[00:10:52] I said that it's a historic moment for the... region and [00:10:55] for the three countries, you would recall that last September Pakistan and [00:10:59] Saudi Arabia had signed strategic [00:11:03] mutual defense agreement and at that time this discussion [00:11:07] had started that this would be expanded, that there would be regionalization of this [00:11:11] kind of collective security and that's happening [00:11:15] now. you would also recall that there [00:11:18] were many other countries who showed interest, for instance, I [00:11:22] mean one heard that Qatar... addition to [00:11:26] Turkey, Egypt and Kuwait, these countries were [00:11:29] interested, but I think it has [00:11:32] expanded and as [00:11:34] you were rightly pointing it out, it [00:11:36] would be, it [00:11:39] would kind of give new construct for [00:11:43] defense and economic partnership between [00:11:46] the three countries, and this would [00:11:49] have very positive impact on the [00:11:51] region, sir, far is [00:11:55] this alliance and its move towards a wider [00:11:59] muslim alliance, there's a lot that is being said about that [00:12:02] also, how do you look at that and you know other muslim [00:12:06] countries moving in for closer cooperation? do you think [00:12:09] that's also a possibility? [00:12:13] yes, it's a possibility, but let me first of all [00:12:17] address two issues that are being discussed, one is that [00:12:21] whether it is performative, that it's just symbolic, no, it is not. is [00:12:25] very substantive and second is is it [00:12:28] directed against any other country, one specific country [00:12:32] or number of countries, and the answer is [00:12:36] no, and this has been clarified by all the three [00:12:39] signatories through their statements and it's not also written [00:12:43] into the into into the into the [00:12:46] agreement. the other thing that is being said, mean [00:12:50] particularly western commentators also in our region, people have been [00:12:53] speculating whether it's a... NATO and I would [00:12:57] say that it's a partnership in the making, it [00:13:01] has yet to be curated and it has to be [00:13:04] perfected, but I think that the links between the three countries [00:13:08] already exist, now and they they can be [00:13:12] developed further [00:13:13] to deal with [00:13:17] multiple situations, now what is happening right [00:13:21] now is that the Islamic Ummah. [00:13:25] the community at large, they are 56, 57 members [00:13:28] the organization of Islamic Cooperation, [00:13:32] they byen large feel that they are defenseless, that they can't [00:13:36] deter aggression whenever they are [00:13:39] attacked, and they've been depending on certain [00:13:43] security providers, but when the war [00:13:46] start or aggression is committed against them, they can't defend [00:13:50] themselves and so whether not you call [00:13:53] it an Islamic... It's an embryo, [00:13:56] nucleus which has been put in place, and I think that [00:14:00] in the years to come it could theoretically expand, already there is lot [00:14:04] of interest amongst Muslim countries. I mean, right now the [00:14:08] focus is on the Gulf, but there [00:14:11] are other significant countries like you have Malaysia and Indonesia and Brunei, [00:14:15] Darus Salam, or some countries in Africa who may also [00:14:19] like to join, my own assessment is [00:14:23] that if it is a small group, it would be [00:14:26] effective, if it becomes a sprawling [00:14:30] organization, then of course it is overtaken by bureaucracies [00:14:33] and it doesn't remain that effective. i think [00:14:37] that first this experiment has to be [00:14:40] perfected. so that when we look [00:14:43] at beyond military cooperation, its [00:14:47] effects as on the diplomatic front, do you think that [00:14:50] you know those may outway the former considering that [00:14:54] you know what? can mean and the way that [00:14:56] the the perception of it, the weight of it [00:14:59] together, how it's going to be looked at diplomatically and the [00:15:03] weight that it's going to add to each individual country, how do you look at [00:15:07] that? well, I would say [00:15:10] that you [00:15:12] know, [00:15:14] this is this agreement is very [00:15:18] momentous, everybody is looking at it, it's prospects [00:15:21] and so I think that the first... have to [00:15:25] look at the military dimension, it's very significant because [00:15:29] you have three military forces combining [00:15:32] their strengths and their assets, you have [00:15:35] Turkey which is the second l just armed forces [00:15:39] in NATO. Pakistan is the largest, I mean there are about [00:15:43] 70000 troops. Turkey should be [00:15:46] about 40000, Saudi Arabia, [00:15:49] 225000 troops [00:15:52] combined, it's a big force of 1.2 [00:15:56] million soldiers, and if you add to them [00:15:59] the reserves or paramilitary [00:16:03] forces, then the number in fact grows to [00:16:06] 2.2 million. so it's a it's a formidable