Well, I [00:11:48] think that this information is not used adequately [00:11:52] and that that's why we might have had [00:11:55] this situation, not only now, but also in previous years, similar [00:11:59] situations, when it comes to, and as for [00:12:02] prevention, what remains for us [00:12:06] is to try to manage combustible [00:12:09] material for a longer period, that's the only thing we [00:12:13] can influence, [00:12:16] in a sense, we can also influence people, but let's remember [00:12:19] the situation from before, from last year when we had [00:12:23] over 600 fires in one day, meaning... [00:12:25] there will be a certain number of people who, no matter how much we [00:12:29] raise awareness about the importance of forests, the danger that threatens us from [00:12:32] fires, simply to some people that [00:12:36] information will not reach them or they will not process it, they will not [00:12:39] accept it, they will behave as they behave, i.e., [00:12:43] they will set some 600 fires every day somewhere, [00:12:47] but it will depend on the fire weather index, i.e., on the condition [00:12:50] of the combustible material, to be more precise, [00:12:53] whether those... 600 fires will become [00:12:57] real fires that will then be a big challenge for [00:13:00] uh the resources we have and which we can use to extinguish [00:13:04] forest fires. "nothing, so here I really have to thank [00:23:22] the police, civil protection who really immediately got involved [00:23:25] and helped uh people, all tourists in this [00:23:28] area, so I mentioned earlier whether to [00:23:32] activate the early warning system, so here we are [00:23:35] talking about a very uh lightning-fast fire, so [00:23:38] a very fast one that developed very quickly, so a hurricane-force [00:23:42] bora was blowing, so the fire was spreading, we had conditions [00:23:45] favorable for fire, so it was dehydration [00:23:49] of plants, so..." and everything else, so it was an inaccessible terrain, [00:23:52] it was a terrain with narrow streets, so [00:23:56] everything had to be done quickly and I can really say that the firefighters [00:23:59] did their job heroically, really gave their all, as did these [00:24:03] services that were there, so I can say that very [00:24:06] quickly in the first moment over 200 people were accommodated and organized in [00:24:10] the hall, then some people were transferred further to [00:24:13] Split, so we saw foreigners too, yes, we saw in [00:24:17] the report a very quick organization of the city and the county. and everything else that was [00:24:21] there, the people who were there, but also the citizens themselves who [00:24:24] self-organized, poured water around, so a large number [00:24:28] of houses were saved, we must talk about that, so how many houses were [00:24:31] saved, how many lives, did it perhaps happen that we allowed [00:24:35] evacuation from Ruskamen hotel, so we [00:24:38] left people in the hotel, don't go out [00:24:41] with two vehicles we saved that hotel, so nobody was [00:24:45] injured there, so we did the same thing in the area of [00:24:47] Brač when the commander [00:24:50] made the decision everyone to the hotel, close the hotel, I can say [00:24:53] that this action was very well done, however, [00:24:57] unfortunately what I can say is that there was a fatal [00:25:00] accident, that is the worst thing that can happen to a person, [00:25:04] to people, we saw all of that in the report, the dedication of firefighters in [00:25:08] both cases in all others, we [00:25:11] see that in footage across Croatia and of course Serbia [00:25:15] and Bosnia and Herzegovina, that is absolutely not in question, what I asked you and [00:25:18] what you insisted on a lot about that prevention, and you did not [00:25:22] specifically answer my question about this notification system via [00:25:26] SMS, as we receive a notification that there [00:25:29] will be some, I said, so I already said in the first part of my [00:25:33] answers, so when we talk about an early [00:25:35] warning system, we are talking about an early warning system, it [00:25:39] failed, no, [00:25:42] don't say that, I don't agree, I don't agree with you, [00:25:46] so we are talking about an early warning system, so [00:25:50] it was about a fire that started with lightning speed and it was necessary to [00:25:53] approach it, in that sense what would have happened if [00:25:57] we had turned it on, if 500 people had left this hotel to the fire, [00:26:01] mhm, what would have happened. the assessment was that it was not necessary at [00:26:04] that moment, it was a big event that was already [00:26:08] caused, which was on the ground in a very, very [00:26:12] big heat, so it's like having an explosion, you understand, [00:26:16] clearly, and in that sense, the assessment was that if an SMS had been sent, there would have been more [00:26:19] panic and more victims, maybe more victims, that