[00:19:47] the fires we are talking about and that you are extinguishing were actually caused by human
[00:19:49] factors? Is that mostly something
[00:19:53] that is the cause and that
[00:19:55] tomorrow can be the subject of
[00:19:58] prosecution? Well, according to my experience, up until
[00:20:02] now, for about ten years that I have been in rescue
[00:20:05] and firefighting structures, usually... more than 90%
[00:20:09] of cases involve human factor, whether it's intent, whether
[00:20:12] it's negligence. Of course, there are certain natural causes,
[00:20:16] discarded glass, possibly a bottle in nature, lightning
[00:20:19] and so on, but mostly man is the cause.

[00:22:08] received from the relevant services that are obliged and that should
[00:22:11] act and sanction certain irresponsible

[00:22:18] feedback that such people have been located, reported,
[00:22:21] punished, and so on. On this occasion, I appeal to all law
[00:22:25] enforcement agencies, to all inspection and police services, all those
[00:22:28] who are competent, to work a little more on this, to
[00:22:31] punish, if necessary, certain irresponsible
[00:22:35] individuals, because if that's the only
[00:22:38] way for our irresponsible people to come to their senses, then let
[00:22:41] it be so, because simply this way it turns out that everyone can do what
[00:22:45] they want, that there is someone there who will... when you call

[00:26:07] not only in the firefighting service but in any other service where you
[00:26:10] simply do not respect that
[00:26:13] kind of
[00:26:15] work and rest schedule and certain
[00:26:19] regeneration of those forces, you will simply reach a point of collapse
[00:26:22] at some point, it doesn't take much intelligence to
[00:26:26] conclude that. Unfortunately, again,
[00:26:29] I say our country or or or or in
[00:26:33] this case the federation, since we are decentralized when it comes to
[00:26:36] firefighting, I think that or society as a whole, let me

[00:27:24] various other dangers, of course, the weather is 35-40 degrees,
[00:27:28] and plus you have a fire, you have smoke, these are very, very demanding
[00:27:32] conditions, and I think that this society has not yet
[00:27:36] shown sufficient sensitivity towards firefighting
[00:27:39] activity. If we are talking about this in the territory of the Federation,
[00:27:43] something must urgently, urgently
[00:27:45] change, both in government structures,
[00:27:49] starting from the highest levels that pass
[00:27:52] legal regulations, and so in that normative part
[00:27:56] that regulates this area, as well as at local levels, so at lower levels
[00:28:00] that are responsible according to their local
[00:28:02] assessments of the risk of fires and other disasters,
[00:28:05] to consider what are the minimum necessary
[00:28:09] forces so that you can, in accordance with all that goes into
[00:28:13] that, let's say, into that assessment, into that calculation, what is the number of people
[00:28:17] who should be in that area, so there are more
[00:28:20] factors that are taken into account, it's not just the number of
[00:28:24] inhabitants, it is often mentioned that the European average
[00:28:27] is one firefighter per thousand inhabitants, which would mean if we are talking
[00:28:31] about the city of Bihać, with 56,000 inhabitants according to
[00:28:34] the last census, there should be about 56 firefighters, of course, the
[00:28:38] area of the area itself is taken into account,
