Imposition of emergency has been imposed in the cabinet meeting, where the KP province shall be under Article 232 and 234 and 233 and 234. The advice has been sent to the President House for imposition of the emergency in the province of on the advice of the Prime Minister and the cabinet meeting that has recommended that emergency shall be imposed in the province of. Earlier, the Prime Minister had briefed the cabinet regarding the situation. think that today again [00:00:07] from this forum, I will say that Pakistan [00:00:10] fully expresses its solidarity with Saudi [00:00:14] Arabia in every way and stands [00:00:19] I am not going into with its Saudi brothers and sisters, and Pakistan will not tolerate [00:00:24] did not want our any kind of aggression in any situation. [00:00:26] Our agreements also demand this, and our [00:00:30] bonds of brotherhood also demand this, and [00:00:34] especially the sanctity of Madina Munawwarah [00:00:37] and Makkah Al-Mukarramah and its protection [00:00:41] is the responsibility of billions of Muslims [00:00:45] worldwide. So, I [00:00:46] the province leads, think that in this regard, this is [00:00:49] a red line. We all pray to Allah Almighty [00:00:53] that this matter is resolved peacefully, otherwise [00:00:56] Pakistan will stand with its Saudi brothers [00:01:09] and sisters in every way. Regarding the [00:01:12] recent issues, you know that [00:01:16] in terms of terrorism, what [00:01:19] has been happening in KP province [00:01:22] and Balochistan in the last two and a half [00:01:26] years, and the way terrorists are martyring [00:01:31] innocent civilians, targeting police officers [00:01:34] and soldiers, army [00:01:36] officers and soldiers, innocent [00:01:40] people, children, [00:01:42] delegation was sent mothers, sons and daughters, there can [00:01:46] be nothing more heartbreaking than this. [00:01:50] These are extremely painful [00:01:52] and sorrowful incidents, [00:01:56] and day [00:01:59] to sources, important and night, the armed [00:02:01] decisions with regards [00:02:19] they want to bring [00:02:48] have not gone [00:03:00] forces are working to counter them, their CTD, [00:03:03] police, their training, [00:03:06] equipping them with weapons, fully supporting [00:03:09] them, and for this, you know that [00:03:13] in the 2010 NFC Award, [00:03:16] all four provinces wholeheartedly and [00:03:19] voluntarily decided that before [00:03:23] you have mentioned, the distribution of resources among [00:03:27] the provinces, number 1, although [00:03:31] it was never an agenda item of NFC, but [00:03:34] we did it because [00:03:37] Pakistan was a front-line state that was fighting [00:03:40] these terrorists, and there, in those days, [00:03:44] the politicians who were martyred, [00:03:47] common citizens were martyred, shopkeepers, doctors, [00:03:50] engineers, so [00:03:54] we said that 1% would be for them in [00:03:57] the formula, and the distribution would be after that. [00:04:01] Today it's 2010 [00:04:05] and today it's 2026. So, believe [00:04:08] me, almost 800 billion [00:04:11] rupees have been given to them [00:04:14] under this head or are being given. And [00:04:18] the result of this, and this was only for this [00:04:22] work, that you will augment your CD, [00:04:26] you will train in police stations, you will do new [00:04:30] recruitment, buy weapons, do everything. But what [00:04:33] was the result that neither the CD [00:04:37] was strengthened nor the police were strengthened, [00:04:40] nor weapons were provided, nor any intelligence, [00:04:43] and where did the money go? I am not going [00:04:47] into that detail. What was the result that [00:04:50] every day there are attacks in Tank, sometimes in Dera [00:04:54] Ismail Khan, sometimes in other places, and the [00:04:58] KP government, instead of countering them, is [00:05:02] completely silent. When we say that this is [00:05:05] support for terrorism, instead [00:05:08] the Pakistani state of standing with the federation, working with the federation to eliminate them, sending [00:05:13] them to hell, they don't say a word. [00:05:15] I am [00:05:18] not here for any covering, I can talk about [00:05:20] that, but for some other time. What [00:05:24] is this that other people are being targeted, and their [00:05:28] processions come out there? [00:05:31] that. I am just saying that fighting terrorists [00:05:35] with the federation is the duty of this province's [00:05:38] police, administration, all of us, instead [00:05:42] of becoming a complete wall, it is [00:05:45] not only silent, but the situation [00:05:49] is getting worse every day. And then [00:05:52] they planned to attack Islamabad, an evil [00:05:56] plan. Look, I have already talked about [00:05:59] it, that when your economic indicators are [00:06:03] slowly getting better, and with day and night [00:06:07] efforts, by