We talk about of [00:11:14] course the Macca summit for joint defense, the three countries [00:11:17] signing the Macca joint defense agreement reaffirming their commitment to [00:11:21] collective security, deterence and peace and stability. "the [00:11:25] agreement establishes a significant new framework of cooperation, [00:11:29] including the principle that an armed attacked against anyone [00:11:33] will mean an attack against all three. will be exploring [00:11:37] what this defense agreement actually does and the [00:11:40] way that it brings together three important [00:11:44] regional powers like perhaps never before. of course we're looking [00:11:48] a long standing historical, political and [00:11:50] strategic ties of course developing. [00:11:55] and reaching a new level, what this will mean for the region [00:11:58] itself, for its deterents capabilities, its [00:12:02] enhancement of of course defense capabilities when we [00:12:06] look at all three countries coming together in this way [00:12:09] before. we'll be talking about that in particular, and of course Pakistan [00:12:13] and Saudi Arabia in particular, the opportunity that now [00:12:16] extends beyond traditional and political [00:12:20] corporations. both countries are working to transform the [00:12:23] decades old. strategic relationship relationship into [00:12:27] a long-term economic and of [00:12:30] course we are looking at defense [00:12:34] enhancement capabilities. we have with us [00:12:38] today Dr. Jamil M, also Dr. [00:12:42] Wakar Ahmed joining us, Dr. Jamil Ahmed former ambassador and Dr. [00:12:45] Wakar Ahmed who is economist for this segment. We [00:12:49] also have with us Emray Diner who is a journalist and foreign [00:12:53] policy expert for this. [00:12:57] um, Dr. Wakar, when we look at what this [00:13:00] alliance means in particular for all three [00:13:03] countries, and the way that of course it keeps in mind not just [00:13:07] defense, but also economic realities that envelop [00:13:11] the region at this time, and the way that it looks at the three [00:13:14] countries coming together to sort of sustain this [00:13:18] relationship and bring it to new level. How do you look at it first of [00:13:22] all? Thank you very much. "I [00:13:26] think it's a huge development, not just for Pakistan [00:13:30] and three countries involved, but brings us [00:13:33] closer as region to the kind of [00:13:36] stability that region has been trying to [00:13:39] seek a defense and strategic [00:13:43] level, but also if I may say the kind of turmoil [00:13:46] that the economies in the region are witnessing [00:13:50] since recent past, I believe such an [00:13:54] alliance..." would not only intertwine the markets in the [00:13:58] region, but bring that much needed stability as [00:14:01] well. when we look at the way that it is going to be [00:14:04] perceived in terms of sustaining [00:14:08] economies and of course in particular of course Pakistan's economy and [00:14:12] how it looks to sort of give it that kind of [00:14:15] cover, you insulated. of course we're looking a lot happening around [00:14:19] the world which is having its own effects on economies. do you think the think that that is [00:14:23] also significant? you think it's going to give it that kind of insolation, [00:14:27] perhaps? Absolutely. I think [00:14:31] the economic sentiment, rather the [00:14:34] favorable sentiment that this creates for the [00:14:37] economy, needs to be cashed now, and I [00:14:41] think Pakistan has been working very hard towards this, and [00:14:45] this is now the time that momentum needs to be [00:14:48] created so that this trilateral partnership is [00:14:52] not limited to strategic. objectives only, but [00:14:56] also lends economic gains as well, and I think from [00:15:00] Pakistan's point of view, three things should really happen [00:15:03] quickly. One is to now [00:15:06] institutionalize today's arrangement into into what [00:15:10] I call economic follow through, so while defense [00:15:14] pact creates political trust, but trust alone doesn't [00:15:18] move goods or capital, dedicated trilateral [00:15:21] economic coordination mechanism, needs to be [00:15:25] put in place, it can be modeled on [00:15:29] the lines that SIFC has been suggesting in the past as [00:15:33] well for countries in the region, second that has to [00:15:37] happen. is to de-risk the investment corridors, [00:15:40] so the defense framework can provide the political [00:15:43] umbrella for protected investment corridors, government to [00:15:47] government capital flows into ring fenced sectors like [00:15:51] infrastructure, mining, energy transition and [00:15:54] logistics, if I may say, and sovereign capital from Gulf [00:15:58] and Turkia can be challenged through this [00:16:01] vehicle. My final point on this question would be [00:16:05] that we can also use the defense. [00:16:07] interoperability to build industrial [00:16:10] complementarity, so join defense production, for [00:16:14] example, turkish drones in Pakistan is one [00:16:17] example, all all of this can create supply chain [00:16:21] linkages that can be expanded into civilian [00:16:24] manufacturing, automotive and technology [00:16:27] sectors. Dr. Wak, we've spoken [00:16:31] about investment from time to time, when we look at [00:16:34] this, this new turn. of how [00:16:38] this alliance is shaped and what it envisages, do you think it's also [00:16:42] going to bring in investment opportunities under its [00:16:45] umbrella? i think the [00:16:49] invest the potential