force, [00:16:10] second is that the population [00:16:14] is more more [00:16:17] than nearly 400 million [00:16:38] This is this is and the combined [00:16:41] GDP these countries would be about [00:16:45] 3.4 trillion dollars which would make them [00:16:49] the seventh largest economy of a block economy in the [00:16:53] world so and what they [00:16:57] have decided to do right now we have to understand that first that [00:17:01] they have said [00:17:01] that this is not an access against any other country they have said that they are not going to [00:17:05] accelerate arms race in the... region [00:17:08] that they are focusing on joint [00:17:12] defense production, technology transfer, military [00:17:16] exercises, training, and also it would be [00:17:20] underpinned by economic partnerships between these [00:17:24] three countries, it is being compared to NATO and it [00:17:28] is being perceived or misperceived because of this language that has been [00:17:32] using used in the agreement that attack [00:17:35] on one is attack on so this this of [00:17:39] course this has been borrowed, this is similar to the NATO [00:17:43] agreement, the article 5, [00:17:47] but let me also remind you that article 5 was has [00:17:51] been invoked only once in NATO's history and that [00:17:54] was after 911, so we'll [00:17:58] have to see how [00:17:59] it is used, but since I mentioned these [00:18:03] factors that is not merely - security partnership, it [00:18:07] is basically security [00:18:10] synergy, mean it is strategic synergy the three [00:18:13] countries and their primary [00:18:16] objective is to deter aggression so that when they are [00:18:20] attacked any the three countries is attacked they can [00:18:24] colus their strengths, they can mobilize their forces [00:18:28] and deter [00:18:30] aggression, but but in terms of [00:18:33] diplomatic leverage again, do you think that that? [00:18:37] me matter more ultimately than than troops or [00:18:40] weapons for each country and and how this [00:18:44] looks to the world in terms of capabilities, because of course, [00:18:48] like you said, the coming together of each country's [00:18:51] strength, [00:18:52] as I also mentioned, do you think that that will add a lot of [00:18:56] diplomatic leverage each [00:18:57] country? [00:19:00] you know, diplomacy is the preferred course of action for [00:19:04] Pakistan, Saudi Arabia and Turkey, which [00:19:07] has been... demonstrated by this recent war when it [00:19:11] started by the attacks, when it was started by the attacks the [00:19:15] United States and Israel against [00:19:18] Iran, so what is the course of action that these three [00:19:22] countries have taken? of course, I mean Pakistan took into confidence [00:19:26] Saudi Arabia and Turkey and Egypt and built [00:19:29] regional consensus, and then we got the backing [00:19:32] the the of China, [00:19:36] and so with this... bind mandate, we [00:19:39] invested Saudi Arabia and Pakistan and Turkey invested in [00:19:43] diplomacy, so if they [00:19:46] have entered into this agreement doesn't mean that they are [00:19:50] excluding recourse to diplomacy, in fact [00:19:54] diplomacy would be their preferred tool so that [00:19:58] the aggression doesn't take place at [00:20:01] all, so I think that diplomacy [00:20:05] would be an essential. pincer [00:20:08] of this agreement and this [00:20:12] new block, if you can call it, fair [00:20:16] enough, in terms of, [00:20:18] you know, what Turkey will gain in terms of [00:20:21] balancing, as far as we are looking at of course Saudi [00:20:25] Arabia's enormous of course, the [00:20:28] economics as far as each country is concerned, what they h hope [00:20:32] to gain as far as military is concerned, and when we look at Pakistan in that regard [00:20:36] of course and also... nuclear capabilities that it brings [00:20:40] to this alliance in terms of moving forward, do you [00:20:44] think it also will balance sort of powers in [00:20:48] the region? Well yes, one thing that I [00:20:52] want to highlight and I said it in so many words [00:20:56] while responding to your early questions, it is [00:21:00] not the entire agreement is [00:21:03] not directed against any one [00:21:07] country, so it's not a sunni block so to say, now you were [00:21:10] talking about the relative strengths these countries and if they [00:21:14] are combined, [00:21:15] you know Turkey and what they are looking for as matter of turkey [00:21:19] was [00:21:23] designated by the next enemy by some the politicians in Israel, I [00:21:27] mean after Iran and so it is vulnerable, it is rising but [00:21:31] is vulnerable, it's one the most successful muslim [00:21:33] countries, so but their [00:21:37] strength is their defense [00:21:40] industrial base and Pakistan is connected with the Turkey, I mean they [00:21:44] are manufacturing many defense [00:21:48] platforms already in Pakistan. and we have very close defense [00:21:51] cooperation between the two countries, similarly in Saudi Arabia [00:21:55] is