[00:02:54] not so much rasophobia, it's signing the flames for [00:02:58] war, the... every day, [00:03:01] the statements are coming out, the UK, from [00:03:05] France, from Germany, Germany started [00:03:09] of conscripting young people, now in Britain, [00:03:13] of we, of they have advised people living in Britain to buy water, [00:03:17] tin goods, prepare, we've had people [00:03:20] going on [00:03:21] of television to say war is coming, and it's [00:03:24] unfortunate that some of you are going to die in the [00:03:28] process, but that's the price. you have to pay and to [00:03:32] remain unoccupied and we it's [00:03:35] really reached [00:03:37] of sort of of [00:03:38] you know volume 11 [00:03:40] of on this [00:03:41] so it's going [00:03:42] crazy [00:03:48] of [00:03:49] in in a memorable speech spoke at this event the philosophy [00:03:52] of the spoils is disappearing and we will see disappear [00:03:56] of the philosophy of war we will see colonism. [00:04:00] disappear, the exploitation of peoples by [00:04:04] monopolis [00:04:04] of disappear, and humanity will then have [00:04:08] achieved a genuine stage of [00:04:11] progress, however, it [00:04:14] is alarming to see the advance of expansionism, [00:04:18] usurpation, plunder, [00:04:22] conquest, [00:04:23] as well as military and economic [00:04:25] aggressions, the US government [00:04:29] aspiration to impose peace through [00:04:33] force is unrealizable. the fundamental [00:04:36] pillars of international law and the united nations [00:04:40] organization such as the sovereign equality among [00:04:44] of states are under permanent attack, the [00:04:48] genocidal crime of zionism [00:04:51] of against the palestinian [00:04:53] of people, the pirate attacks against [00:04:55] of vessels and the extrajudicial executions [00:04:59] in the... [00:05:08] of of [00:05:42] strengthen the United Nations, this is indispensable as [00:05:46] we make it more democratic and effective and closer [00:05:50] to its peoples. As is well known, in Cuba [00:05:54] we are facing a multidimensional [00:05:57] aggression from the United States government, a [00:06:01] permanent, abusive and ruthless [00:06:04] hostility that has lasted for almost seven [00:06:07] decades. Since January 2026, this [00:06:11] aggression has. and become more cruel and more [00:06:15] dangerous with the imposition of an energy [00:06:18] blockade that, by resorting to intimidation and [00:06:21] coersion prevents any country from exporting fuel [00:06:25] to Cuba, an equivalent to naval [00:06:29] blockade which is classified under international [00:06:33] law as an act of war. [00:06:37] Through the adoption of successive measures, the government the [00:06:40] United States has been. new prohibitions on all [00:06:44] countries with regard to products and services that [00:06:48] cannot be exported or transported to Cuba. [00:06:52] more than 7 containers remain stranded [00:06:55] in different ports, many them [00:06:59] loaded with food stuffs, medicines and medical devices [00:07:03] and some them have even been paid for by [00:07:07] private cuban companies. [00:07:09] it is an unusual and [00:07:14] a superpower unilaterally deprives all [00:07:17] states their right to export the [00:07:21] commodities that they wish to the country that they [00:07:24] wish to export them to, and continuously and [00:07:27] comprehensively violates freedom of trade and [00:07:30] navigation. added to this is the [00:07:34] intimidation of entrepreneurs of different countries so that [00:07:38] they abandon against their will, their investments and businesses. [00:07:42] in Cuba, the obstacles and [00:07:46] tricks to prevent the arrival in Cuba of [00:07:50] absolutely legitimate commercial ships, shipments, [00:07:54] the pressures to prevent the entry of visitors and tourists, and [00:07:58] the efforts aimed at restricting as much as possible Cuba's [00:08:01] legitimate access to financing, technology and [00:08:05] markets. [00:08:09] It's even gone as far as the United States. [00:08:12] exerting uh unseen pressure on sovereign governments so that [00:08:16] they renounce the medical services they requested from [00:08:20] us for the benefit their respective populations and which [00:08:24] are offered by Cuban professionals [00:08:27] altruistically because the U.S. government [00:08:30] is opposed to such cooperation, regardless [00:08:33] the impact and harm that this may cause to those [00:08:37] populations if they are deprived of free [00:08:40] medical quality medical. care, that is to say, [00:08:44] deprived of an elemental human [00:08:47] right. last [00:08:49] Thursday, the state department [00:08:52] convened within this general [00:08:56] assembly, humiliate humiliating meeting specifically with [00:09:00] the states that are the recipients of this [00:09:03] cooperation in order to apply pressure and make [00:09:06] threats. according to the US