[00:07:30] well let's take a look at Pakistan's war against terrorism, well definitely it [00:07:33] continues, not only 2026 has seen a spike in terror [00:07:37] incidents, but also we have seen intensive counter terrorism operations [00:07:40] specifically in KPN Baluches. whereas in the latest [00:07:44] engagement border engagement incuram which has once again brought cross border [00:07:48] terrorism and security threats into focus deputy prime [00:07:51] minister and foreign ministers hagda reiterated Pakistan's demand that [00:07:55] Afghanistan soil should not be used for any kind of [00:07:59] terrorist launchpad calling for concrete action from the Afghan side [00:08:03] and also he has called for greater [00:08:05] in international cooperation on this matter. well this challenge [00:08:08] extends beyond the military operations it now also involves [00:08:12] intelligence coordination, border management, regional diplomacy and [00:08:16] protecting civilians. what kind of concrete steps are needed now from the kabul [00:08:20] government and what are the options with Pakistan? also we are going to be discussing [00:08:24] about the security architecture the region now uh given all [00:08:27] this. the second segment is going to be about the middle east [00:08:31] situation, the kind of dangerous situation and the escalation that [00:08:34] it is facing beat the strikes on the Gaza or the tensions [00:08:37] around state of homos, the US Iran uh confrontation that we see, [00:08:41] or now the... these attacks that have been intensified lately, specifically the [00:08:45] latest developments are particularly concerning and alarming, not only [00:08:49] who who these attacks on airport has caused casualties, [00:08:53] but also it has suspended major operations at the king Khalid [00:08:57] international airport. while the yemen government has intensified the onslot [00:09:01] on hes and Saudi Arabia has responded, this war is [00:09:04] expanding beyond imagination, and this is exactly what we are going to be [00:09:07] discussing in the second segment of our program. for details and analysis, we've been [00:09:11] joined by fitafi online with us and major general retired Zahid [00:09:15] Mahmoud, defense analyst in our studio. Thank you so much sir for joining [00:09:18] in. Thank you. So starting with the [00:09:22] Pakistan's war against terrorism, we see clear warning coming from the Pakistan [00:09:25] side, specifically talking about the deputy prime minister and foreign minister. How do [00:09:29] you look at that stance from Pakistan in the recent developments? Yeah, [00:09:33] mine. Thank you very much for the invite. I think the biggest problem for [00:09:37] Pakistan are the security challenge which Pakistan is facing, that is eminating [00:09:41] from state of Afghanistan. and once we talk about [00:09:45] Afghanistan, the biggest predicament of Afghanistan [00:09:48] is that it is a state, it is i mean a place [00:09:52] which is not in peace with itself, so this is the biggest [00:09:56] question, a country are, i call them [00:09:59] ungoverned spaces, they are being occupied by the authorities [00:10:03] who are sitting in kabable, they are not governing cable for the people of Afghanistan, so this [00:10:07] is serious structured challenge to Pakistan security, and [00:10:11] then collaborating with the international proxy sponsors [00:10:14] especially the way India has got them entangled into this [00:10:18] war against Pakistan and using them as their lead instrument [00:10:22] their policy this has made the situation more complex. [00:10:25] Pakistan is interested in the stability in [00:10:29] Afghanistan, Pakistan needs a stable Afghanistan because [00:10:33] we have this is very well known conclusion that until unless there is a [00:10:37] stability in Afghanistan, it is going to impact Pakistan stability, and [00:10:41] now they're challenging Pakistans, I mean they've [00:10:44] kind [00:10:45] of they've created kind of a existential threat to Pakistan by [00:10:49] collaborating with all those enemical forces who feel that Pakistan [00:10:53] is the only hurdle. in front them as far [00:10:57] as their expansion is policies are concerned, so this is huge challenge. [00:11:01] Pakistan is trying to give them chance, but Pakistan has now [00:11:05] clear political objectives, politics is very clear and [00:11:08] with that the precise use the military that will [00:11:12] continue until unless that there is behavior change inside [00:11:15] Afghanistan. Right, if you could tell us [00:11:19] about Pakistan's intensified counter terrorism operations, yet there's [00:11:23] a spike that we see in. these terror attacks 13.1% [00:11:27] increase in terrorism attacks 12 year high. what do you [00:11:31] think about the current strategy that Pakistan have? I think Pakistan is [00:11:34] addressing those weaknesses and [00:11:38] the and the gaps which were there. I think I think yesterday's action [00:11:41] of [00:11:42] you know governor and emergency [00:11:46] rule [00:11:46] in in Chiber Pakhtunkhah is primarily to address that biggest the [00:11:50] problem which Pakistan was facing and that [00:11:53] was the political ownership. by the provincial