[00:05:17] you about about the Pakistani [00:06:20] blind approval for Israeli policy, because the [00:06:24] Americans have paid, American soldiers have died, hundreds have been injured [00:06:27] and hurts, for what, for nothing. The [00:06:31] military conflict came to draw, [00:06:34] nobody won, neither side really wants to re-engage [00:06:38] militarily, so it has evolved into..." [00:06:42] economic conflict as a society we do stat a [00:06:46] chance when it comes to platform accountability and specifically [00:06:49] protecting our children all right. the innocent people of Afghanistan [00:06:52] are the biggest victim of this application. They do not [00:06:56] exist. Let's be very frank, they do not exist in their mind, [00:07:00] they do not exist in [00:07:12] their policies. [00:07:49] Welcome back, you're watching Pakistan TV live from Islamabad studios, I'm [00:07:53] Fahim Bangashanna for the news in detail, deputy prime [00:07:56] minister and foreign minister Saghdar said Pakistan has written story of [00:08:00] everlasting sacrifices in the war on terror, offering more than [00:08:03] 90 thousand lives and suffering severe damage to its [00:08:07] economy, addressing a conference on the changing landscape of counter [00:08:10] terrorism in Islamabad the deputy. Prime Minister said Pakistan fates terrorism with [00:08:14] courage, bravery and resilience. [00:08:18] He said on the directive offield marshall sayid operations against [00:08:22] terrorists are being conducted daily in every province has to [00:08:25] play its due role. Speaking about Afghanistan dars that [00:08:29] Pakistan is only one demand that on territory [00:08:32] not be used for terrorism and that Pakistan has continued to press the [00:08:36] Afghan regime and has visited Afghanistan for talks. The [00:08:40] deputy prime minister said in a trilateral. meeting of Pakistan, China [00:08:43] and Afghanistan which was held in kabable in August 25, [00:08:47] the Afghan authorities did not fulfill their commitments. He [00:08:50] also said presence of banned TTP and other terrorist groups in [00:08:54] Afghanistan is a threat to regional peace and that terrorist [00:08:57] infiltrate across the border to attack soldiers and [00:09:01] citizens. The deputy prime minister said terrorism from the [00:09:04] Afghan soil is not acceptable under any circumstances in that [00:09:08] Afghan Taliban regime must immediately stop all support to [00:09:11] terrorists. including weapons. He reaffirmed that [00:09:15] Pakistan is committed to the complete elimination of terrorism. [00:09:29] Federal minister for information and broadcasting has said [00:09:32] Pakistan's facing the major challenge of terrorism and extremism [00:09:36] addressing a conference and changing landscape of counter terrorism. [00:09:40] He said Pakistan made the greatest sacrifice. in the war on terror [00:09:43] and suffered economic losses of more than hundred billion [00:09:47] dollars. the ministers of Pakistan made the world safer by [00:09:50] fighting the war against terrorism and added that Pakistan played the role [00:09:54] a mediator between the US and Iran and made a full contribution to [00:09:57] establishing peace in the region. speaking about [00:10:00] Afghanistan, thouters that a peaceful and stable Afghanistan is in the [00:10:04] interest of both Pakistan and the wider region. Federal [00:10:07] minister said Pakistan has repeatedly asked the Afhan regime [00:10:11] on various fora. to play its due role in eliminating [00:10:15] terrorism, said Pakistan hosted for million Afghans for [00:10:18] 40 years, adding that the world is a witness to the country's [00:10:22] hospitality in love for Off on refugees. The minister [00:10:25] claimed that more than 20,000 terrorists are present in Afghanistan, [00:10:29] including over 6000 TTP militants who have taken [00:10:33] refuge there, so these terrorists are living in safe havens in [00:10:36] Afghan soil and receiving all kinds of training. That's that [00:10:40] Pakistan wants an end to extremism and militancy in [00:10:42] Afghanistan, also so the people of Khaibar are [00:10:46] patriots. [00:11:01] We're now joined by Zahir Shah Shirazi, senior analyst and Afghan [00:11:05] affairs expert who's joining us to discuss the latest [00:11:09] developments in Afghanistan and their regional [00:11:11] implications. Walaikum and welcome to [00:11:14] Pakistan [00:11:23] while, even the minister he. voted [00:11:25] figures, beat in the number of human lives [00:11:29] or economic losses that Pakistan has had to incur, [00:11:33] now my question to you is, what sort of [00:11:36] influence can regional players like [00:11:39] say China, Russia or the central Asian states or Iran for [00:11:43] that matter, can they pressure Kabul into doing [00:11:47] something about it, because Pakistan has been saying this not