secretary of [00:09:10] state, the official policy... the United [00:09:14] States is to shut down every relief valve from Cuba [00:09:18] to block every possible way out and [00:09:21] eliminate any form of survival for [00:09:24] Cuba. The impact of such an iron clad and ruthless seige [00:09:28] as human face. The economic warfare is aimed against the [00:09:31] people. It harms the Cuban people as a whole. It takes a [00:09:35] toll on human lives. It causes individual and [00:09:39] collective pain. It causes anguish. [00:09:43] It is not collateral damage, it is a [00:09:46] policy deliberately designed to wound [00:09:50] the deepest sensibilities of cuban families, disturb [00:09:54] their well-being and hurt the dignity the [00:09:57] people. It is an act of collective [00:10:01] punishment, a crime also proscribed [00:10:05] by international humanitarian law. The [00:10:08] obvious short-term immediate goal pursued by such a... [00:10:12] policy is induce humanitarian crisis in Cuba, which [00:10:16] is also a crime. The government the United [00:10:20] States and the US state department have been [00:10:24] forced to. recognize the suffering inflict inflicted on the Cuban [00:10:27] people, but they have the impudence and cynicism to insist [00:10:31] in putting the blame on the government of Cuba. [00:10:35] The executioner is blaming the [00:10:37] victim. They are following the formula [00:10:41] recommended by the state department since 1960 [00:10:45] in the infamous mallary memorandum, [00:10:48] which established as an official policy, and it's in force up [00:10:52] until today, the overthrowing the Cuban. government through the [00:10:56] economic suffocation and the extreme suffering the [00:11:00] Cuban people out of material shortages, hunger and [00:11:04] desperation. The President the United [00:11:08] States declared in this room a few days ago that [00:11:11] Cuba is a failed state. Well, if that were the [00:11:15] case, why did they have to impose a [00:11:19] fuel bloccade? Why did they impose secondary [00:11:23] sanctions? Why? to they have to threaten, [00:11:26] persecute and exert pressures on all [00:11:30] other states on the planet. The President the United [00:11:34] States also recognized that his government is [00:11:38] putting on Cuba the biggest pressure ever [00:11:41] applied. And few months before he said, and I [00:11:45] quote, all that is left is to go in and destroy [00:11:48] everything. The threat the use of [00:11:52] military force against Cuba persists. [00:11:55] This behavior is violation of international law [00:11:59] and a serious infringement the San [00:12:02] Francisco charter. Should it [00:12:06] materialize, it would be major [00:12:09] crime. It would cause the death [00:12:12] of cuban and American youths as well as [00:12:16] huge destruction. Let's hope that this [00:12:20] never happens. Cuba will exercise [00:12:23] with full resolve and energy its legitimate [00:12:27] right to defend itself. This aggression [00:12:31] is being accompanied by a brutal media and [00:12:35] cognitive warfare aimed again not just against the [00:12:39] Cuban people, but also against the citizens the [00:12:43] United States and the inter and international public opinion. It [00:12:47] is characterized by its gross and brazen attempts to [00:12:51] interfere in the internal affairs of Cuba, which is another... [00:12:55] also another international [00:12:57] crime. We are often [00:13:01] asked, well, what is the US pursuing with such an aggressive with such [00:13:05] aggressive behavior? And the question usually surprises [00:13:08] us, because the representatives of this [00:13:12] government have outrightly declared their purpose [00:13:16] to take Cuba to control the country and [00:13:20] to dominate its economy. In other words, to [00:13:24] nullify. through aggression or economic suffocation, the [00:13:27] national sovereignty which several generations of [00:13:31] Cubans have struggled for since the 19th century, first to [00:13:35] achieve it, and later [00:13:37] after conquering full freedom in [00:13:41] 1959 to tenaciously [00:13:45] defend it against the biggest risks, including that [00:13:48] of a holocaust. the US [00:13:51] behavior relies on the [00:13:55] fallacy proclaimed early on this year that [00:13:59] Cuba is an unusual and extraordinary threat to [00:14:02] the national security and the foreign policy the United [00:14:06] States. A nonsense, [00:14:10] shamelessly repeated by that government, a [00:14:14] futile attempt to substantiate such [00:14:18] assertion, the US government then indundates its huge [00:14:22] communication platforms with false claims [00:14:26] using the spokespersons and publications it hires, taking advantage [00:14:29] the increasing control exercised by its governments [00:14:33] over them. the US president [00:14:36] himself repeated it few, this [00:14:40] lie few days ago in this