[00:00:01] I think it is a high time that this region [00:00:04] must find an [00:00:06] of independent architecture to bring peace and security in this [00:00:10] region, from far from areas, the time has proved, [00:00:14] it is [00:00:15] of probably difficult, if not impossible, so [00:00:19] let me emphasize that we [00:00:23] will obviously, we must not be, you [00:00:26] know, ignoring what's happening in the world, [00:00:30] "the times are very challenging, the [00:00:33] situations need full [00:00:35] of attention of all the countries in the region, particularly our region, and we have [00:00:39] seen the energy supply chain disruption, we have seen the [00:00:43] prices, the common man [00:00:44] of is suffering, again the government whatever could do for the two wheelers, three [00:00:48] wheelers, subsidy, [00:00:50] of remove all the taxes, give [00:00:51] a refund through through tokens, almost 10 over 10 [00:00:55] million people are benefiting, so if you take [00:00:57] of average size of family. five, so 50 [00:01:01] million individuals in Pakistan are [00:01:04] benefiting. Ladies and [00:01:06] gentlemen, let me also [00:01:10] emphasize that account terrorism must not be used as a pretext to [00:01:14] suppress as it said, the legitimate struggle, and despite our [00:01:18] continuing sacrifices, let [00:01:19] me make it very [00:01:23] clear that there should be no doubt that our [00:01:27] unflinching resolve to fight terrorism, will ever [00:01:31] in get weakened as a nation, excuse me, our [00:01:35] people, armed forces, police and intelligence services continue to [00:01:39] confront this manness with extraordinary courage very [00:01:42] frequently, almost on on daily [00:01:50] the citizens deserve safety and our country [00:01:53] deserve peace. excellences [00:01:57] in gentlemen, pakistan believes in a peaceful neighborhood, [00:02:01] We desire [00:02:02] a region where trade flows from central Asian states to the [00:02:05] Arabian sea, where roads, railway and energy [00:02:09] links connect [00:02:11] of our people and bring cross borders prosperity, but our [00:02:15] pursuit of peace cannot come at the expense of our people [00:02:19] of security. Good neighborlihood is two way [00:02:23] obligation. It cannot mean [00:02:25] of absorbing attack after attack in silence today. [00:02:30] I say to the authorities in Kabul, please [00:02:34] of honor your commitments, ensure that afan soil is not [00:02:37] used against any other country, particularly [00:02:40] Pakistan. This is not a new message, this is the same [00:02:55] message I gave them in person during my visit to [00:02:59] Kabul on. 19th of April [00:03:01] 2025. I also call upon the international [00:03:05] community to support Pakistan's continuing resolve to [00:03:09] fight this threat. We have paid an enormous [00:03:14] of price. Our efforts must be met with cooperation and a [00:03:17] shared [00:03:19] of determination to deny terrorists the [00:03:21] in means and space to operate. Ladies and [00:03:24] gentlemen, a peaceful [00:03:28] of of prosperous future for all. of our people free [00:03:32] from the schools of terrorism is within [00:03:35] reach if states have the requisite political [00:03:38] resolve, let [00:03:41] me tell you [00:03:42] of we will stand against terrorism to the last [00:03:46] effort inshallah and we will stand for [00:03:49] peace and we have demonstrated that [00:03:52] a we can, we are and we will stand for peace, not only for [00:03:56] pakistan but the entire region and may be beyond. [00:04:00] we will do both to the ultimate [00:04:03] of end, so I thank you for your patient hearing, I'm most grateful for [00:04:07] inviting me for today's event, I have been very [00:04:11] honest and frank to have expressed, [00:04:14] you know that when you go to such events, you get [00:04:17] a [00:04:18] all also input up from your own institutions, but I [00:04:23] a do most [00:04:27] of of the time I just go extempore in order to express my honest sentiments, thank you very [00:04:29] of much. Right, ladies and gentlemen, we were sharing live images from where [00:04:33] the deputy prime minister and for minister Mr. Isaak was addressing the [00:04:36] international conference on Pakistan's evolving counter terrorism [00:04:40] landscape, TTP, cross border threat and regional security [00:04:43] institute at the Institute of Strategic Studies, [00:04:46] of Islamabad, he said in his remarks that terrorism is actually not a [00:04:50] policy debate, it's a story of sacrifice and valor, [00:04:54] he did mention how we have made sincere efforts, even if we had to sit with [00:04:58] the Afghan Taliban regime, but fortunately Afghan Taliban [00:05:02] regime or the Afghan soil is still used for such terrorism activities [00:05:06] and is spreading globally, and speaking about India, he did mention [00:05:09] that how Indian patronage