[00:00:00] We have raised, for example, this trend could be followed in [00:00:04] the care of the elderly, but [00:00:06] relate please, do not distract attention, you promised [00:00:09] the voters in that program, with which you won the [00:00:12] election, that you would increase the home care [00:00:16] not on rumors, but on the fee by 50%, but you did not do it neither immediately, nor [00:00:20] by 50%, there are two possibilities, either you were not [00:00:23] serious about it, then it is called a lie, or if you were [00:00:27] serious about it, but you did not do it, then [00:00:29] in under two years will be introduced, or will you are not fit for governance. [00:00:32] together like this, yes, Margot and Neither is good in this case, both are irrelevant, I cannot accept your answer [00:00:36] because the people did not receive what you promised [00:00:39] them. Thank you very much. Thank you very much, Mr. Representative. [00:00:43] Given that the representative did not accept the answer. [00:00:46] I ask the National Assembly whether they accept the answer, please vote [00:00:50] now. [00:01:01] worked, [00:01:04] thank you very much, the National Assembly with 126 votes in favor, [00:01:08] the resolution of this issue? Thank you 49 votes against and no abstentions, accepted [00:01:11] the answer. István Szabadi, representative of Our Homeland, [00:01:14] submitted an interpellation to the Minister of Economy [00:01:17] and Energy, titled "How do they plan to regain the trust of citizens [00:01:21] in postal services". Representative István Szabadi has the floor, [00:01:25] for a three-minute time limit, [00:01:27] please. Thank you very much for the floor. Dear Madam Speaker, dear [00:01:31] National Assembly, dear Minister, the Hungarian Post is in a quite [00:01:34] serious situation, due to the wave of post office closures and [00:01:38] downsizing in recent years, the traditional postal network [00:01:42] titled "Why are they saving has radically shrunk, the Lőrinc Mészáros got about low wage level has led to a critical [00:01:45] level of fluctuation, and the remaining staff is burdened [00:01:48] with an unbearable workload, [00:01:51] anything yet, but I have a feeling, well, the system where teachers can also receive which is further exacerbated by unrealistic sales expectations that are alien [00:01:54] to the core activity, which we can see daily if we go to the post office. [00:01:58] The Orbán government for years [00:02:01] save on students, that it's not the case that instead of [00:02:01] If on April 12th, the utterly neglected the traditional postal [00:02:02] they'll help you choose network, unilaterally investing [00:02:05] most of the development funds into the logistics network, [00:02:08] which put its economic [00:02:11] Esteemed National Assembly, Krisztián Kulcsár, the inner circle in a favorable position. The operation of the national [00:02:13] postal company is still permeated by the intertwining of interests [00:02:17] associated with Tiborc István's name and Váberer. [00:02:21] The peak of this process was the Ecser logistics mega-investment, [00:02:24] which was also built by Váberer's subsidiary for the Post [00:02:28] for 12.5 billion forints. However, after the Ecser [00:02:31] logistics center was put into operation in August, a nationwide package chaos [00:02:35] lasting several weeks began, in which approximately 15,000 packages [00:02:39] circulated for weeks in postal [00:02:42] systems. All this happened despite the fact that the Orbán government had previously [00:02:45] mandated by decree that all domestic web stores offer [00:02:49] NPL shipping options. The temporary [00:02:53] to get rid of this software error communicated by the Post actually covered a system-wide [00:02:56] collapse. To handle the backlog, several previously closed [00:03:00] processing points had to be reopened, and the lack of manual capacity [00:03:04] was attempted to be solved by redirecting rural and hired [00:03:07] workers, working weekends, and [00:03:11] I would like to ask overtime, although the package backlog seems to have been resolved [00:03:14] in recent days, this is not due to the stabilization [00:03:18] of operations, but primarily to a significant [00:03:20] drop in package volume. Due to the multi-week [00:03:24] logistics chaos, the public and domestic web shops suffered [00:03:27] significant losses and massively eliminated the NPL [00:03:30] shipping method, which caused a drastic [00:03:33] drop in package numbers and revenue, [00:03:36] market loss, and liability for damages to the company. [00:03:40] so that we also remain stylish, Such a level of operational collapse cannot [00:03:43] go without consequences. There is clearly [00:03:46] managerial, strategic, and [00:03:48] Why are they saving on political responsibility here. Therefore, dear Minister, [00:03:51] I ask for your answer regarding who is specifically responsible [00:03:55] for the logistics crisis that has arisen, [00:03:58] was there an internal investigation at the Hungarian Post, [00:04:01] what immediate measures do they plan to stabilize [00:04:04] the Hungarian Post's market share in parcel delivery, [00:04:08] and rebuild customer confidence before the upcoming [00:04:12] peak season at the end of the year. Despite the drastic [00:04:15] volume reduction, will the jobs of postal [00:04:18] employees be guaranteed, or will the employees again [00:04:21] pay for the mistakes of the highly paid management? I await your kind [00:04:25] reply. Thank you very much. Thank you [00:04:28] very much, Mr. Representative, I now give the floor to Minister István Kapitány, [00:04:32] for a four-minute time limit, please, Minister, [00:04:35] the floor is yours. Dear Madam Speaker, dear [00:04:38] National Assembly, dear Mr. Representative, [00:04:42] in your interpellation, you highlighted a very important [00:04:46] is to create a pedagogical connection, and this is very important in this matter, namely that [00:04:49] the former government's inner circle [00:04:52] took over the Hungarian Post, but this is not [00:04:56] an activity that is unique to the Hungarian Post. [00:05:01] We started reviewing all such activities in the past period, [00:05:04] and as you heard from the press, this is no exception, [00:05:08] neither is the Post. We started the financial, [00:05:11] legal, and business review of the Post for [00:05:15] the activity that you highlighted, [00:05:19] and we fully agree that this activity is not [00:05:22] at the level that would be expected [00:05:25] from a postal service company, but what is the pattern [00:05:29] we have seen here in the past period, we have seen the pattern [00:05:32] that profitable activities [00:05:36] were outsourced from companies where this was possible to [00:05:40] friends, acquaintances, and a close circle close to the government. [00:05:43] If we talk about the Hungarian Tourism Agency, [00:05:47] then about 60% of a multi-year [00:05:49] framework was received by about 3% [00:05:52] of the entrepreneurs involved in Hungarian [00:05:55] tourism, not small and medium-sized enterprises. We see the same [00:05:58] names emerging in every [00:06:02] one of our investigations. We have started the [00:06:05] review, here you are talking about the Ecser [00:06:08] logistics hub, but the pallet services, the [00:06:11] postal... insurers, NPT Security, the [00:06:15] communication activities through the lounge, [00:06:18] all this is under investigation, and I can guarantee you [00:06:22] that within a few weeks you will receive the detailed [00:06:25] results of this investigation. This is very important [00:06:29] in this context, I think, because similarly [00:06:33] at the MFB, at the Exxim [00:06:35] Bank, at the MTÜ, [00:06:39] and at other organizations in the concession procedures, at the [00:06:43] motorway constructions, we see a similar [00:06:46] pattern, profitable activities are outsourced, [00:06:49] and such activities remain [00:06:53] that in this case can perform the task [00:06:56] much more difficultly in the market, in this case a postal [00:07:00] activity and a logistics activity must [00:07:03] be performed. Fortunately, we prevented [00:07:07] the separation of the logistics and postal network, because I guess [00:07:10] you know that would have happened too. [00:07:14] Tisza party had not won this election, and I think that then [00:07:17] it would have been even more difficult to solve the [00:07:20] situation. We agree that this was not caused [00:07:23] by the employees, in fact, I must say about the employees, [00:07:27] about the postal employees, that they do an excellent job, because [00:07:31] they do their work in very difficult circumstances, and within such [00:07:34] an activity, as you also said, which is a complex [00:07:37] sales activity. There was a complete [00:07:40] change of leadership at the Post and there [00:07:43] will be more, so obviously we investigated who is responsible [00:07:47] for this, if someone is responsible for the operation, [00:07:50] and [00:07:53] we bring in such leaders [00:07:57] who have international experience and perform their activities [00:08:00] in the interest of Hungarian citizens, and not for the purpose [00:08:03] of enriching their acquaintances and friends, [00:08:06] and not even in the manner you mentioned, [00:08:10] which is completely and always unfounded. [00:08:13] Allow me two more things, we will correct [00:08:17] these errors, within a few weeks we will come back with the results [00:08:20] of the investigation and what logistics and postal [00:08:24] services we plan in Hungary, in state [00:08:26] ownership, for Hungarians, by Hungarians. Thank you [00:08:30] very much. [00:08:31] Thank you very much. [00:08:35] Thank you very much, Minister, I now ask [00:08:39] the Representative if he accepts the answer. He has one minute to respond. [00:08:42] Thank you very much for the floor, Madam Speaker, esteemed National Assembly, esteemed [00:08:46] Minister. We completely agree that the postal workers [00:08:50] do an excellent job every day. It is thanks to their [00:08:52] work that the post office still functions somehow, but [00:08:56] we would like to send a first-class letter, because it doesn't even arrive the next day, [00:09:00] only on the third day, if we send a normal letter, [00:09:03] it takes a week, or two, or God knows when it arrives, so [00:09:07] but Minister, I trust that there will [00:09:10] indeed be a change, but let's revisit this in two [00:09:14] or three weeks, until then, allow me to not accept your answer, [00:09:18] so that the work that awaits [00:09:21] you in this regard can truly happen, also because the [00:09:25] Hungarian citizens, the small businesses, have suffered serious losses [00:09:29] due to the package chaos, and there must be some [00:09:32] consequence for this, furthermore, of course, [00:09:35] we can point to the past 16 years, because unfortunately, this is a consequence of that, but [00:09:38] at the present moment, it is now your turn [00:09:42] to make sure this truly seems to be resolved, or [00:09:46] is resolved. Thank you very much. Thank you [00:09:49] very much, Mr. Representative. Given that [00:09:51] the Representative did not accept the answer. I now ask the National Assembly [00:09:55] if they accept the answer? Please vote now. [00:09:59] Thank you very much. I now declare [00:10:12] and announce the National Assembly's resolution. The [00:10:15] National Assembly accepted the answer with 127 votes in favor, [00:10:19] 48 votes against, and no abstentions. [00:10:22] Dr. Simon Krisztián Márk, representative of Tisza, [00:10:25] submitted an interpellation to the Minister of Finance. Titled "Under what [00:10:29] conditions can the wealth tax for billionaires be implemented". [00:10:33] Dr. Simon Krisztián Márk, Representative, has the floor. [00:10:36] Three minutes time limit, please, Representative. [00:10:39] Thank you for the floor, Madam Speaker, esteemed House, esteemed Minister. [00:10:43] Hungarian society has long observed [00:10:46] that the price of crises and economic difficulties is primarily [00:10:50] paid by ordinary people, those who live on wages [00:10:53] and salaries, so I am thinking of income and consumption taxes here. [00:10:57] The current government intends to break [00:10:59] with this tradition. According to the draft wealth tax law, [00:11:03] the legislation will create a tax system that places [00:11:07] social justice at the center of economic policy. [00:11:10] A public consultation on this has begun [00:11:13] on the kormany.hu website. With the introduction [00:11:16] of the wealth tax, the tax system will give due [00:11:20] emphasis to the wealth of taxpayers as the [00:11:24] third pillar of public burden-sharing, [00:11:27] alongside income and consumption taxes. [00:11:29] The aim of the law is to involve the economic capacity embodied [00:11:33] in outstanding wealth in public [00:11:35] burden-sharing. [00:11:37] People expect clear answers regarding the new tax, [00:11:41] they want to know what it will mean in practice. I would like [00:11:45] to know, first of all, how the new tax will serve [00:11:48] the interests of the Hungarian people. Therefore, I address [00:11:52] the following questions to you, [00:11:55] Minister: My first question is, when exactly will the system come into force, [00:11:58] who will the planned wealth tax apply to, [00:12:02] what asset categories will it affect, what [00:12:06] tax brackets, value limits, and tax types are planned [00:12:09] for those with outstanding wealth, how will already paid, [00:12:13] possibly other types of taxes be taken into account, [00:12:16] will the new tax system entail any administrative [00:12:19] burden for average Hungarian families with assets, [00:12:22] finally, the most important question: "how does the government [00:12:25] guarantee that the tax revenues collected from billionaires will actually serve [00:12:29] the common good, how do they ensure that this money [00:12:32] improves the lives of Hungarian people. [00:12:35] Thank you, and I look forward to your honorable [00:12:39] answer. [00:12:47] I respectfully greet my fellow representatives, and I now give the floor [00:12:49] to Minister András Kármán for his reply, [00:12:53] with a four-minute time limit. [00:12:56] Thank you for the floor, Mr. Speaker, esteemed