Minister Al-Shaibani added that [00:00:54] Deir Ezzor was a strong pillar of the Syrian revolution [00:00:57] since its early weeks in 2000 [00:01:01] and paid the price for its free stance by offering martyrs [00:01:04] and enduring siege, bombing, displacement, [00:01:07] and destruction. [00:01:11] The Minister of Higher Education [00:01:13] and contributed to many [00:01:14] a two-way road. We worked from and Scientific Research, Marwan Al-Halabi, met with the Head of the Turkish Higher Education Council, [00:01:17] studying this Erol Özvar, where mechanisms of cooperation [00:01:20] and exchange of experiences and university development were discussed. [00:01:45] and overthrew this criminal The UN Security Council held [00:01:48] The message yesterday in a session to discuss a number of issues [00:01:51] and also the Al-Jazeera road from related to Syria, foremost among them efforts to combat [00:01:53] ISIS and the challenges associated with it. The Head [00:01:56] of the Office of the Under-Secretary-General for the UN Office for Counter-Terrorism [00:02:00] affirmed that ISIS is exploiting [00:02:03] the changing security landscape in Syria [00:02:07] Oil-producing regions in to reshape its threats, and also warned that [00:02:10] the closure of Al-Hol camp raises concerns about the fate of a number of [00:02:13] individuals and their whereabouts, [00:02:16] a plan to expand this calling for the return of camp residents to their home countries safely, [00:02:20] voluntarily, [00:02:22] and with dignity. [00:02:26] The Israeli occupation released two young detainees from the town of Sweis [00:02:30] in the countryside of Quneitra, after a detention that lasted for about a year [00:02:33] in occupation prisons. The release of the two young men came within [00:02:37] the framework of governmental efforts and follow-up [00:02:39] on the file of detainees in Israeli [00:02:42] occupation prisons. [00:03:00] it did not have all this [00:03:10] transport and airports [00:03:19] Deir Ezzor enters a new [00:03:21] number of people in Al-Jazira stage of development and openness. After years of challenges, [00:03:25] the governorate reopens [00:03:32] to invest in the agricultural resources a developed, modern, and specialized its doors to the world with the opening of Deir Ezzor International Airport, a step that represents a transition from wartime to a stage of reconstruction [00:03:34] and connecting the region [00:03:37] and provide a large number to its external surroundings. This step comes [00:03:39] as part of a package of developmental projects, including the construction [00:03:44] possess great of an international road connecting Damascus to Deir Ezzor and the launch of major [00:03:47] industrial projects in the fields of food and petrochemical [00:03:49] industries, in addition to the establishment [00:03:52] of a specialized hospital for cancer diseases. [00:03:55] service projects, [00:03:57] we were surprised by the good focus on priorities in These projects reflect a trend towards enhancing Deir Ezzor's economic and service standing, [00:04:00] the state was successful restoring the governorate to its vital role [00:04:03] as a link between the regions of Syria and the world. [00:04:14] Region of Iraq, and also, the airports and relieving consider this a form of [00:04:17] and we saw the accidents [00:04:27] announced, I believe, is in this [00:04:32] President Ahmed Al-Shara affirmed that work is currently underway on comprehensive [00:04:36] development plans for the eastern region, including Deir Ezzor, [00:04:39] Hasaka, Raqqa, and the rest of Syria, indicating that the Damascus-Deir [00:04:43] Ezzor road project will be launched soon according to international [00:04:47] standards and at a cost of up to 300 million dollars. President Al-Shara considered [00:04:50] واعتبر الرئيس الشرع خلال [00:04:52] social problem in during his participation via video in the reopening of Deir Ezzor [00:04:55] Airport that the airport has transformed from a place that carries [00:04:58] bombs to a link between the interior [00:05:02] and the exterior. The people of Deir, our dear [00:05:06] people, in a speech that is in front of me, but I will not read it, Masha [00:05:10] Allah, there were many speeches. Thank