] years, because now you hold the Fidesz-KDNP responsible not only for 16 years, but also for the first [02:22:19] half-year of its municipal governance. These are still the responsibility of Fidesz-KDNP, [02:22:23] whatever happened, unemployment increased, tourism declined, whatever [02:22:26] else, it's not your responsibility, you didn't make decisions in the last six months, Fidesz-KDNP [02:22:30] is responsible for everything, you still refer to 16 years [02:22:34] as if you voted for Fidesz in 2010, you voted for Fidesz in 2014, [02:22:37] you voted for Fidesz in 2018, you voted for [02:22:41] Fidesz in 2022, because, and until then you were on Fidesz's side, as long as [02:22:44] you had well-paying jobs, on what basis do you refer to 16 years, [02:22:48] when you were a beneficiary of the system, [02:22:51] because you wanted to be, because you wanted to fill better and better positions, and it was not [02:22:55] during the KATA protests that you turned [02:22:58] and stood on the other side, but once your well-paying [02:23:02] jobs ceased, you criticize Lőrinc Mészáros, you mentioned [02:23:05] MBH Bank and Opus, well, who was a member of the supervisory board at MBH Bank? [02:23:09] You. Who wanted to get into a leading position at Opus with a motivational letter? [02:23:13] You. And you criticize us about MBH Bank [02:23:16] and Opus, and Lőrinc Mészáros. When you were lobbying Lőrinc [02:23:19] Mészáros and you continue to do this week after week here, [02:23:22] here in Parliament. Completely, completely [02:23:25] discredited. You asked if it was really true that Madam Speaker [02:23:29] read out the title of my speech, [02:23:32] that the Tisza Party fulfills its election promises, I see that it indeed [02:23:36] fulfills all those promises that the Tisza Party made to Brussels. [02:23:40] We saw Manfred Weber's statement, he is very [02:23:43] proud of the Tisza Party's victory, because this way financial support for Ukraine [02:23:47] could start, and Ukraine's EU accession talks could also [02:23:50] start. We see that it has fulfilled this promise to Brussels. [02:23:53] Brussels sent every year that price regulations must be phased out, [02:23:57] by phasing out protected prices, it has also fulfilled this promise to Brussels. [02:24:01] By phasing out the bank fee stop, it has also fulfilled [02:24:04] a promise, a promise [02:24:08] that it did not make to the Hungarian people, but rather to the Brussels supporters. [02:24:11] By modifying the retail special tax formula in favor of multinationals, [02:24:14] it has also met an expectation reiterated by Brussels [02:24:18] in country reports and at other times, [02:24:21] namely that the 3% fixed working capital loan for SMEs has ceased, [02:24:24] this also favors Brussels, favors the European Union, [02:24:28] this is good for large multinational companies, bad for Hungarian SMEs. [02:24:31] They have also prepared the phasing out of the mortgage interest rate cap and the price cap, which is also [02:24:35] bad for people, but "good for multinationals. Public procurements and [02:24:39] concessions are increasingly being won by multinationals and foreigners, Hungarians [02:24:43] received more taxes, while foreigners received more orders, more support, more [02:24:47] won public procurements, this is how you fulfill your promises [02:24:50] to Brussels, and tomorrow with the adoption of the Gender Law, [02:24:54] against the Hungarian referendum [02:24:57] against the Hungarian referendum, [02:25:00] your submitted amendments, which allow gender in schools, [02:25:03] you will also tick off this Brussels expectation tomorrow [02:25:07] with the full 100% implementation of the Luxembourg Court's judgment, thank you [02:25:11] very much. [02:25:11] I give the floor to Prime Minister [02:25:16] Péter Magyar for his response, with a five-minute [02:25:19] time limit. [02:25:21] Madam Speaker, thank you for the floor, I don't know if there's any point to it, the [02:25:25] truth is, [02:25:27] but at least the independent political expert, [02:25:31] Attila Tibor Nagy, is enjoying this performance from the Fidesz faction's box, [02:25:35] I greet him from here. [02:25:37] And of course, I also greet the Fidesz faction's psychologist, whom we [02:25:41] know from before. Esteemed [02:25:44] fellow representatives, esteemed fellow representatives, [02:25:48] you, Mr. Faction Leader, just said that... "Tomorrow we are voting on a gender law, [02:25:51] right? Tomorrow we are voting on a child protection [02:25:55] law. We are voting on a law that strengthens child [02:25:58] protection, and you call that a gender [02:26:01] law. Let's see tomorrow if the cat [02:26:04] will be out of the bag, whether they will vote down or vote for [02:26:08] the amendment to the law that strengthens the protection of Hungarian [02:26:11] children. You are in such a [02:26:14] level of hatred and madness, I don't know if you noticed, [02:26:18] that they cancelled the Peace March due to lack of interest [02:26:22] for October 23rd, the 70th anniversary of 1956, [02:26:25] but they are holding a flag-raising ceremony instead, [02:26:29] no matter how much you complain, representative, I don't know what the problem is, they are holding a [02:26:32] flag march instead, and do you know what will be the slogan [02:26:36] of the Fidesz march on the 70th anniversary of the 1956 revolution? [02:26:40] Not "Long live Hungarian freedom" or "Respect to the [02:26:43] heroes", no [02:26:45] gender, no war, no [02:26:48] migration. You have reached this point, that [02:26:51] on the 70th anniversary [02:26:54] of 1956, with such slogans, [02:26:57] which were quite successful in the previous campaign as well, you will march with such slogans, [02:27:01] but I would like to draw the attention of the independent political analyst [02:27:04] to a small detail, that Fidesz also [02:27:07] said that they will march under a 1848 m [02:27:10] long Hungarian flag on the 70th anniversary [02:27:14] of 1956, let's calculate together [02:27:18] how big... the difference, I think, [02:27:21] you should have put another 108 m into the price of the Hungarian [02:27:25] flag from your own money, without public funds, so that you could march on October [02:27:29] 23rd with "no gender, no [02:27:32] war, no migration" slogans, but I think [02:27:35] it would have been much more fitting if you, Bence Rétvári, or you, [02:27:39] shouting Hajnalka Juhász, had marched with "Long live [02:27:42] May Day" signs, or "Here's November 7" signs. [02:27:45] "Let me answer about the [02:27:48] föl. [02:27:56] prosecution. I wouldn't say you are the sharpest tool [02:27:59] in this faction, but I assume even your successor would have understood [02:28:03] what I said. I explained it clearly, and [02:28:06] everyone understood except you. It wasn't a current [02:28:10] prosecutor who wrote, and I didn't reply to him. He sent two [02:28:13] text messages about which [02:28:16] cases he will testify in. [02:28:20] But most importantly, he will testify not in my case, [02:28:23] but in another ongoing case, about how [02:28:26] under the previous government they tried to politically [02:28:30] influence the Wölner-Schadl-Rogán case, how they tried [02:28:33] to cover up, to save your former minister from one of the biggest [02:28:36] corruption cases, and in other cases. It's useless for you to lie [02:28:40] to your five TikTok followers, it's useless [02:28:43] to point fingers, you are not that low yet. I just told you, [02:28:46] I didn't coordinate with a currently serving prosecutor, I didn't coordinate [02:28:50] with anyone, he sent two messages through his lawyer [02:28:53] and told me what he will testify about, and I can [02:28:57] tell you, perhaps Mr. LMZ will [02:28:59] confirm it when he hears the testimony, that it will be very, very unpleasant for you, [02:29:03] more than unpleasant. Dr. [02:29:16] Bence Rétvári, faction leader of Fidesz, has applied for a pre-agenda speech, [02:29:20] titled "Not just numbers". I give him the floor for a five-minute time limit, [02:29:23] please. Thank you, [02:29:26] thank you for the floor, Madam Speaker, esteemed House. It's always the case that when we get to pre-agenda [02:29:30] speeches, the atmosphere gets a little more heated, [02:29:33] probably because there are too many mobile phones here and the [02:29:37] Danube is too close, but [02:29:40] what I can do, what I can do [02:29:44] to improve the good atmosphere, is that, [02:29:48] is that I will "draw attention to a few [02:29:51] facts. Indeed, I made the statement mentioned by the Prime Minister [02:29:55] in an interview. I gave this interview to Magyar Hang. Magyar [02:29:58] Hang does not consider itself a Fidesz propaganda [02:30:02] channel, but if the Prime Minister thinks so, perhaps he should [02:30:05] discuss it with them. The other thing is that quite a lot [02:30:08] of statements were made regarding pedophile perpetrators and [02:30:12] supporters of pedophile perpetrators, just [02:30:15] so that the debate returns a bit to reality, and those [02:30:19] present here and those watching the broadcast are also aware [02:30:22] that the bill submitted [02:30:26] by the Tisza Party, [02:30:29] which we will discuss in detail today and [02:30:32] vote on tomorrow, this [02:30:35] bill will make it more difficult [02:30:38] to access the register of pedophile perpetrators. [02:30:42] This was proposed by Tisza. You will [02:30:45] tighten access to the [02:30:49] register of pedophile perpetrators. [02:30:52] We, whom you said do not work, [02:30:55] do not submit amendment proposals, we submitted an amendment [02:30:59] proposal so that this tightening does not occur. [02:31:02] So you should probably tell the voters why [02:31:06] you want to tighten access to the register of pedophile [02:31:09] perpetrators by invoking the personal [02:31:13] rights of pedophile perpetrators. Perhaps you should [02:31:15] tell them if you are doing this for EU funds, or [02:31:18] for free, and you should tell them why [02:31:22] you voted against our amendment proposal in the committee? We requested [02:31:25] that this amendment proposal come back here to the plenary, [02:31:29] tomorrow here in the plenary about this... small entrepreneur, whether they are a taxi driver, [02:32:02] hairdresser, manicurist, or beautician, they look at [02:32:05] the end of the month to see how much is left, and a [02:32:08] transporter doesn't fill up with Facebook posts, but with [02:32:12] diesel. The Hungarian government's decisions, however, still [02:32:15] look as if these were not flesh and blood people, but just, but [02:32:18] just numbers. In October [02:32:22] 