[00:00:00] on the pretext of removing a [00:00:03] and child hospital to serve the government, in fact Venezuela's oil was passed to the United States, so [00:00:07] there's a whole discourse about security, but in practice each [00:00:10] country thinks of itself first, which is natural, right? Trump doesn't hide [00:00:14] this from anyone, so what's at stake, [00:00:16] huh? [00:00:21] Exactly, right, Trump has it in [00:00:24] his slogan, this, inclusive, America First, so [00:00:27] it's obvious that he will look at... each situation with [00:00:32] really a supermarket, the the interests of the United States, I think when we observed all [00:00:35] this movement regarding tariffs, which I think was the most [00:00:38] visible, we saw very much that it was an internal policy debate [00:00:42] of the United States, Donald Trump was elected with a platform to [00:00:46] bring more jobs to the United States, with the discourse that [00:00:50] jobs that should be in the United States were in other [00:00:53] countries that commercialize products for the United States, so this is one [00:00:57] of the guidelines of his government [00:01:00] and this issue of tariffs has a lot to [00:01:03] do with that in the political discourse, he faces [00:01:06] internal difficulties in the United States, we [00:01:10] have midterm elections and there is a [00:01:13] possibility of Democrats winning in the Senate, so it's [00:01:17] another pressure factor and as you mentioned regarding [00:01:20] Venezuela, sometimes an interference justified by a [00:01:24] reason and materialized generating an [00:01:28] economic result. "we see this happen sometimes [00:01:32] and I imagine that in relation to Brazil [00:01:35] at the moment we don't have this short-term scenario, [00:01:39] but this classification of criminal organizations as [00:01:42] terrorists is a very [00:01:46] complex debate, because it does open room for specific [00:01:50] actions against these criminal organizations that [00:01:53] could even organize [00:01:56] to creating new some military actions, it has a possible influence on the banking sector". [00:02:00] of Brazil to have this interference, as you had, let's [00:02:04] remember last year too, you had the application of the Magnitsky [00:02:08] Act on Minister Alexandre de Moraes, which has an [00:02:11] impact on the Brazilian financial system that needs to [00:02:14] comply with these sanctions, so it's a [00:02:17] very complex debate that we'll have to observe [00:02:21] after the election result, what will be the [00:02:25] clarifying the behavior of the US government in this direction, [00:02:27] what can we expect from scenarios, both from [00:02:31] the Lula government or the Flávio Bolsonaro government, taking into account that this [00:02:35] next government will have a predominantly right-wing neighborhood [00:02:38] here in South [00:02:39] America. [00:02:45] Look, I think you have a very important debate, for example, [00:02:49] about Mercosur, right? We've already seen candidate Flávio [00:02:52] Bolsonaro with a discourse against Mercosur, which is [00:02:56] a discourse that also echoes in other South American countries. [00:03:00] and on the other hand, you have President Lula who [00:03:04] defends this organization of multilateral blocs and [00:03:08] Mercosur was very important for President Lula to close an agreement with [00:03:12] the European Union, for example, an agreement was closed between two economic [00:03:15] blocs, when we look at Brazil's neighborhood [00:03:19] today, more aligned with the right, we will have to [00:03:22] understand how far we will have ideological [00:03:26] or pragmatic relations, because if we talk about this negotiation, for example, [00:03:30] of the South European Union, Javier Milei from [00:03:33] Argentina signed the treaty, participated in the [00:03:36] negotiations aiming at economic objectives, so sometimes [00:03:39] we have debates that are ideological, they are world [00:03:43] views, but we have economic interests above [00:03:46] this debate, eh, Javier Milei signed an agreement [00:03:50] with the Brazilian government of President Lula for gas exploration for Brazil, [00:03:53] to import gas from [00:03:56] Vaca Muerta from Argentina, so sometimes we [00:04:00] will have very radical discourses and more [00:04:03] pragmatic practices, looking much more at [00:04:06] economic aspects, well, now we have [00:04:09] an experience with votes, if we compare [00:04:13] with European countries, for example, much smaller, right? Are [00:04:16] we managing to evaluate all this to have a [00:04:20] greater awareness of our 1988 constitution, so