oil rich and it has [00:21:58] convenient power, it is of course the custodian the holy [00:22:02] places and so and Pakistan is nuclear [00:22:06] weapon state, [00:22:08] it its conventional forces are also formidable, [00:22:11] so what if you combine these strengths, what [00:22:15] these countries are looking for is collective security [00:22:18] and influence, this would have... enhance their influence in the [00:22:22] region and beyond, I was listening [00:22:26] to the reactions and I think that there was [00:22:30] one reaction from Iran, I mean the [00:22:33] one member the [00:22:37] the National Security Committee their parliament who said that this will do [00:22:41] no good to Saudi Arabia, but again [00:22:45] I want to highlight that this agreement is not directed against [00:22:49] any one country. "and it doesn't [00:22:51] rule [00:22:53] out inclusion of other countries, [00:22:56] Islamic countries, I mean it doesn't exclude even the possibility [00:23:00] the inclusion of of [00:23:04] Iran, because I [00:23:06] mean if you look at the memorandum of understanding is [00:23:10] language, the memorandum that was brokered by [00:23:13] Pakistan, it in fact [00:23:16] envisages a framework whereby..." [00:23:20] 'Iran and the Gulf states would became become [00:23:23] interdependent and stakeholders in [00:23:26] reconstruction the region and also kind [00:23:30] of I mean an economic partnerships between Iran and the Gulf [00:23:34] countries can lead to a joint [00:23:38] security architecture for the region post [00:23:55] this agreement as far as Pakistan, Saudi Arabia and Turkey, you [00:23:59] we talking about what they bring each, each [00:24:03] country brings to the table with regard to this defense [00:24:07] agreement, and the fact that it seems to be a [00:24:10] start, and and [00:24:11] you know lot of critics are calling it is just start [00:24:15] to what can happen as far as this alliance is concerned and the potential [00:24:19] of it. to increase into so much more? do you [00:24:23] agree with [00:24:23] that? [00:24:28] just begin by understanding why this agreement was made [00:24:32] frankly, why i understanding? basically is [00:24:36] that the GCC countries which so far [00:24:39] dependent on United States of America and they had their basis in [00:24:43] everything, they found that the basis the Americans could not [00:24:47] defend themselves, how could they defend? those [00:24:51] countries where they were located and secondly [00:24:55] they also realize increasingly and this is [00:24:57] noting [00:25:01] today, this happen over the years that [00:25:05] the countries have realize in this region that [00:25:08] outside any money outside whether [00:25:12] is america anybody else, they are not here [00:25:16] for our benefit, they are there for their own good fine. [00:25:20] Okay, therefore these three countries, they have laid the [00:25:24] basis including of course, pakistan has so [00:25:27] agreement with that, they laid the basis [00:25:31] to [00:25:34] mutual cooperation [00:25:37] architecture, that is how [00:25:41] I look at it, and when you talk about what they bring to the [00:25:45] table, I mean you see the power house, [00:25:48] Turkey is emerging. as one the [00:25:51] leading countries in terms of [00:25:54] difference technologies. Saudi Arabia, of course [00:25:58] is the in terms of [00:26:02] oil power house, financial power house and [00:26:06] Pakistan together with its geographical [00:26:09] location, let's not [00:26:11] forget that, the geography the [00:26:13] whole thing must also be [00:26:17] kept in the view, brings to the table kind [00:26:20] of strength that actually when I said that less [00:26:24] the basis for what can happen in the future, what should happen in the [00:26:28] future, that is I think very very critical. [00:26:32] number two, i have been [00:26:34] hearing, please [00:26:37] continue, [00:26:41] i have been reading and i have been listening to different [00:26:44] people and the kind of color that is [00:26:48] being given to this agreement, [00:26:51] these three trilateral agreement is a NATO, islamic [00:26:55] NATO and islamic [00:26:57] what, without understanding [00:27:01] NATO had the different environment, different situation, different [00:27:05] thing, they were opposed to and [00:27:08] they were fearing a war [00:27:11] with, is this in your opinion the beginning [00:27:15] of a more autonomous regional security [00:27:19] architecture in your opinion, where you know of course middle eastern states can [00:27:23] then [00:27:23] you know be more independent rather than relying [00:27:27] on perhaps you know external security guarantees, do do you [00:27:31] think that [00:27:31] you know that's what is targeted to do one of one the [00:27:34] reasons [00:27:43] going to be looked at, how it's going to be [00:27:52] the question, when I said [00:27:53] that has laid the foundation of mutual [00:27:55] cooperation, it does not [00:27:58] exclude any country, number one, number two.
