[00:00:00] How will it come to this, it's an excellent political moment, [00:00:03] if I may say so, but for them every moment is excellent. I'm primarily [00:00:07] referring to Mr. Dodik who is a champion [00:00:11] of rudeness and a champion, if I may [00:00:14] say so, both Dodik and Vučić and the opposition from Republika Srpska. But does [00:00:18] Republika Srpska have an opposition? [00:00:21] On paper, [00:00:23] yes, it's said to have one. Yes, I saw that the opposition [00:00:27] yesterday was engaged in [00:00:30] ridiculing Mr. Vuković. So much [00:00:33] for the opposition. Yes, Ms. Kurt, thank you very much. [00:00:37] I think the viewers found your analysis interesting. Thank you [00:00:40] very much for this analysis, and [00:00:43] I am sure we will see each other after the elections, and we will have more to say. [00:00:47] Thank you for being alive and well, and we'll see. Thank you very much, dear viewers, that was journalist Senka Kurt. [00:00:51] Stay with Live [00:00:52] Day. [00:02:45] in order to solve [00:03:05] The Central Election Commission of Bosnia and Herzegovina organized [00:03:08] test elections today to see how [00:03:12] everything could and should look on election [00:03:15] day. However, many [00:03:17] problems were recorded. Testing new electoral [00:03:21] technologies was supposed to show how the voting process would look [00:03:25] in real conditions. However, problems arose right at [00:03:28] the beginning. At polling... stations in Doboj and Bijeljina, citizens arrived [00:03:32] expecting to try out the new procedure, but some of them [00:03:36] were disappointed. I'm disappointed, this is really completely [00:03:39] unserious and what they did is catastrophic, they didn't respect their [00:03:42] time, I have no words. I came for the test vote, and [00:03:46] now I just found out it's canceled. I hope there will be another opportunity [00:03:49] during the day for the vote to take place. [00:03:52] The City Election Commission has absolutely no [00:03:56] responsibility for what is currently happening. [00:04:00] This had a very negative impact on [00:04:02] the voters [00:04:05] areas, considering who constantly come to us. I hope that our general elections [00:04:08] scheduled for October 4th will not be like the test ones. On the other [00:04:12] hand, even though they had the same problem, the people of Sarajevo initially received [00:04:15] verbal training. As for the ballots, everything is clear to me. I just [00:04:19] came for these scanners and that, that's what interested me most, to see [00:04:23] how it would work, since it's the first time. They ask me from outside, [00:04:26] our people, it's a bit complicated. They got [00:04:30] those ballots, and I said, I'll go tomorrow to try it, and then I'll [00:04:33] write to you. So that's what interested me, because I wouldn't [00:04:37] want votes to be lost, or something to be [00:04:40] messed up, because we've had enough fraud. During the day, [00:04:43] the ballots were eventually delivered to the polling stations, and the test [00:04:47] voting was conducted. At the beginning, citizens' documents [00:04:50] were scanned and fingerprints were taken. After verification, [00:04:54] citizens proceeded to vote. You circle [00:04:56] the party you are voting for and within each party, the party [00:05:00] you have chosen, you select up to three [00:05:03] candidates, here are your candidate [00:05:05] lists, okay. [00:05:09] Please, when voting, fill in this [00:05:12] circle that needs to be filled in. After filling in, the ballots are inserted [00:05:16] into the scanner where they are checked. Now push it a little harder, [00:05:19] we have to wait for the ballot [00:05:23] to be scanned, to be verified, to enter the box, and then you can do [00:05:26] the next one. Citizens' interest in the test vote was [00:05:29] noticeable. We are satisfied, there is interest from people [00:05:33] because these are new technologies and they are interested [00:05:36] to see what process they need to go through. Their [00:05:40] first impression is that it is much [00:05:43] better and more interesting than in previous [00:05:46] elections, that it is a facilitating circumstance [00:05:49] in a way. However, the opinion is not shared in Banja Luka, from where they state that scanning [00:05:53] ballots could slow down the entire voting process. CIK [00:05:57] responds: "We have indeed noticed these certain shortcomings which will be very