[00:31:58] cooperation has been built between the State Duma and the All-China
[00:32:02] Assembly of People's Representatives. The inter-parliamentary
[00:32:04] commission is working. Deputies and specialized committees of the two countries
[00:32:08] regularly participate in joint events. In the State Duma, Ivan
[00:32:12] Melnikov noted, there are five factions. And all of them advocate for it.
[00:32:26] It is developing successfully, even very successfully, we held 11
[00:32:29] meetings of the inter- parliamentary commission, our
[00:32:33] friendship group works well, but in fact we
[00:32:36] have reserves in our parliamentary cooperation, I
[00:32:40] think we need to be more active, so that our specialized
[00:32:43] committees interact.
[00:33:46] Firstly, we protected the residents of
[00:33:48] Donbas, Ukraine, Novorossiya, legislative
[00:33:52] acts were adopted, which allowed us to create
[00:33:56] a situation where today we have a large
[00:33:59] part of the territory that was previously part of
[00:34:03] Ukraine, and whose residents did not want to tolerate
[00:34:06] this neo-Nazism, genocide, persecution
[00:34:10] based on language, racial
[00:34:12] grounds, they today... live as free
[00:34:16] people, and today this process is underway to integrate
[00:34:19] them into a single legal framework, creating equal
[00:34:22] conditions for the residents of Novorossiya
[00:34:25] and the maternal space of Russia, we supported
[00:34:28] families with children in the first place, and
[00:34:32] today we have children aged
[00:34:35] 0 to 17 years receiving constant
[00:34:38] support, we supported working
[00:34:41] pensioners, and this, I think, determined it.
[00:36:16] Hope, justice, hope for
[00:36:19] the observance of traditional values,
[00:36:23] Russia's sovereignty, based on this, all other tasks are solved.
[00:36:28] what I tried as best I could to talk about, as evidenced by the
[00:36:32] number of laws adopted
[00:36:34] in a consolidated manner by this convocation of the State
[00:36:38] Duma, indeed, consolidation is a characteristic feature
[00:36:42] of the State Duma of the eighth convocation, this was noted by President Vladimir Vladimirovich
[00:36:46] Putin. Vladimirovich, what do you think was the factor
[00:36:49] that contributed to such political
[00:36:52] cohesion, and will this trend continue in the future? I would say
[00:36:56] there are several components here.
[00:37:57] so that even those political parties that did not
[00:38:01] gain a large number of votes and
[00:38:05] mandates, nevertheless their voters were
[00:38:07] represented, the work showed that
[00:38:11] this was a very correct approach, practically all our factions
[00:38:14] have committees,
[00:38:17] so working in committees largely saved all of us
[00:38:21] from populism, that is, we didn't become
[00:38:25] just one faction deciding for us. We all
[00:38:28] went through committees, through commissions, you understand, right? I think this
[00:38:32] is a great
[00:38:33] achievement.
[00:38:38] back to the laws that came into force in September:
[00:38:41] additional measures to combat cyber fraudsters, punishment for
[00:38:44] relocators, labor guarantees for women with small children. About
[00:38:48] these and other laws in the review by Alexandra Laktionova. Additional
[00:38:51] measures to combat financial fraudsters and so-called
[00:38:55] dropper schemes came into force. From September 1, a unified system
[00:38:59] for accounting for payment cards began to operate in the country, it contains data on
[00:39:02] all cards issued by Russian banks, as well as the total number
[00:39:06] of cards issued to citizens. According to the authors of the law, this will reduce
[00:39:10] the mass issuance of cards to straw persons and more quickly identify participants
[00:39:13] in fraudulent schemes.
[00:39:16] Additional restrictions have been introduced for persons recognized as foreign agents.
[00:39:19] The dissemination of social advertising on information resources by
[00:39:23] agents is now prohibited. They are also prohibited from acting as a
[00:39:26] social advertiser. As deputies note, these measures will
[00:39:29] contribute to additional protection of the country's
[00:39:32] sovereignty. Punishment for relocators who committed
[00:39:36] offenses abroad against our country is being tightened. First of all,
[00:39:40] the list of articles for which administrative
[00:39:43] responsibility can be imposed is expanded. The list, in particular, includes inciting hatred
[00:39:47] and enmity, public calls for sanctions and violation of the territorial
[00:39:50] integrity of Russia, discrediting our armed
[00:39:53] forces. As a precautionary measure, the seizure of property
[00:39:57] of such offenders is possible. The priority right to receive a room
[00:40:01] in a university dormitory is reserved for student families. Now this
[00:40:05] is the norm of law. Before the changes came into force, places for such
[00:40:08] categories were allocated on a residual basis. During the eighth convocation,
[00:40:12] State Duma deputies decided to change priorities. Support will
[00:40:16] also be available to families where the husband and wife are students from different
[00:40:19] educational institutions. The law obliges all universities
[00:40:23] to create special rooms for them within their housing stock.
[00:40:27] In addition, educational institutions are now required to openly publish
[00:40:30] information on the number of places in dormitories, including those
[00:40:34] intended for student families. Women with children under
[00:40:37] 3 years old will be hired without a probationary period, the law
[00:40:41] has come into force. Previously, similar rules applied only to
[00:40:44] young mothers with children under one and a half years old. The changes will provide
[00:40:48] additional guarantees for this category of citizens. Today in Russia
[00:40:51] about 1 million women are on maternity leave, according to statistics every
[00:40:54] fourth one does not return to her
[00:40:58] previous employer. The abolition of the probationary period for
[00:41:01] employment will be another measure of support for young mothers, according to
[00:41:05] deputies. Tourism will become more accessible for people with
[00:41:09] disabilities. The law that came into force should
[00:41:13] ensure unhindered access for people with disabilities to
[00:41:15] tourism facilities. The infrastructure must be designed for independent
[00:41:19] movement in a wheelchair, provide for the possibility of visiting with
[00:41:23] guide dogs, as well as accompanying people with visual
[00:41:26] impairments. As the authors of the changes emphasize, the law concerns
[00:41:30] a huge number of our citizens. Today in the country more than 40
[00:41:33] million people are mobility impaired. Russia is creating
[00:41:37] legal conditions for accelerated development and implementation of
[00:41:40] fundamental artificial intelligence models. On September 1,
[00:41:44] certain provisions of the comprehensive law on supporting such
[00:41:47] technologies came into force. In particular, the powers of government
[00:41:50] agencies in the field of development and application of artificial
[00:41:54] intelligence mechanisms have been established. The law is designed to ensure technological
[00:41:57] independence. A law aimed at increasing
[00:42:01] state regulation in the field of housing and communal services has come into force.
[00:42:04] Heat supply organizations are now obliged to approve investment
[00:42:08] programs. Money from depreciation embedded in tariffs will be allowed to be
[00:42:11] spent only on the repair and development of infrastructure, this will
[00:42:15] contribute to its modernization. On September
[00:42:17] 1, changes came into force in the operation of marketplaces, now online
[00:42:21] trading platforms are required to provide an active link to the entry in the
[00:42:25] register of certificates and declarations. These documents
[00:42:27] confirm the conformity of the goods to the established requirements, so
[00:42:31] buyers will be able to receive more complete information about the quality
[00:42:34] of the product. Another change, which also concerns consumer
[00:42:38] protection, has been introduced. Administrative responsibility for
[00:42:41] the sale of tobacco and nicotine-containing products below the minimum
[00:42:45] or above the maximum retail price, a fine of up to
[00:42:48] 500,000 rubles. In addition, for the sale of marked goods
[00:42:52] with an expired shelf life, a fine of up to 20,000 rubles per sold