when we [00:04:23] talk historically, it's still a very short period, isn't it, [00:04:26] Briciane? [00:04:31] Exactly, it's a very short period and it's the [00:04:35] longest period of democracy in Brazil [00:04:38] of direct elections for president of the republic, eh, so we [00:04:42] are in a painful process, a learning process, we [00:04:46] went through in this short period that we are talking about already two [00:04:49] impeachments, we had some complex [00:04:52] situations in campaigns, we had a candidate who suffered an [00:04:55] attack, we had another candidate who suffered a plane [00:04:59] crash near the elections too, so we [00:05:03] have this short and very troubled period, in the midst of this [00:05:07] we have this need for the voter [00:05:10] to feel more and more the owner of the country. and understand that [00:05:13] this is an opportunity that they cannot miss, to [00:05:17] give their opinion on what they expect for the future, so this [00:05:21] awareness of each voter is fundamental [00:05:24] for us to be able to build a democratic [00:05:27] stability that has the alternations that [00:05:31] we have already observed at the federal level, at the state level, with [00:05:34] naturalness, right? I think we need to be able to [00:05:38] leave without ruptures of democratic processes, leave each... [00:05:42] election, who won [00:05:45] celebrating, who lost, handing over the government to [00:05:48] who won, without us having attempts, for example, as we [00:05:52] have also had, of challenging results and [00:05:55] other things that are very bad for this democratic [00:05:59] learning that Brazil is experiencing in these last [00:06:02] years. I wanted to talk about one of the positions that [00:06:05] is being voted on today, we talked about congress, presidents, [00:06:09] governors, but about state representative, okay? perhaps it's a [00:06:13] position that passes under the radar, we don't pay [00:06:16] so much attention, the voter ends up, often [00:06:20] choosing a state representative at the last minute, it's perhaps [00:06:23] the position that is chosen last, right? and it's also [00:06:27] a politician who will stay there 4 years in the legislative assembly, [00:06:31] can vote proposals even for impeachment of [00:06:34] governor, can vote several decisions that will [00:06:37] affect the lives of citizens there at the state level, right? in the [00:06:40] state, eh... how can we increase the awareness [00:06:44] of the voter about this position, this [00:06:48] candidacy of the state [00:06:49] representative? [00:06:55] Exactly, it's a very important vote too, we [00:06:59] need to make people understand more and more [00:07:02] what each position does, right? Now we're talking [00:07:06] about national and state elections, eh, [00:07:09] we also have municipal ones, right? which happen every 4 [00:07:13] years for mayor and councilor, and when we talk about the legislative [00:07:16] chamber here in the DF or legislative [00:07:19] assemblies in the states, we are talking about [00:07:23] a very great responsibility of these politicians, they have [00:07:26] the responsibility to approve the state budget, to make [00:07:30] the laws that are in force in that state on various subjects, [00:07:34] health, education and so many others, and there is also [00:07:37] the relationship with the state governments, we observe, as [00:07:41] we already mentioned about the votes for federal representative, many times [00:07:44] the person not thinking about the party they will vote for state [00:07:48] representative, this has a very great relevance, because based [00:07:51] on this vote you are deciding if the governor you [00:07:55] voted for or against, so to speak, will have support [00:07:58] or not from the assembly, so having this vision about what this state [00:08:01] representative is proposing, what is his alignment regarding the [00:08:05] candidates for governor, is essential for us to have a system [00:08:09] that is functional, we often see... if a [00:08:12] governor is elected an assembly that [00:08:16] goes against the policy of this governor, we have very [00:08:20] complex clashes in the states and another point also is that [00:08:24] the states have their state constitutions, so there are many [00:08:27] rules that are defined at the local level, the look at this [00:08:30] vote really needs to be increasingly [00:08:34] thought about by the voter with these variables, with this [00:08:37] observation of what I expect from this legislative [00:08:41] assembly regarding the candidate for governor that I will vote for, [00:08:45] I think having this vision is