Secretary Ministry of [00:01:47] Human Rights Abdul Khalik Sheikh Saab [00:01:51] Dr. Gulnara Deputy Representative of [00:01:55] UnFPA Miss Jennifer [00:01:58] Melton. Deputy representative of Unicef [00:02:02] Pakistan Talat Hussein [00:02:05] Sah, renowned journalist, [00:02:09] members [00:02:10] of the Board of Governors [00:02:11] of the Child Protection and Welfare Bureau, Distinguished [00:02:14] Parliamentarians, Senator Bushabad who is here with [00:02:18] us, policymakers, law [00:02:21] enforcement, officials, child rights, [00:02:24] experts, representatives of civil [00:02:27] society, it's and honor to [00:02:31] welcome you all here today. I [00:02:34] in am grateful to the Ministry of Human Rights, UN [00:02:37] FBA and UNICEF for their partnership and [00:02:41] support in organizing this very important event [00:02:44] today. Today we have [00:02:48] gathered around a question that concerns [00:02:52] every parent, every policy maker and every [00:02:55] society. How do we [00:02:58] of ensure that the digital world our children are growing [00:03:02] up is a world that also protects [00:03:05] them rather than putting them into [00:03:08] danger. the internet offers [00:03:12] extraordinary opportunities for [00:03:14] of learning, creativity and connection, but we cannot [00:03:18] ignore the other side of this reality which [00:03:21] involves cyber bullying, which involves online [00:03:25] harassment, sexual exploitation, the harmful content [00:03:29] which is a... libal and the misuse of children's personal data [00:03:34] of as per UNFPA's report on technology [00:03:37] facilitated gender based [00:03:39] violence, it occurs when [00:03:43] digital technologies are used to facilitate [00:03:47] abuse, harassment, threats or [00:03:50] exploitation disproportionately affecting [00:03:54] women and girls, we must ensure [00:03:57] of together that our online spaces are safe, [00:04:01] accountable and respectful of every child's [00:04:05] rights. the [00:04:08] of disrupting harm in Pakistan study conducted by [00:04:12] of UNICEF [00:04:13] of presents deeply concerning findings [00:04:16] also. approp, it says that [00:04:20] approximately one in 16 internet using [00:04:23] children aged 12 to 17 in [00:04:26] Pakistan, experienced [00:04:28] of technology facilitated. sexual exploitation or [00:04:32] abuse in the preceeding [00:04:34] year. These are not just [00:04:37] statistics, behind every number is a [00:04:40] child whose [00:04:42] of safety, dignity and future was [00:04:46] of compromised. As chairperson [00:04:49] of the child protection and welfare bureau, I believe that [00:04:52] protecting children requires both [00:04:56] in intervention of and a commitment to preventing harm before it. [00:05:01] and I always say accountability comes later, [00:05:05] it's [00:05:05] me more important that we work towards prevention. [00:05:09] Every year, as Nadia mentioned, the bureau rescue. use and [00:05:13] rehabilitates thousands of vulnerable children while providing them [00:05:17] with education, care and opportunities to rebuild their lives [00:05:20] and become empowered, self-reliant [00:05:23] individuals. Over the years, [00:05:27] I've worked to strengthen the child protection framework in [00:05:31] Punjab, so now Alhamdulillah, we have a child protection [00:05:34] system operating with the support of honorable chief minister [00:05:38] Punjab, Mariam navas. Also, we played. [00:05:42] very integral role in the approval the child [00:05:46] marriage restraint bill with the help of honorable speaker Malik Ahmed who is [00:05:50] present here. These [00:05:54] efforts reflect a simple but a fundamental [00:05:57] belief that we must not wait for children to [00:06:00] suffer before we act. We must build systems [00:06:04] that prevent harm, protect their rights and safeguard their [00:06:08] futures. Recently, I moved [00:06:11] resolution. in the Punjab Assembly calling for effective [00:06:15] safeguards on social media access for children under [00:06:18] 16, including a parental consent and [00:06:22] reliable age verification. I am proud that the Punjab [00:06:26] assembly passed this resolution unanimously on 1st [00:06:30] September 2026 with the support the [00:06:34] speaker the Punjab Assembly Malik Ahmed Khan and [00:06:37] all my fellow colleagues and [00:06:39] parliamentarians. [00:06:44] but let me be clear, resolution is just beginning, [00:06:48] not the destination. We must now translate [00:06:52] this commitment into practical, enforceable and [00:06:55] coordinated action, and that is why we've invited all [00:06:59] relevant stakeholders today at this important [00:07:02] dialogue. His excellency, the Australian High [00:07:05] Commissioner, is specially welcome, as we learn from [00:07:09] international experiences and explore how effective [00:07:13] safeguards can be adapted to Pakistan's [00:07:16] own legal, social and digital [00:07:19] realities. Australia has very effectively [00:07:23] implemented this regulation on social [00:07:26] media for children in Australia, so it's a great [00:07:30] opportunity for us to learn from their [00:07:33] experience. Our intended outcome [00:07:37] today from this dialogue would be the Islamabad [00:07:40] recommendations. a political road [00:07:44] map, bringing together proposals on [00:07:47] legislation, age assurance, safer [00:07:50] platforms, reporting and response, data [00:07:54] protection, and very importantly, the federal [00:07:58] provincial coordination, and only then can we move forward in [00:08:02] the right direction. I would like to now conclude with [00:08:06] one simple thought: children should not have to choose [00:08:10] between participating in the... digital world [00:08:14] and also being safe in it. It should not be an option for [00:08:18] them. Let us work together to ensure that the [00:08:21] digital future of Pakistan's children is not only [00:08:25] connected, but it's also protected. Thank you [00:08:29] all for joining me here today. Pakistan, [00:08:31] Zindabad. [00:08:36] Glad to have Australia's high commissioner to Pakistan with us. Please welcome [00:08:40] his excellency Timathi Kane. Thank you, assalam [00:08:43] alaikum, thank you very much for [00:08:47] this invitation to be with you today, uh, the history [00:08:51] of it really stemmed from my, from madam [00:08:55] chairperson's uh visit to Australia to attend [00:08:59] a conference on child protection, child [00:09:02] welfare, and to go to Australia, as most folks [00:09:06] know, you need a visa, and of course we were [00:09:09] delighted to help facilitate that visa. and [00:09:13] afterwards I had the pleasure of meeting madam [00:09:16] chairperson uh to say hello to introduce [00:09:19] ourselves and she invited me to come and have [00:09:23] look at one the centers the child [00:09:26] protection and welfare Bureau of [00:09:28] Punjab and the only way we could [00:09:32] make it work was to go and see the center in [00:09:35] fiselabad and I have to [00:09:39] tell you it was one the most impressive. [00:09:42] things i have done in your country and i have [00:09:46] been here year, [00:09:50] madame chairperson, i [00:09:53] think is also one the most dynamic and [00:09:56] impressive pakistanis that i have met in this [00:10:00] country. i encourage all of you, [00:10:04] if you haven't to go and have look at one the [00:10:07] centers. the immediate thing that [00:10:11] strikes you. is despite the trauma that these [00:10:15] children have so often experienced, they [00:10:19] are happy, they are healthy, they are [00:10:23] well cared for and you can see it in the [00:10:26] relationship they have with their teachers and their [00:10:29] carers, they are confident, and [00:10:33] I can tell you I have not seen that anywhere [00:10:37] else in the world, and I've been [00:10:39] around, so madam [00:10:41] chairperson, you do [00:10:45] an outstanding job, and I'm quite [00:10:48] confident that this would not have happened [00:10:52] without you. Shukriya. [00:10:58] so with that, thank you very much again for [00:11:02] the invitation, honorable speaker for the Punjab Assembly, Mr. [00:11:06] Malik Muhammad Ahmed Khan, whom I've also had the pleasure [00:11:10] of meeting in Lahore. It's [00:11:14] a great honor for me to join you [00:11:17] today. Ministers excellencies, ladies [00:11:21] and gentlemen, protecting children. [00:11:26] online is a challenge, no country can address [00:11:29] alone, so I'm therefore [00:11:32] pleased to share Australia's [00:11:35] experience as we work to make digital [00:11:39] spaces safer for all [00:11:42] children. The need to protect [00:11:45] children has changed our digital [00:11:48] culture and put the owners on social [00:11:52] media platforms to ensure... online [00:11:55] spaces are safer for [00:11:58] children. Australia is [00:12:02] and always has been, committed to the [00:12:06] protection of children and children's [00:12:09] rights. As our technological [00:12:12] landscape rapidly evolves, protecting [00:12:15] children online is more important than [00:12:19] ever. As you are all aware, the [00:12:23] challenges we face. are clear: [00:12:27] research shows that social media can expose [00:12:31] young users to pressure and [00:12:34] risks, such as endless content [00:12:37] feeds, new AI driven [00:12:41] engagement and algorithms [00:12:45] that amplify harmful or manipulative [00:12:48] content. over time these [00:12:52] features can lead to problematic use. [00:12:56] social isolation, addiction and [00:12:59] poor mental and physical health. in [00:13:03] response, australia is leading the world in digital [00:13:07] safety approaches, starting with the implementation [00:13:11] of social media age restrictions in