God, [00:05:12] they fulfilled their promises, meaning the esteemed ministers who are sharing [00:05:16] this joy with you, thank God, today the Deir [00:05:19] Ezzor Airport has transformed from a place that used to carry [00:05:23] bombs to be dropped on homes, residences, farms, [00:05:26] and lands, and has turned into a link between [00:05:30] the internal and the internal, and between the outside world [00:05:33] and the inside. So we share this joy with you, and we wished [00:05:37] we were present with you today, [00:05:40] and you deserve much more than this, people of Deir. We have development [00:05:44] plans that we are working on [00:05:47] for the eastern region, Deir [00:05:50] Ezzor, Hasaka, Raqqa, and all of Syria, but there is a specificity [00:05:54] for the eastern region and for its abundance [00:05:56] عطائها [00:06:00] the development plan there, including the rehabilitation [00:06:03] of infrastructure and also the rehabilitation of the health sector [00:06:07] there. So there is also a hospital [00:06:10] for cancer [00:06:13] almost at a cost of approximately 21 million dollars, [00:06:17] and also the road connecting [00:06:21] Damascus and Deir Ezzor, also [00:06:26] last year on [00:06:30] road and almost reached the end of the line [00:06:33] at an estimated cost of [00:06:37] between 275 million dollars to 300 million dollars. Work will begin [00:06:41] on it, God willing, in the coming period. [00:06:43] The Minister of Transport informed me a few days ago that they have almost overseen [00:06:46] the end of receiving bids from [00:06:50] companies, and it will be up to international standards, God willing, in a way that befits [00:06:54] the city of Deir Ezzor, God willing. Also, the road connecting [00:06:57] Al-Bukamal and Raqqa will also [00:07:00] be rehabilitated, [00:07:03] the inside, between [00:07:06] Al-Bukamal and Deir Ezzor, also [00:07:10] work will be done on it, and also the bridges that were destroyed, also the Al-Siyasieh [00:07:13] and Al-Mayadeen bridges at their head, we are also working on rehabilitating [00:07:17] them and rebuilding them from scratch, and God willing, [00:07:21] the matter will be completed as soon as possible. Also, there is a project [00:07:25] for a large industrial city, which will also have food industries [00:07:28] and also petrochemical industries to provide large [00:07:31] employment opportunities and also to export products directly [00:07:35] from Deir Ezzor to all parts [00:07:38] of the world. How and will Deir Ezzor be made in Deir? [00:07:42] Ezzor, God willing, soon. So, God willing, [00:07:45] all these projects we are working on, God willing, at full swing. We need [00:07:49] some time until these projects are completed, and this [00:07:53] we do not consider much for our people in Deir Ezzor and our people in the east [00:07:56] also. And these are only the beginnings, God willing, [00:07:59] and the first thing we start with is connecting roads so that people can [00:08:03] go to and return from Deir Ezzor safely [00:08:06] and comfortably. [00:08:11] Today we witnessed the landing of the first domestic flight of Syrian Airlines coming from [00:08:14] Damascus Airport to Deir Ezzor Airport. This event represents [00:08:17] the return of this vital facility to service after the completion of rehabilitation [00:08:20] works by the General Authority for Civil Aviation and Air Transport. [00:08:24] We congratulate our people in Deir Ezzor and look forward, God [00:08:27] willing, to receiving more domestic and international flights during the upcoming [00:08:31] period. By God, the flight [00:08:35] was excellent, and [00:08:38] the reception was very good, [00:08:41] and the flight attendants did not fail, and the staff [00:08:45] there did not fail, by God. It's really [00:08:48] something else, by God. I mean, [00:08:52] there's nothing like it. I mean, [00:08:55] we're comfortable. What's its condition? Oh, by God, it's very [00:08:59] good. [00:09:01] A different feeling that this is the first time in 11 years I reach Deir Ezzor. This is the first [00:09:05] thing. The second thing, honestly, [00:09:09] and excellent facilities at the airport. [00:09:12] The reception and services, and our departure from Damascus [00:09:15] Airport were