useful [00:06:01] to correct first of all so-called crisis [00:06:04] communication, communication, so that we have [00:06:08] timely information and so on. So we are [00:06:11] really satisfied with the current course of these test [00:06:15] elections." Citizens were able to try out the new procedure today, [00:06:18] and the authorities have until October 4th to [00:06:21] address the observed shortcomings and [00:06:25] prepare the election process. Nataša Kerezović, [00:06:27] N1. [00:06:31] As part of the debates and presentation of candidates in the upcoming [00:06:35] general elections for the Parliamentary Assembly of Bosnia and Herzegovina. Today with us is [00:06:39] Rifat Škrijelj on behalf of the coalition for a European Bosnia and Herzegovina. [00:06:42] Together, Mr. Škrelj, good day and welcome to the N1 Television program. Good [00:06:46] day to you and the viewers of your television. I must say that we invited representatives [00:06:50] of the Labour Party to this show for this level of government, but as of this moment, they have not [00:06:54] sent their candidate, which will not prevent us, or rather you, [00:06:58] from presenting your plan and program of work in the next four years [00:07:01] if you receive a mandate in the Parliamentary Assembly of Bosnia and Herzegovina. So, in short, in [00:07:05] about three or four minutes, I'll ask you right at the beginning, what [00:07:08] will you, indeed, base your plan and program on for the next [00:07:12] four years? What is the key thing you would highlight and what [00:07:16] could you offer citizens? [00:07:19] I thank N1 Television for the invitation to [00:07:22] participate in this program on behalf of the NESP [00:07:25] coalition forward, [00:07:28] as you announced, together for a European Bosnia and [00:07:31] Herzegovina. The basic premise for [00:07:35] forming this coalition was a common view on the [00:07:38] situation, the political situation in Bosnia and Herzegovina, and the desire [00:07:41] of our leaders, if I may say so, the presidents of the parties, Mr. [00:07:45] Nermin Ogrešević, Mr. Šemsudin Mehmedović, and [00:07:48] Ms. Elzina, to create a common political [00:07:52] bloc that will offer citizens an alternative [00:07:57] some accumulated problems that have been accumulating [00:08:01] for decades and years in Bosnia and [00:08:04] Herzegovina, which we have witnessed. Our [00:08:07] next activity is, after the elections, if [00:08:10] we win power, we will get... we get significant support from citizens [00:08:14] and we become part of those [00:08:17] to whom citizens have given more significant [00:08:20] trust, that we will strive to make Bosnia [00:08:24] and Herzegovina a functional state, that is, a state that [00:08:28] finishes the job, not just starts it, but also finishes [00:08:31] the job. The basic prerequisites for such a thing [00:08:34] are that we have a quality [00:08:37] program for the period 26-30 [00:08:40] years, a program in which... we will strengthen the economy, have [00:08:44] a better economy, better jobs, [00:08:48] in which Bosnia and Herzegovina, led by [00:08:51] these political forces that have united in this [00:08:55] coalition, would in a certain way improve [00:08:58] the situation in the economy, education, healthcare, in those [00:09:01] segments of society whose results, [00:09:05] we can say, citizens can measure and [00:09:08] consume. Well, now you have opened, with your [00:09:12] answer, numerous questions, so we will try to break it down [00:09:15] by [00:09:18] that we are witnessing that most citizens in our country [00:09:22] live, so to speak, on the verge of poverty. Today the consumer basket for [00:09:26] August was published, which amounts to 3,810 convertible marks, [00:09:29] and actually, such a situation forces [00:09:32] the population, entire families, young people from our [00:09:36] country. Somehow that impression has [00:09:38] been created and such a cult has been made, actually. [00:09:42] That if you don't have, uh, a party [00:09:46] card, you actually can't even find [00:09:49] an adequate job. What does this coalition, party, National [00:09:52] European Alliance, from which you come, plan to [00:09:55] undertake in that regard? Well, [00:09:58] you see, NES, short for National European [00:10:01] Alliance, as a political party, has certain [00:10:05] results behind it that could serve as a model [00:10:08] for the wider area of Bosnia and [00:10:10] Herzegovina. I will