House, esteemed Mr. Representative, [00:12:59] in the case of this tax, [00:13:03] just like in the case of the other tax proposal, the government's [00:13:07] goal is more equitable public burden-sharing. [00:13:10] In the past 16 years, an extremely disproportionate [00:13:14] tax system has developed in Hungary, [00:13:17] low-income earners, in proportion to their income, [00:13:20] pay more, while those with large assets [00:13:24] bear a significantly smaller burden in proportion. [00:13:27] The result of this is that in 10 years, the wealth of the 100 [00:13:31] richest Hungarians increased by 325%, [00:13:33] and today the distribution [00:13:36] of wealth in Hungary is one of the most extreme in the European [00:13:40] Union. That is why the government [00:13:43] submitted the draft on the wealth tax for billionaires [00:13:47] for public consultation, and I will answer [00:13:50] your questions based on this draft. [00:13:54] According to our [00:13:57] tax proposal, the tax will come into force on January 1, [00:14:00] 2027. The first tax liability will [00:14:03] be determined based on the financial status [00:14:07] on December 31, 2026, and the deadline [00:14:09] for the first payment will be the end [00:14:12] of August 2027. The tax applies [00:14:16] to net assets exceeding 1 billion forints, [00:14:20] it covers real estate, cash, [00:14:24] securities, company [00:14:27] shares, cryptocurrencies, [00:14:29] including assets held abroad, [00:14:32] in trust management, or [00:14:36] private foundations. Tax loopholes [00:14:39] will therefore be closed. The tax rate will be [00:14:43] 1% on the portion between 1 billion and 100 [00:14:47] billion forints, and different above 100 [00:14:51] billion forints. The tax applies to net [00:14:55] assets, meaning that the tax base can be reduced [00:14:59] by liabilities, and to avoid [00:15:03] double taxation, taxes paid on real estate [00:15:06] or vehicles can be deducted [00:15:10] from the wealth tax. For average [00:15:13] asset-owning families, the wealth tax will not [00:15:17] entail any reporting obligation, administration, [00:15:20] or tasks. Daily life. [00:15:23] As for the revenues. [00:15:33] Our conservative estimate is that the tax will generate [00:15:36] approximately 200 billion forints in annual revenue, [00:15:40] and this measure will provide coverage for the tax credit [00:15:44] supporting hundreds of thousands of employees [00:15:46] earning below the median wage. We will finalize [00:15:48] the draft based [00:15:51] on the public consultation experience soon [00:15:55] and submit it to the National Assembly. I ask for the [00:15:58] acceptance of my answer. Thank you very much. [00:16:01] I will now ask [00:16:08] Dr. Simon Krisztián Márk, Representative, if he accepts the answer. [00:16:12] He has one minute to make his statement. Thank you, Minister, for your answer and [00:16:15] information. After discussing the Kata rules, I believe [00:16:18] that we are also clear in this area. [00:16:22] I am convinced that making public burden-sharing [00:16:25] more equitable is our common social interest. It is important [00:16:29] that the planned measures be implemented with clear, [00:16:32] transparent, and transparent rules. [00:16:36] And truly serve the interests of the Hungarian people. [00:16:40] According to the draft law submitted for public consultation, [00:16:42] the amounts from the wealth tax will increase the general [00:16:46] revenues of the central budget, but [00:16:49] it will be used for specific purposes, for example, for the development [00:16:52] of healthcare, and for the reduction of social [00:16:55] inequalities. Thank you for your answer, and I accept it. Thank you [00:16:58] very much. [00:17:04] Esteemed National Assembly, the Representative has accepted the [00:17:08] answer. Dr. Anna Molnárné Lezsák, Fidesz representative, [00:17:12] submitted an interpellation to the Minister responsible [00:17:15] for agriculture and food economy, titled "We have become a country [00:17:18] of shutdowns". Dr. Anna Molnárné Lezsák, Representative, has the floor, [00:17:22] for a three-minute time limit. Thank you for the floor, Mr. Speaker. [00:17:25] Esteemed Minister, we were shocked to learn that [00:17:29] a few months after the Tisza government took office, in August, [00:17:33] they stopped the payment of subsidies already awarded [00:17:36] under the Hungarikum program. They announced that [00:17:39] the program cannot continue in its current form, and the [00:17:43] qualification process for Hungarikums will also be reformed. [00:17:46] In April, 375 applicants won [00:17:49] a tender, municipalities, civil organizations, folk [00:17:52] artisans. The Hungarian state once told these 375 [00:17:56] applicants that they had won. A total of 1.150 million [00:18:00] forints is at stake. This is an almost imperceptible [00:18:03] amount in a country's budget, but in a small village, [00:18:07] the won amount can be used to hold a festival based on Hungarikums, [00:18:11] to organize a community gathering. Four months ago, [00:18:15] the state said they won. Later, however, [00:18:18] it changed its stance, telling the winners of the tender [00:18:22] that they didn't win after all. This is the elevation [00:18:25] of unpredictability to a state level. [00:18:29] And on what grounds do they do all this? [00:18:32] On the grounds that they are working on creating a political-free, [00:18:36] truly professional performance-recognizing system. Dear Minister, what [00:18:39] political bias do they perceive in the Kalocsa paprika, [00:18:43] in the southern bell ringing, or in the Vecsés [00:18:46] pickled cabbage? Because while you talk about [00:18:50] being apolitical, you are precisely bringing political [00:18:53] suspicion into a matter that has hitherto enjoyed broad [00:18:56] national consensus. The law on Hungarikums [00:18:59] was passed in 2012 with the broadest [00:19:03] political consensus. The committee responsible for awarding [00:19:06] grants includes, among others, the Hungarian Standing [00:19:09] Conference, the Hungarian Academy of Sciences, and the MMA. [00:19:12] Yet, what could be the reason for a complete audit? [00:19:16] We are appalled by the situation. Behind the Hungarikums are producers, [00:19:20] artisans, restaurants, and accommodation providers. [00:19:23] The revenue will create local jobs, and family farms [00:19:26] will remain local, and we already see the numbers. [00:19:30] This year, the number of tourists [00:19:33] decreased by 7.3% compared to the previous year. [00:19:37] And you are taking away this money precisely when tourism [00:19:40] would need all the help it can get. The Hungarian [00:19:43] countryside, the local preservers of traditions cannot be suspects. [00:19:47] We understand that you currently need political products, where [00:19:51] you seek culprits. But understand, with this, [00:19:54] you cause irreparable damage to the nation's self-esteem. [00:19:58] Before the elections, you spoke of national reunification. [00:20:01] But now, now you are hurting precisely [00:20:04] those small communities who, with superhuman [00:20:07] effort, by emphasizing their unique values and distinctiveness, [00:20:11] strengthen local attachment and local retention. The [00:20:14] end result is nothing less than destruction instead [00:20:17] of construction. Dear Minister, will the [00:20:21] 375 winning applicants receive the grants already awarded [00:20:24] to them? Will the program continue or will it be [00:20:28] terminated? I await your esteemed [00:20:30] reply. [00:20:50] I would like to begin by stating that we have not become a country [00:20:53] of shutdowns, but one of responsible spending, [00:20:57] what you stated is not entirely correct in that form, [00:21:01] as we did not stop the program, but reviewed it, and these two [00:21:05] things are quite different. The [00:21:08] review took place because we wanted to see [00:21:11] exactly what payments were being made and for what [00:21:14] purposes, and we notified all winners about the review [00:21:18] of this program, so this process did not happen [00:21:21] without the winners knowing that we had started [00:21:25] the review, but we were in contact [00:21:28] with them during the investigation as well. [00:21:31] We actually consider it a national [00:21:35] minimum that Hungarikums are needed, [00:21:38] these are very important common core values [00:21:42] and embody Hungarian identity, we do not question [00:21:44] this, that was not the intention. The intention [00:21:48] was, it was no accident that we observed [00:21:52] that there were expenses that did not necessarily serve [00:21:55] the purpose for which they [00:21:58] were initiated, if we look at the various [00:22:01] cultural expenditures from the recent past, I don't think I even need [00:22:05] to explain what we are talking about, [00:22:09] and here too there was a suspicious value increase back [00:22:12] in April, which is why we thought that we could act [00:22:15] responsibly by checking exactly what we are spending [00:22:19] on in this program, but to answer your question, [00:22:22] out of the 375 original winners, [00:22:26] 366 indicated that they would implement [00:22:29] the promised program, and they will receive [00:22:33] the payment for this, which will be 1 billion 120 [00:22:36] million 985,237 forints. [00:22:38] The signing of these [00:22:42] contracts and their disbursement [00:22:44] are in progress, the winners will receive them during October [00:22:48] and November. And I ask for the acceptance of my answer. Thank you [00:22:52] very much. [00:22:53] I will ask Dr. Molnárné [00:23:00] Lezsák Anna, Member of Parliament, if she accepts the answer. [00:23:03] She has one minute to make her statement. Thank you. [00:23:06] Dear Minister, I am glad that there is a national minimum [00:23:10] on which we can agree, Hungarikums have [00:23:13] an outstanding, important economic factor [00:23:16] as well, while also strengthening [00:23:19] the Hungarian national consciousness, we can truly [00:23:22] agree on this, and I am also glad that all 360 [00:23:26] applicants will receive it, although we did not receive a specific [00:23:29] deadline, only a distant one, [00:23:33] that they will receive it by October, we hope that will be the case, [00:23:36] therefore I can accept your answer, as I have [00:23:39] received an answer to my question. Thank you [00:23:41] very much. [00:23:48] Esteemed National Assembly, the Representative has accepted the [00:23:52] answer. Dr. János Hargitai, representative of the KDMP, [00:23:55] submitted an interpellation to the Minister of Economic [00:23:58] and Energy Affairs, titled "Complete chaos in fuel [00:24:01] payments, don't you think a more comprehensive measure is needed?". [00:24:04] Dr. János Hargitai, Representative, has the floor, for a three-minute [00:24:08] time limit. Thank you for the floor, Mr. Speaker, esteemed [00:24:11] National Assembly, esteemed Minister, I am sure [00:24:15] that in the election campaign, [00:24:17] one of the most firmly established figures [00:24:20] was when the Prime Minister, now the Prime Minister, [00:24:24] wanted to fix the price of petrol, [00:24:27] and trumpeted this across the country. Since then, [00:24:30] the price of petrol has risen by 155 forints, [00:24:33] and the price of diesel by 230 forints. We have repeatedly [00:24:37] urged you to continue the practice that [00:24:41] we followed. Let's return to protected [00:24:45] prices. These have so far [00:24:47] not been our proposals. [00:24:50] they swept them away. I am sure you agree with me that [00:24:53] in the global economy today, there are no movements [00:24:56] that would reassuringly settle this issue, that [00:24:59] prices would calm down, or perhaps correct back [00:25:03] to previous conditions. [00:25:06] Therefore, I think that such [00:25:09] temporary solutions, which you have been experimenting with so far, do not [00:25:12] provide a solution for the Hungarian economy. [00:25:16] You wanted to give 5000 HUF to a few. [00:25:20] "vehicle owners who use diesel fuel, I say 'wanted to give' because [00:25:24] even though I have a good opinion of the Hungarian public administration, [00:25:28] it still failed to complete this [00:25:31] task. I know not only from newspapers, [00:25:34] but also from experience that the implementation of this [00:25:38] provision is contradictory. [00:25:41] Some have not yet received their [00:25:45] due allowance. Some have received it, and even..." after three minutes [00:25:48] they received another [00:25:51] transfer, so they received two transfers. There are electric [00:25:55] car owners who received a transfer, and I say there are those who are entitled to it, but haven't received it. [00:25:59] I don't understand how this [00:26:02] chaotic situation could have been created. My questions [00:26:06] will therefore, among other things, [00:26:08] to the handling of this situation. [00:26:12] You are in contact with freight forwarders and the association [00:26:16] of independent gas station owners. You are also striving, [00:26:19] hopefully, to resolve [00:26:23] their issues and complications. [00:26:27] But even if you do so, we will attempt something in this regard tomorrow. I consider this [00:26:30] to be insufficient, which is why the questions I listed at the end of the interpellation [00:26:34] to you [00:26:37] are practically interrelated. Firstly, the redress of the situation that has arisen [00:26:41] is demanded from you. What are you doing [00:26:45] to resolve this chaotic situation, [00:26:49] regarding the payment of the 5000 HUF? [00:26:52] How do you intend to resolve the issues of agricultural [00:26:56] owners and freight forwarders? And finally, there is my essential question, because this is what I want to lead to: [00:27:00] lényegi kérdésem, mert ide akarok kifutni, hogy... az eddigi [00:27:03] after the procrastinating measures taken so far, don't you, Mr. Minister, finally feel the need [00:27:07] to comprehensively address [00:27:11] for [00:27:13] your answer. [00:27:18] I give the floor to Minister István Kapitány, with a time limit [00:27:20] of four minutes. Esteemed Speaker, esteemed [00:27:24] National Assembly, esteemed Member of Parliament, we have discussed this many times [00:27:28] here in the house. I would like to reiterate [00:27:31] that "the primary task of this [00:27:34] government is to guarantee the security [00:27:37] of supply. You are an expert, so I know you [00:27:41] understand, they probably told you to ask this question now, or I don't know, there are [00:27:45] legitimate parts in this, but [00:27:48] 90% of it we have already discussed many times. The [00:27:52] prices now look like this, that in Hungary, as you said, [00:27:55] 640 and 707 HUF, in neighboring countries [00:27:59] 664 and 725. If I understand [00:28:02] you correctly, that we should go back to 595 and [00:28:04] 615, as an expert you know this [00:28:08] would mean that diesel imports [00:28:11] would cease in Hungary, no one would be able to import diesel into this [00:28:14] country, and I would also add, because the prepared [00:28:18] energy expert on my left says to introduce [00:28:21] this only for Hungarian citizens, well, I would add [00:28:25] that we are talking about an EU member state, well, one, well [00:28:28] two, this could only be done from protected reserves, the strategic reserve. [00:28:34] As long as I am minister, we will not use strategic reserves [00:28:37] for pricing, and we will not use them [00:28:40] because it might not bother you, but [00:28:43] it would bother me very much if Hungarian people could not [00:28:47] refuel, just like in Russia, of course [00:28:50] they could until now, obviously they could, 50 billion [00:28:53] forints from taxpayers' money, to you I know this is nothing, to [00:28:57] taxpayers 50 billion forints is a lot of money, and the 50 [00:29:01] billion forints. "that 50 billion HUF, that's a red [00:29:04] victory, that means that you can finance this for a month [00:29:08] from protected reserves, and then I'll give [00:29:11] you advice, because you know so much about it, get Russian diesel, [00:29:14] because they don't have it, get it from Hormuz, because it's not [00:29:18] there either, and you would put Hungary in a situation that [00:29:21] no responsible person could do, trying [00:29:24] to finance a price level that is much [00:29:28] higher than in neighboring countries. So my answer [00:29:31] is, "are we introducing a protected price?" I hope [00:29:34] you understand now, we will not introduce it, and this is why, because [00:29:38] for us, the energy security of Hungarian people is [00:29:41] paramount. [00:29:43] As for the disbursement, as for the disbursement, [00:29:47] I would say that obviously we are trying to do what [00:29:50] you did not try to do, to try to give support [00:29:54] to those who need it. It may not be 100% [00:29:58] perfect, but you said that some diesel cars. [00:30:02] we are giving support, well, for me, the 858,000 [00:30:06] people for whom on September 30th the Hungarian Post and the [00:30:09] Hungarian State Treasury transferred this, that's not a few, that's not [00:30:13] a few. [00:30:17] You too, you too have operated things, it's pretty [00:30:20] unfashionable in my opinion to talk about this, or that, or the other [00:30:24] not succeeding, but I can assure you that the Hungarian state [00:30:27] guarantees that everyone will receive [00:30:30] their due 500... as there monthly, why [00:30:34] is this important electric, why, why, why, [00:30:37] of course, yes, well, this can be, this can be, but you would do [00:30:41] that if it were up to you here [00:30:44] gas station, because you are a huge expert in this activity [00:30:48] too, right you, you understand [00:30:50] this, the bingo and the diesel supply, [00:30:54] you are the expert of these two, I [00:30:56] would like to tell the Member of Parliament [00:30:59] that the Treasury will transfer the diesel support [00:31:03] to the bank account used during the payment of the 2026 vehicle tax. [00:31:07] Anyone who [00:31:10] acquired the eligible car after January 1st [00:31:13] will receive the first two installments by October [00:31:17] 30th. So this is an important point, I know it interests you [00:31:20] because the professional aspect interests you too. We guarantee that [00:31:24] they will receive it, so I can guarantee this on behalf of the Hungarian government [00:31:28] that everyone who is entitled to receive this support will [00:31:31] receive it, and keeping the interests of the Hungarian people in mind, we ensure the energy supply [00:31:35] of the country, thank [00:31:37] you very much. [00:31:47] the answer for your statement. You have one minute. [00:31:48] rendelkezér [00:31:51] I saw and heard you being angry, I'm not used to that [00:31:55] from you, although I understand that you are in a difficult situation regarding the handling [00:31:58] of the matter. You tell me that 50 [00:32:02] billion is not a lot for me, I know it's a lot even for you, at such times [00:32:06] we are used to hearing from our benches that [00:32:09] since you have Shell shares, this situation is perfectly [00:32:13] suitable for you. "I don't think so, I don't share this [00:32:16] correlation, therefore I say that [00:32:20] I merely regret that you always come up with [00:32:23] late, small solutions, and this is not, and this harms [00:32:27] the Hungarian economy. In your current statement, a finance minister spoke, [00:32:30] but that portfolio has an owner, who oversees the budget, [00:32:34] you should keep economic matters in mind and take measures [00:32:37] that genuinely help [00:32:41] the economy. What you are doing, [00:32:44] "is not it, turn to the solution, I suggest [00:32:48] again, what we not only experimented with, but also did meaningfully. [00:32:51] I cannot accept your [00:32:53] answer. [00:32:59] Dr. János Hargitai, MP, did not accept the answer [00:33:03] to the interpellation. I ask the National Assembly whether it accepts [00:33:07] the answer. Please [00:33:08] vote now." [00:33:20] I announce the resolution. [00:33:24] Yes, the Prime Minister indicated that his button was not working. What [00:33:27] vote did he wish to cast? Yes, he answered [00:33:30] yes. Then I announce the resolution. The [00:33:33] National Assembly, with 118 votes [00:33:36] in favor, 46 against, [00:33:40] with no abstentions, accepted the answer [00:33:43] to the interpellation. György Polgár, the representative [00:33:47] of Tisza, submitted an interpellation to the Minister responsible for Social Relations [00:33:50] and Culture, titled "Peace March leaflets and 100 [00:33:53] millions, campaign financing disguised as culture." [00:33:56] The floor is given to MP György Polgár, [00:34:00] with a three-minute time limit. Thank you, Speaker, thank you for the floor, [00:34:04] Mr. Speaker, esteemed Secretary of State, [00:34:08] in recent months we have heard a lot about the so-called NKA [00:34:11] case, the authority is investigating more than 17 billion forints. [00:34:16] um, in connection with which several arrests have been made [00:34:20] in the past period. The primary task of this National Cultural Fund [00:34:24] should have been to support Hungarian culture and communities [00:34:27] with public money. [00:34:30] Despite this, numerous circumstances and [00:34:34] facts have come to light that raise serious [00:34:37] questions regarding the use of these public funds. [00:34:40] It is perhaps worth taking a moment to look at [00:34:44] how this looked, for example, in the [00:34:47] Pest 12th constituency that I represent. [00:34:51] In my constituency, Monor was the settlement that [00:34:54] received a disproportionately large amount of support [00:34:57] from these funds. This means, more precisely, [00:35:01] that five such [00:35:04] civil organizations received a total of [00:35:07] 100 million HUF in support from this cultural [00:35:11] fund, which was not [00:35:13] announced, and these civil organizations and [00:35:16] foundations received exactly the amounts they applied [00:35:20] for, in such a way. Why was [00:35:23] this so centralized? I used this word because [00:35:26] 16 out of 19 [00:35:29] settlements did not receive a single penny from these [00:35:33] supports, and each of these five Monor civil organizations [00:35:36] is closely linked to Fidesz [00:35:39] parliamentary representatives and Fidesz local government representatives [00:35:43] and officials. [00:35:46] Based on the data available to us, specific electoral [00:35:49] expenses also came [00:35:53] to light. For example, in the correspondence related to the media workshop, [00:35:56] at the request of the chairman of the Pest 12th constituency, [00:35:59] the distribution of leaflets was ordered. The letter states exactly [00:36:03] this, I quote. During the elections, [00:36:06] we would like to deliver leaflets to every [00:36:10] mailbox at least three to five [00:36:13] times. [00:36:27] The order also includes bus passenger transport, [00:36:30] specifically Monor to Budapest and Monor, meaning [00:36:33] a round trip route, where next to Budapest, [00:36:37] in parentheses, it states Peace March. [00:36:40] What I have just said is based [00:36:43] data available to us. I would [00:36:46] like to ask the Secretary of State [00:36:50] where the investigation of this more than 17 billion forints [00:36:54] involved NKA support case stands, how much has been repaid [00:36:57] potentially, and I would also like to ask what [00:37:01] measures we can expect from the government to ensure that [00:37:04] other improperly used public funds are returned to the [00:37:07] budget, and that in the future cultural [00:37:10] supports genuinely serve the purpose [00:37:13] for which the state provides them. Thank you [00:37:16] in advance for your answer. [00:37:22] I give the floor to Secretary of State Enikő Tompa, with a four-minute [00:37:25] time limit. Thank you, Mr. Speaker, esteemed House, esteemed [00:37:29] colleague, the ad hoc college for key cultural programs [00:37:33] established by former Minister Balázs Hankó decided on support of approximately [00:37:36] 17 billion HUF between September 2025 and March [00:37:39] 2026, without disclosing the decision-making [00:37:43] processes, thereby violating the rules of transparency [00:37:46] for public funds. According to the well-founded suspicion reported by the prosecutor's office, [00:37:50] the NKA's assets were used [00:37:53] in 179 [00:37:56] cases, totaling more than 17 billion forints. [00:37:59] According to the suspicion, part of these amounts were used to cover the costs [00:38:03] of the 2026 parliamentary election [00:38:06] campaign, and for the personal purposes of the applicants. [00:38:09] The prosecutor's suspicion also [00:38:13] raises the question of whether the decisions on support were actually [00:38:17] not made by the ad hoc college, but rather [00:38:20] by Balázs Hankó himself. The NKA [00:38:24] support data is now available to anyone [00:38:28] on a single interactive map published by the Prime Minister's Office, [00:38:31] so I encourage everyone to browse [00:38:34] the data. The Tisza government's goal is that the use [00:38:37] of public funds should be transparent and controllable for everyone, [00:38:40] and that transparency should prevail in all areas [00:38:44] of governance, including the cultural sphere. [00:38:47] This approach brings significant novelty [00:38:50] compared to what we experienced during the Fidesz-KDNP government's [00:38:54] term. The prosecutor's investigation. Balázs Hankó was [00:38:58] arrested and then detained on suspicion of criminal [00:39:01] conspiracy causing particularly significant financial disadvantage and breach of trust. [00:39:05] Indeed, many [00:39:09] have already voluntarily repaid the support. To date, a total of 170 [00:39:12] private individuals and organizations have repaid more than 4 billion [00:39:16] HUF. So only a quarter of the 17 billion so far. But I think these [00:39:20] figures speak for themselves, [00:39:24] and highlight better than anything the questionable [00:39:27] operation of the application system. I hereby inform the National Assembly that [00:39:31] following a full audit of the NKA, on September [00:39:34] 9th, Minister Zoltán dismissed the ministerial delegates [00:39:38] of the permanent colleges of the National Cultural Basic Program. The selection [00:39:41] and appointment of new members was based on professional, [00:39:45] not political, considerations, unlike previous practice. [00:39:48] Their presence guarantees that the public trust in the NKA will finally [00:39:52] be restored. Of course, this does not mean the end [00:39:55] of the work. Our colleagues are continuously working to ensure that the [00:39:59] basic program can operate in a new, transparent [00:40:02] structure for everyone as soon as possible. The NKA has therefore regained [00:40:06] its right to make decisions on the allocation of grant funds [00:40:10] solely on a professional basis. We guarantee [00:40:14] that, unlike Balázs Hankó, the minister will [00:40:16] not decide on 97% of the funds, [00:40:20] as previous practice showed, because we will also [00:40:23] reduce the ministerial budget to a minimum amount. [00:40:26] In Hungarian culture, a system change is also needed, [00:40:30] and we have embarked on this path. [00:40:32] Thank you [00:40:40] very much. I ask MP György Polgár whether he accepts the answer. You have one minute [00:40:43] to make your statement. Thank you very much for the [00:40:47] renewed opportunity to speak. It is not [00:40:50] a coincidence, and thank you very much for the [00:40:53] summary. It is no coincidence that in the first week of October, I also filed a complaint [00:40:57] in these matters, as such irregularities can be found [00:41:01] in the publicly available and requested [00:41:04] documents, which I believe led [00:41:07] to this decision. Thank you very much for the tremendous work [00:41:11] you are doing, as recovering public money and using it for the public good [00:41:14] is in all our interests, and I am convinced that [00:41:18] it is our duty as Members of Parliament to ensure this [00:41:21] integrity, so thank you in advance [00:41:25] for your continued work. [00:41:40] National Assembly, we have come to the end of the debate [00:41:43] on interpellations. It is now 5:41 PM, [00:41:47] we will now proceed to the discussion of urgent [00:41:50] questions. [00:41:53] Esteemed National Assembly, Gábor Szűcs and András Palóc, [00:41:56] Fidesz MPs, wish