[00:05:52] the makka joint defense agreement marks new chapter in [00:05:56] strategic cooperation among Pakistan, Saudi Arabia [00:06:00] and Turkey. reporting for Pakistan TV, alamdar [00:06:04] Kazmi. now [00:06:07] we have been joined by Dr. Jameil Ahmad Khan, former ambassador to discuss [00:06:11] the Mackay. defense agreement, welcome to Pakistan TV set and I would [00:06:15] like you to comment on the contours the Makka joint [00:06:18] agreement and how it would be for the strengthening [00:06:22] the deterence between these countries? [00:06:26] well indeed it's the basic [00:06:30] purposes to stabilize have the stabilization this in this [00:06:33] region, this region was getting destabilized and was [00:06:37] destabilized from various [00:06:40] standpoints, but after this... accord and [00:06:44] the efforts which Pakistan, Turkey and Saudi Arabia [00:06:48] all have made, but initially Pakistan was the [00:06:51] country which really started the mediation, the country [00:06:55] which was keeping in contact with all these three countries [00:06:59] and beyond, because it's on the on the face of it, [00:07:03] these are the three countries, but in the back drop of it [00:07:07] obviously Pakistan and even [00:07:10] Turkey and Saudi Arabia. "we are [00:07:13] keeping and I'm sure we are keeping our friends in the loop like [00:07:17] China and Russia and other countries the gulf [00:07:21] countries, they are already in the loop, such an record [00:07:25] was needed and such an accord was needed because this [00:07:29] region and particularly [00:07:33] we the muslim as a minister [00:07:35] of defense mentioned yesterday would really [00:07:39] find themselves to be more cohesive." and [00:07:43] to be more coordinative in terms [00:07:45] of having a joint efforts and [00:07:49] keep the keeping [00:07:50] the the peace and tranquiality in this region and then the international [00:07:54] aspect of this accord is that [00:07:58] I'm hearing some the some the criticism also [00:08:02] from certain corners and certain part the worlds [00:08:06] world and the analys but basically if we examine it from [00:08:09] international law point of view. "this record is [00:08:13] absolutely in accordance with the United Nations [00:08:16] charter, chapter eight, because chapter eight is the [00:08:20] one where such alliances can be made by the [00:08:23] regional countries and regional states and also [00:08:27] a unique thing in this accord macaccord [00:08:31] is that tack any the [00:08:35] countries would be taken as an attack on all, but [00:08:39] that is basically the the countries and it has been..." already [00:08:43] mentioned that it is [00:08:46] article 51 the United Nations Charter, if some attack is [00:08:50] directed to any these countries, those countries would have the right to [00:08:54] defend, and just to elaborate that article 51 the United Nations [00:08:58] charter, the United Nations charter gives that much of [00:09:02] leave to the country which is attacked that they should [00:09:05] immediately respond in self defense, so basically this accord [00:09:09] is defensive nature, self defense and [00:09:13] immediately report to the security council about the [00:09:16] violation, so that is the international aspect, but [00:09:19] obviously this is going [00:09:22] to really bring some kind [00:09:26] of a balance a way that the the spoilers [00:09:30] are even those groups which are taking [00:09:34] the international law in their own hands, they would also [00:09:37] find it difficult to really stair, difficult [00:09:41] to really go. with their individual or their [00:09:45] groups given principles or the [00:09:49] given goals so and and then this is going to lead [00:09:52] to more cohesion among the countries and you might have [00:09:56] noticed your viewers might have noticed that [00:10:00] Pakistan is considering the opening the trade route for [00:10:04] Afghanistan and Afghanistan now would have better [00:10:08] I would say sense in [00:10:12] - that these Saudi Arabia has its own [00:10:15] linkage, Turkey has its own linkage with Afghanistan and [00:10:19] Afghan Taliban government, all together they [00:10:22] definitely and then in this accord they... have also mentioned about the [00:10:26] counter terrorism and Pakistan is victim of terrorism and Pakistan [00:10:30] knows that the its fit [00:10:34] basically it says sponsored and is sponsored by the neighboring [00:10:37] country so that neighboring country would also now think 10 [00:10:40] times of sponsoring such now previously we've been [00:10:44] furnishing it's good that you it's [00:10:48] good that you've mentioned the neighboring country because when we talk about the region of course [00:10:51] this agreement is to ensure peace and it is to and strengthen [00:10:55] deterference, but when that is being said, when we talk about Pakistan, we of course [00:10:59] talk about