government and then the [00:11:56] governor issues, we all talk about the national action [00:12:00] plan that it was not followed up well after the operations [00:12:04] 2014-15 so and then then we suffered so [00:12:07] Pakistan cannot afford, I think Pakistan is taking those steps [00:12:11] within within within our own safiers and [00:12:15] also Pakistan is trying to create regional approach because this issue [00:12:19] between Afghanistan and Pakistan and the war between Taliban and [00:12:23] Pakistan is not a bilateral issue, it should not be taken as a [00:12:27] bilateral issue, it is regional issue because it has all [00:12:31] the ingredients of expanding this terror in the [00:12:35] into the region and beyond, so it's we need to have regionalized [00:12:39] approach, so I think Pakistan should collaborate, should work [00:12:42] on creating a collaboration the regional [00:12:46] countries and as well as the international approach, because we may speak [00:12:50] on this [00:12:51] in the later part the program, I always feel that United [00:12:55] it is still a big stakeholder because they have left 7.1 billion dollars [00:12:59] weptary and military logistics in Afghanistan, so Afghanistan is an [00:13:03] ad, there is diserade situation inside [00:13:06] Afghanistan and we have to establish these [00:13:10] collaborations and cooperations. Right, do you though the [00:13:14] world is going to care enough specifically talking about the international community, right [00:13:18] now we are seeing so much happening around the world, people are all over the [00:13:21] world taking to streets and Let's not forget about [00:13:25] the middle east crisis that is expanding and unfolding every single day, do you [00:13:29] think the international community is going to pay head to the kind of regional [00:13:33] challenges or specifically talking about pakistan, the challenges challenges that Pakistan is [00:13:37] facing right now? mind the world has to [00:13:40] understand and we should also look [00:13:44] at this this whole terrorism and ecosystem [00:13:48] is getting established you know so these non-state [00:13:51] actors made be BLA, [00:13:55] TTA, hosis, other non state actors, ISIS, [00:13:59] ISKP, Alqida, ETM, so there are so [00:14:03] many, so complete ecosystem is you know being generated and it is [00:14:07] being established, unfortunately there are [00:14:09] structured states which are providing that this [00:14:13] opportunity and they are creating an environment to create this [00:14:16] ecosystem, so what they will do that, this system will work against [00:14:20] Pakistan in this part the world, if they are functioning here, they will be [00:14:24] doing it in in. midddle east also, in the Africa also, in Europe [00:14:27] also, so the whole world has to understand that the future war is [00:14:31] either in going to be in the form the indirect [00:14:35] contact, [00:14:35] you know, non contact warfare, use of drones and misals and modern [00:14:39] technologies are use of non-state actors on [00:14:43] grounds, you have just seen, we have experienced that [00:14:46] Americans they went to Iran, but they're not putting their own boots [00:14:50] on ground, so the maybe they were also thinking that they might use cours [00:14:54] or... some other elements, so there are states which has [00:14:58] expansionist design, so they'll be using these elements on ground, so these [00:15:02] are the soldiers, foot soldiers of those enemical forces, so this is if this is [00:15:06] going to be the future warfare then we need to have a common strategy, we need [00:15:10] to have a joint strategy, so this synergy has to be established, [00:15:14] right? farafi, if you are with us, please go [00:15:21] general sab, I have a question regarding the changes. [00:15:25] in khibar partum for now it is fortutus that you [00:15:28] spoke about you know national action [00:15:32] plan, now that the government of Pakistan has the [00:15:35] opportunity to set the... house right, what [00:15:39] exactly can be done regarding the merged [00:15:43] you districts which were expata and similarly what [00:15:47] else can be done, we know that for past many [00:15:50] many years the moral of police [00:15:54] in has really been down, so how to actually [00:15:58] b that bug them up and how to improve the [00:16:01] personal you know mal in the [00:16:05] province, [00:16:08] Look, Pakistan's instabilities mostly they they grew [00:16:12] up from the corridors the bad and poor governance rather absentia of [00:16:16] governors and as you you [00:16:20] we all are speaking about the national action plan, this was the biggest [00:16:23] dilemma, militaries, they carry out actions in in [00:16:26] various areas on the on the strategy of [00:16:30] clear hold build and transfer, so clearing of [00:16:34] area, holding of area, we have done it previously, we have done it. in [00:16:37] 2003, we have done it in 2007-8, in 14, [00:16:41] 15, but and and held those areas as [00:16:45] well, but as far as transfer and and [00:16:48] build part was concerned, that was missing, so that is the prime responsibility [00:16:52] the governing bodies, it is [00:16:56] not that that through politics you get the