to ask an urgent question [00:42:00] to the Prime Minister. Titled "Hungarian people would rather pay market prices". [00:42:03] emberek inkább piaci árat fizetnének címmel. Tisztelt [00:42:06] Dear colleagues, I would ask you to leave the session [00:42:10] quietly. [00:42:13] I give the floor to MP Gábor Szűcs, with a time limit [00:42:17] of two minutes. [00:42:20] Thank you for the floor, Mr. Speaker, esteemed House. Esteemed Prime Minister, you [00:42:23] deceived the Hungarian people, and after the people were rightly [00:42:27] outraged, you took offense at them. [00:42:29] In Veszprém a few weeks ago, you said that you shouldn't have given support [00:42:33] to the people, to motorists, because there was no demand for it, [00:42:36] as Hungarians, according to you, would rather pay market [00:42:39] prices. Prime Minister, do you know what Hungarian people would demand? [00:42:43] A protected price, about which you, on April [00:42:46] 16th, after negotiations with Moll's top executives, literally [00:42:49] said this: "We agreed to maintain the protected price for both diesel and petrol [00:42:53] even after the new government is formed." And what [00:42:57] happened on June 24th, two months later? They withdrew the protected [00:43:00] price. You lied, and instead of apologizing, you arrogantly [00:43:04] said that motorists would rather pay market prices. [00:43:07] And... and the government's arrogance didn't stop [00:43:11] there, it was able to communicate as a success that they would double the [00:43:15] tax of KATA earners. This affects not only 13,800 [00:43:18] KATA earners, but everyone who goes to a hairdresser, nail technician, [00:43:21] travels by taxi, or is renovating their house. These jobs, [00:43:25] after all, are mostly done by KATA entrepreneurs. And if [00:43:28] the tax increases, the price of services will also rise. You always [00:43:32] refer to what is in your program. I looked, but I didn't find any tax increase [00:43:35] anywhere in the Tisza program, let alone its doubling. However, it [00:43:38] does state that... "in our country, small entrepreneurs, small entrepreneurs [00:43:42] pay a lot of tax, more than in other countries, a 100% tax increase [00:43:46] is an excellent solution for this, congratulations, no one's burden [00:43:49] will increase, neither that of employees nor entrepreneurs," you said this, [00:43:53] Mr. Prime Minister, last October on ATV, and now it has increased [00:43:56] from 50 to 10,000 HUF, and what did you say a month earlier [00:43:59] there, "every Hungarian person's tax will decrease," so [00:44:02] you don't even consider KATA earners as people anymore? Answer here and now, [00:44:06] Mr. Prime Minister, not to me, but to the voters, will you bring back [00:44:10] the protected price, will there be an official price of 480 HUF, as [00:44:13] demanded, will you keep the current 5000 HUF KATA, or [00:44:16] double it, or perhaps admit that you lied to the Hungarian [00:44:19] people? In your answer, do not forget the Prime Minister's words: personal attacks [00:44:23] appear when professional arguments run out. Thank [00:44:26] you very much. [00:44:33] I give the floor to Prime Minister Péter Magyar, with a time limit [00:44:36] of two minutes. Thank you for the floor, Mr. Speaker, well [00:44:39] then... "the facts, although this doesn't usually bother a megaphone [00:44:42] propagandist, the average price of petrol [00:44:46] in 2022, do you remember when he was still promoting it with the megaphone and got paid by a ministry, [00:44:49] but did no work. [00:44:52] It was 775 HUF, the average price of petrol [00:44:55] in 2022 under the Orbán government, diesel was 8 [00:44:59] 500, 851 HUF under your government. Currently, the average [00:45:03] price of petrol in Hungary is 642 HUF, and diesel [00:45:06] is 709. Let me help you, you don't need to calculate it in writing." [00:45:10] 642 is less than 775 HUF under the [00:45:13] Fidesz government, 709 HUF is [00:45:16] less than 851 HUF. You [00:45:19] lied in the campaign that petrol would be [00:45:22] 1000 HUF in Hungary, it didn't happen, you couldn't achieve it even under your [00:45:26] government, and now we are very, very far from [00:45:29] that. I can tell you [00:45:33] that [00:45:36] you also asked if the Tisza government had managed to adapt to the crisis? [00:45:40] Well, if it had been up to you, then no, because you [00:45:43] increased Hungary's national debt [00:45:46] from 19,000 billion HUF in 2010 to [00:45:50] 9,600 billion HUF by 2026. [00:45:52] Esteemed Member of Parliament, [00:45:56] what we can achieve, and what we undertook, is that [00:45:58] in Central Europe petrol and diesel will be the cheapest, [00:46:02] and we are upholding this. How will [00:46:05] it be, how will [00:46:08] supply security be, that every gas station will have [00:46:11] fuel. You forgot, esteemed Member of Parliament, to inform your [00:46:14] voters, if there are still any, but I don't think they forgot, [00:46:18] in 2022, when you received your salary from both the megaphone and the ministry, [00:46:22] then 500 gas stations had no fuel, [00:46:26] there was no fuel for weeks, because nothing [00:46:28] mattered to you, and I repeat, under your government, for months, or if [00:46:32] we add it up, for years, the price of petrol and [00:46:36] diesel was higher than now. You [00:46:40] received 1.3 million HUF per month [00:46:43] without actual work, and 1.6 million [00:46:46] HUF in the last two months in a ministry, public money [00:46:50] without doing any work, without a single document [00:46:53] having your name on it. I will answer about KATA in my reply, thank [00:46:57] you very much. [00:47:02] I give the floor to MP Gábor Szűcs for his rebuttal, with a time limit [00:47:05] of one minute. Thank you, Mr. Speaker, Prime Minister, you said let's look at the facts, but [00:47:09] it was just, it was just a lie, now I'm talking, it was just a lie, [00:47:13] in 2022 on the megaphone, my page started in '25, what [00:47:16] 22, what are you lying about, Prime Minister, what [00:47:19] are you lying about? The fact that I did not work in the Ministry, [00:47:23] just because I am not in the Posoidon system is very little, Prime Minister, very [00:47:27] little, and you know what, he returned to the end, that you are a representative, at the beginning you were a megaphone [00:47:30] propagandist, let me ask, the RTLS colleague should also calm down, [00:47:34] so Prime Minister, what can I call you? Volán Prime Minister, [00:47:37] student loan Prime Minister, let's not go back to these, [00:47:40] okay, let's not go back to these, but I see that you didn't, you didn't [00:47:44] understand the question, what you said, that you would maintain [00:47:48] the protected price, two months later, now I'm talking, two months later, why did you withdraw [00:47:52] it, [00:48:02] double, you double the KATA tax, any, you [00:48:06] once spoke of Gergely Gulyás's mathematical knowledge, what kind of knowledge do you have, [00:48:09] don't you think this is [00:48:10] double? [00:48:18] The Prime Minister is entitled to a rebuttal within one [00:48:20] minute. [00:48:23] you know, you abolished most of the KATA tax [00:48:26] in such a way that the remaining 1300 [00:48:29] people, your accomplices, yes, your partners in crime, [00:48:32] 13,000 people have no [00:48:35] pension, no social security benefits, [00:48:39] no maternity benefits, so if someone [00:48:42] in a micro-enterprise falls ill, someone expects [00:48:46] the joys of motherhood, someone reaches retirement age, [00:48:49] then thanks to your ruined, shattered... system, [00:48:53] these more than 10,000 people, because that's how many we are talking about, not [00:48:57] receives a pension, does not receive healthcare, and does not receive [00:49:00] maternity benefits. This is not a tax increase, but unlike [00:49:04] you, we provide this to the people, and they will remain [00:49:08] in it, no matter how much they struggle, no matter how much they [00:49:11] whine, they will remain in it, and more than 10,000 people will [00:49:15] switch, thanks to this change. We promised [00:49:18] and we deliver, we deliver that, for example... [00:49:23] they can also pay taxes, which you abolished, that for example, one can be a self-employed small business owner while studying at university, for example, [00:49:27] one can be a self-employed small business owner alongside a pension. Next year, the [00:49:30] truth will come out, that instead of the current 13,000, more than [00:49:33] 2,000 will choose this taxation, then let's come back to whether this was a tax increase [00:49:37] or not. Thank you [00:49:38] homosexuality, [00:49:46] Esteemed National Assembly, Dr. Juhász Hajnalka and Bence Rétvári, representatives [00:49:49] of the KDNP, wish to ask an immediate question [00:49:53] to the Prime Minister, titled "Whose interests does he serve, Brussels or Budapest?" The floor is given to [00:49:56] Dr. Johánsz Hajnalka, within a two-minute [00:50:00] time limit. Mr. Speaker, thank you very much for the floor, and I would like to [00:50:03] apologize to Speaker Ágnes Fostos for sometimes [00:50:07] getting carried away. I hold her in high regard, so I apologize [00:50:10] if I got into a personal argument [00:50:13] with the Prime Minister, but now I have the opportunity to ask if you are brave enough, [00:50:16] Mr. Prime Minister, regarding my next point. [00:50:20] "when the child protection referendum [00:50:23] took place, more than 3.6 million people [00:50:26] voted that they do not want gender in this [00:50:30] country, more than the entire population. When the [00:50:32] child protection law was submitted, I am sorry, [00:50:36] I hope those watching see that the Prime Minister [00:50:39] is laughing with Minister Balint Ruff on such a serious issue when [00:50:43] it is about taking away the rights of parents, thank you [00:50:46] if you let me speak, Mr. Prime Minister and Mr. Minister." [00:50:49] "Mr. Prime Minister, if you are brave [00:50:52] enough, then separate this [00:50:55] bill. The issue of babies [00:50:58] left in hospitals is extremely important [00:51:01] to all of us, we will support it. We will support [00:51:04] all child protection-related legislation, [00:51:08] but when you smuggle in the promotion [00:51:11] of homosexuality, the taking away of parents' rights [00:51:14] to have exclusive rights [00:51:18] regarding the upbringing of children. It's interesting, [00:51:20] Mr. Prime Minister, when. [00:51:27] then he's as quiet as a mouse, he only dares to shout here, right? So if you're brave enough, be [00:51:30] brave, then justify why you don't separate [00:51:34] the law? Brussels' interests matter, right? [00:51:37] Pro-gender, because of Mrs. Lanner, the Minister of Education, [00:51:40] pro-abortion, then confess, now is the [00:51:44] opportunity, this is the historical moment, if children are truly [00:51:47] important to you, then separate the law, Mr. Minister, it hurts [00:51:51] what I'm asking, but... "now you have to answer this, if you are brave [00:51:54] enough, because you are speaking in sync with me, I'm just saying, Mr. Prime Minister, [00:51:58] what is the reason for this being in one law, [00:52:02] why did you put it in, why did you, why?" [00:52:06] "If you're brave, then separate it, leave it [00:52:09] in." [00:52:15] I give the floor to Prime Minister Péter Magyar, for two minutes. [00:52:18] Sir, I appreciate that you endured this without listening, [00:52:22] there on the podium. The representative [00:52:25] lady says that Hungarian people voted in the referendum that they don't want [00:52:29] gender. Well, let's start with the basics. Gender means [00:52:33] sex, so what do they not want? Then people don't want sexes, they don't [00:52:36] want, they don't want, so let's start there, I think, let's start [00:52:40] small. You are talking about where do you [00:52:44] read the word homosexual in this law? Let's read [00:52:48] it together. He's deceiving his own non-existent voters again. It's not [00:52:51] in this law, please, if anyone reads it, [00:52:55] especially the six and a half big paragraphs, I don't know if he did, it's not long, it's about this long, [00:52:59] for 10 years, he didn't visit needed. Nothing else [00:53:02] is included, only the strengthening of child protection, for example against [00:53:06] hate-mongering advertisements, against [00:53:09] online harassment, against online advertisements, all forms of violence, [00:53:13] sexual violence, not just homosexual, imagine heterosexual, or [00:53:16] genderfluid violence, if you, [00:53:19] despite being Christian Democrats, coming from church, do not [00:53:22] vote for this child protection law, do not [00:53:25] vote for the improvement of the situation [00:53:29] of babies left in hospitals, that is a judgment on you. [00:53:32] You started your speech by saying that you support everything [00:53:35] that serves the interests of children, for example, the improvement of the situation [00:53:39] of babies left in hospitals. Where were you in recent years? [00:53:43] You were sitting right here, I think exactly where you are now, for four years, [00:53:46] for eight years, what did you do for these children? Why was it that [00:53:50] under the Orbán government, for years, hundreds of babies [00:53:54] were in hospitals until they were six months old, one year old, one and a half years old, [00:53:57] and not in a loving family, or even with a [00:54:01] single parent? Why do you want, why do you want [00:54:05] "children to grow up without love, in hospital beds, [00:54:08] why are you talking about gender? And since we are talking about courage, let me finish, [00:54:12] if the President allows me, that just now I could only report [00:54:16] that the Rada, the Ukrainian parliament, adopted the [00:54:19] education law, which allows Hungarian minorities, [00:54:23] children, students, to use their language, and since then, [00:54:26] your main enemy, the created enemy, President Volodymyr [00:54:29] Zelensky has also signed the law, which will come into force tomorrow, not because of you, [00:54:33] but because of those who..." wanted to help. Thank you very much, [00:54:36] courage, [00:54:44] I give the floor to Dr. Juhász Hajnalka for a one-minute [00:54:47] response. Thank you for the