More than 50% of The Central Bank concludes [00:00:52] the first deal for the supply [00:00:54] bridges of cooperation of petroleum products between the Syrian [00:00:57] Petroleum Company and the Saudi company. [00:01:02] poses a challenge in [00:01:10] the people we brought are at [00:01:26] The 9 AM news bulletin from and conferences, and learning Syrian News. Welcome. [00:01:30] President Ahmad Al-Shara' met [00:01:34] reality. This transformation with a delegation of Syrian experts and specialists in [00:01:37] permanent members of the Council, the technology [00:01:39] who often disagree on and innovation sector, which included a number of employees [00:01:41] in global technology companies, as well as entrepreneurs, [00:01:45] investors, and researchers in technical [00:01:48] fields. [00:01:50] Honestly, our morale rises a bit when [00:01:53] we see you, the sons of Syria, who were outside the country [00:01:56] and succeeded abroad and tried to bring the experience of success back home. [00:02:01] So, Syria will rely heavily, [00:02:04] after God Almighty, [00:02:06] in cooperation with on people who gained way to preserve Syrian experience from outside and had [00:02:11] So, verifying a good opportunity. So, Syria has a great opportunity. [00:02:13] We always talk with His Excellency the Minister. First, [00:02:16] our geographical location. Second, that we don't have a digital infrastructure [00:02:20] in Syria in the first place. So, this helps to bring in the latest [00:02:24] global advancements. It's better than having something built from [00:02:27] scratch and reaching [00:02:30] medium or weak stages and then replacing it. [00:02:34] and its countryside in cooperation This incurs very high costs. [00:02:37] So, our geographical location is very good. You know there's a huge opportunity in Syria [00:02:40] and rebuilding from scratch. This is very good because [00:02:44] we have the challenge of the first five years. [00:02:47] This contains the foundations upon which the future [00:02:51] Arab Republic with of the state will be built. So, if it's built correctly, [00:02:54] it will certainly continue for a long time. [00:02:57] I mean, and one of the most important things [00:03:02] of the Kingdom is an we talk about today, when we talk about reconstruction, is that digital infrastructure [00:03:04] is always attached to it in all government [00:03:08] institutions, in every building, even [00:03:10] of King Khalid International Airport in in residential construction, even in everything, digital life is entering [00:03:13] all details of life, as you know. [00:03:16] So, this in itself indicates that there is a great opportunity [00:03:20] an opportunity to benefit from for there to be a wide market [00:03:23] like the emerging Syrian market. [00:03:25] After its active engagement with It has good expertise, human resources, people with a capacity [00:03:30] for learning, and at the same [00:03:32] medical report. Applicants must also time, there's a great opportunity for reconstruction. And successful investment [00:03:35] is always in countries that are in the process of building and construction. [00:03:39] In self-sufficient countries, competition becomes difficult and the possibility [00:03:43] of work. But every country that is in the stages of building [00:03:47] reaches a peak after 10-15 years, then it may [00:03:50] stabilize or decline somewhat, and growth becomes very slow [00:03:54] because the market is very saturated, I mean. [00:03:58] And President [00:04:00] Ahmad Al-Shara' affirmed during the meeting that values [00:04:03] individuals, in addition and ethics are necessary to keep pace with artificial intelligence and digital [00:04:07] transformation. We also need something [00:04:10] important, which is the presence of ethical [00:04:13] values in parallel with the expansion of the digital state, [00:04:17] given that social [00:04:20] community residing in media had an important aspect and also had some [00:04:22] negative aspects and somewhat negatively affected youth [00:04:26] that enhances Syria's presence in awareness, and that it is a very [00:04:30] large source of reception, and sometimes [00:04:33] it exceeds human capabilities in the volume [00:04:37] of information presented to the human mind daily, perhaps more [00:04:40] than what was presented [00:04:44] in an interview with Tripoli witnessed progress to the ancient philosophers throughout their lives. But this [00:04:46] also has negative consequences because it results in unfocused [00:04:50] information, leading to [00:04:55] In the [00:04:55] state while maintaining half-baked scholars, and allows for learning