power, but [00:17:00] it is primarily the functionality of that power or execution of [00:17:04] that power to administer these areas, so lot of gaps [00:17:08] were left, i think the present change which has come up in khibar [00:17:11] pakhtunkhah that the prime reason for this is this misgovernance, bad [00:17:15] governance, ill focused approach and [00:17:19] political dis ownership you know that that these were the prime [00:17:23] reasons and this major act which has been taken which is although a constitutional [00:17:27] act that is primarily it has been taken to improve upon [00:17:30] these gaps so it is time to deliver so i [00:17:33] think if these this leadership and this new [00:17:36] team has been placed inside khiber Pakhtunkhah, they [00:17:40] are aware the whole scenario, they are aware the threat, they are aware the [00:17:44] challenges and now they have to synergize, they have to bring all the [00:17:48] departments, all the people behind this, you [00:17:52] know, we will have to create kind of a machine you know [00:17:55] which is delivering to protect Pakistan, so that can only be done [00:17:59] once the government, people of Pakistan and the military are [00:18:03] the security forces, they all work together to establish that trinity. [00:18:07] of war which is most important and i think this is a right step in the [00:18:11] right direction with the everyone is hoping that this [00:18:15] delivers and people are looking towards a better security environment [00:18:19] right yeah you spoke about with your permission [00:18:23] just a follow yes please yes please general sab you spoke [00:18:26] about trinity of war we have been hearing about another trinity an [00:18:30] unholy trinity the nexus between politicians [00:18:34] especially who were ruling in the province and and then [00:18:38] drug pedlers and their linkages with terrorism as [00:18:41] well, so now how how to handle that as well, [00:18:45] because there is lot of money involved in the province that [00:18:49] might actually be bolstering the terror trist, and once [00:18:53] again regarding police, it is not basically [00:18:57] a query, [00:18:58] it is a comment that the police is moral [00:19:01] in the province is really really low, so how to [00:19:05] improve that? i totally [00:19:09] agree that this unholy trinity does exist and [00:19:13] unfortunately we have suffered it even our urban terrorism which [00:19:16] we were facing in karachi few years back if you remember [00:19:20] and this this connection these politicians with illegal [00:19:24] spectrum and terrorism why terrorism they use these terrorists to [00:19:27] protect their interest so they want friction in those areas [00:19:31] because the measures which Pakistani state has taken in last [00:19:35] few years those are p them, they are, this is, I mean, [00:19:39] hitting them, hitting their businesses, look [00:19:42] at park Afghan border, as well as [00:19:45] Bolochistan is concerned, there used to be more than 30,00 people crossing those [00:19:49] borders, now with the strict measures that has been restricted to maybe 200 or [00:19:53] 300 persons per day, and they're seriously check, that's why they [00:19:57] want to have kind of a mismanaged borders, [00:20:01] so once we talk the managing of borders, it can only be done if there are two [00:20:05] structured states across each other. so they both want to [00:20:08] manage those borders, but here they want to mismanage these borders [00:20:12] because of this spectrum which you have and this trinity which you have spoken [00:20:16] about, to break this trinity, we will have to bring these people under [00:20:20] the law fair. law fair is the most important aspect of [00:20:24] response in the hybrid warfare, if you don't bring them under the lawfair, [00:20:28] if you don't break this nexus, you are going to suffer. i think [00:20:32] and this was a bigger feeling in the in [00:20:34] the in the many departments and many organizations that this next... is not [00:20:38] being broken and it is being protected by [00:20:41] many, unfortunately with all my respect to our politicians, there are [00:20:45] few who are bringing bad name to all them, so this is a great [00:20:49] nexis, so we need to break it through law fair, through [00:20:52] serious border managements, through implication application [00:20:56] of all the strategies which we have made, may it [00:21:00] be financial lines, may be [00:21:03] it be may from the banking side, from all economic, social [00:21:06] political dimensions, we have to make a check on [00:21:10] these elements. right, general [00:21:14] zahid mahmod, how can pakistan go about this road map that you just [00:21:18] mentioned, because It's just not you know maintaining the [00:21:22] pressure on Kabul, it's just not the kinetic warfare as [00:21:26] well, it is the crossbarder engagement as well that we just saw, [00:21:29] so it's kind of a multiimensional thing that you mentioned, so how do [00:21:33] you suggest road map towards you know stepwise going [00:21:37] towards that? I think [00:21:39] consistency, consistency in the policy, [00:21:43] let's confess that our policy in the past sometime it has been [00:21:47] confusing