[00:00:01] "That's what you are saying, that, [00:00:03] well, look, it's just a question of how that will specifically translate and begin, I think [00:00:07] that security should be ahead of minerals, but she [00:00:10] is not in a party that can do that, that [00:00:14] can say that, given precisely such treatment, and [00:00:17] Macron also sent a certain message in that regard, so I [00:00:21] say European leaders have a problem, that's exactly what I [00:00:25] said, today I think that European leaders mostly [00:00:28] have a problem with..." maintaining [00:00:32] basic values, and I said that in parliament yesterday, that it is a shame for [00:00:35] European leaders [00:00:38] that, uh, the day after everything we saw in Serbia, uh, that [00:00:42] Macron receives, receives Vučić for dinner [00:00:46] Mars, the Moon, asteroids, and and takes pictures on social networks, so, so that is completely [00:00:49] unacceptable. How did yesterday's [00:00:53] current affairs look to you yesterday? [00:00:57] Well, if I can just perhaps say for... for [00:01:00] the European Commission, what I think was perhaps the most concrete [00:01:03] in yesterday's speech was the protection of children on [00:01:07] social networks, I think that is a positive step forward and I think [00:01:11] that, if everyone agrees, that is, after all, what [00:01:15] we could have already had in Croatia, [00:01:19] because we asked for it and put [00:01:21] it on the agenda, we [00:01:25] could have voted on it, children in Croatia could have already been [00:01:28] protected in that sense. However, HDZ [00:01:32] rejected our proposal, it had [00:01:35] various excuses, but in principle only because it was our [00:01:38] proposal, the proposal of "We Can" and the proposal of the opposition. I think the key [00:01:42] step forward is the protection of children on social networks, [00:01:46] because it has been shown that the addictive design [00:01:50] of social networks has an extremely negative [00:01:53] impact, uh, on mental, unfortunately, on the mental [00:01:57] health of children, on learning processes, and generally. [00:02:00] Development, yes, I say, that is just [00:02:03] a commission proposal, well, we could have already had it, we could have already had that in Croatia, [00:02:07] just as some other countries have solved it independently, so it will be especially interesting [00:02:11] to see if it will then be at the level of all member [00:02:14] states, because, let's briefly go back, Ursula [00:02:18] von der Leyen herself said that the way decisions [00:02:21] are made in the European Union was not designed for this time, so [00:02:25] perhaps a new way should be [00:02:27] conceived in terms of decision-making. Well, I [00:02:31] think the European Union has indeed [00:02:35] stalled in terms of the speed of decision-making, [00:02:38] and in terms of institutional design, which [00:02:42] surely must change and surely must [00:02:44] adapt to new circumstances in my opinion, but it also needs [00:02:48] to be clear, [00:02:52] clear that it is not just a matter of institutional [00:02:54] design, it is a matter of, uh, the leaders [00:02:58] of certain countries... do not see eye to eye, do not have [00:03:02] a unified policy on a number of issues, for example in foreign [00:03:05] policy, this was best seen last year [00:03:08] and this year regarding Gaza, well today, [00:03:12] or rather yesterday, we saw that [00:03:13] von der Leyen [00:03:16] condemns what is happening in Gaza, but she herself now [00:03:19] admits that the leaders of European countries cannot [00:03:23] agree even on that, uh, [00:03:26] in Gaza, because, or rather, in the West [00:03:30] Bank, where illegal settlements are expanding, which are [00:03:33] contrary to international law, that [00:03:36] sanctions be imposed there, any sanctions, so [00:03:40] they are not able to agree even on that [00:03:43] minimal step, even though we are looking at a humanitarian [00:03:46] catastrophe in Gaza and a political catastrophe. Well, but here we return to the question [00:03:50] of values versus, so it's not just a matter [00:03:53] of institutional design, it's that member [00:03:57] states, or the European Union, must return. And must start [00:04:01] defending the values on which it was founded in treaties, and [00:04:04] I think that is an impulse that would then be sent to [00:04:07] citizens who could then gather around such [00:04:11] values, offer perhaps a slightly better picture [00:04:14] of the world than the one we see today, and which, I [00:04:18] think, is absolutely terrifying, uh, [00:04:21] for people and citizens who are watching [00:04:24] it. We will briefly return to that, [00:04:27] I just wanted to comment, since you were asking questions [00:04:31] yesterday morning, this with the Porphyrian left [00:04:36] Bosanac, that discussion is just