so he knows everything but is not specialized in [00:04:57] the existing relationship with anything, I mean. So, these values are very [00:05:01] important to be in line [00:05:02] the roles played by Syrian medical professionals with intelligence. [00:05:05] The President stressed that Syria is qualified to be [00:05:09] a center for digital services due to its human [00:05:12] capabilities and youth. [00:05:17] digital technologies, data analysis, [00:05:20] and processing, etc. So, it has negative aspects, but [00:05:23] because it is the philosophy of development for [00:05:27] humanity, it always progresses through stages, and we are currently [00:05:30] in a transitional phase, let's say. It is [00:05:33] purely human tools to more [00:05:37] intelligent and digital [00:05:40] tools. It is a vast field, as you know, [00:05:43] its scope is wide, and Syria is very qualified, not [00:05:46] just to serve it with providing digital [00:05:50] services. It is qualified to be a hub in itself, [00:05:53] and its location allows for this. It has strong [00:05:56] human resources, it has a large [00:06:02] the Syrian population is under 25 years old. So, [00:06:05] this helps a lot. President Al-Shara' also pointed [00:06:09] out that making information available to everyone through [00:06:12] social media [00:06:15] verifying its accuracy [00:06:17] and credibility. [00:06:19] Previously, information always [00:06:22] needed an official platform to reach people. [00:06:26] It needed a newspaper, television, [00:06:30] a conference, a university. [00:06:32] So, the means of issuing information needed [00:06:35] official platforms or a university, for example. So, there was no one [00:06:39] there. This is where verification happens. [00:06:48] Yes, there are procedures for the safety of knowledge, that it reaches, or is it reaching correctly or reaching [00:06:51] incorrectly? And its supervision is also [00:06:54] from specialized people. Today, information has become [00:06:57] widespread, meaning that anyone can [00:07:00] access information. Anyone can issue [00:07:03] information. So, is it being issued correctly or incorrectly? [00:07:07] God knows. So, from here, our risk begins. [00:07:10] So, verifying the safety of information, [00:07:13] and because it has become the [00:07:16] social media also gave a platform to all [00:07:20] people that anyone can give anything. [00:07:23] these matters is, in one way or another, has a negative [00:07:27] aspect because there is no regulating body [00:07:29] to verify the safety of this information, [00:07:33] whether it is safe, correct, or incorrect. [00:07:35] The [00:07:44] Minister of Foreign Affairs and Expatriates, Asaad Hassan [00:07:47] Al-Shaibani, made a phone call with the Minister of Foreign Affairs of the Kingdom [00:07:51] of Saudi Arabia, Prince Faisal bin Farhan bin Abdullah [00:07:55] Al Saud, during which he reviewed the latest [00:07:58] regional developments. Minister Al-Shaibani affirmed the full [00:08:01] solidarity of the Syrian [00:08:04] the Kingdom of Saudi Arabia in facing [00:08:07] the escalating targeting of civilian facilities by the Houthi militia, [00:08:11] stressing that the security [00:08:14] integral part of the security of Syria and the region. He also [00:08:17] extended warm condolences for the victims of the targeting [00:08:22] Riyadh. [00:08:27] The Minister of Foreign Affairs and Expatriates, Asaad Al-Shaibani, met [00:08:30] the Deputy Commander of the Libyan Army, Lieutenant General Saddam [00:08:34] Khalifa Haftar, in the city of Benghazi, accompanied [00:08:38] by the head of the General Intelligence Service, [00:08:40] Major General Abdelkader. [00:08:43] During the meeting, ways to enhance [00:08:46] cooperation in files of mutual interest [00:08:50] were discussed, especially the opening of the Consulate General [00:08:52] of the Syrian Arab Republic in the city of Benghazi, [00:08:56] and a number of joint security files [00:08:59] between the two sides, in addition to following up [00:09:02] on the situation of missing Syrian citizens in [00:09:06] Libya. [00:09:11] The visit of the Minister of Foreign Affairs and Expatriates, Asaad Al-Shaibani, [00:09:15] to Benghazi came to discuss ways to strengthen [00:09:18] bilateral relations and discuss [00:09:21] a number of files of mutual interest, [00:09:24] most notably establishing practical [00:09:28] and political communication channels that serve the Syrian [00:09:32] eastern Libya. [00:09:35] Features of a new phase [00:09:39] the Libyan scene are embodied by the visit of the Minister of Foreign Affairs [00:09:42] and Expatriates, Asaad Al-Shaibani, to the city