Well, look, we were, [00:21:42] which no one wanted to publish that alleged petition, let's say, of workers [00:21:46] who refuse to work from allegedly [00:21:48] working unit two, but stop working in the area of working [00:21:52] unit one or vice versa, to be clear, [00:21:55] in the area where Croats mostly live or in the area where Bosniaks [00:21:59] mostly live, meaning we have workers who refused [00:22:02] to work, allegedly, again, we're talking about that part of fulfilling [00:22:06] their tasks, uh [00:22:09] which they are obliged to do throughout the city, and [00:22:12] they have the right to choose where they will work, that is impossible, [00:22:16] it shows a multi-layeredness in the management of these [00:22:20] companies, meaning these companies were not merged in [00:22:24] a proper way, when we merged we [00:22:27] warned that it might not be best in that way, [00:22:31] it was proposed to form a holding company to know exactly in a [00:22:35] holding company there would be more companies, landfill, [00:22:38] cleanliness, waste collection, execution of works, to be [00:22:41] controlled through a common holding company, there were more proposals, unfortunately it seems [00:22:45] that the worst was chosen and it does not function today, it is obvious [00:22:49] that in this whole process there was manipulation of workers, mhm, [00:22:53] absolute manipulation, certain people stated that they didn't know what they [00:22:56] signed in that petition, you didn't even see the [00:23:00] petition, uh, we saw a letter, but [00:23:03] I personally didn't see a signed petition, it wasn't presented, also [00:23:07] we didn't see any decision about termination of employment [00:23:10] contract for what reason some worker [00:23:13] was given that notice, well, specifically I am a lawyer so [00:23:16] I cannot evaluate if that decision, let's say, at least... for formal [00:23:20] legal reasons is lawful or not, but it is very, well, [00:23:24] evident now the supervisory board as [00:23:26] a second-instance body is resolving the appeals of those [00:23:29] workers, that is, requests for review of those decisions, and [00:23:33] I, as I may have heard from the media, have even heard that some decisions were [00:23:36] adopted, yes, but well, what can the city [00:23:40] council do now, what can you order the public [00:23:43] company to do, can we perhaps [00:23:46] expect, uh, well, an audit again, [00:23:50] some new establishment of a different kind, a different [00:23:53] way of working in the municipal company, so what we [00:23:57] witness, means that these public companies that we have, not only in the city of [00:24:01] Mostar, but at higher levels or other cities are in huge problems, [00:24:05] mhm, we witness that maybe some companies that have entered into [00:24:08] public-private partnership with private companies in some municipalities have much fewer [00:24:12] problems, maybe it costs a little more, [00:24:16] maybe it looks a little different, but obviously we need new... in question [00:24:20] in question in question in [00:24:23] regulating these issues, but what is worrying is that all these [00:24:27] companies operate, have poor business [00:24:30] results, meaning not only in the city of Mostar, look, [00:24:34] look at the list of tax debtors at the federation level, and you will [00:24:38] see at the federal administration, the federal tax administration or [00:24:42] the indirect taxation administration, which public utility companies [00:24:45] are the biggest debtors, meaning that contributions are not paid, [00:24:49] that... VAT is not paid, at the same time, these companies, unlike [00:24:53] private companies, are not blocked by the tax administration, so [00:24:56] that one chaos, [00:24:59] be resolved, [00:25:02] uh, we are witnesses that in some other municipalities there were bankruptcies of public utility companies, [00:25:06] establishment of new ones, I don't know what the future of the city is in the city of [00:25:10] Mostar, we have a difficult situation at the landfill which burned down, we have [00:25:13] workers currently working on disposing, discarding, [00:25:17] sorting that waste that is there... it comes from I think there are [00:25:21] about 55 workers, uh, [00:25:23] they have a very difficult situation, all this concern [00:25:27] for these layoffs prompted me in a way to ask myself how no one takes care [00:25:31] of those 55 people who did these jobs whose future is [00:25:35] uncertain, we hope that these people will fit into other [00:25:38] other city public utility [00:25:41] companies, that they will remain at that landfill for guarding [00:25:44] and disposal [00:25:49] that landfill. That is all that awaits us in the next period [00:25:57] public utilities and that problem with waste disposal, [00:26:00] can we tell the citizens [00:26:02] of Mostar and this whole region actually when Uborak [00:26:06] will stop being a city landfill and where Mostar will dispose [00:26:09] of waste after that, has an alternative been [00:26:12] found, is it being discussed, there have been many [00:26:15] ideas for years back, but is there a [00:26:19] final decision? There is no decision, so we don't even have [00:26:22] a new location planned for a regional landfill in the [00:26:26] spatial plan of our canton. in the Herzegovina-Neretva [00:26:29] Canton. So, what the city of Mostar, the Uborak [00:26:33] landfill, must implement in the area, in the area of the Uborak landfill, it must [00:26:36] implement, it is the implementation of the adaptation plan adopted by the federal [00:26:40] Ministry of Environmental Protection, this means that for the next five years [00:26:44] that landfill will be rehabilitated [00:26:47] according to regulations, that [00:26:51] all hazardous materials that are there [00:26:54] will be separated, that it will be greened and that it simply will not [00:26:58] pose a danger to the [00:27:01] waste has been deposited at that landfill for 60 years, that it [00:27:05] burned very badly before the war, anyone living in Mostar before the war knows that [00:27:09] it burned very badly before the war, but it's a chaos, [00:27:12] simply something we have to, we have to, we have to solve, [00:27:16] will we be able to solve it without European partners, I don't know, and [00:27:19] it's constantly being discussed, but it seems that a solution is not [00:27:22] being found, how do you view this, well [00:27:26] look, Mostar is not alone in that problem, there are many other [00:27:30] cities, there are some small municipalities. smaller municipalities, local [00:27:33] self-government units, who solved it in a way that they have illegal landfills and no one [00:27:37] mentions them, the city of Mostar had a sanitary landfill that was [00:27:41] newly opened after the European Union, I think it might not have been well [00:27:44] managed, mhm, that's another problem, meaning that [00:27:47] landfill, if all legal regulations had been applied, it would not [00:27:51] look like this today, and this horror that happened with this [00:27:54] fire [00:27:58] of course no one expected, was this an accident or is it the cause? [00:28:03] as I said, the investigation will determine whether it was intentionally caused, do you have [00:28:07] any information on what stage the investigation is in? I really don't, because look, [00:28:10] the prosecution will not give any information, it reserves the right for [00:28:14] protection, not only in this, but in all other [00:28:17] cases, but here we say appropriate expert opinions need [00:28:20] to be conducted, probably a large number of people, workers, [00:28:24] of the landfill, a large number of firefighters who [00:28:28] told us, let's say internally when we thanked [00:28:31] those people for all they did because they were [00:28:35] exposed to a great danger [00:28:38] when they extinguished that landfill, they were, because [00:28:41] the landfill didn't just have one fire, it had new fires on the second and third day, [00:28:45] they expressed suspicion due to their [00:28:48] professional experience that it was arson. Uh, so [00:28:52] now when we talk about public enterprises of the city of [00:28:55] Mostar, are they today professional city [00:28:58] companies or still political spoils for parties? How do [00:29:01] you? "I personally think that we in public enterprises [00:29:05] do not have professional companies, not only in Mostar, but in the entire [00:29:09] Bosnia and Herzegovina, meaning these [00:29:12] companies are simply under [00:29:15] the supervision of political parties who appoint their members [00:29:19] of supervisory boards and management and they manage those companies and [00:29:22] we are witnesses that their results, as we said, [00:29:26] who are the biggest tax debtors contributions tell [00:29:30] us that either we don't know how to manage." [00:29:32] the sector, that we don't know how to manage that sector, or that [00:29:36] there is a high degree of corruption, crime, where citizens' funds, [00:29:39] look, the funds used by these public utility companies, we all pay [00:29:43] through garbage collection or by paying appropriate utility [00:29:47] fees adopted by our local self-government units, so we are [00:29:51] witnessing problems in highways, problems [00:29:54] in telecommunications, and now big problems in Elektroprivreda Bosnia and [00:29:58] Herzegovina, in Mines, meaning all [00:30:01] public enterprises. are simply either very [00:30:05] few of them operate responsibly, [00:30:07] is it even possible then to solve that problem, we are talking [00:30:11] about local communities, then through the level of [00:30:15] cantons and [00:30:17] entity levels and the level of Bosnia and Herzegovina, [00:30:21] all public enterprises are actually in a similar situation, [00:30:24] similar state, is it even possible then to come and [00:30:28] solve these problems? Well, it is possible to solve these problems, but these problems [00:30:31] will not be solved until Bosnia and Herzegovina joins the European [00:30:34] Union, mhm, I'm afraid they won't be solved, the moment we [00:30:38] will not only have our prosecutor's offices, but European prosecutor's offices, we are witnesses now in [00:30:42] Croatia that anyone who spends funds from European [00:30:45] funds falls under the jurisdiction of the European prosecutor's office, so [00:30:49] you see, for example, specifically on landfills in [00:30:52] Croatia and and certain collectors, I'm talking [00:30:56] about that municipal infrastructure...