specifically state that in [00:10:14] the Una-Sana Canton, where NES has significant [00:10:17] support from citizens since the last elections in 2020, and [00:10:21] I would say earlier in the local elections in one [00:10:25] once small local community, now the city of [00:10:28] Cazin, NES has shown that [00:10:31] a small, relatively underdeveloped [00:10:34] area can be transformed into a city with a very serious [00:10:38] perspective. The city of Cazin, led by [00:10:40] the mayor of Cazin [00:10:43] and the majority NES council, [00:10:47] so our mayor and president of Knes, Nermin Ogrešević, [00:10:51] has shown with his associates, with our [00:10:53] state representative, or rather, MP Jasmin Emrić and [00:10:56] Jelvis Hodžić, who together with the president [00:11:00] of the Forward party, form a club at the level of the Parliamentary [00:11:04] Assembly of Bosnia and Herzegovina, which has been very active in recent [00:11:07] years. We are confident that the policy advocated [00:11:11] by this coalition, led by the National European [00:11:14] Alliance, can make a breakthrough in improving [00:11:18] the living standards of citizens. We have, for example, that [00:11:22] Cazin is a city where factory capacities [00:11:25] are being developed, built, [00:11:28] which opens up new jobs, opens up quality jobs. We [00:11:32] will, in the future, precisely for the sake of the citizens of this [00:11:36] country, in our program for 20, from 26 to [00:11:39] 30 years, we have created, we will include, in inverted commas, [00:11:43] an investment radar, and what does that [00:11:46] mean? We will reach investors, [00:11:49] we will create an atlas of development zones in Bosnia and [00:11:52] Herzegovina, which already exists in some parts... I was [00:11:56] in Cazin last year for Cazin City Day on August 6th, and I saw that [00:11:59] six factories were under construction at the same time, [00:12:03] one has already opened. That automatically [00:12:06] means that the population of that area will be employed [00:12:10] in those factories, first of all, and that [00:12:13] the population will have a better standard of living. We have one [00:12:16] serious problem that you mentioned in the announcement, that entire families [00:12:20] are leaving this country, and the problem is due to political [00:12:23] insecurity. Political insecurity, economic [00:12:27] uncertainty, these two factors are the focus of the activities [00:12:30] of the National European Alliance coalition, and we believe [00:12:34] that if we gain trust, we will expand the model from the Una-Sana [00:12:38] Canton to Bosnia and Herzegovina. I wanted to ask, have you [00:12:42] analyzed the situation in other cantons and how you could act there? Yes, [00:12:45] of course, well, you see, we have for example, the Una-Sana [00:12:48] Canton, which is literally almost cut off from the rest of the country with [00:12:52] bad roads. You have to travel for [00:12:56] hours to reach Krajina. Our idea is that by strengthening [00:13:00] infrastructure, primarily road connections with [00:13:03] Una-Sana Canton, with Tuzla Canton, with [00:13:06] Herzegovina-Neretva Canton, with [00:13:09] uh, Goražde Canton, [00:13:12] we will first create better communication. Better communication [00:13:16] means easier flow of goods, better [00:13:19] opportunities for investment and so on. What we have [00:13:22] observed as a party [00:13:26] in the period up to now through participation at the level of the legislative [00:13:29] branch of government at the state level of Bosnia and Herzegovina is [00:13:33] that there has been insufficient investment, insufficient [00:13:36] support for the citizens of this country, that the [00:13:39] social programs offered by this country to its [00:13:42] citizens are quite poor. We don't even have enough support for those [00:13:46] families whose uh, let's say, [00:13:49] members died defending Bosnia and Herzegovina. We only have [00:13:53] partially resolved the issue of veterans' [00:13:56] families, i.e., families of fallen soldiers and martyr [00:13:59] families. What they receive from the state is not enough [00:14:03] for them to live on, because what [00:14:06] our citizens expect from the state is not [00:14:10] to wait in lines for examinations or for some [00:14:13] scans in clinical centers in Bosnia and Herzegovina, at [00:14:16] the clinical center. All of what you listed has been the cancer of Bosnian-Herzegovinian [00:14:20] society