[00:00:00] during a certain period of time, what you [00:00:03] mentioned is that we do not have a drought [00:00:06] warning system at the state level, it should [00:00:10] be established, just as we have a warning [00:00:12] system for dangerous weather - dangerous [00:00:16] weather disasters related to the meteo alarm in [00:00:20] the DHMZ meteo alarm we do not have data on [00:00:23] drought, meaning that [00:00:27] one is missing, we are missing one step with... [00:00:31] to combine all information, you have organizations that [00:00:35] deal with water problems, these are Croatian Waters, [00:00:38] you have the Hydrometeorological Institute which also has a hydrological [00:00:42] sector that measures water and temperature, water and [00:00:45] water quantity, groundwater needs to be measured, the quantity [00:00:49] and level of groundwater, meaning these are information [00:00:52] that need to be unified in one place and monitored and warnings [00:00:56] issued for the entire country, because we have to do... the same [00:01:00] way, we need to start acting in such a way [00:01:03] that we prevent drought, we can prevent it by [00:01:06] starting to collect water, so [00:01:10] this autumn, from autumn we start [00:01:13] collecting water in accumulation lakes, as a reserve, [00:01:17] as a reserve for what awaits us [00:01:19] next summer, because next summer will not be colder than [00:01:23] this one, that's for sure, because this summer, according to all our [00:01:27] meteorological forecasts, is perhaps... one of [00:01:30] the coldest summers until the end of this [00:01:33] century, what does that mean, what does [00:01:36] that mean, well let's say that the next one will be warmer, each [00:01:40] next one, each next one will be even warmer, that's [00:01:43] unfortunately the forecast is like that, and what does [00:01:46] that mean for each of us, for life, for industry, for [00:01:50] agriculture, for my, your life outside, [00:01:54] animals, plants, that means [00:01:57] that, hmm, it's hard, it's hard to say. To [00:02:00] find a clear answer to everything, the first [00:02:03] answer is that we are [00:02:06] adaptable creatures, mhm, we will adapt [00:02:10] in any way, humanity will adapt, [00:02:13] however agriculture and plants [00:02:16] adapt much more slowly to changes in [00:02:20] weather, that's for example one, one, one of [00:02:23] the things we need to understand, which is that we already need [00:02:27] blame it all, I don't know, on watering holes for wild animals to... [00:02:30] water, because if we don't do that, a part of [00:02:33] our wild animals in our [00:02:36] forests will simply die of [00:02:38] thirst, [00:02:41] no, no, no, it looks, it looks horrible, but, but, but [00:02:44] look, the next one, [00:02:47] the first major penetration of precipitation we will have [00:02:50] be subsidized in any in 10 to 15 days, but until those [00:02:54] 10 to 15 days we need to survive [00:02:57] with puddles that evaporate every moment. [00:03:02] well, rivers have dried up, not puddles, right? so we need, we need to think [00:03:06] that way. The second thing is, the drying of [00:03:09] the roots of trees has begun, [00:03:12] mhm, meaning trees no [00:03:15] longer have enough groundwater which [00:03:18] they draw with their root system, there is [00:03:22] drying of trees, with the drying [00:03:25] of trees the danger of [00:03:28] fires becomes greater and greater. [00:03:30] Our fire danger index was high [00:03:34] two months ago on the Adriatic, now it's [00:03:38] high throughout Croatia, which [00:03:41] means that some foolishly [00:03:44] fired signal flare at a wedding in Slavonia [00:03:48] can cause the same fire that we recently had on [00:03:51] Korčula, [00:03:53] and then where is the preparation and [00:03:57] extinguishing of that fire much harder than... "in Dalmatia, Canadairs [00:04:01] have no place to draw water, meaning the period for [00:04:05] filling and emptying the [00:04:08] aircraft itself is much longer, so extensive [00:04:11] preparations will be needed. Furthermore, in normal [00:04:14] normal life we all increasingly use air conditioners, [00:04:18] yes, you can, you can make air conditioning, but that air conditioning expels heat outwards, [00:04:22] we with air conditioning are actually raising the temperature [00:04:25] of cities, a bunch of air conditioning [00:04:29] units that release heat outwards, [00:04:32] in rooms we keep the temperature at about [00:04:36] 23, 24 degrees, outside we have raised [00:04:40] the temperature from that air conditioning unit by 5 to [00:04:43] 6°, no, so that we ourselves, we ourselves [00:04:47] are doing ourselves harm [00:04:49] in a way, that problem that is related to [00:04:53] drought, is related to the problem of glaciers, [00:04:56] we, we had glaciers in the Balkans. [00:05:00] there were glaciers, we had a glacier on Triglav, [00:05:04] it's gone, we