2024, you, more precisely Péter Magyar, promised [02:32:26] that we would restore the KATA tax. Later, he [02:32:29] corrected this and said that the new system should be just as simple [02:32:32] and just as cheap. Compared to this, [02:32:36] 138,000 current KATA payers will pay [02:32:39] 10,000 HUF instead of 5,000 HUF, this is hardly cheaper. Secondly, the new [02:32:43] system will not be simple either, because you will introduce a 15% special tax [02:32:46] on revenues invoiced to companies, which will complicate [02:32:51] In the case of fuel, there is also quite a serious difference between promises and [02:32:54] decisions. Péter Magyar said verbatim on March 3rd: [02:32:58] "Enough with the talk and agitation, immediate [02:33:02] tax cut and petrol price cap at 480 HUF [02:33:06] at Hungarian petrol stations." And on April 16th, he promised, [02:33:09] and it can be read on his Facebook post: "We will maintain the protected [02:33:13] price for both diesel and petrol [02:33:16] even after the new government takes office." [02:33:19] End of quote. This resulted in [02:33:23] a petrol price of 642 HUF and a diesel price of 709 [02:33:25] HUF. And what you announced on October [02:33:29] 9th is a 25 HUF per liter excise duty [02:33:33] refund, while the Hungarian Independent Hauliers' [02:33:36] Association is asking for 128 HUF and a 10% [02:33:39] road toll refund. So the government gives only a fifth [02:33:42] of the requested per liter help, and does not [02:33:46] provide any relief. The Fidesz [02:33:49] proposal provides an immediate and understandable solution for everyone [02:33:52] by reintroducing the protected petrol price. [02:33:56] This would mean 94 HUF per liter instantly [02:33:59] at the pump, compared to the current diesel price, not [02:34:02] months later, and not after filling out paperwork. The [02:34:05] Independent Hauliers' Association also said that if someone cannot fill up their [02:34:09] truck, they cannot ask for a refund later. We [02:34:13] resubmitted this proposal, please, Tisza, [02:34:16] also support its placement on the agenda. [02:34:20] Thank you. Thank you. [02:34:22] I give the floor to Prime Minister [02:34:30] Péter Magyar for his response, with a five-minute [02:34:33] time limit, please. Thank you, Madam Speaker, how much better the weekends are, no [02:34:37] Mr. Minister of Finance, then you can work, and then you don't have to parade [02:34:41] in this circus, that's why I was thinking about what it must be like to sit in a box, [02:34:44] what it must feel like to sit in a Fidesz [02:34:48] box as an independent analyst, then it occurred to me that János Martonyi [02:34:52] also joined the MSZMP with good instinct, one year before the MSZMP [02:34:55] ceased to exist, that's what came to my mind, but we are not [02:34:58] all the same, let me say that it is particularly stomach-churning [02:35:02] that you talk about pedophilia, about easing pedophilia, [02:35:05] and that Alexandra Szentkirály, who is currently tapping on her phone, [02:35:09] is applauding, almost falling out of her seat, who demonstrably [02:35:13] and known by all awarded, publicly, [02:35:16] a pedophile monster, János Vásárhelyi, awarded him or [02:35:20] not, Madam Representative, and now here, [02:35:23] here, you are in the photo, smiling as you present [02:35:27] this award, dear Representative, but you can speak up [02:35:30] under personal attack and say it. [02:35:35] between two phone calls, you rarely speak here anyway, for some reason, I don't even know why, so this law [02:35:39] for tomorrow, this amendment for tomorrow, no matter [02:35:42] what you lie about, by the way, along with your sidecars, [02:35:45] with our homeland, this is about easing the situation of the 500 [02:35:49] babies left in the hospital, for whom you, [02:35:52] with whom you did nothing, you tolerated for years, [02:35:56] you tolerated for years that several hundred [02:35:59] babies, even for more than a year, were in cribs. [02:36:03] Why are you shouting? Ms. Hajnalka Juhász, in this Parliament, [02:36:07] you tolerated that there are hundreds of babies, for more than [02:36:10] a year, but there was one in the Baja hospital for three years. [02:36:15] baby, I would like to ask Madam Speaker to ask the Representative [02:36:19] not to shout continuously, so this [02:36:21] is quite astonishing. We are talking about babies left in hospitals [02:36:25] in the basic law. [02:36:29] Please pay attention to the speaker, thank you. [02:36:32] I suggest the faction's psychologist, or the independent analyst, to give [02:36:35] perhaps, to give perhaps educational advice. More [02:36:39] than a hundred, more than a hundred, more than a hundred abandoned children [02:36:42] were discussed for years, and you did nothing. You did not submit any legislation, [02:36:46] you did not provide any money, you did not help the [02:36:49] child protection workers, your boss, [02:36:53] isn't that right? I would like to ask the camera to show [02:36:57] Juhákát, so Viktor Orbán, your prime minister, [02:37:01] said that everything is fine with Hungarian child protection, [02:37:04] you honored, you gave clemency to pedophile monsters, [02:37:08] you took away the money, you didn't let us bring in the gifts [02:37:11] at Christmas, you lay down, and now there is a law. [02:37:15] There is a government that could help their situation, when we give an additional [02:37:18] this year alone, into an extraordinary [02:37:21] fund, we do everything, an expert, not [02:37:24] an interior minister, not a retired police officer in charge of [02:37:27] child protection, but a real expert, then they come here and [02:37:31] János Bóka, a former SDS politician, stands up [02:37:34] belehazudik az emberek szemébe, pedofíliáról, amiből egy szó [02:37:38] nem igaz, és neki tapsol Szent király Alexandra, aki kitüntette a [02:37:41] pedofil rémet, hová süllyedtek önök, mit [02:37:45] gondolnak önök, mindenki tudja, hogy 16 évig vezették [02:37:48] ezt az országot, látták, hogy több 100, vagy néha több mint ezer gyerek [02:37:52] van az utcán, kerül pedofil rémek markába, kerül [02:37:56] drogbandáknak a karmába Magyarországon, vagy éppen Hollandiában, és [02:38:00] önök semmit nem tettek, minden pénzt elvontak, 100 [02:38:03] milliárdból egy palotát csináltak belügyminisztériumból, eladták a [02:38:07] régi épületet egy arab befektetőknek, közben mészáros [02:38:10] Lőrincet, Szí Lászlót és ki tudja hány bűnözőt pénzeltek, és van [02:38:13] képük fölállni. In all three areas, Hungarian [02:40:04] students performed below the OECD average. This was your response: you [02:40:07] wanted faster improvement. And what did you do? You [02:40:10] abolished the independent Ministry [02:40:12] of Education. [02:40:15] Your next step was to create the CLICK [02:40:18] system under the guise of centralization. Your next [02:40:21] step was to lower the compulsory education [02:40:24] age limit to 16 years, and then you also [02:40:27] reduced the number of hours for all natural science [02:40:31] subjects. The next PISA [02:40:34] survey, in 2012, [02:40:37] came, when the results deteriorated [02:40:40] in all areas. What did you do after that? Viktor [02:40:44] Orbán was not interested in the topic, but State Secretary [02:40:47] Rózsa Hoffmann said that much faster improvement would [02:40:51] follow within three to six years, and that the [02:40:54] cause of all this was the 2003 core curriculum. Therefore, [02:40:58] in 2012, a new core curriculum was [02:41:02] quickly created, and the teacher career path system [02:41:05] was introduced, Mr. Representative Rétvári is not here, the teacher career path system, which [02:41:09] was based on putting all teachers at the starting [02:41:12] line, regardless of their professional past. Furthermore, the 20 [02:41:16] hours were increased to 22, [02:41:19] and then to 26. The 2015 PISA [02:41:23] survey test followed, [02:41:27] when the science results plummeted, [02:41:30] mathematics stagnated, and reading comprehension [02:41:33] also deteriorated. What was the response to this? [02:41:37] Viktor Orbán still did not react to any of it. [02:41:40] State Secretary Palkovics said that the previous governments' [02:41:44] education policy was still responsible [02:41:47] for this. János Lázár, on the other hand, named [02:41:51] the teachers as the main culprits. And then [02:41:54] after that, they introduced the chalk, from which. We know [02:41:58] that it was not really chalk users [02:42:01] who profited, but NER entrepreneurs. [02:42:04] In 2018, a rare moment arrived, [02:42:07] because the system showed signs of [02:42:10] recovery. Viktor Orbán was still not [02:42:13] interested in any of this. Zoltán Marussa, however, quickly reacted [02:42:17] that all this was the fruit of the Orbán government's [02:42:20] good education policy. Compared [02:42:23] to this, János Lázár did not mention teachers at this time. [02:42:28] "However, the government started, my fellow representative Piroska Szalai is not [02:42:31] here, that they decreased the [02:42:34] amount available for education as a percentage of GDP [02:42:37] every year, 5%, 4.8%, then [02:42:41] 4.7%. This is how we arrived [02:42:45] at the 2022 results, when the results [02:42:48] further deteriorated in mathematics and [02:42:51] reading comprehension. At this point, Viktor [02:42:55] Orbán spoke up, because he appointed Sándor Pintér, a police [02:42:58] officer, as the minister responsible for education. [02:43:02] He himself admitted at the introduction that he doesn't understand [02:43:05] education, but he understands [02:43:07] leadership. What did he do with this attitude? He introduced the [02:43:11] status law? Furthermore, he [02:43:15] bled out the right to strike, and then those teachers who [02:43:18] actually spoke out against the problems here, [02:43:22] he fired them. Meanwhile, of course, [02:43:24] he introduced a new NAT, they rewrote the [02:43:27] matriculation, the matriculation rules, that is, [02:43:31] they eradicated every seed of creativity [02:43:34] from Hungarian, and although they took a step, [02:43:38] with significant European Union support, to raise [02:43:41] teachers' salaries, they could not keep young people [02:43:45] in the profession. Furthermore, in the world [02:43:48] of universities, we know how they interfered. [02:43:52] I would like to ask, I will round off my [02:43:54] thoughts, that this is how we arrived at the... [02:43:57] 2025 PISA, where [02:44:00] from 473 points, the performance in mathematics [02:44:04] was 459, from 486 points, [02:44:06] 480 in natural sciences, [02:44:09] and in reading comprehension, the performance decreased [02:44:12] from 473 to 452, [02:44:15] and all these are the results of your conscious actions, [02:44:19] since year after year chalk, [02:44:23] so my question to the [02:44:27] lady is what strategic steps are you trying [02:44:31] to take to stop this catastrophic process. [02:44:46] I give the floor to Minister Judit Lannert for a five-minute [02:44:49] response, please proceed. Madam Speaker, [02:44:53] I have a request, that I was personally [02:44:56] attacked, could I respond in two minutes [02:45:00] in connection with this as well, I would put [02:45:03] this together. No, it is not possible, [02:45:07] please respond to the speech now, thank [02:45:11] you very much, okay, then I [02:45:15] will say that education is in a global crisis, this is what the [02:45:18] PISA data shows, never have reading comprehension results been so [02:45:22] low worldwide as in the 2025 measurement, [02:45:26] and the Hungarian data is tragic [02:45:29] compared to this, we lag behind several countries in the [02:45:31] region where we previously performed [02:45:34] better, so I agree [02:45:37] with you, this cannot be explained solely by international trends, [02:45:41] the result is largely the consequence of 16 years of government. [02:45:45] After 16 years of destruction, we must [02:45:48] rebuild a well-functioning Hungarian education system [02:45:52] step by step, and we will not make progress [02:45:55] with faintheartedness, there are countries where relatively good [02:45:58] results have been achieved, Hungary can also belong to this [02:46:02] group. The examples of Japan, or in Europe [02:46:05] Estonia, England, and Ireland also show that they can be successful [02:46:09] where they understand the processes behind learning in depth, and can [02:46:13] harmonize the lessons learned from these [02:46:16] with national traditions. A common [02:46:19] feature in these countries is also that schools and teachers [02:46:23] are given significant freedom [02:46:26] in organizing the learning process, [02:46:30] decisions are not made on ideological or party-political [02:46:33] grounds ad hoc, but with thorough strategic planning and [02:46:37] broad social consensus. [02:46:40] "In Japan, for example, instead of mere memorization, they prioritize [02:46:44] learning motivation, applicable knowledge, and technical [02:46:47] skills. The Estonians are very advanced [02:46:50] in the development of digital competencies, and in Ireland, [02:46:53] creativity is given attention. The Irish creative [02:46:56] learning program's core element is ensuring student voice and [02:47:00] participation in education, and the [02:47:02] English, who did not [02:47:06] overwhelm their [02:47:09] content management [02:47:12] with information as many [02:47:15] mistakenly interpret it, but since [02:47:18] 2014, they have placed great emphasis on reading comprehension, [02:47:22] critical thinking, and problem-solving. [02:47:26] We can learn a lot from the example of these [02:47:28] countries. We also need strategic thinking and [02:47:32] intervention. In the last four months, [02:47:35] distinguished House, we have begun dismantling centralization [02:47:39] without challenging the system's operation, [02:47:42] we expanded the powers of schools and [02:47:45] school directors, restored the decision-making [02:47:48] and opinion-giving rights of teaching staff, [02:47:52] restored teachers' right to strike, we are electing [02:47:55] new leaders through open tenders at background institutions, [02:47:59] school districts, and vocational training centers. [02:48:02] The Tisza government kept its promise, we provide [02:48:05] 10,000 Forint school start-up support [02:48:08] to 400,000 needy families. [02:48:10] The salary increase for staff directly assisting [02:48:14] education and schooling, forgotten by the Orbán governments, [02:48:16] will take place. An independent representation has been given [02:48:20] to the nursery and kindergarten sector in the new [02:48:23] Ministry of Education and Child Affairs. In the coming months, [02:48:27] we will prepare further reinforcing measures, [02:48:30] by the end of the year, we will finalize the Hungarian education [02:48:33] strategy, which will include the [02:48:36] Artificial Intelligence strategy for Hungarian education [02:48:40] and training. We are launching a comprehensive [02:48:43] reading comprehension development program, and we are [02:48:46] developing a new national core curriculum. With the [02:48:49] development of the new National Core Curriculum, we will comprehensively [02:48:52] revise the content regulation of education, [02:48:56] we will define clear exit requirements [02:49:00] at the end of each educational stage, regarding what knowledge [02:49:03] and skills students should possess, and at what level [02:49:06] they can apply these independently. The reading [02:49:10] comprehension development program must accompany the entire school learning [02:49:14] path, in upper primary and [02:49:17] secondary school, it is also necessary to practice [02:49:20] processing complex texts. [02:49:23] Our goal is not merely to improve numbers, the goal is for children [02:49:27] to be better off, to have better opportunities in [02:49:30] life, to be capable of more and to achieve [02:49:33] more. This is good for children, for families, and also [02:49:37] for the economy. Good education, first [02:49:41] and foremost, serves the development of the entire country, [02:49:43] thank you. [02:49:51] Esteemed National Assembly, due to personal involvement, Mr. László Torockai, [02:49:54] faction leader, requested the floor, I grant him two minutes [02:49:57] of time. Thank you for the floor, [02:50:00] Madam President, Mr. Prime Minister, you have repeatedly [02:50:03] accused me with the lie that I defended Miklós [02:50:07] Seszták. Of course, this is not the case. I assume that we are the [02:50:10] Ág movement, but I think it is the duty of all parties present, all [02:50:14] their voters and members, [02:50:16] to hold accountable every politician [02:50:19] suspected of corruption or even those [02:50:22] on whom suspicion of corruption falls, so of course [02:50:25] I did not defend Seszták, Miklós Seszták, [02:50:29] and I specifically urge that the procedures be accelerated [02:50:32] even in the case of perpetrators who are still at large [02:50:36] in the enforcement mafia case. "Everyone must agree [02:50:40] on accelerating the procedures. So I reject [02:50:43] these accusations, but the conditions [02:50:46] of the rule of law must be demanded. It was about [02:50:50] not exceeding the rule of law, whether it be the [02:50:53] president of the MVVH or anyone else, not exceeding the [02:50:56] framework of the rule of law. My remarks were only [02:51:00] about this, you cannot abuse this, and I would also like to [02:51:03] react to the fact that here in connection with the investigative committees, [02:51:07] it was repeatedly mentioned and every [02:51:11] procedure that the Prime Minister attributed to me, which I did not do, [02:51:15] was demanded, and also [02:51:18] in connection with the quote attributed to Szálasi, the Prime Minister [02:51:21] called on me to explain why we have not yet excluded the municipal [02:51:25] representative, because it needs to be investigated, exactly [02:51:29] like, for example, Tibor Kaprinyák's case, which [02:51:32] you knew about exactly half a year ago, but you [02:51:35] investigate. The name Ferenc Szálasi was not even mentioned by the municipal [02:51:39] representative, and, of course, he claims, this is what our [02:51:42] statement was about, that he did not quote Szálasi, this needs to [02:51:45] be investigated, so there are rule of law, there are frameworks even within a party [02:51:48] that we all must adhere to, therefore [02:51:51] I reject what you said, Tibor Kaplinyák's case as well, [02:51:55] you are investigating it now, it should have been investigated already, as you knew about it, and also [02:51:59] how he could have hundreds of millions, when he previously managed a 100% [02:52:02] state-owned company, well, that's not relevant here anymore, Mr. Representative, [02:52:05] thank you for your speech. [02:52:08] Esteemed National Assembly, I inform [02:52:10] you that the list of representatives who have applied [02:52:14] for further extraordinary speeches is available [02:52:18] on the parliamentary IT network. [02:52:20] Esteemed National Assembly, next in line is [02:52:23] the establishment of the agenda for today's [02:52:27] session. You could find my agenda [02:52:29] proposal on the National Assembly's website. [02:52:33] Please take your seats and check that your cards [02:52:36] are in the voting [02:52:38] machine. [02:52:41] Esteemed National Assembly, first we decide on a motion [02:52:44] for exceptional procedure. The proponent initiated [02:52:47] that the National Assembly should discuss [02:52:51] in an exceptional procedure "the full [02:52:54] disclosure of the secret service activities of the former [02:52:56] regime and the amendment of Act [02:52:59] LI of 2026 on the Historical Archives [02:53:03] of the State Security Services" proposal T/779. [02:53:06] According to the proposal, [02:53:08] during the exceptional procedure, it should be possible [02:53:12] to submit amendment proposals within three [02:53:16] hours after the decision ordering the exceptional [02:53:19] procedure. The decision on the consolidated [02:53:23] amendment proposal and the final vote [02:53:27] should take place on Tuesday, [02:53:29] October 13, 2026. Esteemed National Assembly, [02:53:32] the National Assembly decides on the proposal [02:53:36] without debate. I draw your attention to the fact [02:53:39] that for ordering an exceptional procedure, more than [02:53:43] half of the representatives, i.e., 100 representatives, [02:53:47] must vote yes. I ask you, do you accept [02:53:50] the motion for exceptional procedure? [02:54:07] I announce the resolution: the National Assembly [02:54:10] accepted the motion for exceptional procedure [02:54:14] with 131 votes in favor, 40 against, and [02:54:18] seven abstentions. [02:54:21] According to our adopted decision, [02:54:24] amendment proposals can be submitted until [02:54:26] 6:54 p.m. today, and the [02:54:30] consolidated debate and votes will be discussed [02:54:33] during tomorrow's [02:54:35] session. Esteemed National Assembly, we are now [02:54:39] deciding on a motion to amend the agenda. [02:54:43] The Tisza parliamentary group proposed that the agenda [02:54:46] for the National Assembly's session on Tuesday, October [02:54:49] 13, 2026, be supplemented [02:54:52] with the following