also very smooth and there were no delays at all. [00:09:18] In 45 minutes, we were there. Thank God, things are very smooth. [00:09:22] I mean, opening [00:09:26] people of the hassle of travel, [00:09:29] that used to happen on the roads, so thank God, now that there are flights, [00:09:33] there will be no more accidents, there will be nothing, and Masha Allah, the service is wonderful. [00:09:37] I mean, Damascus Airport or Deir Ezzor Airport, and the reception [00:09:41] is heartwarming. May Allah honor and reward everyone who worked [00:09:44] and contributed to this. [00:10:00] we start the discussion with what Mr. President said [00:10:04] during the video call during the opening [00:10:07] ceremony of Deir Ezzor Airport yesterday when he said that Deir Ezzor [00:10:11] Airport has transformed from a place from which planes take off to drop [00:10:14] bombs to a place that connects Deir [00:10:17] Ezzor to the world. To what extent does that or what does that mean [00:10:21] for the people of Deir Ezzor? I mean, this matter, first of all, [00:10:25] we congratulate our people in Deir Ezzor Governorate for this great joy, [00:10:29] and this ancient governorate that has offered [00:10:32] what it has offered in the Syrian revolution [00:10:35] of heroic men as sacrifices for this revolution and sacrifices [00:10:39] for this moment when Deir Ezzor Governorate was able to connect [00:10:43] itself and deliver its message to the Syrian interior and to the world. [00:10:45] And the words of President Ahmed Al-Shara yesterday [00:10:49] and the friendly message that [00:10:52] and from the conscience, I mean, in the memory of this man [00:10:56] for the people of Deir Ezzor who shared with him the path [00:11:00] of struggle since the beginning of this glorious revolution until [00:11:03] the moment of the fall of the former regime, yes. Now, Deir [00:11:07] Ezzor Governorate is opening a civilian airport [00:11:10] that spreads happiness and connects loved ones [00:11:14] to each other and connects the people of Deir [00:11:17] Ezzor from all over the world to their families [00:11:20] safely, God willing, after this airport [00:11:24] used to spread death and destruction during the era of the former [00:11:27] regime and spread barrels of death and hatred, [00:11:31] and we knew that this airport was responsible for the destruction of this [00:11:35] ancient governorate, which reached a percentage [00:11:38] of destruction that exceeds 80%. [00:11:41] We knew that this governorate was composed of [00:11:45] 22 neighborhoods, meaning more than 20 neighborhoods were destroyed [00:11:50] airport, I mean, [00:11:53] fallen regime. Now the situation is completely [00:11:56] different. Now President Ahmed Al-Shara tells the people of Deir [00:12:00] Ezzor that it is time for this governorate to rise [00:12:04] as its men and women have risen, [00:12:07] who have resisted all forms of oppression and crime. [00:12:11] Now, I mean, it is necessary for Deir Ezzor [00:12:14] Governorate to return to development, to economy, to peace of mind, [00:12:18] to cultural and social [00:12:21] communication for the people of this governorate. Yes. [00:12:25] Deir Ezzor is a message, a gateway to upcoming [00:12:28] development projects for the governorate, mentioned by President Ahmed [00:12:31] Al-Shara, starting with the rehabilitation of Deir [00:12:35] Ezzor Airport, and the completion of 90% of the first [00:12:38] phase. There is also [00:12:41] airport. Also, regarding the Deir Ezzor-Damascus road, [00:12:45] and this bad road, I mean, this road that [00:12:48] is almost called the road of death, [00:12:51] there is also a plan during the coming period that this [00:12:55] governorate will have an international road connecting [00:12:58] Al-Jazira to Damascus. Also, regarding the Al-Bukamal-Raqqa [00:13:02] road, and here, I mean, we will have connected [00:13:05] this governorate to all Syrian governorates, I mean, [00:13:08] with a network of modern and developed roads connecting [00:13:12] the Syrian-Iraqi border to the rest of the governorates, reaching [00:13:15] the Syrian-Turkish [00:13:18] border. Also, regarding the hospital [00:13:21] that President Ahmed Al-Shara promised, [00:13:25] with an estimated cost of 21 