the neighbor India, so with this pact now [00:11:03] in place, how is this alarm bell for India, [00:11:07] considering that the their officials have been stating that operation Sindhu [00:11:11] is ongoing, obviously [00:11:15] they just cannot think of such an adventure now, particularly [00:11:19] these three countries, they have these three [00:11:22] states all together have about 20 million troops [00:11:26] with them, 20 million force all together and they [00:11:30] we all understand that Pakistan [00:11:34] has its own uniqueness of its strength [00:11:37] and there are 34 submarines [00:11:39] all together and there are about 700 tanks [00:11:42] and four million square [00:11:46] kilometers the total area so this and and of course [00:11:49] turkey has f35 with that and those [00:11:53] are 35. "according to this record could be [00:11:57] utilized if there is some aggression director directed to any the [00:12:00] members, but having said so India would have better sense now, they [00:12:04] understand it quite well, what their interest in Saudi [00:12:08] Arabia and other gulf [00:12:11] countries lie, and these gulf countries [00:12:15] all together, they have about five million Indians working in those [00:12:19] gulf countries and more importantly Saudi Arabia alone, [00:12:22] India has about almost 2.5 the million people, so they [00:12:26] would not really like that they would do any kind [00:12:29] of kind of adventure or [00:12:33] operation sandur as they are saying, then in that case [00:12:36] obviously there would be legal binding on all these two [00:12:40] remaining two countries to really take a united actions and [00:12:44] india i think have that much of sense and they would be sinner [00:12:48] enough not to do that, so this basically is defensive [00:12:52] nature, this accord by itself. brings a [00:12:55] deterence to the to the countries like [00:12:59] our neighboring country and detarance to the [00:13:03] group which is operating on the on behest the neighboring country or anyone [00:13:07] else for that matter i'm referring to the ttp now [00:13:11] the TDP has to be controlled for two reasons one the [00:13:15] funding of raw directed towards the [00:13:19] terrorist groups using Afghanistan [00:13:21] soil once the dossier like 100% [00:13:25] 51 pages, [00:13:28] some time [00:13:29] back, [00:13:36] we [00:13:36] had given right, right, right, thank you so much, Dr. Jamil Ahmed Khan, [00:13:40] former ambassador for your valuable time and insights on Pakistan TV, now moving on [00:13:44] earlier professor Umut Ozer, professor of International Relations, [00:13:48] Istanbul, technical university spoke to Pakistan TV to discuss the Makka [00:13:51] joint defense agreement, let's say him out here. "we have three [00:13:55] important Muslim countries that have [00:13:59] signed a collective defense agreement [00:14:03] so to speak, the importance of deterrance is specifically [00:14:06] mentioned in the agreement, and further [00:14:09] more, it is described by certain American media as a [00:14:13] NATO style agreement, maybe that's a bit farfetched, but having said [00:14:17] that the attack on one or any the [00:14:21] countries is considered to be attack on all them, it's [00:14:25] resembles very much NATO's article 5, so they [00:14:29] could have put it a different way, they could have expressed this a different way, but [00:14:32] the fact that they almost defined it similar to [00:14:36] NATO's article 5, attack on one [00:14:38] is attack on all makes it quite significant and we already have [00:14:42] significant cooperation between Pakistan and and Saudi [00:14:45] Arabia due to the agreement signed last year but even [00:14:49] going back years and now together with Saudi Arabia's [00:14:53] economy and military [00:14:56] provinces and and Turkey's activism in militarism and [00:15:00] diplomacy in in military affairs and diplomacy as well as membership in [00:15:03] NATO makes makes this very very [00:15:06] important, I think collective [00:15:10] military agreement, deterrance agreement, deterrance agreement, [00:15:14] and I think the main issue here is that there's a threat [00:15:18] perception on the part of Saudi Arabia coming from Iran, whereas [00:15:22] Turkiy has better relations with Iran, so we have a... very important [00:15:26] development, I think in regional affairs, focusing on military, but it [00:15:30] can have spillover effects in economy and diplomatic relations as [00:15:33] well. Earlier geopolitical analyst. [00:15:37] symbol spoke to pakistan tv from Beijing to discuss the significance the [00:15:41] Makka joint defense agreement. Let's say him out as well. I think [00:15:45] yes that is a quite historic milestone into the relation between the Saudi [00:15:49] Arabia, Pakistan and Turkia. And I think that [00:15:53] that is something that was needed according to the changing [00:15:55] dynamics, changing