agenda items after the announcement of the results [02:54:56] of the secret vote on the personnel proposal [02:54:58] for the election of the vice-presidents of the National Asset Recovery [02:55:01] and Asset Protection Office, and if elected, after the [02:55:05] swearing-in of the elected vice-presidents: [02:55:08] Point A. If the National Assembly [02:55:12] orders the discussion in an exceptional [02:55:15] procedure of the full disclosure of the [02:55:18] secret service activities of the former regime [02:55:21] and the amendment of Act [02:55:24] LI of 2026 on the Historical Archives [02:55:28] of the State Security Services, the consolidated [02:55:30] debate of bill T/779 [02:55:34] in an exceptional procedure. Point B. [02:55:37] The decision on the consolidated [02:55:41] amendment proposal submitted to bill T/779, [02:55:43] and the final vote [02:55:47] on the bill, after the [02:55:50] provisions of point A. [02:55:53] Those who agree with this, please raise your hand [02:55:56] and vote. [02:56:00] Thank you. I confirm that the visible [02:56:03] majority of the National Assembly accepted the proposal. [02:56:07] Esteemed National Assembly, we are now deciding [02:56:10] on a motion for an exceptional procedure. The government [02:56:12] proposed that the National Assembly discuss [02:56:16] in an exceptional procedure the proposal T/821 on the amendment [02:56:20] of Act LXVIII of 2016 [02:56:23] on excise duty, concerning the increase of the tax refund for [02:56:27] commercial diesel due to the increase [02:56:31] in fuel prices. According to the proposal, during [02:56:34] the exceptional procedure, it should be possible to [02:56:37] submit amendment proposals within three [02:56:41] hours after the decision ordering the exceptional procedure. [02:56:44] The consolidated debate will take place on Tuesday, [02:56:47] October 13, 2026, after the decision [02:56:50] on bill T/779 on the full disclosure [02:56:54] of the secret service activities of the former regime and the [02:56:57] amendment of Act LI of 2026 on the Historical Archives [02:57:01] of the State Security Services. The decision on the consolidated [02:57:04] amendment proposal, as well as the final vote, [02:57:08] will take place on Tuesday, October [02:57:11] 13, 2026, after the consolidated debate, [02:57:15] but no earlier than 12:00 PM. [02:57:18] Esteemed National Assembly, the National Assembly [02:57:22] decides on the proposal without debate. I draw your attention [02:57:26] to the fact that for ordering an exceptional procedure, [02:57:29] 100 representatives must vote yes. I ask you, [02:57:33] do you accept the motion for exceptional procedure? Please [02:57:49] I declare the resolution: The National Assembly accepted [02:57:52] the motion for exceptional procedure [02:57:55] with 139 votes in favor. [02:58:00] Minister Gábor Kószai's voting machine was not working, [02:58:04] so I correct the resolution: the National Assembly [02:58:07] accepted the motion for exceptional procedure [02:58:11] with 140 votes in favor, 41 against, and [02:58:14] three abstentions. Esteemed National Assembly, [02:58:18] according to our adopted decision, amendment proposals can be submitted [02:58:21] until 6:58 p.m. today. [02:58:25] the combined debate and votes will be held [02:58:27] tomorrow during the session. Esteemed [02:58:31] National Assembly, we are now deciding on an urgent proposal. The government has initiated [02:58:35] the urgent debate of the proposal No. T/816 [02:58:38] regarding the prevention of money laundering and the amendment of regulatory areas [02:58:42] affecting certain closed-end funds. According to the proposal, [02:58:46] the general debate of the bill should take place [02:58:49] after the general debate of the bill No. T/797 [02:58:53] on measures to protect public property and restore public trust [02:58:56] and amendments to the necessary laws during the session [02:58:59] of the National Assembly starting on October 12, 2026, on Tuesday, October 13, 2026, [02:59:03] in the series of general debates. The urgent proposal [02:59:06] can be found on the website. Esteemed [02:59:09] National Assembly, I would like to draw your attention to the fact [02:59:12] that two-thirds of the উপস্থিত representatives' [02:59:15] "yes" vote is required for the urgent debate to be ordered. [02:59:19] I ask you, will you order the urgent debate of the bill? Please vote [02:59:23] now. Yes. I declare the resolution. [02:59:26] The National Assembly, it did not work, since someone [02:59:30] voted yes. Thank you. [02:59:33] It worked for everyone else. Then... I declare the resolution. The National Assembly [02:59:36] ordered the urgent debate [02:59:51] with 185 votes in favor, no votes against, and no abstentions. [02:59:54] Esteemed National Assembly, we are now deciding on an agenda proposal, [02:59:58] which has been supplemented [02:59:59] by the debate of [03:00:03] proposals T/816 and T/821. [03:00:06] I ask the esteemed National Assembly whether it accepts the agenda proposal. Please vote by [03:00:10] raising your hand. Thank you very much. I state that [03:00:13] the visible majority of the National Assembly [03:00:16] has accepted the agenda. Esteemed National Assembly, I thank you for your cooperation [03:00:19] so far. I now hand over the presidency to Deputy Speaker Dr. Hallerné, Dr. Nagy [03:00:23] Anikó, and I order a two-minute technical break. [03:00:26] Esteemed National Assembly, [03:00:29] elfogadja-e a napirendi javaslatot? Kérem, kéz felemeléssel [03:00:33] szavazzanak. [03:00:36] billion, you sold the [03:00:40] napirendet elfogadta. [03:00:43] Tisztelt Országgyűlés, megköszönöm eddigi együttműködésüket, az elnökrést most [03:00:47] átadom Dr. Hallerné, Dr. Nagy Anikó alelnök asszonynak, és [03:00:50] kettő perc technikai szünetet rendelek el. [03:09:02] we continue our work. At 16:09, [03:09:05] we will move on to the debate of interpellations. [03:09:09] Please take your seats. [03:09:13] Mihály Vicman, representative of Fidesz, [03:09:20] submitted an interpellation to the Minister of Finance, [03:09:23] titled "What will happen to the real small taxpayers?" Representative Mihály Vicman has the floor [03:09:27] for a three-minute time limit. I ask my esteemed fellow representatives [03:09:30] to take their seats. We continue our work. Thank you very much. [03:09:34] Please, Mr. Representative, you have the floor. Thank you very much for the floor, Madam Speaker, [03:09:38] Esteemed Minister, Esteemed fellow representatives, the KATA [03:09:41] tax was not originally introduced as a tax option [03:09:44] for self-employed small businesses. It was created so that [03:09:47] small and individual businesses could fulfill their tax obligations [03:09:51] both in terms of payments and administration. These [03:09:54] micro-businesses engage in so-called B2C, i.e., business to [03:09:58] consumer activities, meaning they provide residential [03:10:01] services, during which they directly sell their services [03:10:04] to end-users. To give real-life examples [03:10:08] and be understandable to everyone, we are essentially talking about [03:10:10] nail technicians, hairdressers, masseuses, music teachers, [03:10:14] or for example, personal trainers. We also remember [03:10:17] that one of the emphasized messages of the election campaign was tax reduction, the [03:10:21] reduction of administrative burdens on businesses, and the [03:10:24] promise of a simpler, more predictable tax system. [03:10:28] According to my recollections, the Tisza Party promised in its election [03:10:31] promises that it would make KATA widely available again, [03:10:35] gradually simplify the tax system, and reduce the number of taxes. [03:10:38] The program also stipulated that they do not wish to increase [03:10:41] taxes on wages. In contrast, [03:10:45] they are submitting for social consultation a bill on tax increases. [03:10:48] The KATA was expected to be simple precisely because it was a simple, [03:10:51] predictable, and easily fulfillable tax form, [03:10:54] but it is not only simplicity that is important [03:10:57] for the smallest, so-called micro-businesses. [03:11:00] These individual entrepreneurs are very much concerned whether [03:11:04] they have to pay 5,000 Forints or 7,500 Forints [03:11:07] per month, or even 10,000 Forints from 2028. [03:11:10] The Tisza Party did not promise this, but rather that it would not [03:11:14] raise taxes on wages. But let's look at some concrete examples: [03:11:16] a hairdresser's annual income is approximately 4.5 million Forints, [03:11:20] which is roughly 350-400,000 Forints per month. From this, [03:11:24] they pay the current 5,000 Forints KATA, the local business tax, and [03:11:27] possibly a lease fee as well. According to the Tisza Party's proposal, [03:11:31] the tax burden of the hairdresser in the example will increase [03:11:34] by 2,500 Forints per month as a first step, and then [03:11:37] by 50,000 Forints per month from 2028. A plumber [03:11:40] has a similar monthly income, but they also have to finance [03:11:44] their travel to the site in view of the extremely [03:11:48] high fuel prices. According to your proposal, [03:11:50] the tax burden of the expert in the example will also increase [03:11:54] by 2,500 Forints first, then by 5,000 Forints [03:11:57] per month from 2028. The monthly income [03:12:01] of masseuses is somewhat less than this. This income [03:12:05] is burdened by the daily costs of operation, [03:12:08] such as the rent. According to your proposal, [03:12:11] the tax burden of masseuses will also increase by 2,500 Forints [03:12:14] in the first round, and then by 5,000 Forints per month [03:12:18] from 2028. Esteemed Minister, I believe that with the proposal [03:12:22] submitted for social consultation, it is precisely the smallest [03:12:25] who will suffer. Therefore, I respectfully ask you, [03:12:29] why are you increasing the burdens on the smallest, and how can [03:12:33] the proposed increase in KATA be reconciled with the tax reduction [03:12:36] policy promised and announced by you in the campaign? [03:12:40] I await your esteemed answer. Thank you very much. [03:12:43] Thank you very much, [03:12:46] Mr. Representative. I give the floor to [03:12:50] Minister András Kármán for a four-minute time limit. [03:12:53] Please, Mr. Minister. Thank you for the floor, Madam Speaker. [03:12:56] Esteemed House of Representatives, [03:12:59] Esteemed Representative, your concern for KATA taxpayers [03:13:01] would be more credible if in the summer of 2022, [03:13:04] you, along with the Fidesz-KDNP majority, had not voted for [03:13:07] and abolished the KATA in its previous form within 