had a glacier on Durmitor, it's gone, [00:05:07] it melted, you have [00:05:10] glacial pits on Veleb'. in which [00:05:13] the ice is reduced only to [00:05:15] traces, [00:05:18] in the Alps the glaciers have receded, [00:05:22] but that's not, not, not the point that these glaciers have receded now, [00:05:26] but the point is that these glaciers supply water to rivers [00:05:29] and [00:05:32] now if it rains in [00:05:34] Schwarzwald, the level and water level of the Danube [00:05:37] will improve or rise only in about 10 [00:05:41] days, but that's if... it really rains with large amounts [00:05:44] of precipitation, we currently have a drought where [00:05:48] precipitation is at zero in [00:05:51] Slavonia for the last month, now so that the [00:05:54] viewers don't say that we [00:05:57] here, since we are certainly calling the shots, literally [00:06:01] and figuratively, [00:06:03] uh, but let's not end on such a [00:06:07] terrifying note, is there any optimism [00:06:10] in what is... here and in everything that is coming [00:06:14] as you said, yes there is optimism and [00:06:17] optimism boils down to the fact that we have to adapt and [00:06:21] adapt as soon as possible and adapt as well [00:06:24] as possible, we have to start saving water, that's one [00:06:28] of the measures we have to take, we have to start, we won't [00:06:31] talk about CO2 and CO2 emissions into the atmosphere, because [00:06:35] no matter how much we save here, on other sides, on a wartime, on some battlefield [00:06:39] they emit twice as much CO2 into the atmosphere. [00:06:43] um, we must be careful with fires, because fires [00:06:45] tremendously uh contribute to the increase [00:06:48] of CO2 and particles in the atmosphere [00:06:51] and what is even more important with [00:06:55] that, after a large fire, that [00:06:58] burned area remains black, remains dark, [00:07:02] which leads to even greater heating of that surface [00:07:04] and then when the rain comes on it, then the rain just [00:07:08] washes away the top layer, but it washes away the top layer of soil. [00:07:12] Not just the ash that remained, but also the soil, so in fact [00:07:16] we are turning forest areas into [00:07:20] karst into barren land, that is, that is [00:07:23] one problem, but uh I think [00:07:26] that we will have pressure [00:07:30] and uh from countries that are located [00:07:33] that were located in the Sahel, meaning in the [00:07:37] region uh of desert [00:07:39] climate, that people will simply start moving from these [00:07:43] areas towards the north, so we also have [00:07:46] migration, general migration of population on Earth, not [00:07:50] only, not only with us, because [00:07:53] now you already have migration that is happening, summer migration, this [00:07:56] tourist migration, which no longer goes towards the Adriatic, but goes towards [00:07:59] the Baltic, because the Baltic has become warm like the Adriatic 10 [00:08:03] years ago, nothing, I will then call you from [00:08:07] time to time to alert people in a [00:08:10] rational way to prepare. mm for all [00:08:13] that is coming, thank you very much for explaining [00:08:17] some things to us and making them clearer, because all [00:08:21] of it, all of it seems so [00:08:23] incomprehensible to us sometimes, thank you Mr. Lipovčak for this [00:08:27] guest appearance, thank you. [00:08:45] And now we will zoom in [00:08:47] and include Luka Oman from the Friends of [00:08:51] Animals association. Mr. Oman is in Rijeka, we will wish [00:08:54] him good day and welcome to our program. [00:08:58] Thank you very much, warm greetings to everyone. So, to start, perhaps [00:09:01] let's begin uh with [00:09:05] what you said about the Zagreb Zoo, [00:09:09] where a lioness died. [00:09:12] A young lion killed her, you experienced that [00:09:16] as uh the collapse of [00:09:20] the system and you are actually asking the city of Zagreb to [00:09:23] stop financing the captivity [00:09:27] of animals? [00:09:30] Exactly, in the media it is said that the lioness was killed [00:09:33] by a lion, but let's be realistic, the lioness was killed by the system of zoos, [00:09:37] namely, the lioness did not come [00:09:41] to Zagreb because she was saved. She doesn't [00:09:44] need help, certainly not in that way, so she came [00:09:48] purely out of commercial [00:09:50] needs, meaning to breed and create new [00:09:54] attractions, new individuals who will be imprisoned for life, [00:09:57] so this has nothing to do with animal protection, nothing [00:10:01] to do with species preservation, because it's logical that [00:10:04] a lioness will not help preserve uh [00:10:07] endangered species in their environment, so it's about [00:10:11] preserving... one collection [00:10:14] of zoos among themselves, that's why they trade and exchange, [00:10:17] breed, then we realized that actually [00:10:21] this case also showed [00:10:25] how much