About Palestinians in settlers from the newly established [00:00:03] settlement of Adourin, which was built on the [00:00:07] lands of citizens in that area, cut off [00:00:10] the electricity wires for the sixth consecutive time, supplying [00:00:13] nearly 20 [00:00:17] houses in the [00:00:18] elected. This Wadi Al-Awar area, which [00:00:20] contacts, whether with belongs to Birin, east of Hebron. The [00:00:24] of Egypt or with the factions located residents in that area are continuously subjected to attacks by settlers and occupation [00:00:28] forces, including house demolitions, [00:00:31] land leveling, [00:00:34] to hold a dialogue in and siege, imposing [00:00:36] and which Netanyahu announced the next day that he does severe restrictions on [00:00:39] was reached based on many their movement to pressure them and force them to leave [00:00:42] that [00:00:44] implementation of this area. [00:00:45] to believe that this [00:00:50] This morning, the Israeli authorities expansion, more began demolition operations in [00:00:53] the unrecognized village of Dahiyat Masloubeh in the [00:00:56] Negev region, targeting about 80 houses. The village [00:01:00] is very small and is inhabited by nearly 300 people from the [00:01:04] Abu Wadi family, including children and elderly [00:01:07] people. The demolition targeted the houses of the Abu Wadi family, [00:01:11] of extermination and everything related to this a step that threatens to displace hundreds of residents amid fears of dozens [00:01:15] of families losing their homes and lands. The [00:01:19] demolition operation comes after the Central Court in Beersheba [00:01:22] rejected a request to freeze its implementation, which paved the way [00:01:26] for the implementation of demolition decisions that affect the houses and buildings [00:01:30] of the village. [00:01:39] about, there will also be a set [00:02:22] 28th and would pressure [00:02:36] and, I mean, [00:02:58] attempts to impose occupation realities on [00:03:07] college for selecting members abroad [00:03:12] Good times to you, a new segment from "Today's File." A presidential [00:03:15] decree provides for holding [00:03:17] in detail about this [00:03:18] and to despair our Palestinian people. This of the Ibrahimi Mosque and the attacks on legislative and presidential elections simultaneously on the eleventh of September [00:03:22] 2027. This decree [00:03:25] is an amendment to the date that was previously announced. [00:03:29] The presidential decree clarifies this change in [00:03:32] the date based on the field [00:03:35] and political conditions and the restrictions that Israel imposes [00:03:39] whether in the West Bank and in the heart [00:03:42] and also from of it, Jerusalem, or in the southern governorates, and the continuation of killing [00:03:45] and obstacles. We must not forget that the occupation forces had [00:03:48] prevented the Central Elections Commission and its teams from entering our occupied [00:03:52] capital, Jerusalem, and also refused the entry of commission members [00:03:55] into the Gaza Strip and even prevented [00:03:58] observers from entering and did not agree to all [00:04:02] of that. Regarding this issue, the presidential [00:04:05] decree also states that changing the date of [00:04:08] the elections and making them simultaneous on the 11th of [00:04:12] September of next year also aims, [00:04:15] in light of what it aims for, to allow for a broader [00:04:18] Palestinian dialogue [00:04:20] A sentence in the presidential that includes discussion about [00:04:22] the next stage [00:04:26] to put in place practical mechanisms to impose sanctions on and also includes discussion about the Palestinian National Council. We will not prolong the introduction and welcome [00:04:30] you to our guest here in the studio, a member [00:04:34] to arrange the comprehensive dialogue with of the Executive Committee of the Palestine Liberation Organization and the Secretary-General [00:04:36] the factions or at least start this of the Palestine Liberation Front, Dr. Wasel Abu Yousef. Welcome. Hello and good evening. [00:04:40] youth, from We are talking about the presidential decree. Now it has become simultaneous, [00:04:44] legislative and presidential, and next year, [00:04:48] the Executive Committee of the Liberation Organization discussed this matter, [00:04:51] so tell us about what you