God, this is teamwork. I don't [00:06:09] want to boast, and there are still many [00:07:12] challenges, but through teamwork, those who [00:07:16] want to come to Islamabad and revive those horrific [00:07:19] memories when clothes were hanging in D-Chowk, [00:07:23] and what kind of spectacle, digging graves, by God, [00:07:27] do they want to destroy Pakistan again? Do [00:07:32] Pakistan to the brink of destruction again? [00:07:36] Do they want to commit this enmity with Pakistan [00:07:39] which gave you everything, made you Chief Minister, [00:07:43] gave you governments, you ruled there for [00:07:46] 13 years? Is this what you are returning [00:07:50] to Pakistan? I think there can be no [00:07:53] greater act of hostility towards the country than [00:07:57] this. So, today will you be a silent [00:08:01] spectator and sit back while your laborers [00:08:04] cannot reach the factory, engineers cannot go to their [00:08:08] factories, owners cannot go to their shops, [00:08:12] an officer cannot go to his office, children [00:08:15] cannot go to school, the country goes towards [00:08:19] destruction again? Those who have good thoughts [00:08:23] about Pakistan and are expressing them, will [00:08:26] we then sit inside? The investors of Pakistan [00:08:30] will then sit back and wait for the situation [00:08:33] to improve before they invest. Do [00:08:36] you want to play this game [00:08:39] again and again and completely disable and destroy [00:08:43] Pakistan? This will not happen. The law will take [00:08:47] its course, and in every situation, God willing, [00:08:50] I will not let this happen, and you also [00:08:54] fully understand that you will not let [00:08:57] it happen. In this regard, we decided [00:09:00] that the PPP and PML-N, and I [00:09:04] give credit for this to Mr. Asif Zardari [00:09:08] Sahib, Mr. Bilawal Bhutto Sahib, Mian [00:09:11] Muhammad Nawaz Sharif Sahib, and my team, [00:09:15] that we decided to send a joint delegation [00:09:18] to them and explain to them that we should [00:09:22] resolve this matter through dialogue so that Pakistan [00:09:25] can avoid these horrific, I would say, catastrophic [00:09:29] consequences again, and this effort [00:09:32] made in two and a half years, whose [00:09:35] results are slowly coming to light, [00:09:38] can be saved from ruin. Two days of [00:09:42] meetings were held, in which Mohsin Naqvi [00:09:45] Sahib, Rana Sanaullah Sahib, and Ameer Muqam [00:09:49] were from our side, and from PPP's side, [00:09:53] Syed Naveed Qamar and Begum [00:09:56] Sherry Rehman were there. So, I think [00:09:59] that the talks were held with great sincerity, [00:10:03] and I was surprised, rather pleasantly surprised, [00:10:07] that this matter would be resolved, Alhamdulillah. [00:10:11] I was told last night by Mr. Naqvi [00:10:15] and my other colleagues that the matter was [00:10:18] resolved, the final draft was agreed upon. [00:10:22] They said, "We will show it to our [00:10:26] Chief Minister." So, everything was fine. [00:10:29] But after that, things stopped, and [00:10:32] the matter ended because their intentions were bad. [00:10:36] They did not want peace to be established [00:10:39] in the country. They did not want this [00:10:43] journey of development to move forward. They [00:10:49] diplomatic success to move forward. They [00:10:52] did not want an economic revolution here. [00:10:56] They said no, and the matter ended. [00:11:00] Our concerns were proven true again. [00:11:04] So, after that, they were informally told [00:11:07] to stop their long march, to call [00:11:11] off their sit-ins. We can still talk [00:11:15] to you. But they did not give any [00:11:18] positive response. Yesterday, Maulana Fazlur Rehman [00:11:21] Sahib, I thank him, he was kind enough [00:11:25] to come, and he said that he has [00:11:29] come to participate in these talks with [00:11:32] goodness and sincerity. The Prime Minister [00:11:35] had also returned after performing Umrah. I [00:11:39] myself called him, congratulated him on Umrah, [00:11:42] and told him that he has contributed to [00:11:46] this matter as soon as he came. So, [00:11:50] we are ready for it. So, he came, [00:11:53] and he was with [00:12:25] me last night. Did the KP government [00:12:28] or the Chief Minister not have the courtesy [00:12:32] today to at least not condemn the terrorists, [00:12:36] whose children are being martyred, whose daughters [00:12:39] have become orphans, sons have become orphans, [00:12:42] who have watered Pakistan with their blood? [00:12:46] They could have expressed their sympathy for them, [00:12:50] said a few words for them. They did [00:12:53] not say a single word. And [00:12:57] the conversation that is going on right [00:13:01] now is indescribable. Such words, such [00:13:04] abuses that cannot be uttered. So, [00:13:08] I think that in these