floor, Mr. President, Mr. Prime Minister, be careful with high balls in foreign policy, [00:54:51] surely you don't seriously think that anyone believes that [00:54:55] your request mattered in Brussels, that you are a factor, well, [00:54:58] Ukraine did it because of the EU accession to be able to close chapters, [00:55:02] let's just say it. Who do you want to lie to? This is in Ukraine's [00:55:06] explicit interest to become an EU member state as soon as possible [00:55:09] in the accelerated accession. [00:55:13] Sooner or later, they would have had to do it anyway. And you are selling that product [00:55:16] that you really have nothing to do with. And gender. This [00:55:20] is where we should return. You are removing those [00:55:23] protection guarantees, which were exclusively the right of parents, [00:55:27] please read the law, Mr. Prime Minister. Please read it, because it seems [00:55:31] you were the one of the two who didn't read it. And then. [00:55:45] The Prime Minister is entitled to a reply, within a one-minute [00:55:47] time limit. Please, this is [00:55:50] absolutely outrageous. So what's going on with Ukraine [00:55:54] is important to you, but you don't care at all about what's going on with the Transcarpathian [00:55:57] Hungarians. You talk about products, you talk about Brussels, [00:56:01] you talk about someone betraying the interests of Hungarians, while you did nothing [00:56:05] for 10 years. I repeat, your Prime Minister didn't even dare [00:56:08] to set foot in Transcarpathia [00:56:12] the Hungarians, the Hungarians, if he had [00:56:15] ever spoken, if he had ever spoken, [00:56:18] Representative, I am here. If he had ever spoken [00:56:21] to the Hungarians living there, every Hungarian asked that [00:56:25] coincidence that this is one of the most significant Budapest railway [00:56:29] law amendment proposals, so that Hungarian children can study [00:56:32] in Hungarian, sing the anthem. "So that Hungarian teachers [00:56:36] can teach in Hungarian schools. We did that. In three weeks [00:56:39] we went, we negotiated. I visited [00:56:42] Ukraine, I visited Transcarpathia. I did not meet you, and especially not the former Hungarian [00:56:46] Prime Minister. So much for courage. The Hungarians abroad mean nothing [00:56:50] to you either, only your own political [00:56:53] interests and your non-existent voters. And as for gender, [00:56:57] once again, if you commit the disgrace of not [00:57:00] voting for this amendment, then the babies [00:57:04] left in the hospital will have more..." [00:57:17] Esteemed National Assembly, Előd Novák, the representative of Mi Hazánk, wishes to ask an immediate [00:57:21] question to the Prime Minister. Will the possibility of obtaining a diploma [00:57:24] in under two years be introduced, or will this opportunity remain only for the representative [00:57:27] of Tisza? The floor is given to Mr. Előd Novák, within a two-minute [00:57:31] time limit. Thank you for the floor, Mr. President, Esteemed Prime Minister, [00:57:35] Ernő Csatári, notorious for his scandals, the [00:57:38] Tisza parliamentary representative, [00:57:41] lied about having a university degree in his [00:57:45] CV published on parlament.hu. In his Tisza-headed [00:57:48] CV, it was not even subtly revealed that this was [00:57:52] merely a desire on his part, as he lacks [00:57:55] the language exam required for a diploma, any language exam, and in reality, [00:57:59] he only started his studies last year, although he claims [00:58:02] to finish them this academic year, which raises another question: [00:58:06] how? He doesn't have any diploma yet, so it's theoretically [00:58:09] impossible to get a diploma in an undergraduate [00:58:13] program in two years. His tinsmith qualification [00:58:16] in communication and media studies cannot theoretically [00:58:19] be credited. So how? The Tisza [00:58:23] representative did not answer this question. In a similar [00:58:26] case, Ildikó Bangóné Borbély, the MSZP Member of Parliament, [00:58:29] had to leave public life. Her party [00:58:33] even expelled her. True, Lajos Kósa, however, could lie [00:58:36] with impunity about having a university degree on the Parliament's [00:58:39] website. Although he did not take a state exam, he also has no [00:58:43] language exam. Ernő Csatári's parliamentary work in the past five [00:58:46] months was almost nil, he did not sponsor a single law [00:58:50] or resolution proposal, not even as a co-signer, nor did he submit any amendment [00:58:54] proposals, he did not even speak once a month. Mi Hazánk [00:58:57] called on Ernő Csatári to resign his [00:59:00] mandate, however, after being exposed, he simply quietly [00:59:03] had his CV replaced on the Parliament's [00:59:06] website. If an employee obtains a job with such a trick, [00:59:10] then after being exposed, he can hardly remain [00:59:13] in his position. Why are there no consequences in Parliament, Mr. Prime Minister? [00:59:16] Among Ernő Csatári's numerous scandals, it was revealed [00:59:19] even before the elections that the prosecutor's office had launched an investigation [00:59:23] into his case for budget fraud causing significant financial disadvantage. [00:59:26] Since his election as a representative, [00:59:29] he has been protected by parliamentary immunity. So why are there no [00:59:33] consequences at Tisza even if one of their Members of Parliament [00:59:36] misleads voters by lying about having a university [00:59:39] degree? I await your substantial answer, Mr. Prime Minister. [00:59:42] úr. [00:59:44] I give the floor to Prime Minister Péter Magyar, for a two-minute [00:59:47] time limit. Scattered applause, so - starting [00:59:51] from you, Mr. Representative, I don't think it's necessarily a bad thing if a representative [00:59:54] speaks less often than once a month. I support [00:59:57] lifelong learning, especially because of your [01:00:00] party leader and faction leader. [01:00:03] He still has a chance, despite his very busy parliamentary [01:00:07] hours, to even enroll in a higher education [01:00:11] institution, although he said he is so busy [01:00:14] that he cannot do such a thing. I [01:00:18] appreciate that Ernő Csatári, and I think many here in the faction, [01:00:21] as adults, as heads of families, [01:00:25] or as breadwinners, or as mothers, [01:00:27] obtain their first, second, or third [01:00:31] degrees, or indeed vocational qualifications. I encourage [01:00:34] every Hungarian to take advantage of the opportunity [01:00:38] for lifelong learning. You are naturally not telling the truth, as [01:00:41] perhaps Ernő Csatári ticked a wrong box, but he has said countless [01:00:45] times, and you know this exactly, on his Facebook page and [01:00:49] other platforms, that he is currently pursuing his [01:00:52] higher education studies and does not have a diploma, not that it [01:00:56] would be a shame for your party leader either, it is not his biggest [01:00:59] shame that he does not have a higher education qualification. And I think [01:01:03] it is better for all of us if foreign language skills are not mentioned [01:01:06] by the Mi Hazánk faction, or indeed the Mészáros Lőrinc faction. [01:01:10] Since you addressed me, I would also ask you what [01:01:13] prevented you from allowing Viktor Orbán to be heard [01:01:17] in that parliamentary investigative committee, perhaps [01:01:20] regarding the relationship with the pedophile monster János Vásárhelyi, [01:01:23] you know, the friend of Alexandra Szentkirályi? He can [01:01:27] still do it, but if the President is missing, he's currently [01:01:30] at the buffet. Mr. Toroczkai, I would tell him not to be [01:01:34] a coward now that the former chief prosecutor of the Central Investigation [01:01:37] Prosecutor's Office, Pál Fürcht, has volunteered [01:01:40] to be heard, then decide today [01:01:44] and summon the investigative committee [01:01:47] investigating execution abuses, if the President [01:01:50] is not brave enough, with or without a diploma, [01:01:54] then he should resign his presidential post. Thank you [01:01:57] very much. [01:02:04] I give the floor to Mr. Előd Novák for a one-minute reply. Mr. Minister, [01:02:08] although it is typical of you, this evasion is still [01:02:10] astonishing. The fact that I voted the same way as your [01:02:13] representatives did in the various investigative committees... [01:02:19] deputy, and I said that we should summon Viktor Orbán if someone [01:02:23] dares to testify that he is responsible for this. Even you did not [01:02:26] dare to give this testimony under the threat of false accusation. [01:02:30] So in this case, I can support [01:02:33] the summoning of Viktor Orbán as well. I said this during the vote [01:02:36] as well. However, it is unacceptable that you [01:02:40] want to stage a political play out of an investigative [01:02:43] committee, where substantial work should be done, for example, to uncover [01:02:47] those still secret clemency cases, which unfortunately [01:02:51] you voted against, because you are not willing to investigate them. But you did not even answer [01:02:54] the title of my question, whether the possibility of obtaining a diploma [01:02:59] it remain an opportunity only for the representative of Tisza? He did not fill out [01:03:02] a box incorrectly, but falsely stated [01:03:06] a university degree for himself in his textual CV. [01:03:09] The question is whether Ernő Csatári lied to you about his qualifications, [01:03:13] or did he only mislead the voters? Please at least answer [01:03:17] this, since we can see there are no [01:03:19] consequences for this. [01:03:22] The Prime Minister is entitled to a reply, within a one-minute time limit. [01:03:26] Well, this won't increase GDP, and the country won't be better off either, so it's good if we finish [01:03:30] this performance soon. He checked what your qualification is, now that he's talking about [01:03:34] higher education, I think he's a graduate communicator, or something [01:03:37] like that is written under his name. He got this [01:03:41] fantastic diploma in 2019. I think that includes not [01:03:44] lying. Okay, so you know exactly, I repeat, [01:03:48] Ernő Csatári has said and written many times [01:03:51] that his higher education studies are currently [01:03:55] in progress. I don't know what a graduate communicator, who allegedly [01:03:58] completed his higher education studies and even [01:04:02] received a diploma, a very valuable one, doesn't understand about this. He has said [01:04:05] in several places, orally, written, that his higher [01:04:09] education studies are in progress. But I would use this [01:04:12] 10 seconds, in case Attila Tibor Nagy, independent analyst, also [01:04:16] in the Fidesz box, is happy about this, [01:04:19] I would like to ask again to invite Pál Fürcht, former [01:04:23] chief prosecutor, and have him heard in the execution [01:04:26] scandal in the Rogán Sándor Wölner case, or [01:04:29] if they are cowards, then let them resign the presidential post. Thank [01:04:32] you very much. [01:04:41] representative of Tisza, wishes to ask an immediate question to the Minister of Transport and [01:04:44] Investment, titled "How can taxpayers' money be protected with such a legacy?" [01:04:48] Due to the Minister's absence, State Secretary [01:04:52] Zsolt Tárkányi was authorized to answer. I ask the representative [01:04:55] if he accepts the person of the answerer. [01:05:00] Then the floor is given to the representative. [01:05:04] Esteemed State Secretary, the Southern Railway Ring is one of the country's [01:05:07] most important and busiest railway [01:05:10] sections. Its development, increasing railway capacity, and creating [01:05:14] new stops are essential for creating modern [01:05:18] transportation. It is no [01:05:21] investments of recent years, [01:05:25] which has particularly great significance for South Buda [01:05:28] as well. Increasing railway capacity, "the creation of new [01:05:32] stops and a more frequent, more reliable suburban transport can significantly [01:05:35] improve the daily lives of those living in the region and contribute [01:05:39] to reducing the traffic burden on Budapest. The Southern [01:05:43] Railway Ring must therefore be built. However, the findings of the European [01:05:46] Court of Auditors and information released in the press [01:05:49] raise serious questions about the integrity [01:05:52] of the public procurement for the investment. [01:05:54] According to suspicions, the state may have suffered a loss of tens [01:05:58] of billions of forints under previous governments. According to reports, [01:06:02] due to the interconnections between the Contour Group and Véhid, [01:06:05] as well as the information providing a competitive advantage [01:06:09] transferred during the public procurement, Hungary faces the risk [01:06:13] of losing significant 360 billion forints in EU support. The [01:06:15] government has already announced the termination of the construction [01:06:19] contract and the re-issuance of a new public [01:06:22] procurement. However, this only provides a real solution if, [01:06:25] in addition to investigating irregularities, the continuation of the investment [01:06:29] is also ensured. And the development [01:06:32] is realized in fair competition, protecting taxpayers' money. [01:06:35] Tisza has made it clear from the outset that it has zero tolerance [01:06:39] for corruption. However, the protection of public funds and the implementation [01:06:42] of transport developments are not mutually [01:06:46] exclusive goals; both must be enforced. Esteemed [01:06:49] State Secretary, please answer the following [01:06:52] questions. What measures is the government taking to protect EU [01:06:56] funds and to account for and recover [01:07:00] advance payments already made? What is the deadline for re-issuing [01:07:03] the public procurement, and what guarantees will ensure competition, [01:07:06] transparency, and the exclusion of conflicts [01:07:09] of interest? Under what conditions and from what financing will the [01:07:13] investment continue, and when is the completion of the Southern Railway Ring development [01:07:16] expected? I await [01:07:18] your answer. [01:07:23] I give the floor to State Secretary Zsolt Tárkányi, within a two-minute [01:07:26] time