to be very honest, there were elements. there was a [00:21:50] government which wanted to have better relationship with them, they [00:21:54] wanted to bring them back to Pakistan unfortunately, and [00:21:58] there were elements in the establishment as well, those were very keen [00:22:01] to bring them back, but this consistency of [00:22:05] policy of having no negotiations with the terrorist, but [00:22:08] negotiations with Afghanistan or diplomatic engagement of Afghanistan [00:22:12] is is already there, I think Pakistan has been giving [00:22:16] chances to all these elements, today foreign minister was very clear. once he was [00:22:20] talking a seminar this morning that we want to give [00:22:24] them chance, we want to support them in all their demands once they had [00:22:27] negotiations in the past and Pakistan's only demand was that don't [00:22:31] let these elements to destabilize Pakistan while using uh you [00:22:35] know Afghani soil and it's not only using Afghani soil they are being [00:22:39] patronized the patternage is being given to them so that is [00:22:43] serious challenge so have consistency in your policies create [00:22:47] regional alliances regional application. implement [00:22:51] the mind change, so this this mindset of non-state [00:22:55] actors required very special effort implement [00:22:58] this mind changing theories, you know, so I [00:23:02] think consistency and then bringing in the international players, I always say [00:23:06] that United States left this Afghanistan a a [00:23:10] diserade situation, it was not a normal [00:23:13] withdrawal of some fighting groups, it was withdrawal of NATO, so [00:23:17] it it was supposed to be very orderly. "they left 7.1 [00:23:21] billion weaponry night vision devices, so today's terrorist [00:23:25] is not an ordinary terrorist which we were facing in 2014, 15 or [00:23:29] 2007, so he is very well equipped, he is adapted to the tactice, he is [00:23:33] using the modern technologies and then techniques as well, and then [00:23:37] they have the sport the structured sponsor states who plan, provide [00:23:40] them the logistics, who plan their attacks, give them the intelligence and then [00:23:44] now this drone phenomena, this is new thing coming in, so I [00:23:48] think we need to put pressure." on these proxy sponsor state [00:23:52] also and we should bring this whatever is happening to Pakistan, we [00:23:55] should internationalize this evidence as well, [00:23:58] right? general Zahid, as you were mentioning the kind [00:24:02] of support they have, they have the modern technology and all the equipment, and earlier you [00:24:06] were also mentioning and I'd like to build up on my question, you said there is entire [00:24:10] ecosystem, not just eliminating a terrorist or a network, [00:24:14] so how can Pakistan actually shift to now dismentling the entire [00:24:18] ecosystem no matter how much? intensified our [00:24:21] intelligence based operations are, we are still facing the same threat? [00:24:25] yes, as far as intelligence based operations are concern, my look, these are these are in [00:24:29] the military domain, but nowadays when i talk the [00:24:32] ecosystem, you know these are these terrorist threats are [00:24:36] transitional threats, you raise terrorist organization [00:24:40] in one country, you recruit people from another country, you [00:24:44] finance them somewhere else, you plan their [00:24:48] activities in some other part the... world and then use [00:24:51] you it a specific target country, so this is this is that [00:24:55] complete ecosystem, ecosystem, [00:24:56] you know, so whatever the the the [00:25:00] roots are available or you say the organizations which are there through the united [00:25:04] nation, through our regional cooperation mechanism th [00:25:08] through reds and all that, so we have to bring all these elements, [00:25:12] first tell the people who all are involved in [00:25:15] this, they should know about them, and then you have to bring them into [00:25:19] the... sanctions regime if required then you have to fight on the legal [00:25:23] grounds also, you have to do the politics also and through diplomacy [00:25:27] also you have to put pressure on these states that they should refrain using these [00:25:31] elements as the lead instrument their policy, so this whole [00:25:34] then the financial lines, the financial sanctions and then the [00:25:38] country which is playing the major role in that, they should be prepared to pay [00:25:42] that cost, so you have to create such an environment and along with that you [00:25:46] have to continue with the military actions also to... to [00:25:50] create conditions for dialogue and diplomacy and politics to [00:25:53] succeed because end game has to be achieved by the politics and [00:25:56] diplomacy, war is the kinetics are just 30 or [00:26:00] 40% the strategy. Right, General Zahid, [00:26:04] also we, if you look at the pattern the these attacks specifically in [00:26:08] KP, they have mostly been on police stations, check post, security [00:26:11] installations, does this uh indicate any kind of gap that is [00:26:15] lying there in terms the community and the intelligence or the