discussed in the committee. I mean, [00:04:55] is that there is close follow-up with it must be noted that the meeting held the day before yesterday, [00:04:58] Friday, of the Executive Committee of the Palestine Liberation Organization was a continuation [00:05:02] of a meeting that took place two weeks before, [00:05:05] where, after President Mahmoud Abbas's [00:05:09] Arab Republic of Egypt to contact visit to the Arab Republic of Egypt and the affirmation [00:05:12] of the importance of opening a comprehensive national dialogue during the next [00:05:16] stage, it was [00:05:19] agreed to start that. The [00:05:22] Executive Committee met and affirmed the importance of reaching a comprehensive national [00:05:26] dialogue that works on arrangements related to the internal Palestinian [00:05:29] situation and immediately begins [00:05:33] our brothers in the Arab Republic [00:05:37] abroad. Indeed, there [00:05:39] was a proposal to form a delegation. The brothers in [00:05:43] the Fatah movement began [00:05:46] Cairo, and this is indeed what happened through the meetings [00:05:50] that took place with the Hamas movement, with the Islamic Jihad [00:05:53] movement, and with the Popular Front for the Liberation of Palestine, which had [00:05:57] issued a memorandum regarding its purposeful position [00:06:01] for arrangements related to the national dialogue and the issue of elections. [00:06:05] I mean, this matter is deferred and not precedent. [00:06:08] In any case, [00:06:10] indeed, there were many agreements during this [00:06:14] visit. The Executive Committee met the day before yesterday, and [00:06:18] before that, of course, the Executive Committee had taken a decision for [00:06:21] facilitators related to the comprehensive national dialogue by freezing [00:06:25] the work of the electoral colleges for the elections of the Palestinian National Council [00:06:28] that had begun in many [00:06:31] countries of the world and giving [00:06:34] time for the comprehensive [00:06:38] national dialogue and its success. That was frozen. The day before yesterday, the Executive [00:06:41] Committee meeting focused on three main points. [00:06:44] The first point [00:06:47] is that with the approaching closing of the nomination [00:06:50] period for the [00:06:54] legislative elections scheduled to be held on November 28th [00:06:57] and the continuation of the aggression and crimes, whether in [00:07:01] the Gaza Strip and the daily bombing, we are talking today about more than a year [00:07:04] since the announcement of the ceasefire on October 10th of [00:07:08] last year, and this matter, until [00:07:13] now, there are 1488 martyrs as a result of that. There are [00:07:17] more than 5025 wounded, and there is destruction [00:07:20] and siege, and no one talks about [00:07:23] the withdrawal of the occupation army or the reconstruction or even the entry of the agreed-upon [00:07:27] administrative committee, including [00:07:30] everything related to the Gaza Strip in an [00:07:33] attempt to isolate the Gaza Strip from the rest of the occupied Palestinian territories. In addition [00:07:37] to that, the occupation continued [00:07:40] to commit all its aggression in the Palestinian West Bank, Jerusalem. We are talking today [00:07:44] about nearly a thousand military and earthen checkpoints [00:07:46] and iron gates that cut off communication between [00:07:50] the Palestinian cities, villages, and camps. [00:07:53] And we witness the attacks of the colonists, the settlers, [00:07:56] and what they do under the protection of the occupation army and a green light from the occupation [00:08:00] government to attack our Palestinian people and cut off [00:08:03] roads and attack during the olive harvest season, which the Palestinian [00:08:07] farmer relies on. Therefore, the peak of these [00:08:10] attacks is taking place these days. And I believe that the implementation [00:08:14] of the killing policies against the people by armed settlers [00:08:17] and their escalating crimes and terrorism [00:08:21] are taking place before the eyes of the entire world, in addition to what is happening in the city [00:08:24] of Jerusalem, with continuous attacks on the blessed Al-Aqsa Mosque and the closure [00:08:29] Islamic and Christian holy sites. All of this [00:08:33] has not provided a safe environment for holding these elections. On