animals in zoos truly [00:10:28] suffer, not only from captivity itself, but precisely [00:10:31] from this system of exchange, breeding and [00:10:35] actually creating these lifelong [00:10:37] prisoners, uh, the money that is spent on all of this [00:10:41] comes from all citizens, even those who would never enter a zoo precisely [00:10:45] for ethical reasons, precisely because they know that in [00:10:47] the 21st century it is completely inappropriate to [00:10:50] deliberately deprive an animal of its [00:10:54] freedom. To breed a wild animal in captivity [00:10:57] to be a slave, to be an exhibit, whatever, [00:11:01] so, the money of all citizens goes to [00:11:04] this kind of game, to this cruel [00:11:07] game, actually the arrival of new [00:11:10] individuals, we believe that the city of Zagreb should [00:11:13] now make a concrete move, which is [00:11:16] definitely stopping the breeding and bringing [00:11:20] of new wild animals into the zoo, so [00:11:24] simply that's what can be done immediately, over [00:11:27] time it should be transformed into a modern [00:11:30] educational institution, where actually [00:11:34] animals are truly not tortured, not abused by captivity, but [00:11:36] uh in an interesting way [00:11:40] available today, animals can be seen in their natural [00:11:44] environment, whether it's through 3D animations, [00:11:47] high-resolution screens and so on, meaning an [00:11:50] attraction can be created, so that animals are truly [00:11:54] experienced as they are, and a wild animal can [00:11:57] separate it from what [00:12:01] makes it a wild animal, which is its natural [00:12:04] environment, we need to ask ourselves what a [00:12:08] lion is doing in the city of Zagreb, well that's not just [00:12:11] far from its climate, it's not even on its continent, [00:12:15] so let's just be realistic and say [00:12:18] let's leave animals alone, let's leave [00:12:21] them in the wild, let's not exploit them for our [00:12:25] entertainment, because there's nothing else here but exactly one [00:12:28] neglect, abuse of animals for entertainment, in [00:12:31] a very perfidious, systematic way, [00:12:35] where it's not immediately apparent that it's [00:12:39] about that, the lioness comes to Zagreb, it's always presented as [00:12:42] good news, now we see what is hidden behind that, a violent [00:12:46] breeding and all with the aim of creating offspring who will [00:12:50] be lifelong behind bars, imagine if [00:12:53] you deliberately make someone... to be born a slave and die a [00:12:57] slave, to suffer in captivity for life, a wild [00:13:00] animal cannot get used to captivity and it suffers [00:13:04] as soon as it is born in captivity, we know that, experts know [00:13:08] it and we still do it, that has to stop, we also [00:13:11] think that the zoo should not [00:13:15] way by the city of Zagreb because it is the common [00:13:19] money of citizens which can go to culture, art, for [00:13:22] genuine animal protection, but not for... human attraction and [00:13:26] entertainment, what about those who will say that it is actually a way [00:13:29] of preserving [00:13:30] species, [00:13:33] how can a lion who will suffer here in [00:13:37] captivity in the city of Zagreb help a lion who [00:13:40] is fighting for survival in its environment, I mean, people are not [00:13:44] that stupid anymore to believe such things, [00:13:48] so what I'm talking about some uh preservation [00:13:51] of the genetic code also makes no sense. Zoos [00:13:55] really don't need to uh be [00:13:58] some uh how can I say preservation [00:14:02] of the genetic code, there are programs that deal with that, which have nothing [00:14:05] to do with zoos, so uh zoos [00:14:09] breed animals, not to protect [00:14:13] animals in nature, nor is that possible, but precisely for their [00:14:16] own benefit, to simply maintain their collection [00:14:20] to constantly have new offspring who are, of course, the main [00:14:24] attraction. Exactly that, in the media it can be said, "Look, a [00:14:28] baby lion was born, everyone come to the zoo to see it," meaning, [00:14:31] let's not delude ourselves with some kind of education, [00:14:35] because we can only educate children in zoos to [00:14:39] show them that it's okay to imprison animals for our [00:14:42] entertainment, then we wonder when they want to have [00:14:46] an exotic animal at home, I mean, there's no difference, an animal [00:14:50] suffers in captivity, wild, exotic, and just as individuals shouldn't [00:14:53] have them, neither should cities, and I repeat, with common money [00:14:57] financing all of it, so [00:15:01] there's no education here, except bad education, there's no [00:15:03] preservation of animal species, but precisely this [00:15:07] deception, I repeat, people are no longer uh so [00:15:11] foolish, if I may put it that way, to think that [00:15:14] a lion who will spend its entire