assessment was like that at [00:26:23] that moment, now that prevention, you talked a lot about it [00:26:26] and that's exactly what we said, more prevention, [00:26:29] less, uh, more prevention. less, yes, [00:26:33] now in this specific case, what should have been more prevention or [00:26:37] what could have been, could it have been at all, what [00:26:40] should have been done in specific cases, but we must generally talk about all areas [00:26:44] of all local units and regional self-governments, so we are talking about [00:26:48] building roads, road passability, we are talking [00:26:51] about arranging forest roads, arranging forest areas, we [00:26:55] have a wonderful example uh, so, uh, [00:26:59] the area of the city of Skradin when we made a projection. [00:27:03] "what would happen, what will happen, what is the fire risk [00:27:06] if we don't arrange the areas and how much it is when we arrange the areas and the [00:27:10] risk decreases, so we have everything in digital form and everything can [00:27:14] be checked, so we, that was done where from the area of the city of [00:27:18] Skradin, uh, and over [00:27:20] 5,000 uh cubic meters [00:27:24] of wood mass were removed, mhm, you know what it is, now we have roads, [00:27:28] streets, so the national park was involved, Croatian forests [00:27:31] uh..." the fire commander of the Šibenik-Knin [00:27:34] county, so everyone was involved and it showed that [00:27:38] it can be done, so it should continue like that, mhm, good, that is one of [00:27:41] the forms of prevention, when it comes to Serbia, now we will soon watch [00:27:45] a report from the Deliblato Sands, which we talked about the most, [00:27:48] Mr. Milanović, just to clarify, does Serbia have [00:27:52] this, I am now insisting on that SMS notification, we heard [00:27:55] why this system was not activated at this moment, the assessment [00:27:59] was such, uh, Serbia has notification when there are some [00:28:03] disasters that are coming, weather disasters, whether they are [00:28:06] thunderstorms or winds, do we also have such a system for [00:28:10] warning for fires, [00:28:13] well, I think it is a unique system that [00:28:17] this only depends on the type of danger, just as [00:28:20] they warn us about extreme weather conditions such as [00:28:24] storms, they should also warn us if [00:28:27] there is a great danger of fire in a certain [00:28:30] territory. "It wasn't here, if I am well [00:28:34] informed, well, to tell you the truth, [00:28:38] I don't have such information whether such a system was activated, [00:28:42] whether it should have been activated, considering that if you mean the Deliblato Sands, considering that [00:28:45] the Sands were burning, now yes, [00:28:49] but at some moments it already approached populated [00:28:53] areas, we also saw that there were problems there, no, yes, [00:28:56] several populated areas were threatened, but at that moment [00:29:00] as far as I know, members of the directorate for emergency [00:29:03] situations were there, so they directly carried out the evacuation, [00:29:07] it seems to me, people from Šušara, I don't know for [00:29:09] other places. Let's see how it really looked [00:29:13] in the Deliblato Sands, the responsibility that [00:29:16] Serbia as a state and society fell short on, and the consequences are suffered by both plant [00:29:19] and animal life that will need decades to recover, as they say. [00:29:23] The Deliblato Sands, known to the scientific or general public [00:29:27] as an area highly susceptible to fires. Why then did the system [00:29:30] of preventive early warning fail? The public, along with the demand for an investigation [00:29:34] of responsibility, also asks who benefited from this [00:29:37] and why, especially if only a few days after [00:29:40] suspicions about the construction of wind farms on the burned Deliblato Sands were [00:29:44] declared misinformation, lies, the Serbian Parliament quietly [00:29:48] passed amendments to the law that allow exactly that, paving the way for [00:29:52] similar changes in land use affected by some of the 60 [00:29:55] large fires this season, [00:29:59] how the Deliblato Sands became a del... swamp. [00:30:02] Those who tried to answer this [00:30:06] question could go to prison for spreading [00:30:09] panic, [00:30:10] one should not [00:30:14] use [00:30:17] through political, through alleged political [00:30:19] struggle [00:30:21] untruths for someone to gain [00:30:25] certain political [00:30:28] points, that is simply not [00:30:30] true, it is a lie... It is ultimately [00:30:34] shameful, it is hypocritical. Who lied [00:30:37] on August 7th when the same minister stated that [00:30:41] Serbia did not need help. [00:30:44] This was the fire on August [00:30:47] 5th. Look. [00:30:50] This was the fire on August [00:30:53] 7th. He states that things are under [00:30:56] control. You should have activated it already then.
