[00:06:39] new political structures in... "I just
[00:06:43] said what the criteria must be. The criteria must be a secure future, the criteria
[00:06:46] must be those forces that are ready to build a common
[00:06:49] future. Bosnia and Herzegovina
[00:06:53] has nothing else left. That
[00:06:56] common future must be oriented towards
[00:06:58] progress, it must offer
[00:07:00] solutions, not just regarding
[00:07:04] national interests, emotions, and so on, but real
[00:07:07] solutions. Take, for example, the infrastructure of Bosnia and Herzegovina, it
[00:07:11] is catastrophic. "Take the economy of Bosnia and
[00:07:14] Herzegovina, the opportunities for economic development are catastrophic.

[00:08:25] for your daily life regarding healthcare,
[00:08:28] education, infrastructure, jobs,

[00:08:35] professional politics must solve, not open
[00:08:38] wounds. Is there, in Bosnia and Herzegovina, a place in the European
[00:08:42] Union? And we see that Montenegro is somehow on
[00:08:45] the threshold, what about the rest of the region,
[00:08:48] how much do these latest developments in Serbia actually slow down European
[00:08:52] integration of the Western
[00:08:53] Balkan countries?
[00:08:57] As for the countries of the Western Balkans,
[00:09:00] each country that has
[00:09:03] the intention to join the European Union, or for which the doors are open to the
[00:09:07] European Union, is responsible for itself.

[00:22:49] potentially thousands of these programs trying to achieve a certain goal, trying to
[00:22:53] find a particular solution, um, and it's hard to predict what they're
[00:22:56] going to do, um, and the the core
[00:23:00] intelligence behind them is getting better and better, which is where this where this
[00:23:03] concern is coming from. That's that's the risk that that people are talking about.
[00:23:07] Yes, the technology is intrinsically
[00:23:10] unreliable, it occasionally invents things, it does things
[00:23:13] wrong, it's inconsistent. So
[00:23:16] when when you give it enormous capabilities, and it comes up with novel solutions.

[00:24:25] layers of new technology integrated with these with these
[00:24:28] agents. Um, the raw technology that's advancing
[00:24:31] AI is unreliable. If if that's the thing that's doing the reasoning, if that's
[00:24:35] the thing that's fully in control, um, then that's that's where a lot of the risk comes
[00:24:39] from. So so safety um largely
[00:24:42] involves technology solutions, and that's that's clearly not something that
[00:24:45] government can supply. Yeah, I think a kill switch is kind
[00:24:49] of 'It's an emergency break, it's definitely not the the total solution to
[00:24:53] the problem - if you think about a production line, there might be a big red button that that
[00:24:57] shuts down the production line, but the production line is not safe because of that big red
[00:25:01] button, it's safe because of all sorts of rules and all sorts of care that's gone
[00:25:04] into the building of that production line. Um, you know, that's the
[00:25:07] same with AI, being able to shut it down is is sensible
[00:25:11] precaution, um, but it's definitely not a substitute
[00:25:15] for for a sort of full safety policy. So there is a
[00:25:18] global race to develop
[00:25:20] superintelligence,
[00:25:23] and that will bring all sorts of benefits as well. There is risk, but it
[00:25:27] will also potentially bring all sorts of benefits to humanity, solving
[00:25:30] problems, advancing science, solving medicine. So it's
[00:25:34] right to to want to advance AI, and
[00:25:37] any regulation that slows down AI that's only limited to
[00:25:41] one part of the world risks the other parts of the world advancing
[00:25:44] ahead. So it's a legitimate
[00:25:47] problem, and the only way that is international.
[00:26:02] I you know, the the AI systems of today are not a threat to humanity. The
[00:26:06] concern is about what will happen, particularly with
[00:26:10] advancements in AI, and particularly with AI advancing
[00:26:13] itself. So this is also one of the concerns is that AI is now

[00:26:35] now. Um, but the the solutions that are here right now, the AI
[00:26:39] systems that are here right now are not a huge threat. I don't, I don't think it's
[00:26:42] practical to slow, slow things down, I, but I think
[00:26:46] that does need to be very substantial investment in AI safety in
[00:26:50] parallel, and by the way, the labs have huge
[00:26:53] incentive to to solve these technology problems, the the the same
[00:26:56] problems that make AI unreliable, and and and
[00:27:00] raise these safety concerns are also... things that are preventing AI from being
[00:27:04] adopted. Um, if you're a business trying to use AI, the fact it's a bit
[00:27:07] unreliable and a bit um, a bit imperfect, is
[00:27:11] actually preventing AI being used uh, so there's huge
[00:27:14] commercial incentives for for everybody, for these big labs especially to solve
[00:27:17] these problems, not just from a sort of humanity safety point of view, but also in
[00:27:21] terms of their customers using it and using it
[00:27:23] more.
