That's it, and that's [00:14:26] what's important somewhere, so [00:14:29] in this sense, to conclude, it measures the ability of students to [00:14:33] after having, right, passed 14 years [00:14:36] of this mandatory basic part of education. They are positioned differently [00:14:40] in different countries, it is not [00:14:44] like here where it is always looked at with students, fifteen-year-olds [00:14:47] usually finished elementary school and started high school, some [00:14:51] of course are still in their elementary school years, but mostly they are in the first grade of high [00:14:55] school when testing is done. In some other countries it is different, but it is [00:14:59] actually said that a sufficient number of years in the [00:15:02] education system is enough to be able to assess [00:15:06] what the education system has done, how it has [00:15:09] helped or hindered students to [00:15:12] show their level of literacy. Each of these tests has [00:15:16] six levels, so for someone to be considered functionally literate, they [00:15:20] must perform tasks at the second level, meaning they must cross this [00:15:23] basic threshold. Of course, for the special ones, [00:15:26] the level of tasks is at the fifth and sixth level, where [00:15:30] serious reflections and different [00:15:34] things are really required in one and in the other within the framework of Bosnia and Herzegovina. In [00:15:37] 2018, the situation was bad, half of the students did not [00:15:41] achieve the basic level of functional literacy, and only [00:15:44] 0.1% of students completed tasks at the fifth and [00:15:47] sixth level, which was actually a very clear [00:15:51] picture of what education in Bosnia and Herzegovina is, but we apparently no longer needed [00:15:55] such research, or rather such tests for our students, or we did, [00:15:58] but we, as a country, did not provide it. Why didn't [00:16:02] our students participate in the PISA [00:16:05] research, or rather testing, this time either? Yes, I think [00:16:08] that we definitely need those results, we need [00:16:11] them at multiple levels, however, as always in Bosnia [00:16:14] and Herzegovina, if we don't have a political agreement at the state level, [00:16:18] we cannot participate anywhere outside Bosnia and Herzegovina. The second, the second problem that arises here is that we actually [00:20:45] are not an educational [00:20:48] culture that nurtures research as evidence, meaning we [00:20:52] seriously research what is happening in schools, this level [00:20:55] of grades that we give and we think that it is serious [00:20:58] feedback to children, parents and educational [00:21:02] authorities, it actually isn't, so [00:21:06] of course we know that the complete illusion [00:21:08] of the average of general students, the average of schools, the average [00:21:12] of students in different cantons, different levels, it says nothing, but we [00:21:16] actually have very little, I would say almost none, [00:21:20] research that talks about how educational [00:21:23] institutions help young people to [00:21:26] mature into serious, mature people, not just to [00:21:29] have, I don't know, a certain amount of knowledge, but what they do with that [00:21:32] knowledge, how they position themselves in society, how [00:21:36] they participate or grow in something called a democratic [00:21:39] society that should nurture responsible, [00:21:42] educated, active citizens who care [00:21:46] about what their environment will be like, what their [00:21:50] community will be like, how they can help someone who needs help, how they can [00:21:53] use their knowledge to, in some way, build [00:21:57] space with other colleagues.