the contrary, the situation [00:08:36] has remained in a state of escalation because the main goal [00:08:40] is to keep the war of extermination going [00:08:43] against the Palestinian people, and the other goal is to try to undermine [00:08:46] the rights of our Palestinian people, to strike Palestinian representation, and to try [00:08:49] to suggest that the time is still ripe for displacement, [00:08:53] and all of that is happening before elections that will be held [00:08:57] for them on the 27th of this month. [00:09:00] So, Palestinian blood is very clear, as always, it is fuel [00:09:04] to gain the votes of the most right-wing and extreme [00:09:07] of these right-wing parties. Therefore, the aggression continued [00:09:11] to escalate. This is the first matter. The second matter, as [00:09:15] I told you, is that after the Executive Committee took a decision regarding comprehensive [00:09:18] national dialogue, and this is indeed what happened through the contacts that [00:09:22] took place, and the main goal is arrangements related to the internal [00:09:26] Palestinian situation, including the implementation of a comprehensive national strategy that protects the rights [00:09:29] of our people and strengthens our steadfastness and also addresses the world [00:09:33] with a clear and unified voice in order [00:09:38] the occupation, prosecute the occupation, and stop these crimes from [00:09:42] being committed. The second matter is to stop everything related [00:09:45] to the possibility of talking about the continuation of the Palestinian division or attempting [00:09:49] to entrench it. Therefore, a decision was taken, as I said a little [00:09:52] while ago, to stop the issue of electoral colleges [00:09:56] and the elections of the Palestinian National Council to give, also, more time for the comprehensive [00:09:59] Palestinian national dialogue. And the third matter is that everyone [00:10:03] emphasizes the importance of the Palestine Liberation Organization [00:10:07] and the organization within its framework as the sole [00:10:10] legitimate representative of the Palestinian people and the leader of its struggle for [00:10:13] freedom and independence. Therefore, these combined factors, including the prevention, [00:10:17] as you mentioned, of the Election Commission from reaching the Gaza Strip or the arrival [00:10:20] of the materials that must arrive for the ballot boxes, ink, [00:10:24] and so on, and also preventing the Election Commission from going [00:10:28] to Jerusalem or international observers from coming [00:10:31] to supervise these elections, these combined factors [00:10:34] have made the issue of elections a very [00:10:38] difficult one, frankly. The Executive Committee discussed this issue in [00:10:42] all its details and took a clear direction and decision [00:10:45] to go to President [00:10:48] Abbas for a presidential decree based on all these facts and based on [00:10:52] the importance of a comprehensive national dialogue to postpone these elections and to hold [00:10:56] the elections simultaneously, legislative [00:10:59] and presidential, during the coming period. An agreement [00:11:04] points of view from the factions [00:11:07] that this date should be the eleventh of next September [00:11:11] in 2027, September 27. This is what was agreed [00:11:14] upon to hold legislative elections and presidential elections at [00:11:18] that date. Why this period? Why on the eleventh of [00:11:21] September? What was the opinion of the factions? [00:11:25] The opinion is that during this [00:11:28] period, it is very clear that there is a significant aggressive escalation [00:11:31] regarding, as we said a little while ago, the elections and the continuation of the war [00:11:36] matter. Therefore, there will not be major changes regarding the escalating aggression [00:11:40] and crimes against our Palestinian people during this short period that [00:11:43] can be arranged in a few months. Therefore, [00:11:47] giving an opportunity also to ensure the success of the upcoming elections and by combining [00:11:51] all efforts to provide all means to ensure the success of these [00:11:55] elections, this is what made it necessary for it to require [00:11:58] Palestinian consensus, and perhaps also during this year that we are talking [00:12:04] of practical issues and mechanisms to [00:12:07] fill