very important for us to have [00:08:48] a more harmonious system that produces the effective result that [00:08:52] the population expects. [00:08:55] Look, just now, candidates for the government of Minas [00:08:59] Gerais, Cleitinho from the Republicans and Patrus Ananias from the PT voted. [00:09:02] Cleitinho arrived around 1 o'clock at the state [00:09:06] school Martin Ciprien in Divinópolis, a municipality located near [00:09:09] the metropolitan region of Belo Horizonte. The candidate was [00:09:12] accompanied by his wife. Patrus Ananias voted in the capital, [00:09:16] at the PUC Minas University. The candidate arrived in the morning and [00:09:20] spent 1:30 in the line. He was accompanied by [00:09:23] supporters. The almost 17 million Brazilian [00:09:27] voters, over 70 years old, have an incentive to [00:09:30] go to the polls today. The registration of the vote will serve [00:09:34] as proof of life for the INSS. According [00:09:38] to the INSS, of the approximately 38 million beneficiaries who [00:09:42] need to prove their life once a year, [00:09:46] 13 million still have not appeared, as voting [00:09:49] from 70 years old is optional, those who decide to vote in the [00:09:52] first round are not obligated to appear in the second, [00:09:56] so that the proof of life is considered valid by the [00:09:59] INSS, we reinforce that to vote, just present an [00:10:03] official photo ID, it is also possible to download [00:10:06] e-título, which is the digital title. [00:10:10] The Public Security Secretariat of São Paulo released the balance of occurrences [00:10:14] regarding voting, so let's talk to reporter Beatriz Costalin, who is [00:10:18] at PUC, São Paulo, one of the largest electoral colleges in the country and has [00:10:21] more details for us live, hi Beatriz. [00:10:28] Hello, Keele, that's right, the military police of the State of São Paulo released [00:10:32] this report just now and informed that until 11 [00:10:35] AM, 45 occurrences [00:10:39] and 15 arrests were registered, both in [00:10:42] the capital of São Paulo and in the interior. She mentioned that the cases [00:10:46] investigated are of illegal campaigning, one of them was in the southern [00:10:49] region, near the Santo Amaro neighborhood, the other in Mogi Mirim, [00:10:53] a city in the interior of São Paulo. [00:10:55] We remind you that today the police have a special operation, there are more [00:10:58] than 68 thousand military police [00:11:01] involved, 8 thousand vehicles and 22 [00:11:04] aircraft throughout the state of São Paulo. Just now, [00:11:08] the Federal Police also released the balance of today's election, there were [00:11:12] 59 arrests, the Federal Police also seized almost R$ [00:11:16] 790,000 [00:11:19] in goods and valuables, of these R$ [00:11:21] 790,000, R$ 380, more than [00:11:25] 380 thousand are in cash, now I'm going to give a little [00:11:28] update here from PUC of São Paulo, which is the largest voting [00:11:32] place in all of Brazil, today we should have [00:11:35] 17,700 voters more or less, now the [00:11:39] situation is much calmer, Kelly, in the last time I was here I said [00:11:43] that there was a long waiting time, people were waiting between 40 minutes and 1 [00:11:46] hour, now the situation is a little better, the queues have decreased, people are leaving [00:11:50] and it rained here twice, they were very quick rains, but [00:11:54] enough for everyone to already be a little apprehensive, people came in, there are people [00:11:58] who are expecting it to rain again, since the forecast says that we should [00:12:02] have rain, especially around 4 PM, the traffic here [00:12:05] also calmed down a lot for now, the situation is much calmer [00:12:09] than we saw a few hours ago, Kelly, that's right, we continue here [00:12:13] following everything in real time and look, the president of the Superior [00:12:16] Electoral Court and minister of the Supreme Cássio Nunes Marques, speaks, speaks [00:12:20] now, a press conference, in fact it will start soon, we are here [00:12:24] following. "at any moment we will continue bringing [00:12:27] live information, including about this press conference which is very important, [00:12:31] right? Well, we, eh, return then to [00:12:34] talk to Breciane, Breciane, eh, it's a good thing that Beatriz [00:12:38] brought us a piece of information, at least regarding this polling station in São Paulo, that [00:12:42] the line got better, right? Because we will have to [00:12:45] understand exactly what the impact of some delays is [00:12:49] on the result, right? of absences in this election, and it's important to correct ourselves, but