24 hours [03:13:10] without any consultation or prior communication, [03:13:14] which forced 45,000 small taxpayers [03:13:18] into a completely changed situation overnight within a year. [03:13:21] In accordance with our promise, we are expanding the accessibility of KATA, [03:13:25] and we are reopening KATA to [03:13:29] non-full-time entrepreneurs as well, including pensioners, [03:13:32] entrepreneurs working alongside their employment, and [03:13:36] students who are entrepreneurs alongside their university studies, with a fixed [03:13:40] tax of 5,000 Forints per month. In the future, [03:13:43] KATA taxpayers will also be able to invoice companies again, [03:13:45] and we are increasing [03:13:53] the annual revenue limit from 18 million Forints [03:13:56] to 22 million Forints. The old KATA [03:13:59] did not ensure that those within it received acceptable [03:14:02] sickness benefits, maternity benefits, and pensions. [03:14:05] Their benefit basis today is only 108,000 Forints [03:14:08] per month, one-third of the minimum wage. The Hungarian state cannot [03:14:12] leave those who work honestly and pay taxes [03:14:16] unprotected. In order for the new KATA to be a fair [03:14:19] and decent system for all taxpayers, ensuring the social security [03:14:22] of taxpayers, we had to change the [03:14:26] amount of the fixed tax. The monthly amount of KATA [03:14:29] has been unchanged since 2013, while thanks to your government's [03:14:32] policy, Hungary had record inflation in Europe. [03:14:35] A fixed tax of [amount] Forints is worth little more than [03:14:39] half of what it was worth when it was introduced, [03:14:43] so it is not sustainable in this form. However, as a result [03:14:45] of the amendment proposed in the bill, a secure, transparent, and [03:14:49] equitable system for everyone will be created. [03:14:52] This is also a question of fairness. A general tax-paying hairdresser [03:14:56] already pays contributions after at least the minimum wage, [03:14:59] almost 107 Forints per month. The new KATA's [03:15:02] full-time fixed tax will be 10,000 Forints in 2027, [03:15:05] less than what their colleague working in the neighboring salon [03:15:08] pays today, but it still entitles them to full benefits, [03:15:12] and the simplicity of KATA remains. [03:15:16] I also answer Mr. Representative's examples. The hairdresser, [03:15:19] plumber, and masseuse who are currently KATA taxpayers [03:15:22] can pay taxes according to transitional rules until the end of 2028. [03:15:26] Their fixed tax will be 7,500 Forints in 2027, [03:15:30] and 10,000 Forints in 2028, but their benefit basis [03:15:33] will also increase with it, from 18,000 to [03:15:37] 161,000, then to 215,000 Forints. [03:15:40] In exchange for the additional 25,000 Forints per month, [03:15:43] their sickness benefit can increase from 64,800 Forints [03:15:46] to 96,000 Forints, their child care allowance [03:15:50] from 18,000 to 161,000 Forints, and their pension will be higher [03:15:53] accordingly if they choose the new KATA. Their benefit [03:15:56] basis will be 317 Forints in 2027, [03:15:59] almost three times [03:16:03] Mr. Representative, my answer to your question [03:16:06] is therefore clear: KATA is not a tax on wages, but an [03:16:09] optionally available, preferential tax form, [03:16:12] and it will remain so. The government is not making [03:16:16] it more difficult, but is placing it on a secure foundation [03:16:19] and making it accessible to many more entrepreneurs, [03:16:22] the smallest tax form for the smallest. [03:16:25] Please accept my answer. Thank you very much, Mr. Minister. [03:16:29] Now I ask the representative if he accepts the answer. Thank you very much for the floor, Madam Speaker. [03:16:32] Mr. Minister's answer, unfortunately, despite my greatest [03:16:36] respect, I cannot accept. Mr. Minister, you forgot to mention [03:16:39] that the KATA tax form was introduced by the Fidesz-KDNP [03:16:42] on January 1, 2013, and it worked for nearly 10 years, [03:16:46] nearly 10 years, but in practice, the tax form gave rise to [03:16:49] many abuses, which is why it had to be tightened at the time, [03:16:53] as in many workplaces, employees were essentially [03:16:56] employed as KATA workers instead of in an employment relationship, [03:17:00] and it is useless for the Minister to say that this does not mean [03:17:02] an additional burden for taxpayers, because it does, and that is why [03:17:06] I cannot fundamentally accept your answer, because your promise, [03:17:10] the official tax policy summary [03:17:12] of Tisza published on February 10, 2026, [03:17:14] explicitly mentions the [03:17:20] broader reintroduction of KATA, the simplification of the tax system, [03:17:23] and the reduction of the number of tax types, and this program also states [03:17:27] that they will not raise any taxes on wages, no matter what the Minister [03:17:30] says, that this does not burden wages, it certainly does, whoever [03:17:34] has to pay and has to pay 2,500 Forints more, and then [03:17:37] 500 Forints, this tax increase proposal will indeed affect their [03:17:41] pocket sensitively, therefore I cannot accept your answer. [03:17:44] Thank you very much. Thank you very much, Mr. Representative. [03:17:48] Representative Mihály Vicman did not accept the answer [03:17:51] to the interpellation. I ask the National Assembly if it accepts [03:17:54] the answer. Please vote now. [03:17:58] Thank you very much. I now state and declare the resolution of [03:18:00] the National Assembly: the National Assembly accepted the answer to the interpellation [03:18:04] with 124 votes in favor, 47 votes against, and no abstentions. [03:18:07] Dr. Zsuzsa Máté, representative of the KDMP, submitted an interpellation [03:18:11] to the Minister of Education and Children's Affairs, titled "Life is a sin." [03:18:14] Representative Dr. Zsuzsa Márti has the floor for a three-minute [03:18:17] time limit. Please. [03:18:21] I am very sorry, it's not the Minister here, [03:18:25] and I have to address it to you. I'm sorry, because we were the ones [03:18:29] who could even present a "yes" vote [03:18:32] in connection with an interpellation. The truth is that [03:18:36] we are used to the Minister expressing herself in a somewhat [03:18:39] technocratic, cold way of thinking, referring to some kind of data-based [03:18:43] approach, she made statements [03:18:45] about education, saying [03:18:57] that it is wasteful because there are too many schools, [03:19:00] too many subjects, and too many teachers. [03:19:02] At the same time, there are many of us [03:19:06] who read these statements with surprise, [03:19:08] but we did not suspect that a 2011 reflection [03:19:12] by the Minister goes far beyond these. [03:19:15] She lamented the question of abortion regulation, [03:19:19] and the Minister concluded that in reality, too many, [03:19:22] ill-timed, and [03:19:25] ill-conceived, yet born children [03:19:28] pose a threat to a peaceful society [03:19:32] and the quality of education. There are some sentences [03:19:35] that when one reads them, one rubs their eyes [03:19:39] and wonders if it is real, reads it again, [03:19:42] and simply cannot believe that someone wrote it down. [03:19:45] Especially from the pen of an educated person who [03:19:49] has since been responsible for the entire Hungarian public education. [03:19:53] The Minister, citing American crime statistics, [03:19:57] wrote that abortion is useful because it reduces [03:19:59] the number of violent criminals, as unwanted children are [03:20:03] more likely to become criminals, and she continued, and I quote precisely: [03:20:07] If we consider that as many fetuses as we save [03:20:10] by prohibiting abortion, we can lose the same, [03:20:14] or even more, people later due to increasing [03:20:17] violent crimes. This is simply [03:20:20] unbelievable. You, as educated people, also know [03:20:24] which historical era and when such logic [03:20:27] was prevalent. Here I would mention the issue of eugenics. [03:20:30] The Minister stated no less than that [03:20:33] the quoted unwanted child can statistically become a criminal, [03:20:36] and if these children predisposed to crime [03:20:40] are not born, we actually save lives, [03:20:44] because who knows how many fellow citizens they could kill [03:20:48] when they grow up. Unfathomable. And she continued [03:20:52] the argument, now turning to domestic waters, lamenting [03:20:55] the Rákosi era with an education researcher's lens, [03:20:59] she claimed that the born [03:21:02] populous generations, alongside healthy [03:21:05] children, had to learn in [03:21:09] overcrowded classrooms, meaning it was bad [03:21:13] that this populous generation was born, the "Ratkó grandchildren," [03:21:16] born in the 70s, I also belong to them, [03:21:20] who otherwise raised children, work, and I think [03:21:23] we are useful members of this society, and [03:21:27] it is unbelievable that European civilization, whose [03:21:30] fundamental principle is that life is not an economic calculation, [03:21:34] not a function of the parents' circumstances and not predestination, [03:21:37] is not evident to the Minister. The question is, [03:21:41] does she stand by, and this is not for you, [03:21:43] Minister, this chilling train of thought? If so, [03:21:47] when will she submit her resignation? [03:21:51] Thank you very much. Thank you very much, Madam Representative. [03:21:54] I now give the floor to State Secretary Balázs Kaproncai [03:21:57] for a four-minute time limit. Please. Esteemed Madam Speaker, [03:22:00] Esteemed Representative, first of all, [03:22:03] allow me to express my appreciation to you for your enthusiasm [03:22:07] in being able to travel back in time [03:22:10] for even a decade and a half by quoting a single sentence [03:22:14] from a 2011 professional blog post. The recipe for demagoguery [03:22:17] is infinitely simple: cut out a sentence from [03:22:21] a complex social science analysis, and then [03:22:25] create moral panic about it. If you had taken the trouble [03:22:28] to read the entire text, you would have seen that the writing [03:22:32] was not about devaluing life, but rather [03:22:35] about the human tragedy of forced political measures. [03:22:38] The post summarized the lessons of international and domestic [03:22:42] research, including Decree 770 of the Ceausescu [03:22:46] dictatorship. It also pointed out the stark fact that [03:22:49] when power dictates the most intimate decisions of families, [03:22:53] the most vulnerable always bear the brunt. [03:22:57] Neglected children, cold state institutions, [03:23:00] generational