the void so that there is no void during this period until [00:12:11] next September, that there will be another set of [00:12:14] factors, whether, I mean, many ideas were put forward, whether [00:12:18] related to the possibility of talking about meetings [00:12:22] for the institutions of the organization, especially the Palestinian Central Council. That there [00:12:25] will also be a set of decisions related to strengthening the internal Palestinian [00:12:29] situation and also practical mechanisms [00:12:32] to strengthen our steadfastness and confront and resist all attempts [00:12:36] of the occupation aimed at further escalation and aggression. Before [00:12:39] we detail each point you mentioned, the occupation's Foreign Minister [00:12:43] Gideon Sa'ar also issued a statement attacking [00:12:46] the Palestinian leadership and saying [00:12:50] that Israel is the cause, and there [00:12:54] was also a clear response from [00:12:57] the Vice President [00:13:01] the Palestinian response put things in perspective. How do we discuss [00:13:05] or, I mean, interpret the statements of the occupation's Foreign Minister? I mean, [00:13:08] imagine, Salam, that everything the occupation does, these [00:13:11] crimes that are broadcast [00:13:14] daily on all television screens and in the media, [00:13:18] major crimes in terms of aggression and crimes, and [00:13:23] the ground. The government itself [00:13:25] issues colonial settlement tenders, trying to legitimize what are called colonial [00:13:29] settlement outposts. It is moving forward towards further escalation [00:13:33] and aggression in the Gaza Strip in order to keep [00:13:36] our Palestinian people in 30% of the Strip, [00:13:40] and also further siege [00:13:43] is the main goal, as we said a little while ago, to implement strategies [00:13:47] related to displacement and so on. I believe that what [00:13:51] the occupation's foreign minister said, and he [00:13:54] knows very well that they, the occupation [00:13:58] government, bear full responsibility for foiling everything related to arranging the internal [00:14:01] Palestinian situation. The question is, [00:14:04] are the internal Palestinian elections, which strengthen the internal Palestinian [00:14:08] situation, a Palestinian interest that the [00:14:10] occupation government can facilitate? [00:14:14] It is clear that it puts obstacles in the way for the situation [00:14:18] to remain as it is, in order to exploit the situation to solidify these [00:14:21] occupation realities on the ground. Therefore, Vice President Hussein al-Sheikh, when [00:14:25] he talked about [00:14:28] crocodile tears, it was very clear that this matter [00:14:31] means that the direct responsibility [00:14:35] for the complications of the internal situation and the escalating crimes and the continuous [00:14:38] war of extermination is the occupation government. Now, let's talk about [00:14:41] Palestinian-Palestinian relations. [00:14:45] decree states that the amendment of the election date [00:14:49] comes to hold a comprehensive Palestinian national [00:14:52] dialogue, and there are sources confirming that a Fatah [00:14:55] delegation is in Egypt [00:15:01] question. [00:15:04] The past period witnessed an inability to reach an internal [00:15:07] Palestinian-Palestinian agreement. What [00:15:10] makes me optimistic this time? Frankly, I mean, the two parts [00:15:14] of the question: The first [00:15:17] part [00:15:20] our brothers in Egypt first, and with [00:15:23] all Palestinian factions. For the success of this dialogue, the delegation [00:15:27] that was in Cairo will return next [00:15:30] Wednesday to the [00:15:34] the Egyptian brothers and also to contact [00:15:37] the Palestinian factions in order to prepare for a comprehensive national dialogue [00:15:41] session with the participation of everyone and to ensure its success. This is an [00:15:44] important matter. The second issue is that it is true that there were [00:15:47] dialogues and agreements that were not implemented, but today [00:15:51] we are all aware of great dangers to the entire Palestinian national [00:15:54] project. When you talk about the occupation's strategy aimed [00:15:58] at undermining the rights of our Palestinian people, whether the right of return for Palestinian [00:16:00] refugees, and the start [00:16:03] of attempts that took