limit. Thank you for the floor, Mr. President, Esteemed [01:07:30] Representative, indeed, the Southern Railway Ring, as Minister [01:07:34] Vitézy also said many times, is one of the most important railway [01:07:37] investments of the last decades, perhaps even the last 100 years. It will expand that [01:07:41] bottleneck which, in Budapest's current [01:07:45] railway traffic, is why a larger number [01:07:49] of passenger trains, direct passenger trains cannot be operated [01:07:52] between Eastern and Western Hungary. So the development of the railway, [01:07:56] the completion of this investment, is important, but not at any cost. Currently, [01:07:59] the most important thing is not to lose European Union [01:08:03] funds, which would have meant enriching Fidesz corruption, [01:08:06] Lőrinc Mészáros and his associates. [01:08:09] The most important thing was to terminate [01:08:12] this contract with VJhíd, the government terminates [01:08:16] this contract with VJhíd, because, as you also said, the European [01:08:19] Court of Auditors found such serious irregularities, [01:08:23] and already reported this in January to the government [01:08:26] led by Viktor Orbán, which make it impossible to complete [01:08:29] and continue this investment from EU funds. [01:08:33] Currently, this extremely important investment is about 40% [01:08:36] complete. This decision was therefore necessary due to Fidesz [01:08:40] corruption. "The railway development must therefore be concluded [01:08:43] fairly. Therefore, after settling the 57 billion Forint [01:08:46] advance payment still held by VJhíd, we must wait for them to leave [01:08:50] the area, then a new fair public procurement [01:08:54] procedure, a new tender, must be issued, and after that, [01:08:57] it must be conducted fairly, adhering to EU and Hungarian [01:09:01] regulations. First, a public procurement, and then the construction [01:09:04] must also be completed properly, and then [01:09:08] that significant amount that the representative also mentioned [01:09:11] for the completion of this railway development, this investment, [01:09:15] can be saved. [01:09:18] By the way, out of 403 work items, [01:09:23] 5-6 decimal places of the confidential engineering [01:09:26] price [01:09:31] - well, he guessed the numbers right for two-thirds of it, [01:09:34] so there's nothing like that in the world, once again, they clearly colluded [01:09:38] with the design office in the same building, and then [01:09:41] after they won. [01:09:55] I give the floor to Representative Krisztián Kulcsár for a one-minute [01:09:59] reply. Thank you very, very much, State Secretary. I'm rooting for you. I would like to [01:10:02] emphasize one thing: the voters will be interested in tangible [01:10:06] results, and I ask that we meet [01:10:10] the expectations for the Southern Railway Ring to be completed, [01:10:14] to protect public funds and EU resources, [01:10:17] and to take responsibility for irregularities, [01:10:21] where warranted. Thank you. [01:10:23] Reply [01:10:28] given to State Secretary Zsolt Tárkányi, within a one-minute time limit. [01:10:32] Thank you very much. What is important to emphasize is that if we continued this investment [01:10:36] under the current framework, then Hungary would lose hundreds of billions of forints, [01:10:39] and would probably face further procedures [01:10:42] that would hinder this project. We cannot [01:10:45] allow this, which is why it was necessary to immediately [01:10:48] terminate this contract, and to exclude Véhid from all [01:10:52] Hungarian tenders so that the 57 billion forints still with them [01:10:55] can be returned to the Hungarian budget, and can be used [01:10:58] for similar developments, or for the further costs of this investment. [01:11:02] The re-launch of the new public procurement and construction [01:11:05] will obviously be time-consuming, but this simply [01:11:09] had to be weighed, and acted upon in the public interest. [01:11:12] Because currently, this public procurement scheme only served the interests [01:11:16] of Fidesz oligarchs and frontmen, against the public interest. [01:11:19] While restoring the rule of law, the enforcement of the public interest [01:11:23] is our most important goal, and precisely one [01:11:26] of its stations is the re-conduct and proper conduct [01:11:30] of this contract and tender in the future. Thank [01:11:33] you very much. [01:11:38] Esteemed National Assembly, Balázs Hídvégi, Fidesz representative, wishes to ask an immediate question. [01:11:42] to the Prime Minister, titled "Who commands the prosecutor's office, Mr. Prime Minister?" [01:11:45] Hídvégi Mr. Balázs, Mr. Balázs Hídvégi [01:11:49] is given the floor for a two-minute time limit. Thank you, [01:11:53] Mr. President, honorable Prime Minister, it's been five [01:11:56] months since you came to power, and after such a short time, we've reached a point where the Chief [01:12:00] Prosecutor's Office has issued a special statement reminding [01:12:03] you that it is independent [01:12:06] from the government, and the Prime Minister cannot instruct the Prosecutor's Office [01:12:10] in its work. This is a kind of record, but the situation is that [01:12:14] you, in Facebook comments and other statements, [01:12:17] rudely and directly want to [01:12:20] tell the Prosecutor's Office what to do, whom to interrogate, [01:12:23] what decisions to make, and so on. And if they don't [01:12:26] do it as you expect, then you talk about protecting [01:12:30] mafiosi, aiding and abetting, and [01:12:33] so on, all without final judgments. I would like to [01:12:36] emphasize that if an investigation starts, then it is an [01:12:39] investigation, and the presumption of innocence means that... "no one can [01:12:43] be called guilty before a final [01:12:45] judgment, and you especially cannot [01:12:49] do this. You set a bad example. [01:12:52] Meanwhile, your "cleansing fire" action has started, which is a [01:12:55] political circus. This is all part of it, where former state [01:12:59] leaders or even secretarial [01:13:02] employees, subordinates, are paraded around [01:13:04] in handcuffs, on a leash, [01:13:07] I ask the Member of Parliament whether he accepts Obviously, [01:13:11] this procedure is unjustified, and it is humiliating. [01:13:15] So much so that the Hungarian Helsinki Committee, which is hard to accuse [01:13:18] of being Fidesz-friendly, has also already reminded us that [01:13:22] these... unjustified measures, handcuffing, [01:13:25] even detention, are not compatible [01:13:29] with the rule of law, which you allegedly want to strengthen. [01:13:32] But there's more. One of the defense lawyers, Gábor Papp, complained [01:13:36] that he was being monitored and they reported whom he met, and even [01:13:39] what clothes he wore. And in this matter, the Budapest [01:13:43] Bar Association has also protested. These are serious [01:13:46] violations of the [01:13:49] rule of law. How can one expect [01:13:53] an objective procedure from the Prosecutor's Office if you interfere [01:13:56] in their work in such a direct way? Thank you very much for [01:13:59] your answer. [01:14:04] I give the floor to Prime Minister Péter Magyar for a two-minute [01:14:06] time limit. Thank you very much, Mr. President, I will take this opportunity, [01:14:10] I saw that when I carelessly left the hall, you [01:14:13] spoke up and claimed that one of our [01:14:17] commitments regarding pharmaceuticals with a drug tariff number had not [01:14:21] become VAT-exempt. I will help you, I will help, Mr. President. [01:14:32] In a normal democracy, and currently we live in one, at least I hope [01:14:36] so, that's what we're working for together with you, I don't think anyone gives orders to the [01:14:39] Prosecutor's Office. This wasn't always the case, of course, [01:14:43] it's not us who list, for example, prosecutors, it's not us who list [01:14:46] investigators, police officers. Your boss, the fallen mafia [01:14:50] boss, told you to do it, and you list them. This doesn't happen anywhere [01:14:54] in Europe, but... I don't think anywhere in the developed world, that a [01:14:57] political party, whether in opposition or in government, puts investigators [01:15:01] and police officers on its website, and is even proud of it. Even your own puppet, [01:15:05] Péter Falvi Attila, data protection ombudsman, or commissioner, [01:15:08] said that what you are doing is illegal, just as it was illegal [01:15:11] when the data of 2000 people were stolen from the [01:15:15] application through some crime, and then people were [01:15:18] listed, they were threatened. Under your watch, for example, the [01:15:22] president of the Curia threatened judges. You threatened [01:15:26] civilians, yes, you did it, so it's quite strange for you to demand this, [01:15:29] especially the independence of the Prosecutor's Office, since the former head of the Prosecutor's Office, [01:15:33] for decades, or for many decades, was a Fidesz [01:15:37] Member of Parliament. And the connection with the Prosecutor's Office, [01:15:40] as I said last time, was maintained by the great fisherman János Áder [01:15:44] between the Fidesz party presidency and the Prosecutor's Office. So [01:15:48] it's quite strange to hear these criticisms [01:15:52] from you. I don't instruct the Prosecutor's Office. "No one [01:15:55] instructs it, don't demand it from me, I didn't even know exactly if you're demanding it from me or [01:15:59] from the Prosecutor's Office, who is being led on a leash, or just [01:16:02] wearing a mask, a civilian, or a [01:16:05] civil servant, or even a former politician. We don't decide this, and you [01:16:08] know that well. There are examples of this, and there are examples of that. If he [01:16:12] resents that someone, who is accused of stealing [01:16:16] 17 billion forints of public money, illegal [01:16:19] party financing, campaign financing, and what's more, this [01:16:22] is committed in a criminal organization, if I resent [01:16:25] that this person is being led on a leash, or [01:16:29] is guarded by more than two police officers, then make a complaint to the Prosecutor's Office, [01:16:32] but not to me. Thank you very [01:16:36] I give the floor to Member of Parliament Balázs Hidvégi for a one-minute [01:16:40] time limit. Mr. Prime Minister, you did not answer [01:16:43] the question. I am not the one, and we are not the ones who threaten the [01:16:46] prosecutors. You are the one who does this continuously in Facebook [01:16:49] posts. That is why the Chief Prosecutor's Office has already protested in a [01:16:52] statement. That is why the others protested. And how is it that there are good [01:16:56] prosecutors and bad prosecutors? So, for example, let's look at your example, because you discretely [01:17:00] skipped over it earlier in the debate. So if you are thrown out of a [01:17:03] nightclub drunk, with stained pants, after you took someone's [01:17:07] phone and threw it into the Danube, if a [01:17:10] prosecutor classifies this as vandalism, then he is a good [01:17:13] prosecutor. But if it's theft, or even robbery, then [01:17:17] he is a bad prosecutor. Then this changes. Or then, if [01:17:20] he sends you an SMS in the evening, asking in what capacity you want to testify, [01:17:24] then again... like a good prosecutor. So how is this? Obey the laws and [01:17:27] stay away from the Chief Prosecutor's Office and prosecutorial work. This is an [01:17:31] independent body, it has nothing to do with you. It is not your job to [01:17:34] press charges, and it is not your job to pass judgment. Thank you [01:17:38] very much. [01:17:41] The Prime Minister has the right of reply for a one-minute time limit. What you are [01:17:45] doing is quite funny. So, is the prosecution independent or not? You just demanded why they are being led [01:17:48] on a leash, why commandos are leading them. So I think you should decide [01:17:52] this. You have sunk quite low, because the fact that a... "lying propaganda, [01:17:56] public money-wasting propagandist, what he claims about that evening, that you are making fun [01:17:59] of my pants, I don't know since when, you also know exactly, [01:18:03] everyone has already explained to you, every expert, that this is a normal type of pants [01:18:06] with wrinkles." "You, as a father, as a representative, are obsessing over this at such a [01:18:10] low level as this VAT-fraud watermelon grower behind [01:18:13] you. It's quite, quite pathetic that this matters [01:18:16] to you. There will be many strange things in this investigative document, [01:18:20] I am not afraid. My first call, when the prosecution called, I went in, [01:18:24] I was not afraid to resign or ask the faction to suspend [01:18:27] my immunity. You protected Simon Miklós for [01:18:31] 14 years, for 14 years, you did not revoke [01:18:35] his immunity, in serious corruption crimes. If it were up to you, [01:18:38] there would be no proceedings against him even now, but luckily it wasn't up to you, but to the Hungarian [01:18:41] voters. I asked for it to be suspended immediately, I went in at the first call, [01:18:45] they put such a large dossier in front of me, and believe me, it will all [01:18:49] be made public, and it will be terribly unpleasant for you. Thank you [01:18:52] very much. [01:18:58] Honourable Parliament, Bence Rétvári, Member of Parliament for the KDNP, wishes to ask [01:19:02] an immediate question to the Minister of Education and Children's Affairs, [01:19:05] titled "From Insult to Insult". [01:19:07] Due to the Minister's absence, State Secretary Balázs Kaproncai [01:19:11] was authorized to answer. [01:19:15] the person giving the answer, or whether he requests the answer personally from the Minister of Education and [01:19:18] Children's Affairs. [01:19:21] Member of Parliament Bence Rétvári did not accept the person giving [01:19:24] the answer. Therefore, I inform the Parliament that the [01:19:27] Minister must answer in the next session of immediate [01:19:30] questions. Now, the [01:19:33] KDNP faction wishes to ask the next [01:19:37] question. The Member of Parliament is next. Honourable [01:19:40] Parliament. Lőrinc Nacsa, Member of Parliament for the KDNP, [01:19:44] wishes to ask an immediate question to the Minister for Social Relations and [01:19:47] Culture, [01:19:50] on