[00:00:01] in of the race for 450 seats, who [00:00:05] will fail and who will [00:00:10] of prevail? [00:00:15] a [00:00:21] the Russian capital comes under heavy Ukrainian drone attack [00:00:25] overnight. two people are killed in the Moscow region while [00:00:28] a residential building and an oil refinery were also [00:00:31] hit. This comes while Russians [00:00:35] are going to the polls for the third and final day [00:00:39] of of the nationwide state Duma elections. We're here to bring you our special coverage as the [00:00:43] world's biggest country has its democratic [00:00:47] of say, and that [00:00:48] of is my vote, one of tens of millions [00:00:51] being cast around the Donbas, but with every vote cast [00:00:55] in [00:00:56] of the Dumbas, the people [00:00:58] of the Dumbas show... but those [00:01:01] of threats a [00:01:02] a don't scare them. Russian [00:01:04] of citizens go to the polls all across the country, even [00:01:06] of in areas facing daily shelling and threats from [00:01:10] Kiev. Generally speaking, it is very difficult to [00:01:13] intimidate me, it's just not in my nature. Firstly, I don't recognize the [00:01:17] landscate at all, and I don't watch [00:01:19] of him on TV. As for scammers, they've already left me alone. We have [00:01:23] lived too long to be [00:01:24] intimidated. [00:01:33] of Just after 1 p.m. here in the Russian Capital and you're watching RT [00:01:36] International. My name is Donald Corder, welcome to the [00:01:39] program. Now we start this hour with breaking [00:01:43] news as elections are underway across Russia on the third and [00:01:46] final day of voting. That's as the nation's air defenses have repelled [00:01:50] the heaviest drone attack [00:01:52] of the war so far, involving 1,600 [00:01:55] UAVs. The capital itself faced a huge drone swarm according [00:01:59] to the cities. mayor: the most massive enemy drone [00:02:03] attack has been repelled since yesterday. over 1,600 [00:02:07] UAVs have been shot down across all sectors, including [00:02:10] 450 while approaching Moscow. My thanks go to the [00:02:14] air defense personnel for their selfless efforts. Nevertheless, few [00:02:18] drones reached the Moscow [00:02:19] of Oil refinery and one struck [00:02:21] a residential building. There were no fitalities, [00:02:24] of this unprecedented attack was clearly orchestrated to disrupt the [00:02:28] elections. The... enemy failed in this attempt, overnight [00:02:32] Moscow and the nearby region came [00:02:35] in under in direct Ukrainian drone attack, and all of this is [00:02:38] happening amid direct voting, we're seeing these parliamentary elections [00:02:42] unfold, now the Moscow region governor reports that air defense [00:02:46] systems managed to intercept 240 [00:02:50] drones in 17 different districts. Moscow's mayor says that [00:02:54] of around 450 drones were intercepted, those [00:02:57] areal targets and drones were... apparently headed to the [00:03:01] Russian capital, [00:03:02] now at [00:03:02] the same time Russia's defense ministry has reported that they were able to intercept [00:03:06] and [00:03:07] of destroy uh over 1,100 airal attack [00:03:11] aerial targets as well as drones over um over Russian [00:03:15] territory. Now in terms of casualties and damages, [00:03:18] Moscow and the surrounding region two people have been killed and [00:03:22] 20 others have been injured, three [00:03:23] of them being children, and amid this drone attack, the central [00:03:27] electoral commission is reporting... that apparently one of its staff members, [00:03:31] woman working a polling station was also injured, and it's [00:03:35] not just Moscow and the [00:03:37] in nearby regions that are facing these Ukrainian attacks, because we're also seeing drone [00:03:41] attacks in the SMO zone, a Ukrainian attack, Ukrainian [00:03:45] of attack hit a school housing a polling station, this is in the [00:03:49] Zaparogia region, thankfully no casualties have been reported [00:03:53] there, but it doesn't even stop that because another attack, a [00:03:56] Ukrainian attack was reported attacking passenger. bus in [00:04:00] the hairson region, killing two people, one [00:04:03] of them a woman