million dollars, for [00:13:27] cancer diseases. We knew that [00:13:31] the scourges of war, the scourges of oil, [00:13:35] and the scourges of destruction that affected Al-Jazira [00:13:38] led to the presence of epidemics in this governorate [00:13:42] and environmental pollution that led to the infection of a large [00:13:46] with this type of diseases. [00:13:49] These governorates need [00:13:53] hospital in this field, and President also promised [00:13:57] that during the coming period, there is a plan to start [00:14:00] a developed hospital for cancer diseases. Also, regarding [00:14:04] the new industrial city, we knew that these governorates [00:14:09] resources in the field of animal wealth and in the field of agriculture, [00:14:13] and these governorates were classified [00:14:17] during the era of the fallen regime as remote areas. The resources [00:14:21] of these governorates were plundered and stolen and exported [00:14:25] abroad, and their people were described as people [00:14:29] who are remote and do not deserve to live or deserve life. Now [00:14:32] President Ahmed Al-Shara says that this era [00:14:36] is over, and now Deir Ezzor Governorate is preparing [00:14:39] for the launch of a developed industrial city, and he [00:14:43] jokingly told the people of Deir Ezzor that there will be [00:14:46] local products manufactured in Deir Ezzor Governorate, [00:14:50] and this is the least that Deir Ezzor Governorate deserves. And we [00:14:53] used to say "made in [00:15:03] " This promotes national products and conducts media campaigns and promotional [00:15:07] campaigns, and this has great implications and symbolism [00:15:37] to talk, from an economic perspective, [00:15:41] is there an economic relationship [00:15:44] between the rehabilitation of Deir Ezzor Airport and the development projects [00:15:48] that President Ahmed Al-Shara spoke about yesterday during the opening [00:15:51] ceremony? [00:15:54] We cannot say that there is no relationship, but there is every relationship, [00:15:58] actually. Deir Ezzor is a city that has [00:16:02] a special character before we talk about the economic character, [00:16:05] which is the character of oil, [00:16:08] the character of mineral resources in Deir Ezzor. [00:16:11] Deir Ezzor, in the beginning, I actually want [00:16:15] اود [00:16:17] to express my pride and gratitude to the people of Deir Ezzor, the people of Deir Ezzor who [00:16:21] were one of the most important incubators of the Syrian revolution, and one [00:16:25] of the most important incubators that actually [00:16:27] contributed to the continuation of the Syrian revolution [00:16:31] to what it has reached and its arrival to what it has reached. [00:16:34] So my acquaintance with many of the people of Deir Ezzor, even the expatriates [00:16:38] of Deir Ezzor and its businessmen, and I know from them, honestly, [00:16:40] those who continued [00:16:43] to give throughout the entire period of the revolution [00:16:46] and after the revolution [00:16:51] humanitarian issues that Deir Ezzor, like [00:16:54] all Syrian governorates, needed. [00:16:57] Therefore, the people of Deir, our people [00:17:01] who are known for generosity, chivalry, [00:17:05] and nobility, truly deserve [00:17:08] more than just an airport because the airport [00:17:11] is not, we cannot say that it is, I mean, it is not an airport [00:17:14] in itself. It is a duty [00:17:17] of the state. The completion of the airport [00:17:21] is actually a great effort, and from here [00:17:24] we extend our thanks to Mr. Omar [00:17:27] Al-Hasri, the head of the Syrian Aviation Authority, for the performance he delivered, [00:17:30] which is truly well-known for [00:17:34] this performance and integrity that we all [00:17:38] know him for. Deir Ezzor, [00:17:41] let's go back to the economic aspect. the world, [00:17:45] and we see them in Saudi Arabia and the Emirates, [00:17:49] and we see them in the eastern regions, for example, in Saudi Arabia, [00:17:53] the western regions [00:17:55] in the Emirates, are always regions that have a special character [00:17:59] in terms of facilitating access to them. Today [00:18:02] you always have oil investments coming in, so these foreign [00:18:06] companies that always seek