of investment is [00:16:53] huge, and really the biggest question would [00:16:56] be how fast we can move towards [00:16:59] it. the three countries have been talking each other [00:17:03] bilaterally, however still they haven't reached the... [00:17:07] potential trade and investment estimates [00:17:11] that are out there, current trade is far below [00:17:15] potential, i can tell you about Pakistan and [00:17:18] Turkia, the bilateral trade stood at around [00:17:21] 1.2 billion last year, but both [00:17:25] countries have placed a target of five billion dollars, so we are really far from that [00:17:29] target, even in case [00:17:33] of Saudi Arabia and Turkey [00:17:37] the... trade currently is around 9 billion dollars, [00:17:40] whereas the potential estimates suggest that there is a potential of [00:17:44] 30 billion dollars between the two economies, so so the [00:17:48] way forward really is trilateral value [00:17:52] chains move beyond the bilateral trade to joint [00:17:55] production, joint trade and investment value chains, pakistan can [00:17:59] supply intermediate goods to turkey for higher [00:18:03] value added processing and re-export to Saudi Arabia and [00:18:07] Gulf. markets, we can leverage the geographic [00:18:10] complementarity, so Saudi capital plus Turkish [00:18:13] technology plus Pakistani labor and market access and [00:18:17] given the Pakistan's large population, fifth [00:18:20] largest consumer market in the world, I think we are very [00:18:24] strategically located in this trilateral [00:18:28] setting. What about technology transfer in particular, I know [00:18:32] you mentioned a little bit, but there's there's a lot of room [00:18:36] for that kind of potential. collaboration under, what is [00:18:40] being envisaged, isn't that [00:18:41] correct? absolutely, [00:18:45] so so so I believe all three [00:18:48] countries get to gain if technology [00:18:51] transfer remains a considered part of [00:18:55] this pact, not just a defense level, but later if you [00:18:59] translate this into a sepa, what we call comprehensive [00:19:02] economic partnership agreement, and the three countries [00:19:06] can neg. iate with each other the kind of techn [00:19:10] technological comparative advantages they want in case of [00:19:13] defense joint ventures, R&D and [00:19:17] leveraging even the engineering talent pool that the three [00:19:21] countries have, and there is a [00:19:24] massive defense industrial base with both Pakistan and [00:19:28] Turkey which can act as an economic [00:19:31] multiplier. When we look at the perception of [00:19:35] things, I know that they are important. from economic [00:19:39] perspective also, [00:19:41] you know, and of course the way that we are looking at the markets reacting to what is happening [00:19:45] at this time the conflicts around the world, how do you [00:19:48] perceive reaction or the kind of [00:19:51] reaction to to this this agreement and [00:19:55] you know the way that [00:19:56] it is structured, the way that [00:19:57] it is designed to move forward between the three [00:20:00] countries? yes, so [00:20:04] my own considered opinion is that this wasn't is [00:20:07] surprise for the region, the three countries [00:20:11] involved had been [00:20:13] working - tirelessly towards [00:20:17] this since past so many days, there had [00:20:20] been meetings both bilaterally as well as [00:20:24] of course in the background, so this shouldn't come [00:20:28] as a surprise that as if [00:20:32] countries who are not part of this [00:20:35] alliance should see as if "this defense pact [00:20:39] is against them or against somebody else's [00:20:43] stability or role or position in the region. Having [00:20:46] said this, your question is very well positioned. "there [00:20:50] will be response, which of [00:20:54] course we will have to look into, response [00:20:57] as in of course at intellectual level, you have already [00:21:01] seen some blog posts which are seeing [00:21:04] this as anti some the countries in the region, [00:21:08] at least I don't see that given that there had been talks [00:21:12] about such an agreement for the past two [00:21:15] months, as far as I'm concerned, [00:21:18] but but the way that [00:21:19] it is" to be perceived in terms of strengthening [00:21:23] um Pakistan, it's its ties, it's [00:21:26] perception, the way that [00:21:28] it is being, like I said, perceived around the world, in terms of [00:21:31] becoming stronger as far as the region is concerned, [00:21:35] you know, we've seen steps by steps [00:21:38] Pakistanceding to a stronger position, this is [00:21:41] also position to sort of reaffirm that, isn't that [00:21:45] correct? Oh, absolutely, I think [00:21:49] Pakistan is... well positioned, not just [00:21:52] as a peace broker, as as a provider of stability [00:21:56] in the region, and this particular pact [00:22:00] reaffirms the role as well as the [00:22:04] capability of Pakistan and the [00:22:07] kind of stabilizer quotient that it can [00:22:10] provide to the region. I believe that countries which are [00:22:14] not part of this pact really should focus and [00:22:18] see this compared. advantage of Pakistan [00:22:22] which can only be strengthened or the [00:22:26] region can benefit from it if more countries [00:22:30] become part of such arrangement which has been spare [00:22:33] headed by Pakistan. Do you envisage [00:22:37] that you think that that more countries may follow [00:22:40] suit? Well, I think that for the [00:22:43] Arabs, this is an opportunity, [00:22:47] given