for many years, and now you announce that these social categories [00:14:23] need to be resolved. But, when you [00:14:26] look at what the current government has done and, [00:14:30] for almost an entire term, we're talking about how much this government has indebted itself, especially in [00:14:33] the Federation of Bosnia and Herzegovina, what [00:14:36] awaits a future government if this current one doesn't [00:14:40] win power again at the state level and at the level [00:14:43] of the Federation? Uh, how to repay those debts, because they have [00:14:47] indebted generations and generations [00:14:49] for years to come. There are only two models for the population [00:14:53] to survive: one is to borrow, which is the worse, [00:14:56] a bad option, and the other is to [00:14:59] strengthen the economy, to have a better economy, to have [00:15:03] better jobs, to have new jobs, to [00:15:06] employ the population of this country, so that through [00:15:10] investments that would come to Bosnia and [00:15:13] Herzegovina, we would secure this country [00:15:16] with money from its own production, so that in that way [00:15:20] we reduce the need for borrowing. That [00:15:24] is the only way, so in Bosnia and Herzegovina, the economy [00:15:28] must have greater value, we must [00:15:31] have quality jobs, we must have [00:15:34] investments, we must know where [00:15:37] to invest. Citizens must know about public [00:15:40] money, and about the money we get [00:15:43] through borrowing, what was done with that [00:15:46] money, it must be precisely known for every [00:15:49] project, what that project, then, [00:15:53] will bring to Bosnia and Herzegovina in its setup in the [00:15:57] project. We actually want to be a factory [00:16:00] of projects as a coalition, we want [00:16:03] to create projects, find investors with them, realize [00:16:07] projects, and finish the job. When [00:16:11] it's not enough just to plan, it's not enough to promise. Are you already [00:16:14] establishing contacts with potential investors, do you happen [00:16:17] to have contacts with our [00:16:21] diaspora and people who are willing and eager to invest in Bosnia and [00:16:24] Herzegovina? Of course, uh, I just gave [00:16:28] you the example of the city of Cazin. I haven't moved [00:16:32] away from that example since I saw it. You know, when you see that in [00:16:35] one place, in one business zone, [00:16:39] six factory capacities [00:16:42] are being built at the same time, [00:16:44] that opens up a brighter future for that area. We want [00:16:48] it to be like that in other parts of Bosnia and Herzegovina, to be in Sarajevo, in its [00:16:52] surroundings, to be in Herzegovina-Neretva Canton, to be in [00:16:56] Bosnian-Podrinje Canton in Goražde. You know, we [00:16:59] have potential. Bosnia is not a country without [00:17:03] chances. Bosnia is not a country without smart and [00:17:06] educated people. Bosnia is not a country without [00:17:09] initiative. But in Bosnia and Herzegovina, we are [00:17:13] missing the completion of what's planned. Things are often [00:17:16] promised, often something is started and not finished. [00:17:19] As a state, we are now [00:17:23] forced, forced to make [00:17:26] a radical turn in our approach [00:17:29] to ourselves. We cannot only [00:17:32] rely on debts, on borrowing. We cannot [00:17:35] see a way out in that. We cannot ... before elections [00:17:38] borrow to show something to the citizens, and [00:17:42] after the elections, struggle with debts. You know that [00:17:45] for the implementation of certain projects, the consent [00:17:49] of all parties, so to speak, is required [00:17:52] when we talk about that state level. [00:17:55] And here, a few days ago in Sarajevo, a [00:17:59] new political bloc, as I said, was presented, for a European Bosnia and Herzegovina Together, which [00:18:03] consists of, as you said, the Forward party, the National European Alliance, and [00:18:06] PDA. And on that occasion, actually, at that [00:18:10] gathering, it was highlighted that this coalition is an answer to [00:18:13] political divisions and an attempt to gather political forces that want [00:18:17] to work for Bosnia and Herzegovina. And precisely [00:18:20] that, when we look at the current balance of power in the current government, [00:18:24] how do you plan that? Because, as I said, there are always blockades from one [00:18:28] or another or a third side so that a project can be