working a local polling station [00:04:07] there. now well, the head [00:04:08] of the central [00:04:09] of electoral commission has in fact commented on these Ukrainian [00:04:13] in attacks? today, [00:04:17] September 20th, as [00:04:18] a result of a targeted drone attack a civilian bus in the Kson region, [00:04:22] two people were killed. one [00:04:24] of the victims was our colleagueko, born in [00:04:27] 1966, member [00:04:29] of of a the of precin electoral commission for polling station number 220 in the lower [00:04:33] Saragor district [00:04:34] of the ker [00:04:35] in of region. of was member [00:04:37] of the present electoral commission for 2023 and actively [00:04:40] participated in the current [00:04:41] of election campaign for the state dumer elections, engaging with many of her [00:04:45] neighbors, fellow citizens and compatriots while honestly, responsibly and [00:04:49] bravely [00:04:50] a fulfilling her duties. she was involved in conducting early voting in the lower ceragore [00:04:54] district [00:04:54] of the ker region. her daughter, elena Petrovna is also member [00:04:57] of the precinct electoral commission. [00:05:01] of as i mentioned before, I will repeat it once more, despicable, cowardly bandera scum, who are afraid to fight [00:05:05] like men and truly engage in warfare, target our peaceful people, primarily [00:05:09] women and children. I believe that shame will fall upon them and one them will be [00:05:13] found. our strong spirited colleagues continue to work. in [00:05:17] Moscow itself, the mayor has reported that there have been no casualties, [00:05:21] but that some drones managed to get through and target an oil [00:05:24] refinery in Moscow, and some drones have managed to target [00:05:28] residential buil building here as well. at the same time, Russia's [00:05:32] Ministry of Defense reports that it targeted and destroyed Ukrainian [00:05:35] military infrastructure, including warehouses and vessels in the [00:05:39] black sea as well as the Kiev and Odessa. regions again, I [00:05:43] think it's important to note here that this, that Kiev is essentially [00:05:47] ramping up these drone attacks as Russians are heading to the [00:05:51] polls today to vote for the third and final day of Russia's [00:05:54] parliamentary elections and according to the central electoral commission, [00:05:58] voter turnout has reached around 47%, and it's [00:06:02] quite important also to highlight here that this these are the first [00:06:06] parliamentary elections we've seen since the start the special military [00:06:09] operation which was launched back in February 20. 22 [00:06:13] and for the first time in modern Russian history we're seeing citizens [00:06:17] from the Donatsk Lugansk People's Republic from Herson and Zaparoger cast [00:06:21] their ballot as Russian citizens and so let's also break [00:06:25] down how these parliamentary elections actually work because the [00:06:29] state doomer itself is is considered the lower chamber the federal [00:06:32] assembly it consists of 400 400 [00:06:36] seats and these elections are held every 5 years [00:06:40] 225 of those seats distributed through party [00:06:44] lists. now what that means is that citizens are able to elect a [00:06:47] specific political party and 225 seats are [00:06:51] distributed through single mandate districts. now voters are able to [00:06:55] cast the vote or the ballot and select a specific political [00:06:58] candidate in their constituency or uh their district there as [00:07:02] well, but for a political party to be able to actually [00:07:06] reach the state duma, it has to meet that 5% thresh [00:07:10] hold. now Russian parliamentary elections. start on [00:07:13] September the 18th and finish today on September the 20th, so it gives [00:07:17] voters three days to cast their ballot. In terms of [00:07:21] who's actually in the race, there are currently 10 political [00:07:24] parties on the federal ballot, the first one being United Russia founded [00:07:28] in 2001 and a party that has enjoyed constitutional majority [00:07:32] for a while now, it's also President Putin's party, then we have [00:07:36] the communist party the Russian Federation, this