[00:02:12] in [00:02:20] welcome back now the news in detail. president Asif [00:02:23] Ali Zaddari on the advice of prime minister Shivash Sharief has imposed emergency in khibar [00:02:27] pakhtunkhah under article 232 and 34 [00:02:30] of the constitution of Pakistan, given the gravity [00:02:33] of the situation. President signed the summary sent to him by Prime Minister [00:02:37] Shaz Sharif on the [00:02:38] in recommendation [00:02:39] of the cabinet for exercising his constitutional authority and imposing [00:02:42] emergency in khibar Pakhtunkwa under articles [00:02:45] of 232 and 234 [00:02:47] of the constitution. Earlier the federal cabinet was briefed on the law and all [00:02:50] situation and the provincial governments deliberate disengagement from the [00:02:54] fight against terrorism and the deteriorating state of affairs regarding terrorism [00:02:58] in Kaibar Pakhton Khan Proven. The cabinet conducted detailed review [00:03:02] of the situation taking into account the worsening law and order conditions [00:03:06] in khibar [00:03:06] paktunkhah. [00:03:11] of [00:03:16] Now to talk more about this, we have been joined by Rana Ehsan Afzal Khan, [00:03:20] coordinator to the Prime Minister on commerce to discuss the imposition of [00:03:23] emergency in Pakhtunkhah. Mr. Khan, welcome to Pakistan TV, [00:03:36] Sir, welcome to Pakistan TV, [00:03:38] of diving right into the question, how do you assess the situation that led to the [00:03:42] imposition [00:03:42] of the emergency in Khair [00:03:44] of Pakhtunkhah today, sir? Well, [00:03:46] of this decision was not an easy one, [00:03:48] of and it is quite unfortunate that the federal government [00:03:52] of had to take this step, and the reason why the step was [00:03:55] taken was that the KPK government, [00:03:59] the... ti led government [00:04:01] of is the chief minister instead of taking [00:04:05] his responsibility seriously regarding [00:04:09] law and order and we have seen we issued a white [00:04:12] paper on the condition of CTD, the fact [00:04:16] that they were not equipped enough and then his stance on [00:04:20] foreign [00:04:21] of policy, on the terrorism policy [00:04:23] of the state [00:04:24] to challenge it openly and to be [00:04:27] of not be working in collab. operation and [00:04:30] coordination with the center, which is his constitutional [00:04:34] responsibility, so instead he was pitching [00:04:38] something [00:04:38] of else and he was focused on coming to [00:04:42] Islamabad, shutting down Islamabad, so these steps had to [00:04:45] be taken to ensure that the law and order situation [00:04:49] in KPK is brought to normalty, is [00:04:53] return there, and we can focus [00:04:57] on the big issue [00:04:59] of which is terrorism in KP, KPK and [00:05:03] focusing on improving the law and order situation. Sir, how [00:05:06] serious is the security situation in KP and how has the threat of [00:05:10] terrorism evolved over the last two? years: well, the [00:05:14] situation is in front of you, we have shut down the Afghanistan [00:05:18] border, not an easy decision, obviously it impacts our [00:05:21] trade as well, but we took it because we feel [00:05:25] that Afghan Taliban should be held responsible [00:05:29] for their land, for their area of control, [00:05:33] and this is our only demand that terrorist activities which are stemming from [00:05:36] Afghanistan, which are being sponsored by [00:05:40] India and they are being used as proxy, they should [00:05:43] not let any terrorist activity or planning [00:05:47] take place on the land of Afghanistan, they should, they they are [00:05:51] supposed to be, so this is our only art, because every each and [00:05:55] every terrorist incident that takes place in Pakistan, be at [00:05:59] KPK, it it the evidence, the trail [00:06:03] goes back to Afghan Taliban and TTP, they go to [00:06:06] TTP, so an Taliban have a direct responsibility to take [00:06:10] action against. ments within their [00:06:13] land who are planning against Pakistan, so this is we [00:06:17] have very clear cut stance and we will not back down from it, number one, [00:06:21] number two, the responsibility the [00:06:24] province, according to the national action [00:06:27] plan, nacta is they have major role to [00:06:31] play, because once area is cleared by operations by the armed forces [00:06:35] of Pakistan, it is up to the provincial government [00:06:39] to take over the law and order situation, social [00:06:42] development, the integration the society [00:06:46] into into the overall framework that is defined by [00:06:50] nacta, and if those responsibilities are not fulfilled, for [00:06:53] example, if the CTT is not equipped enough to [00:06:57] cater to the the terrorist activities, if there if [00:07:01] the police pockets, which are the police check [00:07:05] post, if they're not being equipped, if the police is not being equipped, [00:07:09] they're not being supported in the way that they should be, 'if the [00:07:12] mad being registered, if the illegal [00:07:16] afghani citizens who are settled in Pakistan, if [00:07:20] they are not being sent back to their home, and there is another [00:07:24] political narrative built across that [00:07:27] conversation, all of this does not support what [00:07:31] the state wants to do, so these are all the responsibilities which are [00:07:35] directly linked to the chief minister and and his [00:07:37] government, so what practical changes could the [00:07:41] emergency proclamation'? and bring to the provincial administration, [00:07:45] you think? i think the focus is heavily going to [00:07:48] be on the law and order situation, and [00:07:52] now the biggest change i feel that is going to come is the [00:07:56] coordination between KPK and the central [00:08:00] government and the agencies which are dealing with terrorism a daily [00:08:04] basis, so so that which was missing, so this [00:08:08] is this is the area where I feel we will see a massive improvement coming [00:08:11] along. and and hopefully this will result into terrorist [00:08:15] incidents declining [00:08:17] dramatically. Absolutely. Mr. Khan, [00:08:21] thank you so much for your expert analysis and joining [00:08:23] us. Well, moving on, earlier we were [00:08:27] joined by Khuram Dastagir, political analyst to share his views on the PM [00:08:31] advice to the president regarding emergency in Khabar [00:08:33] Pakhtunkwah. Forces personnel, police [00:08:37] personnel, civilians have been [00:08:41] attacked by terror. and martered and we have seen [00:08:44] as high as number as 47 suicide [00:08:48] bombings in kp, and the need [00:08:51] was, which is the reason principly for this [00:08:55] emergency and governor rule, is for [00:08:59] all the local, provincial law enforcement [00:09:03] agencies, intelligence agencies to cooperate [00:09:06] fully and to coordinate completely [00:09:09] with the armed forces in order to ensure that the rate the [00:09:13] government, provincial as well as federal is [00:09:17] restored in the border [00:09:21] districts which used to be called FATA but now are part [00:09:25] of KP and to ensure that [00:09:28] the territorial integrity and the [00:09:32] life and property the Pakistani citizens [00:09:36] is [00:09:36] protected. [00:09:42] Earlier. senior journalist from hasan khan spoke to Pakistan to discuss [00:09:46] the situation in the province [00:09:50] the current setup will go and I think in governor rule [00:09:54] the governor the current set the assembly are the the [00:09:57] parliament stay intact so in this [00:10:00] time the current setup for my information is concerned [00:10:04] about the this new arrangement the current setup will definitely go and I [00:10:08] think if you leave the current setup it's a type of cancerous part the b [00:10:13] if you have if you have malignant part in your body and instead of [00:10:17] making a surgical procedures, going for a surgical procedure, you [00:10:21] just keep on treating that through medicine, so i think again the whole body will become a mel [00:10:25] so here as for my information is concerned, they are going for a surgical [00:10:29] procedure, so the provincial setup will [00:10:32] go. [00:10:36] governor pakhtunkha, faisal karem kundi has said [00:10:39] that the people the province welcome the presidential proclamation and desire peace, [00:10:43] stability, progress and prosperity in the province. a message, the governor [00:10:47] said the people of khibar pakhtunkhah welcome the presidential proclamation and desire [00:10:51] peace, stability, progress and prosperity in the province. he said the people of [00:10:55] will stand by their security agencies and fight against terrorists till the [00:10:59] end and want brotherly relations and mutual cooperation with other [00:11:03] provinces.