a term, we saw it on the internet, there were [00:04:38] various uh terms, generally that political [00:04:42] communication is also [00:04:45] terrifying, well, political communication has [00:04:49] indeed deteriorated in parliament [00:04:51] for some time now, I can refer to what [00:04:55] happened yesterday, specifically what happened to our [00:04:59] colleague. Ivana Kekin, when [00:05:03] the prime minister called [00:05:05] her "sweetie" and said he would play tougher, [00:05:09] I think what he did, that... "and [00:05:12] he did it after my colleague [00:05:16] said uh that she would not [00:05:19] allow people who steal from healthcare [00:05:23] who do not prevent illegal waste [00:05:26] disposal in Gospić who poison our country, [00:05:30] i.e., the environment, [00:05:34] that's what the prime minister actually [00:05:37] told her, that she was a "sweetie." So, I think [00:05:41] that was a message for... actually Croatian [00:05:43] citizens who demand that it was [00:05:47] a belittling of Croatian citizens, who demand [00:05:50] that institutions protect them, that they work for [00:05:53] them, not for private interests, and citizens understood it as [00:05:57] belittling, as a message addressed [00:06:00] to them, because yesterday we saw [00:06:04] uh a really huge flood of posts on social [00:06:07] networks, people who solidarized with our [00:06:11] colleague. Who said that they are also those "sweeties" who [00:06:15] want institutions to protect them, that institutions protect them, that [00:06:19] institutions work for the public interest, who will no longer [00:06:22] allow such a model of governing [00:06:26] Croatia with criminal groups and [00:06:29] actually uh with institutions [00:06:32] that do not protect citizens but rather party [00:06:36] interests, institutions are made of people, [00:06:40] institutions are not abstract concepts. That's right, those people, that's what we were talking [00:06:44] about yesterday, those people were appointed [00:06:47] by Plenković, people who did not prevent [00:06:50] the removal, I say, of dangerous waste, illegal [00:06:53] waste in Gospić, people who [00:06:57] were shown to have carried out irregularities in healthcare, these are all people who were [00:07:01] politically appointed and for whom to this day he [00:07:04] has not taken responsibility, I think that the citizens also [00:07:08] with this act yesterday, uh, [00:07:10] of solidarity with colleague Kekin [00:07:14] showed that they will no longer tolerate such arrogance, [00:07:17] such swaggering, that they are ready to protect [00:07:21] their institutions. And just to conclude, the debate [00:07:25] at one point, and HDZ did this, and the prime minister shifts it to Zagreb, [00:07:28] to Jakuševac, [00:07:31] to blue bags, to wanting to make a point [00:07:35] about how much we can do in the name of our problems in Zagreb with [00:07:39] waste, that's typical political communication. Well, [00:07:43] now that you've mentioned it, I must [00:07:46] admit that I was genuinely surprised, and a little [00:07:49] shocked, by the prime minister's statement yesterday, [00:07:53] who says, uh, who remembers blue, remembers blue. So we have [00:07:56] the prime minister of the country, a resident of Zagreb, [00:08:00] uhm, and a prime minister who has a waste problem, [00:08:04] what message did he send to the citizens? Does the prime minister [00:08:07] use uh proper bags? I hope he [00:08:11] does, because that is the only legal way [00:08:15] to dispose of waste in Zagreb, and I think [00:08:18] that is also one way, uh, [00:08:22] how should I say, of belittling citizens who in Zagreb use blue [00:08:25] bags, who separate waste. I think [00:08:29] it is not a good message being sent from a country that [00:08:32] has problems with its waste management [00:08:35] system, which, as the European [00:08:38] Commission warned, uh, that [00:08:41] the prime minister is... not the country, I say who [00:08:44] uses those bags, or rather who actually separates [00:09:04] stay tuned for a new day, next we bring you [00:09:07] this: [00:09:10] Zoran Milanović at the diplomatic harvest. Will he comment [00:09:13] on events in [00:09:14] the country? [00:09:18] In the European Parliament, plenary debate, what is the immediate cause. [00:14:45] You are still watching New Day, today we are following the government [00:14:48] session live, a little later in our program, Katarina [00:14:52] Plantak was following, so Katarina, what can we expect [00:15:04] the second time this week that a government session will be held, [00:15:07] there are a total of 19 items on the open part of the session, but perhaps the most [00:15:11] important one is certainly the execution of the budget [00:15:14] in the first half of 2026. [00:15:18] We will see what the revenues and expenditures were, but also the state of [00:15:22] the