chamber. [00:14:44] any minimally informed observer [00:14:48] would understand the unrealistic and [00:14:52] barbarous intention to... tray a [00:14:55] relatively small and developing nation such as Cuba [00:14:59] with a modest economic performance as a threat to the [00:15:03] biggest nuclear, military, technological and [00:15:07] economic power on the [00:15:08] planet. This [00:15:12] organization and its member states have abundant [00:15:15] evidence the fact that we are a peace-loving [00:15:18] country the efforts of Cuba in favor [00:15:22] of international cooperation, understanding, and the peaceful settlement [00:15:26] of disputes as well as the active role that we have [00:15:30] played, always played in support the [00:15:34] United Nations. Cuba is not a [00:15:37] threat: what is is the [00:15:40] bloccade? Cuba is not a [00:15:43] threat, the blockade, yes, is a [00:15:46] threat. [00:15:50] We have always been and will always be prepared for dialogue with [00:15:54] the government the United States in order to try [00:15:58] to find solutions to the various bilateral differences that we [00:16:02] have on the basis of seriousness, [00:16:05] respect, uh sovereign equality and [00:16:09] respect for international law without any interference in [00:16:13] domestic affairs and without preconditions. We [00:16:17] are prepared for trade, commercial [00:16:20] relations with US corporations, as we [00:16:24] would be with any other [00:16:26] country. [00:16:30] We are aware the immense challenge that our country [00:16:34] faces in terms of its security. [00:16:37] survival, the well-being of its people and the [00:16:41] destiny the nation. We are not facing this [00:16:45] challenge passively. We are doing it firmly and with [00:16:49] dignity. And on this basis we are [00:16:52] moving forward a process of changes that would [00:16:56] lead to profound transformations the economic and [00:17:00] social model [00:17:01] the country based on our historical [00:17:03] experience. Last 30th of July [00:17:07] during. closing ceremony the seventh session the national people's [00:17:11] power assembly, [00:17:12] president, [00:17:17] given the complex situation I've described, [00:17:20] referred to how we can continue to grow socialism, how can we [00:17:24] find the financial and material resources needed to [00:17:27] preserve the social achievements attained by the [00:17:31] revolution, and as on former occasions when we [00:17:35] were faced with particularly complex. [00:17:37] situations such as under the [00:17:41] guidance the first commander in chief and later the [00:17:45] army, general castro, the economic model was transformed to [00:17:48] adapt it to the challenging foreign circumstances demanded [00:17:52] by the times and in the current situation we promised to [00:17:56] take the changes that are needed for the [00:18:00] moment under the leadership the party a collective and democratic [00:18:03] way in consultation with the people without [00:18:07] compromising the independence, national sovereignty or the social [00:18:11] achievements the revolution, end of [00:18:14] quotation. [00:18:18] the national people's power assembly at that meeting adopted [00:18:22] new program with new practices, [00:18:25] actors and economic concepts. all of that is being done [00:18:29] in accordance with the constitution in force, which was adopted [00:18:33] through a free and universal referendum, and [00:19:07] have been able to build the potential of our human resources [00:19:11] and the determination to respond to the needs [00:19:15] the people with the greatest possible social [00:19:18] justice, without ceasing in our efforts to [00:19:21] defend with the utmost riger and resolve the [00:19:25] sovereignty and the right to [00:19:27] self-determination. [00:19:31] We know that we can count on the support the international community [00:19:35] and the solidarity. of millions of [00:19:39] people, amongst them increasingly United States [00:19:42] citizens. They [00:19:46] have repeatedly shown in various demonstrations their support for [00:19:50] Cuba and their rejection of this aggression and [00:19:54] have provided solidarity and aid to our [00:19:57] peoples to try to mitigate the enormous damage that is being [00:20:01] made to Cuban society and its economy. This spirit [00:20:05] of empathy and solidarity is also... expressed particularly [00:20:09] strongly amongst the Cubans who live [00:20:12] permanently or temporarily outside of [00:20:16] Cuba's borders and their descendants, and [00:20:19] particularly those living here in the United [00:20:22] States. Mr. [00:20:24] President, we reject the [00:20:28] Monro doctrine, as we repudiate [00:20:31] any attempt to for [00:20:34] military intervention or domination. in Latin America [00:20:38] and the Caribbean proclaimed as a zone of peace in [00:20:42] 2014 where in Havana, [00:20:46] as a small island developing