we hope people will vote". [00:12:52] in line and don't give up [00:12:56] voting, [00:13:01] Exactly, I think a point that we have been [00:13:05] observing throughout this election is the weight that [00:13:09] abstention can have, right? which is the act of not voting, or [00:13:13] as we mentioned earlier, people who give up [00:13:16] voting, it's a very important point for the [00:13:20] result of an election, as it's predicted to be very close, for example, [00:13:24] for the presidency of the Republic, [00:13:27] and there's a point that we brought up just now that I think is interesting to [00:13:31] highlight, which is the situation of proof of life for [00:13:35] retirees and pensioners of the INSS, it's a very interesting [00:13:38] public policy to encourage people to [00:13:42] go to the polls even without being obligated, of course [00:13:45] we need to register, it's not the only means of proof of [00:13:49] life, there are other means of proof of life, but it's a good [00:13:53] idea to have included the election as a possibility, because [00:13:56] you encourage, right, these older people [00:14:00] to also participate in the democratic process, after all, they also [00:14:04] have this right, eh, we also had interesting measures regarding [00:14:07] free transportation in some cities, which is also very [00:14:11] important within everything we've been talking about, the incentive for [00:14:15] people to show up to vote, it's very important that each [00:14:18] voter understands their role at this moment and [00:14:22] shows up, we just talked about some polling stations with longer [00:14:26] queues, delays, [00:14:28] wait, vote, participate, it's very [00:14:31] important, for sure. Yeah, we're going to [00:14:35] talk again about the storm that hit the interior of São Paulo, we're going live [00:14:39] with Maíra Oliveira who is in São José do Rio [00:14:43] Preto, Maíra, good afternoon, tell us how the situation is there, [00:14:46] huh? Good afternoon, Kiri, good afternoon [00:14:49] everyone, at this moment I am at Antônio Barroso school, [00:14:53] here it's very calm here. The issue of voting, but in the morning, [00:14:57] a little earlier, there was a very tense atmosphere here in the region, [00:15:00] due to the heavy rains and also a strong [00:15:04] wind. here in São José do Rio Preto, some neighborhoods were [00:15:08] without electricity and it also caused fear among [00:15:11] voters to come to the schools to vote, but [00:15:15] I already talked to the staff here, all the ballot [00:15:18] boxes are working, there was a power [00:15:21] outage, but they are working, oh, in the images you can see... [00:15:25] the situation here in São José do Rio Preto, a very tense [00:15:29] situation, and this image now that is showing is from [00:15:32] Votoporanga, a city also here in the northwest [00:15:36] Paulista region, there is the construction of the maternal [00:15:40] city and unfortunately part [00:15:43] of the structure collapsed due to this wind, but thank [00:15:47] goodness no one was injured in this place, which [00:15:51] is Votuporanga in São Paulo, interior of São Paulo, you can see [00:15:54] in the images how the structure is, all [00:15:58] the structure collapsed of the maternal and child hospital, but [00:16:01] unfortunately in the city of Araçatuba we also have images [00:16:05] that unfortunately show... [00:16:09] roof collapsed, there were many injured, [00:16:12] including already the confirmation by the civil [00:16:16] defense of a death due to this collapse of the [00:16:19] roof of a supermarket in [00:16:21] Araçatuba, also there the strong wind [00:16:25] knocked down trees hindering people from [00:16:28] entering the polling stations, so the [00:16:31] situation here is very critical, we continue [00:16:34] following everything closely and we will bring... more [00:16:37] images for you, thank you very much for the information, we reinforce [00:16:41] here the importance, right, of following [00:16:45] the alerts of the civil defense of the state of São [00:16:48] Paulo, let's talk to Breciane now about something we have been [00:16:51] discussing, which is precisely the role of each [00:16:55] candidate. Breciane, we just talked about state representative, let's [00:16:58] reinforce a little what the federal representative does [00:17:01] now, it's always good for us to clarify because many [00:17:05] candidates promise what is not in [00:17:08] the area of action of what he can do, right? So we are raising awareness among [00:17:12] voters here live on Record [00:17:13] News. [00:17:18] Exactly, we often see a discourse [00:17:22] from a candidate