is considered the oldest [00:07:40] party on the federal ballot. and also it's the second [00:07:43] largest faction in the duma, then we have a just Russia for [00:07:47] truth, and Paul suggests that they will be able to meet that 5% threshhold during these [00:07:51] elections as well, and we have the Liberal Democratic Party of Russia [00:07:55] currently chaired by Leonid Slotski after the death of its former [00:07:58] charismatic leader Vladimir Zaronovski back in 2021, and of [00:08:02] course we also have a relatively new party on the scene here, this [00:08:06] is uh new people founded in 2020, and curiously this [00:08:10] political party managed to get through to the dooma. back in [00:08:13] 2021, so it'l be interesting to monitor that, whether they'll be able to [00:08:17] actually, you know, garner more than 5% the vote during these elections [00:08:21] as well, but at the same time there are also non-parliamentary parties on the [00:08:24] ballot uh, for example the pensionist party, the communists of Russia, the [00:08:28] Greens, Rodina, and also the party of direct [00:08:31] democracy, so to wrap up here, poll polling stations [00:08:35] across Russia close at 8 p.m. local time, [00:08:39] according to Russia's western regions, so we will be... of course [00:08:42] monitoring all these developments and bringing you the details. the [00:08:46] crucial vote is also taking place in territories that are coming under [00:08:50] daily attack. despite the threat posed by Ukraine, people are saying that [00:08:54] they are determined to make their voices heard. even the head the dynatsk people's [00:08:58] republic has cast his vote a local polling station, also saying that [00:09:02] he met a quite a few people who actually wanted to vote in the [00:09:06] first state Duma election. Artis Murad Gazdiev reports on [00:09:10] how the vote is being held under war. time [00:09:12] conditions across two continents [00:09:16] and 11 time zones under ceaseless threat of [00:09:19] attack, Russians vote for their new [00:09:22] parliament. [00:09:34] In their millions despite constant threats from [00:09:37] Ukraine, threats of prosecution and [00:09:41] persecution. just for vooting, attacks on [00:09:45] polling stations, fakes and Ukrainian [00:09:48] propaganda. Yesterday and the day before, [00:09:51] leaflets were dropped by drones across most of our region, [00:09:55] containing calls to block the electoral process and urging [00:09:59] people not to participate in the elections. Every day we are [00:10:03] seeing a steady stream of two or three disinformation campaigns coming [00:10:06] from the Ukrainian side, along with deep fakes and forged [00:10:10] administrative documents, yet. Few are [00:10:13] afraid, people are used to drones and [00:10:16] missiles, verbal threats no longer carry [00:10:20] the same weight. Tell me, have you been intimidated? [00:10:24] Dis [00:10:33] Generally speaking, it is very difficult to intimidate me, it's just not in [00:10:37] my nature. God forbid, firstly, I don't recognize the [00:10:40] lensk at all, and I don't watch him on TV. As for scammers, [00:10:44] they've already left me alone. We have lived too long to be [00:10:48] intimidated, [00:10:50] and that is my vote, one of tens of [00:10:54] millions. being cast around the donbas an [00:10:57] environment where people are actively being [00:11:00] threatened, where electoral officials are [00:11:04] receiving death threats, their families, their [00:11:06] children, but with every vote cast in the don [00:11:10] bass, the people the donbas show [00:11:14] that those threats don't scare them, not [00:11:17] even strongly worded statements and [00:11:20] condemnation could stop these elections, at [00:11:24] today's meeting, the central electoral commission adopted resolution declaring that [00:11:28] the organization and conduct of elections for deputies to the state duma the [00:11:32] Russian Federation in the temporarily occupied territories of Ukraine are [00:11:36] illegitimate. It is, of course, ironic that [00:11:39] Ukraine forbids Ukrainians from voting in these [00:11:43] Russian elections, because neither does it allow [00:11:46] Ukrainians themselves any