place during the long [00:16:07] past period to prevent UNRWA from employing Palestinian [00:16:10] refugees and demolishing camps, as happened in Jenin and Nour Shams and Tulkarem, [00:16:14] and what is happening in the Gaza Strip, all of that is aimed at undermining the right of return for Palestinian [00:16:17] refugees. In addition to that, when the occupation moves towards [00:16:21] more land confiscation, more building and settlement [00:16:26] building of new settlements, it aims by all of that [00:16:29] to prevent the establishment and creation of an independent Palestinian state with Jerusalem as its capital. [00:16:33] This is an obvious matter. The second matter, and it doesn't stop there, [00:16:37] is that it tries to undermine Palestinian representation. [00:16:40] The economic blockade, the piracy of clearance funds, the military [00:16:44] checkpoints, everything it does of aggression [00:16:47] and crimes, whether by the occupation army or by the settler [00:16:50] colonists and their attacks on our Palestinian people, aims to break [00:16:54] the will of steadfastness, unity, and resistance of our Palestinian people. And this [00:16:58] matter, I believe, has become very well known because the occupation is trying to impose [00:17:01] its occupation control as an alternative to Palestinian representation, whether in [00:17:05] relation to the government or the Palestinian [00:17:07] National Authority, which is the arm of the Palestine Liberation Organization, the sole legitimate [00:17:11] representative of the Palestinian people. And the third matter, as we said a little while ago, is that the occupation believes that [00:17:15] the issue of displacement may still be timely for its implementation, [00:17:18] and there are daily statements about the issue of displacement, which [00:17:22] failed due to the united Palestinian stance [00:17:25] against displacing any of our Palestinian people, and the stance [00:17:29] of the Arab Republic of Egypt, which expressed it unequivocally, and the Hashemite [00:17:33] Kingdom of Jordan, which talked about it, and it has moved [00:17:36] to be adopted by all Arab countries. Therefore, I believe [00:17:40] that now, more than ever, it is time to rise to the level of these [00:17:44] challenges, which requires accelerating the achievement of Palestinian national [00:17:48] unity, leading to the implementation of a comprehensive national strategy that protects our [00:17:51] rights, our constants, and our representation, and moves forward towards our struggle [00:17:54] and our system for freedom and independence. The factions outside the Palestine Liberation [00:17:58] Organization, do you have hope that they will join the PLO framework in light of all [00:18:01] the circumstances and factors you mentioned, Doctor? I mean, this [00:18:05] is what the readiness [00:18:09] to exert and reach this position from [00:18:12] the factions that served the Palestine Liberation Organization, and for us [00:18:15] as factions of the Palestine Liberation Organization, we strive, as [00:18:19] we strived before, for everyone to be within the framework of the Palestine [00:18:22] Liberation Organization because we consider it the title for all the Palestinian [00:18:26] people, and the most important achievement and the umbrella that shelters all the Palestinian people is [00:18:29] the Palestine Liberation Organization, the sole legitimate representative of the Palestinian people [00:18:33] and the leader of its struggle and fight for freedom and independence. [00:18:36] Therefore, I believe everyone realizes the importance of that and [00:18:40] that everyone should be within this framework. And I believe that one of [00:18:43] the strategic issues for the comprehensive national dialogue is [00:18:47] the issue of agreement on three issues that must [00:18:50] be discussed. First, the goals of the Palestinian [00:18:54] national struggle, as we said, the constants of the Palestine Liberation Organization, [00:18:57] national consensus decisions, the right of return for refugees, the right to self-determination, [00:19:00] the establishment of an independent, fully sovereign Palestinian state with Jerusalem [00:19:04] as its capital. The second matter. [00:19:08] Forms of Palestinian national struggle. It [00:19:10] was agreed, even at the last conference in Beijing, on [00:19:14] comprehensive