[00:12:00] parliamentary elections actually work, because the state dooma itself
[00:12:04] is is considered the lower chamber the federal
[00:12:07] assembly, it consists of 400 400 seats
[00:12:11] and these elections are held every 5 years,
[00:12:14] 225 of those seats are distributed through party
[00:12:18] lists. now what that means is that citizens are able to elect a
[00:12:21] specific political party and 225. are
[00:12:25] distributed through single mandate districts. now voters are able to
[00:12:29] cast the vote or the ballot and select a specific political
[00:12:32] candidate in their constituency or uh their district there as
[00:12:36] well, but for a political party to be able to actually
[00:12:40] reach the state dumer, it has to meet that 5% thresh
[00:12:43] hold. now Russian parliamentary elections uh start on
[00:12:47] September the 18th and finished today on September the 20th, so it gives
[00:12:51] voters three days to cost their ballot. in terms of...
[00:12:55] who's actually in the race? there are currently 10 political parties
[00:12:59] on the federal ballot, the first one being United Russia founded in
[00:13:02] 2001 and a party that has enjoyed constitutional majority for a
[00:13:06] while now, then we have the communist party the Russian federation, this
[00:13:10] is considered the oldest party on the federal ballot, and
[00:13:14] also it's the second largest faction in the duma. then we have a