students?". Due to the Minister's absence, [01:19:53] State Secretary Enikő Tompa was authorized to answer. [01:19:56] I ask Member of Parliament Lőrinc Nacsa whether he accepts the person giving the answer. [01:20:00] Yes, he indicates that he accepts. So, Member of Parliament Lőrinc Nacsa [01:20:04] has the floor for a two-minute time limit. Thank you for the floor, Mr. President. [01:20:07] Honorable Parliament, as it is a national policy issue, let me start by saying that I also [01:20:11] welcome the decision of the Ukrainian Parliament to adopt the law on minority [01:20:14] national education, and President Zelensky has already signed [01:20:18] it. I think it is an important step forward. Now we just need to ensure that [01:20:21] they also adhere to that law and their other commitments, because then [01:20:25] the Hungarians in Transcarpathia will get back their full [01:20:27] rights. I requested the floor on another national policy issue, [01:20:31] and I would like to ask a question, honorable State Secretary. There is [01:20:34] a very successful program, which I have often heard from [01:20:38] government officials, representatives, that this is an important and good program. This [01:20:41] "Határtalanul" (Without Borders) program was created so that [01:20:45] students, 7th grade students studying in Hungary, [01:20:48] can visit Hungarian-inhabited regions abroad within the framework of [01:20:51] government-supported class trips. This strengthens national cohesion at the [01:20:55] student level, at the youth level. In total, more than 600 [01:20:58] thousand students have already been able to visit Hungarian-inhabited [01:21:02] regions abroad, many of whom might have [01:21:06] never been to, say, Harghita County, the heart of Transylvania, or the castles [01:21:09] of Upper Hungary, or even Vojvodina, Southern Hungary, and [01:21:12] this opportunity was available to them. It is good that [01:21:15] the Tisza government, albeit with a few months' delay, has announced this tender, [01:21:19] but it is not good at all that compared to last year's, the year before last's, the year before that's [01:21:22] more than 9 billion, 9.8 billion forint [01:21:26] budget, now only a 2 billion forint tender [01:21:29] budget has been announced. Last academic year, last academic year, [01:21:33] 5200 students were able to travel from this budget. "If the [01:21:36] support budget has been reduced to one-fifth, [01:21:40] then this means that now only 11 thousand something students will [01:21:44] have this opportunity. I ask the esteemed State Secretary [01:21:47] what is the reason that the budget of the "Határtalanul" program, a successful and important [01:21:51] national policy program, has been reduced to one-fifth. [01:21:55] students? I await your honorable reply. Thank you [01:21:58] very much. [01:22:03] I give the floor to State Secretary Enikő Tompa, for a two-minute [01:22:06] time limit. Thank you for the floor, Mr. President, Honourable House, Honourable [01:22:10] Member of Parliament, I can only confirm the Minister's previous [01:22:14] answer to your interpellation that we support [01:22:18] every program, both within and beyond our borders, that strengthens our shared [01:22:21] national identity. There is no disagreement between us that support [01:22:25] and initiatives enabling class trips abroad for schoolchildren [01:22:28] are indeed important. They convey [01:22:30] the sense of belonging and the experience of their homeland to young [01:22:34] people and children. So I can reassure you that this [01:22:37] support scheme will remain in the government's Hungarian policy [01:22:41] portfolio in the future as well. Up to this point, [01:22:44] there is complete agreement between us, dear fellow Member of Parliament. But as for [01:22:48] how and in what form we should do this, [01:22:51] we think completely differently. Your government [01:22:54] operated the support systems created in the name of noble goals [01:22:57] opaquely, irregularly, and in countless cases as a clearinghouse [01:23:00] for its party political objectives, in the form of a multitude [01:23:03] of individual applications, and this is what is [01:23:07] unacceptable to us. In connection with the "Határtalanul" program, users [01:23:11] also reported numerous problems, such as overpricing [01:23:14] in the area of travel agencies and accommodation providers. We would like [01:23:18] to investigate this and the entire program's effectiveness and usefulness [01:23:22] before we pour billions of forints into this application [01:23:25] system. According to our data, out of the 9 [01:23:29] billion spent on the "Határtalanul" program, almost 1 billion was pocketed [01:23:32] by various tour operators, and this did not reach the students. So, [01:23:36] 10% of it was overpriced. [01:23:39] This is why it was necessary to scrutinize the "Határtalanul" program, similar to many other [01:23:43] application schemes operated by the previous government. [01:23:46] Following a review of the program's operation to date, [01:23:50] this year's call for applications has been prepared. Detailed [01:23:53] conditions for the support opportunity and how to apply can be found in the [01:23:56] call for applications published on October 6th. [01:23:59] The available budget aligns with the current [01:24:03] year's budgetary possibilities and the implementation of the planned [01:24:06] program. So, similar to the practice [01:24:09] of previous years, this is the first part of the program [01:24:13] announcement. Thank you [01:24:14] very much. [01:24:20] I give the floor to Member of Parliament Lőrinc Nacsa for a one-minute reply. [01:24:23] State Secretary, your answer, and what we agreed on, is not that in previous years the entire [01:24:27] academic year's call for applications was announced at once, not in two parts. You can check, [01:24:31] you can look up the 2025-26, 23-24, [01:24:35] and how much it is not overpriced, or if it is overpriced, it is clear [01:24:38] from the fact that the mileage fee, the amounts that can be spent on accommodation, [01:24:42] these have not been changed by you either, the same frameworks are available as before. [01:24:46] On our proposal, I fought for example, for the profit of a travel [01:24:50] agency to be maximized, so that it doesn't take more [01:24:53] from the class trips, because the experience was that if there are no travel agencies, then unfortunately a [01:24:56] teacher from Szombathely, Győr, Debrecen does not have the local [01:25:00] knowledge of where to go in Szeklerland, what program to do. It would be [01:25:03] best if this money, it would be best if teachers could organize [01:25:07] the travel, which is why we introduced [01:25:10] this money if they organize it, but unfortunately many do not have the local [01:25:14] knowledge, local expertise to know where to go, what programs to do [01:25:17] locally. I just ask that you don't [01:25:21] 5000 children, only 1000 children get to visit Hungarian-inhabited [01:25:25] areas abroad and gain a lifelong national sense of belonging [01:25:29] and community experience. Thank you [01:25:30] very much. [01:25:34] State Secretary Enikő Tompa is entitled to a one-minute [01:25:37] reply. Honorable fellow Member of Parliament, after the experiences [01:25:41] and the approval of next year's budget, the second [01:25:44] phase of the program can be announced. I reassure you about this, [01:25:47] and I also draw your attention to the fact that there are many other important directions and [01:25:51] opportunities for developing Hungarian relations today. Every [01:25:55] government has the right, opportunity, and responsibility to reshape [01:25:58] its operation based on new government priorities. Not to mention [01:26:02] that currently we can only manage with what you handed over to us [01:26:05] along with the keys to the treasury, and regarding the future, with what [01:26:09] remained in this treasury after your long-term irresponsible commitments. [01:26:13] Despite this, we continue to work so that Hungarian [01:26:16] students can gain lifelong experiences and get to know Hungarian communities [01:26:20] abroad. Thank you very much. [01:26:23] szépen. [01:26:29] Honorable Parliament, Dóra Dúró, Member of Parliament for Mi Hazánk, wishes to ask an [01:26:32] immediate question to the Minister of Education and Children's Affairs. What [01:26:36] proves that the use of artificial intelligence in schools is [01:26:39] safe and effective? Due to the Minister's [01:26:41] absence, State Secretary Balázs Kaproncai was authorized to answer. [01:26:45] I ask the Honorable Member of Parliament whether she accepts the person giving the answer. [01:26:49] Yes. Dúró. The Honorable Member of Parliament has the floor, so for a two-minute [01:26:52] time limit. Thank you for the floor, Mr. President, Honorable State Secretary. [01:26:56] Digital tools destroy children's mental [01:26:59] health. There is a scientific consensus on this, now even at an international [01:27:03] level. The UNESCO 2023 report [01:27:06] concluded that there is no practical [01:27:10] evidence of the learning benefits of educational [01:27:13] technologies. Martin Stranski, a world-renowned [01:27:16] brain researcher, gave an interview to 24.hu [01:27:19] this week, and in it, he directly stated that [01:27:22] artificial intelligence deteriorates children's [01:27:26] thinking abilities within months. According to [01:27:30] OECD data from 2022, approximately 30% [01:27:34] of students perform significantly worse in mathematics, [01:27:37] natural sciences, and their reading comprehension also [01:27:41] declines significantly due to the attention-destroying and [01:27:44] distracting effect of digital tools. Jared Coony [01:27:47] Horvat, neuroscientist and [01:27:50] education researcher, presented aggregated data from 80 [01:27:54] countries at a US Senate hearing in January this year, [01:27:57] showing that the widespread introduction of digital [01:28:01] technology in schools coincided with a decline in [01:28:05] learning performance. In 80 countries, there was a uniform [01:28:09] decline, and it is particularly shocking that even digital [01:28:13] competencies themselves became worse, [01:28:16] while the rate of using digital tools in school [01:28:20] lessons almost doubled over time. [01:28:23] Based on this, I ask the State Secretary [01:28:27] what research you base your assertion [01:28:30] on that artificial intelligence-based tools [01:28:34] actually improve children's knowledge, reading comprehension, [01:28:37] attention, and independent thinking, and [01:28:40] do you commit, honorable State Secretary, to only introducing [01:28:43] tools and programs in education whose benefits are [01:28:47] confirmed by independent and repeated research? [01:28:50] I await your substantial [01:28:52] reply. [01:28:56] I give the floor to State Secretary Balázs Kaproncai for a two-minute [01:29:00] time limit. Honorable Mr. President, Honorable House, [01:29:04] Honorable Member of Parliament, thank you very much for your constructive and [01:29:07] forward-thinking question on this topic. We have been [01:29:11] working very hard and with very good experts [01:29:13] on this issue at the Ministry [01:29:16] to develop a more constructive and better concept [01:29:20] for the future in this regard. [01:29:23] In the case of AI, it is otherwise [01:29:27] crucial how, why, and with what purpose a teacher [01:29:31] uses it. [01:29:33] The measure of its effectiveness, by the way, [01:29:37] is whether it helps to understand the curriculum, [01:29:40] and to develop their knowledge and abilities [01:29:44] while they are using [01:29:47] it. To assess this, we need to examine [01:29:50] learning outcomes and experiences gained during [01:29:54] use. Yes, children's age and [01:29:58] preparedness are also obviously different. What might be [01:30:01] a risk for a younger child [01:30:03] can be used responsibly by older [01:30:07] students with appropriate critical thinking. Below a certain [01:30:11] age, there is no need for students to [01:30:14] use artificial intelligence. The reason [01:30:17] for this is not the inherent [01:30:21] danger of AI itself, but rather that the basic [01:30:25] competencies required for its use have not yet been developed. [01:30:28] AI itself is not a single, uniform tool. Different [01:30:32] systems are suitable for different tasks, with varying [01:30:35] limitations and risks. Therefore, [01:30:38] we must always evaluate the specific tool, the students' [01:30:41] preparedness, and the pedagogical [01:30:44] context together. By the way, the Ministry's [01:30:47] AI strategy will soon [01:30:50] be published by the Ministry of Education, which will provide [01:30:53] guidance on what tools and at what age [01:30:56] can be used for what purposes and under what [01:30:59] conditions in education. By the way, [01:31:03] Members of Parliament will also have the opportunity to participate [01:31:06] in the social consultation on the strategy. [01:31:10] Thank you [01:31:11] very much. [01:31:17] I give the floor to Member of Parliament Dóra Dúró for a one-minute [01:31:21] reply. Thank you, Mr. President. Honorable State Secretary, I am doing exactly [01:31:24] that, participating in this debate, and you have not been [01:31:28] able to name a single research that [01:31:31] you base your point on. I have mentioned [01:31:35] international research, from the OECD to UNESCO, [01:31:38] those results that show that the use of [01:31:42] digital tools in education, paradoxically, [01:31:45] we would think that it improves children's [01:31:48] performance, but data from 80 countries show [01:31:51] that it actually worsens it. The more a child [01:31:55] screens in school for educational purposes, [01:31:57] the worse their results are, for example, in [01:32:01] mathematics. In the PISA assessment, they perform 12 points [01:32:04] worse, for example, those who use digital [01:32:08] tools more in education, for school purposes, for learning [01:32:11] purposes. These are the international results, and you, in the newly published [01:32:15] basic kindergarten program, dedicate a separate chapter [01:32:18] to how to introduce digital tools into kindergartens, [01:32:22] while international recommendations seek to postpone [01:32:26] the