of state using terrorist groups actually [00:05:13] have larger repercussions just within Pakistan. He further paid [00:05:17] tribute to the Prime Minister the Pakistan, [00:05:21] the honorable Mr. Mohammad Shabaz Sharif and the CDF [00:05:24] field marshall say and the entire armed forces and the law [00:05:28] enforcing agencies where he did mention that life has to [00:05:32] go in accordance of peace. In addition to this, just [00:05:35] prior to that, it was the minister for information broadcasting Mr. [00:05:39] Atatar who actually took to the stage and he did say, in his repark as [00:05:43] the people of KPK and Pakistan actually stand in [00:05:46] resolved and we are going to fight against terrorist till the last drop of [00:05:50] our blood and life. Ladies and gentlemen, now I will be taking [00:05:54] you towards where the there's an interview the federal [00:05:58] minister for finance and revenues senator Mohammad [00:06:02] Aurangzeb who is actually going to speak with Bloomberg TV [00:06:05] in Bangkok and while we speak of it we do know for fact how the deputy [00:06:09] prime minister himself Isagdar Sah has mentioned. that [00:06:12] you now that when I was the finance minister, you have spoken about certain [00:06:16] issues and now from here onwards, ladies and gentlemen, time now to [00:06:20] listen to what the federal minister for finance has to [00:06:23] say, is joining me now is [00:06:27] Pakistani finance minister Mohammad orangzeb, great to have you with [00:06:31] us minister, I just wonder if you could just tell us first off, I mean [00:06:35] we've seen Pakistan quite successfully tapping global debt [00:06:38] markets, but do you see this continuing given the backdrop of... [00:06:42] higher global bond yiels, yes, so thank you, in the first [00:06:46] instance, this is part of our medium term debt strategy, [00:06:50] as we achieved macrostability, from my perspective is just basic [00:06:54] hygiene, inflation in the right place, effect reserves in the [00:06:57] right place, policy rate at the right place, so the first rate that we [00:07:01] did was actually in April of this year, which was a private [00:07:05] placement of 750 million dollars and then we access [00:07:09] the panda bond market, which was correct. [00:07:12] enhanced and [00:07:14] you know it was long time coming from Pakistan because is the second largest [00:07:18] second deepest capital market in the world and so it was very [00:07:22] successful issue. do [00:07:23] you think it continue being successful given higher global uses? yeah [00:07:27] so so as you know about three weeks back we [00:07:30] did a three billion dollar euro bond [00:07:34] the overall appetite of that was actually the order book was twice of [00:07:38] that and we were very pleased with the length and breath of course there were asian [00:07:42] inv'. there were middle east investors, but bulk of it was sort of [00:07:45] European [00:07:46] and US investors and it's after heaters, after gap of four years that [00:07:50] Pakistan access international capital markets. now going forward, [00:07:54] we are not in a rush in this fiscal [00:07:57] year, but as part of our medium term strategy, we have given mandates for [00:08:01] Islamic sukups, we have given mandates for [00:08:05] also for the first time dollar, [00:08:08] dollar settled but rupee denominated bonds, lot [00:08:11] of first inquiries coming through on that as well and [00:08:15] then going forward we are going to issue RFPs for the [00:08:19] remaining panda bond because NAFM approval is for billion dollars we printed [00:08:22] 250 and for the first time we are also going to [00:08:26] see if we can go for tokenization [00:08:30] of our existing euro bonds so now [00:08:34] a rush does this mean this comes potentially next year or what sort of timeline are you [00:08:38] looking at and how much for each these from our perspective [00:08:41] it's going to be determined by pricing, tenor and [00:08:45] market conditions, [00:08:48] so the way I was sort of explaining to [00:08:52] you bit earlier as well, that [00:08:55] you know this year, it's not a question of that we [00:08:59] absolutely need to cover our external financing gap, but over the [00:09:03] next two to three years what we do want to do is to see if [00:09:07] some of our short term external debt can be [00:09:10] refinanced into longer teners, of maturities, so Pakistan [00:09:14] is a country does not have to go into this roll over [00:09:17] risk on on sort of short term debt, but quite [00:09:20] frankly a, it is not is not [00:09:24] helpful to us from the rating agencies perspective as well, they don't do [00:09:28] not give us any credit for that, so we want to keep the overall [00:09:32] quantum of our external debt which is close about 100 [00:09:36] million dollars, but think about it as mostly [00:09:40] as replacement trades, as