of Benghazi in Libya, [00:09:46] to form a strategic extension of the new Syrian [00:09:50] approach towards Libya, as [00:09:53] the relationship with [00:09:56] at the political and diplomatic level since liberation, [00:09:59] so Damascus's constants start from the principle of supporting the unity [00:10:02] of the Libyan state and dealing with Libya as a single [00:10:09] the authorities in Tripoli and developing communication [00:10:12] channels with eastern Libya in a way that serves [00:10:16] common interests. The visit to [00:10:19] Benghazi came to discuss ways to enhance and develop bilateral [00:10:22] relations between the two countries and discuss [00:10:26] a number of files of mutual interest, most notably [00:10:29] establishing practical and political communication channels [00:10:33] that serve the Syrian [00:10:36] eastern Libya, especially following up on the situation [00:10:39] of detainees and missing persons, and organizing residency [00:10:43] affairs and consular services. This visit [00:10:47] comes about six weeks after [00:10:50] the capital Tripoli and the accompanying agreement [00:10:54] to open the consulate in Benghazi, to confirm that Damascus's [00:10:58] move does not represent an alternative path and does not seek any [00:11:02] alignments, but rather falls within the framework of national [00:11:05] integration and a calm keenness to protect [00:11:08] common interests and security cooperation [00:11:11] to address the legacy of the former regime in a way that preserves [00:11:14] Libya's sovereignty and territorial and popular [00:11:17] unity. [00:11:21] Syria's permanent representative to the United Nations stated [00:11:25] that the Security Council's confirmation regarding the Disengagement Agreement of [00:11:28] 1974 [00:11:32] represents a precedent in confirming the validity of the agreement [00:11:35] and respecting the mandate of the United Nations Disengagement [00:11:38] Observer Force and supporting Syria's [00:11:41] sovereignty over all its territories. Ambassador [00:11:45] Ibrahim Al-Olabi said that the Security Council's public [00:11:48] announcement after closed consultations [00:11:50] to confirm the validity of the agreement and respect the mandate [00:11:54] of the force represents a significant [00:11:57] development, especially since the five [00:12:04] international issues, agreed in this [00:12:07] case to support Syria's sovereignty and call on all [00:12:10] countries to respect it. [00:13:14] The issue of immigration and the return of refugees [00:13:17] was the focus of discussions by the Syrian delegation, [00:13:20] headed by the Director of the Expatriates and Refugee [00:13:23] Department at the Ministry of Foreign Affairs and Expatriates, Amin Nahla Othman, with [00:13:26] representatives from the Ministries of Foreign Affairs, Interior, and the Finnish [00:13:30] Police, during the official visit to [00:13:34] the Scandinavian [00:13:35] countries. [00:13:40] With confident steps and tireless diplomatic activity, [00:13:43] the Syrian state continues to weave its network [00:13:47] of regional and international relations. [00:13:50] Sweden, it is now landing in [00:13:54] Finland to establish a growing geopolitical [00:13:57] presence for the post-liberation phase. [00:13:59] On the sidelines of an official visit [00:14:03] to the Scandinavian countries, a Syrian [00:14:06] delegation, headed by the Director of the Expatriates [00:14:09] and Refugee Department, Nahla Othman, and with the participation [00:14:12] of representatives from the Ministry of Justice, held a round [00:14:15] of extensive discussions with the Finnish [00:14:19] Ministries of Foreign Affairs, Interior, and Police. Discussions described as in-depth [00:14:22] focused on strengthening bilateral cooperation [00:14:26] and immigration files, and ways to secure [00:14:29] a dignified and sustainable return [00:14:32] for Syrians, closely linked to early [00:14:35] recovery and reconstruction efforts. [00:14:39] The Syrian delegation reviewed national recovery priorities [00:14:42] and promising development opportunities, while [00:14:45] the Finnish side showed remarkable [00:14:48] interest in strengthening institutional cooperation [00:14:51] and continuing political dialogue. [00:14:53] Exactly. The outcomes of the meeting of the same [00:14:57] Syrian delegation with the Swedish Migration Agency and representatives [00:15:00] from the Ministries of Justice, Police, and Prisons and Probation [00:15:04] were announced a few days ago, after discussions [00:15:07] about asylum procedures and mechanisms for voluntary [00:15:10] and involuntary returns, and ways to