use of digital tools to a later [01:32:29] date in childhood. Why are you going against [01:32:33] this, State Secretary? And I ask again, do you [01:32:37] commit to only introducing tools that [01:32:40] are supported by these independent and international [01:32:43] research studies to truly serve [01:32:47] the best interests of [01:32:49] children? [01:32:54] State Secretary Balázs Kaproncai is entitled to a reply. [01:32:57] Ms. Member of Parliament, the Ministry is naturally fully aware [01:33:01] of the risks [01:33:07] in this matter, and just as in other educational matters, there [01:33:11] cannot be a single black-and-white answer [01:33:14] applicable to every situation. Our goal [01:33:19] environment for teachers that is usable in [01:33:22] everyday life, and which will support [01:33:25] the development of students' basic competencies. [01:33:28] támogatók a tanulók alapkompetenciájának a fej [01:33:37] We must ensure that students not only passively avoid [01:33:42] dangerous AI, but are also able to [01:33:46] evaluate it critically and use it [01:33:49] responsibly. And that, according to their age [01:33:52] and preparedness, they are able to recognize the possibilities [01:33:56] and limitations of AI, and critically evaluate [01:33:59] its responses, and use these tools consciously and [01:34:03] responsibly. Thank you very much. [01:34:05] szépen. [01:34:11] Honorable Parliament. Dr. [01:34:15] wishes to ask the Minister of Finance how [01:34:18] it can be ensured that the independence of the monetary policy [01:34:21] of the MNB is not undermined with the title, [01:34:24] I give the floor to the honorable representative. Honorable Speaker, Honorable [01:34:28] National Assembly, Honorable Minister, the central question of the [01:34:31] bill concerning the National Bank of Hungary, which is before the National Assembly, [01:34:35] is the modernization of the central bank's control [01:34:38] and supervisory structure. The Supervisory Board [01:34:42] receives special attention. [01:34:45] its transformation and the clarification of its control [01:34:48] functions. We are aware that the [01:34:51] European Central Bank and international partners are closely monitoring [01:34:55] the legal framework of central bank independence. [01:34:58] Therefore, it is of utmost importance that the [01:35:01] legislator's intent and the precision of the normative text [01:35:05] unequivocally separate the ownership [01:35:08] and control functions from the [01:35:12] MNB's primary task, as enshrined [01:35:15] in the Basic Law, which is to achieve price stability [01:35:18] and shape monetary policy. [01:35:22] The public government justification and the statements made [01:35:25] at Friday's government briefing have already set out [01:35:28] the main cornerstones. The purpose of the legislation [01:35:31] is to restructure the supervisory [01:35:33] board, [01:35:37] which serves financial transparency and responsible management, [01:35:41] while monetary decision-making [01:35:45] remains entirely within the competence of the Monetary Council. [01:35:48] The submission to the European Central Bank and the opinion [01:35:52] procedure also guarantee [01:35:55] that the proposal complies with the highest [01:35:58] EU and international legal standards. [01:36:00] However, beyond the conceptual frameworks [01:36:04] published by the government so far, it is crucial for legal [01:36:07] practitioners and markets to understand [01:36:10] the specific guarantees. [01:36:14] Therefore, I ask the Minister [01:36:17] what specific statutory guarantees [01:36:20] ensure that the transformation of the MNB's [01:36:23] Supervisory Board and the expansion [01:36:27] of its control powers do not in any [01:36:30] way or in any field undermine the independence of the Monetary Council [01:36:34] and the MNB in shaping monetary policy. [01:36:38] I kindly request the Minister to provide [01:36:42] more detailed information on the proposed guarantees [01:36:45] sent to the ECB. Thank you [01:36:48] for the floor. [01:36:53] I give the floor to Minister of Finance András Kármán for two minutes. [01:36:55] Thank you, Mr. Chairman. Esteemed House, esteemed [01:36:59] Representative. Indeed, [01:37:02] the bill to be discussed by the esteemed House tomorrow [01:37:06] serves the purpose, for the known [01:37:09] reasons, [01:37:11] of strengthening the control [01:37:15] powers of the National Assembly and [01:37:18] the Supervisory Board regarding the use of public funds [01:37:21] and financial management of the Hungarian [01:37:24] National Bank, and also [01:37:27] extending to the National Bank's [01:37:31] subsidiaries. However, in response [01:37:34] to your question, I can confirm that the bill [01:37:38] aims to achieve this in such a way that the independence [01:37:41] of the central bank, [01:37:44] while fully respected, [01:37:47] remains intact. Firstly, [01:37:50] the amendment explicitly states that the [01:37:53] control of the Supervisory Board [01:37:56] extends only to the central bank's [01:37:59] management and cannot affect the MNB's [01:38:02] fundamental central bank functions, such as monetary policy or financial [01:38:06] supervision. Secondly, the proposal [01:38:10] does not interfere with the competence of the Monetary [01:38:13] Council, regarding interest rates and price stability. The Monetary Council continues [01:38:16] to make decisions exclusively. Thirdly, [01:38:19] the new reinforced internal control, which the bill [01:38:23] proposes, exclusively examines the management [01:38:26] of public funds. Control related [01:38:30] to monetary policy remains under the board of directors. [01:38:33] The law therefore sharply separates [01:38:36] the two organizationally. [01:38:38] In summary, [01:38:40] what has changed does not affect central bank [01:38:44] independence. The draft has been sent [01:38:48] to the European Central Bank for its opinion, [01:38:51] and we will await their opinion before [01:38:54] adopting the law. The proposal complies with the highest EU [01:38:57] and international legal standards, because we do not want to circumvent [01:39:01] the rules of independence, but to uphold and strengthen [01:39:04] them. Thank you for your [01:39:05] attention. [01:39:11] For a reply, I give the floor to Dr. Zsolt Bóka, Member of Parliament, for one minute. [01:39:15] Thank you, Mr. Speaker. Dear Minister, thank you for your [01:39:19] answer. It is reassuring to hear that the government is firmly [01:39:22] committed to preserving the independence of the central bank, [01:39:25] and that the draft is being discussed [01:39:28] with the European Central Bank along these principles. As I [01:39:32] indicated in my question, for the stability of financial markets [01:39:35] and international confidence, it is crucial that the expansion [01:39:39] of the Supervisory Board's powers does not [01:39:42] in practice give rise to interpretive disputes [01:39:45] or provide an opportunity to influence monetary decision-making. [01:39:49] In my view, this guarantee lies [01:39:52] in the precise wording of the normative text. [01:39:56] Thank you. [01:40:03] Minister of Finance András Kármán is entitled to a reply [01:40:06] within a one-minute time limit. Honorable Representative, thank you for your [01:40:10] remarks, which make it clear to everyone that the government [01:40:14] of Tisza unequivocally stands by the principle [01:40:18] of central bank independence, while also [01:40:21] pointing out that the previous government for 16 years conflated [01:40:24] monetary policy and the protection [01:40:27] of public funds. We are now separating the two, [01:40:31] preserving the independence of monetary policy, [01:40:34] but strengthening the accountability [01:40:37] of central bank [01:40:38] management. [01:40:41] We are therefore clearly separating these tasks, [01:40:44] and the strengthened control exclusively examines the management [01:40:48] of public funds. Professional independence, professional [01:40:51] work remains independent. Thank [01:40:53] you for your attention. [01:41:00] Esteemed National Assembly, we have reached the end [01:41:04] of the hour for immediate questions and answers. I inform [01:41:07] my esteemed fellow members that Péter Magyar has applied [01:41:10] for a two-minute contribution or a point [01:41:13] of order. Mr. Prime Minister, there is no possibility [01:41:17] for a two-minute speech during the hour for immediate questions, [01:41:21] however, for a point of order, within a two-minute time limit, [01:41:24] the floor is yours, Mr. Prime Minister. Thank you very much. [01:41:28] Thank you very much, Mr. Chairman, I am sorry, then next time, I tried, I don't usually [01:41:31] stay this long, but I see that it's a good mood, even this late, so [01:41:35] I will try to create the opportunity for this, there [01:41:39] was a reason I asked for the floor, Mr. Chairman, I will explain, [01:41:43] we had a very important commitment, we had many important commitments [01:41:46] in our program, and I see that it's time [01:41:49] to implement this, I notice, Mr. Chairman, [01:41:53] that, and I think my faction colleagues also see, [01:41:56] that Pócsán. is in increasingly worse condition, we had a proposal [01:42:00] to introduce unannounced alcohol [01:42:03] and drug tests in parliament, I hope you agree, [01:42:09] the Tisza faction to submit a proposal [01:42:12] to amend the rules of procedure, to amend the parliamentary [01:42:15] law, there are such things in other [01:42:18] parliaments as well, I think it's time, because [01:42:22] then it would become clear why János Pócs is in such a bad condition, I [01:42:26] propose that we finally have compulsory, but unannounced, [01:42:29] alcohol and drug tests in the Hungarian parliament as well. Thank you very [01:42:33] much. [01:42:43] I inform the Prime Minister that this does not constitute [01:42:46] a point of order, at most it can be interpreted [01:42:49] as a legislative initiative, but this is in no way [01:42:53] applicable to today's session. At the same time, [01:42:56] I inform my fellow members that there are still [01:42:59] applicants for personal involvement, so first [01:43:03] I give the floor to Representative [01:43:05] Novák. Thank you for the floor, Mr. [01:43:09] Chairman. Péter Magyar tried to [01:43:12] insult me and question the seriousness [01:43:15] of my diploma. However, I would like to reject this [01:43:18] on behalf of the Pázmány Péter Catholic University, because [01:43:22] one can only obtain a diploma there after serious studies and exams. [01:43:26] This was the case for me as well. In contrast to the Tisza representative, [01:43:29] who, in his CV, in the false CV uploaded [01:43:32] to the parliament's website, lied about having a university [01:43:36] degree, and the Prime Minister did not object to this [01:43:39] at all, moreover, he tried [01:43:42] to portray me as a liar by saying that Tisza representative [01:43:46] Ernő Csatári essentially refuted this by writing on Facebook [01:43:49] that he was going to university. Well, let's be clear, on Facebook, [01:43:53] the fact that he once posted that he's at university, I don't know how many diplomas [01:43:57] the readers might think he has, but he certainly didn't write that he doesn't have [01:44:01] a higher education degree. On the other hand, [01:44:04] in his CV, which is a much more important document than a Facebook comment or a Facebook post, [01:44:07] he explicitly wrote that he had a university degree. I give the floor to Representative [01:44:45] to speak, also on a matter of personal [01:44:49] concern. Mr. Speaker, I am very sorry that the Prime Minister [01:44:53] is such a coward that he says A but doesn't wait for B. [01:44:56] I would like to tell him that I am ready for any [01:45:00] drug test, alcohol test, immediately with him, [01:45:04] I will go without him too, but let him be brave, come with me, [01:45:07] for a drug test, an alcohol test, anytime. Furthermore, [01:45:11] he said that I am a VAT-fraudster [01:45:14] Dinyés. The last time he said that Secretary of State [01:45:18] Ferenc Halmai knows a lot about my [01:45:21] crimes. So now I would like to tell [01:45:24] Ferenc Harmi, if they know that [01:45:27] any crime is linked to my name, then Ferenc Halmai, [01:45:31] as police chief, committed aiding and abetting. [01:45:34] Either they both apologize, or I will [01:45:37] sue both of them through civil [01:45:40] proceedings. Furthermore, the Prime Minister explained that I was [01:45:44] talking to the Fidesz psychologist [01:45:46] in the gallery when I was talking to him, but he [01:45:50] didn't want to shout from the gallery. He asked me to convey [01:45:53] to the Prime Minister that if he releases him from confidentiality, [01:45:56] he will gladly tell him how many times he was [01:46:00] with him and why. So, let's start with that, Prime Minister. [01:46:03] Thank you. [01:46:10] Esteemed National Assembly, we will now continue [01:46:13] our work with debates. [01:46:14] Next [01:46:24] on the agenda is the debate on the report of the Legislative [01:46:27] Committee and the amendment proposal submitted [01:46:30] to the law on healthcare, [01:46:34] Act 154 of 1997, [01:46:37] and the law on professional chambers [01:46:41] operating in healthcare, Act 97 [01:46:44] of 2006, which was returned [01:46:47] by the President of the Republic for reconsideration [01:46:51] and adopted by the National Assembly [01:46:54] on September 22, 2026. The text of the law [01:46:57] sent to the President of the Republic [01:47:00] for signature is available under number T/668/9, [01:47:03] and the President of the Republic's [01:47:05] letter is available under number T/668/10 [01:47:08] on the parliamentary IT network. [01:47:11] National Assembly, in the debate, [01:47:15] first the position of the Legislative Committee [01:47:18] will be presented, for which I give the floor [01:47:22] to Dr. Zitá Bilisic, the committee's rapporteur, [02:30:35] This is the news on M1, welcome, I am Kántor [02:30:38] Viola, first let's look at our leading headlines [02:30:41] briefly. [02:30:44] The new candidate has been found, President Fejes Péter is nominated for Chief Prosecutor. [02:30:48] The Ukrainian president has signed it, from now on [02:30:52] they can also study Hungarian at university.