state budget, also discussed [00:15:25] are loans to farmers to [00:15:28] stimulate agricultural production, councils for [00:15:32] Slavonia, Baranja, and Srijem, [00:15:35] northern Croatia, central Croatia, and Adriatic [00:15:39] Croatia are being re-established. There are also projects in [00:15:42] healthcare. The government will discuss giving [00:15:45] consent to the Clinic for Infectious Diseases "Dr. Fran [00:15:49] Mihaljević" for the preparation of the main project, as well as works [00:15:53] on the central complex. There will also be discussions [00:15:56] on support for Hotel Minerva, which is otherwise [00:15:59] a rehabilitation center in Varaždinske [00:16:14] accept the Artemis Accords, which then [00:16:17] regulate international relations in [00:16:21] civilian research of [00:16:24] comets, [00:16:27] a little later at 3:30 PM, [00:16:30] the scientific council, which was established [00:16:33] at that government session on Monday, will also meet [00:16:36] to discuss supporting the government [00:16:40] regarding the remediation in [00:16:42] Gospić, certainly among these points, as [00:16:46] I said, the most important one is certainly the state [00:16:49] budget, the state of public finances, at 11:30 [00:16:52] AM the prime minister will arrive here, the ministers will arrive, [00:16:56] and we will see what will all happen, we [00:17:00] will certainly stay here and continue to follow [00:17:19] And now we go live to the Croatian Parliament, parties are ongoing, [00:17:23] these are amendments to laws concerning higher education, doctorates, so [00:17:26] let's hear what it's [00:17:33] break to warn both the Croatian Parliament and the entire public [00:17:37] that this law, that is, the law on [00:17:41] higher education and scientific activity, is [00:17:44] the most important law for every community, including Croatia as [00:17:48] a state and community, because in fact, without a knowledge society, [00:17:51] which is what this law is about, it is actually [00:17:54] impossible to imagine any successful and stable [00:17:57] Croatian future, this [00:18:00] law actually needs to complete what is popularly [00:18:03] called the Package of Fuks's laws that were attempted [00:18:07] to be pushed through back in 2011 when Mr. Fuks was minister, but [00:18:11] then that catastrophe, that is, the occupation of the scientific system by [00:18:15] the executive branch, was eliminated even in the committee in [00:18:18] which HDZ had a majority. However, it was managed [00:18:22] to be pushed through in 2022 in the same manipulative way [00:18:25] as these amendments and [00:18:28] supplements are being pushed through now. Namely, back then, before an empty [00:18:31] parliament, I have a picture too, so [00:18:34] before a completely empty parliament, [00:18:38] that law was passed, and the procedure [00:18:41] was the same as now, so manipulative in terms [00:18:44] of dates, passing similar, with these [00:18:48] current amendments and changes, that process is actually being completed [00:18:51] so that the executive branch, which is extremely corrupt, completely [00:18:54] subordinates the scientific academic community [00:18:58] precisely to its corruption, and the academic community is [00:19:01] the only one that possesses the knowledge that knows how [00:19:04] to define systemic political corruption, and knows [00:19:08] knows how to eliminate it, so this is [00:19:11] the most important law which we are unfortunately passing [00:19:14] by urgent procedure, this is not the decision of Minister Fuks, this is [00:19:17] the decision of an unenlightened absolutist, [00:19:20] a traitor and dictator Andrej Plenković who [00:19:24] proposed that law, and the Parliament unfortunately on the 15th [00:19:28] a few days ago voted to accept that [00:19:31] urgent [00:19:56] Parliament, esteemed Minister with associates, esteemed [00:20:00] colleagues, I request a 10-minute break on behalf of the club [00:20:03] of representatives of the Croatian [00:20:07] Democratic Union to once again explain [00:20:10] and draw attention to the circumstances for the adoption of this [00:20:14] law under urgent procedure, so first of all, [00:20:17] I will remind you that the law on higher education and scientific activity [00:20:21] was adopted in 2020 and two years, and certainly [00:20:25] in its application, therefore, the need for additional [00:20:29] clarification of individual legal solutions was observed for consistent [00:20:32] application, elimination of legal loopholes and administrative difficulties [00:20:36] and, of course... increased efficiency of the system, the basis for [00:20:39] the adoption of this law under [00:20:43] Article 204 of the Rules of Procedure of the Croatian Parliament, [00:20:46] according to which laws can be adopted under urgent [00:20:50] procedure in case it is required by