implemented. [00:18:31] You see, citizens in the territory of Bosnia and [00:18:34] Herzegovina, in both entities, in 10 [00:18:38] cantons or municipalities, in all [00:18:41] cities, want to have a better [00:18:44] standard of living, to live better. Dialogue is an unavoidable form [00:18:48] of communication, including the [00:18:51] culture of political communication. Neither this country [00:18:54] nor these citizens can be pulled out of [00:18:57] crisis by constantly blaming each [00:19:00] other, that the other is to blame. We [00:19:04] finally have to realize that the European Union, which is the strategic [00:19:07] goal of our coalition for [00:19:11] a European Bosnia and Herzegovina Together, we have formed such a [00:19:14] coalition. Our aspiration to become an equal [00:19:18] member of the European Union is not [00:19:22] accidental. That is the way out of these crises. You know, when you [00:19:25] become a member of the European Union, a country that [00:19:29] becomes a member of the European Union opens up many [00:19:32] opportunities to access European funds, which we still [00:19:36] don't have. "Our strategic goal is to be [00:19:39] under the NATO umbrella, to be a member of [00:19:42] the NATO alliance. Those two goals solve many [00:19:46] problems. The NATO alliance solves the issue of security in this country and [00:19:50] political security. There are fewer [00:19:52] chances for our neighbors to threaten us by arming themselves, [00:19:56] if we are under the NATO alliance or part of that pact. [00:20:00] And that, we can freely say, our [00:20:03] strategic goal, the aspiration towards the European Union and..." [00:20:07] NATO alliance are for us serious [00:20:11] obligations. We cannot be there, excuse me, just one sentence, we cannot [00:20:15] be accepted there if we only base [00:20:19] our development on borrowing. We can be accepted there [00:20:23] if we have a vision and strategy for the development of the state of Bosnia and [00:20:26] Herzegovina, if we have a political dialogue between our [00:20:30] political entities, and if those [00:20:33] who can agree among themselves want to join [00:20:36] the European Union, be under the NATO alliance, these are [00:20:40] the basic prerequisites. Without these prerequisites, [00:20:43] it is very difficult for Bosnia and Herzegovina to keep pace [00:20:46] with developed European countries. And we are a small country. [00:20:50] And it takes a little unity to rise from the [00:20:53] ashes. When you opened the question of the NATO alliance and the European Union, we see [00:20:57] how things currently stand on that issue. Who in the current [00:21:00] government is actually blocking the NATO path, the European path? So, specifically, the NATO [00:21:04] path. If you become part of the government, how [00:21:07] will you find a compromise with the other side, whoever it may be at this [00:21:11] moment from Republika Srpska? We know that the positions of both the current government and [00:21:14] the opposition in Republika Srpska are clear when it comes to [00:21:17] the NATO alliance: cooperation, yes; membership, no. [00:21:20] "How can we even reconcile all these sides to move in [00:21:24] a common direction, that is, the NATO umbrella?" You see, that is [00:21:27] a complex question. [00:21:31] I would be unserious if I, on behalf of a coalition that [00:21:34] I represent, which I am honored to do today, were to say [00:21:38] that we will solve it simply. It is a complex [00:21:40] question. However, coming out of the crisis in [00:21:44] Bosnia and Herzegovina and rapprochement with the NATO [00:21:47] alliance truly entails serious political dialogue and [00:21:51] discussion without certain [00:21:55] revanchist or rigid attitudes from one [00:21:59] towards the other. An effort must be made for the citizens [00:22:02] of both entities, the Federation of Bosnia and Herzegovina and the entity [00:22:06] Republika Srpska, to understand that [00:22:10] membership in the European Union and membership in the NATO Alliance are for [00:22:14] their good. I am not sure, I am not [00:22:17] sure that that rhetoric has been used [00:22:20] so far. So far, the rhetoric has been, we [00:22:23] do not recognize Bosnia and Herzegovina from one entity as it [00:22:27] is, we do not want to live in such a Bosnia and [00:22:30] Herzegovina. On the other hand, we had [00:22:34] uh, that we who say that, we speak against them, [00:22:38] then we have a completely