to send delegations [00:18:09] and engineers and continuous movement [00:18:13] with oil-producing regions need easier access to them. [00:18:17] Therefore, it is one of the most important factors [00:18:20] that were focused on, and the completion of Deir [00:18:23] Ezzor Airport. We saw the tragic accident that our people suffered [00:18:26] on the Deir Ezzor-Damascus road. Therefore, the existence of air [00:18:32] the burden on the road that is actually [00:18:35] called the road of death, and we definitely know that [00:18:39] there is an ambitious plan in Syria to modernize [00:18:42] roads, but also focusing on air [00:18:47] eases and relieves people of the burden of reaching [00:18:51] Damascus, and thus facilitates their communication with [00:18:54] the world. Today, actually, [00:18:58] the existence of the airport helps attract [00:19:01] investments to the region, creates new job opportunities, [00:19:04] encourages partnerships, and always encourages, I mean, [00:19:07] today, even as an investor, as an economic [00:19:10] person, when I think about going to Deir Ezzor, [00:19:14] and that the car will take me five or six or seven hours, [00:19:17] then I may think [00:19:19] a lot before moving to the work site and the work study [00:19:23] site. Therefore, I believe that what the state has done, [00:19:26] and this is what I always talk about, is that we must always [00:19:33] in economic projects. From this perspective, I believe that [00:19:38] in focusing on completing Deir Ezzor Airport [00:19:41] at this stage, which will have repercussions in all respects, [00:19:45] truly economic, social, even [00:19:48] psychologically. I mean, the people of Deir Ezzor [00:19:51] appreciation. We do not deny that it is a right and not a favor, [00:19:55] as we mentioned, because this is the duty of the state, [00:19:58] our duty as Syrians to achieve such a project [00:20:01] and what follows it in terms of projects. For me, [00:20:05] actually, Deir Ezzor Airport is a new gateway to life, a new gateway [00:20:09] to development, a new [00:20:10] gateway [00:20:14] to connect the eastern regions because Deir Ezzor does not only serve [00:20:17] the city of Deir Ezzor, actually, it serves all [00:20:21] the eastern regions. [00:20:33] Mahmoud said, it has several effects, including economic, social, [00:20:37] and also psychological effects. Professor Amin, how do the people [00:20:41] of Deir Ezzor view Deir Ezzor Airport and its reopening [00:20:50] Of course, the view of the people of Deir Ezzor is a view [00:20:56] airport was previously [00:20:59] a military base adopted by [00:21:02] the regime, and today it is turning into an important [00:21:04] economic window. [00:21:08] I can talk about several [00:21:10] points. [00:21:13] airport, it will be a vital window [00:21:17] for businessmen and investors, [00:21:20] stimulating commercial movement through [00:21:24] facilitating the movement of capital, [00:21:27] cadres, and goods flowing [00:21:30] from the governorates or even from [00:21:34] neighboring countries, supporting the local [00:21:38] economy, driving the engine of local markets [00:21:41] towards rapid recovery from [00:21:44] and providing great job opportunities. [00:21:47] There will be new job opportunities [00:21:51] for the people of the region. [00:22:00] the opening ceremony of Deir Ezzor [00:22:02] Airport, and it was inside the airport. [00:22:06] What is the message that, in your opinion, was intended to be conveyed [00:22:09] by this ceremony? This is the message of the people of Deir Ezzor [00:22:13] Governorate, and this is the culture of the people of Deir Ezzor Governorate. [00:22:16] I mean, the ceremony yesterday was a cultural link [00:22:20] of who the people of Deir Ezzor Governorate are. We knew that the fallen regime [00:22:24] used to distort the image of the people of Al-Jazira [00:22:28] day these governorates would revolt against the fallen regime, [00:22:32] and indeed these governorates revolted [00:22:35] regime. [00:22:38] the brilliant organizational ceremony that [00:22:42] spread the culture of the people of Deir Ezzor Governorate spread, [00:22:45] I mean, the poem and spread the Euphrates [00:22:48] song, spread the Euphrates cultural folklore, [00:22:52] spread