life [00:15:17] in captivity behind bars in the city of Zagreb [00:15:20] uh will do anything for the well-being [00:15:24] of lions. somewhere on another continent where they are endangered, [00:15:27] I mean, that's the reality, Mr. [00:15:31] Oman, not so long ago a case of severe [00:15:33] neglect of animals shocked [00:15:37] Croatia, a case in which all [00:15:40] institutions actually knew, although they claimed that they didn't [00:15:44] really know that it was difficult to uh [00:15:47] trace the perpetrators, shortly after [00:15:50] that, a horrific case was recorded [00:15:54] in Dvor, dozens of dogs, some [00:15:57] alive and some dead, and other animals were found, you are demanding [00:16:01] sanctions for veterinary inspectors who were [00:16:05] actually involved in that case and... "whose jurisdiction [00:16:08] it actually was uh to take care [00:16:11] of it, [00:16:13] that's right and with full justification, namely, this case was known [00:16:17] for years earlier, not only [00:16:20] did citizens report [00:16:22] shocking footage was released in the media, uh, but [00:16:26] it was clear that the inspection uh in some [00:16:29] way legalized it, meaning it ordered, I don't know, vaccination, [00:16:32] microchipping, then it allowed it to develop further without any [00:16:36] control, of course..." The result that happened is unfortunately not [00:16:40] the only case that showed that our system for controlling the [00:16:43] animal protection law is completely non- [00:16:47] functional, citizens who report it really [00:16:50] know that, it's constantly a blame game [00:16:54] and constant justification from the veterinary inspection that they now have [00:16:58] a problem with, I don't know, swine flu or something, they can't [00:17:01] deal with animal protection similarly and we truly saw that it's... [00:17:05] a systemic problem where the animal protection [00:17:07] law, when it came into force, [00:17:11] simply needed, needed an institution to enforce it, but [00:17:15] that unfortunately did not happen, instead of creating [00:17:18] an animal protection inspection, so [00:17:21] uh that these would be inspectors who exclusively [00:17:25] deal with the animal protection law, it was transferred to the veterinary inspection. [00:17:29] The veterinary inspection primarily acts according to the veterinary law, [00:17:33] the health law and other laws that are related [00:17:36] to... to health - then [00:17:39] animal welfare simply did not have a place [00:17:42] and still doesn't today, and that's why we believe that a [00:17:46] serious reform of the system is needed so that such [00:17:49] cases simply do not happen again, all of this could have [00:17:52] been prevented, everyone knew about it, institutions knew [00:17:56] about it, but unfortunately everything that could have been done [00:18:00] was simply not done, mm, we can now [00:18:05] the dead man mm who... is the owner of [00:18:08] those dogs, but let's be realistic, the competent institutions [00:18:12] should take responsibility, so, as much as that [00:18:15] man is to blame, certainly those who were [00:18:19] supposed to control all of it are to blame, they knew about [00:18:22] that case, unfortunately they did not do their job properly, [00:18:25] I repeat, throughout Croatia the situation [00:18:29] simply does not work, it's really [00:18:31] alarming, that's why we held this protest with a clear [00:18:34] demand that we want reform of the veterinary inspection, [00:18:38] we want simply a system that will not play games with citizens, but that [00:18:42] will act according to the animal protection law and punish all [00:18:45] those who do not adhere to the basic rules of the animal protection law, [00:18:49] regardless of whether they are citizens, whether they are [00:18:52] associations, whether they are veterinarians, whether they are mayors [00:18:56] or heads of municipalities, the law applies equally to everyone and where we have [00:19:00] order, there everything simply works, so we [00:19:03] don't have problems with the animals themselves but with the people [00:19:07] who keep them outside the law, keep [00:19:10] them improperly, keep them inhumanely and of course then create [00:19:14] problems for animals, as well as for other people and [00:19:18] the entire community, so we need law [00:19:21] enforcement very simply, the statistic I read somewhere is [00:19:25] startling, it says that approximately [00:19:28] 10,000 animals mm [00:19:32] are abandoned during the summer months, so [00:19:36] your campaign, family to the sea, dog to [00:19:39] the street, which is always active during these summer [00:19:42] months, in order to actually raise awareness among all those who [00:19:46] have decided to take on the responsibility for a living being to [00:19:49] stick to it until the end, a dog is not something that lasts six months [00:19:53] as long as you