trauma, and deep poverty. The task of science [03:23:04] is to present the causal relationships, [03:23:08] and this is still the case even if they are uncomfortable [03:23:11] for ears accustomed to simple propaganda slogans. [03:23:14] And what was the final conclusion in the referenced blog post [03:23:18] that you forgot to read out? Let me quote it verbatim: There is no, [03:23:22] there is no such thing. The lesson from this is that [03:23:25] it is better if politicians leave it to women [03:23:29] whether they want children or not, because they are much better [03:23:32] at assessing their opportunities. This is the only adult [03:23:35] and responsible position. The protection of our children [03:23:38] is an unquestionable value for us, not a political campaign [03:23:42] product, and not a rubric in the statistics of power. [03:23:46] The only difference between us is that we think [03:23:48] in terms of human destinies, in ensuring that every child [03:23:54] and has a chance for a happy life. How can they entrust the future of Hungarian children [03:23:57] and our schools to us without functioning as an ideological [03:24:01] inquisition, without poking around in bedrooms, [03:24:05] but by building a country [03:24:08] and school system where starting a family is not coercion, but [03:24:12] a joyful and secure decision, where children [03:24:15] can attend modern, supportive schools that provide competitive knowledge, and when they grow up, [03:24:19] not emigration, but a real future awaits them. So my answer [03:24:22] to your question is clear: the problem is not the child, [03:24:26] the problem is if the state is unable to adapt the school, [03:24:30] the provision, and the necessary capacities. After the previous [03:24:33] 16 years, we must change this. You are judging [03:24:37] a 15-year-old post, we are dealing with the consequences [03:24:41] of 16 years of government. This is what we are doing, [03:24:45] and you should hold us accountable for this. Thank you. [03:24:48] Thank you very much, Mr. State Secretary. I respectfully ask [03:24:51] the Representative if she accepts the answer. One-minute time limit. [03:24:54] Thank you very much. No, you are judging over 16 years, [03:24:57] excuse me, but we are talking about a reigning politician [03:25:01] who is responsible for Hungarian children, and who found [03:25:04] a causal connection between the birth of children [03:25:08] conceived at the wrong time, in the wrong place, [03:25:10] or there, and crime statistics. [03:25:14] This is absurd. By the way, we also talked [03:25:16] about reading comprehension, whether there are reading comprehension [03:25:21] to send all of you this incriminating blog post. [03:25:24] Read it and judge for yourselves. I think you are intelligent, [03:25:28] sensible people, and you will be able to understand that [03:25:30] simply with such a mindset, one cannot be responsible [03:25:34] for Hungarian public education and Hungarian children. [03:25:37] Therefore, I ask the National Assembly if they accept the answer. [03:25:41] Please vote now. Thank you. I state and declare [03:25:44] the resolution of the National Assembly, and I ask the esteemed representatives [03:25:48] to remain silent. The National Assembly, with 125 [03:25:50] votes in favor, I still ask the representatives to remain silent, [03:25:54] and not to disrupt the declaration [03:25:56] of the resolution. Thank you. So once again, [03:26:00] the National Assembly accepted the answer [03:26:03] with 125 votes in favor, 47 votes against, and no abstentions. Thank you very much. [03:26:10] Előd Novák, [03:26:11] representative of Mi Hazánk, [03:26:14] submitted an interpellation to the Prime Minister, [03:26:17] titled "Why can the third man of the Hungarian Armed Forces [03:26:21] propagate the imprisonment of Viktor Orbán, if he is theoretically [03:26:25] not allowed to engage in political activity?" [03:26:28] I give the floor, excuse me, regarding the interpellation. [03:26:32] According to the topic, State Secretary László Kürtös [03:26:36] Antal will answer, [03:26:39] and I respectfully ask if you accept the person [03:26:43] answering. Yes. Good, excuse me, [03:26:46] I ask if I give the floor, excuse me. [03:26:49] Thank you very much. Thank you. [03:26:53] Thank you for the floor, Madam Speaker. Esteemed State Secretary, [03:26:57] I submitted an interpellation to Péter Magyar, [03:27:01] as the competent person, because members of the Hungarian [03:27:04] Armed Forces are theoretically not allowed to engage [03:27:20] in political activity, and perhaps this should [03:27:23] not be investigated directly [03:27:35] by the Hungarian Armed Forces or the Ministry of Defense. [03:27:39] Nevertheless, Major General Zoltán Apáti [03:27:42] Nagy, the Chief of Staff of the Hungarian Armed Forces, [03:27:46] who was appointed by the head of state [03:27:48] with effect from June 1 on the proposal of Dr. Rusin Sandy [03:27:52] Romulusz, propagated the imprisonment [03:27:54] of Viktor Orbán on Facebook as Major General. [03:27:58] Prime Minister Péter Magyar, who believes that [03:28:02] the political statements of Parish Priest Zoltán Osztie [03:28:05] are unacceptable, and because of this, he called on the Hungarian [03:28:08] Catholic Church to distance itself. Now the question is, [03:28:11] will the Prime Minister take similar steps [03:28:15] towards the Minister of Defense in his own government? [03:28:19] Mi Hazánk has been doing everything from the beginning [03:28:22] against all forms of corruption and political crime. [03:28:26] We have filed numerous complaints regarding the corruption cases [03:28:28] of the Fidesz government in recent years, [03:28:32] even I myself, when Péter Magyar was still [03:28:35] applauding Viktor Orbán. We have also submitted [03:28:39] several bills [03:28:39] to curb corruption. [03:28:44] Köszönöm a szót, elnök asszony, tisztelt államtitkár úr, azért nyújtottam be [03:28:47] Magyar Péterhez interpellációt. mint [03:28:50] illetékes személyhez, mert a magyar honvédség [03:28:53] tagjai elvileg nem folytathatnak politikai [03:28:56] tevékenységet, és ezt talán nem [03:28:59] közvetlenül a honvédségnek, vagy a honvédelmi minisztériumnak [03:29:02] kellene kivizsgálnia, [03:29:05] ennek ellenére Apáti Zoltán vezérőr Nagy [03:29:08] a magyar honvédségnek a vezérkari [03:29:12] törzsigazgatója, akit Dr. Rusin Sandy Romulusz [03:29:15] előterjesztésére június elsejeii hatálljal nevezett ki [03:29:19] az államfő. "vezérőr nagyjá a [03:29:21] Facebook-on Orbán Viktor bebörtönzését [03:29:24] propagálta. Magyar Péter miniszterelnök úr, [03:29:28] aki szerint Osztie Zoltán Plébános [03:29:32] politikai megnyilvánulása [03:29:35] elfogadhatatlan, és emiatt a Magyar Katolikus egyházat is [03:29:38] elhatárolódásra szólította fel. Nos a kérdés, hogy [03:29:41] miniszterelnök úr, tesz-e hasonló lépést [03:29:44] saját kormányában, a honvédelmi miniszter [03:29:47] felé. A mi hazánk kezdetektől mindent..." megtesz [03:29:50] a korrupció, a politikus bűnözés minden formájával szemben. Számos [03:29:54] feljelentést tettünk a Fidesz kormány korrupciós ügyletei [03:29:58] miatt is az elmúlt években, én magam is, már akkor, amikor Magyar [03:30:02] Péter még Orbán Viktornak tapsolt. Több törvényjavaslatot [03:30:05] is benyújtottunk a korrupció visszaszorítása [03:30:08] order, but for example, despite Péter Magyar's election promise [03:30:11] , the abolition of parliamentary immunity was voted down. Two [03:30:15] weeks ago, it was still exactly for cases subject to public prosecution, which he promised not [03:30:18] so long ago. However, according to Péter Magyar, [03:30:22] accountability should take place within the framework of the rule of law [03:30:25] and not under prime ministerial or even military pressure [03:30:29] , according to our movement's conception of the rule of law [03:30:32] . In the armed forces , political expression on Facebook [03:30:36] is also prohibited, and many soldiers have been disciplined [03:30:39] for it. Why can the third man in the armed forces do this [03:30:43] anyway? What will be the consequence? I don't expect [03:30:46] Péter Magyar to throw his smartphone into the Danube either, but still. [03:30:50] we cannot tolerate double standards in any way. What [03:30:54] kind of example does the Chief of Staff [03:30:56] of the Hungarian Armed Forces set? Since he was clearly unable [03:30:59] to control himself, he is unfit for his position, and therefore our movement [03:31:03] demands his removal. This process must be ended [03:31:06] , which Captain Szilveszter Pálinkár started, who [03:31:10] also engaged in prohibited political activity, made statements in uniform [03:31:14] , and then appeared on stage at a campaign event. [03:31:18] Instead of punishment, however, he was promoted , which caused very serious [03:31:21] tension among the personnel of the Hungarian Armed Forces as well, since [03:31:25] Rusin Sendi Romalus became the Deputy Chief of Cabinet to the Minister of Defense [03:31:28] , even though according to the paragraph of [03:31:31] Government Decree 137/2024 on the legal status of soldiers, [03:31:34] members of the armed forces may not engage in political activity [03:31:38] why are the laws not observed? I await [03:31:42] your substantive answer and action. [03:31:45] Thank you very much, Mr. Representative. Now I give the floor to the [03:31:49] Secretary of State. in a four-minute time limit, please, the floor is yours. [03:31:52] Esteemed Madam President, esteemed House, esteemed Representative, a few days ago [03:31:56] you defended Viktor Orbán from the committee hearing, and now you are speaking again [03:32:00] in connection with him, demanding an immediate verdict [03:32:02] . I increasingly feel that you interpret your parliamentary work [03:32:06] as the legal representation of Viktor Orbán as his defense lawyer [03:32:09] . There are often vacancies in the neighboring faction, I think [03:32:12] it's time for you to apply for a position. There was no [03:32:15] kérdésben nem lett vita közöttünk. Most megkérdezem a képviselőt, hogy elfogadja-e [03:35:47] a választ. Hende [03:37:45] Máté a Tisza képviselője interpellációt nyújtott be a [03:37:48] pénzügyminiszterhez. Mit várhatunk a kata [03:37:50] kibővítésétől címmel? Hende Máté képviselő urat illeti a [03:37:54] szó, három perces időkeretben. [03:37:58] Köszönöm a szót, tisztelt elnök asszony, tisztelt miniszter úr. [03:38:01] Igen, a kata adózás. sokakat érint és sokakat izgat, [03:38:05] ezért most én is ebben a kérdésben érkezek [03:38:08] korábbi felszólalással azonosan. a magyar gazdaság [03:38:12] gerincét a kisvállalkozók, szorgalmas