just [00:11:50] directly to up on government, but also on [00:11:53] multiple inter national fora that alfan soil must [00:11:57] not be used for [00:11:59] terrorism terrorism [00:12:01] purposes. [00:12:04] i believe, i think Pakistan has done a lot, it [00:12:07] has you know taken up the issue on all [00:12:11] forums, not only regional but with China, with [00:12:14] Qatar, Saudi Arabia and the latest efforts [00:12:17] by Turkey, they were like the last efforts [00:12:21] which tried to persuade [00:12:24] Afghan taliban authorities to stop terrorism and [00:12:28] stop promoting rather patronizing terrorism, but I think there is [00:12:31] no solution to that, we should be looking for [00:12:34] regional solution, that is very important as you were mentioning, [00:12:38] because the countries which are bordering Afghanistan, they are the one who are [00:12:41] likely to suffer, if it's Pakistan, it's Iran, in the [00:12:45] central Asian republics even Russia, but the [00:12:48] recent statement by the Russian foreign [00:12:52] minister Larof, I think it was bit condemnable [00:12:56] because the way he was you [00:12:59] know glorifying the afghan taliban efforts for [00:13:01] countering the daesh or isk threat that [00:13:04] was not based on the [00:13:07] reality. we have number of those reports, the united nations [00:13:11] security consel report, the FSB reports as well as the [00:13:14] Afghan Taliban monitoring committee reports and the recent [00:13:17] as and deputy prime minister Is was [00:13:21] mentioning, these were all internationally acknowledged figures that... how [00:13:25] Afghanistan has become a hub of terrorism, it is promoting [00:13:28] patronizing and rather it's now the state [00:13:31] terrorism against Pakistan which is being launched [00:13:35] from a one soilt, that is a [00:13:37] worrisome for not only for Pakistan but the regional [00:13:41] players as well, we must have to go for a regional solution because [00:13:45] Americans are their allies, they are not no more [00:13:48] interested what is going on in Afghanistan and what is being done on Pakistan's western [00:13:52] border, so I think China, Russia. [00:13:55] as well as the central Asian republics and including Iran, I think these are the [00:13:59] key countries which can pressurize the Afghan Taliban authorities that [00:14:03] if they wanted to live like a peaceful neighbor, they wanted to have [00:14:06] business, they wanted to have development, they wanted to [00:14:09] benefit from the CPAC and the belt and road [00:14:12] initiative, the only ways to stop terrorism, [00:14:16] stop rather patronizing terrorism, supporting terrorist [00:14:19] organizations and using these terrorist organization as [00:14:23] leverage to blackmail. [00:14:25] Pakistan and other neighboring countries, so that is the only message which [00:14:29] today the deputy prime minister have given and the [00:14:33] information minister has very clearly conved, the only [00:14:35] ways we have to get rid of terrorism if really Afghanistan want [00:14:39] to be developed and it wanted really to have trade and other [00:14:43] ties with the Pakistan and other [00:14:51] already ongoing and Pakistan is of course under. [00:14:55] taking that we are seeing operations being conducted almost an [00:14:58] everyday basis. now do you think that is enough or do you [00:15:02] think some more needs to be done? say the inclusion of [00:15:06] civilian policing, the civilian courts and [00:15:10] something which is more closer to local governance for that [00:15:12] matter. well, if you are speaking about Pakistan, I [00:15:16] would say inside Pakistan has done a lot, I think [00:15:20] kinetic operation, intelligence based operation as today [00:15:22] mentioned, but obviously... the way things have changed [00:15:26] in the KP now we would have an [00:15:29] administrative setup which is likely to pursue the [00:15:33] policy and toe the policy of the federation, earlier we were [00:15:36] facing a bit of... challenge of narrative because the provincial [00:15:40] government, which was more or less you know the PTI [00:15:43] narrative, it was actually [00:15:47] much in opposition to what the state [00:15:50] was doing regarding terrorism, [00:15:53] regarding one policy, so I believe I think there should [00:15:56] be consensus on what the Pakistani state is doing, and [00:16:00] that is we have to once for all get rid of this terrorist [00:16:03] and extremist elements which are penetrating in... [00:16:07] our society now we have to go for a multipl strategy, [00:16:11] yes intelligent operations are important, yes kinetic [00:16:14] operations are very important, we have to strengthen the law enforcement agencies, [00:16:18] the active policing is very important, the governance [00:16:21] mechanism is the most important of all, and the last [00:16:24] thing