[00:01:21] Al-Albi stressed that everyone [00:01:25] who committed crimes against the Syrian people will not escape [00:01:28] punishment, reiterating his condemnation of the killing of a civilian [00:01:31] youth by Israeli occupation forces in Quneitra [00:01:34] and targeting journalists. He also called on [00:01:37] the international community to provide equipment and expertise to clear mines [00:01:41] and war remnants, emphasizing that Syria's return to the international community [00:01:45] as a responsible partner has become a fixed reality. [00:01:48] The Syrian [00:01:52] Petroleum Company announced the start of unloading a diesel tanker [00:01:55] with a capacity of 16,000 tons in [00:01:58] warehouses to meet the increasing demand as [00:02:02] winter approaches, while waiting for another tanker's turn, [00:02:05] and refused to unload two tankers [00:02:08] for violating the required conditions. [00:02:10] there is a project to build new tanks The media director at the company, Oday Al-Sattouf, confirmed [00:02:13] that measures were taken to ensure supply, most notably coordination [00:02:17] with the Homs refinery to supply diesel at a price of 150 [00:02:21] pounds per liter and producing quantities at the Hasaka [00:02:24] refineries at a price of 115 pounds, [00:02:27] in addition to benefiting from the reserve and oil pipelines, [00:02:30] expecting an improvement in stability with regular supplies [00:02:34] and the return of the Baniyas refinery [00:02:36] to work. [00:02:40] The Fourth Criminal Court, specialized in transitional justice, [00:02:44] in Damascus held 19 judicial sessions that dealt with [00:02:48] the cases of a number of accused defendants [00:02:51] on the basis of accusations of committing violations [00:02:54] against civilians during the era of the defunct regime. The member [00:02:58] of the National Authority for Justice and Transitional Justice and Director of the [00:03:01] Accountability and Redress Department, Radif Mustafa, clarified [00:03:05] that the sessions witnessed the completion of public trial procedures, the recitation [00:03:10] refineries. So a contract was signed with of lawsuit documents, and the presentation of evidence memoranda and claims, explaining [00:03:13] that the court decided to postpone a number of cases [00:03:16] to complete legal procedures, including [00:03:19] the claim and defense and summoning witnesses and renewing [00:03:23] notifications. [00:03:27] Minister of Culture, Muhammad Yassin Saleh, confirmed that it is the memory [00:03:30] of Syria and denied what [00:03:34] has entered is being circulated about the distortion of Al-Zahrawi Palace in Homs, where he said that the technical evaluation proved that its architectural [00:03:39] out of service, they have entered fabric was not changed and that the discoveries in it [00:03:42] regarding the orders from date back to the Byzantine period. Minister Saleh pointed out in an interview on [00:03:46] Al-Akhbariya channel that work is underway to recover antiquities from the neglect of the defunct [00:03:49] regime, clarifying that [00:03:51] within 24 hours to be pumped into the investment of Khan As'ad Pasha aims [00:03:54] to address neglect without changing its features or [00:03:57] closing it to visitors, while [00:04:00] striving to establish centers to serve visitors at archaeological [00:04:03] sites. [00:04:07] This concludes the summary. May you be safe. [00:04:16] in discussions with [00:04:48] I used to spend a whole night at [00:05:30] Winter is coming. Fuels, especially [00:05:34] diesel, are facing many challenges in [00:05:37] Syria, primarily the price increase, then [00:05:40] the adjustment we witnessed to suit the situation of the people, but [00:05:43] there are other challenges related to the transportation process, [00:05:46] which is an important sector in Syria. [00:05:50] In this episode of the program, [00:05:53] sector, its equipment, its [00:05:57] challenges, and what are the plans drawn up for this [00:06:00] sector to develop it. [00:06:03] sector, Syria will become a global [00:06:06] hub for oil transportation from Iraq [00:06:09] and the Gulf to countries around the world. We will also [00:06:12] learn how this point will [00:06:15] reflect on the reality of the people and citizens. [00:06:19] How will the connection process that [00:06:22] Syria is working on to develop affect the price [00:06:26] of diesel and fuels in Syria, and what is the desired [00:06:29] benefit? We will also know the timelines [00:06:33] and when all these visions [00:06:36] will be realized. We will try to find out all these [00:06:39] details in this episode of the program. [00:06:43] Welcome. [00:07:12] Regarding the availability of diesel and fuels in general, [00:07:15] their availability in the market and diesel for taxis [00:07:19] for home for everywhere. [00:07:21] Now, diesel for taxis is expensive, [00:07:25] it's well-known because we don't have diesel for citizens. [00:07:28] Our engine will be damaged [00:07:32] if prices don't drop, even if the movement in the country is paralyzed [00:07:35] by diesel. Any citizen will tell you that [00:07:39] the price has reached 5000, so I can't go on another trip. [00:07:42] Today, a citizen complained to me, he said, today five or six taxis, five or six taxis [00:07:46] I pay 70,000 pounds every day for [00:07:49] transportation. If the price of diesel drops, what will happen [00:07:52] to the citizens? We want diesel to be available so that people can [00:07:56] ride with us. It was 3500, the movement was better than now. We were told [00:07:59] that diesel would go down, but nothing happened. [00:08:03] So citizens are not going out or riding, and we are, as you can see, queuing [00:08:07] here and there, and the garage is the hardest. So movement is [00:08:11] difficult for us and for the citizens. Okay, let's go back to the issue of [00:08:14] diesel availability. It is available, and those who are afraid, [00:08:18] 17,500 is available, we fill it up, it is available. As for the rest, we [00:08:22] haven't asked about it. We only ask about our diesel. But for home diesel, I can't [00:08:26] afford it this year. The reason is its high price. And everyone [00:08:30] who has a family living in a rented house [00:08:32] and a family and a home and schools [00:08:36] and food. Regarding prices, we [00:08:39] know that prices change, I mean, for prices. [00:08:42] I mean, regarding the material, the material is available, there is no [00:08:46] such problem, and the demand [00:08:49] is normal. And regarding [00:08:51] the [00:08:55] the company, they are available. And we are receiving them [00:08:58] as usual, there is nothing extra or missing. [00:09:02] And things, thank God, will be better, God willing. [00:09:05] Winter season, I mean, now, God willing, the material will be available as [00:09:09] proposed, that there will be three prices. I mean, for heating [00:09:13] and for normal diesel and for refined diesel, and [00:09:17] God willing, they will find the appropriate mechanism, and we will [00:09:20] implement it. We are receiving material daily, [00:09:24] and thank God, sales are [00:09:27] normal, and things are normal, and there are no [00:09:30] bottlenecks, and our station is working 24 [00:09:34] hours a day. We submit the order today, it comes to us [00:09:37] tomorrow morning. Today is Sunday, tomorrow [00:09:40] morning it will be there. I mean, two or three [00:09:44] orders that are registered are coming to us, there is no problem with [00:09:47] diesel or gasoline. I mean, at our gas station, [00:09:51] the refined diesel is 17.5. The company has not yet distributed [00:09:54] the other types. [00:09:57] I mean, it is possible that they will designate [00:10:00] gas stations for heating, and it is possible [00:10:04] that they will designate gas stations for refined diesel, [00:10:07] and it is also possible that they will combine them, depending on what [00:10:10] they deem appropriate. God willing, things will be, as they [00:10:14] say, God willing, things will be [00:10:15] better. [00:10:41] The issue of diesel availability is good. It's available at [00:10:45] gas stations, no waiting in line, no crowds. [00:10:48] Yes, but the price of diesel is a bit expensive. [00:10:51] The price is high for us as transportation. [00:10:57] It is preferable to use the cleanest type. We cannot use a bad type and then pay for [00:11:00] repairs or malfunctions. For example, we bring a bad type and put it in for [00:11:03] repairs. The price difference. We want a clean type, but its price should [00:11:07] also be balanced with the passenger's [00:11:10] fare. Today, the passenger's fare is not compatible with the price of [00:11:13] diesel. So the loss is on [00:11:16] us. And you have the issue of expensive repairs, [00:11:19] for example. [00:11:21] It doesn't work out for us between the price of diesel and repairs and the citizen's