national dialogue that all forms of resistance for all our Palestinian people [00:19:18] are guaranteed by international legitimacy and international law, but the [00:19:21] most suitable form of resistance that our Palestinian [00:19:24] people should adopt is popular resistance. And this matter was [00:19:28] also agreed upon. And the [00:19:30] third matter is that the organization, and every time, [00:19:34] actually, the title of the Palestine Liberation Organization is an [00:19:38] independent one. In that context, everyone affirms that the organization is the sole [00:19:41] legitimate representative of the Palestinian people and that it must [00:19:45] be an umbrella for all factions of national action and for all our Palestinian [00:19:48] people. And every time we affirm that and open the doors [00:19:52] for that. Today, in the face of the great dangers and challenges to the Palestinian national [00:19:55] project, I believe that rising to this level must [00:19:59] happen. But there are also agreements signed by the [00:20:02] Liberation Organization and a number of factions outside the Liberation Organization that say, "I do not [00:20:06] agree to them" and consider this a condition. I mean, as [00:20:09] you mentioned, perhaps in previous periods, [00:20:13] it is true that there were two dialogues during the war of extermination [00:20:17] after October 7th, a dialogue in Moscow and another dialogue. [00:20:20] The dialogue was in Beijing, China. [00:20:23] However, the continuation of this aggressive [00:20:26] and criminal war today can pose [00:20:30] great dangers to the Palestinian national project. Attempts to separate the Gaza [00:20:33] Strip, to isolate the Gaza Strip, [00:20:36] to keep the occupation army in the Gaza Strip, not to [00:20:40] withdraw, not to lift the siege, and everything [00:20:43] that is happening of aggression, killing, and liquidation. Today, the number of martyrs [00:20:47] is daily, but it has become clear [00:20:50] that the occupation wants this to remain a daily, routine matter, [00:20:54] as if it's not news. Yes, and a river of Palestinian blood. This is the matter that [00:20:58] must be emphasized that what was agreed [00:21:02] upon, whether in what is called the peace conference and its arrangements, or [00:21:05] regarding the Security Council and its resolution and resolutions of international [00:21:09] legitimacy in general, of course, and in the Security Council resolution regarding the issue of agreeing on that, [00:21:13] and also [00:21:16] which includes even in the 20th point [00:21:20] first, and then 15 points that Mladenov announced after [00:21:23] the agreement on that, [00:21:26] not abide by. We are talking [00:21:30] about what can indicate the [00:21:34] agreement: the withdrawal of the occupation [00:21:36] army, the lifting of the siege, [00:21:40] prioritizing the removal of rubble and reconstruction, [00:21:43] and this is a fundamental matter because we are [00:21:46] now, on the path of peace, we are approaching winter. [00:21:50] Today, two million of our Palestinian people in 30% of the Gaza Strip, or [00:21:54] even less, live in this land that, [00:21:57] I mean, for three years, the tents [00:22:01] and the others in there have become [00:22:04] these tents, and which try to shelter the Palestinian people, have become [00:22:07] dilapidated. The entry of any caravans or the possibility of talking about [00:22:11] it is prohibited. I would like to point out an important point: the occupation army today removed or [00:22:15] expanded what is known as its control area or what it calls [00:22:18] the yellow line. And it became 10 meters from [00:22:22] Salah al-Din Street, which led to the displacement of tens of thousands of Palestinian [00:22:25] families. This is one of the continuous daily [00:22:29] crimes, and I believe [00:22:30] that, I mean, [00:22:34] they are trying to close any horizon, even the administrative committee that was [00:22:38] agreed upon was prevented from entering the Gaza Strip, meaning they are trying [00:22:41] to isolate the Gaza Strip. For us, even in the comprehensive national dialogue, [00:22:45] one of the main pillars is that the Palestinian [00:22:48] territories within the framework of the State of Palestine in the West [00:22:52] Bank, as in the Gaza Strip and occupied Jerusalem, the capital, are [00:22:55] territories politically, geographically, demographically, territories of the State [00:22:59] of Palestine, and therefore it is impossible to accept the separation of the Gaza [00:23:02] Strip. Perhaps the dangerous thing that was [00:23:05] talked about is that there were countries that guaranteed the success of the [00:23:09] elections on November [00:23:12] the occupation to. We will talk about this point, but before [00:23:16] we finish talking about those outside the framework of the Palestine Liberation Organization. [00:23:21] Are they convinced that there should be one weapon and one law [00:23:24] also? This is the matter that has been emphasized [00:23:28] constantly in all dialogues, and this dialogue will be like that because [00:23:31] we are talking about Palestinian legitimacy. We are talking [00:23:34] about a Palestinian state under occupation. We are talking [00:23:38] about a law and a system that governs everyone in this context, and therefore it is impossible to accept [00:23:42] any forms outside the framework of the official [00:23:46] system that must be adhered to in terms of law and the application of law. [00:23:50] Okay, let's talk now about the issue of the National Council. The [00:23:53] operations of the electoral [00:23:57] were frozen as a step to facilitate or open [00:24:01] the way for a broader dialogue and include the largest possible [00:24:04] segment in the National Council. Let's talk [00:24:07] issue that you also discussed in the Executive Committee meeting. [00:24:11] As everyone knows, there is a preparatory [00:24:14] committee that was formed by a presidential decree to follow up on the elections [00:24:17] of the Palestinian National Council. [00:24:20] And it held continuous meetings, perhaps [00:24:23] 18 meetings, and after that, a follow-up [00:24:27] committee was formed from Vice President Hussein, [00:24:32] the Speaker of the Palestinian Council, Ruhi Fattouh, [00:24:35] and it followed up on the elections of the Palestinian [00:24:39] National Council in all countries of the world, whether Arab, Islamic, or other countries [00:24:43] where our Palestinian people are present [00:24:47] in this country or that, and based on specific ratios [00:24:51] for the presence of Palestinians. [00:24:53] A specific number of members of the Palestinian National [00:24:57] Council was allocated to this country or that. The matter [00:25:00] concerned three mechanisms: either direct election for membership [00:25:03] in the Palestinian National Council, and this was not feasible [00:25:07] because many countries of the world do not [00:25:11] accept holding elections on their territory. The second is to have an electoral [00:25:15] college. The electoral college includes six [00:25:18] categories: factions, independents, [00:25:22] popular organizations, unions, [00:25:25] competencies, women, [00:25:30] our Palestinian [00:25:33] people residing in this country or that. This electoral [00:25:36] college reflects the number of Palestinians in that country, [00:25:39] and the electoral college holds a meeting to elect the members of the Palestinian [00:25:42] National Council, whose number is determined based on what was agreed upon [00:25:46] by the Central Statistics Committee after counting the Palestinians. [00:25:50] Or by understandings related to estimates of the number of [00:25:54] Palestinians. And of course, [00:25:57] a distinction was made [00:26:00] for the presence of Palestinian [00:26:03] the camps, especially in Lebanon, in Syria and Lebanon, [00:26:07] and the ongoing [00:26:11] preparations for that have begun, and many [00:26:14] electoral groups have been formed, and also in some other [00:26:17] countries, the electoral college [00:26:21] matter, after President Mahmoud Abbas's visit to the Arab Republic [00:26:24] of Egypt and the talk about [00:26:27] a comprehensive national dialogue, in the Executive Committee meeting that took place two [00:26:31] weeks ago, a decision was [00:26:34] taken to freeze the work of the electoral colleges or [00:26:37] the work of the preparatory committee to follow up on the elections of the Palestinian [00:26:41] National Council to give an opportunity for the Palestinian national dialogue to succeed [00:26:44] and not [00:26:47] matter can obstruct the continued success [00:26:51] of the comprehensive national dialogue, and to adopt.