i think the development of these areas in terms [00:16:27] of governance, in terms of livelihood support, in terms of more [00:16:31] jobs and business ventures, especially along the [00:16:35] bordering areas which are mostly relying on the the border [00:16:38] trade or maybe we can say legal or illegal both, but we have to find a [00:16:42] mechanism that how we are going to engage the tribal young [00:16:45] population in different forms of [00:16:49] economic engagements, we have to go for vocational training, that has been done to some [00:16:53] extent, but actually we need a proper plan to [00:16:56] revive the total [00:16:59] these people, so for that we have to revisit [00:17:02] entirely what we had been promising in the national action plan [00:17:06] that has to be met. realized the kinetic operation was done, but [00:17:10] the the lagging that was the [00:17:13] governance problem, the development and the [00:17:16] livelihood support projects which could have drifted [00:17:19] these youngsters from those extremist and terrorist [00:17:22] tendencies and it would have also shrink the [00:17:25] space which the militants and the terrorist elements as well as the the [00:17:29] foreign elements, the foreign funding which was [00:17:32] misusing our youth so that we have to go for an [00:17:36] entire. radicalization as well as rehabilitation plan [00:17:40] if we really wanted to get rid of this terrorism once for [00:17:51] now, federal minister for information and [00:17:53] broadcasting [00:17:56] there was a breakdown of governance and terrorists for destroying people's [00:17:59] livelihoods. talking exclusively to pakistan tv, the federal [00:18:03] minister for information and broadcasting said federal government imposed emergency [00:18:06] in the profit. under valid constitutional [00:18:17] just said what happened in kp imposing the governor [00:18:20] rule was not a political move, but there are other [00:18:24] thoughts that you know there was a [00:18:28] two-third majority of a party called BTI at was thrown [00:18:31] out, how do you justify the governor rule [00:18:35] being imposed there, the 1973? constitution of [00:18:38] Pakistan has valid [00:18:40] clauses with regard to imposition of emergency and [00:18:44] imposition of governor's rule. [00:18:48] the constitution intended the use of these clauses [00:18:51] in dire circumstances, [00:18:54] so constitutional provision exists, whenever there's a [00:18:58] breakdown of governance, whenever there's a collapse, [00:19:02] that is the time when such [00:19:04] clauses are invoked, so I think with regards. to [00:19:08] terrorism, there was a surge in terrorism for the past many [00:19:12] years, PTI government has been [00:19:15] there in KPK for the past 13 and a half years and they [00:19:18] failed to take any credible steps to eradicate terrorism, in fact [00:19:22] they were hand in glove with the terrorist, terrorist infrastructures [00:19:25] were being promoted in and in the south districts in many [00:19:29] areas terrorists had been given complete ingress, [00:19:32] terrorists were manning police stations, they were there in the [00:19:36] administration, after nightfall and I [00:19:39] think there was a sympathy with the [00:19:42] Taliban, with the TTP, with the prescribed [00:19:45] organizations by the PTI government. now the National Finance [00:19:49] Commission, yes since 2010 has given [00:19:52] 1% of its year to the KPK government, which now amounts to, [00:19:55] after so many years, amounts to 800 million, 800 billion [00:19:58] rupees. now where has this so the setup which is in [00:20:02] place right now, will they be looking into where the that [00:20:06] money has gone? they absolutely should and it's not my place to tell them if [00:20:10] they should or they should not. i think it's a very very competent setup, [00:20:13] very as I must say non partisan [00:20:17] setup, very professional people, with accuman, [00:20:21] with skill, with integrity, with experience, with qualification, these [00:20:24] people, their integrity and their competence [00:20:28] is beyond any doubt, so i think there was a [00:20:31] breakdown of governance, terrorists were roaming about the [00:20:34] districts, killing people, [00:20:37] destroying their livelihoods, so I think once these terrorists were [00:20:41] gaining ingress with the help and support of the PTI government and [00:20:45] the chief minister, that is when uh this emergency [00:20:49] has been imposed. and it has been imposed through [00:20:52] valid constitutional [00:20:55] result we have seen that there have been no protest in [00:20:58] the province of khibar pakhtunkhah the PTA used to [00:21:02] claim that if there is such eventuality where [00:21:04] emergencies imposed millions of people would come on the [00:21:07] streets so we have not seen one