the Euphrates dress, spread the industrial [00:22:55] products of the people of Al-Jazira and the Euphrates. [00:22:58] I mean, we were proud. We were the children of farmers. We were the children of this [00:23:01] good environment that, [00:23:05] I mean, produced steadfast men. We are now sending [00:23:09] to the world that these are our governorates, and this is our culture, and this [00:23:12] is, I mean, our dress, and this is our folklore. So it was [00:23:15] a cultural link mixed with a link [00:23:18] of hope, a primitive developmental one. I consider [00:23:22] it a primitive step for a great development wheel [00:23:26] through the promising projects that President Ahmed Al-Shara launched. [00:23:29] And going back to the industrial city, [00:23:32] we knew that petrochemical products, [00:23:36] I mean, petrochemical factories, I mean, [00:23:39] even if they follow the example of Saudi Arabia, I mean, these products [00:23:43] that come out of oil derivatives, I mean, [00:23:46] their price equals, their price equals [00:23:50] oil itself. I mean, we knew that oil derivatives are more than [00:23:53] 20 to 30 products, including plastic granules, [00:23:57] including chemical materials that are used in detergents, including [00:24:00] chemical materials that are used in all aspects [00:24:03] of the social life of the Syrian citizen. So if there are [00:24:07] factories related to petrochemical industries, they will [00:24:10] provide great employment opportunities for the people of Deir Ezzor, [00:24:14] also in terms of the food industry. We knew, I mean, [00:24:18] there is a possibility [00:24:22] in the region and transform them into industrial products within the governorate [00:24:27] of opportunities and market these products in the name of Deir [00:24:31] Ezzor Governorate to the world. Also, in terms of, I mean, [00:24:34] the connecting points, I mean, we knew the roads [00:24:38] and infrastructure and the ambitious plan of the Syrian government [00:24:42] to connect, I mean, all Syrian territories [00:24:45] to each other with, I mean, modern [00:24:48] and developed roads that are in line with the aspirations of the Syrian [00:24:52] people. This will facilitate communication. I mean, we [00:24:56] knew that Deir Ezzor Governorate is one of the border governorates [00:24:59] with brotherly Iraq, and also with regard to the Kurdistan [00:25:04] I mean, its connection with Hasakah and Raqqa and its connection [00:25:08] with the Turkish border. So it is a connecting point, [00:25:11] and also, I mean, I call on the Syrian government [00:25:14] to attract, I mean, promising government investments [00:25:18] such as dry ports, and for Deir Ezzor Governorate to be [00:25:22] a gathering point and a transit point, I mean, international [00:25:25] economic. All these development projects that, I mean, [00:25:29] Deir Ezzor Governorate aspires to will contribute [00:25:31] to the movement of the economic wheel [00:25:35] of the Syrian economy, and also contribute [00:25:38] to, I mean, repaying a small part to these governorates [00:25:41] for what they have offered. I mean, we knew that these governorates [00:25:45] sacrificed what they sacrificed, and the people of these governorates [00:25:48] and the fathers of the martyrs and the children of [00:25:52] the martyrs who fell for this country should now enjoy [00:25:55] the blessings of their homeland and the minimum decent [00:25:59] living standard for these noble families and the advanced [00:26:02] service level [00:26:06] for these [00:26:13] in your opinion, can these projects announced by the President, the industrial city [00:26:16] that, I mean, primarily focuses on petrochemical [00:26:20] industries and also food industries, [00:26:23] and the new hospital, the opening of the airport as we saw yesterday, [00:26:27] and also the development of the road connecting Damascus and Deir Ezzor, [00:26:31] these projects, to what extent can they truly revive [00:26:34] the economic situation in the governorate, which is perhaps [00:26:38] more than 80% [00:26:41] of its homes, especially in the city of Deir Ezzor? [00:26:45] I mean, first, we must mention that despite the specificity of Deir Ezzor [00:26:48] and the extensive destruction, it