two separate tracks [00:22:41] we are on. How to solve that? I think that in the Federation, [00:22:45] as an entity, the political forces in the last elections [00:22:48] did not achieve the result. "Not enough dialogue was achieved among [00:22:51] themselves. It seems that the dialogue started in the right [00:22:55] direction, then the coalition fell apart. At that moment, [00:22:59] it happened that two things happened because of which [00:23:02] NES did not enter power after the elections [00:23:05] in 2020. One of those things is [00:23:08] that we, as a political party, did not believe [00:23:11] at that time that [00:23:14] government with Mr. Milorad [00:23:17] Dodik was possible until certain [00:23:21] preliminary agreements were reached precisely regarding what you are [00:23:24] asking, how we will approach Europe and NATO. And those in power [00:23:28] said they had succeeded in agreeing before that, but they said they were [00:23:32] deceived at some point. Yes, but they also said it was a different [00:23:36] political figure, and so on. How to trust, well, look, [00:23:39] how to trust a potential coalition partner if they have already deceived once when it comes to [00:23:43] trust? It is based on political strength. [00:23:46] Why was a much better and [00:23:50] stronger, we can say, political [00:23:54] alliance not formed in the Federation of Bosnia and Herzegovina? [00:23:57] We had, for example, that [00:24:01] many deputies remained from stronger parties [00:24:05] in the coalition, in this opposition, I apologize, [00:24:08] so that on that thin [00:24:11] line, a quorum necessary for making certain [00:24:14] decisions was formed. Also, the question of the [00:24:18] constitution, on which constant changes to the constitution and the election [00:24:21] law are made, these are all serious questions that Bosnia and [00:24:24] Herzegovina, our official policies, have not [00:24:28] even begun to seriously discuss. We have a Dayton [00:24:32] constitutional framework in which we all live and work in this country, [00:24:35] and the question is whether [00:24:39] the Constitution of Bosnia and Herzegovina can [00:24:42] truly be a sufficiently good framework for joining the European Union and NATO [00:24:46] Alliance without certain amendments. However, these are questions for [00:24:50] future parliaments, these are questions for serious [00:24:53] political figures who must take these [00:24:57] strategic issues to the table, put them before themselves, [00:25:01] and start discussing them. We cannot [00:25:03] just blame each other. The moment when citizens [00:25:07] in both entities, in the entity of Republika [00:25:10] Srpska and the entity of the Federation of Bosnia and [00:25:13] Herzegovina, have a better [00:25:17] standard of living, living [00:25:20] from their work, when their children who graduate [00:25:23] from universities have a guaranteed right to their first job, [00:25:27] their first employment, they will not consider leaving [00:25:31] this country. However, until that moment, while we [00:25:35] are... we have a moratorium on [00:25:38] employment and no one can be employed until the [00:25:42] government or the minister gives consent, where [00:25:45] the needs of public institutions, public enterprises, [00:25:48] the real sector... "are not allowed to [00:25:52] develop institutions, to create their development [00:25:56] according to their business strategic plans, we cannot [00:26:00] move forward as long as politics interferes." "In all possible spheres [00:26:03] of life, look, many of these issues would be resolved [00:26:07] by, well, the entry of Bosnia and Herzegovina into the European Union itself. When [00:26:11] we look at all the events of the past four [00:26:13] years, somehow all the parties in power [00:26:16] were hypothetically and speaking [00:26:20] were for that entry of Bosnia and Herzegovina into European, European integration, [00:26:23] progress on that path, however, did [00:26:26] you really see that sincerity in all, not current [00:26:30] partners in power, no, Mr. Dodik [00:26:33] has been openly saying for maybe two years [00:26:36] that Bosnia and Herzegovina will not be part of the European Union, that they [00:26:40] do not want the European Union, did you see this in other [00:26:43] partners? Well, you see one thing, we [00:26:46] had it in this current [00:26:50] composition of politics, majority politics in the Federation, and [00:26:53] in Bosnia