dynamics and the political and [00:15:59] the geopolitical shift in the Middle East, so how much it could be the practical and [00:16:03] the pragmatic? I think that will the time will tell, because uh... such [00:16:07] kind of mean strategical partnerships with quite heavyweight [00:16:11] militarily mean that the countries like Pakistan and [00:16:15] Turkey because the Saudi Reliance and more [00:16:18] dependence of defense was on the United States so but the [00:16:22] recent episode and the the war between the United States [00:16:26] and Iran has quite changed the dynamics [00:16:30] in the middle east and the Saudi's reliance on [00:16:34] the other countries especially on Pakistan and the Turkia I think that is quite... [00:16:37] meaningful at this time, but if we can go to the historical [00:16:41] context, so I think that the Turkey and the Saudi [00:16:44] Arabia, their past if we go, if we go, if we [00:16:48] go towards the Ottoman Empire, so I think that that is quite a big [00:16:51] change, and the the compliance [00:16:55] and especially the the compatibility of such kind the relations [00:16:59] are quite changing, but we can see also the other side that Iran quite [00:17:03] downplay and also Iran said that such kind the [00:17:07] deals. will not protect Saudi Arabia, so it's mean [00:17:10] that the Iran existence in the middle east will increase [00:17:14] and especially the Iran proxies that could be a posing [00:17:18] a quite serious threat to Saudies, I think that is also [00:17:22] something that could be considerable into the near [00:17:25] future. Prime Minister of Pakistan [00:17:29] Shabash Sharif described the signing the Makka joint defense agreement [00:17:32] alongside Saudi crown prince Mohammad bin Salman and Turkish President [00:17:36] Rajab Tayab Erdowal as a historic milestone in strengthening cooperation [00:17:40] among the three brotherly nations. the prime ministers [00:17:43] said Pakistan, Saudi Arabia and Turkey stand [00:17:47] united by shared faith, friendship and a common commitment to peace, [00:17:51] security and stability. He said the landmark agreement signed in the Blessed [00:17:54] city of Makkah Mukarrama would serve as a symbol of unity and [00:17:58] cooperation, acting as a shield of peace for generations to [00:18:02] come while contributing to prosperity for the three countries and [00:18:06] the wider muslim. Ummah, the prime minister also expressed his deep [00:18:10] appreciation for field marshall sayir acknowledging his [00:18:13] tireless efforts, dedication and valuable contributions toward [00:18:17] advancing this important initiative. He reaffirmed Pakistan's commitment to [00:18:21] strengthening strategic partnerships with Saudi Arabia and Turkey [00:18:24] for the shared objectives of peace, stability and mutual [00:18:28] progress. [00:18:33] Turkish president has said that the Makka joint defense agreement [00:18:37] between Turkey, Saudi Arabia and Pakistan targets no country. He [00:18:41] added that agreement remains open to participation of other friendly nations [00:18:45] seeking peace, prosperity and stability [00:18:47] in the region. In a post on the Turkish social platform, [00:18:51] Nasoryal aadowan said that agreement based on the principle [00:18:55] of collective deterrance would strengthen security and defense [00:18:58] cooperation, joint defense industry projects and counter terrorism [00:19:02] efforts. He added that Turkey would maintain its part principle stance [00:19:06] in favor of resolving. and crisis through dialogue and diplomacy [00:19:10] based on respect for international [00:19:12] law. [00:19:16] the joint defense agreement asures a new framework for collective [00:19:20] security among Pakistan, Saudi Arabia and Turkey. the agreement strengthens [00:19:24] collective deterence by presenting the combined strategic weight of [00:19:28] all three states as a single defensive front. more in this report by our [00:19:32] correspondent Rana Abdullah. the [00:19:35] historic Makka joint def. Agreement is here, well [00:19:39] here is the question, what happens when three major Muslim [00:19:43] states decide that the security of one is the [00:19:46] security of all. In Makkka [00:19:49] al Mukarrama, Pakistan, Saudi Arabia and Turkey [00:19:52] have taken a momentous step towards collective [00:19:56] defense. Cooperation, [00:20:38] its core message is clear, an armed attack against [00:20:42] any one the three states will be regarded as an [00:20:46] attack against all three. In practical terms. [00:20:50] Pakistan, Saudi Arabia and Turkey will not be standing alone [00:20:53] now, but together as iron wall. Any potential [00:20:57] aggressor must consider the combined strategic weight [00:21:01] of all three states. The agreement will also [00:21:05] deepen defense cooperation and strengthen collective detenance. [00:21:09] For Pakistan, Saudi Arabia and Turkey.