fare. [00:11:25] There is more than one type of diesel. [00:11:27] Every gas station has diesel. You understand me, but the liter [00:11:31] of diesel is around 17,500. [00:11:34] If a passenger wants to fill up, the passenger will [00:11:37] ride in a microbus. [00:11:39] If someone has two children [00:11:42] at university, they won't be able to afford the diesel. When [00:11:46] it gets expensive, rents get expensive, [00:11:48] vegetables get expensive, food items get expensive, [00:11:51] everything gets expensive. [00:11:56] I am paying rent for the microbus. From where to where? From Deir [00:12:00] Qara to here. 15,000. It's a shame. Every [00:12:04] day I go back and forth, 15,000. What am I putting in? I am putting in the [00:12:07] salary for transportation. [00:12:11] We won't have food left, we won't have [00:12:13] drink left. [00:12:15] We need to keep warm. You are talking about keeping warm. What are we going to [00:12:19] do? What are we going to do? There's nothing. Tomorrow we'll cover [00:12:23] ourselves with blankets and fire. The situation of diesel. [00:12:26] 2000. Where are we going to get [00:12:28] 2000 from? [00:12:31] Which type will you buy? What is it? Haven't three types [00:12:34] been released? Three types have been released. I will not buy [00:12:38] any type. I will buy the type that I put in the car, and that's it. [00:12:41] First of all, the high price of diesel. With the high price of [00:12:45] diesel, we told you, the fares of taxis [00:12:49] will increase. Let's suppose, let's suppose that I am a parent [00:12:52] and I have two children at university. [00:12:55] I have to pay for their daily transportation, 3000 for each. [00:12:59] I won't be able to afford it. Vegetables get expensive, meat [00:13:03] gets expensive, food items get expensive, everything [00:13:06] gets expensive. Everything related to cars gets expensive, car [00:13:10] parts get expensive. All these things get expensive with the high price [00:13:13] of diesel. I mean, now, for example, vegetables come from Latakia [00:13:17] to you, they need diesel. Everything [00:13:19] gets expensive. From Daraa to here, everything [00:13:22] gets expensive. Please lower the price a little so people can live. [00:13:42] Diesel is available. [00:13:45] Whenever you go, diesel is available, but the problem is that [00:13:48] the price is very expensive. I mean, today we are [00:13:52] struggling with customers, with people, passengers. They used to [00:13:55] pay 3000, today they are paying 4500 [00:13:58] for the northern roundabout. I mean, people, most [00:14:01] people, are going out with no money. [00:14:05] So we deal with this by saying, God bless you, it's okay, [00:14:08] welcome. But at the end of the [00:14:11] day, we go home and it's not enough for us. We also have [00:14:15] a very expensive item. I mean, today we wait here for [00:14:18] two hours in line until we don't leave empty-handed. If we leave empty-handed, [00:14:21] we have lost the price of the diesel we spent. [00:14:25] We can't get it back. There is no other job. What are we going [00:14:29] to do? Has the cost [00:14:32] of the tariff not increased? Okay, fine. It increased. [00:14:35] They increased it by 1000 pounds. Fine, but most [00:14:39] people don't have money. If people can't pay [00:14:41] 4500, I mean, three was already too much for them. [00:14:45] Today they are paying four and a half. We go back [00:14:48] to our calculations. [00:14:50] Take four, it's not enough. Take three and a half, it's not enough. [00:14:54] Take five. Injustice is [00:14:57] not allowed. There is a tragedy. There should be more studies [00:15:00] than this. Currently, gas stations have available gasoline, there are no [00:15:04] crowds. Yes. [00:15:07] But in the past, during the last crisis, there were crowds. [00:15:13] the gas station. I mean, I would leave at 12 [00:15:17] AM and stay until 10 or 11 AM to fill up. [00:15:20] The turn for diesel for winter, what is its [00:15:23] situation? Honestly, we can't afford to fill up. Frankly, [00:15:27] the three types came out, but [00:15:30] I didn't ask about them. Honestly, I didn't ask about them. But now, whether [00:15:34] they are available or not, I don't know, but even the issue, [00:15:40] the lowest price for heating is expensive for the citizen, it's expensive, [00:15:44] it's expensive compared to the income. I mean, today I am [00:15:48] A public taxi used to support three [00:15:51] households. Today, one household is unable [00:15:55] to support itself. It is unable to support itself. [00:15:59] Due to the pressure of work, work has decreased, and people don't have [00:16:03] money. I mean, today, not every segment of society can afford [00:16:07] to take a taxi. [00:17:46] Welcome, dear viewers. In this episode, [00:17:50] we will talk about fuels in [00:17:53] general, and the most important pillar related [00:17:56] to fuels is perhaps the process of transporting [00:17:59] oil derivatives inside Syria, [00:18:02] especially inside Syria, and even what is exported from [00:18:05] Syria abroad. To talk about this, I am pleased to welcome [00:18:09] Engineer Ahmed Qabaji, who is the Deputy [00:18:13] Executive Director of the Syrian [00:18:16] Petroleum Company for Transportation and Distribution Affairs. Welcome, Mr. [00:18:19] Ahmed. Welcome. You honored us. Welcome. May God bless you. [00:18:23] Thank you for the reception. May God bless you. [00:18:26] The transportation process is very important. [00:18:29] How is the process of transporting [00:18:33] and storing fuels carried out [00:18:36] in Syria in general? Welcome, everyone. Of course, we are here [00:18:39] in Baniyas, the primary oil terminal for the Syrian [00:18:43] Arab Republic and the Syrian Petroleum Company. [00:18:46] Transportation has two parts: [00:18:50] one for crude oil and the [00:18:53] second for fuels. Fuels mean [00:18:56] gasoline, diesel, gas, [00:19:00] and fuel oil. So, of course, [00:19:04] the tankers arrive and connect to our offshore terminal. [00:19:08] The offshore terminal, of course, you will see it after the interview. [00:19:11] It is a very old and dilapidated terminal, [00:19:15] 76 years old. An English system, nothing like it [00:19:19] exists anywhere else in the world except here. [00:19:21] It contains seven berths, all of which were dilapidated. [00:19:24] Thanks to the efforts of our engineers and technicians, [00:19:28] we restored all these berths and prepared them, and they are all [00:19:31] ready for service with local efforts from everyone. This caused a problem in winter [00:19:35] and caused a bottleneck. Exactly, [00:19:39] we used to connect the same [00:19:42] gasoline tanker with the gas to the crude oil berth [00:19:45] with the diesel to a berth. So this took time. Thank God, [00:19:49] currently all of them are ready with local efforts and local expertise. [00:19:53] Beautiful. So the problem, God willing, in winter, there is no problem in terms of transportation. We have [00:19:57] one problem, which is the old [00:19:59] system that is affected by the weather, [00:20:02] by the seeds. So if [00:20:05] the weather is a bit windy, [00:20:08] ships cannot dock. [00:20:12] We have overcome this problem by increasing the storage [00:20:15] capacity of the tanks. Beautiful. We are trying now, [00:20:19] in the summer, the weather is good, to secure storage [00:20:22] capacities so that if there is a delay of two or three days [00:20:25] due to bad weather, it will not [00:20:28] affect the supply chain. I mean, are there new tanks being built? Have [00:20:32] tanks been rehabilitated? Yes, tanks have been rehabilitated, [00:20:35] and we have signed with a company to build 23 [00:20:39] new tanks in Baniyas and Tartous. 23 new tanks. When? [00:20:43] Yes, we have started construction. This contract is for [00:20:46] two years. Two years. Delivery will be in two years. Of course, the season [00:20:50] for everyone is that delivery will be after six months, some after seven [00:20:54] months. So we put this in case there is an interruption. We have [00:20:57] tanks with large capacities, large capacities, and [00:21:00] we have rehabilitated and maintained tanks here in transportation, [00:21:04] about 11 tanks, all of which we have brought [00:21:08] back into service. And four will be back in service within three months, and they will be [00:21:12] 100% here. The fuel [00:21:14] sector. Our neighbors also [00:21:18] have tanks under maintenance. [00:21:21] The Baniyas refinery tanks. They have four tanks, and they [00:21:26] maintenance very soon. So all this works [00:21:29] 24 hours a day, night and day, to secure capacity [00:21:32] to have more capacity in case of an interruption, God forbid. Indeed. [00:21:36] And you have also taken precautions so that there will be no interruption? [00:21:40] Of course, seven berths are operating, seven berths [00:21:43] are operating. The supply [00:21:46] and procurement sector management also put in place a plan to [00:21:50] secure supply chains for the next three [00:21:53] months, so that if the crisis [00:21:57] worsens or there is an interruption, [00:22:01] contracts were signed for future supplies for three [00:22:04] months, so that the material is guaranteed to reach us. These are purchase [00:22:08] contracts, right? Purchase of diesel, gasoline, [00:22:10] gas, and crude oil. I mean, we [00:22:13] have purchased in advance for three months. Exactly. [00:22:16] So that the material continues to flow to [00:22:20] the mentioned locations. There is storage in the mentioned points. [00:22:24] The second part is distribution. [00:22:28] Distribution is based on each [00:22:30] governorate. There is a fuel branch. Yes, a fuel [00:22:34] branch receives [00:22:37] requests from private and public gas stations. [00:22:40] For the public and private sectors, they prepare them within [00:22:44] 24 hours and raise them to the fuel management [00:22:47] as a total number [00:22:50] for each governorate. Yes, based on that, the fuel company [00:22:54] distributes and fulfills these requests the next [00:22:57] day and distributes them to fuel [00:23:01] centers in the governorates. Are there also tanks there? There [00:23:04] are tanks, some of them are ready and some [00:23:07] are destroyed. The ready ones have undergone [00:23:11] simple rehabilitation, and the destroyed [00:23:14] ones will also be rehabilitated, and some [00:23:17] of them are ready. [00:23:20] And in coordination with another company, I mean, [00:23:24] currently there are foreign companies [00:23:28] that will start building gas tanks. [00:23:31] 11 new tanks. 11 new tanks in Deir [00:23:35] ez-Zor, in Aleppo, in Idlib, [00:23:38] in Homs, in Baniyas, in Damascus. [00:23:42] A total of 11 new tanks, each tank [00:23:46] is 5000 cubic meters. This is for storing gas. This is for gas. Yes. [00:23:50] So that we also guarantee the continuous availability of gas. This [00:23:53] is what, I mean, within how much time? The scheduled [00:23:57] timeline. This, I mean, it is expected to be completed in one and a half [00:24:00] to two years. This project was signed and started. Yes. Okay, [00:24:04] allow me, Mr. Ahmed, there is always talk about what will happen after [00:24:08] one year, after two years. What has happened so far? [00:24:12] What has happened so far is the entry [00:24:15] of more than 20 tanks that were out of service [00:24:18] into service. The rehabilitation of more than nine [00:24:21] gas tanks [00:24:24] service. The berths were one working and seven [00:24:29] service. Securing supply chains [00:24:32] for fuels. We used to receive only one [00:24:36] or two tankers per month. Currently, the average [00:24:39] is one and a half tankers per month. Last month, [00:24:43] 35 tankers entered [00:24:46] Baniyas port. Yes. [00:24:50] This is considered a great achievement, from one tanker per month to [00:24:53] 35 tankers per month. And we are moving towards developing [00:24:57] the entire transportation system. Of course, this system, this [00:25:00] terminal, we have put in place a scope of work that is ready. [00:25:04] Yes. To start contracting for the construction [00:25:07] of a pier at the level of the Gulf, [00:25:10] so that import and export are 24 [00:25:14] hours a day and are not affected by weather or winds. [00:25:17] This will also take two and a half years. Also two years. Yes, we have a future [00:25:21] plan, of course. This is why you say it might be [00:25:25] an extra cost. No. This is linked [00:25:28] to the Iraqi oil pipeline [00:25:31] that we will talk about. We will talk about it. So when I receive two million [00:25:34] barrels of oil from Iraq, I need to provide [00:25:38] a suitable pier that is not affected [00:25:41] by weather conditions. So it's not just for us. This is the latest [00:25:44] thing. Yes, this is for import and export. Yes, this has also been signed [00:25:48] and started. We have signed a memorandum of understanding, [00:25:51] and God willing, things are, it's a memorandum of understanding, [00:25:54] it's still in the memorandum of understanding stage, but what will start [00:25:58] and what we have planned for is the tanks. [00:26:05] The crude oil tanks have [00:26:08] been contracted for. So, development is ongoing. You inherited a dilapidated [00:26:12] infrastructure, nothing below zero. [00:26:16] Truly, below zero. Old