'know the human race has been uh human [00:21:52] race's experience of intelligence is other humans, that's it, we've we've never [00:21:56] seen systems that are massively more intelligent than us, um, we don't [00:22:00] know what effect that will have on the world, what what what things they will come up [00:22:03] with, so part of the concern [00:22:06] the unknown, you know, it's not that that we've got some calculation that [00:22:10] shows that this is likely or what the exact percentage is, we just don't know [00:22:14] uh, so people are expressing their gut feeling um that there is some [00:22:17] risk there and it's real and it should be taken seriously'. "I think regulation is [00:22:21] extremely hard, um, I think the big labs are working on safety, [00:22:24] they care about safety, but it's fundamentally a technology [00:22:27] problem. Uh, to make these systems safe requires, [00:22:31] requires layers of new technology integrated with these with these [00:22:34] agents. Um, the raw technology that's advancing [00:22:37] AI is unreliable, if if that's the thing that's doing the reasoning, if [00:22:41] that's the thing that's fully in control, then that's that's where a lot of the risk comes [00:22:45] from, so so safety um largely involves [00:22:48] technology solutions." That's that's clearly not something that government can [00:22:52] supply. Yeah, I think a kill switch is kind of it's an [00:22:56] emergency break. It's definitely not the the total solution to the [00:22:59] problem. Um, if you think about a production line, there might be a big red button that [00:23:03] that shuts down the production line, but the production line is not safe because of that big red [00:23:07] button, it's safe because of all sorts of rules and all sorts of care that's gone into the [00:23:11] building of that production line. Um, that's the same with AI, being [00:23:14] able to shut it down is is sensible [00:23:17] precaution, um, but it's definitely not a... [00:23:20] substitute for for sort of full safety policy, so there is [00:23:23] a global race to develop [00:23:26] superintelligence, [00:23:28] and that will bring all sorts of benefits as well, there is [00:23:32] risk, but it will also potentially bring all sorts of benefits to humanity, solving [00:23:36] problems, advancing science, solving medicine, so it's [00:23:40] right to to want to advance AI, and [00:23:43] any regulation that slows down AI, that's only limited to [00:23:47] one part of the world, risks the other parts of the... world advancing [00:23:50] ahead, so it's a legitimate [00:23:53] problem, and the only way past that is international collaboration, [00:23:56] so the US and China need to agree what what [00:24:00] precautions need to be taken and it needs to be applied globally, it can't really [00:24:04] work if only one country is doing it. I well, let's [00:24:07] see, um, I, the AI systems of today [00:24:10] are not a threat to humanity, the concern is about what will [00:24:13] happen, particularly with advancing is in AI, and [00:24:17] particularly with AI advancing itself. so this is also one of the [00:24:21] concerns is that AI is now getting good enough that it can [00:24:24] self-improve. um, so the concern is if if if that happens [00:24:28] and that starts to accelerate, we may see very big acceleration in [00:24:32] artificial intelligence capability quite quickly. so it it's right [00:24:35] that we should be worrying about it now, and it's right right that we should be working very [00:24:39] hard to find solutions right now, um, but the the solutions [00:24:42] that are here right now uh the AI systems that are here right now are not a huge [00:24:46] threat. i don't i don't think it's practical to slow.