diversification [00:09:44] and as elongating the maturity, I was just about to ask, so how [00:09:47] effectively is this going to help Pakistan reduce the [00:09:51] reliance on bilateral loans? well, we [00:09:54] are extremely grateful to our bilateral [00:09:57] partners who have helped us to thick and thin with IMF [00:10:01] programs, with bilateral support, etc., but the way I look at [00:10:05] it, we have to move towards sustainability and therefore road to [00:10:08] market, and this is also in conjunction of... of [00:10:12] where we are in terms of sovereign ratings, because we have just [00:10:16] as I was saying earlier, we have had three rating upgrades since [00:10:20] April of last year, so we have now got into a solid b, if we [00:10:24] go back... 40 years, the best [00:10:26] that the country is ever had is B plus, so if we [00:10:29] all we are very committed to stay the trajectory, then if not [00:10:33] during this fiscal year, early next fiscal year, we should get to B plus, [00:10:37] but we are aiming slightly higher this time around to see how we [00:10:41] break into the double v category as as a sovereign as a [00:10:44] country, and therefore the debt sustainability and the external [00:10:48] debt and with the right maturities is going to be very critical [00:10:52] enabler to help us with the rating. agencies to break into [00:10:56] WB. Amid this period though, you're still in need of financing, where [00:11:00] else are you looking for, what is the latest on the US exchange [00:11:03] stabilization facility is 10 billion dollars worth? where are [00:11:07] discussions on that? yeah, with respect to the US, we are looking at in in [00:11:11] the context of larger larger canvas, so the [00:11:14] discussions that we are having that we move, you mentioned the [00:11:18] bilateral partners, but overall are now thought process with the prime [00:11:22] minister leading, the cabinet, the administration, to move from aid [00:11:25] to trade and investment, so active discussions [00:11:29] with USDR in terms of tariff discussions and getting [00:11:33] to a framework agreement there with US Exim Bank, [00:11:37] with DFC, to help support in [00:11:41] trade, investment flows into Pakistan in terms of agriculture, in terms of [00:11:44] it, minerals and mining, within that context, this [00:11:48] stabilization facility, as you know well, I mean this is not loan, this is not a credit facility, [00:11:52] this is liquidity support, and with or [00:11:56] without it we will continue to move forward in terms of market [00:11:59] access, so you have reached some form of agreement on that [00:12:03] or still still active discussions across [00:12:07] all areas, including this. is Washington attaching any [00:12:10] conditions for the facilities? what are you hearing from them? no, [00:12:14] I think with respect to our [00:12:18] leadership discussion with [00:12:20] the with the Trump administration, we are a very good place, you've [00:12:24] had number of... team with secretary, last time was in [00:12:27] Washington, had very constructive discussion with Secretary Bessent, [00:12:31] so we very grateful for all the support that we are getting, it's moving in the right [00:12:35] direction, and we are hopeful that this will help [00:12:39] consolidate that trade investment flow from the US into Pakistan. What [00:12:43] about when it comes to the bounce in the US dollar recently, [00:12:47] how manageable is that for Pakistan, because we have been seeing in the past two years the [00:12:50] rupee has been relatively stable, do you think that can continue? [00:12:54] Yeah. "I think the rupee has been stable because [00:12:58] in the context the overall macro stability, because this [00:13:02] time the FX Reserves, you have to look at that, [00:13:06] the couple of weeks back we touched 21.4 billion [00:13:09] dollars, which is the highest ever in the history [00:13:13] the country, and this is now about three months of import [00:13:17] cover, which is a good international benchmark, and you put it in the context of [00:13:21] couple of three years back when we were down to two weeks of import." [00:13:25] so we have come a long way from that perspective, number one, number [00:13:28] two, these reserves are not built on debt [00:13:32] stock, this is the central bank actually doing [00:13:36] market interventions, so it's not only the quantum the [00:13:40] effects reserve, but also the quality of fx reserve which is helping the [00:13:44] stability the currency, and while as you can [00:13:48] appreciate the effects and the policy rate is very much [00:13:51] the the the perview the central bank, but all i [00:13:55] can say is that we expect the currency to remain stable as we [00:13:59] move forward. do you see there being a risk to growth? we've [00:14:03] already been seeing previously the IMFrading the outlook for this year [00:14:07] because