state we stand in. [00:20:50] solidarity with our brothers and sisters who share [00:20:53] similar circumstances and we warn against the [00:20:57] worrying and inexterable advance of climate [00:21:00] change. what we need to do is to [00:21:04] promote governance that is more [00:21:06] inclusive in the use the new [00:21:09] ICTs and telecommunications, [00:21:12] particularly the disruptive technologies such as [00:21:16] artificial intelligence. we reject. [00:21:20] the implementation of unilateral coersive [00:21:23] measures. We express our support to and [00:21:26] solidarity with the each and every [00:21:30] nation that is victim them. We once again [00:21:34] state our solidarity with the government of national reconciliation and [00:21:38] unity of Nicaragua. We reiterate our [00:21:41] support to the for the inalinable right the people of [00:21:45] Puerto Rico to self-determination and [00:21:48] independence. The sister nations of Africa and the [00:21:52] Caribbean deserve fair and differentiated [00:21:56] treatment as well as reparations for the horrors of [00:21:59] colonialism and the transatlantic slave [00:22:03] trade. We are reaffirm our [00:22:07] solidarity with the saharan people and their right [00:22:11] to self-determination. We once again [00:22:14] state our support the One China [00:22:18] principle. We strong. believe that the [00:22:21] current trend of international [00:22:23] relations of disrespect for [00:22:27] international law and the united [00:22:30] nations, and the imposition the unilateral will [00:22:34] the might over other countries by means of [00:22:37] intimidation and coersion, we believe that this is dangerous [00:22:41] and [00:22:44] jungle it is unsustainable. the law the cannot be the future of [00:22:47] humanity. to prevent the... practices, [00:22:51] addition to promoting peace and justice, the [00:22:54] preceeding generations founded the United [00:22:58] nations, and for decades they [00:23:01] developed and enriched its activity. Let [00:23:05] us recover its role today, when we are [00:23:09] perhaps still in time to do so, before the [00:23:12] organization goes down in history as an [00:23:15] unrealized dream of great [00:23:18] promises. In the year of [00:23:22] his centennial, [00:23:25] we believe as Fidel Castro Ruiz, the historic leader the [00:23:29] Cuban Revolution, said that let us be confident that if we [00:23:33] struggle with resolve, better world is possible, homeland or [00:23:36] death we shall [00:23:37] overcome. [00:23:48] I thank the Minister. [00:23:50] for foreign affairs of [00:23:51] cuba. [00:23:55] I now give the floor to his excellency Sergey [00:23:59] Lavrov, minister for foreign affairs the Russian [00:24:02] federation. [00:24:15] Mr. President, Excellencies, ladies and [00:24:18] gentlemen. the last few days, over the last [00:24:22] week, from this rostromen in the corridors the general assembly, the [00:24:26] following idea was heard many times: there [00:24:29] is, there are tectonic shifts underway in global [00:24:32] politics, a fairer multi-polar world order is [00:24:36] emerging before our very eyes, the countries the global south and [00:24:39] east are asserting themselves as sovereign centers of development, they're [00:24:43] taking responsibility for ensuring security in their own regions, they're [00:24:47] demonstrating a commitment to international law. they're refuting external [00:24:51] pressure, they're showing interest in the prosperity of all states, [00:24:54] not just select few. such a constructive [00:24:58] philosophy is also the basis for Russia's foreign policy, [00:25:02] and it is supported by our countless [00:25:05] friends, it is the bedrock of a cooperation at [00:25:08] the CIS, the Shanghai cooperation organization, the bricks [00:25:12] and in other global majority [00:25:15] fora, yet this is not everyone's liking, the [00:25:18] western minority. which dominated for [00:25:22] 500 years thanks to others resources, [00:25:26] continues to try to maintain its privileges and to impose its own rules [00:25:30] on everyone else. the west continues to use brute force, [00:25:34] to act unpredictably, to engage in all sorts of ventures, [00:25:37] putting at risk the life and prosperity of millions if not billions of people on our [00:25:41] planet. as president Putin said, the dictatorship of [00:25:45] one hegemon is spiraling out of control. [00:25:49] it's for everyone else, at the start of this year in [00:25:53] contvention of all norms, including moral norms, the US [00:25:57] invade Venezuela, resulting in the abduction of President Maduro and his [00:26:01] spouse, a american prison without trial, and this [00:26:05] despite the fact that international law clearly states that the highest [00:26:08] ranking public officials of any state should enjoy [00:26:12] immunities. we insist that [00:26:16] the Venezuelan leader and his spouse be liberated