December [00:13:14] 2025, to prevent online [00:13:17] harm to children under 16 years of [00:13:21] age. the aim the social media. [00:13:56] This legislation is not a ban, it [00:14:00] is delay to having a social media [00:14:03] account to young people more [00:14:07] time to develop as well as build their digital [00:14:11] literacy, critical thinking skills and [00:14:15] greater resilience to online [00:14:17] harm. Under the changes, [00:14:21] age restricted social media platforms must take... [00:14:25] reasonable steps to prevent Australians under [00:14:29] 16 years of age from creating or [00:14:32] keeping an account on their [00:14:35] platforms. The duty of care [00:14:38] falls on tech companies, not on [00:14:42] individuals and goes beyond social media [00:14:45] to ensure children are protected from [00:14:49] harmful content and features, including on [00:14:53] chatbots and gaming. platforms, apps [00:14:56] and messaging platforms. these [00:15:00] measures are not about banning children from online [00:15:03] spaces. they are about [00:15:05] upholding [00:15:08] approach to the best interests the [00:15:12] child. the ownus, as i say, [00:15:16] is on the social media platform to uphold and [00:15:19] respect these rights. [00:15:23] importantly, [00:15:24] there are. [00:15:24] penalties placed on children [00:15:28] or parents, only the social [00:15:31] media platforms who fail [00:15:34] implement restrictions. [00:15:38] There are plenty of lessons to learn from [00:15:40] the development of Australia's framework, including the [00:15:44] publication of transparent guidelines, an [00:15:48] open commitment to upholding child rights [00:15:51] and broad consultation with relevant [00:15:54] stakeholders, including children [00:15:58] themselves. Australia's [00:16:01] national online safety regulator, the [00:16:04] e-safety commission, [00:17:07] and the UNCRC General Comment number [00:17:11] 25 on children's rights in the digital [00:17:15] environment. It is vitally important that [00:17:19] legislation aimed at protecting children in [00:17:23] digital spaces appropriately considers the [00:17:26] impact on child's rights and [00:17:30] freedom of expression. Additionally, [00:17:34] the e-safety commission consulted a wid [00:17:37] range of children under 16, [00:17:41] during and after the legislation was [00:17:44] passed, to hear directly how they [00:17:48] had been impacted and to provide [00:17:51] guidance. the commission met with over [00:17:54] 345 individuals and [00:17:57] 160 different civil society and other [00:18:01] stakeholder organisations. [00:18:04] it is important to restate. that the social [00:18:08] media minimum age cannot operate a [00:18:12] vacuum, it must be accompanied [00:18:16] by a broader rights-based online [00:18:20] safety framework in order to be truly [00:18:23] effective in protecting children from digital [00:18:27] harm. the discussion before you [00:18:30] today is complex, but it is also [00:18:34] extremely important. [00:19:08] and children themselves are part the [00:19:11] process, children deserve a [00:19:15] future which balances their right to [00:19:18] learn and connect with their right to be [00:19:22] safe from online. i wish you [00:19:25] well in your important work [00:19:29] and for this honor today. thank you very [00:19:32] much. [00:19:38] I would like to welcome our one of our chief [00:19:42] guest mohammed khan saab speaker the Punjab [00:19:46] assembly. Thank you [00:19:47] sir. [00:19:52] Bismillahirrahmanirrahim, [00:19:56] his excellency, the high commissioner for [00:19:59] Australia, Timothy Kain, Mr. [00:20:03] Abdul Khalik Sheikh, secretary human rights. [00:20:37] available [00:20:40] and then she sent a [00:20:43] letter in which she gave the [00:20:47] details that what she actually plans to do. [00:20:51] At first, I never had a glimpse of what this conference [00:20:54] would be, and that letter actually entailed the whole [00:20:58] story that she is moving towards that [00:21:02] direction which have been seriously thinking from ages [00:21:05] now, and things are happening so fast that we are not [00:21:08] even matching the pace that how to [00:21:12] tackle this problem, [00:21:13] it is happening at such rapid [00:21:16] force and the... idea [00:21:20] which struck me was that the resolution [00:21:24] when Sarah brought it in the assembly, we were [00:21:28] you know as very divided house, the political situation in the country you all [00:21:31] know, there's nothing to hide about, it's the [00:21:35] cleavage is so deepen that we don't agree, we don't even agree to [00:21:39] disagree, so we don't even talk, it's a situation which [00:21:42] is not very good, we are very concerned with [00:21:46] it, but somehow this thing..." [00:21:50] When Sara brought this resolution in the Punjab assembly, [00:21:54] every single member voted for