[00:33:29] The United Nations General Assembly held a special [00:33:33] session to form a special [00:33:36] committee and assign it the task of preparing to consider [00:33:40] the issue of an independent Palestinian government in the second regular [00:33:43] session. The committee was tasked with investigating all [00:33:46] matters and issues related to the Palestinian [00:33:50] cause and preparing the necessary proposals. [00:33:53] The committee put forward a number of social [00:33:56] recommendations an economic union, [00:34:00] which was approved by the majority of the committee, considering [00:34:03] اتحاد اقتصادي اقرته اكثريه [00:34:07] The current situation in [00:34:11] Palestine is likely to cause harm to the public interest [00:34:15] and friendly relations between nations. This came [00:34:18] simultaneously with the declaration of the British [00:34:21] Mandate that it seeks [00:34:26] the first of August 1948. [00:34:28] 1948. [00:34:32] The resolution, which bore the number [00:34:35] 181, stated that the United [00:34:38] Kingdom recommends, in its capacity as [00:34:41] the mandatory power over Palestine, and all [00:34:45] members of the United Nations to adopt the partition [00:34:48] and economic union project. The resolution also [00:34:52] that the Security Council shall take [00:34:56] the necessary measures as outlined [00:34:58] in the plan for its [00:35:01] implementation. [00:35:04] The Security Council shall consider whether the situation in [00:35:07] Palestine constitutes a threat to peace. [00:35:10] If the Security [00:35:13] a threat exists, it shall, in order to [00:35:17] maintain international peace and security, add to the mandate [00:35:20] of the General Assembly to take measures [00:35:23] that grant the United Nations Commission [00:35:26] the authority to carry out [00:35:29] in Palestine the tasks [00:35:32] resolution, in accordance with Articles [00:35:36] 39 [00:35:39] the Charter. The Security Council shall consider [00:35:43] any attempt to change the settlement contained [00:35:47] in this resolution by force a threat [00:35:50] to peace, a breach of peace, or an act [00:35:53] of aggression, in accordance with Article [00:35:58] the Charter. The Security Council shall inform the Trusteeship Council [00:36:01] of its responsibilities under this plan. [00:36:05] It calls upon the people of Palestine to take [00:36:08] the necessary steps to implement this [00:36:12] plan. It appeals to all governments [00:36:15] and peoples to refrain from taking any [00:36:18] action that may impede these [00:36:21] recommendations or delay [00:36:23] their implementation. It authorizes the Secretary-General to cover [00:36:27] the travel and living expenses of the [00:36:30] committee members, consisting of one representative from each [00:36:34] of five member states, and the General [00:36:37] Assembly shall elect the members [00:36:40] the committee on the broadest possible basis, [00:36:44] geographically and non-geographically, [00:36:48] the basis and manner it deems [00:36:51] appropriate in these circumstances. [00:36:54] And to provide the committee with the necessary staff [00:36:59] carrying out the tasks assigned [00:37:02] to it by the General Assembly. The General [00:37:05] Assembly authorizes the Secretary-General to withdraw an amount [00:37:08] from the Working Capital exceeding [00:37:12] two million [00:37:17] the last paragraph of the resolution [00:37:21] regarding the independent government of Palestine. So, [00:37:24] the Zionist project was able to mobilize significant [00:37:27] international support for the establishment of its [00:37:30] state in Palestine, even bringing together [00:37:34] the two opposing sides at that time, the Soviets [00:37:37] and the Americans, each with their different [00:37:40] political interests in the establishment of Israel. [00:37:44] So, how did it [00:37:46] achieve that? There was the [00:37:50] Sykes-Picot Agreement, that is, in April [00:37:54] and May 1916, [00:37:57] between Britain and France, with the knowledge of [00:38:00] Tsarist Russia. Then there was the Balfour Declaration [00:38:04] on November 2, 1917. And that led to the [00:38:07] occupation of our lands by Britain on December 9, 1917. [00:38:09] And on July [00:38:13] 24, 1922, the British Mandate [00:38:17] was imposed. It is said, and this is [00:38:21] a fact, that the Zionist movement formulated [00:38:26] In Article 2 of the Mandate, [00:38:29] that is, from the text of the Mandate, there is a direct [00:38:32] provision that the