the vulnerabilities from the energy shock. how on target are you? what is [00:14:11] the target for this year? yeah, so so the GDP growth once again [00:14:15] just like the FX situation, the three and a half years back, [00:14:18] the the economy actually contracted, we were minus [00:14:22] .3% on GDP growth, the... before was [00:14:25] 2.6%, last fiscaly is 3.7%. this [00:14:29] year we are quite sanguin that we will be north of [00:14:33] 4%. so having said that, [00:14:37] the lingering conflict, we are keeping very close eye on [00:14:40] that between the governor and myself, both [00:14:43] from inflation perspective and the GDP growth perspective as [00:14:47] well, because even in the last fiscal [00:14:50] year a certain percentage of GDP growth was shaved off because [00:14:54] the... the conflict in the middle east, so we are all [00:14:58] hopeful that [00:15:00] you know this situation will resolve itself, the target for this year is north of [00:15:04] 4%. okay, what about tax revenues? do you see that being on [00:15:08] target as well? might you have to announce perhaps additional [00:15:12] measures if the conflict roils on? well, as [00:15:16] you know, on the 7th of [00:15:18] October, the we are in IMF [00:15:22] program, so the the mission... was in [00:15:25] Pakistan, they reviewed our quantitative benchmarks, structural benchmarks, part [00:15:29] of those quantitative benchmarks are how do they see the revenue [00:15:32] profile, all I can say is the first quarter of this [00:15:36] fiscal year, is June, July till September, we have met [00:15:40] our revenue targets in terms of tax revenues, we are now in [00:15:44] double digits in terms of tax to GDP, so I would say at this point in [00:15:48] time, so far so good, so far so good for oil stocks as well into the [00:15:52] end the year, how is Pakistan looking at the [00:15:56] energy shortfall? Yeah, I think that's a that's a very good [00:16:00] question in the context of what we are dealing with at this point in time, I would [00:16:04] say the first order has... [00:16:07] negotiated very well since March [00:16:11] this year when this conflict started in terms of procurement of [00:16:15] molecules, now this we are now of six months [00:16:19] into the conflict, so there's been no shortage, there's been no quees [00:16:23] at the gas stations, there's been no law in order situation, which [00:16:26] unfortunately we have seen in some the other countries, [00:16:29] so october we are good, november we are [00:16:33] planning, it's both in terms the crude and [00:16:37] the gas in terms of LNG, now obviously as we go [00:16:41] forward, if this conflict lingers will have to make participation [00:16:45] choices, but one thing I just want to say is we are, while we are [00:16:48] very focused on petroleum, the food security is as important [00:16:52] as the energy security, and we are very fortunate [00:16:56] to have a situation in Pakistan where our fertilizer situation, [00:17:00] daap whether etc it's because [00:17:01] urea, of our existing [00:17:04] stocks, but also in terms of our local capability. [00:17:08] uh we are a good place from that perspective as well, first order [00:17:12] impact has been negotiated well, the second order impact [00:17:15] in terms of its impact and we have also gone for targeted subsidies [00:17:19] for vulnerable segments etc. but we are keeping very close eye on [00:17:23] inflation and gdp about first order, when it comes to [00:17:27] how Pakistan has been able to secure shipments, what has it been [00:17:31] using as leverage with Iran to secure [00:17:34] shipments, cargos? can you help us understand that? well... I think [00:17:38] overall I would say I want to compliment our [00:17:42] leadership right, in the first instance we were all we [00:17:45] were all very hopeful when the Islamabad emaju happened right, that again [00:17:49] as a country very fortunate to have [00:17:53] very good relationship with the Trump administration and the trust and credibility the [00:17:57] Iranian leadership and a combination of that [00:18:01] helped in terms of culmination in terms the Islam by the Muu, it [00:18:05] continues to help us in terms. of our procurement [00:18:08] capability as well, minister, thank you for your time today, it's been [00:18:12] great to chat with you, really appreciate [00:18:21] Mohammad Orangzeb interviewing with Bloomberg TV Bangkok, he stated that we are extremely [00:18:25] grateful to our bilateral partners for being with us, that sustainability [00:18:29] is going to be very critical enabler for us, he said that Pakistan issued [00:18:33] three billion dollars dual trans euro bonds, he said that [00:18:37] with respect to US, we are looking at the launcher picture and we are moving in the right direction [00:18:41] with the investments and the trade. He said that Pakistan seeks greater [00:18:44] access to global