From that [00:25:50] point on, Iran adopted a policy of passive defense, and [00:25:54] later mosaic defense, an approach built on dispersing [00:25:58] military capability, preserving territorial integrity and [00:26:02] generate. the turns through the threat of retaliation rather [00:26:05] than first strikes. the backbone of this defensive doctrine [00:26:09] was Iran's missile program. the experience of Iraqi missile strikes on [00:26:13] Iranian cities convinced Tehran that missile capability had to sit [00:26:17] at the heart of its deterrant strategy. alongside that, combat drones, [00:26:21] asymmetrical naval assets like fast attack crafts and sea mines in the [00:26:25] Persian Gulf, and a network of regional resistance forces across West [00:26:29] Asia became the tools that made any aggression against on [00:26:32] prohibitively costly, without direct engagement. [00:27:02] the course these two most recent wars, muhammad, advisor to the [00:27:06] IRG commander and chief, also emphasized that Iranian forces must be [00:27:10] ready to take operations into enemy territory whenever conditions [00:27:13] demanded rather than simply waiting to absorb a strike. the leader the [00:27:17] Islamic Revolution Ayatollah Mujtaba Khamenei institutionalized this [00:27:21] transformation by appointing experienced commanders such as brigadier [00:27:25] general Ahmad Wahidi to lead the IRGC, tasking them with [00:27:28] strengthening deterrance through powerful offensive operations. [00:27:33] The difference between these two doctrines lies exactly here: [00:27:37] defensive doctrine waits to absorb a blow before [00:27:41] retaliating, while an offensive doctrine allows Iran to [00:27:45] neutralize a threat before it ever reaches execution. [00:27:48] Under this new doctrine, Iran's response to any aggression will not only [00:27:52] be faster, but will exceed the scale the original attack. A practical [00:27:56] example of this approach was Iran's strike on the US base in Jordan [00:28:00] carried out before Washington formly. point Israel's assault an action Iranian [00:28:04] commanders cite as a model of preemptive operations.