[00:43:02] Decisions aimed at protecting citizens from fraud in the digital
[00:43:05] environment are showing their effectiveness. Since the beginning
[00:43:08] of 2026, the number of cybercrimes has decreased by

[00:43:23] years, deputies adopted 19 federal laws aimed at

[00:49:07] humidity receive moisture from a new modern irrigation system.
[00:49:11] Even the wild fig, which the botanical garden staff has been adapting
[00:49:15] to Saratov conditions for 10 years, is now bearing fruit. And here are not
[00:49:18] forgotten thickets, but an experiment 20
[00:49:22] years long. The only section of the garden where there is no watering, only
[00:49:25] natural steppe conditions, we record that
[00:49:28] cereals are recovering, the cereal community
[00:49:31] and we also show students one of the
[00:49:35] environmental problems of modern times in our region, this is the introduction
[00:49:38] of woody vegetation into steppe, into open
[00:49:41] landscapes. The Botanical Garden of Saratov University
[00:49:45] was conceived for both science and recreation. It is now
[00:49:48] that walks through the botanical garden are becoming popular for city residents.
[00:49:52] But for many years this unique place was open only to
[00:49:56] employees, because the conditions for keeping plants were so
[00:49:59] outdated that they didn't want to show them, last autumn, with the
[00:50:03] support of Vyacheslav Volodin, the first stage was implemented,