and Herzegovina, we had it almost from the very [00:26:57] beginning, it was important to form a government, [00:27:00] supposedly what... "it is important, [00:27:04] then certain polarizations [00:27:07] and deviations from the basic concept on which the then leaders [00:27:10] established power based on the [00:27:14] agreement they reached partly [00:27:17] in the Federation, partly with the SNSD partner [00:27:21] from Republika Srpska and the parties that follow him, [00:27:24] that concept that was established did not [00:27:27] come to life for the simple reason that at the very [00:27:30] moment due to..." personal interests on one [00:27:34] side, I would say here, it is very rarely mentioned, [00:27:38] it is an open secret that corruption and crime in this country have taken [00:27:41] such a toll that until a serious [00:27:45] blow is dealt to that negative phenomenon in this [00:27:49] country, from the level of judicial [00:27:54] prosecutorial levels, I must say, it will not be so [00:27:57] easy to find a solution in this country, I do not [00:28:00] want to present data that [00:28:02] are not at this time verified for me, but [00:28:06] it is terrible that any individual can [00:28:09] become a millionaire without it being known in the country that they at the same time [00:28:13] hold high positions in Bosnia and [00:28:15] Herzegovina, I can say for [00:28:19] myself, for my property how I acquired [00:28:22] it, however, would you support that [00:28:25] law in parliament when it comes to the agenda regarding the origin [00:28:29] absolutely, if we want the rule of law. "If we want [00:28:33] a country where there is a legal state, where the rule of law [00:28:36] is a standard, that is a European standard, then we [00:28:39] must implement the judgments of European courts, the European Court of Human [00:28:43] Rights, first of all, we must implement the judgments [00:28:46] of the Constitutional Court of Bosnia and Herzegovina and other [00:28:49] judicial instances in this country, [00:28:52] we must seriously review [00:28:56] the law on conflict of interest and we must [00:29:00] apply it so that it is not possible [00:29:04] to happen that there is a law on conflict of interest on paper, [00:29:07] that conflict of interest exists in practice, and [00:29:11] this last thing, the issue of corruption and [00:29:14] crime must be put on the agenda [00:29:18] and these processes that are destroying [00:29:21] us as a state, destroying our institutions, leaving [00:29:24] an ugly image before [00:29:28] the international community, we must [00:29:31] resolve this at the level of the parliament of Bosnia and Herzegovina, what is the responsibility [00:29:34] of the state at the entity [00:29:38] levels, what is the responsibility of the entities at the cantonal level and so [00:29:41] on. Therefore, it is not possible to have an organized country, a member [00:29:44] of the European Union under NATO alliance and to have these phenomena in society [00:29:48] that are still flourishing today, you know exactly that, here [00:29:51] we are waiting for two, many will say trivial laws to be adopted in the House [00:29:54] of Peoples when it comes to the law on the HJPC and the Court of Bosnia and Herzegovina, [00:29:58] which were the conditions of the European Union, so that negotiator, but here we see. [00:30:02] how much they actually wait [00:30:05] - and is that [00:30:07] actually under the guise that certain [00:30:10] politicians, well, do not want that European path, do not want that European Union precisely [00:30:14] because of, in quotation marks, the "nuts in their pockets," which is what you were [00:30:17] talking about, that there is a lot of that, but there is another thing, [00:30:21] when it comes to the fact that the law on the High Judicial and [00:30:24] Prosecutorial Council is not passing, that is one [00:30:27] of the attempts of those who would like Bosnia and Herzegovina to [00:30:31] be weaker so that they could strengthen the entities, i.e. [00:30:34] strengthen some separatist [00:30:37] ambitions. When they oppose the adoption [00:30:40] of such a law, it is not only about personal interest, [00:30:44] it is about political interest, weakening the institutions of the state of Bosnia and [00:30:48] Herzegovina. You see how much time it takes to [00:30:52] realize, for example, the election [00:30:54] of judges, from the moment the Constitutional [00:30:58] Court of Bosnia and Herzegovina.