coordination between both [00:26:19] them, what are the the the gaps that we normally see and the repeated [00:26:23] pattern that keeps happening? look, initially it is eminating from [00:26:27] the terrorist strategy, they would they always prefer to [00:26:30] go for the software targets. [00:26:32] and then they [00:26:33] want to create a despondency among the people that their police are their you [00:26:37] know mostly the police guys are from the local areas you [00:26:40] know so that they want to create this environment also to create [00:26:44] sorry despondency among the people so they start believing [00:26:48] or they start trusting their armed forces or the security forces that they won't be able [00:26:52] to protect them so they go for the software targets then they want to you know tell [00:26:56] their proxy master sponsors also that we have the capability and [00:27:00] capacity so they go for the easy targets. to to to [00:27:03] you know put more to to increase the canvas [00:27:07] their applications so they they want to show them their [00:27:10] reach their extent of operations so they want to accrove [00:27:14] maximum benefits the economic benefits which is which are which is [00:27:17] related to the associated with the economy of this [00:27:21] terrorism so that that is the prime reason that's why they [00:27:25] prefer going behind this but again as as you said the [00:27:28] gaps gaps were there in the governance we have to equip them we have to [00:27:33] give them the at least matching calibers, matching [00:27:36] equipment, matching weapons with which they can deal with the [00:27:39] terroris, if your focus is not on them, you are not giving them [00:27:43] the, you are not giving enhancing their capacity and capabilities, how you [00:27:47] expect that they they're going to fight that, so you got to work in these [00:27:51] domains as well, [00:27:55] right, with your permission, general sab, you spoke about [00:27:58] gaps, so let me talk about another gap which is very important [00:28:02] "we are [00:28:03] of course we are talking about duran line or Pakistan [00:28:07] Afghanistan border, it is a long border, it is a [00:28:11] poorest border, pakistan seems to have fenced up to [00:28:14] 98%, then it might be difficult, but is there a [00:28:18] possibility to finish this gap, you were talking about [00:28:22] the responsibility the US, so of course [00:28:26] US might not be able to get its weapons back from [00:28:29] Afghanistan, but is there possible?" " that they [00:28:33] have cutting as technology, especially satellite, so [00:28:37] they and then we have Chinese trends also, with the [00:28:41] help them we could monitor the border so that if there is any [00:28:44] incursion we can interdict immediately, and then of course [00:28:48] AI can also help in that context, and [00:28:51] secondly regarding governance gaps, one [00:28:54] aspect that repeatedly national action plans have actually [00:28:58] mentioned is intelligence sharing. [00:29:02] among key intelligence organization in the country with [00:29:06] the new you know changes at necta [00:29:10] they think that we are heading towards [00:29:13] the that direction also [00:29:17] yes as far as US is concerned we understand there is not [00:29:21] much of appetite about what is happening between Afghanistan and [00:29:24] Pakistan but we need to tell them that we are [00:29:28] going back to 9/11 we are rather we have reached to that once [00:29:31] that's 11 happened and this will hunt them, this will hunt [00:29:35] them, that's why I always call them as a stakeholders, of [00:29:39] course, Russians are coming in, [00:29:42] you know, [00:29:42] so there for their technical needs to address ISIS, [00:29:46] ISKP issues, but again they are, they are also [00:29:49] responsible for this unstructured state, Americans are also [00:29:53] responsible, 20 years of application, then the global [00:29:57] application of bringing Talibans into it, which Pakistan was also a [00:30:01] partner, yes we have also... been part of that, but primarily this was [00:30:04] being led by the Americans and then fighting those Talibans and ending [00:30:08] the war without achieving your political military objectives, [00:30:12] so you you kind of a chaos you have [00:30:16] left in Afghanistan, so I think Pakistan has to have [00:30:19] to bring them in to address these issues. President [00:30:23] Trump many of times he has said that it was most poorly crafted [00:30:27] withdraw, as far as Chinese are concerned, the presence in Afghanistan of [00:30:31] enemical forces. is also targeting Chinese, all the Chinese, you know, [00:30:35] especially the CPEC has been the target, so this is not only [00:30:38] application against Pakistan, this is application against the economic pursuits of China [00:30:42] as well, so they have to announce the capacity and they have been trying [00:30:46] Pakistan's foreign minister, Chinese foreign minister, they visited Kabul as well, [00:30:50] they have been speaking to them, they have been trying hard because their own interest and every [00:30:54] country work for their own interest, yes there can be a [00:30:57] collaboration and this synergy has to be brought.