represents a true part of what [00:26:52] happened in Syria and what Syria needs in terms of [00:26:55] investments and reconstruction. Therefore, these projects [00:26:58] themselves are strategic projects. These projects [00:27:02] are, I mean, from the beginning of their work [00:27:06] from the beginning of the plans until they become a tangible reality, [00:27:10] they are already part of a complete construction process, [00:27:13] because, in reality, through construction, [00:27:16] people will be employed, a large number of people [00:27:20] and companies will be employed. [00:27:21] Therefore, it begins [00:27:24] a real economic cycle that is directly [00:27:27] reflected, in one way or another, on people until [00:27:30] the projects are completed. [00:27:32] Therefore, the real impact [00:27:36] with its agricultural [00:27:39] and oil specificities. It is a gold [00:27:42] mine for Syria, and it is, I mean, an essential [00:27:45] and main part of Syria's wealth. Therefore, [00:27:49] focusing on it is a strategic issue from an economic [00:27:52] perspective. We are not talking about, well, it is just that [00:27:56] we need to provide a service to this region. [00:27:59] No, in fact, what can be provided [00:28:02] in Deir Ezzor is part of a complete [00:28:06] construction system. Therefore, today, The road or the airport [00:28:10] itself is not an objective in itself, but the airport [00:28:13] aims to provide services for what comes after it, whether [00:28:17] it is on the social and humanitarian and transportation level or on the level [00:28:20] of facilitating movement and bringing [00:28:24] movement closer to companies and investment companies [00:28:27] and economic projects. Every project announced today [00:28:30] in Deir Ezzor or announced in any governorate, and I always say [00:28:34] Deir Ezzor has priority due to the extent [00:28:37] of the destruction that Deir Ezzor reached and may reach [00:28:40] 80%. We saw some previous reports that [00:28:44] were prepared by some journalists and activists. [00:28:47] Deir Ezzor truly deserves such projects [00:28:51] and deserves to have priority [00:28:54] or to be at the top of the government's priorities and the top [00:28:57] of project priorities and the top of development priorities. If [00:29:02] oil or if it did not have the possibility of certain [00:29:06] investments, what about the existence of these possibilities? Therefore, [00:29:09] it gives an opportunity for the government to [00:29:12] give it greater priority for [00:29:15] the issue of development. With this observation, what the president announced is truly [00:29:19] the first [00:29:21] and last goal [00:29:25] of these projects is to start [00:29:28] development in this governorate, and I believe that we will witness [00:29:32] many other places today. We may be [00:29:35] on the verge of a new economic idea during the past [00:29:39] periods. There is a real problem [00:29:42] related to the concentration [00:29:45] of investments in several cities, including Damascus and Aleppo in particular. [00:29:48] Therefore, there is a [00:29:51] population overcrowding in Damascus [00:29:55] and Aleppo because the state always complains about the migration [00:29:59] from the countryside to the city. But the truth is that the solution [00:30:01] to not migrating is [00:30:04] to provide sources of livelihood by establishing [00:30:08] projects in one way or another, and through [00:30:11] these projects, people will definitely [00:30:14] stay in these areas because the source of livelihood will be [00:30:18] in the rural areas. Today, we are not only talking about projects, we are talking [00:30:22] about a truly comprehensive plan that must be [00:30:25] in Syria, and what we are witnessing from what the president [00:30:30] context because today [00:30:32] the complaint about population overcrowding and leaving [00:30:36] the rural areas is truly a catastrophic issue for [00:30:40] the rebuilding of Syria and, in my conviction, [00:30:43] it must be rebuilt on correct foundations. The more [00:30:47] we develop investments in cities [00:30:50] and rural areas, I believe we will alleviate a real [00:30:54] large cities. I hope that our vision will be [00:30:58] clear at the level