strengthen [00:15:13] cooperation in the readmission file. [00:15:16] Mutual [00:15:19] official visits and an anticipated culmination with participation in [00:15:22] the International Partners Forum in Damascus [00:15:25] reaffirms Syrian diplomacy [00:15:28] that building bridges and conscious openness [00:15:31] are two fundamental pillars [00:15:35] in reshaping Syria's active [00:15:38] position on the world [00:15:41] map. [00:15:44] A consultative workshop organized by the Ministry [00:15:47] of Foreign Affairs and Expatriates in cooperation with [00:15:51] the Office of the Special Envoy of the Secretary-General of the United Nations [00:15:54] to Syria began with the participation [00:15:57] of representatives from a number of ministries to discuss ways to develop a national [00:16:01] approach to dealing with hate speech. [00:16:04] The workshop discusses [00:16:08] speech in society and mechanisms to confront [00:16:11] it through working on developing national [00:16:14] strategies, legal, and institutional frameworks [00:16:17] to contribute to strengthening civil peace, consolidating [00:16:21] social cohesion, and developing joint [00:16:25] coordination among concerned [00:16:27] societal challenges. [00:16:29] The Director [00:16:34] of the International Organizations and Conferences Department at the Ministry [00:16:37] of Foreign Affairs and Expatriates, Sa'ad Baroud, confirmed [00:16:40] that the defunct regime entrenched divisions [00:16:43] for more than 50 years as one of its means [00:16:46] of governance, investing in sectarianism, [00:16:50] religious fundamentalism, and regionalism. For his part, [00:18:05] the Deputy Special Envoy of the Secretary-General of the United Nations [00:18:09] to Syria, Claudio Cordone, affirmed that hate speech [00:18:13] affects all components of Syrian society without [00:18:16] exception. Cordone praised during the consultative [00:18:20] workshop on developing a national approach [00:18:23] to dealing with hate speech [00:18:26] the efforts of the Syrian government in leading the path of preparing [00:18:30] an action plan to combat this phenomenon, [00:18:34] noting that it will be the first of its kind in the Arab [00:18:38] world. Also, [00:18:41] the Resident Humanitarian Coordinator for the United [00:18:44] Nations in Syria, Nathalie Fustier, affirmed [00:18:48] that the consultative workshop on developing [00:18:51] a national approach to dealing with hate [00:18:54] speech provides [00:18:57] the available expertise of government institutions. [00:19:01] Fustier pointed to the United Nations' readiness [00:19:05] to support the efforts of the Syrian government aimed at [00:19:08] strengthening social cohesion and achieving sustainable [00:19:12] peace, confirming the organization's commitment to supporting [00:19:16] the preparation of an action plan or a participatory [00:19:20] national approach to confront hate [00:19:22] speech. [00:19:26] The Consular Affairs Department at the Ministry of Foreign Affairs [00:19:30] and Expatriates announced the completion of more than [00:19:33] 338 thousand transactions [00:19:37] in the governorates during September 2026, [00:19:40] while foreign missions completed more than [00:19:44] 473 [00:19:46] thousand transactions during [00:19:48] the same month. The department's work included [00:19:52] the opening of three new consular offices [00:19:55] in Latakia, Daraa, and Sweida, with the aim [00:19:58] of enhancing consular presence and expanding [00:20:02] the geographical distribution of services. [00:20:06] The Minister of Information, [00:20:17] Dr. Khaled Zaarour, confirmed [00:20:21] Al-Akhbariya that Syria's participation in media [00:20:25] forums enhances its external presence [00:20:29] from different experiences, and the exchange of experiences between [00:20:33] Syrian and Arab media institutions opens [00:20:36] wide horizons for launching joint media [00:20:40] projects. Syria's participation in these [00:20:44] forums stems from [00:20:47] the importance associated [00:20:51] forums that [00:20:54] gather media professionals [00:20:57] and many media experts in all fields contributes [00:21:01] to learning about these [00:21:04] experiences, learning about these experiences, a large [00:21:08] part of which can be benefited from, for [00:21:11] example, the experience of government [00:21:16] Kingdom of Jordan [00:21:20] can be benefited from, in addition to strengthening [00:21:26] This strengthening, through which Syria's new [00:21:29] vision can be explained, [00:21:33] in addition to the vision of the Ministry of Information [00:21:36] and how it will be, and I believe that these participations [00:21:40] contribute in some way to strengthening [00:21:44] with successful Arab media experiences. [00:21:48] The Minister of Information also affirmed that facing [00:21:52] increasing media challenges requires strengthening [00:21:55] Arab cooperation to ensure professionalism [00:21:58] and credibility and to convey accurate information. [00:22:01] Training programs, of course, [00:22:05] have started and some of them [00:22:08] have transformed into a [00:22:10] reality. So, I believe that visits, attending forums [00:22:16] are not enough. It should not only be a mere presence, but it must [00:22:20] transform into a practical [00:22:24] contributes to developing experiences, as you [00:22:28] know, the Syrian Revolution produced very [00:22:31] distinguished media cases. These cases need [00:22:34] refinement, they also need [00:22:38] to export these experiences also, and in some [00:22:42] way abroad. Also, the issue of cooperation [00:22:45] regarding governance [00:22:48] and rebuilding the media institution and media [00:22:52] governance in the right [00:22:55] privacy and to contribute to empowering this sector [00:22:59] to be a robust and professional [00:23:03] sector that preserves media freedom and provides [00:23:06] information correctly. [00:23:15] The Central Bank announced the execution of the first [00:23:18] documentary credit in fourteen years to finance a deal [00:23:22] to supply petroleum products to the Syrian [00:23:25] Petroleum Company. The Central [00:23:39] Bank executed the documentary credit in coordination [00:23:43] with a major American bank [00:23:45] to secure funding for the deal and settle the related commercial [00:23:50] operations. The Syrian [00:23:52] Petroleum Company revealed the presence of 15 [00:23:56] tankers loaded with petroleum [00:24:00] derivatives in waiting areas to complete entry [00:24:03] and unloading procedures through Syrian [00:24:06] terminals and ports, including six [00:24:09] diesel tankers and nine gasoline [00:24:12] tankers. The company clarified that these supplies come within [00:24:16] continuous efforts to secure the needs of the local [00:24:18] market and enhance the availability of petroleum [00:24:22] derivatives. [00:24:26] The Syrian Petroleum Company participated in the 17th [00:24:30] Ministerial Meeting of the International Energy Forum, [00:24:32] hosted by Riyadh under the slogan [00:24:36] "Energy Security and Common Goals in a New Era," [00:24:39] with the participation of energy ministers, industry [00:24:42] leaders, and heads of international organizations. The company [00:24:46] clarified that the participation provides a space for dialogue between [00:24:50] producing and consuming countries to discuss the security [00:24:53] of supplies, market stability, [00:24:56] and the role of investment and modern technologies [00:24:59] in providing reliable and affordable energy. [00:25:02] This participation comes within the framework of strengthening [00:25:06] professional communication, exchanging experiences, and exploring [00:25:09] areas of cooperation related to rehabilitating the oil and gas sector [00:25:13] in Syria [00:25:15] and developing it. [00:25:29] The city of Chicago witnessed the holding of the 14th [00:25:33] National Conference of the Syrian American Medical Society [00:25:36] (SAMS), with the presence of a diplomatic delegation from the Syrian [00:25:39] Embassy in Washington. [00:25:45] beginning, the Syrian American Medical Society (SAMS) [00:25:48] and we appreciate all [00:25:52] abroad. In fact, we view this conference today as a strategic [00:25:55] opportunity to link Syrian medical [00:25:58] expertise with the priorities of rebuilding the health sector, [00:26:02] and this aligns perfectly with the vision of His Excellency the Minister of Foreign Affairs and Expatriates [00:26:05] and Mr. Charge d'Affaires Mohammed Qanatiri in [00:26:08] strengthening communication with Syrian competencies [00:26:11] in [00:26:13] general. [00:26:17] meet at this conference, and also at this conference [00:26:20] there is a meeting for future doctors, medical [00:26:24] students, and specialists at the American [00:26:27] university who will carry the torch [00:26:30] for the future of operations. The SAMS organization, God willing, will provide several [00:26:34] services in the hospitals of the Ministry of Higher Education. Coordination is at the highest [00:26:40] the crossings when we arrive [00:26:43] carrying supplies and some equipment that we need for this medical [00:26:47] mission. Coordination is done with the crossings and customs [00:26:51] administration, and our passage is facilitated.