credible protest [00:21:11] in the entire province in fact people have welcome this step [00:21:14] because they have seen that the new advisory council is based on [00:21:17] professionals is based on non-partisan people. based on people [00:21:21] who are from the soil oftunkwah and want the betterment of the people of [00:21:25] so honorable minister, the federal [00:21:28] government have associated the BTI with the [00:21:32] TTP and the other terrorist organizations, [00:21:35] so do you have any evidence? number one, there is [00:21:39] one argument that they have been doing the long marches in [00:21:43] the districts where the army and police [00:21:46] cannot go and you know there are... [00:21:50] they were they they requested the terrorist for safe passage, yes, we have lot [00:21:54] of credible evidence on our hands which shows [00:21:57] this unholy alliance, this collusion of the PTI, KPK [00:22:00] government and the terrorists, in fact all political parties have [00:22:04] given sacrifices and you know we wish safety for PTI, [00:22:08] but they had asked the terrorists to give their marge, safe passage to [00:22:12] the districts where ordinary citizens cannot pass, where other political parties [00:22:16] representatives cannot pass, so I think [00:22:21] the terrorists, they were in fact promoting these terrorists. you see, i [00:22:24] went to kohart, i visited the home of a martered policeman and [00:22:28] his father said to me that we are ready to fight this fight, but the government of KPK is not [00:22:32] supporting us. i went to the hospital, i met the [00:22:35] injured and their resolved and determination to fight against [00:22:38] terrorism, it's it's stronger than ever, the people of khibar pakhtunkwah [00:22:42] have given innumerable sacrifices, valuable [00:22:46] sacrifices against this war, but we had a [00:22:49] government, which was you know promoting terrorists [00:22:52] and enabling them to carry out these attacks, they did not do any [00:22:56] capacity building for the police, for the CTD, to install safe city [00:23:00] cameras all across KPK, to make a forensic lab, to give equipment to the [00:23:03] police, in fact whenever federal government tried to give any equipment, they returned it back, so I [00:23:07] think it's it was very sorry state of affairs and I would say good, you had [00:23:11] given negotiations a chance of [00:23:14] course, if they hadn't opted for the long [00:23:18] march would the federal government still [00:23:22] had gone for so I think the imposing we [00:23:26] we gave negotiations lot of room a lot of chance we had long [00:23:29] police going on but they were never serious they used to agree to one thing and then they [00:23:33] used to you know just turn back on their word we had only one agenda [00:23:37] that was counter terrorism eradication of terrorism and serious efforts on part of the [00:23:41] provincial government to counter terrorism had they carried on [00:23:44] with the long march we don't care we had only one agenda that please [00:23:48] fight against these terrorists and [00:24:20] rejected it. For two days, we saw the security [00:24:23] situation, the public did not respond [00:24:27] as such, and also, [00:24:30] rather, they celebrated the day of salvation. Sweets were distributed at various places, [00:24:34] and even now, their container is abandoned. [00:24:37] There is no owner for their container or truck to take it away. It's still standing, [00:24:41] and we are waiting for someone to come and claim [00:24:44] it and take it away. Otherwise, definitely, [00:24:47] some TMA person or someone else will take it, because until now, [00:24:51] and I myself am waiting, because I was waiting [00:24:54] through your media, I saw that many people were supposed to come here to besiege [00:24:58] the Governor's House, to attack it, to entertain them. We had made arrangements, [00:25:02] but until today, I am still waiting that no one has climbed [00:25:06] the wall, nor knocked on the door, nor come. Therefore, I thank the people [00:25:09] of Khyber Pakhtunkhwa for rejecting this [00:25:13] 13-year-long ordeal, [00:25:16] and Inshallah, we have started [00:25:20] a new journey. With the start of a new [00:25:24] journey, our first priority today in the Apex Committee [00:25:27] was discussed. In yesterday's meetings, it was decided that our first priority [00:25:31] is the war against terrorism. And we want to assure [00:25:34] our army, our police, our FC, [00:25:38] our security agencies, that this [00:25:41] committee of ours [00:25:45] or our government that has been formed [00:25:48] is standing shoulder to shoulder with you. We will fully support you. [00:25:52] Yesterday too, in our meeting, we decided [00:25:56] that development will be our second priority. [00:25:59] Our first priority is our police. [00:26:03] We will