hétköznapi emberek [03:38:15] adják. Most megadom a szót Kármán András pénzügyminiszternek. [03:40:01] Parancsoljon. Öné a szó, négy perces időkeretben. [03:40:04] Thank you for the floor, Madam President. Esteemed [03:40:07] National Assembly, esteemed Representative, thank you for [03:40:10] your question. I completely agree with you that small businesses [03:40:14] form the backbone of the Hungarian economy [03:40:17] , and we want a tax system that [03:40:20] increases their freedom to do business , but also means [03:40:24] fair public contributions and real social security protection [03:40:28] . In 2022 [03:40:32] , the number of KATA taxpayers fell from about 45,000 [03:40:35] to a fraction, today 130-140 thousand people use KATA in [03:40:39] the draft law submitted for social consultation [03:40:42] , this circle will be significantly expanded [03:40:46] next year. And then I will try to answer your questions [03:40:50] in order. First, the new rules [03:40:53] will come into force on January 1, 2027, the annual [03:40:56] revenue threshold will increase from 18 million [03:40:59] to 22 million forints , and [03:41:03] KATA taxpayers will be able to invoice companies and [03:41:05] organizations again. Secondly, [03:41:09] part-time entrepreneurs [03:41:12] , i.e., entrepreneurs working alongside employment, pensioners [03:41:15] and full-time students will pay [03:41:18] 50,000 forints per month, and full-time [03:41:21] entrepreneurs will pay [03:41:23] a fixed tax of 10,000 forints per month [03:41:26] . Those who are KATA taxpayers at the end of [03:41:29] 2026 will pay taxes according to transitional rules [03:41:33] until the end of 2028 , more favorably, [03:41:36] 75,000 per month in 2027, [03:41:39] and 100,000 forints per month in 2028 [03:41:42] . Thirdly. [03:41:46] "We will make company invoicing possible. A [03:41:49] supplementary tax of 15% will be levied on revenue from [03:41:52] payers , but this fixed tax will be [03:41:56] fully included in it. Thus, for [03:41:59] full-time employees, there will be no additional tax up to 8 million [03:42:02] forints of company revenue per year, and for part-time employees, up to 4 million [03:42:06] forints per year . The [03:42:08] disguised employment will be protected against by the fact that [03:42:12] the status will cease if at least half of the revenue comes from [03:42:15] a single client , or if the entrepreneur continues [03:42:18] to work for their former employer. Fourth, the [03:42:22] guarantees. Today , the benefit base for KATA taxpayers [03:42:26] is only 18,000 forints per month, one third of the minimum wage. According to [03:42:30] the transitional rules, this will increase to [03:42:33] 16,100 in 2027, and to [03:42:36] 21,500 forints in 2028 . In the New [03:42:39] KATA, it will be 317 forints already in 2027 [03:42:43] , that is, it will be only three times the current benefit [03:42:46] base. Thus, a KATA taxpayer's sick pay can increase from [03:42:50] 64,800 forints per month to 96,600 forints [03:42:53] already during the transitional period , and their pension will also be [03:42:57] correspondingly higher . In [03:42:59] summary, the government will not only restore and [03:43:03] extend KATA, but will also ensure that those who [03:43:07] work honestly and pay taxes [03:43:10] are not left alone in case of illness, childbirth, [03:43:13] or retirement. I ask for your acceptance of my answer. [03:43:17] Thank you. Thank you very much, Mr. [03:43:20] Minister. I respectfully ask the representative if he accepts [03:43:24] the answer . Please, [03:43:26] the floor is yours. Esteemed Minister, thank you for [03:43:30] the answer. Allow me to share a personal experience [03:43:33] as well. I myself was a KATA entrepreneur a long time ago, [03:43:36] and I experienced the uncertainty when Fidesz prohibited us from [03:43:40] working for companies with a single stroke of the pen . It affected [03:43:43] countless colleagues and me extremely negatively that [03:43:47] they took away our opportunity for free prosperity , all this [03:43:50] in the middle of the tax year . That is why [03:43:53] what we are now implementing with this proposal is a huge step forward [03:43:57] . More than 10,000 small taxpayers finally get their [03:44:01] freedom back by being able to issue invoices to companies [03:44:04] again, but what is even more important, we are giving back [03:44:08] the social security of entrepreneurs. Thanks to [03:44:11] the increased benefit base , KATA taxpayers do not have to [03:44:14] fear illness, as they are entitled to real sick pay [03:44:18] and can build a decent pension [03:44:21] for themselves. The social consultation lasts until October 14th [03:44:24] , I encourage all affected parties to take advantage of [03:44:27] this opportunity. Minister, thank you very much for your work, I accept [03:44:31] your answer, thank you. Thank you very much, Mr. [03:44:34] Representative. Bálint Nagy, representative of Fidesz [03:44:38] , submitted an interpellation to the Minister of Finance [03:44:42] entitled "Tax increase for the smallest ". Mr. Representative Bálint Nagy has the floor [03:44:45] for three minutes , please. Thank you very much [03:44:48] for the floor. Esteemed Madam President, esteemed House, esteemed Minister [03:44:52] , unfortunately it has begun, your tax increase [03:44:55] package has arrived, which includes the increase in the fixed tax for small [03:44:59] individual entrepreneurs as well. All this is happening [03:45:02] cloaked in the usual guise from you, under [03:45:05] the banner of social justice. According to [03:45:08] the proposal, the rate of KATA tax will be doubled in several steps [03:45:11] , as has been said several times today , from 500 forints [03:45:15] to 10,000 forints. This means a drastic change [03:45:18] and poses a serious challenge to micro-enterprises, including [03:45:21] hairdressers, music teachers, and for example, taxi drivers [03:45:25] as well. It seems that you are desperately [03:45:28] seizing every opportunity to collect money from people. You are doing all this [03:45:32] despite promising the opposite. Tax increases threaten jobs [03:45:36] and will lead the Hungarian economy to ruin [03:45:39] . Your bill caused a huge [03:45:42] uproar. Taxi drivers also spoke out, as the higher [03:45:46] tax burden poses a serious challenge for them. Taxi [03:45:49] passenger transport providers already face high [03:45:52] material costs , as servicing a car is not [03:45:55] cheap. [03:45:59] also burdened by record high fuel prices , meaning their [03:46:02] daily net income is showing a decreasing trend, they are losing [03:46:06] revenue, while their expenses are only [03:46:09] increasing. You did not promise this, esteemed Minister. Our [03:46:13] position is clear, Hungarian jobs must be preserved, and taxes [03:46:16] should not be raised, but lowered. This alone [03:46:20] can be the basis of a responsible economic policy . Therefore, I ask [03:46:24] the Minister, based on what has been said , what economic [03:46:27] indications led to the decision to resort to tax increases [03:46:30] , what economic stimulus [03:46:33] measures have been taken in recent months to avoid these [03:46:36] tax increases , and what message do you have [03:46:39] for taxi drivers who rightfully feel that the situation they are in [03:46:42] due to, among other things, the increase in fuel prices [03:46:46] , is unjust, and now you are burdening them with tax increases [03:46:49] ? I await your esteemed answer, thank you for the floor. [03:46:53] Thank you very much, Mr. Representative, now I give the floor to Mr. Kármán [03:46:57] in a four-minute time limit, please. [03:47:01] Madam President, thank you again for the floor. [03:47:05] Esteemed National Assembly, esteemed Representative. [03:47:07] úr. [03:47:10] In my opinion, responsible economic policy is not about [03:47:13] preserving privileges, but about fair [03:47:16] public contributions and the [03:47:19] real long-term security [03:47:21] of entrepreneurs. In the past 16 years, [03:47:24] large companies received significant [03:47:27] multi-billion, ten-billion forint subsidies and multi-year [03:47:31] tax breaks , while small businesses [03:47:34] found it increasingly difficult to stay afloat. [03:47:38] It was your government that restricted KATA in 2022 [03:47:41] , almost overnight [03:47:44] , forcing hundreds of thousands of entrepreneurs [03:47:47] out of this tax regime, and Mr. Representative [03:47:50] personally voted for this law [03:47:52] . The draft submitted for social consultation [03:47:56] "corrects this error [03:48:00] ". From January 1, 2027 , KATA will again [03:48:03] be available to part-time entrepreneurs, [03:48:07] pensioners, and full-time students, with a fixed [03:48:11] tax of 50,000 forints per month. KATA taxpayers [03:48:14] will again be able to invoice companies and organizations [03:48:18] , and we will raise the annual revenue limit [03:48:21] from 18 million to 22 million forints . It is true [03:48:24] that the tax of full-time KATA taxpayers [03:48:27] will increase for the first time in 13 years [03:48:30] , but the reason for this is simple: the current [03:48:33] system, in exchange for minimal payments, provides almost [03:48:37] no social security protection. Those who [03:48:40] get sick, expect a child , or retire, will [03:48:44] face the fact that their benefits [03:48:47] will be a fraction of those of employees. Therefore, along [03:48:51] with the fixed tax, the benefit base will also increase to [03:48:54] 317 forints per month which means real [03:48:58] sick pay, maternity benefits, and a predictable [03:49:02] pension . To [03:49:04] taxi drivers and KATA residential [03:49:06] service providers , I say [03:49:10] that we are not making changes overnight as your government did [03:49:14] in 2022 [03:49:15] . Anyone [03:49:18] currently a KATA taxpayer will be able to pay taxes [03:49:21] under transitional rules for another two years , until the end of 2028 [03:49:25] , while their benefit [03:49:28] base will already significantly increase. For KATA taxpayers [03:49:31] working for companies, the 15% [03:49:35] supplementary tax will fully include the fixed [03:49:38] tax, so an additional [03:49:40] tax "will only arise for company revenue above 8 million forints [03:49:43] per year. As for your question [03:49:46] regarding economic stimulus measures [03:49:49] . In the past six months, we have brought home [03:49:53] previously closed European Union funds, we have put an end [03:49:56] to the rule of privilege in public procurement, [03:50:02] honest entrepreneurs . We pursue a predictable [03:50:05] budget