for federal representative, saying things that only a [00:17:26] senator can do or only a governor, eh, [00:17:29] so it is important for us to think about the [00:17:33] role of each one. The Chamber of Deputies, it is [00:17:36] a house that represents the population of [00:17:40] Brazil, while the Senate is a house that represents the state, [00:17:43] this causes there to be a division of functions, [00:17:46] even though most of the projects pass through both [00:17:50] houses, the bill projects, the constitutional amendment projects, they [00:17:54] pass through both houses, there are competencies that belong to each of the [00:17:58] houses and regarding the Chamber of Deputies, I think it's worth [00:18:03] relevance it has for the approval of provisional [00:18:06] measures. bill projects and [00:18:10] constitutional amendment projects, they pass [00:18:12] through there, this is also a function of the [00:18:16] chamber to discuss impeachment of the president [00:18:19] of the republic, we have already had two cases in [00:18:23] which the chamber actually opens an impeachment process, [00:18:26] so it's another function that belongs to the federal representatives, so [00:18:30] having this clarity, researching a little what each federal [00:18:34] representative is eh, each candidate for federal representative is proposing. [00:18:38] and understanding if this is something that is or is not within his scope is [00:18:41] very important speaking quickly [00:18:44] about the weather [00:18:47] condition, we just received an alert here from the civil [00:18:50] defense of heavy rain spreading rapidly in the metropolitan [00:18:54] region of São Paulo, lightning and wind, so a warning for [00:18:57] the voter, for the viewer [00:19:01] to stay in a safe place, this warning regarding the heavy rain here in [00:19:05] São Paulo, we also brought information just now of heavy rain in the regions of [00:19:08] Araçatuba, São José do Rio Preto, Marília, eh Marília also [00:19:12] registering power outages this election Sunday. [00:19:15] We're going now for a quick break, you'll [00:19:18] check out exclusive live images from Florianópolis in Santa [00:19:22] Catarina, via Maxken, temperature 20° [00:19:25] and to tune in to Record News in Florianópolis, just set your [00:19:29] TV to channel 6, you can watch all our [00:19:32] programming for free, huh? First place [00:23:06] in the polls, the PSD candidate [00:23:10] is running for governor for the second time. Pais asked voters to [00:23:14] go to the polls and defend what [00:23:17] he called a vote of conscience to change the direction of Rio de [00:23:21] Janeiro. The candidate for governor of Rio de Janeiro for the PL [00:23:24] voted around 10:40 AM at the Instituto [00:23:28] Cultural Amendoeira in São Gonçalo, metropolitan region of [00:23:31] Rio, arrived accompanied by his wife and son, upon [00:23:34] the candidate's arrival he greeted voters, eh [00:23:38] Ruas stated he was confident that he perceived in the last [00:23:41] days of campaign a desire for change exists [00:23:45] among voters. In Rio Grande do Sul, candidates for [00:23:49] governor of... also voted, Luciano Zuco of the [00:23:52] PL voted in the morning at a state school in Porto [00:23:55] Alegre, he was [00:23:58] accompanied by partisans in this [00:24:01] voting, he went to a state school in Porto [00:24:05] Alegre accompanied by supporters and family members. Juliana [00:24:08] Brizola of the PDT arrived at the voting location also in the Gaúcha capital this [00:24:12] afternoon. She spoke with voters. The candidate was [00:24:15] accompanied by her son and supporters. Well, [00:24:18] we continue here with the real-time information for you who [00:24:22] are following this election Sunday, first round. [00:24:25] Breciane, let's talk a little more now about [00:24:28] the national congress, because we [00:24:31] said little about the role of deputies, [00:24:34] of senators, but many urgent voting [00:24:38] matters are often not voted on, even the budget, we have [00:24:42] already witnessed delays in the approval of the budget, we [00:24:46] know the headache, the domino effect this [00:24:49] causes for all of Brazil. Eh, when a matter [00:24:53] is going to be brought up, is there any mechanism for this or [00:24:56] is it up to the presidents of both houses, both the [00:25:00] Chamber and the Senate, for the voter to understand [00:25:03] well? [00:25:08] Look, in the end, what always matters is a [00:25:12] political agreement, but there is [00:25:15] always leadership from the one who is elected to preside, [00:25:19] whether it's the Chamber or the Senate, when we look [00:25:22] at the composition of forces, there's [00:25:26] always a percentage of parliamentarians who support the [00:25:29] government on various issues, a percentage of parliamentarians who [00:25:32] always oppose and a group that fluctuates, [00:25:36] sometimes supporting the government, sometimes supporting the opposition. The construction of this [00:25:40] agenda is usually made by the president of [00:25:43] each house together with the party leaders who are [00:25:47] elected by the deputies and senators themselves as leaders of their [00:25:50] parties, representing in theory the [00:25:54] will of each party. So when we always talk about [00:25:57] looking at the party in these elections, it's also important for [00:26:01] this reason, because even in the definition of which [00:26:04] project will move forward, which will not move forward, it depends a lot [00:26:07] on these party leaders and the presidents of the Chamber and the [00:26:11] Senate. Remembering, we have elections again in February of next year [00:26:15] for president of the Chamber, president of the [00:26:18] Senate. Eh, these parliamentarians elected now [00:26:21] will cast this vote in February to choose the one [00:26:25] who will lead their work and has [00:26:29] this power to set the agenda of the president, listening to the [00:26:33] college of leaders. So there's always a collective construction, [00:26:37] but there are possibilities sometimes, as we've already seen, for a president to [00:26:40] put on or take off an item from the agenda [00:26:44] on their own initiative, even if that item has a majority to be [00:26:48] approved. [00:26:51] And now we go to the [00:26:55] Superior Electoral Court, it starts right now, it will start soon, [00:26:58] we already see Cássio Nunes positioning himself [00:27:02] to speak with journalists, it's an important moment, we always keep following, let's [00:27:06] hear the minister, of journalists who have already registered, okay? [00:27:10] bom? [00:27:13] Good afternoon everyone, once again welcome [00:27:15] to the Superior Electoral [00:27:18] Court, the court of [00:27:20] democracy, [00:27:23] on this day, which is the most important day of our [00:27:26] electoral calendar, as you [00:27:30] know, today is only possible due to [00:27:34] a long preparation that precedes the electoral [00:27:37] period, it's months [00:27:40] that the electoral [00:27:43] justice dedicates [00:27:45] to all [00:27:49] the preparation, from sealing the [00:27:52] systems, from updating our [00:27:55] programs, [00:27:58] mechanisms, to training [00:28:04] of poll workers until [00:28:07] we reach [00:28:10] this day, which we also call the festival of [00:28:13] democracy. Before making [00:28:16] a summary, I wanted to pay a small [00:28:19] tribute [00:28:22] to justice to Minister Carmen [00:28:25] Lúcia, my predecessor, minister [00:28:29] of the Supreme Federal Court, former president of the [00:28:33] Superior Electoral Court and it was she [00:28:37] who initiated all [00:28:39] this preparation. Now we are ready for the 2026 [00:28:42] elections. I already [00:28:44] succeeded [00:28:46] when much had already been [00:28:49] done. [00:28:51] We will [00:28:54] certainly have a successful election, [00:28:58] but we must also share this success with the civil servants [00:29:01] of the electoral justice. [00:29:23] for the first time it is being used on election [00:29:26] day [00:29:29] and to our delight, [00:29:32] in a very successful way, yesterday there were more than 6 [00:29:36] million new issuances of titles, [00:29:40] electronic titles downloaded, today [00:29:43] so far we have more than 6 million issuances, [00:29:46] more than 15 million queries [00:29:49] to polling places, more than 3 million [00:29:53] justifications, and this directly impacts [00:29:56] the reduction of queues. People don't need [00:30:00] to go to the voting booth [00:30:04] or the polling [00:30:08] station to make a justification, this can be done [00:30:11] through the e-title. Regarding [00:30:14] our program, your vote matters, we already [00:30:18] have a record that more than 2,000 [00:30:21] voters with reduced mobility [00:30:25] were transported to [00:30:27] polling places and more than 8,000 [00:30:31] voters were transported from [00:30:34] remote communities, indigenous, [00:30:37] quilombolas, among [00:30:39] others. [00:30:42] Regarding our ballot boxes, [00:30:45] 1121 ballot boxes replaced, [00:30:49] making a total of [00:30:52] 0.2%. There is no manual voting in the [00:30:55] country at this moment. Regarding [00:30:59] disinformation, by the [00:31:03] Sead events, there were 453.