it and it was a [00:21:57] unanimous document that resolution which we passed, we send it to the [00:22:01] federal government and we all [00:22:05] knew that what we are talking, we have [00:22:09] some experience at our hands i a parent for three [00:22:12] teenagers, I experienced [00:22:15] that, I see it around, I see it from [00:22:21] my constituency which is very rural part in very broken [00:22:24] school which has no roof, i see boys and [00:22:28] girls using these apps, those were not [00:22:32] even rightly literate to do that, i come to [00:22:36] very posh areas and i see it there it is happening the same [00:22:40] way on the same pace and i just [00:22:43] had a chance to go through a [00:22:46] book nexus by the name of nexus by you will noah. [00:22:51] and very interesting thesis in that, it was [00:22:55] telling the story that we as human beings are in habit [00:22:59] of creating such things which [00:23:03] could be destructive for the human race. now this [00:23:07] destruction could be seen and visualized at [00:23:09] every single [00:23:12] step. it is about children. [00:23:16] we have just heard what his excellency. [00:23:21] the australian high commissioner said and the rational [00:23:24] behind Mr. Harry's theory was that [00:23:28] historically we have been in habit of creating [00:23:31] such in in Greek mythology we had certain gods [00:23:35] for happiness and for wars in later times we [00:23:39] made some avatars and we just kept on looking towards [00:23:43] them and in recent times he gave the Narzi Germany's example [00:23:46] that how this machinery can take away the human. and millions [00:23:50] of people being instincted in in matter of days, [00:23:54] that's that's the story which he told, and I was [00:23:58] literally taken aback when I saw the news coming [00:24:02] from United States that one the [00:24:05] artificial scientist give an [00:24:09] idea that this has ability to destroy the human [00:24:12] race its own, so we need to [00:24:16] sit and look into the problem more seriously. [00:24:20] the governments needs to sit, the ia companies and the [00:24:24] companies, those who are creating these platforms, they need to [00:24:27] sit, is the regulation alone or few [00:24:31] boundary lines to be created, and very good example was [00:24:34] recently given an article again written [00:24:38] by an American Dr. Kane, [00:24:42] it was for this example being [00:24:46] codified for one the US jurisdiction case. [00:24:50] the hustler magazine case and this ingress [00:24:54] of what we find it digitally wasn't [00:24:57] that there on the paper first, so this is this was an interesting article [00:25:01] which had to go through and i found one rational [00:25:05] in that and that [00:25:09] was [00:25:09] that certain limitations provided as the australian [00:25:13] jurisdiction has recently done, what UK has [00:25:17] done [00:25:17] is a step forward, it may not [00:25:19] be the... solution to the total problem, but it is a step [00:25:23] forward, we in Pakistan have even greater [00:25:27] challenge, the countries which [00:25:31] have passed these laws for regulating and controlling is [00:25:34] UK, is Australia, is Spain, I believe, [00:25:38] they have done it, their literacy [00:25:41] rate is about 100% [00:25:45] or any case, if there could be, unless I am not aware of that, but it is [00:25:49] 100%. literacy rate, so the people and the [00:25:52] recipients of those regulations are actually aware [00:25:56] of what they are being regulated for, and the challenge we [00:26:00] have in Pakistan is humongous. It is [00:26:04] probably inconceivable and interiority the [00:26:07] matter tells us very clearly that this thing [00:26:11] is a challenge not just for us, it is a [00:26:15] challenge globally, it this thing has no [00:26:19] limits, no boundaries, so learning from each other's [00:26:22] experiences [00:26:23] and [00:26:27] moving forward in this regard in which I [00:26:30] would be looking. for those people, those who would [00:26:34] be giving some input that those [00:26:38] AI scientists which created these [00:26:41] machines would be giving [00:26:44] some algorithm in it in which it [00:26:48] can interrupted it itself, if it has the [00:26:51] capacity, it's no rocket science, if it could be [00:26:55] created, it could be stopped by the same [00:26:58] technology, so ladies and gentlemen [00:27:01] and sara specific basically, I thank you [00:27:04] for taking this batton and leading the flag very high. You have [00:27:08] been an advocate for the child protection, [00:27:12] I've seen it, as his excellency, the worthy ambassador just [00:27:16] spoke, as Nadi has been speaking for it. I've been to your [00:27:20] institutions couple of times and I always [00:27:23] see that happiness in those children's [00:27:27] faces is something to value for. Thank you very much.