equipment that had not undergone [00:26:19] maintenance due to the recent war. I mean, there were many [00:26:22] cathodic protections for equipment to prevent [00:26:25] corrosion. Other than the bombing, no [00:26:28] maintenance was done. So everything corroded, reached its lifespan, [00:26:32] and some things went out of service. So with simple efforts, [00:26:36] and we will bring in giant companies, I mean, giant [00:26:39] companies will enter to implement [00:26:43] projects to build new pipelines, build [00:26:46] the continental shelf, build tanks, [00:26:50] and an FSRU gas conversion unit. Please list [00:26:53] them and mention the companies, if you don't mind. Okay. [00:26:57] What will enter in terms of [00:27:00] internal or external transportation operations? The first project [00:27:03] is the export of Iraqi oil [00:27:07] within the territory of the Syrian Arab Republic to Baniyas [00:27:10] and Tartous ports. This project, a memorandum of [00:27:14] understanding was signed with four international companies: Chevron, [00:27:18] IT Capital, Total Energies, and UC. [00:27:21] This is a pipeline [00:27:25] transport. Pipelines. Yes. So that the current trucks [00:27:28] are no longer needed. I mean, perhaps there will be no alternative, but also [00:27:39] everything is connected to everything else, but I wanted to divide it. I mean, [00:27:43] we will talk about internal contracts and developing this [00:27:46] internal transportation infrastructure, [00:27:50] then we will move on to talk about the connection. The current talk [00:27:54] is that Syria will be a global hub. This is a big [00:27:57] deal. Yes. Okay, is the internal situation safe now? I mean, [00:28:01] no problems with transportation at all, [00:28:03] and guaranteed full supply? [00:28:07] God willing, no problems for at least the next three months. As I mentioned, [00:28:13] in the governorates I mentioned to you: Damascus, Homs, [00:28:16] Aleppo, Idlib, Deir ez-Zor, Baniyas. Okay, ten [00:28:19] new tanks. God willing, no more transportation problems. [00:28:23] God willing. So we've crossed the threshold and are always moving towards the better. Right? [00:28:26] God willing. Okay. Now, [00:28:29] the Prime Minister of Iraq, Mr. Ali [00:28:33] Al-Zaidi, spoke about Iraq's plan to increase [00:28:36] the export of [00:28:40] barrels of oil through Syria to [00:28:43] one million barrels. [00:28:46] Right. We are ready in Syria. [00:28:49] Now we will talk about two aspects. [00:28:52] Sometimes there is a mistake or confusion with citizens when they see [00:28:56] Iraqi tankers entering from Iraq [00:29:00] to Baniyas. These tankers contain Iraqi fuel oil, not [00:29:03] crude oil. Fuel oil. Iraqi fuel oil, which is one of the oil derivatives, [00:29:07] one of the oil derivatives that comes from Iraqi [00:29:12] the Iraqi side to export 1200 [00:29:16] tankers daily. Yes. Through Baniyas [00:29:19] port. This is currently running. Every day, 1200 tankers [00:29:23] are exported through Syria. [00:29:26] Of course, we will mention that the infrastructure [00:29:29] was not qualified. We have the capacity to unload 10 [00:29:33] tankers within 15 days [00:29:37] with local personnel, our young people, [00:29:40] engineers, and technicians. We increased the capacity from 10 [00:29:43] tankers to 1200 tankers. Now, the [00:29:47] 1200 tankers enter, unload, and others come every day. [00:29:50] The tanker is ready [00:29:54] the tanker. The tanker transports fuel oil, fuel [00:29:57] oil. The second part that [00:30:01] the Prime Minister spoke about [00:30:04] is that we are ready with the infrastructure for transportation [00:30:07] of Iraqi oil in tankers. [00:30:11] Iraqi oil in tankers. Iraqi oil, not Iraqi fuel oil, not Iraqi fuel oil in tankers. [00:30:14] Also, we are [00:30:18] the Iraqi side for more than four months. We do not [00:30:22] have the infrastructure to receive Iraqi oil, [00:30:25] so we prepared a site at the refinery [00:30:28] for oil transportation in Homs, the Central Region Directorate. [00:30:31] Yes. And we prepared [00:30:35] two huge sites in the Nasiriya area, [00:30:38] east of Homs, 60 km away. [00:30:41] These are now ready to receive any additional [00:30:44] oil from Iraq. So [00:30:48] 1500 to 1200 tankers are ready for unloading in Homs [00:30:51] and Nasiriya. Of course, why did we choose Homs and Nasiriya? To avoid [00:30:54] congestion and reduce traffic [00:30:58] and accidents on the roads.