capital markets as Pakistan privately issued [00:18:48] $750 million dollar bonds in April this [00:18:52] year. Finance minister says appropriate inflation, reserves and policy [00:18:56] rate levels key economic stability. And [00:19:00] last day he said that investers show interest in rupees [00:19:03] denominated dollar federal [00:19:05] bonds. [00:19:09] Well that's all for [00:19:10] now further details, stay tuned to Pakistan [00:19:12] TV. [00:19:30] Bangladesh goes into 12th February 2026 parliamentary elections after [00:19:34] major political reset. Bangladesh heads to the port. once again [00:19:38] with the new generation decides the next chapter of [00:19:40] Bangladesh. [00:19:52] Pakistan TV team is here at the Beijing capital international [00:19:55] airport. [00:20:02] Pakistan TV is right now reporting live from the great hall the people [00:20:06] here in China. [00:20:15] delegation led by Prime Minister Shahbaz Sharif and chief of defense [00:20:18] force field marshall Assim Munir have now [00:20:22] departed from the great hall the [00:20:24] people. [00:20:32] A very significant mous will be signed in this [00:20:36] important meeting. [00:20:52] we are at the jinna convention center and just not me, this is [00:20:56] me, sana and of course our channel, as the [00:20:59] Islamabad talks comment today, prime minister Mohammad Shahbas Sharif held the key [00:21:03] meeting with us vice [00:21:04] president, [00:21:18] you about about the Pakistan. [00:21:32] the man of peace, it was Pakistan who made sure that the [00:21:36] 47 year old conflict [00:21:38] ends, [00:21:47] the way he praised the role of prime minister. Mr. Shahbas [00:21:50] Sharief, field marshall Assim, it made headlines [00:21:54] in Pakistan. I have also had such a privilege and [00:21:57] honor to witness such a [00:21:59] friendship. [00:22:06] I appreciate the government of Pakistan and everybody involved in organizing this [00:22:10] very, very important seminar. I'm here at Jinna [00:22:14] Convention Center Islamabad. Pakistan's water strategy is [00:22:18] clear, when a river crosses border. cooperation becomes just as [00:22:22] important as the water [00:22:23] itself, [00:22:31] from the heart of south asia to the cross roads of central Asia, from the turbulent [00:22:35] middle east and north africa to the power corridors the west. i think [00:22:39] that the proxy situation is very [00:22:42] problematic uh for the [00:22:46] US, for Israel, for around, [00:22:50] states for the world at large, this [00:22:54] conflict could expand, that's what Pakistan and [00:22:58] Cutter are trying to prevent. Israel wants [00:23:01] the land of Palestine without the Palestinian people, and that is [00:23:05] why we see the situation in [00:23:09] Gaza being getting getting [00:23:12] worse. [00:23:13] Field Mar have kept a channel open when nothing else was working, and that [00:23:17] matters, [00:23:18] and of course the cease fire came through. Islamabad: gender [00:23:21] persecution is already a crime against humanity under the Rome [00:23:25] statute, and the international criminal court has issued [00:23:29] arrest warrants for the two top taliban [00:23:32] leaders: and Sheikh Khani, who is the [00:23:36] chief justice. I suspect that the Canadians are going [00:23:40] to pressure on areas that will cause lot of [00:23:43] dis comfort to the Americans as they're coming into the midterm [00:23:47] elections in November. Iran's... declaration that it [00:23:51] does not intend to produce a nuclear weapon is [00:23:55] politically relevant, but declarations alone cannot [00:23:58] resolve the security dilemma. Iran has always said it's prepared to [00:24:02] continue the conflict, but it's clear that it's preferences for this war to end, [00:24:06] the US and the Trump administration I think is the same, so there is alignment, but [00:24:10] obviously the problem has been [00:24:12] how we get [00:24:13] there. [00:24:24] Hello and welcome to experts corner, this is Mahin [00:24:27] Joffrey. "the [00:24:50] United States, not only because it's spending in front the new term [00:24:54] elections, but also in the general strategic [00:24:58] context, should seriously [00:25:01] recess its policy towards Iran. [00:25:05] I mean, Iran and Oman can negotiate, and countries like Pakistan [00:25:09] and Katar and Turkey have been helpful in trying to mediate some [00:25:12] type of resolution here, but again as I said earlier, I [00:25:16] believe right now the Trump administration has nearly zero patience." for [00:25:20] so-called negotiations with the Iranian regime, well certainly [00:25:24] the war has not proven to be as uh quick [00:25:28] or as decisive as the president initially [00:25:31] suggested, seniors are coming back, still fighting for the right, [00:25:35] are not accepting, india should be declared a country [00:25:39] of particular [00:25:40] concern.