provide the resources that our CTD needs. [00:26:06] Today, I want to assure my police officers, [00:26:09] my police constables, my police brothers [00:26:12] and sisters, from this government, [00:26:15] that we are standing shoulder to shoulder with you. [00:26:19] We will own you. Whatever weapons you need, whatever [00:26:22] your necessities are, we will provide them to you. [00:26:26] You are fighting on the front lines against enemies, against terrorists. [00:26:30] We will cut everything, but [00:26:33] we will not compromise on our young police officers. [00:26:37] We will equip them well. Along with them, [00:26:41] yesterday, I gave orders to my IG and Chief Secretary [00:26:44] that you should issue that Khyber Pakhtunkhwa police [00:26:48] will provide free education. We will own them. Those children [00:26:52] are not theirs, they are the children of our martyrs, and we will own them. [00:26:56] And we hope that the police [00:26:59] brothers, sisters, and officers will have their hopes fulfilled, [00:27:03] Inshallah. We will stand shoulder to shoulder with them. [00:27:07] Those days are gone when there was no coordination [00:27:10] between the federation and the province. Those days are gone when we used to fight [00:27:14] unnecessarily with another province. Those things are not there. [00:27:17] We will have coordination with the federation. Our policies will come from Islamabad. [00:27:21] Our policies will not come from Kabul, Jalalabad, or Kandahar. [00:27:25] This is a clear statement. And the people [00:27:29] of Khyber Pakhtunkhwa, Inshallah, [00:27:34] just as they have rejected it, our security forces, our police are standing shoulder to shoulder. [00:27:38] Inshallah, the tunnel we are passing through, [00:27:41] after darkness comes light. The darkness has passed, and Inshallah, our journey [00:27:45] is towards light. And I also want to tell you [00:27:48] that wars are not fought by armies, wars [00:27:52] are fought by nations. And our nation, our people, are [00:27:56] standing shoulder to shoulder with our army, our police, and our FC, and Inshallah, they will continue to stand. [00:27:59] Today also, you see, from the federation, [00:28:02] Mohsin Naqvi Sahib came today and gave [00:28:06] 10 APC vehicles to our police. Before this, they used to come, [00:28:09] but our people sometimes used to show off, sometimes they didn't show them. [00:28:13] And today, in the Apex [00:28:17] before that, in my meeting with Mohsin Naqvi Sahib, [00:28:20] he assured me and our Apex Committee [00:28:24] that our police, our security, will get all the money [00:28:27] they need. Whatever shortfall there is with the province, [00:28:30] the federation will cover it. [00:28:32] We will not let any shortfall occur, Inshallah. Many projects [00:28:36] that were shelved at that time, especially for the police, [00:28:40] whether they were police lines, police stations, police checkpoints, [00:28:44] or along with that, safe [00:28:47] cities, we will work on all of them on a war footing, Inshallah. We will complete them, [00:28:51] and whatever their requirements are, [00:28:54] Inshallah, we will fulfill them. And [00:28:58] our only goal, I have also told my council, is that [00:29:02] our priority, our focus, is peace plus [00:29:05] development. We have to work 24/7. [00:29:09] We have to give people hope. [00:29:12] We have to give hope to our youth. We [00:29:16] have to give hope to the business class. [00:29:19] that, Inshallah, even today I am telling them [00:29:22] that this war is not yours anymore, it is our war. [00:29:25] Our case [00:29:28] Inshallah, we will all fight that case together. [00:29:32] Whatever your case is, this war is now [00:29:36] not for a specific class. This war is against terrorists. [00:29:40] This is for the people of Khyber Pakhtunkhwa and Insha'Allah, we [00:29:44] will fight with them. I want to give this message to [00:29:47] our young doctors who were on strike that you [00:29:50] should end your strike. Insha'Allah, your problems will be solved. [00:29:54] The mafia that was imposed on you [00:29:58] will not be imposed anymore and Insha'Allah, we [00:30:02] will solve their problems. Insha'Allah, we [00:30:05] will solve their problems. Along with this, I also [00:30:09] want to tell the faculty of our universities that [00:30:12] Insha'Allah, your strikes and protests for your [00:30:16] livelihoods and salaries will not happen now, but I also [00:30:20] want to give this message there that those days are gone [00:30:24] when a political group or political party or political federation [00:30:27] used to run the university. Whoever does not respect [00:30:31] their faculty, [00:30:37] no matter which party they belong to, whoever does not respect their elders, whoever [00:30:41] does not respect the faculty, that will be their last day and I will give my faculty