circumstances, [00:13:11] the water has gone above the head. [00:13:15] We need to take action in this [00:13:19] regard. The picture that I have painted [00:13:23] before you, I think that [00:13:26] his efforts, he also quoted that she [00:13:30] said that Prime Minister Pakistan is a changed [00:13:34] Pakistan. He talked about the London trip [00:13:38] as well where he met with the top [00:13:41] banks and the world leaders as well [00:13:45] who also praised Pakistan's leadership and economic [00:13:48] reform saying that Pakistan has been [00:13:52] an attractive destination for the foreign investment. [00:13:55] The world leaders praised Pakistan leadership [00:13:59] in its role and mediation. Unfortunately, [00:14:03] things have not been stable in Babel [00:14:06] Madhab, but Pakistan continues to play [00:14:10] its role as he praised the CDF [00:14:14] Asim Munir, the Deputy Prime Minister [00:14:17] and the Interior Minister Mohsin Naqvi. He [00:14:21] also said that he visited the newly [00:14:25] established Danish Technology Park where he said [00:14:28] that was under ruins in the last [00:14:32] government and now completed under the [00:14:36] leadership of Minister Shiza Fatma Kwaja [00:14:39] and Minister SN Iqbal. This initiative [00:14:43] will benefit the youth and will also be [00:14:46] a hub for the international IT [00:14:49] activity. On Saudi Arabia, he said [00:14:53] that Saudi Arabia is a brotherly country [00:14:57] of Pakistan and we also mediated [00:15:00] with our brotherly country of Iran. He said [00:15:04] that we have close relations with the Iranian [00:15:07] leadership quoting the situation in Babel Mandab. He said [00:15:11] that Pakistan is in trilateral defense [00:15:15] agreement. Therefore, Pakistan [00:15:19] condemns the unfortunate attacks by the [00:15:22] Yemeni Houthis on the kingdom of [00:15:25] Saudi Arabia, showing [00:15:28] concern of the entire Muslim Ummah for [00:15:32] safeguarding Makka and Madina, as it [00:15:36] is the red line for all [00:15:39] the Muslims across the world, and [00:15:43] Pakistan stands with Saudi Arabia against [00:15:46] all threats. Mentioning the situation in KPN [00:15:50] Baluchistan, he said that numerous sacrifices [00:15:53] have been rendered by the security forces [00:15:57] and civilians alike. The government and [00:16:00] the people of Pakistan stand with its [00:16:03] armed forces, criticizing Afghanistan, he stated [00:16:07] that Afghanistan has not understood that [00:16:10] we need to live in peace in the [00:16:13] region despite all efforts from Pakistan. [00:16:16] Regarding KP, he said that a [00:16:19] CTD team was funded by the [00:16:23] federal government, as it is a frontline [00:16:27] state facing terrorism. Funds were given [00:16:30] for training and development, and despite [00:16:34] providing funds, there was no development. [00:16:38] Criticizing the KP government, he said [00:16:41] that we as a nation should [00:16:45] fight against terrorism and the KP government [00:16:48] has not been in line for [00:16:51] the betterment, rather making further hurdles [00:16:55] in the process of safety, [00:16:57] security and development of the [00:17:01] province, shutting down the ecosystem by [00:17:04] protest and rallies, he said that [00:17:07] the law shall prevail encountering these. [00:17:11] He said on the advice of [00:17:14] President Asif Ali, a joint [00:17:20] to KP. Two days of meeting [00:17:24] included top leadership, but the negotiations [00:17:27] could not prevail. He said Maulana [00:17:30] Fazl Rahman came forward as a negotiator, [00:17:33] criticizing the KP Chief Minister, he [00:17:36] said that he did not condemn [00:17:40] the terrorist and did not show [00:17:43] sympathy with the aggrieved either. To [00:17:47] know about this further, we've been [00:17:50] joined by Ali Andas, our [00:17:53] correspondent for Pakistan TV. [00:17:57] Yes, Ali, what is going to be [00:18:00] happening in the closed door meeting? [00:18:03] Now, a brief has been given [00:18:07] by the Prime Minister of Pakistan [00:18:11] himself, where he [00:18:13] says that it [00:18:15] is time to take action against the [00:18:18] Chief Minister KP, as negotiations [00:18:26] as per what was required to [00:18:29] be and has gone north. Federal Cabinet [00:18:33] meeting a Sunday means there are [00:18:36] some very important pressing issues on [00:18:39] the agenda. At the start of [00:18:43] the cabinet meeting, Prime Minister Shehbaz [00:18:47] during his address to the cabinet [00:18:50] members began with the [00:18:53] global situation, [00:18:56] regional situation where he condemned, as [00:19:01] condemned the terror the Houthi attacks [00:19:04] on Saudi Arabia and the closure [00:19:08] of waterways including Strait of [00:19:10] Hormuz and [00:19:13] Bab-el-Mandeb. According to Prime Minister [00:19:17] Shehbaz Sharif in