like. [00:19:56] Exactly, that's the main message, people often [00:19:59] carelessly acquire pets, in this case [00:20:03] a dog, which often turns out to be, I don't know, a present for an argument, which [00:20:07] we... always say no, a big no, [00:20:10] in any case, we believe that animals should not be gifts at all, they should not [00:20:14] be objects of purchase, [00:20:17] trade, but people should, if they already have the conditions, [00:20:21] first, the whole family should consider whether for the next [00:20:24] 15 years they will have enough money, [00:20:28] time, desire, will for that, the whole family, then they go to [00:20:31] a shelter for a dog, it's really tragic that in Croatia [00:20:35] we have such a large number of abandoned animals, that, that is, [00:20:39] that's actually our shame, it shows how we [00:20:42] treat animals, of course, it's a [00:20:45] minority, a large minority of people, but look how much trouble can [00:20:49] a minority create, so it's really about [00:20:52] 10,000 abandoned [00:20:55] animals, or rather dogs, where are the cats and other [00:20:59] animals that are abandoned, so in just [00:21:02] one year, shelters are full and now imagine in that situation someone [00:21:06] is looking through classifieds and looking at how many hundreds [00:21:10] or thousands of euros they will pay for a dog, in that way [00:21:14] they leave an animal in the shelter, not just that [00:21:17] animal, but they also leave [00:21:20] an empty space for an animal when it can finally come to its place, so when [00:21:24] we adopt an animal, we directly save the animal we [00:21:27] adopt, but we also free up space in the shelter for [00:21:31] those who still, well, don't even have the opportunity to be advertised [00:21:34] for adoption, and the third thing, we do not participate in that [00:21:38] cruel pet industry, so [00:21:41] simply because we did not give money to that [00:21:44] cruel business, it simply does not, at least [00:21:47] not with the help of our own... money, there [00:21:51] is great suffering on all sides and we can stop it [00:21:54] by thinking about the fact that an animal [00:21:58] needs castration, we often forget that, unfortunately [00:22:01] in Europe we are lagging behind in the number of dog [00:22:05] and cat castrations, uh, [00:22:08] we simply realize that it is the main legal obligation, it [00:22:12] is prescribed, so the control of pet breeding [00:22:15] is clearly prescribed by law as [00:22:18] an obligation, precisely castration is where... we can help [00:22:21] dogs and cats more so that they have an easier coexistence with us and, most importantly, [00:22:25] that they do not breed uncontrollably mm [00:22:28] then where is microchipping treatment food [00:22:31] and what is also important, spending time with the [00:22:34] animal itself, so dogs and cats are social beings and [00:22:38] need our presence, we cannot use them in a way that, well, now they are [00:22:42] interesting because, well, the children are small children, the puppies are small, now they [00:22:45] are playing, then when we get bored of them, we will put them away like objects and [00:22:50] behind the house on a chain to die, for example, now in this [00:22:53] heat, can we imagine that suffering which is physical, but also [00:22:57] psychological for a dog that cannot understand why it is [00:23:00] now put on a chain, why its pack, its [00:23:04] family abandoned it and so on, those are sad moments, [00:23:08] those are, those are simply scenes that tourists should not [00:23:11] see in our country, [00:23:15] we certainly believe that abandoning animals is fully justified [00:23:19] to be punished with imprisonment for up to two [00:23:22] years, but we believe that the implementation of these measures [00:23:26] of castration, microchipping needs to be much more strictly controlled, [00:23:30] because the goal is to actually prevent rather than [00:23:33] treat human irresponsibility, of course [00:23:37] we can help a lot by not buying animals, but by [00:23:41] adopting them, by volunteering in shelters, by simply promoting [00:23:44] adoption as a noble act, which it truly [00:23:48] is. Which countries, in your opinion, have well resolved [00:23:51] the issue of animal welfare, we touched upon [00:23:55] Croatian shortcomings or deficiencies in Croatian [00:23:58] law, which countries do you think are leaders in [00:24:01] some way in that area? [00:24:04] Well, look, there are many European countries that have simply [00:24:08] solved the problem, they solved the problem of course with strict laws, [00:24:12] education that was systematic, meaning that it was not [00:24:16] solved by associations, but precisely by local, [00:24:18] regional at the national level, and their [00:24:22] shelters are simply half-empty, their shelters serve precisely [00:24:26] for when an animal is in distress, not [00:24:29] like with us when