mandatory state [00:38:36] shall assist [00:38:39] the Zionist movement in establishing a national [00:38:43] home in Palestine. And in Article [00:38:45] 4, there is also a provision [00:38:48] that Britain, as the mandatory [00:38:52] state, shall assist and consult and provide [00:38:56] advice and [00:38:59] support to the Jewish Agency in [00:39:01] our lands. And then, [00:39:05] there was the historical development until [00:39:08] we reached the partition resolution. What I wanted to [00:39:11] say is that with this [00:39:14] strategic relationship and with this history, the Zionist [00:39:18] movement was able to be [00:39:20] an actor and to have an effect and a strategic [00:39:24] relationship with the major powers regarding the Soviet [00:39:27] Union specifically. The Soviet Union, [00:39:30] first, there were close [00:39:34] relations between the Zionist movement and its [00:39:37] leaders with the Soviet Union, as [00:39:41] the leaders of the movement, [00:39:45] in the Soviet Union, played a role in strengthening the relationship between [00:39:49] the Zionist movement on one hand, and [00:39:52] the Soviet Union on the [00:39:53] other. [00:44:49] The important thing is that the Zionist movement was able [00:44:52] to convince the Soviet Union and its leadership at the time [00:44:56] of Stalin that [00:45:00] collective work and its adoption, in inverted [00:45:03] commas, of communist or socialist [00:45:07] ideology, this led the Soviet Union, for its [00:45:10] own interests, to want there to be [00:45:13] a young state in the Middle East that would be [00:45:17] an extension of the Soviet Union's socialism. Consequently, the Soviets saw that [00:45:35] recognize the occupation state and to [00:45:38] vote in [00:45:41] Union pressured some [00:45:45] socialist countries at that stage to [00:45:48] vote in favor of the partition resolution. [00:45:51] Regarding the West, its interests also [00:45:55] coincided with those of the Zionist movement, primarily regarding settlement [00:45:59] and colonization. There was an alignment of views. However, [00:46:03] the United States of America, especially President Truman, who [00:46:06] played an important role in ensuring [00:46:09] a larger and more [00:46:13] favorable vote for the partition resolution in the United Nations, [00:46:16] did so because they believed that [00:46:20] Israel would be the long arm of the West and the United [00:46:23] States in protecting their strategic [00:46:26] interests in the region, especially since it is a region [00:46:30] that has, first of all, oil, [00:46:32] and there are [00:46:36] other [00:46:39] natural resources in addition [00:46:42] to oil. In addition to that, [00:46:45] there is the issue of trade and the flow [00:46:48] of commercial traffic, especially since there is a unique [00:46:52] geographical location for the [00:46:55] region that connects different continents. On the other hand, what [00:48:06] efforts and positions did the Arab [00:48:09] and Islamic countries, the natural strategic [00:48:13] depth of the Palestinian [00:48:15] people, play? The Arabs [00:48:18] tried through cooperation, [00:48:21] that is, through serious work with representatives of the Palestinian [00:48:25] people, whether the Higher Committee [00:48:28] or the Arab Higher Committee. But unfortunately, [00:48:30] the Arabs were [00:48:34] against this international position, especially as [00:48:37] I said, the United States and its Western [00:48:40] allies, all of them without exception, and also [00:48:44] the Soviet Union, and [00:48:46] what it also represented politically at the international [00:48:49] level in the socialist bloc, which also [00:48:52] voted, with the exception of Czechoslovakia, [00:48:55] by the way, and the state [00:48:59] that went to Palestine with 11 [00:49:02] states, which were it, India, [00:49:06] and Iran, which opposed the partition [00:49:09] resolution. [00:49:18] The Arabs were certainly opposed [00:49:22] and tried, but the Arab efforts did not succeed, [00:49:26] especially since some Arab countries [00:49:29] were young and newly independent, [00:49:32] and they did not have that presence, [00:49:37] this resolution passing despite the Arabs [00:49:40] in the United Nations. This was not the [00:49:44] Palestinian struggle, but the Palestinian struggle [00:49:48] began much earlier when the first [00:49:50] settlement was established on our [00:49:54] lands in 1887, which was the [00:49:56] Malbas settlement, or what is called [00:49:59] the Key of Hope in Arabic.