elections. They're too [00:11:50] dangerous, says the former president of [00:11:53] Ukraine. Elections as such are huge [00:11:56] risk. Elections right now are a tsunami which could split [00:12:00] Ukraine. Again, the irony: Ukraine professes [00:12:04] to be fighting for freedom and democracy, but says [00:12:07] elections are too dangerous. Russia, which keeve [00:12:11] accuses of aggression and tyrany, holds elections even [00:12:15] in war. He's holding elections in September. He needs [00:12:19] a united society that will support his united Russia. [00:12:22] Zelensky, on the other hand, doesn't... need his society's [00:12:26] support, his term expired two years ago [00:12:30] and no one can do anything about it. he already [00:12:34] controls all Ukrainian media, all newspapers [00:12:37] and online publications, full spectrum [00:12:41] propaganda. anyone who criticizes him can be [00:12:45] sanctioned, Ukrainian or otherwise, else [00:12:48] sent a one way trip to the front lines. [00:12:52] so elections, you want elections as soon as? [00:12:57] are [00:13:02] people abroad [00:13:04] 9 who million and what to do with the people who are [00:13:06] temporary or live in temporary occupied [00:13:10] territories. Europe of course will bend over backwards [00:13:14] to accommodate Zelensky. Kya calas, the [00:13:18] EU's diplomatic figure head is never one to [00:13:22] overthink it. Simple and cliche. is her [00:13:25] style. Putin hasn't had elections or Russia hasn't had [00:13:29] elections in 25 years. Zelensky is [00:13:33] elected leader, elected in the free and fair elections and of [00:13:36] course during the wartime you can't have elections. Zelensky's [00:13:40] corrupt ministers. His army heads simply [00:13:44] don't mind. So long as the EU supports [00:13:48] Zelensky, the aid money pours in [00:13:52] and it can be divided up and shared around. [00:13:55] between friends, the only concern is the people of [00:13:59] Ukraine, forced brutally to fight a war, [00:14:03] they don't want to fight in, by a president they don't [00:14:07] want, blasted by propaganda, they don't agree [00:14:10] with, and there's nothing they can do about it, [00:14:14] but daydream, we must find a legal, safe and realistic [00:14:18] mechanism that will allow Ukraine to restore a full-fledged democratic process [00:14:22] even under the conditions of a prolonged war. "This is [00:14:25] difficult. We must guarantee the right to vote for our military, for millions of [00:14:29] Ukrainians abroad, and for those in the frontline regions. We [00:14:33] must ensure the security the electoral process, the independence of [00:14:37] institutions, and trust in the results. If Russia could do [00:14:40] it, then so could Ukraine. And the only thing [00:14:44] stopping elections in Ukraine is the former president, [00:14:48] one Zelensky who just doesn't want [00:14:52] to leave. Murad Gazdiv. [00:14:58] citizens the most remote corners the country have also had the [00:15:02] opportunity to have their say in this election, as the Russian [00:15:05] aerospace company, Bureau 1440, has provided [00:15:09] residence of a small settlement in the country's far north with [00:15:13] access to remote electronic voting. It's become possible with the [00:15:17] use of a low earth orbit satellite network, next [00:15:20] generation of satellite communications. The company noted that such [00:15:24] case is allow for the testing the service in real conditions [00:15:28] and in the Arctic for future [00:15:30] needs. Earlier, my colleague Isabella [00:15:34] Blumberg discussed the latest with member - with member. [00:15:45] We must understand who we are dealing with, today we are dealing with the Ukrainian [00:15:49] terrorist regime, and even Zelensky has stated about the 40-day [00:15:53] plan more than once, [00:15:55] this is in essence terror against Russia. Well, and on such a day [00:15:59] when elections are being held, he tried all the more to carry out such terror in order [00:16:03] to disrupt the elections, at least partially. Moscow [00:16:06] may said that since the previous day around 1,600 [00:16:10] drones have been shot down, yes there is certain damage, yes there [00:16:14] are even casualties, and