immediately [00:26:19] and that such excesses do not come to be repeated. it is [00:26:23] unacceptable the fact that force was used to kill the supreme leader [00:26:27] of Iran, Ayatollah Ali Khamenei, and members of his [00:26:31] family, members of the military and political leadership the Islamic Republic of [00:26:35] Iran, we're particularly disquited by the fact that the US [00:26:39] and Israeli aggression, which began in June of last [00:26:42] year, also seeks to target the civilian [00:26:46] infrastructure in Iran and civilian nuclear [00:26:49] infrastructure under IEA safeguards. This dealt [00:26:53] an reversible blow to the authority the agency and the entire [00:26:57] nuclear non-proliferation system. Repeated [00:27:01] armed confrontations. the Persian gulf and the homostrate are ongoing [00:27:05] despite the fact that this is dealing a blow to [00:27:08] global navigation and trade. We [00:27:12] need the prerequisite for the settlement of this crisis. We need [00:27:15] trust in the relationships between the Gulf states, the [00:27:19] Arab States and Iran. We need stable [00:27:23] regional architecture. This is what drives our concept for collective [00:27:27] security in the Persian Gulf. Russia together with other [00:27:31] responsible states. stands ready to constructively contribute to stabilizing [00:27:34] this strategically important region. we stand convinced that it's time to resolve the main [00:27:38] issue in the middle east, ensuring palestinian statehood on the basis [00:27:42] of countless UN decisions. almost a year [00:27:46] ago, the security council [00:27:50] approved the peace plan for the Gaza strip, [00:27:54] but peace does not reign there. older [00:27:57] persons, women and children continue to perish, their humanitarian situation is [00:28:01] critical. "the situation in the west bank continues to [00:28:04] deteriorate where Israel is stepping up its settlement [00:28:08] activities. if the situation continues, it won't be possible to set up a Palestinian [00:28:12] state, there won't be any room. But in if that were to be the case, [00:28:15] Israel's security would also be constantly under threat. experts [00:28:19] understand this full well, the UN and all its member [00:28:23] states absolutely need to think outside the box so as [00:28:27] to buck these unfavorable trends in the middle east and [00:28:31] nearby areas. I'm not just..." referring to Palestine, Lebanon, [00:28:34] Syria, Yemen, Iraq, Sudan, Somalia, South Sudan [00:28:38] and other countries in Africa with conflicts range uh rage, we [00:28:42] need urgent measures to be taken to address the terrible [00:28:46] humanitarian situation in Cuba which is under [00:28:49] extreme unprecedented pressure on the part of its northern [00:28:53] neighbor. We standard solidarity with the Cuban people and its [00:28:57] government. We insist that the US lift its [00:29:01] siege on the island of. and lift all restrictions on trade with [00:29:04] Cuba, striking it off the list of that [00:29:08] viol list, list of state sponsors of terrorism. this is a [00:29:12] stark example which requires the attention the international [00:29:16] community, but there are many other issues as [00:29:18] well. the use of force and double [00:29:22] standards by the west are destabilizing the [00:29:25] situation all over the map. in the balcans, the EU [00:29:29] is flagrantly ignoring UN Security Council resolution. [00:29:32] 1244, compelling Serbia to accept the fact that [00:29:36] it has lost Kosovo, part of its history, and [00:29:40] Belgrade is basically being forced to impose sanctions [00:29:44] against Russia in exchange [00:29:47] for nebulous prospects of your integration, there are attempts [00:29:51] for Bosnia and Herzegovina to be unitarized, the [00:29:55] serbs to be unitarized and forced to give up their [00:29:58] constitutional powers which were guaranteed by the Dayton Agreement. [00:30:02] together with the security council, [00:30:06] in this spirit of running rushot international law and security, [00:30:10] there are reckless actions being taken in Ukraine in [00:30:14] order to supposedly constrain Russia, the US has [00:30:17] destroyed the European security system and created a [00:30:21] rusophobic regime in Kieve. Understanding how vain this [00:30:25] is, Europe is doing everything it can to thort [00:30:28] peace talks in which the Trump, the Trump administration. [00:30:32] interested, the west is pumping the Ukrainian regime full of weapons, helping [00:30:36] Kiev to target drones and missiles to target them [00:30:40] at civilians and civilian infrastructure. The west aspires to inflict [00:30:44] strategic defeat on Russia, but these aspirations will [00:30:47] result in the warmungers being led into a strategic dead [00:30:51] end colleagues. A year ago we marked the 80th anniversary [00:30:55] the victory over German Narzism and Japanese Japanese [00:30:59] military.