policy , which is also confirmed by the decrease [03:50:09] in government bonds and the strengthening [03:50:11] of the forint. We are building an economic environment [03:50:14] in which not political connections , but real performance [03:50:18] is the key to success . Mr. [03:50:21] Representative, KATA is a voluntary [03:50:24] , preferential tax regime, and it will [03:50:28] remain so. A fair tax system and real [03:50:31] social security do not drive the economy [03:50:34] into a wall, but provide stability for [03:50:37] businesses. The government [03:50:40] provides this stability to the smallest entrepreneurs, [03:50:43] and yes, to taxi drivers as well. I ask for your [03:50:47] acceptance of my answer. [03:50:51] Thank you very much, Minister, I ask the representative if he accepts [03:50:55] the answer. In a one- minute time limit, the floor is [03:50:58] yours. [03:51:03] Thank you very much for the floor, esteemed Madam President, esteemed Minister, [03:51:06] well, I think I can say on behalf of many small entrepreneurs that it is an [03:51:10] interesting way for the government to help small entrepreneurs by doubling [03:51:13] their taxes. I think they did not expect such help [03:51:17] , and moreover, you did not promise such help, so [03:51:20] considering that no matter how many beautiful words you use, the [03:51:24] end result is still that you will raise taxes, and the tax increase [03:51:27] will jeopardize jobs, and this will affect the Hungarian economy [03:51:31] very negatively, therefore I cannot accept your answer, thank you very much for [03:51:35] the floor. Thank you very much, Mr. Representative [03:51:38] , thank you. Very much. Representative [03:51:41] Bálint Nagy did not accept the answer to the interpellation [03:51:44] , so I respectfully ask the National Assembly if it accepts [03:51:48] the answer, please vote now. [03:52:01] Thank you. I declare and announce the resolution [03:52:04] of the National Assembly. The National Assembly accepted the answer [03:52:07] with 124 yes votes , 48 no votes, and no [03:52:10] abstentions. Dr. Csaba Latorcai [03:52:13] , representative of the KDMP , submitted an interpellation [03:52:17] to the Minister for Social and Family Affairs , entitled "Why was the [03:52:21] home care allowance not increased by 50%?". [03:52:24] Dr. Csaba Latorcai, representative, has the floor. In a three-minute [03:52:27] time limit. Please. Thank you for the floor, esteemed Madam President, esteemed [03:52:31] Secretary of State, in the past two years, Péter Magyar made [03:52:34] more than a thousand promises at his campaign [03:52:38] forums and in writing for the Tisza Party . Among these [03:52:42] are some where something did happen , but not [03:52:45] as and not when they promised, such as [03:52:49] the school start allowance, the compared to the promise, for far fewer [03:52:52] children, or the abolition of VAT on medicines, [03:52:55] from which prescription drugs were completely excluded, [03:52:59] and among the promises there are many that they said [03:53:03] would be implemented immediately, but unfortunately [03:53:06] nothing yet, such as their promise [03:53:10] regarding the home care allowance, which I learned about [03:53:13] through an inquiry from a voter, [03:53:16] who cares for her own mother with incredible [03:53:20] dedication, but as she said, [03:53:23] she was waiting for an immediate increase in the home care allowance, [03:53:27] but she has given up on it, she basically [03:53:30] accepted that she was deceived in this too, [03:53:34] but I thought I would ask about it and look [03:53:37] it up, and indeed Péter Magyar said in Miskolc [03:53:40] on September 23rd last year that the home care allowance [03:53:44] would be immediately increased by 50%. [03:53:46] Prime Minister, a few weeks ago here in parliament [03:53:50] he considered his previous statements less important, [03:53:53] he rather spoke about the literal program [03:53:57] being there, let's rather [03:54:00] deal with what is written there, because [03:54:03] not everything was said to be immediate. [03:54:06] Well, we looked at what the Tisza [03:54:10] program writes about home care. We can read the following [03:54:13] in it among the commitments related to pensions: [03:54:16] immediate targeted income-increasing, [03:54:20] income-increasing and fair... measures will be introduced [03:54:24] for pensioners, and indeed, the sentence [03:54:28] referring to home care is also found here, [03:54:31] next to their promise for a senior citizen card, [03:54:35] which also has no trace. I quote, we will increase [03:54:39] home care allowances by 50%, helping the almost [03:54:42] 600 families who care for their elderly [03:54:45] loved ones and sick children. [03:54:48] So it was about immediate targeted [03:54:51] measures. Esteemed State Secretary, [03:54:55] and the 6000 families you mentioned are still [03:54:58] waiting for the increase after five months. [03:55:01] Therefore, I respectfully ask, [03:55:04] why have you not fulfilled your commitment to an immediate [03:55:07] 50% increase in the home care allowance, and if you are [03:55:10] not helping families with an immediate [03:55:14] 50% increase in the home care allowance, [03:55:17] help them? I await your honorable [03:55:21] reply. Thank you very much. [03:55:24] Now I give the floor [03:55:27] to Dr. Tímea Barna Szabó, State Secretary. [03:55:31] The floor is yours, for four minutes. Thank you [03:55:34] very much for the floor. Madam Speaker, Honourable House, [03:55:38] Honourable Member. I confess, I am listening [03:55:42] with some astonishment that you are already making false [03:55:45] claims in your question. Let's establish that [03:55:48] from September 1st, the Tisza medicines. [03:55:52] You are now calling us to account on behalf of the political [03:55:55] community that had 16 years to [03:55:58] create dignified conditions for home care. [03:56:04] about valuing families, protecting them, and the [03:56:07] social value of care, only for there [03:56:10] to remain a huge gap between the lofty [03:56:14] words and the daily reality of families, [03:56:17] while you spoke about the importance of care, [03:56:20] thousands of families experienced day in and day out [03:56:24] what it is like when the full burden of care [03:56:27] falls on them. You had 16 years to [03:56:31] strengthen home help, make relieving [03:56:34] services accessible, and create dignified [03:56:37] financial security for family members providing home [03:56:42] not create this system that would provide real [03:56:45] help and security to all affected families. [03:56:49] And now you are asking why the 50% increase [03:56:53] has not yet happened. Of course, you have the right [03:56:57] to raise the question, but you cannot leave [03:57:00] your political responsibility outside the walls of this [03:57:03] chamber. You are turning the appreciation of family [03:57:06] members providing home care into a communication, [03:57:10] political communication product, even though for 16 years you [03:57:13] have not dealt with them or any other segment of [03:57:17] the social sector. We only need to think, for example, [03:57:21] of the sad situation of child protection, but we are [03:57:23] not producing campaign slogans, but rather [03:57:27] taking on state and social responsibility, [03:57:30] and what have we done so far? We have increased [03:57:33] the minimum pension, the allowance for the elderly, [03:57:37] we have introduced the school starting support, [03:57:40] which you were unable to provide for Hungarian children [03:57:43] living in Hungary, we have reduced the VAT on [03:57:46] firewood, and I have already clarified that of prescription [03:57:50] medicines, and all this within five months of [03:57:53] governing, because we [03:57:56] work of those families who have been caring [03:57:59] for their loved ones for years, decades, however, [03:58:03] the opportunities for families [03:58:07] it matters what condition the cared-for person is in, [03:58:10] what intensity of care they need, and what [03:58:14] help the family has access to, therefore our department [03:58:16] conducts a comprehensive situational assessment of the [03:58:20] functioning of the social care system, and based [03:58:24] on this, we intend to determine the directions for [03:58:27] renewing monetary benefits and services. Our basic [03:58:31] principle is clear, whoever needs care [03:58:34] should receive appropriate help for as long as possible in their [03:58:38] own home, preserving their family and community [03:58:41] ties. The government continues to consider it [03:58:45] an important task to improve the financial recognition [03:58:48] of family members providing home care, and maintains [03:58:55] its commitment to a 50% increase in the care allowance. The [03:58:58] schedule of the increase and the necessary budgetary [03:59:01] resources must be decided taking into account the [03:59:05] ongoing professional preparation. We are creating [03:59:08] a fairer, more predictable system that responds to [03:59:11] real needs, a system in which caring for a [03:59:15] relative does not equate to impoverishment, [03:59:18] exclusion from work and social life, [03:59:22] as it did under your government. Esteemed Member, [03:59:26] thank you for your attention. Please choose [03:59:29] for acceptance. Thank you very much, State [03:59:32] Secretary, now I ask the Member whether he [03:59:36] accepts the State Secretary's answer, you have one minute. [03:59:39] Thank you very much, Madam Speaker, Esteemed State [03:59:42] Secretary, I cannot accept your answer. And not because [03:59:46] I indeed misspoke in the question, and the VAT [03:59:49] on non-prescription drugs was ultimately not reduced [03:59:53] compared to what you promised, but because the State [03:59:56] Secretary in her answer only tried to deflect. [04:00:00] By the way, I would like to say that [04:00:03] we increased the home care [04:00:05] allowance for children exactly ninefold, from [04:00:09] 3500 to over 32000 Forints. [04:00:12] For example, this trend could be followed for [04:00:16] the care of the elderly as well, but please [04:00:19] do not distract, you promised the voters [04:00:22] in the program with which you won the election [04:00:26] that you would increase the home care allowance [04:00:30] by 50%, but you did not, [04:00:34] neither immediately nor by 50%, there are two possibilities, either you were not serious, which is called a lie, or if you were serious but did not do it, then you are not capable of governing, neither is good, in this case, both are irrelevant, the...