the kind of... [00:22:50] instability that their economies, [00:22:54] various economic sectors, their workforce, given [00:22:58] the kind of instability that they are facing, I think it will be [00:23:02] very sane to consider becoming part of this very [00:23:06] strong alliance. Dr. Vakar, coming back [00:23:09] to the domestic front, do you think that this can also [00:23:13] open doors for us, [00:23:15] you know, in terms of employment, in terms [00:23:17] of exports for example. and also [00:23:21] economic growth we spoke about a little bit, but [00:23:24] particularly employment, which remains a [00:23:27] concern for for economies like ours of [00:23:29] course. I think from the employment [00:23:33] perspective, it is hartening [00:23:36] to see that Pakistan already is doing government to [00:23:40] government as well as B2B, business to business [00:23:44] arrangements with both these economies, Saudi Arabia and [00:23:47] Turkey and four stand out [00:23:51] where Saudi companies and Turkey [00:23:54] companies are active, as we know that these [00:23:58] sectors include energy and petrochemicals, mining and [00:24:02] minerals, defense manufacturing and infrastructure [00:24:06] and logistics, all four these sectors [00:24:09] really bring [00:24:11] up lot of opportunity for Pakistan's [00:24:14] youth, which is not only trained in these sectors, we have [00:24:18] large university. pool which helps [00:24:22] us to graduate the youth in these sectors, so this [00:24:26] this is this is an opportunity going forward for [00:24:30] Pakistan. Dr. Jamil, when we look at Pakistan's [00:24:44] particularly longstanding security concerns, how [00:24:48] important are regional? partnerships with countries of [00:24:52] course of the like of Turkey and Saudi [00:24:55] Arabia in overall sort of [00:24:59] you insulating us and giving us the kind of [00:25:03] national security, the kind of perhaps [00:25:07] boost one can say, of course Pakistan is also ranked as you [00:25:11] know among those economies that [00:25:15] among those countries that have some the best deterrance capabilities [00:25:19] also in... terms of that collaboration, how do you look at [00:25:22] it? well, it's a win-win game for [00:25:25] the regional countries as well as these three countries who have gone [00:25:29] into this very unique alliance, in fact there are very few [00:25:33] countries in this world who [00:25:37] would have trilateral alliance like this nature, [00:25:40] trilateral alliances are there and they are there for the [00:25:44] last several decades, but at the same time such as the [00:25:48] New Zealand, Australia, and US or [00:25:52] Japan, US, or for [00:25:55] that matter, the other countries, there are few more [00:25:59] examples of that nature and basically [00:26:03] those alliances do not have [00:26:06] such robust [00:26:09] mutual defense [00:26:12] strategic agreement which is almost you [00:26:16] know like article five the [00:26:19] NATO component like I was mentioning that [00:26:23] US, Japan and South Korea, that is another trilateral [00:26:27] agreement and they are by far with [00:26:30] similar kind of a spread, but again in that [00:26:34] they have to really have the the [00:26:37] constitutional review before going into [00:26:41] those mutual defense, but in this very [00:26:45] agreement, it is embedded as a natural [00:26:48] feature that attack on one country would be taken as [00:26:52] attack on all, so yes that's one feature and [00:26:56] secondly yes regional alliance is going [00:26:58] to to benefit the entire region, in fact the more st [00:27:02] in this region, the [00:27:04] more benefits, the mutual [00:27:08] benefits to this, not only this region and beyond, because [00:27:11] imagine if one the examples if i one of [00:27:15] going to interject, i understand you, [00:27:20] one of course you were just saying example, the examples, but in terms of particularly the [00:27:23] region, you know the perception at this time, [00:27:27] i want to know your thoughts particularly on the fact how it's going to be [00:27:31] perceived because it's means [00:27:33] you know Pakistan in that sense going from strength to [00:27:36] strength, correct me if I'm wrong, because we are looking at you know of course [00:27:40] our diplomatic efforts, our relationships with countries where we [00:27:43] are you know spear heading so many other uh important [00:27:47] efforts around the world if I can say that, do you think this also [00:27:51] underscores Pakistan's sort of you [00:27:55] know standing as as as it's being looked [00:27:59] at and how it's going to be perceived in the world. [00:28:03] Well it's the same Pakistan, it's the same Pakistan Army and it's [00:28:07] the same members the Pakistan Army, it's the same [00:28:11] cabinet, but then after Mark [00:28:14] everything attaind a very high trajectory, it started [00:28:18] attaining [00:28:19] a very high trajectory, and because of that [00:28:22] trajectory, because what [00:28:25] happened Mark, we had field marshall, we had [00:28:28] a commander and chief who could lead the force. [00:28:32] 'who could give the vision to the force or who could provide umbrella [00:28:36] the leadership which could really lead to or which had led [00:28:40] to that kind of success and since that [00:28:44] success ever since we attained that success [00:28:47] against much bigger force [00:28:51] against some much bigger country, the world [00:28:54] started bringing us in spotlight, the world [00:28:58] is started considering us that yes we are the'.