especially [00:20:53] justified reasons, [00:20:56] so, we all know that the existing law stipulates [00:20:59] that at a public higher education institution, a teacher's [00:21:03] employment contract terminates due to retirement at the end of the academic [00:21:07] year in which the teacher met the conditions for the termination of the employment [00:21:10] contract in accordance with the law and [00:21:13] of course uh therefore, the urgent [00:21:17] adoption of this law is necessary so that this... right can be exercised [00:21:21] already in this current academic year, [00:21:24] so October 1, 2026, [00:21:28] precisely because of retaining the top experts in [00:21:32] the system for full professors in permanent appointment, professors of vocational studies [00:21:36] in permanent appointment and scientific advisors in permanent [00:21:39] appointment, the possibility of continuing to work until the age of [00:21:43] 67 is prescribed, and I emphasize, this is [00:21:46] not about one, two, three, or five [00:21:50] people, but about a whole host of our prominent [00:21:54] scientists and experts, for them it is [00:22:04] of the Independent Club to once again address [00:22:07] this problematic urgency, the urgent procedure under which [00:22:11] this law was pushed through, colleague Bedeković did not convince me that [00:22:14] there were urgent circumstances, special [00:22:18] circumstances, so... The urgent procedure should be [00:22:21] an exception, it is possible, but it should be [00:22:45] the year before last was there no awareness that we have excellent experts who will [00:22:49] leave? Not 65 years old, who are still in full [00:22:52] intellectual condition who would be good to keep in [00:22:55] the system, well I mean, we are making a mockery of ourselves and of [00:22:59] the science system, rumors and names are already circulating, who is it who in [00:23:03] January turns 65 years old, who lobbied the most [00:23:06] that is, who is that person, for this [00:23:10] to be pushed through now, we cannot as legislators be [00:23:13] a service to someone's desire not to retire, but to stay [00:23:17] for two more years, so... [00:23:20] So, these very amendments to this law are compromised [00:23:23] by their being pushed through in an urgent procedure, because there are no sufficiently [00:23:27] justified reasons, let's not belittle ourselves as [00:23:30] legislators, these are serious matters, serious [00:23:33] laws, they have long-term consequences and they should be passed with [00:23:37] quality public debate and not during annual leave to push them through [00:23:41] in regular procedure, [00:23:44] because the devil lies in haste, where there is haste and [00:23:47] urgency, there is no sufficient justification. [00:24:14] today in all our live broadcasts from Strasbourg, at 3 PM [00:24:17] a parliamentary debate is expected which especially [00:24:20] interests us, given that it concerns toxic [00:24:23] waste. Maja Štrbac is still in Strasbourg, now she has [00:24:33] be the first speaker, a Croatian speaker, [00:24:37] MEP Karlo Ressler, welcome to [00:24:41] the program. Good day to you and your viewers. Well, the very [00:24:45] title of the debate awaiting us at 3 PM is "Protection of human health from [00:24:49] toxic substances." One of [00:24:52] the opposition's remarks is that the title itself changed from [00:24:56] what it was initially supposed to be, it was supposed to include [00:25:00] PFAS compounds, but also Croatia as a case [00:25:03] study that would then be presented in its full [00:25:07] extent. So how did that situation come about, that it was [00:25:10] excluded? Well, to begin with, I think it's very good that we have the opportunity here [00:25:14] in the European Parliament to discuss a topic that is quite important, [00:25:18] a topic... that concerns all member [00:25:22] states, that concerns all European societies precisely because [00:25:25] of that, because many other foreign colleagues will participate [00:25:29] in this debate, there will be an opportunity to highlight [00:25:33] our reflections, uh, and a serious [00:25:37] approach, so as for this dilemma [00:25:41] between whether it is exclusively a national, Croatian [00:25:44] topic, I don't think so, will there be talk today about [00:25:47] the situation in Croatia? Absolutely, yes, I think it is [00:25:51] extremely relevant, topical for us and [00:25:54] because of that I am looking forward to the debate. What are your [00:25:57] thoughts that you mentioned? Well, first [00:26:00] of all, that this topic... [00:26:02] which is now being addressed for the first time in the European Parliament, [00:26:06] so the topic is immediately after that big police [00:26:10] action, arrests that took place in February 2025, [00:26:13] due to suspicion of such [00:26:17] unauthorized, illegal, scandalous disposal and [00:26:20] burial of waste at several locations in Croatia, [00:26:23] at that time, in Europol's report, Gospić was mentioned, [00:26:27] but also Benkovac and Varaždin, it shows that [00:26:31] it is a topic that... [00:26:33] yes, so it is not only national, but also very much European, that [00:26:37] it is cross-border, often in its character and that's [00:26:40] what, as I started to say, discussed immediately several [00:26:44] weeks after that case in the competent Libe committee, i.e. [00:26:48] the Committee on Civil Liberties, Justice and Home Affairs here in the European [00:26:52] Parliament, uh, it is about one of [00:26:55] the most lucrative activities [00:26:59] of organized crime that exists in the world, the European Commission. [00:27:03] predicts or estimates that it is about the fourth most lucrative [00:27:07] form of organized crime with an estimate [00:27:10] of some damage or some benefit that is realized [00:27:14] through it, which reaches up to 230 billion [00:27:17] euros, uh, so these are huge [00:27:20] amounts, it is clear that there is a lot behind that, these are [00:27:24] some of the topics we will talk about today, but it is clear that what [00:27:28] is most important to us at this moment is exactly as [00:27:30] the topic of this... debate says, the protection of human [00:27:34] health from any toxic substances, mhm, from any toxic [00:27:38] substances, you are the first Croatian speaker at [00:27:42] 3 p.m., that is the second generally, [00:27:44] of course, so will you specify this topic and highlight [00:27:48] the Gospić case and say what actually happened here [00:27:52] and why the [00:27:53] Europarliamentarian [00:27:57] uh, Europarliamentarian Bosanac pointed out that this should be discussed [00:28:00] here, so I certainly invite you to... [00:28:12] Yes, this is a big topic in Croatia, follow everything [00:28:15] that has been happening in recent days, I think what most [00:28:19] interests citizens in any case is how [00:28:22] to solve the problem. The problem is primarily solved in [00:28:25] Croatia, but it's good that here we can also talk about [00:28:29] how such situations should never happen again. Not in [00:28:33] any member state, how Europe as such can learn lessons [00:28:36] and how to ensure that in such [00:28:40] complex cross-border cases those who are really [00:28:43] responsible, who have made their profit, [00:28:46] are really punished for it, as for health [00:28:49] protection, it is clear that these measurements must [00:28:52] continue, that the public must be informed transparently, [00:28:56] these are some standards that are important to us [00:28:59] and one of the main messages that we will send here today [00:29:03] is certainly that there should not [00:29:06] be any differences between member states on this because [00:29:09] the protection of human health is a standard that we must protect [00:29:12] throughout Europe. Of course, my [00:29:15] we return to my private question, will you specify that this is the case in [00:29:19] Gospić? Yes, we will certainly talk about the situation that is [00:29:22] happening in Gospić, but why not in Benkovac, in Varaždin, [00:29:26] Poznanovec, other cases, which are current and very important for [00:29:30] Croatia, but also. for the entire European Union, [00:29:34] mhm, let's go back to one more thing that happened last [00:29:37] Thursday, that is that it was rejected for the people of Gospić to come [00:29:41] here to parliament, [00:29:43] now MEP Bosanac says that this was done by the EPP, although [00:29:47] he is the only one in the committee who could say that he wanted [00:29:51] that to happen, so here we have a [00:29:54] procedural story and, but an urgent [00:29:57] procedure for a petition in parliament was still submitted, [00:30:01] the fifth committee was rejected from visiting Gospić and [00:30:05] actually seeing everything that is happening and seeing how credible [00:30:08] every petition submitted is, so how did that situation come about? Well, [00:30:12] I see there are some inaccurate interpretations, [00:30:16] I think the situation is quite clear, at this plenary session [00:30:20] we will discuss this topic, I said already in May last year [00:30:23] in the Libe committee it was discussed that in a broader [00:30:27] European context, [00:30:30] uh, as I understand it, also in the committee for petitions. In which [00:30:33] the only member from Croatia is actually Mr. [00:30:38] will also be held, I don't see why [00:30:42] we, either from the Croatian Democratic Union or from the European People's Party, should have [00:30:46] anything against that, as you also said, it is about some [00:30:49] internal procedures, formalities, procedural [00:30:53] matters in a process in which no one from [00:30:56] the deputies participates and I think it's good that this week we will...