the chairwoman the central election [00:16:17] commission, pamfilova stated that there were also fatalities among members of [00:16:21] election commissions, but this will not stop the process, and most [00:16:25] likely, you know, this is such a petty spitefulness on Zelensky's part over [00:16:29] the fact that elections are taking place in Russia, already the second elections during [00:16:33] the special military operation, while Ukraine cannot organize such elections at [00:16:37] all. so how do you think Moscow might react to these [00:16:40] Ukrainian attacks given that they're taking place during these [00:16:43] elections? yeah, I think that it will be very [00:16:47] harsh, all the more so since at one time Russian president Vladimir Putin [00:16:51] said it was not we who opened this Pandoras [00:16:53] bulks. In a country that stretches [00:16:57] 11 time zones and has more than 110 million [00:17:01] voters. organizing nationwide vote is no mean feat. here's a [00:17:05] breakdown of how the world's biggest country. is handling the election [00:17:08] process. [00:19:05] Well, it may be the last day of voting, but there's... still a waits to go [00:19:09] before we actually understand who's going to represent this vast [00:19:12] country in parliament for the next five years. The first preliminary results are [00:19:16] going to be available tonight after 9 p.m. Moscow time, but the [00:19:20] final figures will not be officially confirmed until October [00:19:23] 5th. Until then, stay tuned to RT for all your latest [00:19:27] updates. [00:24:24] another news, Donald Trump has announced to the US is going to take full control [00:24:28] of Greenland security after entering into an agreement with [00:24:31] Denmark. The American president claimed that the deal is permanent and [00:24:35] will also give Washington approval over foreign investment in the vast [00:24:39] territory. I am pleased to announce that the [00:24:43] United States of America has entered into an agreement with the Kingdom of [00:24:46] Denmark and Greenland that gives the United States permanent. control [00:24:50] over security and all other needs in Greenland, completely [00:24:54] addressing all of our many US concerns, there will be no cost to [00:24:58] the United States. The island is also [00:25:02] apparently going to welcome a large US military presence [00:25:05] immediately. The Danish Prime Minister's office has confirmed that [00:25:09] deal to quote strengthen security in the Arctic, and quote, will be [00:25:13] signed next week. Earlier this year, Trump emphasized that the US [00:25:16] has to take control the island in order to... counter [00:25:20] Russian and Chinese influence in the region. This is something that all [00:25:24] comes ahead of next week's much anticipated U.S. China [00:25:27] summit, with experts suggesting that the timing of Trump's [00:25:30] announcement may be intended as a power play. Despite Washington's [00:25:34] concerns about China's presence in the Arctic, Beijing has virtually no [00:25:38] foothold in Greenland, focusing instead on collaborating with [00:25:42] Moscow in the Arctic areas. Art contributor Carl Z [00:25:46] believes that for Washington it's about posturing, but for Denmark, it's a... [00:25:50] weakness in preparation for [00:25:53] shizhins coming visit to United States, [00:25:57] United Washington has been doing lot of posturing [00:26:01] right, the they're threatening. to levy additional sanctions [00:26:05] over China's purchase of urining oil [00:26:08] and and they also explicitly said [00:26:12] the whole Greenland deal is aimed toward China to [00:26:15] exclude China from owning the rare [00:26:18] earth uh mines in gre in in in [00:26:22] Greenland again this this should really be [00:26:26] left to the people of Greenland or even government of [00:26:30] Denmark to decide it's we shouldn't be let up to United [00:26:33] States, but again, [00:26:37] unfortunately the leaders of Denmark have no spine and they [00:26:41] could just could not say no to [00:26:43] US. A [00:26:46] massive defense deal is on the table between Washington and Ried. [00:26:50] The state department has officially approved deal regarding the sale of [00:26:54] F-35 fighter jets to Saudi Arabia, and it's an agreement that's [00:26:58] valued at over 24 billion dollars. It also represents... [00:27:02] a significant expansion the kingdom's advanced military [00:27:06] capabilities. The US Department of State has [00:27:10] made determination approving a possible foreign military sale to the [00:27:13] kingdom of Saudi Arabia for their purchase of F-35 Lightning 2 [00:27:17] joint strike fighter and related equipment. The estimated total cost [00:27:21] is $24.3 billion. [00:27:25] Earlier we spoke with a former US Air Force Lieutenant colonel who told us [00:27:29] that the US is essentially selling solution to a problem that [00:27:33] it itself created. first off, you can't conquer a [00:27:37] country with airpower alone, that is well-known. the United [00:27:40] States likes to ignore that, because we have uh, what we call [00:27:44] air superiority everywhere, we say, can you achieve objectives [00:27:48] with the F-35? not really. can you fight um [00:27:52] people that are defending their own territory and have [00:27:56] uh developed a uh robust [00:27:59] defensive capability? no. no, you [00:28:03] can't, we we've seen this, I mean we the number of airplanes we've [00:28:07] lost uh going up against uh Iran alone in the [00:28:10] past six months has been uh just absolutely shocking now [00:28:14] is this something where we create um uh a [00:28:18] problem and then sell the solution of course [00:28:20] of course it is [00:28:21] that that's the very nature the United States military industrial complex yeah I [00:28:25] think we're we're [00:28:26] selling them precisely because [00:28:29] it benefits America financially um it benefits the military. industrial [00:28:32] complex here to sell these aircraft, it benefits the United States [00:28:36] uh a a few different ways by having interoperable [00:28:40] aircraft in Saudi Arabia and um being able to actually [00:28:44] see what the Saudis are doing with those aircraft, because you know the F-35 is is really [00:28:49] a software driven platform, so uh the things that it [00:28:53] does, the functions that it has uh we will have insight into how the [00:28:57] Saudies are conducting themselves, which is something that we want because we don't trust [00:29:00] them, okay, and neither does Israel, so um, [00:29:04] you know, this serves America's interest, it really doesn't serve Saudi's interest [00:29:08] at all. Well, for now, that's all for me here on RT [00:29:12] International. My colleague Mike Okoche is going to be taking over with more news [00:29:16] in just another 30 minutes, so make sure to stay [00:29:18] tuned. [00:29:28] No ordinary UN general assembly going on right now in New York after the increasing. [00:29:32] absurd looking organization failed to prevent genocide in Gaza, the [00:29:36] UN continues its impotance when it comes to wars in Europe and on [00:29:40] Iran. How is it possible that India is not on the UN security council [00:29:44] when a US vassal like Britain can veto resolutions amist [00:29:47] billions, feeling the price pain from [00:29:49] the straight [00:29:50] of Homus and Babel Mandeb. I'm afshan ranzi, welcome to New [00:29:53] Order. [00:30:04] "there'll be no Putin at the UN general assembly, but his friends Shijin Ping and [00:30:08] Modi will be in the USA. Shijin Ping said to beat Trump on [00:30:11] Thursday and he does so when for the first time in around 150 years China [00:30:15] has a bigger economy than the USA by PPP. Did [00:30:19] Trump see Modi hold hands with Iran's president Pejeshkin at the Bricks [00:30:23] meeting in Delhi, will Trump tell him off [00:30:25] or is India like China, just too powerful now to [00:30:29] order around, and what role does diminish Western Europe?" " have to play [00:30:33] now, it is been all but bankrupted by its financial backing for corrupt [00:30:37] Kiev. We're still a world where a USA's elite are mired [00:30:41] in Epsteen Carnage, can openly assassinate [00:30:43] or kidnap world leaders at will, but who has the courage to do anything about it? [00:30:47] From New Delhi to New York, the question is no longer now, who [00:30:51] has the most power, but who gets to shape, what?