his address, [00:19:21] the defense of Saudi Arabia and [00:19:24] the two holy cities is not [00:19:28] just the responsibility of Saudi Arabia [00:19:31] or Pakistan or Saudi Arabia's [00:19:35] allies, it is the responsibility of [00:19:39] billion plus Muslims. On the other [00:19:42] hand, he called for peace and [00:19:46] dialogue in order to resolve the [00:19:49] crisis in the Middle East and [00:19:53] Gulf. Talking about the fiscal discipline, [00:19:57] he said Pakistan's economic performance has [00:20:00] been recognized by all international institutions, [00:20:04] and he also announced that the [00:20:08] talks with the IMF are going [00:20:11] in the right direction and Pakistan [00:20:15] is expected to receive the next [00:20:19] tranche of IMF in this year, [00:20:22] before the end of this year. [00:20:25] Now coming to the situation in [00:20:29] Khyber Pakhtunkhwa and the rising [00:20:33] incidence of terror that we have [00:20:37] witnessed in the last few months. [00:20:41] According to Prime Minister Shehbaz Sharif, [00:20:46] has repeatedly urged Afghanistan to stop [00:20:50] the terror emanating, [00:21:14] originating from their territory and taking [00:21:18] place in Pakistan, killing citizens, killing [00:21:22] security personnel. However, despite repeated diplomatic [00:21:26] efforts involving Pakistan's allies, including China [00:21:29] and Qatar, the message has not [00:21:33] reached Kabul. While [00:21:36] we can see the performance of [00:21:39] the provincial government. Prime Minister expressed [00:21:43] serious concern over the language being [00:21:47] used by the provincial government, [00:21:50] by the Chief Minister of the [00:21:54] province, which is most affected [00:21:57] by terrorism. And as the Khyber [00:22:01] Pakhtunkhwa leads the provincial government, [00:22:05] the Chief Minister of Khyber Pakhtunkhwa [00:22:08] wants to bring [00:22:09] a large number [00:22:15] of protesters to Islamabad, ignoring the [00:22:19] situation and deteriorating law and order [00:22:22] situation in Khyber Pakhtunkhwa. He mentioned [00:22:26] that condemning the acts of terror [00:22:29] is a far cry. The provincial government, [00:22:33] the Chief Minister, have refused even [00:22:36] to go and offer condolences to [00:22:40] the victims of terrorism that is [00:22:44] taking place in Khyber Pakhtunkhwa. According [00:22:51] to governor, imposition of governor rule [00:22:55] in are going to [00:22:57] be discussed in today's federal cabinet [00:23:01] meeting. According to sources, the members [00:23:05] of the federal cabinet have an [00:23:09] issue with the provincial government [00:23:12] through dialogue should be taken underway. [00:23:15] And for this purpose, according to [00:23:19] sources, Maulana Fazlur Rehman is [00:23:21] being contacted through which the [00:23:25] federal government, the federal cabinet, aims [00:23:29] to resolve the crisis with the [00:23:32] federal with the provincial government of [00:23:35] Khyber Pakhtunkhwa before imposition of [00:23:39] governor rule. During the federal cabinet [00:23:42] meeting, according to [00:23:43] sources, Deputy [00:23:47] Prime Minister is contacting [00:23:51] JUI-F chief Maulana Fazlur Rehman [00:23:54] in order to convey the concerns [00:23:58] and intentions of the federal government [00:24:01] and make a last effort to [00:24:05] avoid the imposition of governor rule [00:24:08] in the province. Ali Andaz reporting [00:24:12] for Pakistan TV. Now, the federal [00:24:16] cabinet expresses deep concern over [00:24:20] the security situation in Pakhtunkhwa and [00:24:24] made the last effort through Maulana [00:24:27] Fazlur Rehman before any final discussion [00:24:30] regarding the situation in the province. [00:24:34] Addressing the cabinet meeting, Prime Minister [00:24:38] Shehbaz Sharif says that the Khyber [00:24:41] government should stand united with the [00:24:44] federal government to root out terrorism [00:24:48] in the province [00:24:50] for improving the situation over there [00:24:54] for the security. As the federal [00:24:57] cabinet meets in Islamabad, the federal [00:25:00] ministers have expressed serious concerns over [00:25:04] the rising incidents of terrorism in [00:25:07] the cabinet said that the way [00:25:11] the provincial government of was distancing [00:25:14] itself from the fight against terrorism [00:25:17] is highly concerning. [00:25:28] As efforts are still on the [00:25:32] way to resolve the dialogue and [00:25:35] the crisis, the Deputy Prime Minister [00:25:39] contacted the JUI-F leadership during the [00:25:43] cabinet meeting. On the economic front, [00:25:47] the Prime Minister said that we [00:25:50] have reached a staff level agreement [00:25:53] with the IMF, [00:26:07] and the Managing Director IMF has [00:26:11] praised Pakistan's efforts to stabilize its [00:26:14] economy.