shelters are actually services for citizens' irresponsibility [00:24:33] and that everyone thinks that when they no longer like [00:24:36] how an animal behaves, that they can simply throw it on the street, someone [00:24:40] will pick it up and put it in a shelter, it cannot function like that and [00:24:44] it is sad that we have managed to solve the problem with cars, that we [00:24:48] cannot park it anywhere, we know... [00:24:50] we will get a fine, we will not even complain because we have no reason to, [00:24:53] we will pay that fine, then for example, that's how we treat [00:24:57] living beings for whom we are not obliged to care, so [00:25:01] everyone decides, it's their choice whether they will care for [00:25:05] a dog or a cat and certainly if they don't have [00:25:07] the conditions then it's better not to care for them, [00:25:11] not to keep them, they are a greater friend of animals, than if they [00:25:15] he actually takes it and then neglects it, keeps [00:25:18] everything on a chain, lets them roam around [00:25:22] not caring if they will be hit by a car or similar. So [00:25:25] such things are terrible and actually speak about us [00:25:29] humans. Animals are exclusively victims, and [00:25:32] we have good examples abroad where we can [00:25:36] simply see how we can apply this [00:25:39] here, although I must say that [00:25:43] unlike abroad, we must have much stricter laws [00:25:46] and of course the prescription of penalties. For example, I will tell you... [00:25:50] microchipping, which when it came out abroad was the same as when it came to us, [00:25:54] people accepted it themselves without any laws, and some [00:25:57] countries have an incredibly higher percentage of total [00:26:01] microchipped dogs. Than us where it is mandatory and where [00:26:05] penalties are prescribed. So we simply have a different [00:26:08] mentality and here people enforce the law not when [00:26:12] it is prescribed, but when they see if it will really be enforced, if [00:26:15] it will really be punished. So let's punish, I think that is [00:26:19] the best form of education. I think that if microchipping, for example, [00:26:23] has been mandatory since 2004 for [00:26:26] puppies, and then 2006 for everyone, I think in today's time [00:26:29] to be, how shall I say, warning someone? Instead of [00:26:32] punishing, I don't think it makes sense, especially since microchipping [00:26:36] is the smallest item that will need to be done [00:26:40] for their dog. So if they are not able to stand behind [00:26:43] that responsibility with their full name, I really [00:26:46] see no other way but to strictly punish, and [00:26:50] local communities have a duty to control. So every city and municipality [00:26:54] should visit every household [00:26:57] to verify if all dogs are microchipped. [00:27:00] Now, we come to the point that cities and municipalities are extremely important in [00:27:04] this regard. If they all did it equally, we again have good [00:27:08] examples that they have, of course the problem would be solved, because all dogs [00:27:12] would be marked to the person who is then responsible for [00:27:15] their care. There are no unmarked dogs. In addition, [00:27:18] of course, if they implement uh programs [00:27:21] for financing the castration of owned dogs and cats, [00:27:25] so that they simply think that it is cheaper to [00:27:28] pay, even for some irresponsible person, for [00:27:31] castration. Their dogs and cats, that it is still cheaper than taking care [00:27:35] of, for example, a female dog with six puppies or [00:27:38] a cat with seven kittens. So simply castration is [00:27:42] definitely a humane means, [00:27:45] effective, which helps both animals and [00:27:48] people who have applied it in many countries to get rid [00:27:52] of these unwanted offspring, [00:27:55] meaning to get rid of human [00:27:57] irresponsibility. I mean, we know the tools, I think we know what needs [00:28:00] to be done, it just... it needs to be dealt with equally [00:28:04] across the entire area. Currently, we have a situation where, for example, in one [00:28:07] county we always have good examples, two or three [00:28:11] municipalities or cities truly do everything according to the law, including education, castration, [00:28:14] microchipping. But unfortunately, 10 or more local [00:28:18] communities haven't even done the basic things according to the Animal Protection Act, [00:28:22] what will happen, of course, the enforcement of the law [00:28:25] falls, and the burden goes precisely to these good examples, because [00:28:29] of course, not everyone knows about borders and a stray dog will simply arrive [00:28:33] in a municipality where it will be cared for. That is not fair [00:28:36] and it is clear that this needs to [00:28:38] be fixed. [00:28:40] Mr. Oman, thank you very much for your time and for being a guest on N1 [00:28:44] Television.
